Nancy Reagan greeted the crowd of about 1,500 invited dignitaries under a tent on the east lawn of the Ronald Reagan Presidential Library in Simi Valley. “I know that Ronnie would be thrilled,” the 89-year-old said, looking skyward, “and is thrilled, to have all of you share in his 100th birthday. It doesn’t seem possible, but that’s what it is.” After the crowd, which included son Ron Reagan and former vice opresident Dick Cheney, rose to its feet in applause, she shouted, “Happy Birthday, Ronnie!” Former Cabinet secretary and close Reagan friend James Baker III, and actor Gary Sinise were among many who spoke in praise of the Gipper. “The Reagan Revolution did not end when he left office 22 years ago, or when he left Nancy and all of us on

Reagan, the nation’s 40th chief executive, was 93 when he died after a long battle with Alzheimer’s disease. The event was the culmination of a week of tributes to the former president at and around his presidential library, including speeches from Cheney and Sarah Palin. In Illinois, where Reagan was born and spent the first two decades of his life, hundreds celebrated at the Tampico Historical Society, eating cake and touring the restored apartment where he was born in 1911. ‘Kids for Cash’ Trial Set to Begin Prosecutors: Scheme yielded Pa. judge $2.8M in kickbacks 7bb[djemd" FW$ Kids in Luzerne County had incentive to stay out of the courtroom of Mark Ciavarella, a fearsome, zerotolerance judge who tossed youths into juvenile detention even when their crimes didn’t warrant it. Ciavarella ordered a 13-yearold boy to spend 48 days in a private jail for throwing steak at his mother’s boyfriend during an argument. A 10-year-old girl who acci-
dentally set her house ablaze languished in the same jail, PA Child Care, for more than a month — forced to shower naked in front of male guards, she says, and prohibited from hugging her family during rare visits. PA Child Care’s beds were filled with young offenders who didn’t belong there, prosecutors allege, because its owner was paying kickbacks to Ciavarella. On Monday, the disgraced former judge will stand trial in one of the biggest courtroom scandals in U.S. history — a $2.8 million bribery scheme known as “kids for cash.”
8WYaijeho Former judges Mark Ciavarella, shown, and Michael Conahan left the bench after being charged in January 2009 and pleading guilty that February to honest services fraud and tax evasion in a deal that called for 87 months in prison, but the deals were rejected. A federal grand jury then returned a 48-count racketeering indictment against the two. Conahan pleaded guilty to one racketeering charge and awaits sentencing. (AP)
Court documents outline a scheme in which Michael Conahan, then Luzerne County’s president judge, forced the county-run juvenile detention center to close in 2002, and helped PA Child Care LLC, a company owned by his friend, secure contracts worth tens of millions of dollars to house youth offenders. Ciavarella, who presided over juvenile court, sent youths to PA Child Care and a sister facility while taking payments from the owner and the builder of the facilities, prosecutors said. Ciavarella has said he didn’t believe he was breaking the law. (AP)

DWj_ed Shooting at Frat Leaves 1 Dead, 11 Injured in Ohio Oekd]ijemd" E^_e Two men involved in a dispute at a fraternity house party left the house and then returned, firing shots into the crowd early Sunday and killing a Youngstown State University student and injuring 11 other people, a police chief said. Youngstown police Chief Jimmy Hughes said the house just north of the Ohio campus had been bustling with 50 or more people, some as young as 17. Six of the injured were students, authorities said. Investigators are trying to identify the shooters, and the people who were shot have told police they had no problems with the suspected shooters, Hughes said.
Members of the university-sanctioned Omega Psi Phi fraternity lived at the house, YSU spokesman Ron Cole said. “This is one of those days that every university president across the country, as well as many other officials, always dread, university president Cynthia Anderson said at a news conference on campus. The 11 injured were taken to nearby St. Elizabeth Health Center, and eight of them had been treated and released by early afternoon, hospital spokeswoman Tina Creighton said. Anderson said she had been assured by police that there was no threat to the northeast Ohio campus. (AP)

An awkward, uncertain coexistence between protesters and the Egyptian military is now playing out in Tahrir Square, where early hopes that soldiers were sympathetic to the demonstrators and might come over to their side have given way to increasing signs that the army just wants the people to go home. For each of the past few days, the army has made its presence felt, by different, non-violent, means. And the object clearly seems to be to discourage the opposition forces who want to keep possession of the central plaza, the iconic center of the 13-day struggle for control of the Egyptian capital. “The military doesn’t want us

here anymore,” said Tamer Mustafa, 30, a teacher who was on the square Sunday. Officers, he said, have spoken with members of the crowd, telling them they’re causing “fitna” — or division between Mulims, and that this is not good.
The demonstrators are aware that the army is the one institution in Egypt that commands universal respect and that could tip this struggle one way or the other. They are also aware that President Hosni Mubarak, who contin-
Tunisia’s Ex-Ruling Party Halted Interior minister suspends all activities amid serious protests Jkd_i" Jkd_i_W Tunisia’s interior minister on Sunday suspended all activities of the country’s former ruling party amid the most serious protests since the country’s autocratic president fled into exile less than a month ago. Fahrat Rajhi suspended all meetings of the Democratic Constitutional Rally, known as the RCD, and ordered all party offices or meeting places it owns closed — ahead of a demand to dissolve the party, a ministry statement said.
8WYaijeho $$$ The Democratic Constitutional Rally embodied the policies of former president Zine El Abidine Ben Ali, who fled into exile Jan. 14 after a month of nationwide anti-government protests. The party became a key instrument by which Ben Ali maintained power and by which corruption spread. Should the RCD be dissolved, it would be among the most sweeping moves since Ben Ali’s departure. (AP)
The official TAP news agency, which carried the statement, said the measure was taken because of the “extreme urgency” of the situation, a reference to deadly weekend protests around Tunisia, and to “preserve the higher interests of the nation.”
The announcement came hours after crowds pillaged, then burned a police station in the northwestern city of Kef a day after police fatally shot at least two demonstrators. It was the worst violence in Tunisia since Ben Ali fled to Saudi Arabia, ending 23 years in power. (AP)
De Iekf H[Y_f[ \eh Oek0 A state-owned news website says Iran’s broadcasting authority has banned Iranian TV channels from showing cooking programs that present recipes for foreign cuisine. Jamejamonline reported late Saturday that the deputy head of Iran’s state broadcasting company, Ali Darabi, announced the ban during a visit to one of the country’s 30 state-run TV channels. The ban is seen as part of a nationalistic campaign. (AP)
The Egyptian army’s increasingly visible presence has clearly made the area around Tahrir Square much safer. The stone-throwing battles with protesters sympathetic to President Hosni Mubarak have stopped. Now, stones gathered as ammunition spell messages. One said: “We are the people of Facebook.” But the military escalation also is a sign that the army is much more in control. It has set up checkpoints at every entrance to the square, and many tanks are arranged facing the protest. ( T WP)

The trial for the three Americans highlights the power of Iran’s judiciary, which is controlled directly by the nation’s ruling clerics and has rejected apparent appeals by President Mahmoud Ahmadinejad to show some leniency. When President Obama got to the part of his State of the Union address when he called for 80 percent of Americans to have access to high-speed rail, I stood up, did a little dance and let out a joyous “Wooooo.” No one in the House chamber seemed quite as excited — but, then, I’m not sure how many of them commute from Baltimore to D.C. every day. I’m only in my sixth month of being in the train gang, and as I repeatedly assure my husband (whose job is the reason we moved), it really hasn’t been that bad. I’ve memorized the MARC schedule, made a bunch of train friends and generally learned the rhythms of the
ritual. But that doesn’t mean it couldn’t be better. With high-speed rail between the two cities, what’s now a 45-minute MARC trip — on one of the rare express trains — could be less than half that. Getting home would be no more daunting than traveling to

Rockville. More Washington workers would feel free to take advantage of Baltimore’s cheaper real estate prices, or just come by for a night of experimental music and free-flowing Natty Boh. Sou nds li ke a dream, right? Unfortunately, for now, it’s about as realistic as one. Sure, there’s Acela, which is technically highspeed rail, but that’s a 35-minute trip that costs about $40 per ride. And although a BaltimoreWashington Maglev line seemed to be in the works a decade ago, the project has totally died. (You can see the plan on the site Bwmaglev. com — last updated in 2003.) Other American high-speed rail projects are on the drawing board, but none of them are anywhere near here. So, for the foreseeable future, my Charm City compatriots and I will have to settle for MARC improvements, which actually seem to be in the pipeline. The new schedule, starting in March, reportedly will increase the number of trains each day. (Four more, according to the conductor I bugged for details.) It’s a small step toward the service objectives outlined in the MARC growth and investment plan, which has been set back due to lack of funding. But here are a few of the highlights: 15-minute headways during peak hours; 30-minute headways the rest of the time; late-night and weekend trains; and improved on-time reliability. If any of that even comes close to happening, I’ll definitely be doing more dancing.

Outages Spark Generator Sales Panicked residents buy power sources in wake of snow fallout FejecWY" CZ$ For Arthur Bennett, blackouts now come with a soundtrack. When last month’s “thundersnow” knocked out power in Bennett’s Montgomery County neighborhood, the preindustrial hush inside his house — when even the refrigerator seemed to hold its breath — soon gave way to the two-stroke roar of engines up and down his block. “As soon as the power goes out,
the generators come on,” said Bennett, a resident of the tree-filled, outage-prone village of Garrett Park. “In the last couple of years, it’s gotten to be like a bunch of lawn mowers running all night. It means I don’t sleep very well.” Bennett, like many residents of Pepco’s service area in Maryland and the District, has concluded that blackouts are likely to get even louder as the utility’s fedup customers turn increasingly to backup power. According to retailers and electricians, home generator sales are booming in the area Pepco serves, especially since the company has

Jim Holt of Gaithersburg’s Holt Electrical said his sales of home generators have been climbing steadily and reached a near “level of panic” after the last blackout — mainly on Pepco’s turf. “We’ve got people begging us to come out right now, offering to pay extra,” Holt said. “A few years ago, we had a lot of sales in McLean and Great Falls, places where they have a lot of trees. 25 Protesters Sleep In Lafayette Square About two dozen protesters calling for Egyptian President Hosni Mubarak to step down spent the night in Washington’s Lafayette Square near the White House. After protesters marched Saturday from the Egyptian Embassy to the White House, organizer Hossam Mansour of Springfield, Va., said about 25 people spent the night in Lafayette Square in solidarity with those protesting in Cairo’s Tahrir Square. Ensure Your Nest Egg Doesn’t Crack 9^_YW]e Coming up with “your numberâ€? — the amount of money you will need to retire comfortably — is a preoccupation for many. Some financial services have encouraged the quest, most memorably ING in TV commercials showing baby boomers with bright orange numbers with dollar signs on their heads. The concept has gained urgency in recent years, especially after two market meltdowns that
eroded retirement savings and confidence alike. But it may actually be counterproductive. Rather than a decadeslong, potentially futile effort to reach a huge number, you may be better off setting achievable benchmarks along the way. That’s not to say that setting financial goals for retirement and trying to reach them isn’t important. Many people, after all, are on pace to run low on cash in retirement, which will leave them needing to rely on Social Security checks that average only about $1,100 a month. There’s a problem, though, with attaching a single, large number to your aspirations. Coming up with

a reliable number for your retirement savings goal is tough enough. Reaching it might feel impossible. And that can be deflating. “Looking at a monster number and thinking, ‘I’m never going to get there,’ causes a lot of procrastination, says Anne Arvia, senior vice president of retirement plans for Nationwide Financial. “It can
be overwhelming. One increasingly popular concept advocates setting a savings target that’s a multiple of current household income. It’s a more manageable way of staying on top of your progress toward retirement security. A simpler approach, advocated among others by Principal Financial, holds that the average investor should focus on saving 11 percent to 15 percent of pay over a 40-year career in order to be OK in retirement. If someone is close to retirement but far short of their number, they can still make “bite-sized moves, says
Bob Sollmann, who heads the retirement business at MetLife. Those might include bumping up the portion of your paycheck that you save by 1 or 2 percent, or considering moving somewhere less expensive in retirement. “If a number is a way to motivate someone to get somewhere, that’s good,â€? he says. “But at the end of the day, it’s all about taking action.â€? Open for Business Cairo’s traffic jams and bank lines give a surreal sense of normalcy amid crisis

Egyptians desperate for cash lined up at newly reopened banks, and Cairo’s infamous traffic jams reappeared Sunday as the capital struggled to regain a sense of normalcy after nearly two weeks of unrest. But hulking battle tanks on the streets and nervous citizen watch groups manning barricades at night were vivid reminders that the crisis was far from over, with thousands of protesters still demanding the ouster of the president. “It’s much better than yesterday or the day before; ordinary people are back out walking around and, look, we even have a traffic jam,” said Ahmed Mohammed, 65, the owner of a men’s clothing store on Arab League Street, a major commercial thoroughfare. Cairo, a city of 18 million people, slowed to a near standstill more than a week ago after widespread looting and street battles broke out in a neartotal breakdown of security amid mass protests demanding the ouster of President Hosni Mubarak and police abandoned their posts. Businesses closed, and traffic was largely absent as residents holed up at home and faced a curfew that at one point started at 3 p.m., choking off a city once renowned for never sleeping. The curfew start has since been relaxed to 7 p.m. Most stores were open Sunday for the first time in days, although some were boarded up with signs saying they were “closed due to looting.” Across the 12-lane divided road from Mohammed’s store were the burnt-out remains of a police station and a duty-free shop. Traffic also had returned to its normal sluggish rush-hour f low in many parts of the city, albeit with a dearth of traffic police.

“We want reform to continue but with a return to normal life,” added Ahmed, echoing the sentiment of many across a city that still wants change, while desperately yearning for the end to the unrest. Many Egyptians have been unable to access their bank accounts, and ATMs rapidly emptied of cash or were attacked by looters. Employers said they couldn’t pay end-of-the-month salaries, and food prices soared. The government reopened a limited number of banks for three hours on Sunday, sparking a desperate rush for cash and long lines at the financial institutions. “There’s a surreal feeling to all of this — almost like time stood still and we were trapped in a nightmare,” Zakariya el-Fattah, a
:_\\_Ykbj JhWdi_j_ed President Hosni Mubarak’s immediate resignation — the key demand of protesters in the streets of Cairo — would trigger snap presidential elections under the Egyptian constitution and could make political reform more difficult, experts say. If Mubarak were to resign now, elections would have to be held within 60 days, according to the constitution. The electoral rules impose many restrictions on who could run, heavily favoring the old regime, and could not be changed in the run-up the vote, legal experts said. (AP)
Egyptian Vice President Omar Suleiman reached out to the outlawed Muslim Brotherhood and other opposition groups Sunday as part of a new offer of sweeping concessions including press freedom and an eventual end to hated emergency laws that have been in place for decades, the latest attempt to try to calm an anti-government upheaval. But the youthful protesters filling Cairo’s main square said they were not represented and were united in rejecting any form of negotiations until President Hosni Mubarak steps down, raising questions about whether a rift might be developing. Officials said the exchange wou ld cla r i f y on Monday what changes could take place, including a shorter session and a cap on any steep drops after the 17 percent plunge that prompted its closing on Jan. 26, a day after the protests began. Businessman Ayman Abdel-Baqi said most people were still uneasy about the situation and feared a return of the chaos that left stores across the city gutted. “It’s not normal yet; merchants are afraid to stock up their stores with goods. They’re keeping them in the warehouse because the looters might return. There is no confidence yet that the situation is stable,” he said from his print shop on the busy street leading to the pyramids. PAUL SCHEMM AND TAREK EL-TABL AW Y (AP)

Alex Ovechkin took a hit to the knee so nasty he wasn’t penalized when he retaliated with a punch to the face. That was just a taste of the animosity from the Washington Capitals’ 3-0 win over the Pittsburgh Penguins, two rivals who put on a Super Sunday show for the second-straight year and again left no doubt they wouldn’t be hanging out together afterward to watch the NFL’s big game. “They don’t like us. NFL Set to Enter the Great Unknown Fhe <eejXWbb By far, football is America’s favorite sport. Yet despite that, when they turn out the lights after Sunday’s Super Bowl between the Green Bay Packers and Pittsburgh Steelers, the party could be over. A labor war that pits rich athletes against richer owners could shut down the game for who knows how long. The collective bargaining agreement that led to unprecedented success for the NFL expires

berg said. “Who wants to be the person to kill this golden goose?” To hear the two sides tell it,
they’re trying to make it better, not kill it. But they are far apart on how to get that done. Owners say it’s time to pocket more money for a league that hasn’t started a stadium project in more than five years. They want a bigger slice of the roughly $9 billion in revenue, a rookie wage scale and to increase the regular
season by two games, to 18. The players think those two extra games will cause an exponential rise in injuries and don’t want to give back any percentage of the revenue pool, a massive slice of which comes from the networks, which combine to pay about $4 billion per year to televise the NFL. Commissioner Roger Goodell has said both sides are preparing for any outcome, but “the commitment on behalf of ownership is to get an agreement.” He reiterated that Sunday in an interview on Fox, saying a negotiating session between the owners and players the day before was “beneficial.” EDDIE PELLS (AP)

HERE’S A BRADY BUNCH for NFL fans: Tom Brady got all 50 votes for MVP. The Patriots QB on Sunday became the first unanimous choice for the AP’s NFL MVP Award since the AP began using a nationwide panel of media members who cover the league. In 2007, when Brady won his first MVP Award, he got 49 votes; one voter went for Brett Favre. (AP)

And yet in the same breath, he’s able to just smack somebody in the face, or hit him with the back of a rifle, for just being rude.” Graham Yost, executive producer of “Justified,” said it’s just that mix of menace and charm that made Olyphant such a natural choice: “There was that feeling the first day on the set that, ‘Oh, yeah, this is the part — or this is one of the parts — he was born to play.’” JEN CHANEY (THE WASH-

Remember the sure-footed, fearless and righteous sheriff on HBO’s “Deadwood”? He was played by Timothy Olyphant. The sure-footed, fearless and righteous sheriff who attempted to maintain calm during a viral outbreak in last year’s horror remake “The Crazies”? Also played by Timothy Olyphant. And what about the sure-footed, fearless and (mostly) righteous U.S. marshal who anchors the FX series “Justified” (Wed., 10 p.m.)? That guy — otherwise known as Raylan Givens, a Harlan County, Ky., native with a quick draw, a sexy drawl and an affection for ten-gallon hats — also stars Timothy Olyphant. Undeniably, there’s just something about his furrowed brow and twinkling eyes that demand to be framed by the wide brim of a Stetson. But what is it? “I hate to tell you — I have not a clue,” Olyphant says. “Part of me thinks that you do it once and it works, so people say, ‘We’ll get him; that works.’”
Timothy Olyphant doesn’t just star on “Justified”; he’s a producer too, allowing him to work with the writers. “He has a lot of notes, and most of them are really spot-on,” says executive producer Graham Yost. “And I, frankly, kind of curse and say, ‘God, we should have thought of that.’” That process is immensely satisfying to Olyphant, even if part of him wonders how the other members of the “Justified” team sometimes feel about his suggestions: “For all I know, there’s some people in back rooms going, ‘Who the [expletive] made this guy a producer?’” (T WP)

Intentionally or not, Olyphant, 42, has taken the man-of-the-law trope to a career high with his portrayal of Givens, who’s based on a character created by Elmore Leonard. “If you take away the hat, I think there are a lot of differences between this role and the ones I've played before,” Olyphant says.

MARK SELIGER/ FX
Since Four Loko was cruelly decaffeinated, I’ve been on the hunt for another novelty alcohol-based product to make fun of. In the name of research, I tried ChocoVine ($14 for a 750-ml bottle) — “a fine French Cabernet subtly combined with a rich dark chocolate from Holland,” according to Chocovine.com. Then I decided to move up to the more 8o <_edW straightforwardly PkXb_d named Adult Chocolate Milk ($24 for a liter, Adultchocolatemilk.com), a 40-proof vodka beverage that resembles milk and comes in a retro glass bottle, but, suspiciously, requires no refrigeration. The taste? It’s like drinking Ovaltine while being repeatedly punched in the temple. By that, I mean, it’s pretty good. The liquor it most closely resembles is Baileys Irish Cream — and, like Baileys, it’s the kind of stuff you probably drank way back before you knew how to tell what was worth drinking. Why does our society feel the need to disguise alcohol as other types of refreshment? In addition to the chocolate milk, we’ve seen booze hiding behind energy drinks and even whipped cream (such as CREAM, Givemecream.com). The Adult Bev. Co, which produces Adult Chocolate Milk, is developing alcoholic orange cream soda and limeade, too. At least anyone worried that strangers will judge their taste in beer, wine or bourbon can just sip spiked chocolate milk and not worry about being judged. You’re drinking it ironically. It’s the new PBR.

I[b\#>[bf
A Guide to Appropriate Apologies We put together this list of follow-ups for all your mistake-making needs.
7kj^eh G 7 If you find a typo in “Being Wrong: Adventures in the Margin of Error” ($27, Ecco), expect a gracious reply from author Kathryn Schulz. “When you write a book about being wrong, you’re professionally obligated to not get defensive,” Schulz says. In “Being Wrong,” she explains why we make mistakes and encourages us to accept t hem. (A nd we mean blunders of t he p o orl yphrased-suggestion-that-Momlose-some-weight Schulz variety, not the amputating-thewrong-leg-during-surgery sort.) The ability to calmly back away from our missteps could even make our world a better place. Hear her dispense wisdom on Monday at Politics and Prose. What do we want to be right about the most?
We actually tend to really want to be right even about totally triv-
Level One: You tell what you thought was an awesome joke about beef to someone you didn’t know was a vegan, then feel like a total jerk. Appropriate apology: “That was insensitive of me.” Level Two: Stepped on someone’s foot on the Metro. They were wearing sneakers, you were wearing loafers, so no harm done. Appropriate apology: “Oh, whoops! My bad.” Level Three: Forgot a friend’s birthday. Appropriate apology: A phone call, followed by in-person delivery of homemade cupcakes. Level Four: Sent an e-mail in which you complained about your boss to your boss. Does our desire to be right vary by profession? You’re speaking in D.C., where politicians can’t really afford to be wrong.
There are some kinds of mistakes that are very disastrous. I would never want to say, “mistakes are great for the following X reasons.” But the experience of being wrong, to me, is a fundamentally exciting experience. As hard as it can be in the moment, as confusing, as disorienting, it is one of those rare opportunities in life to totally revise our understanding of the world and deeply learn something new, to have the world shift in front of you. That can be really magical. ROX ANA HADADI

The New York Philharmonic has started placing its vast archives on the Internet in a multi-year undertaking that will total 8 million pages at completion. The orchestra launched the digital archive on Thursday with 300,000 pages from music director Leonard Bernstein’s tenure, from 1943 to 1970. They include more than 1,000 conducting scores marked by Bernstein, Andre Kostelanetz, Dimitri Mitropoulos and Gustav Mahler. There’s also more than 3,200 printed programs, 4,500 lantern slides and selected business records, including Bernstein’s programming proposals and correspondence. By 2012, 1.3 million pages from the Bernstein years will be online. They will be followed by documents from 1842, the year the Philharmonic was founded, to 1908, and from 1909 to 1943. The digital archive is paid for by a $2.4 million grant from the Leon Levy Foundation. (AP)

<_bc Elton John was an internationally successful pop singer-songwriter when he got a phone call out of the blue from lyricist Tim Rice, inviting him to write some songs for an animated movie featuring singing animals. That was nearly 20 years ago, and the result was 1994’s “The Lion King,” which subsequently became a hit Broadway show. “In 1990, if you’d have said in 1993 I’d be writing a song about a warthog, I’d have said you’re out of your mind,” John says.
