A Jacksonville, Fla., man told police Tuesday that his dog shot his girlfriend. The man said that after he took Diesel for a walk, the dog entered the dark bedroom where the woman was sleeping. WEATHER With a stretch of 70-degree weather in February, it’s awfully tempting to say we are finished with winter. But history argues not to count winter out during March, and weather models suggest the warm weather we’re witnessing now will not endure. Winter may fight back. March is historically way too volatile to confidently proclaim we are done with outbreaks of cold air and snow before it has even started. The month is known for powerful cold fronts and sharp temperature swings. In 2014, Washington posted a high temperature of 69 degrees on March 12 but just 36 the next day. It’s actually been colder in March (averaged over the month) than February seven times (in 1887, 1890, 1891, 1909, 1932, 1960 and 1984) according to records since 1872. It’s rare, but possible.

Flowers are already blooming along the George Washington Parkway.

In three of the past four Marches, at least an inch of snow has fallen in Washington. And in the past 25 years, we’ve had at least 4 inches of snow in March six times. The weather of the next one to two weeks should be warmer than normal — the average high is near 50, and the average low around 32 — but model forecasts present a clear downward trend. The group of simulations from the National Weather Service and European models predict

highs of only 45 to 50 starting around March 7, with lows in the 20s to low 30s. Beyond the second week of March, forecasts are more uncertain. But Capital Weather Gang’s Matt Rogers, who specializes in long-range forecasting, doesn’t think the colder pattern will lock in. “It’s most likely transient,” he said. Bao Bao adjusting well to new digs Bao Bao started adjusting Thursday to her new home in China, where she will eventually join a breeding program. Transported to the Dujiangyan panda breeding base, Bao Bao emerged from her crate looking somewhat timid and curious, but soon settled in with a snack of fresh bamboo, according to the base. A Maryland officer who was the first to respond to a gas explosion and fire that killed seven people at an apartment complex last year has received his department’s highest honor. The female reticulated giraffe calf was born Feb. 6 to 4-year-old Juma and 11-year-old Caesar. It was the first birth of a giraffe at the zoo in more than 20 years. More pregnant women may be positive for Zika

The number of pregnant women in D.C. who may have been infected with the Zika virus last year — but who were told they were not because of botched tests at a city lab — has reached nine, officials said Thursday. That’s a jump from the two women D.C. officials initially said had been incorrectly given a clean bill of health. And the number appears likely to rise further. Jenifer Smith, director of D.C.’s Department of Forensic Sciences, said the nine were found among more than 200 samples retested so far by a federal lab. (TWP)

Metro looks to the future Open gangways, heated floors and onboard Wi-Fi are among the concepts Metro is exploring for its eventual 8000-series fleet,

the next-generation railcars that would begin replacing the aging 2000 and 3000 series in the mid-2020s. But don’t get too excited: The 8000 series is still in the earliest stages of planning, so an eventual design won’t necessarily include all (or even any) of the features the agency is looking into. The popular configuration would allow passengers to move freely between cars. But Metro’s concept falls short of a fully open train: Because the agency conducts maintenance on cars in married pairs, and assembles trains out of those pairs, the open gangways would likely confine passengers to two cars at a time. Riders and transit experts laud open gangways as a roomier and safer design.

Metro is exploring whether to equip the cars with heated floors, a more efficient way to heat trains, according to its research. Trains are currently heated by floor-level heaters that wrap around the railcar perimeters and by overhead electric heating systems, the agency says. Among Metro’s concerns: whether heated floors could be easily repaired and whether they might cause flooring to come apart.

As Metro wires its tunnels for cellular use, the agency says it has observed a continued desire to access Wi-Fi inside the rail system. One possible solution would be to equip all of its newest cars with Wi-Fi modems, the design criteria says. The feature would be useful to passengers traveling long distances, Metro says. The agency has raised concerns, however, that Wi-Fi might be used for real-time video streaming during a crash.

This feature would come in handy at end-of-the-line stations, where trains often hold with their doors ajar for long periods of time, or sit with their doors closed as passengers wait on the platform — scenarios that are particularly noticeable during extreme weather. Metro says this would be a way to make riders more comfortable, and to ensure that the doors stay closed during extreme weather — saving energy in the long run.

One big question: Will they be compatible with earlier models? From an electronic standpoint, the Metro documents indicate the 8000 series would shed “backwards compatibility” with the most recent 7000 series, meaning they would have to run independently of any other train set. Either that, or Metro would run trains consisting of 7000and 8000-series cars, but their electronics wouldn’t work in sync.

White House sidewalk reopening soon

The sidewalk and park in front of the White House, which are typically open to the public, have been closed since before the inauguration in January. The National Park Service says that workers are still dismantling structures from the inauguration parade and that the spaces should reopen by Wednesday. A spokesman for the National Park Service said that the extended closure is standard practice after an inauguration. (TWP)

local THE DISTRICT The District’s mayor on Thursday named Peter J. Newsham, a longtime department veteran, as the city’s permanent police chief to replace Cathy Lanier. Newsham, 52, will lead an agency with nearly 3,800 officers and one of the highest profiles in the country. The 27-year veteran worked as an assistant chief for 14 years and has been serving as the interim leader since September. In selecting Newsham, Mayor Muriel Bowser chose continuity. Newsham was a top police official during Lanier’s unusually long nine-year stint as chief, a tenure during which she transformed the department into a

national model of community policing. At a news conference Thursday, Bowser praised Newsham’s “commitment to transparency” and his “availability to his officers and members of the public.” Newsham takes over at a time when violent crime has generally been on the decline, though a 2015 spike in murders caused concern among residents and officials, and robberies have been a persistent problem. “One violent crime is one crime too many, especially when it happens in your neighborhood,” Newsham said after Bowser made his appointment official. Johns Hopkins researchers have recommended that Baltimore open two facilities to provide people with a safe place to inject their drugs. Researchers at Johns Hopkins Bloomberg School of Public Health say that opening these safe drug consumption spaces has helped prevent overdose deaths in 66 cities across the world. McAuliffe signs bills aimed at curbing opioid epidemic Gov. Terry McAuliffe has signed a set of bills that aim to stem Virginia’s growing opioid epidemic. D.C. tweaking its parking rates for downtown THE DISTRICT Parking is set to get more expensive, and cheaper, in one part of Washington. Last spring, the D.C. government raised rates at more than 14,000 parking meters citywide to $2.30 per hour. (They had been $2 in many places and 75 cents elsewhere.) In October, the city tweaked the pricing at about 1,000 spots around Penn Quarter and Chinatown as part of an experiment in more nimble “demand pricing.” Depending on the time of day and location in those neighborhoods, some spots dropped to $2 an hour, some stayed at $2.30 and some were upped to $2.75. Now, as part of a quarterly review of when people actually use those 1,000 spots or leave them empty, the city has released a new rate chart adding new more (and less) expensive categories. The top rate in Penn Quarter/ Chinatown, starting Monday, will be $3.25 an hour. The low end will be $1.50. Then in three months, the prices will be tweaked again. The ultimate goal, said Soumya Dey, a top city transportation official, is to find the pricing “sweet spot” so there is one empty spot on each side of the street, on every block. That would be an occupancy rate of 85 to 90 percent. MEXICO CITY Seeking to tamp down growing unease in Latin America, U.S. Homeland Security Secretary John Kelly pledged Thursday that America won’t enlist its military to enforce immigration laws and that there will be “no mass deportations.” Only hours earlier, President Trump suggested the opposite. He told CEOs at the White House that the deportation push was a “military operation.” Kelly, speaking in Mexico City, said all deportations will honor human rights and follow the U.S. legal system. He said that includes multiple appeals offered to those facing deportation. Transgender policies now up to localities EDUCATION After the Trump administration revoked federal guidelines on transgender student rights, school officials nationwide moved quickly to assure their communities that they would allow students to use bathrooms aligned with their gender identity. But some districts had never complied with the Obama administration’s guidance — and they don’t plan to do so now. That leaves intact a patchwork of policies on transgender student accommodations that varies widely across the country. “Having some type of national voice indicating that this is how we want students to be treated created at least something that everyone could look to,” said Jayne Ellspermann, a Florida principal. “Basically, that compass has been removed.” Education Secretary Betsy DeVos said that schools still have an obligation to protect transgender students from bullying and harassment. But on Thursday, she said the Obama guidance was a “huge example” of federal overreach. A nationwide ruling on the issue could come as early as this year in a Supreme Court case brought by Gavin Grimm, a transgender teenager who sued his Virginia school board after he was denied access to the boys’ bathroom. Study casts shadow on U.S. life expectancy Life expectancy at birth will continue to climb substantially for residents of most industrialized nations — but not in the United States, where minimal gains will soon put life spans on par with those in Mexico and the Czech Republic, according to an analysis released Tuesday in The Lancet, a U.K.based journal. South Korean women and Hungarian men are expected to see the largest gains. The study reported: “Notable among poor-performing countries is the USA, whose life expectancy at birth is already lower than most other high-income countries, and is projected to fall further behind, such that its 2030 life expectancy at birth might be similar to the Czech Republic for men, and Croatia and Mexico for women.” Americans will gain only a couple of years of life expectancy between 2010 and 2030, the study said, keeping life spans in the early 80s for women and late 70s for men. Reasons cited for the United States’ lag are familiar. It has the highest infant and maternal mortality rates of any of the countries in the study, and the highest obesity rate. POLITICS Stephen Bannon, President Trump’s reclusive chief strategist and the intellectual force behind his nationalist agenda, said Thursday that the new administration is locked in an unending battle against the media and other globalist forces to “deconstruct” an outdated system of governance. In his first public speaking appearance since Trump took office, Bannon made his comments alongside White House chief of staff Reince Priebus at a gathering of conservative activists. They sought to prove that they are not rivals but partners in fighting on Trump’s behalf to transform Washington and the world order. “They’re going to continue to fight,” Bannon said of the media, which he repeatedly described as “the opposition party,” and other forces he sees as standing in the president’s way. “If you think they are giving you your country back without a fight, you are sadly mistaken.” Atop Trump’s agenda, Bannon said, was the “deconstruction of the administrative state” — meaning a system of taxes, regulations and trade pacts that the president and his advisers believe stymie economic growth and infringe upon one’s sovereignty. “If you look at these Cabinet nominees, they were selected for a reason, and that is deconstruction,” Bannon said. He posited that Trump’s announcement withdrawing from the TransPacific Partnership was “one of the most pivotal moments in modern American history.” Bannon and Priebus advanced the administration’s war against the media in a joint appearance at the Conservative Political Action Conference, where they were interviewed on stage by Matt Schlapp, president of the American Conservative Union,

which hosts the gathering. Last week, Trump tweeted an extraordinary condemnation of the media, calling it “the enemy of the American People.” Bannon picked up that theme Thursday in his remarks at CPAC: “They’re corporatist, globalist media that are adamantly opposed to an economic nationalist agenda like Donald Trump has.” Bannon also said, “If you look at the opposition party and how they portrayed the campaign and how they portrayed the transition and how they portray the administration, it’s always wrong.” Priebus and Bannon were defiant about the way they have been represented in the media, insisting that they were close friends and partners and that reports of power struggles were flat wrong. Priebus said that after “attacking” Trump during the campaign, journalists “now feed ridiculous stories, and all we do every day — and all President

New poll: Voters trust media more than Trump A new Quinnipiac University poll suggests that while people may be broadly unhappy with the media, they still think it’s more credible than President Trump. The poll asked whom registered voters “trust more to tell you the truth about important issues.” A majority — 52 percent — chose the media. Just 37 percent chose Trump. The poll did find that voters think the media has treated Trump unfairly, with 50 percent saying they disapprove of the coverage of Trump and 45 percent approving. POLITICS Former Arizona congresswoman Gabrielle Giffords, who survived an assassination attempt, urged members of Congress to “have some courage” and face their constituents. The Democrat’s comments Thursday were in response to Republican Rep. Louie Gohmert of Texas, who this week invoked Giffords’ 2011 shooting in explaining why he’s currently holding only telephone town halls. Gohmert said there are groups “from the more violent strains of the leftist ideology” who are attending town halls to wreak havoc and threaten public safety. But Giffords, who was elected to three terms, said town halls were a hallmark of her tenure in Congress. “To the politicians who have abandoned their civic obligations, I say this: Have some courage. Face your constituents. Hold town halls,” she said in a statement released by Americans for Responsible Solutions, an organization that seeks stricter gun laws. Around the country during this congressional recess week, several Republican lawmakers have faced protests and tough questions about health care and other issues. Several lawmakers are avoiding such events, which are reminiscent of when tea party groups voiced unhappiness about President Barack Obama and his healthcare overhaul in the summer of 2009. No, cats won’t give your kids schizophrenia A study published in the journal Psychological Medicine has put to rest the debate over whether pet cats might increase kids’ risk of developing schizophrenia because they host a parasite that research has linked to various mental illnesses. Researchers analyzed about 5,000 kids in the United Kingdom from birth to age 18. After looking at whether they grew up with cats or if cats were around while the mother was pregnant, they found no evidence that cat ownership was associated with psychotic experiences that can be early signs of mental illness when they were teenagers. Scientist at bat: Murphy discovers formula to hitting Nationals second baseman Daniel Murphy said that “hitting is an art.” But when he stood in a batting cage Wednesday morning in West Palm Beach, Fla., he might as well have been wearing a lab coat, toting along beakers and a Bunsen burner. A pitch sailed in, and he swung. “Just inside the edge,” he said. Another swing followed another pitch, and he pointed his bat head to the plate, which he has divided into seven baseballsized segments. “Two,” he said, making sure he knew exactly which area the pitch sailed through. “He’s built himself a real unique process,” general manager Mike Rizzo said.

What that process produced in 2016, Murphy’s first year with Washington, was historic. “He found his formula,” manager Dusty Baker said. “And a lot of guys never find their formula.” Murphy found it in the second half of 2015, when he was still with the Mets. He built on it last year, when he was the runner-up for NL MVP. In five previous major league seasons in which he had at least 500 plate appearances, he had never before hit .300; then he hit .347. He had never hit more than 14 homers in the majors; then he hit 25. He had never driven in more than 78 runs; then he plated 104. Can Murphy, on the verge of turning 32, replicate that? Regression, of course, is a governing concept in baseball.

Murphy knows this because he’s a hitting nerd. What Murphy studies could overwhelm the impatient and feebleminded. The amount of information he seeks and retains appears to be an outlier. Every time Murphy picks up a bat, he considers some number, some aspect of physics. There is an inordinate amount of psychology, too. He figures for a spring-training workout, players need to be fully engaged for 45 minutes or an hour — the total time they’re actually working on fielding or hitting baseballs. When games

Most teammates believe they can count on one hand the number of Murphy’s 582 trips to the plate that were simply ceded last year. Murphy discovered recently that he can perform his craft at a much higher level than he had ever before. He was a .288 hitter entering last season, and he bettered that by 59 points. He had a career slugging percentage of .424 entering last year. He bettered that by 171. Won’t there be regression? “I think it’s repeatable,” first baseman Ryan Zimmerman said. That would be more history to be made, one fully engaged plate appearance at a time.

MEN’S BASKETBALL In 1943, the men’s basketball team at Gallaudet, the world’s only college for deaf and hard of hearing students, was 4-11 in the regular season and entered the Mason-Dixon Conference tournament seeded last. Despite using only five players, the team beat RandolphMacon, American and Delaware to claim the school’s last tournament title. That accomplishment earned the players the nickname of the “Iron Five.” “That was a big deal,” current senior guard Raymond Nelson said through an interpreter. This weekend, Gallaudet (20-5, 18-2 in the North Eastern Athletic Conference) will host the NEAC tournament. Second-year coach Kevin Kovacs won’t have to rely on five iron men as his team tries to become the first in 74 years to bring a trophy to the northeast Washington campus. After a first-round bye, the Bison will play Morrisville State — which beat Gallaudet 96-90 on Jan. 29 — in a semifinal at 2 p.m. Saturday. The title game is 1 p.m. Sunday, and the winner gets an automatic bid in the Division III NCAA Tournament.

“If we win the championship, that will influence all of the deaf community,” Nelson said. “It will give more opportunity for recruiting new players. It is just a big moment in history for Gallaudet and the hearing community as well. It shows we have the same skills as other people. We have dreams, too.” Freshman guard Noah Valencia leads the team in scoring, averaging 16 points per game. Nelson averages 14 points and a teamhigh 5.2 assists, and senior center Joshua McGriff is scoring 15.4 points per game with a team-high 9.3 boards. But, unlike the Iron Five, this year’s team doesn’t rely on stars. Nine players average at

least 11 minutes per game. “My coach really believes we have to use every player on the team,” said Nelson, who has started all but one game. Along with Nelson and backup center Shawn Harrington, McGriff is one of three seniors on the team. He said he’s watched the program improve in each of his four years. Last season, he was able to sit down with Don Padden, the last living member of the 1943 iron man squad. DECOR Like fashion, decorating trends come in waves. One day, everyone wants a sputnik light fixture in their foyer, and the next they want a Moroccan Beni Ourainstyle rug on their living room floor. The new fashion topping many Pinterest home decor boards is a light and bright dining area — likely another side effect of the growing influence of Scandinavian design. The dark wood furnishings that were in vogue 10 or so years ago — the ones that seemed warm and cozy at the time — now feel too serious and boardroom-like. Although there are several ways of achieving that lightness you’re looking for— repainting the walls, changing the window treatments — we say start by making the biggest piece in the room, the dining table, white. or carpeted floors, a white table will immediately lighten a large horizontal swath of the room. That doesn’t mean your current dining room table is doomed to Craigslist — you could always have it sanded, stripped and white-lacquered. The process is not inexpensive: Harry C. Johnson & Son, a Marylandbased furniture restorer and refinisher, estimated that refinishing one recent dining room table would cost about $2,800 and would take 10 to 15 days. Of course, pricing varies based on the size, condition and complexity of the table, such as whether it has leaves. If you’re not willing to commit to a white table, compromise by adding a white tablecloth that reaches the floor, then topping it with a sheet of glass. And what about your dining chairs? Keep the ones you’ve already got, even if they’re not white — you’ll add some diversity to the room that way. (Though if mismatched furniture gives you the heebie-jeebies, you can re-cover your seats in a lighter fabric to better coordinate with a white table.) The chairs will look fresher when paired with a white table, the chairs’ shapes will stand out more, and the juxtaposition will make the rooms look more interesting. ELIZABETH

Reality is a nightmare Jordan Peele’s directorial debut is entertaining, terrifying — and politically on point FILM REVIEW From its very first moments, “Get Out” puts viewers in a squirm-inducing state of discomfort and outright hilarity that doesn’t let up until its final act. This horror film — the sly, sure-footed directorial debut of Jordan Peele, one half of comic duo Key and Peele — interleaves acidic social satire between the jump scares. As deeply serious as it is funny, “Get Out” delivers classic genre whammies with a big serving of cultural critique. The film’s chief protagonists are Chris (Daniel Kaluuya), a gifted aspiring photographer, and his girlfriend, Rose (Allison Williams), who is preparing to take him to meet her parents. “Do they know that I’m

black?” he asks tentatively. She swats his concern away. “My dad would have voted for Obama a third time if he could,” she says brightly. “The love is so real.” Eh, not quite. When Chris and Rose get to her family’s sprawling property, things seem askew in a Stepford Wife way. Her parents, Missy and Dean (Catherine Keener and Bradley Whitford), are welcoming, with Dean addressing Chris as “my man” and showering him with hugs. But Walter (Marcus Henderson) and Georgina (Betty Gabriel), the African-American groundskeeper and cook, seem suspended in a state of glazed docility. And Rose’s brother Jeremy (Caleb Landry Jones) might be the creepiest movie sibling of all time.

The answers come out eventually, but not before Peele has established a tone of both dread and sharp-eyed humor when it comes to race. Here are “moral monsters,” committing unspeakable acts borne of their willful blindness and heedless, voraciously self-perpetuating privilege. The precise sense of

superiority remains a disturbing mystery throughout. Taking cues from such masters as George Romero, John Frankenheimer and Alfred Hitchcock, Peele ratchets up the tension until an action-heavy final act in which the gore splatters with cathartic satisfaction. Anyone expecting “Get Out” to be a shallow take on racial animus is in for a far more nuanced, unsettling experience: Peele, who is biracial, is sophisticated in taking notions of assimilation, cultural appropriation and white liberal pieties to their most existentially fatal extreme.
