Airportlawyer.org helps link immigrants landing at U.S. airports with free legal help from lawyers.

Jan. 27, when President Trump signed his executive order banning refugees and travelers from seven majority-Muslim countries — followed by a stay of the ban issued by a federal judge — thousands of visa holders have been detained or run into trouble clearing CBP at U.S. airports. That has prompted waves of volunteer lawyers to set up temporary shop at international

arrival terminals, working around the clock and waving placards announcing, “Free Lawyer.” Most have no way of knowing who is arriving from countries affected by Trump’s ban, except for information they gather in conversations with anxious family members nearby. That dilemma spurred Seattle lawyers Greg McLawsen, Takao Yamada and Tahmina Watson to team up with software developers to find a tech solution: an app. At airportlawyer.org, travelers or their family members can upload personal information and travel plans, including arrival date, time and airport. That information is then securely shared with volunteer lawyers who can track their arrivals and meet them at their destinations. “Those of us at the airport will know who’s coming in and we’d be better prepared with information to work on their behalf,” said Yamada, co-founder of a Seattle tech startup, who has been volunteering his legal services at Seattle-Tacoma International. Md. high court overhauls cash-based bail system MARYLAND After years of political debate about the issue, Maryland’s highest court approved changes to the state’s pretrial system on Tuesday to prevent people from being held in jail simply because they can’t afford bail. The Court of Appeals’ seven judges unanimously approved the changes, which will be effective July 1. The changes mark the latest development in a growing push nationwide to keep cash bail alone from incarcerating the poor. They were approved after the court heard hours of

testimony last month on revisions proposed by the state judiciary’s Standing Committee on Rules and Practice and Procedure. “You need to look at what the defendant’s situation is, what his or her risks really are and attempt to fashion an ability to release on the least onerous conditions possibility,” said Alan Wilner, a retired Court of Appeals judge who now serves as chairman of the committee. Supporters of abolishing cash bail requirements argue that many poor defendants languish in jail for minor offenses while

First lady Melania Trump has settled her defamation lawsuit against a Maryland blogger, who agreed to apologize to the Trump family and pay her a “substantial sum,” her lawyers said in a statement Tuesday. “I posted an article on August 2, 2016, about Melania Trump that was replete with false and defamatory statements about her,” the blogger, Webster Tarpley, said in the statement provided by Trump’s attorneys. Tarpley, 71, of Gaithersburg, Md., did not respond to requests for comment. The blogger’s article reported about unfounded rumors that Melania Trump once worked as an escort. She also has sued the online Daily Mail, which published a similar article in August. Trump attended a hearing in December on the case in Rockville. (AP)

TRANSPORTATION Overall crime on Metro was down about 5 percent last year, but aggravated assaults, rapes and other violent crimes increased by significant proportions, according to statistics released Monday, likely fueling a perception that the transit system has become more dangerous. Aggravated assaults were up 31 percent last year to 151, and represented the most dramatic increase in crime in the system. The attacks largely involved men between 18 and 24, who were most often both the victims and suspects in such attacks, according to the statistics. An aggravated assault occurs when a person uses a weapon or flashes one in a

threatening way, or when a person is severely injured in a scuffle. Homicides and rape, the gravest offenses — but infrequent — also increased, with five of each logged in 2016. In 2015, there were two homicides and no rapes reported, according to statistics. Asked about the perception that the system is more dangerous, Metro Transit Police Chief Ron Pavlik Jr. conceded, “Some of it is violent crime is up. The numbers are reflecting that.” Still, Transit Police touted progress in other areas: Bike thefts and assaults on bus operators are down, and they’re nabbing fare evaders more. The agency also made use of a new $3.6 million surveillance hub in Hyattsville, Md., where authorities can monitor violent incidents as they happen, and dispatchers can log complaints and text tips to officers. From 60s to snow: Weather may get sloppy The Washington area is in for a wild ride today into Thursday morning. Temperatures will rise into the 60s this afternoon and then may fall into the 30s overnight, allowing cold rain to turn to wet snow in parts of the region. A cold front will pass through the area today, allowing chilly air to slowly settle in at night. At the same time, an area of storminess will develop along the front, initially spreading rain over the area. The question is if and when the rain turns to snow. Historically, these kinds of snow threats after really warm days rarely work out in a snow lover’s favor in Washington, but occasionally our colder suburbs end up with a thump of accumulating snow. The bulk of the precipitation from this event is expected to fall between 1 a.m. and 7 a.m. Thursday, arriving first in the west and working eastward across the region. Precipitation should end between 6 and 8 a.m. The changeover to snow, if it occurs, would most likely happen between 4 a.m. and 7 a.m. — perhaps somewhat earlier in northern Maryland and toward the Pennsylvania border. So what’s the bottom line? Ending up with accumulating snow inside the Beltway looks to be a long shot due to the mild air preceding this event. HOWARD COUNTY, MD. The Howard County Council voted 3-2 Monday night to declare the Maryland suburb a safe and supportive place for undocumented immigrants — but not a sanctuary. The bill’s co-sponsors dropped

the hot-button word to preserve what they regarded as the measure’s central point: to put the county on record affirming that residents will not be targeted by local law enforcement because of their immigration status. Council member Calvin Ball said the bill still puts police and other county employees on notice that enforcement of federal immigration law is not their concern.

Mass executions cited in Syria SYRIA Syrian President Bashar alAssad’s government secretly executed between 5,000 and 13,000 people in just one prison as part of its campaign to eliminate opposition to his rule, a new report by the watchdog group Amnesty International has claimed. The killings took place over a four-year period between 2011 and 2015 in the notorious Sednaya facility outside Damascus, and the bodies were later disposed of in mass graves, according to the report released Monday by Amnesty.

Human rights groups estimate that tens of thousands of political prisoners have disappeared in the Syrian prison system since the uprising against Assad’s rule erupted in 2011, and they suspect that many of those have been tortured to death or secretly killed. The accounts of these killings are in addition to the figure of 17,000 that Amnesty counted in an earlier report on the extrajudicial killings issued in August, compounding an emerging picture of what Amnesty referred to as a policy of “extermination” against opponents of the government. The majority of those executed at Sednaya were political prisoners, including many of the ordinary people who joined in the

peaceful protests against Assad, the report says. Some were rebels who took up arms, and others were officers and soldiers who defected from government forces. But for the most part they were “doctors, engineers, protesters.” One former prison official is quoted as saying, “They were somehow understood to be linked to the revolution. Sednaya is the place to finish the revolutionaries. It’s the end for them.” The report describes in chilling detail how the prisoners were taken out of their cells in batches, of up to 50 at a time, twice a week and in the middle of the night, typically on Mondays and Wednesdays. They were given only cursory trials lasting one to three minutes

at one of two military field courts that offered no semblance of judicial process, with sentences typically handed down on the basis of confessions extracted under torture. When the time came for their executions, the prisoners were handcuffed, blindfolded and led to a basement cell containing 10 stands and 10 nooses. Amnesty said it based its estimate of between 5,000 and 13,000 hangings on testimony of 31 former prisoners, four prison officials and three judges familiar with specific instances of the executions and the frequency with which they appeared to occur. They weren’t identified in the report by their full names because of safety concerns.

AFGHANISTAN A suicide bomber struck an entrance to Afghanistan’s Supreme Court on Tuesday, killing at least 19 people in the latest in a series of attacks on the country’s judiciary. The attacker was on foot, and targeted a side door as court employees and other people were exiting the building in downtown Kabul, the Interior Ministry said. Public Health Minister Ferozuddin Feroz said 41 people were wounded, including 10 in critical condition. No one immediately claimed the attack, which bore the hallmarks of the Taliban. The group has targeted the judiciary since the execution of six convicted insurgents in May. Shortly after the executions, a suicide bomber targeted a minibus carrying court employees in Kabul during the morning rush hour, killing 11 people in an attack claimed by the Taliban, which called it an act of revenge. In June, three Taliban fighters stormed a court building in the eastern Logar province, killing seven people before being shot dead by police. Afghan President Ashraf Ghani condemned the Supreme Court attack, which he blamed on the “enemies of our people.” Elsewhere in Afghanistan, a roadside bomb killed a top district official in the western Farah province as he returned home from a mosque, a local official said. POLITICS Charter school advocate Betsy DeVos won confirmation as U.S. education secretary Tuesday by the slimmest of margins, pushed to approval only by the historic tie-breaking vote of Vice President Mike Pence. Two Republicans, Susan Collins of Maine and Lisa Murkowski of Alaska, joined Democrats in a marathon effort to derail the nomination of the wealthy Republican donor. The Senate historian said Pence’s vote was the first by a vice president to break a 50-50 tie on a Cabinet nomination. DeVos emerged bruised from the highly divisive nomination fight. Opposed by half the Senate, she faced criticism, even ridicule for her lack of experience and confusion about her responses during her hearing. At one point, she said some schools should have guns because of the threat of grizzly bears. There has been scathing opposition from teachers’ unions and civil rights activists over her support for charter schools and her conservative religious ideology. President Trump accused Democrats of seeking to torpedo education progress. Trump’s immigration order temporarily barring refugees and citizens of seven Muslim-majority countries has sparked protests around the world.

Court weighs travel ban Justice Dept. lawyer pushed to defend order, asked about limits of Trump’s authority COURTS A federal appeals court panel peppered a government lawyer with skeptical questions Tuesday about why it should — or should not — restore President Trump’s executive order temporarily barring refugees and citizens of seven Muslim-majority countries from entering the United States. The hearing at the U.S. Court of Appeals for the 9th Circuit is a critical one for Trump’s now-frozen immigration order. The judges will eventually determine whether the travel ban should remain on hold, or whether it should be immediately reinstated. Justice Department lawyer August E. Flentje argued that the order was “well within the president’s power as delegated to him by Congress,” and that the president had determined there was a “real risk” in not pausing travel to the U.S. from those countries. But the threejudge panel, at least during his presentation, seemed skeptical,

asking about what evidence the government had to necessitate the far-reaching ban and what limits could be imposed on the president’s authority. Washington state Solicitor General Noah Purcell, who is arguing the case to keep the ban frozen, said the government was asking the appeals court to “abdicate” its role as a check on the executive branch and “throw the country back into chaos.” He, too, faced some critical questions. “What’s the irreparable harm to the state of Washington?” Judge Richard Clifton asked. The court said in a news release that a ruling was expected to come down “probably this week.” The decision could potentially affect tens of thousands of travelers whose visas were revoked by the initial executive order, then restored after a federal district court judge put a nationwide stop to it. The broad legal issue is whether Trump acted within his authority in blocking the entry of

NEW YORK A day after Melania Trump filed a lawsuit accusing a British news company of hurting her ability to build a profitable brand, her representatives issued statements saying that she “has no intention” of using her public position for personal gain. “It is not a possibility,” said statements issued simultaneously Tuesday by a spokeswoman for Melania Trump and a law firm representing her. “Any statements to the contrary are being misinterpreted.” The lawsuit filed Monday in New York says that the first lady’s ability to sell “Melania” brand jewelry and other goods had been damaged at a critical time by a defamatory news story. Cavaliers still dictate road to NBA Finals NBA The Wizards gave the Cleveland Cavaliers all they could handle Monday night. In what was arguably the best game of this NBA regular season so far, Washington and Cleveland went toe-to-toe and shot-for-shot for 53 minutes. The game seemed more suited to basketball in May than February. The result was familiar for every team in the Eastern Conference that’s gone up against LeBron James over the past six seasons: James walking off victorious, leaving his opponents shaking their heads. This time that came in the wake of his ridiculous turnaround heave from 3-point range to tie the game with 0.3 seconds left in regulation. The Cavaliers won 140-135 in overtime. Despite the loss, the Wizards showed they have moved into the upper-echelon of the East, alongside the Raptors and Celtics.

While those are all quality teams, they all have a long way to go to reach the penthouse currently occupied by James and the Cavaliers. Against those three teams a few floors below, Cleveland’s record gleams at a spotless 7-0. Unless something happens to James between now and June, that’s not going to change. There’s been plenty of noise surrounding Cleveland — much of it created by James himself — about the state of the Cavaliers’ roster over the past several weeks, especially after they went 7-8 in January. But the truth is that Cleveland is still far superior to everyone around them. Considering none of their chief competition has dinged the Cavaliers once in the regular season, the idea the Wizards, Raptors or Celtics could do so four times in a playoff series seems far-fetched. Toronto has been struggling for weeks, thanks in large part to injuries to DeMar DeRozan and Patrick Patterson, and hasn’t looked like the team that took two games off Cleveland last

Julien fired after 419 wins NHL The Bruins felt they needed to make a change at the top, even if it meant doing it on a day when Boston was celebrating a championship. The team fired Stanley Cupwinning coach Claude Julien on Tuesday, just hours before a downtown parade in honor of the Patriots’ Super Bowl victory. General manager Don Sweeney apologized for the timing, but said the team’s two-day break between games provided time to recover from the emotions of the move. Sweeney said he wasn’t oblivious of the optics, but added,

“I’m not going to make a decision just based on that.” With the team in danger of missing the playoffs for a third straight season, Sweeney felt he had little choice. Boston has lost two in a row and six of nine and fallen out of a playoff spot in the Eastern Conference. Assistant Bruce Cassidy was named interim coach. Upon seeing a version of this image on Beatty’s Instagram, Lips singer Wayne Coyne wrote to him seeking permission to use the picture. “It was strange for me,” Beatty says. “They were such an important band for me as a teenager.”

“Challenger” is notable for being one of the first covers where Beatty employed the digital airbrushing technique that would become his calling card. “That was the cover that was really the beginning of all of this,” he says. “It caught a lot of people’s attention.”

The basic concept for this image came from the Australian psychrock band’s guitarist, Kevin Parker. “He came to me with a lot of reference images of fluid dynamics — the way that air or water molecules flow around obstacles in their path,” Beatty says.

According to Beatty, John Dwyer — who leads Thee Oh Sees — has an affinity for grotesque comedy and horror imagery. “He wants the things that other people make me take off of record covers,” he says. “Things that are a little too grotesque.”

In this alternate version of his “Coloring Book” track, featuring vocals from artists including John Legend and Macie Stewart, Chance sings at a piano with a colorful puppet, just like the ones he brought to his “Magnificent Coloring World Tour” last year. The ensemble asked Beatty for an image that evoked mythological themes and Renaissance art. “It feels like you’re hanging it on the wall somewhere, rather than viewing the scene from your own perspective,” he says. “It’s a step removed from your reality.”

This cover, for electronic music producer Eddie Ruscha, is among Beatty’s more abstract works. “He wanted it to be a glowing aura of somebody’s spirit who had departed this world — [a depiction] of something moving from one plane into another,” Beatty says.

“There’s a very simple movement and decay represented in those falling bars,” Beatty says about this cover, designed for electronic composer Daniel Lopatin. “In [Lopatin’s] music, there’s often a thread of things building up and then collapsing underneath you.”

Each song on the Philadelphiabased guitarist’s double record is given its own image. “That’s a very prog thing to do, I think, to have a sort of storybook that goes along with the record,” Beatty says.

Another new (but old) dystopian chart-topper ‘The Handmaid’s Tale’ is the latest classic to nab Amazon’s top spot BOOKS Move over, “1984.” There’s a new dystopian novel topping the charts. Margaret Atwood’s “The Handmaid’s Tale” briefly became the best-selling book on Amazon on Feb. 6. (By yesterday evening, it had dropped to No. 3.) “New” might be a relative term. “1984” was published in 1949, yet just two weeks ago it topped Amazon’s best-selling list after Kellyanne Conway coined the term “alternative facts.” Atwood’s novel, meanwhile, was published in 1985. It, like “1984,” depicts a stark future for a world led by an authoritarian

government. The book has likely spiked in popularity in part due to its upcoming television adaptation, which will air on Hulu in April and stars Jordana Blake, Elisabeth Moss and Joseph Fiennes. A trailer for the show dropped Sunday during the Super Bowl, which was watched by more than 111 million people. Dystopian fiction has seen a recent uptick since the election of President Donald Trump. Many have argued, though, that Atwood’s novel is one of the more important in our new political climate. The news comes two weeks after the pop star denied reports that she had filed for permission to adopt two more Malawian children.
