California woman can’t resist idea of making a Poorman rich
Giant ring was discovered right next to pennies and a Smart car
She smashed the car so hard, her blinker finally turned off
Twin sisters in California will share a $6 million lottery jackpot after one of them scratched a winning ticket. Lisa Toton says she bought several tickets after spotting a yellow ladybug, which she’d never seen before. When she learned she’d won, she contacted her sister, Laura Poorman, to join her at the lottery’s San Francisco office. “Jackpot Scratcher, come home. $6 million, I’m shaking!” Toton wrote to Poorman in a text. A Florida carwash is looking for the owner of a “big ol’ ring” an attendant found in one of its vacuums. Roy Morganthaler of Quick and Clean Car Wash in Panama City Beach said his jaw dropped when he spotted the ring. A woman stopped by in January asking if anyone had found a wedding ring, but she didn’t leave her name or number. Manager Marcus Worthington said he’s hoping she’ll hear about the discovery and come back. (AP)
Police say an 81-year-old Pennsylvania woman chased down robbers who stole her purse, ramming their car with hers and leaving damage that helped officers apprehend them. The woman was sitting in her car when a man and woman snatched her purse through the window. The woman gave chase and hit their car, but the duo got away. Officers found their damaged car in a grocery store parking lot and arrested them. (AP)

The teacher of the year in D.C. opens up about what he has learned EDUCATION Topher Kandik, 44, teaches at SEED, a public charter boarding school in D.C. He was named the District’s teacher of the year for 2016. Kandik lives in Petworth with his wife and son.
I don’t want you to print where I need to improve and then have it show up on my performance report.
What surprises you about your students? Probably the biggest surprise is that every kid does want to be
OBAMA
So you’re teacher of the year. Where do you still need to improve? ANDRE CHUNG (FOR THE WASHINGTON POST)
It’s hard for me to talk about myself as a teacher, but I do a lot of reflecting, and one of the things that I really try to do is destroy the classroom experience. Kids enter into a classroom and they think, This is a dead zone. So I try to get them out and do things that you don’t normally do in a classroom, so it doesn’t seem like they’re learning. I like to sneak learning in.

Even the ones who struggle the most, when they have their successes, they light up. And it begets other successes. Just to see kids who have struggled and are angry at being in the classroom switch things around when they have a couple of easy

‘Every kid does want to be successful’ You’re the teacher of the year! Why are you worried about your performance review? [Laughs.] No, I’m not worried about my performance review. I think I could do much better communicating with parents.
Is there something you wish you had learned as a 10th-grader? A lot of people ask me if I had a great teacher. And I never really did. I wish I had been empowered to bring my ideas more. With my advanced classes, I’ll tell them I’m going to be a student and they’re going to be a teacher. And it’s been a neat strategy and fun for me to see kids really perk up and take that into other classes, too. JOE HEIM (THE WASHINGTON POST)
Probably just getting tips on his Oscar pool President Barack Obama and senior adviser Valerie Jarrett were spotted Wednesday night at BLT Steak, just a few blocks from Obama’s home office at 1600 Pennsylvania Ave. The two were seen headed to a private room at the power-plate steakhouse, where, according to The Hill, actor Morgan Freeman may have been waiting with a hug. Also in the house that night? Oscar winner Tom Hanks was spotted leaving the restaurant with the Obama group. So can we call it a party? (TWP)

Cleaning house to curb abuse? PRINCE GEORGE’S COUNTY When leaders at Prince George’s County Public Schools announced last week that a volunteer at Judge Sylvania W. Woods Elementary School had allegedly made videos of more than a dozen children performing sex acts, the system’s chief executive put the school’s principal on paid leave. Police said Deonte Carraway, 22, has admitted making videos in which he directs children to perform sex acts; police have identified 17 victims and expect to find more. County schools chief executive Kevin Maxwell said he removed Woods Elementary’s principal, Michelle Williams, out of an “abundance of caution.” When Los Angeles school officials found out four years ago that a third-grade teacher had abused dozens of children, including feeding them semen in what he called a tasting game, the system’s superintendent removed all 128 of the school’s staffers — every one of the 88 teachers and 40 janitors, administrators and others. Sexual abuse scandals often
lead school leaders to promise tighter screening of job applicants, but screening against potential abuse is difficult — bordering on impossible, many experts on abuse say. So the search for other ways to protect children has focused on how to create a watchful, but not overbearing, atmosphere inside schools. Los Angeles Superintendent John Deasy — who ran the Prince George’s system from 2006 to 2008 — got plenty of criticism for his clean sweep at Miramonte Elementary. The teachers’ union accused him of casting suspicion on innocent, good employees. Deasy said it was designed not to put teachers under suspicion for abusing children, but to root out a “culture of silence” that had allowed an adult to commit such appalling acts for years. Deasy said the reluctance of other adults to question a colleague’s odd behavior put children at risk. Many experts, eager to find a reliable way to persuade a school’s adults to come forward when something is amiss, have latched onto Deasy’s decision as an example of how to sniff out predators on a school’s staff. “Pedophiles won’t stay where they have no way to get at the

Maryland’s highest court has agreed to take up a key issue in the trials for the Baltimore officers charged in the death of Freddie Gray, postponing trial proceedings until it can make a ruling. The state’s Court of Appeals ruled Thursday that it would take up the issue of whether one of the officers, William Porter, whose October trial ended in a mistrial, could be forced to testify against the other officers even though he is awaiting retrial. kids,” said Charol Shakeshaft, a Virginia Commonwealth University professor who conducted the largest federal study to date of sex abuse by educators. Screenings are not a complete waste of time. They just have to be done in a more labor-intensive and expensive way — not just by running a standard $49 computer background check, but by rigorously interviewing past employers and colleagues, experts said. “You’d be shocked how much you can find out if you do it properly and ask the previous employer very specifically, ‘Why did he leave? Was he ever suspected of sexual abuse behavior?’ ”
Deasy said. Deasy said some people still complain that he overreacted, but he said he wouldn’t do anything differently. When he first met with parents at Miramonte, “I couldn’t tell them I am absolutely sure there’s nobody here who’s a danger,” he recalled. “And the teachers felt guilt too: ‘How could I not have known?’ The only answer was to change the culture of the place. It’s the most difficult thing to talk about, but you have to speak to every employee in very explicit, uncomfortable language. It’s the hardest thing I’ve ever dealt with.” MARC FISHER (THE WASHINGTON POST)

Arlington County manager Mark Schwartz’s proposed budget for the next fiscal year. The budget would slightly cut the property tax rate, although higher assessments would still boost the average residential tax bill by $189. The proposed ½-cent rate cut was made possible by revenues that have come in $6.2 million higher than expected, including an average increase in the value of a single-family home or condo of about $50,000 in the past two years. local THE DISTRICT Thanking residents for their patience and saying the District had broken free from years of streetcar mismanagement, Mayor Muriel Bowser said Thursday that the long-struggling line will begin carrying passengers Feb. 27. Safety officials in the city’s fire department said last week that the system would be ready to go on or after Feb. 26, and now Bowser — the fourth mayor with a hand in the fledgling system — has put it on the calendar. Her predecessor, Vincent
Gray, had pledged to open it before he left office more than a year ago, only to see that promise fall apart after safety officials balked. The streetcar still lacks a system for collecting fares, and Bowser sought to put a positive gloss on that reality. In a statement, she thanked the residents along H Street and Benning Road NE, where the 2.2-mile line runs, “for their patience during the construction and testing of the system. As a way of saying ‘thank you,’ fares will be free on the system for an initial

merican University considers its Kogod School of Business a “gem” within a very competitive market of graduate business programs, and believes that once prospective students see what Kogod has to offer, they’ll agree. On February 20 from 9:00 a.m. to 2:00 p.m., the School will host an open house for prospective graduate students. “Discover Kogod” will include an Admissions Overview and Academic Overviews of the MBA and MS programs. Throughout the day, Kogod faculty, graduate admissions representatives, and current students will be available to speak about the programs and answer any questions. Lunch with members of the Kogod community and a tour of the campus are also included. “‘Discover Kogod’ is not only an opportunity to showcase our strengths, but also a chance to ‘put ourselves back in the shoes’ of prospective students as they consider the pros and cons of a graduate education at Kogod and the value of a graduate degree in general,” says Kogod Director of Admissions David Green. “The open house is part of a series of resource-driven events designed to help students considering a graduate degree in business address the many issues involved in making that decision, from understanding and preparing for the GMAT exam to writing an effective admissions application,” says Green. Kogod offers a number of graduate school options, including a Full-time MBA, Professional MBA, and MS degrees in Accounting, Analytics, Finance, Marketing, Real Estate, Sustainability Management, and Taxation. The Full-time MBA program is 49 credits over 4 semesters and offers students not only classroom experience, but real-world projects, including an international perspective, and exposure to Washington, D.C. business leaders. Every week, students network with top business people through the exclusive Business Leadership in D.C. Luncheon Series. In addition, a Global Consulting Project teams students with peers
at a partner institution to work on a hands-on project abroad. MBA students can choose electives with a specialized consulting focus in areas such as strategy, IT, human capital, and finance. Or, they may select electives in eight other academic concentrations, including accounting, entrepreneurship, finance, international business, information technology, sustainability management, marketing, or real estate. Meanwhile, Kogod’s Part-time Professional MBA program is designed for the working student. The program allows students to take one class at a time, one night a week, and earn their MBA in 27 months. The Professional MBA is a 48-credit hour program that follows a cohort structure. The students are divided into small groups to sharpen their team problem-solving skills and help optimize learning. At the start of each spring semester, students engage with their cohort in a weekend residency to develop their professional skills. Along with the core curriculum, students complete a required Global Residency, which is a week-long study abroad trip taken during their second year. The trip combines on-campus coursework with international travel, and includes meetings with business executives and experts. “Discover Kogod” is an opportunity to learn more about these programs in particular and the business school community overall. “It typically takes 18-24 months for a student to decide on whether to pursue an MBA, and there are more than 500 MBA programs across the country,” says Green. “We want to help prospective students make the best possible choice for themselves.” Register at Kogod.biz/DiscoverKogod2016

Pope feud won’t hurt Trump RELIGION On the lengthy checklist Donald Trump carries in his pocket titled “FEUDS TO GET INTO,” he’s finally gotten the chance to cross off one of the big ones. Donald Trump is now in a war of words with Pope Francis, the leader of the Catholic Church and a man considered by millions to be the conduit for the word of God on Earth. Not that such things would give Trump pause. Francis conducted Mass at the border this week, intentionally drawing attention to the moral aspect of the fight over immigration. While flying home from his visit to Mexico, the pope referred obliquely to the Republican presidential front-runner when asked about the businessman’s views on immigration. “A person who thinks only about building walls, wherever they may be, and not building bridges, is not Christian,” Francis said. Francis hadn’t heard about Trump’s proposals about the border, but when informed of them issued a verdict. “I’d just say that this man is not Christian if he said it this way,” he said. Trump responded quickly in a statement on his website. “If and when the Vatican is attacked by ISIS ... I can promise you that the Pope would have only wished and prayed that Donald Trump would have been president because this would not have happened,” the statement read. “For a religious

leader to question a person’s faith is disgraceful,” Trump said. This would seem like an odd fight for a politician to pick in any year besides 2016 and with any politician besides Donald Trump. Since he became pope, Francis has been frustrating American conservatives. Last July, as Francis prepared to come to the U.S., Gallup found that approval of him among Americans had fallen — thanks in part to a steep decline in support among American conservatives. In 2014, 72 percent of conservatives supported Francis. Last year, that number dropped to 45 percent. In part, that’s due to Francis’s willingness to opine on issues central to American politics. A month before that poll, the pope released an encyclical demanding action on climate change, a topic that is among the most politically
On contraception Pope Francis suggested that women threatened with the Zika virus could use artificial contraception, saying there’s a clear difference between aborting a fetus and preventing a pregnancy. Francis was asked Wednesday en route home from Mexico if abortion or birth control would be a “lesser evil,” when facing Zika in Brazil, where some babies are being born with birth defects. (AP)
polarized in the country. The pope took the Democrats’ side, and that frustrated a lot of conservatives. His comments about immigration are generally in line with American Catholics. In a November Post/ABC News poll, only 37 percent of Catholics supported deporting all of the undocumented immigrants in
the country — a number closer to the 31 percent of Democrats who supported the idea than the 56 percent of Republicans who did. In January, another Post/ABC poll found that 60 percent of Catholics think immigrants strengthen the country, compared with 65 percent of Democrats and 37 percent of Republicans. But Trump isn’t a Catholic, and the Republican electorate is heavily Protestant, not Catholic. The largest religious voting bloc in Iowa and many southern states is white evangelical Protestants – a group historically antagonistic to the Catholic Church. According to 2012 Pew Research data, 43 percent of Catholics are Republican and 48 percent are Democrats. In contrast, 70 percent of evangelicals are Republican. PHILIP BUMP

President Barack Obama has signed legislation imposing new sanctions against North Korea for pushing forward with its nuclear weapons program. In recent weeks, North Korea launched a satellite-carrying rocket into space and conducted its fourth underground nuclear test. The sanctions are designed to deny North Korea the money it needs to develop miniaturized nuclear warheads and the missiles needed to deliver them. Obamas to visit Cuba in March WASHINGTONPOST.COM THE SWITCH
How to write your emails so people respond Having trouble getting replies to your emails? Apparently, one of the best ways to get a reply is to write as if you’re 9 years old. That’s according to the makers of the Boomerang mail plug-in, who found that a third-grade reading level seems to be the right level of complexity for the average message, after mining their user data for information on what kind of writing actually gets replies. To get replies, the company suggests using shorter, simpler sentences — hence the thirdgrade reading level. Writing this way generally gets a response rate of 53 percent, as opposed to 45 percent for messages written at a high school reading level. Writing too simply also drops your chances of a reply — messages written at a kindergarten reading level get replies only 46 percent of the time. But the worst response rate was for those writing at a college reading level, at 39 percent. The company also found that being a little more expressive is a good way to get responses. Having an opinion and adding a little emotional tone gets you better results than being completely neutral. There’s also a sweet spot for how much you should say — get too wordy and people aren’t likely to write you back. If you’re too terse, you also get a fairly low response rate.

A question of commitment As a Florida lawmaker, Rubio’s work ethic was concern of colleagues WASHINGTONPOST.COM WONKBLOG
Time to ponder term limits for court justices?
PAUL SANCYA (AP)
POLITICS In the anxious weeks after the Sept. 11, 2001, terrorist attacks, the Florida House hurriedly assembled an elite group of lawmakers to develop plans to keep the state safe. A spot on the Select Committee on Security was a mark of prominence in Tallahassee. Some of the airplane hijackers had acquired Florida driver’s licenses and trained at flight schools in the state, and legislators lobbied furiously in hopes of being named to the 12-member panel tasked with addressing the state’s newly exposed vulnerabilities. It was little surprise that Marco Rubio, a promising and charismatic young lawmaker from Miami, secured a coveted position on the committee. Rubio did not give the job the attention that legislative leaders expected. He skipped nearly half of the meetings over the first five months of the panel’s existence, more than any of his colleagues, according to Florida legislature records. He missed hours of expert testimony and was absent for more than 20 votes — prompting the state House speaker who had given him the assignment to express concern, the committee’s chairman said. At times, Rubio befuddled his colleagues, both Democrats and Republicans. After apologizing for arriving late to a debate in
Marco Rubio, posing with supporters Thursday in Greenville, S.C., was on a prestigious Florida House panel at 30.
February 2002 about a proposed system to track foreign students, Rubio argued passionately that the proposal would unfairly target law-abiding immigrants, such as those who’d entered the country as refugees or to seek political asylum. But he quickly backed down in the face of opposition and, then, despite his publicly stated misgivings, went ahead and voted for the proposal. “I hope nobody here goes home tonight thinking that we’re Captain America and that we’re saving the world by filing this legislation, and I don’t mean that with any disrespect,” Rubio, then 30, said moments before the committee vote, according to a recording of the meeting. Rubio’s role on the panel
foreshadowed many of the traits that he has been criticized for during his rise to the top tier of the Republican presidential field. The first-term U.S. senator, who has missed more votes than any of his colleagues, has been attacked by some of his rivals for not doing his job. At a debate in October, former Florida governor Jeb Bush charged: “You should be showing up for work.” And Rubio’s positions on the student tracking proposal followed the same arc as his highprofile role on immigration reform in the U.S. Senate. In both cases, he initially took on his colleagues in favor of immigrant rights, only to publicly wrestle with the issue, then pull back. Rubio’s campaign declined
to make him available for an interview or to answer written questions about his service on the Florida committee. A spokesman referred to remarks Rubio made earlier this year on the campaign trail in which he expressed his presentday view that Syrian refugees and others fleeing violence in the Middle East should not be granted entry “if we don’t know 100 percent for sure who you are.” The chair of that Florida committee, J. Dudley Goodlette, said Rubio should have been ready for an intense workload. The speaker who put together the committee “emphasized that it would be a heavy lift,” Goodlette said. NIGHT OWL ON CAMPAIGN TRAIL
Cruz is not a ‘morning person’
Sen. Ted Cruz of Texas relishes being different. One quality that separates him from most other presidential candidates is that he’s a night owl. Unlike most politicians, he doesn’t like to hit the campaign trail at 7 a.m. He starts late in the morning, often clutching a cup of coffee. His brainstorming sessions with staff can go until 2 a.m. And his wife, Heidi, said her last birthday dinner started after 11 p.m., when he “should have been sleeping.” (THE WASHINGTON POST)
Longtime black state lawmaker says Confederate battle emblem on Miss. flag is a “disgrace” and needs to be removed
With an incendiary battle ahead over who will replace Justice Antonin Scalia, it’s worth asking why we don’t subject Supreme Court justices to limited terms or mandatory retirement ages, as most countries do. Supreme Court justices get lifetime appointments. Scalia died last weekend at 79 after serving more than 29 years. Norm Ornstein of the American Enterprise Institute likes the idea of an 18-year term limit, saying it would to some degree lower the temperature on confirmation battles by making the stakes a bit lower. Legal analyst Jeffrey Toobin said framers of the Constitution, which provides for lifetime appointments, didn’t envision justices serving three decades. The Constitution, he noted, was written when life tenure meant living into your 50s, because that’s what life expectancy was Another reason cited for term limits: People generally are much sharper in their 40s, 50s and 60s than in their 70s or 80s. In 2015, two-thirds of Americans supported a 10-year term limit on Supreme Court justices, according to a ReutersIpsos poll. Only 17 percent said they supported life tenure. Could lifetime terms end? Most legal scholars believe a constitutional amendment would be needed. That’s a high bar, but not an insurmountable one. CHRISTOPHER INGRAHAM

NATIONALS | SPRING TRAINING
New and improved?
Washington is seemingly content to let Alfred Morris walk in free agency, leaving a void on the running back depth chart. Fortunately, there are plenty of options in free agency. MARK BULLOCK
Spring training is finally here. Nationals pitchers and catchers reported to Viera, Fla., on Thursday, but the first formal group activity will be Saturday, when pitchers and catchers line up for their first official bullpen sessions. The rest of the team must arrive by Tuesday and games begin March 2. There’s a new manager, many new coaches and several new players. Even the returning players have interesting challenges and stories. Here are some of the top storylines this spring. JAMES WAGNER (THE WASHINGTON POST)

Ace in the making?
Pitching roles
The manager sets the tone for a team and spring is the time to start laying that groundwork. Dusty Baker, 66, is the Nationals’ fourth manager in six seasons, so players have heard a lot of different philosophies. Baker must repair the fractured relationship between the clubhouse and the manager’s office. He also has ideas of his own about baserunning and hitting. Over the next six weeks, he will get to know the front office and all the players, and help make roster decisions.
His arrival will likely be the most anticipated of the spring. Sure, Bryce Harper, Stephen Strasburg, Max Scherzer, Jayson Werth and Ryan Zimmerman will all draw attention. But Jonathan Papelbon hasn’t spoken publicly since the day he grabbed Harper by the throat. He also has a pending grievance against the Nationals. To the chagrin of some fans, he is still on this team and projected to be the closer. How will he be received by teammates, especially Harper?
Jordan Zimmermann, Ian Desmond and Drew Storen are gone and a fourth of the Nationals’ 40-man roster wasn’t on the team at the end of last season. Many of those new faces are in key positions: Daniel Murphy at second base; Ben Revere in center field (and perhaps in left and right); and Shawn Kelley, Yusmeiro Petit, Trevor Gott and Oliver Perez in the bullpen. How well will they transition into a new team and, in some cases, new roles? More importantly: What impact can they make?
One of the most intriguing parts of spring training will be watching Lucas Giolito — the Nationals’ top prospect — face major league hitters for the first time. This will be 21-yearold’s first big league spring training and he finished last season at Class AA Harrisburg. Giolito isn’t expected to compete for a spot in the rotation yet, but he could be called up this season. This will be his first chance to soak up the experience of a major league clubhouse and competition.
The pitching staff is perhaps the group with the most spots up for grabs. The projected starting rotation has Tanner Roark and Joe Ross, but will Blake Treinen and Bronson Arroyo mount strong cases? Perhaps not. The bullpen could likely feature Papelbon, Kelley, Petit, Gott, Perez and Felipe Rivero. But could any of the nonroster invitees or youngsters make bids for spots? They all have a new voice to listen to in new pitching coach Mike Maddux.

Since he entered the league with Chicago, no back has more yards from scrimmage. Unfortunately for Forte, he’s entering his 30s, the point where running backs are viewed as much less reliable.
2 Lamar Miller, 24 He isn’t a workhorse, but the speed and explosiveness he showed in Miami would offer a change of pace from the strength and power of the Redskins’ Matt Jones.
1 Doug Martin, 27 He has had an up-and-down career. But in the two seasons that he stayed healthy (2012 and 2015), he ran for more than 1,400 yards for the Buccaneers.

Are you allowed to smoke or grow marijuana in your rental? It depends on whom you ask.
ASTRID RIECKEN (FOR THE WASHINGTON POST)
For renters who want to grow pot in D.C., the rules are hazy TENANT LAW Erin Flammer has been thinking of growing some marijuana. While in most U.S. cities that would be illegal, the management consultant, 34, lives in D.C., and decided she might take advantage of a law, enacted almost exactly a year ago, allowing individuals to cultivate up to six plants — no more than three that are mature at any one time — in their homes. But first, she had to ask her roommates. Flammer shares a group house in Petworth with three others. “I don’t know if any of us use marijuana except for maybe one,” she says. “It would just be something to gift to people.” None of her roommates had an issue with growing some plants in their backyard. “We all know the legal amount,” she says. Less clear, though, is whether she needs to ask her landlord. “The lease doesn’t have CONTINUED ON PAGE R2

any legal stipulations about marijuana in it. So I’m not sure if we need to,” she says. That’s because the rules for renters who want to grow marijuana are somewhat murky — even for Flammer, who may be a little more in the know than most. She’s dating Adam Eidinger, who spearheaded the DC Cannabis Campaign (dcmj.org), one of the driving forces behind the 2014 D.C. ballot initiative to legalize the possession of a small amount of marijuana. Initiative 71, as it was known, passed in November 2014, and in February 2015 possession of 2 ounces or less of marijuana became legal for D.C. residents over 21 years old, as did growing a small amount of marijuana. The sale of marijuana is not legal. Neither is using it outside of your home. So when you’re renting a home that’s owned by someone else, what are the rules? D.C.’s office of the attorney general says landlords can just say no to tenants who want to grow marijuana. “Nothing in Initiative 71 prevents a landlord from prohibiting their tenants from growing or possessing legal amounts of marijuana,” the office said in a statement. It’s not just about marijuana: Landlords have the right to prohibit activities on their property as long as there is not a legal statute expressly forbidding them from doing so, the attorney general’s office says. He or she just has to include a clause in the lease expressly forbidding it. But since the cannabis law is so new, it’s possible that your lease, like Flammer’s, is mum on the subject of cannabis. So does that mean you’re in the clear to grow and smoke legally? “There’s not a black-and-white answer,” says Joel Cohn, legislative director of D.C.’s office of the tenant advocate. Usually, a landlord cannot impose a new lease obligation in the middle of the tenancy, Cohn says. This would mean that in theory, if the lease said nothing about marijuana, the tenant would be able to grow and smoke a legal amount for the duration of the lease. If the landlord wanted to prohibit it, he or she would have to wait until the lease was up and
Homegrown pot — grown legally under Initiative 71 — comes to harvest under a grow lamp in a D.C. apartment.
“Be upfront and honest with your landlord. Give them examples of what you’re going to do.” ADAM EIDINGER, from the DC Cannabis Campaign, explaining how to tell your landlord you want to grow marijuana in your rental
Finding a place for pot If you feel burned that your landlord won’t let you burn one at home, there’s hope. The D.C. Council earlier this month voted to create a task force to consider regulated spaces where adults can use marijuana. That’s a major reversal from a year ago, when Mayor Muriel Bowser and the council passed emergency legislation to prohibit the use of cannabis outside the home, even in private clubs. B.M.
add a clause prohibiting cannabis in the next lease agreement. But cannabis may not be as clear-cut as that. If a landlord and tenant ended up in court over the issue, both sides might have a case, Cohn says. “The fact that [marijuana] was illegal before is an arrow in the landlord’s quiver,” Cohn says. “Usually it is assumed in the lease — or might be explicit in the lease — that to violate the law would be grounds for eviction even if [the landlord hasn’t] spelled out each and every activity,” he says. An attorney could argue that the landlord isn’t changing the lease’s requirements, rather that it was the law that changed. “None of this has been decided by a court as yet,” Cohn says. “It probably will be.” Since restrictions on tenants need to be spelled out in the lease, “as a renter you need to negotiate that lease,” says Eidinger, 42. “Maybe offer to pay slightly more money” in exchange for being allowed to grow marijuana, he suggests. “But not a lot more.” Eidinger says he doesn’t want it to become standard for marijuana users to have to pay extra. Many apartment buildings already had bans on smoking, and those can apply to marijuana smoke too, depending on how the clause is written.
“It depends how smoking is defined,” says Kate M. Bell, a legislative analyst at the Marijuana Policy Project (mpp.org). “Some are defined with respect to tobacco,” but others are written so that they apply to all types of smoke. So it’s a good idea to talk to your landlord before growing your own. If you want to make any changes to the rental to install equipment, you’ll need their permission anyway. But even if you just want to grow a few plants on a sunny windowsill, run it by them. “Be upfront and honest with your landlord,” Eidinger says. “Give them examples of what you’re going to do: Show them pictures of other apartments; maybe even take them on a tour [of an apartment with a similar setup].” If your landlord refuses to let you use cannabis, you could take them to court. “If the lease already says no smoking, I believe the landlord could be likelier to win,” Cohn says. “If there is no such lease clause, there will be good arguments on both sides.” Flammer is seriously considering discussing it with her landlords. “We’re on really good terms,” she says. “So we might want to ask them and see what they say.” BETH MARLOWE (FOR EXPRESS)
HOUSING LAWS Initiative 71 made growing and using small amounts of marijuana legal for District residents over age 21, but the federal government still has a ban on marijuana. So if you live in federally subsidized housing, even in D.C., it’s illegal to grow or use marijuana. Landlords whose tenants receive federal subsidies are required to have zero-tolerance policies. “The landlord not only can evict you for it but is supposed to evict you for it. If they don’t enforce it, they find themselves at risk,” says Adam Eidinger, who fought to legalize cannabis in D.C. and now is a leader of DCMJ, a community group for marijuana growers and users in the District. One argument activists like Eidinger use for federal marijuana legalization is that this system leaves renters open to being pressured by their landlords to stay quiet about other things. “They can say, ‘Look I know you’re smoking weed in there, so you better not complain about the leaky roof,’” Eidinger says. B.M.

Wizards get Markieff Morris Washington gives Suns a first-round pick, Blair and Humphries in deal
Move to bench helps Peak see the game better
PRESIDENT BARACK OBAMA, who hosted his hometown Chicago Blackhawks on Thursday to celebrate their third title
COLLEGE BASKETBALL Georgetown coach John Thompson III recently approached L.J. Peak about returning him to the starting lineup. But the sophomore let Thompson know he was just fine coming off the bench. Entering Saturday’s game against No. 8 Xavier (noon, Fox), Peak has scored in double digits in nine straight contests. “I have been working on [my shot] all of my life. I’m just gaining confidence in it now,” said Peak, who had 13 points and 10 rebounds in just 25 minutes in an 81-72 win at Xavier on Jan. 19. “When I’m on the bench, I’m looking at what openings there are and what I can do to help the team.” According to Thompson, one reason for Peak’s improvement since he moved to the bench in late December is that he doesn’t get into early foul trouble as he did at times when he was starting. He fouled out five times in the Hoyas’ first 11 games this season. As a freshman, Peak started 32 of 33 games, averaging 7.9 points per contest, and was named to the Big East all-rookie team last year. He gained international experience last summer with the U.S. national U-19 team that won gold in the FIBA world championships in Greece. “I came off the bench over there, too, with big-time names,” Peak said. “It humbled me and I became a leader.” DAVID DRIVER
in six years. Obama noted the Blackhawks went nearly a half century without winning a Stanley Cup before he took office.

RICK SCUTERI (AP)
WIZARDS In search of a jolt for their shortterm playoff push and a young frontcourt piece for their longterm future, the Wizards agreed to trade a protected 2016 firstround pick, Kris Humphries, and DeJuan Blair for Suns forward Markieff Morris ahead of Thursday’s 3 p.m. deadline, according to people with knowledge of the situation. The trade is pending league approval. The draft pick sent to Phoenix is protected one through nine through the 2021 draft. Both Blair and Humphries have nonguaranteed contracts for next season and the Suns will waive one immediately, according to a source. Morris is expected to join the Wizards on Friday when they host his twin brother Marcus and the Pistons at Verizon Center. Markieff Morris, 26, fills a need for Wizards without sacrificing their imminent free-agent plans. At 6-foot-10, he’s a versatile talent that can play the three frontcourt positions on a team-friendly contract that pays him just $8 million each of the next three seasons. The salary is a bargain if he can play up to his potential because the salary cap is expected skyrocket again this summer. But Morris has had a tumultuous year. First, he and Marcus were charged with felony aggravated assault last April
Markieff Morris averaged 20.6 points in his last five games with the Suns before being traded to the Wizards.
following an incident at a Phoenix recreation center last January. He then became upset when the Suns traded his brother to the Pistons over the summer and requested a trade before the season started. He and his brother had agreed to contract extensions in September 2014 for cheaper than they would likely have garnered on the market — a combined $52 million — to make sure they could stay together. The unrest spilled into the season. He was benched in early December, served a two-game suspension later in the month for tossing a towel at coach Jeff Hornacek, who has since been fired, and shoved teammate Archie Goodwin during a timeout
Who’s on the move? The trade deadline was Thursday at 3 p.m. and it came and went with no blockbuster deals. Here are a few of the reported moves that did happen. The Grizzlies traded forward Jeff Green to the Clippers in exchange for guard Lance Stephenson. The Cavaliers acquired forward Channing Frye from the Magic in a three-team deal that sent center Anderson Varejao to Portland. The Rockets sent forwards Donatas Motiejunas and Marcus Thornton to the Pistons in exchange for a protected first-round pick and Joel Anthony, who was then traded to the 76ers for the rights to Nigerian forward Chukwudiebere Maduabum.
earlier this month. On the court, he’s averaged 11.6 points in 24.8 minutes while shooting just 39.7 percent this season after averaging 15.3 points in 31.5 minutes per game while shooting 46.5 percent from the floor in his best season as a pro last year. The Wizards did their research checking into Morris’ background, placing phone calls to former coaches and teammates, and came away convinced his troubles are behind him. Morris figures to start at power forward for the Wizards, which will shift Jared Dudley, the NBA’s third-leading 3-point shooter, to the second unit and strengthen the bench. JORGE CASTILLO (THE WASHINGTON POST)

A ‘Race’ that inspires
While overly earnest, the story of Jesse Owens’ rise to Olympic star makes an impact
FILM REVIEW Most know Jesse Owens as an Olympic gold medalist and recordsetting track star. But it took more than physical strength to overcome the discrimination he faced as a young black athlete in the United States and abroad. The biopic “Race” — made with the support and cooperation of Owens’ family — has some flaws, but it succeeds in bringing dimension to an American icon and reminding Hollywood of the richness of untold stories outside the white male mainstream. Ambitious in scope, the film tracks Owens’ rise from college freshman to Olympic hero, while also telling the story of the U.S. Olympic Committee’s debate over participating in the 1936
games in Nazi Germany. There’s so much going on that the script, by Joe Shrapnel and Anna Waterhouse, ends up feeling like a Cliffs Notes-look at a significant period in history. It follows Owens’ relationships with his wife, his coach and his main competitors. It shows strife within the American Olympic committee and hints at unscrupulous negotiations with Nazi officials. And there’s a subplot about a filmmaker documenting the games for the Nazi regime, which hoped the competition would prove its theories of a superior Aryan race. At the center of the story, though, are Owens (Stephan James, subtly introducing himself as a capable leading man)
‘Race’ (PG-13) DIRECTOR: Stephen Hopkins STARS: Stephan James, Jason

and coach Larry Snyder (Jason Sudeikis in a convincing dramatic turn). They meet in 1933, during Owens’ first year at Ohio State. Snyder, once an Olympic contender himself, recognizes the young athlete’s gifts immediately and insists he prepare for the 1936 games.
Directed by Stephen Hopkins, “Race” suffers at times from an overly earnest tone that veers into after-school-special territory. Though James and Sudeikis share some poignant moments, they also have some painfully corny exchanges. For all its flaws, “Race” is still an enjoyable and worthy film. Like most sports biopics, the story of Owens’ athletic achievements is naturally inspiring. Most valuable, though, is its reminder that the hate personified by the Nazi regime — the same racist hate that forced Owens to use the service entrance to attend a dinner in his honor after the Olympics — remains a deadly scourge that would erase future champions. MUSIC STREAMING
Would you pay for Vevo?
Vevo, the music video service owned by major labels Sony and Universal, is working on launching an ad-free subscription service with original content later this year. Vevo videos, which are racking up 17 billion views a month worldwide, would continue to be available for free on YouTube and other platforms, CEO Erik Huggers said Wednesday. He didn’t discuss how much the subscription plan would cost or how it would differ from other similar services. (AP) Zach Knighton (“Happy Endings”) to star in a new ABC comedy called “Pearl”
Believers and skeptics can get into this unpretentious and relatively unpreachy biblical epic, told from the point of view of Clavius (Joseph Fiennes), an unbelieving Roman military tribune stationed in the Holy Land at the time of the crucifixion. A handsomely rendered Judaea of two millennia ago, literate writing and subtle acting all make “Risen” work as a sort of spiritual mystery. JANE HORWITZ (THE WASHINGTON POST)
‘The Witch’ R, 92 minutes
Set under gray Puritan skies, “The Witch” is a slow-burning 1600s horror thriller so bone-dry it would only take a match to go up in flames. “A New England folktale” is how the opening titles describe writer-director Robert Eggers’ impressive debut. But the subject here is less witches as some supernatural fright than the Puritan psychology that dreamed them. JAKE COYLE (AP)

For Carla (Katie Holmes) and Marco (Luke Kirby), love is everything but easy.
Both end up in the same hospital, where they meet during group therapy. Their relationship is combative at first, but they find common ground: Both are artists who fear pharmaceuticals will stifle their creativity. There’s something hopeful about two people suffering from the same illness, and finally finding someone

who understands. But their union also can verge on the dangerous, as they drive each other into increasingly manic states. After the two hatch a plan, to teleport to the moon — where they believe they belong — the hospital separates them. It’s for their own good, a doctor reasons. But Marco and Carla refuse to be kept apart. The movie catapults the audience into the mind of a bipolar person, with quick-cut montages and layers of dialogue that unfold simultaneously, like so many voices inside a sick person’s head. “Touched With Fire” is by no means a perfect film. The production values and melodrama sometimes seem better suited for a small screen. But the drama deserves points for its measured, realistic view of mental illness. It’s something we don’t see often. STEPHANIE MERRY (THE WASHINGTON POST)
ADAPTATIONS
All August Wilson plays to hit HBO Denzel Washington said Wednesday that he has worked out an arrangement with the estate of August Wilson to bring all 10 of the Pulitzer-winning dramatist’s plays to HBO. Washington will direct, produce and star in one — “Fences,” with Viola Davis — and executive produce the others. (EXPRESS)

FILM REVIEW Two bipolar poets fall in love in “Touched With Fire,” a drama that authentically conveys the highest highs and unbearable lows of mental illness. Writer-director Paul Dalio was inspired by his own experiences with bipolar disorder to make the film, which is capably brought to life by Katie Holmes, playing Carla, and Luke Kirby as Marco. When the movie begins, each is in the midst of a psychotic episode. Marco has quit his job and spends his days and nights inside a cluttered apartment drawing pictures of the moon, while living off free milk from Starbucks and ketchup packets. (“The body can survive on ketchup alone,” he says, “at least until the apocalypse.”) Carla is afflicted with heavy, dark moods after flushing her medication down the toilet.

‘Mob Wives’ star ‘Big Ang’ dies at 55 Angela “Big Ang” Raiola, the raspy-voiced bar owner who gained fame on the reality TV series “Mob Wives,” died early Thursday, nearly a year after being diagnosed with throat cancer. A statement posted from Raiola’s Twitter account said she had “peacefully ended her battle with cancer.” (AP) LAWSUITS
Cosby demands money back from accuser Bill Cosby is demanding that the accuser in his criminal case repay a confidential sex-abuse settlement because she cooperated with police who reopened the case and arrested him last year. The suit said Constand had no legal duty to cooperate with Pennsylvania authorities because she lives in Canada. (AP) ALBANY, N.Y.

‘Deadpool’ ripples: It’s not the R that made it a smash So, did everyone see “Deadpool?” Apparently yes, since it spent last weekend destroying box office records as easily as it slices, dices and profanely quips its way through a sea of bad guys. Biggest February opening. Biggest opening in the history of 20th Century Fox. Biggest opening for a first-time feature director. What everyone is focusing on, though, is that it’s the biggest R-rated movie opening of all time, and that has spawned a thousand musings (including an excellent one by “Guardians of the Galaxy” director James Gunn) on whether it’s time for more R-rated superhero movies. Already reports are out that Fox now wants to make the as-yetuntitled 2017 Wolverine movie stabby and vulgar enough to snag an R rating. Which is just … it’s just so [bleeping] dumb.
“Deadpool” needed a hailstorm of body parts and shock and awe levels of F-bombs to remain faithful to the source material, but that’s not the only reason the film included them. Profanity and violence are integral because it’s impossible to believe that in Wade Wilson’s world, fighting crime would come without shedding blood and breaking the third commandment a LOT. Sure, the Avengers can take down bad guys without anyone needing a Band-Aid, and Captain America is there to make sure everyone’s language never gets above PG-13, but that’s a pretty unbelievable standard. I can’t drive to work without a blasphemy here or there — or there again. Still, the R stuff isn’t why “Deadpool” killed. You don’t rack up over $132 million in one weekend just by accurately representing a comic-book character who has (or had, now) relatively low name recognition
when it comes to the general population. And no one went to see it simply because it features swearing, nudity, violence, dirty words, brutality, obscenities, Ryan Reynolds’ junk and some cussing. So if Deadpool himself didn’t bring them in and neither did all the naughty bits, what did? This might be hard for many in Hollywood to grasp, but “Deadpool” did well because “DEADPOOL” IS A GOOD MOVIE, and word got out fast. Not that all good movies succeed, but “Deadpool” is a funny, smart superhero movie that nails all the best elements of the genre while mocking the stupid ones. To look at the piles of cash it brought in and assume that director Tim Miller and writers Rhett Reese and Paul Wernick hit on some magical curse-based formula cheapens their work. If, in 2017, Wolverine is both dropping his pants and F-bombs while arterial spray rains around him, it won’t mean the movie is any good. It — and any other superhero movie, regardless of the rating — will succeed not if it imitates the quantity of Rrated material in “Deadpool,” but if it imitates the quality of everything else. PISCES (Feb. 19-March 20) Things may be moving along at a quicker pace than usual. Give yourself every opportunity to collect information in a timely fashion. ARIES (March 21-April 19) You can avoid meaningless delays by focusing squarely on what you have been assigned to do. Distractions serve no purpose right now. TAURUS (April 20-May 20) You may find it best to work entirely on your own — or at least to lay the groundwork for a project that is soon to begin. GEMINI (May 21-June 20) What’s giving you that odd pleasure that only you can really understand? Whatever it is, you can enjoy more of it in the days ahead. CANCER (June 21-July 22) You’re putting more pressure on someone than usual, and you’re likely to be made aware of certain undesirable consequences.
THURSDAY’S SOLUTION
THURSDAY’S SOLUTION
LEO (July 23-Aug. 22) You may feel somewhat fragmented as you set about doing something that requires a great deal of concentration. Try a warm-up! VIRGO (Aug. 23-Sept. 22) You are perfectly capable of tackling almost any problem that arises — unless, of course, it is one you have failed to anticipate.
FOUR RACK TOTAL Make a 2-7-letter word from the letters in each row. Add points of each word using scoring directions at right. Seven-letter words get a 50-point bonus. Blank tiles used as any letter have no point value. Scrabble is a trademark of Hasbro in the U.S. and Canada.

LIBRA (Sept. 23-Oct. 22) You may feel as though something is not working the way it should, whether internal or external. These symptoms should pass.
1915: During World War I, British and French warships launch their initial attack on Ottoman forces in the Dardanelles in Turkey.
SCORPIO (Oct. 23-Nov. 21) How you measure time today will make a big difference as you try to stick to a schedule that has you moving here and there and back again.
1942: President Franklin D. Roosevelt signs Executive Order 9066, clearing the way for the U.S. military to relocate and intern people of Japanese ancestry (including U.S.-born citizens) during World War II.
SAGITTARIUS (Nov. 22-Dec. 21) You may have to try doing things in a rather unorthodox manner. A self-proclaimed expert may actually get in your way. CAPRICORN (Dec. 22-Jan. 19) Something that appears easy may turn out not to be, once you give it a try — but that doesn’t mean it’s not worth doing. AQUARIUS (Jan. 20-Feb. 18) You may be torn between two options that are both quite attractive. One serves the “old you” very well, and one the “new.” DAILY CODE

Fill in each column, row and 3x3 box with the digits 1 through 9 without repeating any. The twist in Samurai Sudoku is that the digits that appear in the overlapping boxes must work for both puzzles. A piece of advice to get you started: Don’t focus on completing one grid at a time. Keep the whole puzzle in mind as you go, because filling in a number in one grid could give you clues to another.

Worse shoe drama than Cinderella
She’s got ‘Save the Last Dance’ on a loop today Julianne Hough will not return as judge for the 22nd season of “Dancing With the Stars,” ABC announced. The dancer and actress served as judge for the past three seasons, and was a competitor in seasons 4 to 8, winning twice. “Julianne will always be a part of the ‘Dancing With the Stars’ family, and we hope to see her back in the ballroom in the future,” a producer told Us Weekly. Shoe brand Puma confirmed Wednesday that Kylie Jenner will be the face of its Spring/Summer collection. The move explains tweets sent by Kanye West last week, in which he slammed Puma for trying to “divide the family.” West, who has his own shoe line, is married to Jenner’s half-sister Kim Kardashian. “1000% Kylie is on Yeezy team!!!” West tweeted last week. TMZ reported that Jenner did not tell the Wests that she was making a deal with Puma until after the papers were signed. West explained his comments to TMZ on Wednesday: “She already signed. And I was mad for a little bit. I’m really happy for her, though.” (EXPRESS)

Amy Schumer “apologized” for allegedly insulting Taylor Swift’s thigh gap. She had posted on Instagram: “Taylor, that’s not a thigh gap, this is a thigh gap” alongside a photo of herself. On Wednesday she posted, “That’s not a beard this is a beard. So sorry to anyone with a beard this may offend. I am a comic and should never make fun of myself at the expense of anyone else that I wasn’t making fun of in the first place. #relax” (EXPRESS)
