TRANSPORTATION Sounds like one of those sketchy roadside signs. But this one is legit. Honest. If you live in the D.C. region, regularly drive I-495, I-66, U.S. 29 or U.S. 50 and have a valid U.S. driver’s license, researchers at the Virginia Tech Transportation Institute want to recruit you for a study that seeks to better understand how vehicles equipped with adaptive cruise control technology might reduce traffic congestion. Vehicles equipped with adaptive cruise control automatically keep pace with the car in front of them without the driver having to touch the gas or brakes. As part of the study, eligible drivers will be provided with a smartphone-based Advanced Traveler Information System that will send real-time messages about congestion, weather, traffic incidents, safety events

concerns that an interview would taint their data. Drivers will be paid $300 a month for participating and will receive additional payments when the system is installed and removed from their vehicle. A second egg found in nest of bald eagles And then there were two. D.C.’s wildlife biologist, Dan Rauch, said Tuesday that a second bald eagle egg has been found in a nest at a D.C. police facility in Southeast. The other one was laid early last week. The parents of the eggs at the D.C. police facility are Liberty, the mother, and Justice, the father. The pair has kept a nest at the site for 11 years. Police search for teen after another’s slaying Fairfax officials explore gang-related link after Md. girl found dead VIRGINIA Fairfax County police said Tuesday they are exploring possible connections between the killing and disappearances of several teenage girls from Fairfax and Montgomery counties and whether they are gang-related. Police said one of the missing teens, Venus Lorena Romero Iraheta, 17, may be in danger and pleaded for help in locating

her. Police said the girl was an acquaintance of 15-year-old Damaris A. Reyes Rivas, whose body Iraheta was discovered in Springfield on Saturday. “We implore the public. Please help us,” said Second Lt. Brian Gaydos, a spokesman for the Fairfax County police department. Police said multiple people are in custody on gang-related charges, but their exact connections to the cases remain unclear. Police said they are also

For snow lovers in D.C., the situation is bad. Historically bad. And it may not improve. Just 1.4 inches of snow have fallen this winter, tying as the eighth-lowest amount on record this deep into winter, dating to 1884. D.C.’s prime window for snow is from late January to mid-February. And temperatures over Presidents Day weekend, when major snowstorms have buried the region, are forecast to soar into the 60s. Essentially, the chances for meaningful snow for February are low. They’re not quite zero, as temperature forecasts beyond seven days become less reliable. But if no more snow accumulates, this year’s 1.4 inches would rank as the third-lowest recorded — behind only 1972-73 and 1997-98, which saw just 0.1 inches. (TWP)

Police: Naked intruder at NBC office bites man Police say a naked man assaulted another man at the entrance of NBC News’ D.C. bureau, then ran into the building and bit a man who helped stop him. According to a police report, the man approached the entrance of the building that’s also home to WRCTV Saturday night and hit a man in the face, pushed him to the floor and ran inside. Another man told police he spotted the naked intruder running down the hall with building security in pursuit and helped stop him. Police say the intruder bit the man’s arm. (AP) MARYLAND

Senate moving fast on Metro safety bill The Maryland Senate is moving fast on a measure for a Metro safety program, after the federal government threatened to withhold millions of dollars. The Senate gave initial approval Tuesday to a bill for Maryland’s commitment to oversee Metro safety. A vote is set for today. Federal officials announced they would withhold funding from D.C., Maryland and Virginia until they create a new Metro safety commission. D.C. already has approved a measure. The Virginia House and Senate have passed versions of the bill, but additional votes are needed. (AP)

THE DISTRICT In a rare step, a House committee voted 22 to 14 Monday night to block a law that would make assisted suicide legal in the District, opening a new front in the conflict between congressional Republicans and the overwhelmingly Democratic capital city. It was one of only a handful of times in the four-decade history of D.C. home rule that members of Congress have tried to use their constitutional power to overturn a city law, and the first attempt since the GOP took control of both Congress and the White House in January. The vote was largely along party lines, as 21 Republicans and one Democrat, Rep. Jim Cooper of Tennessee, voted yes while 13 Democrats and one Republican, Darrell Issa of California, voted no. In a split-screen moment, as the House Committee on Oversight and Government Reform was voting, more than 700 District residents and elected leaders jammed into the Atlas Performing Arts Center about a mile away for a “Hands Off D.C.” brainstorming session focused on ways to stop Congress from

Council member Charles Allen, who organized the event and was hoarse from chanting. “What I’m hearing is that people want to act. … We can’t just protest and pat ourselves on the back.” Rep. Jason Chaffetz, R-Utah, the chairman of the House Oversight Committee, has pledged to intensify scrutiny of the city’s laws and policies. Chaffetz singled out D.C.’s law allowing doctors to prescribe fatal doses of medication to terminally ill patients as a moral issue ripe for federal intervention. Chaffetz said his opposition to the law stems from “deep personal, moral conviction” and that it was the District, not Congress,

that prompted the committee’s intrusion into local affairs. D.C. Mayor Muriel E. Bowser called the vote “an egregious action” and said the committee had “sent a signal to D.C. residents that Congress has zero respect or concern for their will or the will of their elected officials.” Despite the committee vote, it is not clear whether Congress will be able to overturn the D.C. law. Both the full House and Senate would have to vote to block it by Friday, when a 30-day window for congressional review expires, according to D.C. officials. Officials lift dam evacuation OROVILLE, CALIF. Authorities lifted an evacuation order Tuesday for nearly 200,000 California residents who live below the nation’s tallest dam after declaring the risk of catastrophic collapse of a damaged spillway had been significantly reduced. Butte County Sheriff Kory Honea said residents can return home immediately. State water officials said they have drained enough of the lake behind Oroville Dam so that its earthen emergency spillway will not be needed to handle runoff from an approaching storm.

Russia looms over White House Firing of Trump’s national security adviser heightens concerns about the administration’s ties to Moscow National security adviser Michael Flynn resigned Monday night after just 24 days on the job.

POLITICS Questions about the Trump administration’s ties to Russia are hardly going to disappear with the firing of national security adviser Michael Flynn. Investigations are underway, and more are likely by the new administration and on Capitol Hill. U.S. agencies, including the FBI, have been probing Russian interference in the 2016 presidential election. And three congressional committees are conducting their own investigations that include looking at contacts between Russian officials and members of the Trump campaign and administration. This isn’t the first time Trump has distanced himself from an adviser in light of a relationship with Moscow. In late August, Paul Manafort resigned as Trump’s campaign chairman after disclosures about his firm’s covert lobbying on behalf of the former pro-Russian ruling political party in Ukraine. Trump’s own ties to Russia have been questioned in light of his friendly posture toward the longtime U.S. adversary and reluctance to criticize President Vladimir Putin. “This isn’t simply about a change in policy toward Russia, as the administration would like to portray. It’s what’s behind that change in policy,” said California Rep. Adam Schiff, the top Democrat on the House intelligence committee, one of the congressional bodies investigating. “It’s not just that an administration official was caught lying. It’s that the national security adviser to the president was caught lying and on a matter of central importance,” he said. “So this is big.” The Obama administration said Russia interfered in the

Developments Trump knew for weeks: White House counsel Don McGahn told President Trump in a briefing late last month that Michael Flynn, despite his claims to the contrary, had discussed U.S. sanctions with Russian Ambassador Sergey Kislyak, White House press secretary Sean Spicer said Tuesday. Pence didn’t know till Feb. 9: Vice President Pence first learned that Flynn had misled him about the nature of his contact with a Russian official on Feb. 9, a full two weeks after other White House officials were briefed on the matter, an aide to Pence said on Tuesday. Trump blames ‘illegal leaks’: In a tweet Tuesday, Trump expressed frustration with what he views as a culture of leaks in the nation’s capital. “The real story here is why are there so many illegal leaks coming out of Washington?” he wrote. “Will these leaks be happening as I deal on N. The Justice Department had warned the White House late last month that Flynn could be at risk for blackmail because of contradictions between his public depictions of the calls with the Russian ambassador and what intelligence officials knew about the conversations. On the other hand, Rep. Devin Nunes, R-Calif., the chairman of the House intelligence committee, said he was concerned Flynn’s rights were violated in the interception of his conversations with the Russian ambassador. “I’m just shocked that nobody’s covering the real crime here,” Nunes said. “You have an American citizen who had his phone call recorded and then leaked to the media.” The FBI has wide legal authority to eavesdrop on the conversations of foreign intelligence targets, including diplomats, inside the U.S. Flynn did not concede any wrongdoing in his resignation letter, saying merely that he “inadvertently briefed the vice president elect and others with incomplete information regarding my phone calls with the Russian ambassador.” Republican Lindsey Graham, who is leading a Senate judiciary subcommittee investigation into Russia’s interference in the 2016 election, said he has concerns about whether Flynn was acting alone. White House spokesman Sean Spicer said Trump did not direct Flynn to discuss U.S. sanctions with the Russians. “I think most Americans have a right to know whether or not this was a General Flynn rogue maneuver, or was he basically speaking for somebody else in the White House,” Graham told CNN on Tuesday. Ethics director: Conway likely broke federal rules White House has not disclosed whether key adviser was disciplined POLITICS The director of the Office of Government Ethics said there is “strong reason to believe” that senior presidential adviser Kellyanne Conway violated federal rules by endorsing Ivanka Trump’s clothing line, urging the White House to investigate the matter and consider disciplining her. In a Feb. 13 letter to White House Deputy Counsel Stefan Passantino, OGE director Walter M. Shaub Jr. wrote that Conway’s comments appeared to be “a clear violation” of federal ethics rules that bar federal employees from using their public office to endorse a product. Shaub added that the ethics agency has not been notified whether the White House has disciplined Conway, even though press secretary Sean Spicer said she was “counseled” after she promoted Ivanka Trump’s brand on Fox News. Cummings, Md., the ranking Democrat on the House Oversight Committee, who on Tuesday described Conway’s remarks “a textbook violation of federal ethics rules.” The ethics agency does not have investigative powers or enforcement authority. But the letter from Shaub steps up the pressure on the White House Counsel’s Office to disclose whether it took any action. Shaub asked for a response by Feb. 28. Secret Service chief to retire — for good WASHINGTON The head of the Secret Service, a retired presidential detail leader who was given the assignment of shoring up the agency in a period of crisis, is leaving his post, a little more than two years after arriving in one of Washington’s toughest jobs. Joseph P. Clancy, whom President Barack Obama summoned back from the private sector in late 2014 amid a string of security breaches and employee misconduct in the agency, said he plans to retire for good. He alerted the White House this past week that he will step down March 4. Clancy, the former head of Obama’s protective detail, steered the Secret Service as it struggled with the lowest number of employees in a decade. At one point, the agency had 500 fewer people on staff than it was authorized to hire. On Clancy’s watch, the Secret Service successfully tackled an intense and rancorous 2016 presidential election without any major incidents. The Redskins shouldn’t even whisper the words “franchise tag” to Kirk Cousins unless they’re prepared to blow up the team in 2018. Today marks the beginning of a roughly two-week window in which teams can use the franchise tag. Redskins president Bruce Allen and coach Jay Gruden have each said the team wants Cousins to be their quarterback long-term. If that’s true, Washington enters a delicate negotiation in which it will try to keep the passer without shelling out $25 million or more per year for up to six years. The team bulldozed through contract talks last year, instead opting to pay Cousins $19.95 million for one season under the franchise tag and setting up a subsequent dealmaking process that could turn poisonous. If the club is serious about

keeping Cousins, its tactics need to change. Make a real offer this time instead of the lowball proposal of $16 million in annual pay it reportedly extended last year. This is a watershed moment two years in the making. If Washington fumbles negotiations again, it could tag Cousins for $24 million on a one-year deal with the knowledge that he’ll likely count the days until he can leave. The Redskins can’t afford to tag him a third time in 2018. Allen says the team wants Cousins to stay, but there’s no reason to believe him. It’s equally feasible Allen wants to cut spending, let the quarterback go and ride that dysfunction into a power grab next year. Fans want to believe the franchise has changed, but more turnover at the top would be right in line with its history. If tag drama affects Cousins, and Gruden doesn’t direct a major improvement this year,

Allen could get rid of the coach with a year left on his deal and send general manager Scot McCloughan packing to boot. Nobody wants that. Although the tag could help the team buy more time to negotiate with Cousins through the summer, a long-term resolution didn’t come together under the same scenario last season. Cousins hasn’t made this ongoing stalemate too personal, aside from tussling McCloughan’s hair after a primetime victory over the Packers. But this has been a slow burn for him, and rightfully so. The Redskins just missed

the playoffs last season, but a missed field goal against the Bengals in London had more to do with that than a quarterback who was just 83 passing yards shy of 5,000 last season. Twelve quarterbacks make more than $20 million per year on average, and last season six of them didn’t make the playoffs. Cousins, 28, is entering the prime of his career and wants to get paid accordingly. The question is if Washington is willing to step up or fall back on dysfunction. NATIONALS Dusty Baker arrived in West Palm Beach, Fla., on Sunday, and two days were not enough for him to learn the lay of the Nationals’ expansive new land at the Ballpark of the Palm Beaches. On Tuesday, he got lost walking through the facility — past his office, the “great” weight room, the “state-of-the-art” pool, and all the construction workers completing the project along the way — in search of the public relations office to address the media for the first time in 2017. He found it with help from a reporter. This is progress for Baker. A year ago, everything was unfamiliar 120 miles away in Viera, Fla., the team’s old spring training home. He at least knows the people this year after leading the Nationals to 95 wins and the NL East title in his first season as their manager. Now Baker, 67, enters his second year — and 22nd overall as a major league skipper — with a team staring at a two-year window to contend for a World Series. But Baker’s window might not be as wide.

His contract expires after this season, and though the Nationals are interested in extending it, the two sides haven’t had discussions. Baker doesn’t seem concerned. In a report published Monday, The Irish Sun cited a source close to McGregor who said the UFC lightweight champion and Mayweather have both settled on their respective fees. “The contract hasn’t officially been signed yet because of a third-party holdup, but all the details have all been agreed on. … The fight could even be announced within two weeks.” That “third-party holdup” could be UFC President Dana White, whose company has McGregor under contract and who has repeatedly thrown cold water on the proposed fight. McGregor has said that, if the UFC tried to stand in the way, he could use the “Ali Act” to maneuver around his contract. If it’s possible to be underrated through years of sustained excellence, he’s pulled it off. But the excellence continues on “Prisoner,” his latest record, out Friday. It’s a fine collection

of fresh songs and new takes on heartache that demonstrates as much mastery as anything Adams has done. It matches surprising melodies with brilliant arrangements and affecting, urgent lyrics, reminding listeners that this is a craftsman who turns just about everything he touches into gold. Adams’ fans will recognize the vibe. There are the fingerpicked electric guitar trills set against a backdrop of jangly acoustic power-chord strumming. There’s the same harmonica he’s been

MUSIC When a celebrity goes through a deeply personal situation, it can feel like the whole world wants to know the details. Reba McEntire, the legendary country singer and former star of The WB/CW sitcom “Reba,” experienced this in 2015 when she split from her husband of 26 years. After the tabloid attention died down and fans gave her privacy, her friends still urged her to vent about her feelings. But she wasn’t ready yet. Then, a friend sent her a song called “From the Inside Out,” which had lyrics such as “Allow me some solitude/ it’s good for a soul … give me room to cower underneath my fear.” McEntire, who was recording an inspirational album at the time, was struck. “I said, ‘Wow, this says it so plainly.’ I don’t want to talk about it now, I want to heal from the inside out. Her first gospel project, “Sing It Now: Songs of Faith and Hope” is a double album that features traditional hymns on the first half (“Jesus Loves Me,” “Amazing Grace”) and contemporary spiritual tracks on the second half, including “From the Inside Out.” McEntire has never been shy about talking about her faith, although she calls herself more spiritual than religious. But she never thought about releasing an inspirational/gospel record until two colleagues brought it up a couple years ago. She found the process incredibly healing as she reinterpreted her favorite religious songs, which used to be a popular move for country singers.

“When I first got started, everybody put a gospel song in the show. That was just the thing to do. Because that’s our heritage, that’s our roots,” she says. “Because we all probably … grew up singing in church, it’s just a part of it. It’s such a big part of who we are.” And while the message of hope on her album can help people through divisive times, McEntire plans to stay away from politics. “I am put on this earth to help people through music. I don’t get involved with politics, I don’t do that,” she says. “That’s not my job. I’m an entertainer, I’m a singer, I love to perform. So I stick with the genre that I’m in and try to help as many people as possible.”

‘Brit and Katy are fighting, pass it on’ Us Weekly has interpreted Britney Spears’ recent Instagram post as being a response to “insensitive” comments made by Katy Perry at the Grammy Awards. Perry said on the red carpet that she had been taking care of her mental health, adding, “I haven’t shaved my head yet,” as Spears did in 2007. In Spears’ Instagram video on Monday, she says, “A book in Malibu is all you need.” She captioned the video “Weekend advice.”

A Twitter account claiming to be run by Amanda Bynes caused a bit of confusion Monday when it claimed the actress is engaged. In several tweets Monday, the user behind @PersianLa27 wrote, “We do not have an official wedding date as of yet but we are very much in love and very excited to share the rest of our lives together!” The account also posted photos of Bynes with a man she called “Matt V.” On her official Twitter account, @amandabynes, the actress wrote on Tuesday that the rogue Twitter account wasn’t her. “This person continues to impersonate and harass me and twitter needs to take the account down,” Bynes wrote. In an Instagram post in which he revealed he’d conferred with friends of his who work in D.C., the musician Moby shared that he had confidential intelligence on President Trump. He wrote that the Russian dossier on Trump is “100 percent real” and that the administration is “in collusion with the Russian government.” It was not clear who Moby’s sources were. (EXPRESS)

Amber Rose took to Instagram on Monday to “introduce [her] situation” following what she claimed were rumors about her love life. The model wrote that she recently broke up with her boyfriend, Val Chmerkovskiy, butt that she is not back together with h her ex-husband, Wiz Khalifa. The two were photographed kissing at an event this weekend. “A kiss on the lips …is not a big deal for either of us,” she wrote. She has since deleted the post. (EXPRESS)
