Sosnovka resident Alexander Batyokhtin spent nearly two months building a village church entirely out of snow. The structure will vanish with the season. Batyokhtin worked on the chapel every day, even when the temperature plunged to -22 degrees Fahrenheit. He used 424 cubic feet of snow to make it. (AP)
A town in Germany has temporarily stopped playing a popular children’s song about a fox that steals a goose after a complaint from a vegan. A Limburg official said Thursday that a local woman had asked the mayor to remove the tune from the town hall’s mechanical carillon. The woman was upset by being reminded of the song’s words — “the hunter’s going to get you with his gun” — rather than by the fox’s theft of the goose. (AP)

The National Cathedral and Old Post Office each have 10 English change ringing bells. “The way they work — the bells don’t ring quickly,” Sinclair says. “We can’t ring music.” They ring the bells on Tuesdays at the National Cathedral and Thursdays at the Post Office for practice. You may not know what Beth Sinclair looks like — it’s more likely you know what she sounds like. Sinclair is the Ringing Master for the Washington Ringing Society, the volunteer group behind the English change ringing heard from the National Cathedral and the Old Post Office — now Trump International Hotel. Sinclair went to the National Cathedral School here in D.C., and learned to ring when she was in the ninth grade. She has been ringing for more than 35 years and says it never gets old. “In the hands of someone who’s experienced, it looks really easy [to others],” she says. But bell ringing of this type is more laborious than meets the eye. She and nine others gather in the tower, each pulling one rope connected to one bell. They’re not playing a song — they follow what’s called a method, or what Sinclair calls “weird

Sound like a job for you? So what type of people are bell ringers? By day, Beth Sinclair is a contractor for the Department of Education. THE DISTRICT In the three weeks since the Trump administration moved into town, business at Bullfeathers, a Capitol Hill watering hole popular among Republican staffers, has climbed 55 percent. Old Ebbitt Grill, near the White House, has reported an uptick in sales of fireball whiskey shots. And at Luigi Parasmo Salon and Spa in Georgetown, a steady stream of recently relocated New Yorkers has been scheduling weekly blowouts and French manicures. The newcomers are “somewhat trendier” than the usual lineup of Washingtonians, owner Luigi Parasmo said. (He also has some ideas to jazz up the president’s hairdo, if called upon.) “Lots of long hair!” he wrote in an email. “In general, big city people tend to be more attentive to their hair, nails and skin care.” Across D.C., business owners say it’s clear that the Trump administration has arrived. The new president and his staffers are settling in, and beginning to venture out to the region’s restaurants, bars, shops and salons. It’s a tide that turns every four — or eight — years in D.C. as one administration gives way to the next, ushering in a new wave of people and preferences from across the country. Eight years ago, the Obama administration brought an influx of younger staffers who helped shore up the

This time around, business owners like John Tattersall are readying for their own renaissance. “As soon as there’s a Republican president, I know business is going to pick up,” said Tattersall, 54, owner of Grand Ole Potomac Fly Fishing Guides. “There’s lots of good activity on the books for the spring.” But, he noted, his clients — most of whom are Republican — seem to be more pressed for time than usual this year. Instead of booking eight-hour fishing trips on the Potomac River, they’re opting for four-hour half-days. “Usually they have more time, especially when they’re not in power,” Tattersall said. “But now they’re getting really busy. The speed limit in mph on roadways around schools, parks, and senior and youth centers being proposed by the D.C. Department of Transportation to help eliminate traffic fatalities and serious injuries in the city. The proposal would lower the default 25 mph limit to 20 mph on some neighborhood streets and create 15 mph zones between 7 a.m. to 11 p.m. on the specified roadways. The “neighborhood slow zones” are part of the city’s “Vision Zero” plan, which aims to end traffic-related deaths by 2024. The city registered 28 traffic fatalities last year, up from 26 in 2015. Man found dead in Potomac River after falling off boat in Alexandria
Two juvenile humpback whales were found dead in Virginia’s Hampton Roads area this month, probably after being struck by boats, officials said. The first whale was discovered floating near the Hampton Roads Bridge on Feb. 2, a spokesman for the Virginia Aquarium said, and the second was found floating near the Chesapeake Bay Bridge Tunnel on Feb. 4. On a cool night in this college town this week, dozens of people armed with protest signs and rigid opinions packed into a room to contend with a controversy facing cities throughout the South: what to do about the symbols of their Confederate past. At issue was a bronze equestrian monument to Robert E. Lee that stands in a downtown park named in his honor. After months of contentious debate — and a meeting repeatedly disrupted by attendees — the City Council voted 3 to 2 to remove the statue. The decision triggered both cheers and boos
from the overflow crowd. Some waved signs with bold black letters: “Remove the statue.” Others held up images of the memorial next to the word “SAVE.” A nationwide backlash against Confederate symbols exploded in 2015 in the months after a white gunman, motivated by animosity toward African-Americans, massacred nine black churchgoers in Charleston, S.C. But in the commonwealth, where both Lee and the battle flag were born, the issue is particularly fraught. POLITICS The White House has “counseled” a top aide to President Trump after she promoted Ivanka Trump’s fashion line during a national cable television appearance from the White House. But House Oversight Committee Chairman Jason Chaffetz said that was not enough, calling what Kellyanne Conway did “wrong, wrong, wrong, clearly over the line, unacceptable.” The Utah Republican congressman said he will join with Democratic Oversight Leader Elijah Cummings to ask the Office of Government Ethics to review the matter. Chaffetz also said he will write a formal letter to the White House lodging his irritation. He said White House press secretary Sean Spicer’s remark that Conway has been “counseled” doesn’t go far enough. The ethics dustup began Wednesday with the president himself. Reacting to news that a department store had dropped his daughter’s line of clothing and accessories, Trump tweeted that Ivanka Trump had been treated “so unfairly by @Nordstrom.” Ivanka Trump does not have a specific role in the White House but moved to Washington with her husband, Jared Kushner, who is one of Trump’s closest

McCain should not be talking about the success or failure of a mission to the media,” Trump said in a series of tweets Thursday morning. “Only emboldens the enemy! Report: Noise is taking a toll One-quarter of adults have hearing loss; many don’t know it, CDC says HEALTH Forty million American adults have lost some hearing because of noise, and half of them suffered the damage outside the workplace, from everyday exposure to leaf blowers, sirens, rock concerts and other loud sounds, the Centers for Disease Control and Prevention reported. A quarter of people ages 20 to 69 were suffering some hearing deficits, the CDC reported this week in its Morbidity and Mortality Weekly Report, even though the vast majority of the people in the study claimed to have good
or excellent hearing. The researchers found that 24 percent of adults had “audiometric notches” — a deterioration in the softest sound a person can hear — in one or both ears. The data came from 3,583 people who had undergone hearing tests and reported the results in the 2011-12 National Health and Nutrition Examination Survey. “Noise is damaging hearing before anyone notices or diagnoses it,” said Anne Schuchat, the CDC’s acting director. “Because of that, the start of hearing loss is underrecognized.” The study revealed that 19 percent of people between the ages of 20 and 29 had some hearing loss, which Schuchat called alarming. Hearing loss, which worsens

Washington state Solicitor General Noah Purcell said the government had not demonstrated how it could practically implement such a solution. Federal courts in New York, California and elsewhere already had blocked aspects of the ban from being implemented. The case before the 9th Circuit, though, was much broader than the others, because it stemmed from a federal judge’s outright halting of the ban. The three judges on the panel were appointed by presidents Jimmy Carter, George W. Bush and Barack Obama.
POLITICS President Trump will reaffirm America’s commitment to its security alliance with Japan when the nation’s prime minister visits the White House on Friday, a senior U.S. official said. Prime Minister Shinzo Abe will be seeking reassurance from the new president on America’s role in Asia, while offering jobcreating Japanese investment in the U.S. to shore up economic ties. Japanese media reported that key areas of investment may include building high-speed trains; joint development of robotics, artificial intelligence and space technologies; and ramping up imports of U.S. natural gas in Japan and elsewhere in Asia. The official said the Trump administration is upholding the U.S. position that its defense treaty with Japan applies to East China Sea islands disputed by Japan and China — a stance opposed by Beijing. The president is expected to speak on that subject, the official said. The official briefed reporters on condition of anonymity to discuss planning for the trip before Abe arrived Thursday. Abe is hoping to build a rapport with the president, whom he met in New York in November, shortly after Trump’s election win. Their Oval Office meeting Friday will be followed by a joint news conference. Trump will then host Abe and his wife at his Mara-Lago Club in Florida. The pair are scheduled to golf Saturday.

POLITICS A federal appeals court panel has maintained the freeze on President Trump’s controversial immigration order, meaning previously barred refugees and citizens from seven Muslimmajority countries can continue entering the United States. In a unanimous, 29-page opinion, three judges with the U.S. Court of Appeals for the 9th Circuit flatly rejected the government’s argument that the suspension of the order should be lifted immediately for national security reasons and forcefully asserted their ability to serve as a check on the president’s power. “The Government has taken the position that the President’s decisions about immigration policy, particularly when motivated by national security concerns, are unreviewable, even if those actions potentially contravene constitutional rights and protections,” the ruling said. “There is no precedent to support this claimed unreviewability, which runs contrary to the fundamental structure of our constitutional democracy.” The judges did not declare outright that the ban was meant to disfavor Muslims — essentially saying it was too early for them to render a judgment on that question. But their ruling is undeniably a blow to the government and means the ban will remain off for the forseeable future. Trump reacted angrily on Twitter, posting just minutes after the ruling, “SEE YOU IN COURT, THE SECURITY OF OUR NATION IS AT STAKE!” The Justice Department, which was defending the administration’s position, said in a statement that it was “reviewing the decision and considering its options.”

Senate Minority Leader Chuck Schumer reacted by tweeting, “Pres Trump ought to see the writing on the wall, abandon proposal, roll up his sleeves & come up w/ a real, bipartisan plan to keep us safe.” A Justice Department lawyer, representing the Trump administration, and Washington state’s solicitor general, representing the opposition, made their final pitches to the appeals court Tuesday at a contentious hearing. Both sides faced skeptical questioning, and the panel seemed particularly interested in what evidence Trump relied upon in implementing his order, and what limits the Justice Department saw on the president’s authority to set immigration policy. Federal immigration law undeniably gives the president broad authority to bar people from coming into the U.S. But lawsuits
What’s next? The Justice Department could now ask the Supreme Court — which often defers to the president on matters of immigration and national security — to intervene. The Supreme Court, though, remains one justice short, and many see it as ideologically split 4-4. A tie would keep in place whatever the appeals court has decidede. The ban was set to expire in 90 days, meaning it could run its course before the Supreme Court would take up the issue. U.N. questions progress of China organ reforms Mexico sees huge decline in butterflies The number of monarch butterflies wintering in Mexico dropped by 27 percent this year, reversing last year’s recovery from historically low numbers, according to a study by government and independent experts released Thursday. The experts say the decline could be due to late winter storms last year that blew down more than 100 acres of forests where migrating monarch butterflies spend the winter in central Mexico. Millions of monarchs make the 3,400-mile migration from the U.S. and Canada each year. Officials estimate the storms in March killed about 6.2 million butterflies, almost 7.4 percent of the estimated 84 million that wintered in Mexico, said Alejandro Del Mazo, Mexico’s commissioner for protected areas. Once upon a time (like, three months ago), “fake news” had a precise meaning. It referred to total fabrications — made-up stories about Donald Trump earning the pope’s endorsement — and the phrase burst into the political lexicon as Facebook and Google vowed to purge it. Since then, conservatives — led by President Trump — have hijacked the term and sought to redefine it as, basically, any reporting they don’t like. Trump asserted Monday that “any negative polls are fake news.” The risk that voters, on the whole, will accept the idea that “negative equals fake” is probably very low. More insidious is the notion that a report qualifies as fake news if it requires a correction. Such an overly broad definition unfairly attaches malicious intent to the kinds of mistakes that inevitably appear in good-faith journalism. Trump seemed to endorse this definition Wednesday when he tweeted a link to a Federalist article that purported to identify 16 fake news stories. Some of the articles it listed were indeed plagued by errors, but only a few could plausibly be called fabrications, and only one originated with a journalist. Other reports weren’t wrong at all; it’s just that their framing irked conservatives. But snarky is not the same as factually inaccurate, and certainly not the same as fake news. CALLUM BORCHERS

For a year, one title after another has been won by a team that seemed stone dead. But some teams are unbreakable — or awful darn close. Teams such as the Patriots in Super Bowl LI create the impression that, even trailing by 25 points with 24 minutes left, you can’t crack their willpower. This confidence is one of the most powerful weapons in sports. Momentum “and belief can do magical things,” Trotz said. The Cubs and Cavaliers came back from 3-1 series deficits to win MLB and NBA crowns. Villanova basketball and Clemson football rallied to win NCAA titles. MacLellan and Trotz think they have built such an unbreakable team now. “In the past, when we broke, there was a reason,” MacLellan said Tuesday after the Caps posted two straight 5-0 wins.

Right now, only one city has teams with winning records in all four major pro sports. It’s Washington. Taken as a group in regular seasons, the Capitals (37-11-6 entering Thursday’s game against the Red Wings), Wizards (31-21), Nationals (95-67) and Redskins (8-7-1) are at a high point in D.C. history. None of those teams have won a title in a quarter century, but only a jaded pessimist would deny the potential now. In particular, the Capitals have turned “on fire” into an understatement. Washington entered Thursday with a 17-2-1 record in 2017 with a ridiculous 50-goal margin in those 20 games. If the Caps stay on their NHL-best pace and get to 122 points, they would have three of the four 120-point seasons since 1999, when the league started giving a point for overtime losses.

Washington’s weakness last year was lack of depth. Trotz said a paltry third line doomed his team against Pittsburgh in the playoffs, but “now we have that third line.” Newly acquired center Lars Eller and winger Brett Connolly combined with Andre Burakovsky for 20 goals in the 15 games before Thursday. The Capitals have clobbered opponents recently, but what happens in desperation time, when the worst response is to seem desperate? Trotz has asked almost every coach who has reached or won a recent Cup about how to get there.
“They all say the same thing,” Trotz said. “ ‘We almost got knocked out in one of the early rounds. But … we didn’t.’ ” The Capitals, like the Wizards, Nats and Redskins, face an additional obstacle: a curse. “Team history is an obstacle. You have to go through it or over it, too,” Trotz said. “You have to be in the moment, not let it control you.” That Washington fans would even aspire to teams that seem “unbreakable” is unthinkable. Yet it’s essential.

Virginia’s leg up: Md., D.C. duo want to deny Redskins A bill proposed by Maryland and District lawmakers this week could give Virginia an edge in landing the Redskins’ next stadium. D.C. Council member David Grosso, I-At Large, and Maryland Del. David Moon, D-Montgomery County, each submitted bills Monday as an interstate compact barring the use of public funds or lands for a Redskins stadium. The pair failed to gain a Virginia sponsor, so Redskins owner Dan Snyder could still have one local jurisdiction in the bidding if the bills pass. The stadium is expected to cost at least $1.5 billion, and the team is expected to seek public money. Grosso and Moon cited the team’s name, which they consider racist, among the reasons for the bills. “A football team worth well over $1 billion should not have
to rely on special government assistance to fund their facilities,” Grosso said. “It’s also hard for me to cheer for a team that is so disrespectful to indigenous peoples.” Both bills will soon be assigned to committees and face uphill challenges. District Council member Jack Evans supports the team’s return to Washington after its departing RFK Stadium in 1997. Many Maryland legislators also support the team remaining in Prince George’s County when its current lease in Landover ends in 2027. Even as a long shot, Grosso’s and Moon’s actions indicate stadium talks are ongoing with leaders in Maryland, Virginia and the District. After all, it took nine years for late owner Jack Kent Cooke to find a site for FedEx Field. Opposition moved it three times, from Alexandria, D.C. and Laurel, Md., to its current home in Landover.
Virginia may be the easiest jurisdiction to cut a deal with. Gov. Terry McAuliffe has no problem with the team’s name and has been talking to the Redskins since last summer. The team is based in Ashburn, Va., year-round with a three-week summer camp in Richmond. Snyder needs to move quickly: McAuliffe’s term ends next January and who knows how his successor will feel about pledging $1 billion in public money or the team’s controversial name. McAuliffe has been pushing Loudoun County as the site, somewhere along the coming Silver Line. While one site on the flight approach to Dulles International Airport has been mentioned, other possible venues along Old Ox Road may also be considered. Virginia and Maryland remain the leaders over the District. Neighborhood opposition and challenges for revamping RFK Stadium’s footprint make D.C. an expensive option. Snyder needs three bidders to get the most money. Don’t be surprised if the dealmaking process speeds up before Grosso and Moon attract an ally from Virginia. Bob Costas is stepping down from his role as prime-time host of NBC’s Olympics coverage, where he will be replaced next winter in South Korea by Mike Tirico. Costas, 64, has been the on-air concierge to NBC’s Olympics 11 times, starting in 1992. He warmed up as the latenight host in Seoul in 1988. He said he’s not retiring from the business, but entering a new phase of his career. The Olympics role requires the host to set the stage for the night’s telecast, guide viewers on switches to different venues, handle news if it breaks and conduct on-air interviews. Former player Charles Oakley, a fan favorite for his physical style of play, was hauled out of his seat by security guards, handcuffed and arrested in the middle of a nationally televised game against the Clippers. He was later charged with assault. Oakley had been sitting mere feet from Dolan, whom the team later said Oakley was insulting. “I was there for four minutes,” Oakley told the New York Daily News. “I didn’t say anything to him. I swear on my mother. They came over and wanted to know why I was sitting there. I bought the ticket. I said, why do you guys keep staring at me? Then they asked me to leave. And I said, I’m not leaving.” Oakley, who played for the Knicks from 1988 to 1998, shoved a guard and appeared to strike another. Bruce is loose: Here’s the Batman we need right now I’ve been writing a lot about the intersection of movies and politics lately, to the point where my editor’s first step upon getting my copy each week is probably “remove profanity.” So I was really looking forward to writing about “The Lego Batman Movie.” How could there be something political in a story about a wealthy, damaged, egomaniacal little toy who proudly doesn’t pay his taxes, thinks he’s always right and throws tantrums when someone attempts to curtail his behavior? Anyway. Don’t worry: My editor’s delicate eyes will be spared from
any cursing today. Because “The Lego Batman Movie” is, at its core, joyful. It’s quick and it’s smart and it’s fun, with a lovely lesson at its core. It’s less visually innovative than its predecessor, 2014’s “The Lego Movie,” but it makes up for that by having its characters go “pewpewpewpew” when they shoot their (nonlethal) guns, a joke that never stops working. Right now, Lego Batman is the Batman we both deserve and need. Christopher Nolan’s “Dark Knight” trilogy still dominates the conversation around the World’s Greatest Detective, at least while we wait to see what happens with Zack Snyder’s “Justice League” and the stand-alone Batman
movie that will follow. I can’t argue with that; Nolan’s films are a great examination of a tortured man and the way his sense of vengeance blends with his sense of duty. Lego Batman (voiced by Will Arnett) skims over all of that (including the dead parents; in deference to little teapots and their ears, this Bruce Wayne’s mom and dad were simply “lost,” and there is no flashback to their murders) and focuses on one fact: Being Batman is awesome. Bruce Wayne had to be; here, Batman is someone Bruce Wayne wants to be. Arnett’s Batman takes his duty seriously, but that duty comes with heavy doses of joy and fun. You know that oft-posted Facebook adage about “always be yourself. Unless you can be Batman. Then always be Batman”? Well, this Batman is having a heck of a time being Batman. Gadgets are awesome, catching bad guys is awesome, being Bruce Wayne is awesome — one might say (or sing) that everything is awesome. Now, in a time when many of us are all feeling a heightened sense of duty, Lego Batman proves that responsibility doesn’t have to come with darkness. It is possible to do the right thing — even the difficult thing — and do it with a sense of fun. You can be both serious and clever, both riled up and witty. John Wick, as fans of the 2014 hit about a ruthlessly efficient assassin already know, once killed three people in a bar using just a pencil. That legend gets repeated in the new, stylish and hyperviolent sequel to the live-action comic. A very serious relationship The new ‘Fifty Shades’ is steamy, but it’s not as cheeky as the original

Ana is being hunted by one of her boyfriend’s former lovers (Bella Heathcote), who appears outside Ana’s office looking like a street urchin with crazy in her eyes and a bandage on her wrist. As if two stalkers aren’t enough, Ana also has to deal with an aggressively handsy new boss (Eric Johnson) and the combative older woman (Kim Basinger) who taught Christian everything he knows about flogging. Johnson has tremendous comic timing, which lightened the mood in the first installment. She’s especially good when her character finds herself in awkward situations — which, for a virginal woman learning the

ropes (so to speak) of the S&M world, was often. But those opportunities have dried up. This time, she’s expected to emote, and the results aren’t always convincing. Dornan, meanwhile, is basically playing a robot. He’s enigmatic eye candy, with
rippling muscles that go a long way toward making up for his nonexistent personality. Of course, none of that really matters if people simply want to be titillated. In that case, there’s good news: The movie ups the ante with more explicit scenes, including nipple clamps, a stimulating ride in a packed elevator and lipstick body painting (don’t ask). And then there’s the really good stuff: the spacious kitchen island, the penthouse view and the capable cleaning woman. “Fifty Shades Darker” may be more of a drag than the original, but it still caters to all kinds of fantasies. Netflix has announced that Kate McKinnon of “Saturday Night Live” will voice Ms. Frizzle in the streaming service’s new CGI revival of beloved cartoon “The Magic School Bus,” titled “Magic School Bus Rides Again.” The character — a teacher who takes her students on adventures to teach them about science — was first voiced by Lily Tomlin when it aired between 1994 and 1997. FILM REVIEW The box office smash “Fifty Shades of Grey” was a better movie than E.L. James’ “Twilight” fan fiction deserved. The romance novel about an S&Mloving billionaire who falls for a bookworm was replete with cringe-worthy prose, but the adaptation was saved by a good dose of winking. This is supposed to be ridiculous and fun, the movie assured the audience, and for the most part it was. With the arrival two years later of “Fifty Shades Darker,” the secret ingredients to the original’s success are clear — especially now that they’re gone. The movie picks up not long after the last one ended, when Anastasia Steele (Dakota Johnson) ditched her boyfriend, Christian Grey (Jamie Dornan), after his love of spanking became more than she could handle. A few weeks on, the recent college grad has landed a job at a publishing house, but she can’t seem to get Christian out of her head — probably because he still sends her roses and shows up at places where he knows she’ll be. She relents the moment Christian asks for a second chance, and this time he promises to keep his kinky toys in his “playroom,” unless she gives him the okay. “Darker” follows a familiar plot — will these two make it work

Beyonce is facing a $20 million copyright suit The estate of Anthony Barre, a New Orleans YouTube star who was fatally shot in 2010, has filed a $20 million copyright infringement lawsuit against Beyonce over the use of his voice in her “Formation” video. The estate of Barre, who went by the name Messy Mya, claims in the lawsuit that his voice is featured in the introduction to the video. The complaint alleges Barre’s estate has received no payment or acknowledgment.
