Library of Congress makes Parks’ writings available to the public

A photo and a handwritten page are two of around 10,000 items belonging to civil rights icon Rosa Parks that were digitized by the Library of Congress.

92, wrote of feeling lonely and lost as she lived through the struggle with segregation. After her arrest, Parks lost her job as a tailor at Montgomery’s largest department store because of her activism. Her husband, Raymond, lost his job, too, and the couple sank into deep poverty. They moved to Detroit but continued to struggle. She traveled with the NAACP, pressing for civil rights, and eventually landed a job earning $3,700 a year at the Hampton

Institute in Virginia. Not until 1965, when Parks was hired for the district office of Michigan Rep. John Conyers, did she finally earn a steady, living wage, archivists say. The collection reveals that Parks had an aggressive edge and supported more radical actions seeking equality over the years, archivists said. She used her symbolic status to support Malcolm X, Black Panther gatherings and the Wilmington 10 in North Carolina. (AP)

Water shot up from the ground near 14th Street as cars tried to get through the area. An official with D.C. Water said the fountain sprang up after water had been shut down temporarily as a test for work they plan to do in the future in that area. When crews went to turn the water back on to restore service, the fountain popped up and crews had to go in and adjust a valve. Service was returned to normal. (TWP)

Her collection was kept from the public for years because of a legal battle between her heirs and friends. The collection presents a more complex portrait of Parks, who is remembered for a single, iconic act of civil disobedience. Area cleans up after storm

VIRGINIA Residents from the Gulf coast to the Northeast faced flooding, toppled trees and power outages Thursday after severe storms brought lightning-lit downpours and touched off tornadoes. At least seven people were killed, including four in Virginia. In Virginia, Gov. Terry McAuliffe declared a state of emergency and was expected to tour storm-ravaged areas of Waverly and Appomattox. Two men and a 2-year-old boy were killed Wednesday when their mobile home was destroyed in the storm in Waverly, where a tornado touched down about 40 miles southeast of Richmond. “It was the saddest thing I’ve ever seen,” said former Waverly mayor Barbara Gray. “You couldn’t help but shed tears.” In Appomattox County, west of Richmond, a funnel cloud carved out a path of destruction at least 10 miles long, injuring seven people and killing one man who was also thrown from his mobile home, state police said. Police identified the victims Thursday afternoon. In Appomattox County, Edward K. Harris, 78, died. His wife and six others were injured. In Waverly, Larry D. Turner, 50; Devine J. Springfield, 26; and Ivan T. Lewis, 2, were killed. Lewis’ mother survived the storm but remains hospitalized, state

police said, and six more people in the town also suffered injuries that were not life-threatening. Three others died along the Gulf coast, where the storm system took shape late Tuesday before rumbling up the East Coast. In the center of the country, meanwhile, another system brought blizzard conditions across the Midwest. On Thursday, there were no major incidents on area highways blamed on the storm. But some parts of the region had roads closed due to downed wires and flooding. On Metro, the system was running normally for the most part. On Wednesday, officials at the Franconia-Springfield stop opened the gates of the flooded

garage to speed the exit of cars. About 1,200 people in Northern Virginia, Maryland and the District were without power Thursday morning. Strong winds brought down trees on power lines to more than 10,000 homes and businesses in the region. In the closer District suburbs, high winds uprooted trees in the Chantilly area. Gusts as high as 73 mph were recorded in Germantown, officials said. In Silver Spring, a basement wall collapsed Wednesday evening on a man. When the man went to check his sump pump, a cinder block wall fell and trapped him, said Montgomery County fire department spokesman Pete Piringer. When firefighters found him

he was under a pile of rubble and suffering from serious injuries. He was taken to a hospital with injuries that were not life-threatening, Piringer said. In Waverly, Gray, the town’s former mayor, said she left her job, 14 miles outside town, just before 3 p.m. Wednesday. Gray said she had no idea that a tornado had struck until she got to Waverly and saw several buildings destroyed. “They looked like nothing, just rubble. They were just torn up,” Gray said. “The mobile homes were just gone. The laundromat, just gone.” “Most everybody knows everybody,” she said. “Just pray for the town of Waverly.” DANA HEDGPETH (THE WASHINGTON POST)

Two British lawmakers have written to NFL Commissioner Roger Goodell to complain about the Washington Redskins’ nickname ahead of the team’s visit to London next season. Amid attacks, Metro will increase patrols Green Line shooting and other high-profile incidents spur action

TRANSPORTATION Metro Transit Police will increase patrols across the transit system, the agency said Thursday, after a shooting on a Green Line train this week and a spate of other high-profile assaults. The agency said deployment will increase on buses and trains and within Metro stations, and officers working in limited capacities will be reassigned to patrol duties in the system. The plans were announced Thursday by Metro General Manager Paul J. Wiedefeld and Metro Transit Police Chief Ron Pavlik Jr., who said the changes came at the general manager’s direction. The agency had said earlier this week that it had no plans to increase patrols. Plans include reassigning 17 officers from revenue security duties to patrol. The agency said 11 officers will be available immediately and six more will be deployed within two months. Metro said the reassignment will increase the size of Metro Transit Police’s patrol operations by more than 5 percent. Pavlik said about 250 officers patrol the system, which has an authorized strength of 479 officers and a vacancy rate of around 9 percent. That means

the department is down about 40 officers. Pavlik attributed the vacancies to the steady inflow and outflow of officers from the department and its police academy, including retirements. Metro said responsibility for securing revenue would be transferred to an outside firm, freeing patrol officers to focus on traditional police work. In November, Metro awarded a contract of more than $1.2 million to Rockville-based BTI Security to provide armed security services for its revenue department. Metro Transit Police also plans to implement “power hour” deployments, doubling the number of officers on duty at given times. Officers will be paid overtime to work day and evening shifts at selected times and locations.

$120M

“By having the two shifts overlap, the number of officers on duty can nearly double during hours when patrol coverage is needed most (i.e. during late-afternoon and evening hours),” Metro said. Transit police officers on limited-duty status will be placed in key stations to provide additional monitoring. The stations will be selected based on crime trends, Metro said. Metro said the officers may wear high-visibility vests or be in casual clothing, but can summon on-duty Metro Transit Police officers when necessary using police radios. “Foot officers are our bread and butter,” Pavlik said. “They ride trains, they check parking lots, they check stations.” FA I Z S I D D I Q U I A N D P A U L D U G G A N (THE WASHINGTON POST)

Medical initiative seeks at least 1M volunteers HEALTH President Barack Obama held out the promise of medical breakthroughs Thursday as his administration moved ahead with a major project to learn how to better tailor treatments and preventive care to people’s genes, environment and lifestyle. “This is an extraordinarily exciting time,” Obama told a White House summit to highlight progress on his Precision Medicine Initiative (PMI). “We may be able to accelerate the process of discovering cures in ways that we’ve never seen before.”

The biggest step in that initiative: a database that will track the health of at least 1 million volunteers by 2019, work that will go beyond standard exams to include day-to-day wellness information gathered from smartphones or wearable sensors. The National Institutes of Health on Thursday announced first steps to set up the database so it can begin recruiting soon. “For most of history, medicine has been based on trying to identify what works for the average person. We’re all different. This one-size-fits-all approach is far

from optimal,” said Dr. Francis Collins, NIH’s director. The goal, he said, is to “empower any person, anywhere in the U.S., to raise their hand and volunteer to participate” in what’s called the PMI Cohort Program. Obama said pooling so much data will speed researchers’ ability to discern patterns in who develops certain diseases and who doesn’t, and how they respond to treatments. Much of that information now is in electronic medical records kept by different groups. LAURAN NEERGAARD (AP)

Old Foods? Grocery aims to cut waste You’ve heard of Whole Foods. This new grocery store in Denmark might be called Old Foods. But it’s selling less-thancompletely fresh goods for a noble cause. And patrons can save big money, too. At WeFood in Copenhagen, the groceries are past their official expiration dates or come in damaged packaging that would relegate them to the trash bin elsewhere. Quartz reports that consumers benefit by saving as much as 50 percent, and aid the store’s goal to reduce food waste, a global problem. The obvious question is whether the food is safe. Similar outlets exist in the U.S., and experts note that the “sell by” dates are just guidelines, not guarantees of freshness. They advise common sense: Take extra care with meat, fish and dairy, and if it looks or smells bad, skip it. (EXPRESS)

nation+world Nevada governor says he is not interested in a SCOTUS nomination

LAS VEGAS Nevada Gov. Brian Sandoval said Thursday he is not interested in being considered for the Supreme Court vacancy — a decision that foils one route President Barack Obama might have had to breach Senate Republicans’ planned blockade of any electionyear confirmation. Sandoval, a Republican and the state’s first Hispanic governor, issued a statement the day after news broke that the White House was considering him as a potential replacement for the late Justice Antonin Scalia.

“Earlier today, I notified the White House that I do not wish to be considered at this time for possible nomination to the Supreme Court of the United States,” wrote Sandoval, an abortion rights supporter and former federal judge. “The notion of being considered for a seat on the highest court in the land is beyond humbling, and I am incredibly grateful to have been mentioned.” He offered no reason for his decision but said he also expressed his position to senators Harry Reid, Dean Heller and Mitch McConnell. The Senate’s vetting process for any nominee is expected to be viciously political, if hearings take place at all. Regardless of which nominee Obama settles on, “this

Recommending a popular, moderate Republican would test the unified GOP caucus’s insistence that voters in November and the next president should make the lifetime appointment. Democrats have tried to keep a daily focus on the issue. On Thursday, about two dozen Democratic senators stood outside the Supreme Court and called on Republicans to consider an Obama nominee. “We have obstruction that is on steroids,” said Senate Minority Leader Harry Reid, D-Nev. White House spokesman Josh Earnest said Obama is still reviewing material on potential candidates and consulting with lawmakers. MICHELLE RINDELS

ORLANDO, FLA. SeaWorld acknowledged Thursday that it sent its own workers to infiltrate an animal rights group that opposed the practices of the theme park. The development comes months after People for the Ethical Treatment of Animals accused a SeaWorld employee of trying to incite violence while posing as an animal rights activist. SeaWorld Entertainment CEO Joel Manby vowed Thursday to end the practice, but said that it had sent its employees to protect the safety of its employees and customers. “We recognize the need to ensure that all of our security and other activities align with our core values and ethical standards,” Manby said. Apple doubles down The tech company is refusing to budge in its battle with the FBI on privacy vs. security

Wintry walk is a giant step for robotics

CHIP SOMODEVILLA (GETTY IMAGES)

TECHNOLOGY When murderers armed with semiautomatic weapons killed 14 people in San Bernardino, Calif., on Dec. 2, the nation was outraged and terrified. Though the traditional prayer vigils followed, the high body count and religious affiliation of the killers meant this would be no typical mass shooting. Republican presidential candidate Donald Trump called for a halt to Muslims entering the country — a declaration that found considerable support. The next month, President Barack Obama issued executive orders to, as the White House put it, “make our communities safer.” A climate of fear once again spread across the country. But when the FBI asked Apple chief executive Tim Cook for help in the San Bernardino investigation — to unlock an iPhone used by one of the killers — he said no. Ordinarily, in such situations, everything is handled quietly. To the extent that companies talk, they talk through spokesmen and lawyers who usually say nothing. But Cook dispensed with all of that. He went public, and he did it personally, going on TV on Wednesday in an extended interview to explain himself. And now he’s become the leader not just of America’s most valuable company but also of a movement. Now, it’s the United States vs. Tim Cook — and an extraordinary moment for corporate America, the federal government and of course, for Cook, who now is providing at least part of the answer to the question that has nagged him: “How do you follow Steve Jobs?” Rallies have been organized in 50 cities to protest the FBI

WASHINGTONPOST.COM INNOVATIONS

Organized by Fight for the Future, protestors supporting Apple demonstrate Tuesday at FBI headquarters in D.C.

demands. Groups including the Electronic Frontier Foundation, the American Civil Liberties Union and Amnesty International support Cook. And this is just the beginning of what’s bound to be an epic legal battle, perhaps at the Supreme Court, should the government press its demand. “We would be prepared to take this issue all the way,” Cook said Wednesday night. Apple has elevated the issue beyond a matter of statutes or even of privacy to a full-blown First Amendment question: Can the government, which can’t force you to write words of its choosing, force a company to write code? He’s well armed for that, having already enlisted one of the nation’s top Supreme Court litigators, Ted Olson, a former U.S. solicitor general. He is good, as a lawyer and as a symbol. Even Trump may be wary of slapping a “soft-on-terrorists” label on a man who lost his wife on 9/11.

Apple seeks reversal Apple on Thursday asked a federal magistrate to reverse her order that the company help the FBI hack into a locked iPhone, accusing the federal government of seeking “dangerous power” through the courts. The filing was Apple’s first official response since the judge’s order last week and builds upon arguments voiced by the company’s chief executive. Apple has separately begun working on security enhancements that would make it impossible for the company to unlock newer iPhones in the manner being sought in this case. (AP/TWP)

And Cook is no longer just a CEO. “I think he’s a national security hero right now,” Nico Sell, co-chairman of Wickr, an encrypted messaging app, told NPR, “and more of us need to follow him.” “I think we’re seeing something kind of unique,” Michael

Police: Pennsylvania high school honors student was actually a 23-year-old Ukrainian using a false identity

Cusumano, a professor at MIT, told Mic. “When the CEO of Apple speaks, people listen.” Of course, to critics, there’s nothing heroic about Cook’s stand. Trump, another businessman leading a movement, called for a boycott of Apple until it cooperates with the government. New York Police Commissioner William Bratton and Manhattan District Attorney Cyrus Vance said Apple is compromising public safety. “We have awesome new technology that creates a serious tension between two values we all treasure — privacy and safety,” FBI Director James Comey wrote. “That tension should not be resolved by corporations that sell stuff for a living. It also should not be resolved by the FBI, which investigates for a living. It should be resolved by the American people deciding how we want to govern ourselves in a world we have never seen before.” FRED BARBASH AND JUSTIN WM. MOYER (THE WASHINGTON POST)

A robot’s nimble steps in a snowy forest have wowed the world’s robotics industry. Boston Dynamics, the secretive, Google-owned company, released video of its latest human-like Atlas robot tromping through a field — slipping occasionally on uneven terrain but always catching its balance. While plenty of two-legged robots can walk, none has been able to navigate uneven, unpredictable terrain. “They’ve set a new bar,” said Aaron Ames, a Georgia Tech robotics professor. Robotics experts say the new version of Atlas is a building block toward robots that prepare our meals, fold our laundry and care for the elderly. Aside from the human-like ability to walk in the video, the 5-foot-9, 180-pound Atlas also places boxes on shelves, opens doors and gets back up after being roughly knocked to the ground. Such a broad range of capabilities hasn’t been seen before in one robot. The next frontier, experts say, is figuring out hands and skin for robots, so they can better feel their surroundings, and interact with them. That would make it possible to do things such as chop vegetables, squeeze through tight spaces, or work in a nuclear plant that’s melting down. For now, we’ll just have to marvel at their ability to open doors and wander into a field. MATT McFARLAND

Jared Goff

Alter egos gone bad

No-name QBs who could be famous soon Draft analysts expect Goff and Wentz to be top two passers picked FOOTBALL A year ago, Florida State’s Jameis Winston and Oregon’s Marcus Mariota went to the NFL scouting combine not only as the two prospective franchise centerpieces vying to be the top overall selection, but also as well-established quarterbacking brand names. They were Heisman Trophy winners and had squared off in a closely watched national playoff semifinal. At this year’s combine, there are no household-name quarterbacks, at least not on the level of Winston and Mariota. But there are some potential franchise quarterbacks for NFL teams to scrutinize. Talent evaluators seem to be forming a consensus that Jared Goff of California and Carson Wentz of North Dakota State are the top two quarterbacks in this

year’s class and both are capable of being taken very early in the draft, which begins April 28. Paxton Lynch of Memphis could make it three QBs chosen in the upper half of the opening round. Mike Mayock, a draft analyst for NFL Network, said “there’s a little bit more buzz on those top two quarterbacks. … From my perspective, it’s two different conversations. I think Goff is more polished, ready to go today. I think Wentz has more significant upside.” There are plenty of quarterback-needy teams picking early in this year’s draft, starting with the Browns at the No. 2 overall selection. The Chargers (third), Cowboys (fourth), 49ers (seventh), Eagles (13th), Rams (15th) and Texans (22nd) could also target a quarterback in the first round. Charley Casserly, the former general manager of the Texans and Redskins, said Goff appears to be “the most complete quarterback” available. “He’s better than [the Jaguars’

system is more NFL-like.” Wentz played at a level of college football below the upper echelon. But North Dakota State won a record fifth straight FCS national title in January. “The way I look at Wentz is the first tape I put in, I went, ‘Wow,’ ” Mayock said. “And I didn’t even know who he was. … And I flip a second tape in hoping it would be as good as the first, and it was better.” Could Goff and Wentz go first and second, in whichever order, in April? It’s possible, although that would require a team to trade into the top spot now occupied by the Mariota-led Titans. MARK MASKE (THE WASHINGTON POST)

Sheikh Salman heavy favorite to win

The support of most nations in Africa and Asia should be enough Friday to put Sheikh Salman of Bahrain in charge of the world’s most popular sport as FIFA elects a president to maneuver the soccer body away from decades of corruption. FIFA officials, delegates and observers told The Associated Press that surveys of voters indicate Salman had the most support. Best season of this era? CAPITALS Alex Ovechkin has played for five division champions in the past eight years and captained the Capitals to a pair of Eastern Conference regular-season titles in 2010 and 2011. While regularseason success may be old hat for Ovechkin, even he can’t help but admire Washington’s lofty perch atop the Eastern Conference this season. “Sometimes you look at the standings and you think, ‘Jeez, can somebody catch us right now?’ ” Ovechkin said this week. With six weeks remaining in the regular season, it appears unlikely that anybody will pass the Capitals, who lead the secondplace Rangers by 18 points in the Metropolitan Division, and are 17 points clear of the Panthers for top spot in the Eastern Conference (entering Thursday). Besides a comfortable lead atop the standings, the Capitals’ record of 44-11-4 (92 points) through 59 games puts them on pace for one of the best regular seasons in NHL history. If they win 16 of their final 23 games, the Capitals would become just the third team with at least 60 wins in a single campaign, joining the 1976-77 Canadiens (60) and 1995-96 Red Wings (62). While the 2015-16 Capitals have benefited from three shootout wins (the NHL introduced the shootout in 2005 to eliminate ties), they are also winning at an incredible pace in an era when the salary cap (also introduced in 2005) and a lack of expansion teams (the league last expanded in 2000) have helped create greater parity. If looking exclusively at teams

from the shootout era, the 200506 Red Wings own the best record at 58-16-8 (124 points), with this year’s Capitals on pace to better that at 61-15-6 (128 points). “It’s really impressive,” said NBC Sports hockey analyst Keith Jones. “At a time when the league has never been tighter, to separate themselves like they have in the Eastern Conference, it’s really phenomenal.” Entering Thursday, the Capitals were the only team that ranked in the top five in goals-per-game (first), goals-against-average

(third), power play (first) and penalty kill (fourth). Washington is also well positioned to win the Presidents’ Trophy, as the league leader in points, which sets a positive tone even if it doesn’t guarantee playoff success (only six of the past 25 Presidents’ Trophy winners have won the Stanley Cup). “For us, it was important in ’94 to win the Presidents’ Trophy,” said Rogers Sportsnet hockey analyst Nick Kypreos, a member of the 1994 Stanley Cup-champion Rangers.“It set a standard.

Mark Messier used to say that the regular season was a dress rehearsal for the real show. And if you’re better at it over the course of 82 [games], it gives you the confidence to get it done in the playoffs.” The Capitals have loftier goals than regular-season dominance, but with more than a month before the playoffs begin, coach Barry Trotz wants his team to enjoy this potentially historic run. “Whatever happens, it will be a special season,” said Trotz, whose club has yet to lose two straight games in regulation. Others argue that even the best regular season in franchise history could be quickly forgotten if followed by another premature playoff exit. “Most of it would be wiped out and forgotten if they get knocked out early,” Kypreos said. “So they’ve started something, but in order for people to remember this regular season, they must have success in the playoffs. Otherwise, it’s pretty much a wash.” BEN RABY (FOR EXPRESS)

Barring a sustained slump, the Capitals are going to win the Presidents’ Trophy. Which has led to a question: if clinching everything is close to a foregone conclusion, should the team start resting some of its stars to keep bodies fresh for the playoffs? The inspiration, of course, comes from the NBA, whose season is the same length as the NHL’s, and whose top teams have long rested crucial players down the stretch, and earlier. “It’s the best thing for our team,” Spurs coach Gregg Popovich said around the time his team started embracing midseason days off for starters. “We’ve done this before in hopes we’re making a wiser decision and not a macho decision.” So is there an opportunity here for the Caps to make a wiser decision instead of a macho one? “We haven’t really discussed it,” GM Brian MacLellan told reporters Thursday. “Hockey I think is a little different, in that there’s a rhythm to the season.” The GM then mentioned the team’s recent hiatus, caused by the blizzard and all-star break. “Too many days off; we got out of rhythm,” he said. “And I still think we’re recovering from it. I think it’s dangerous to start taking time off for everybody.” MacLellan did, however, suggest players with nagging injuries could get a break, based on Washington’s position in the standings. NATIONALS

JOHN MCDONNELL (THE WASHINGTON POST)

Treinen in awe he was answer on ‘Jeopardy!’

Former Nationals first baseman Nick Johnson is spending 10 days as a guest instructor at spring training this year.

A familiar face returns to Nats spring training Baker: Nick Johnson can relate to former team’s players as guest coach NATIONALS Nick Johnson and Dusty Baker are both from the Sacramento area, and live about 15 minutes apart. And over the offseason, the two were talking at “an establishment,” Baker said with a smile, and the new Nationals manager floated an idea. “The real good organizations I’ve been in have some history, which we don’t have much here,” Baker said. “I thought back to my Dodger days and there was [Roy] Campanella, [Don] Newcombe, [Sandy] Koufax. All these greats

in camp, which if they said just one thing to help a kid figure it out — just one pitch or one theory how to hit a curveball or whatever — I’ve seen it turn people’s careers around. I know Nick was popular here.” So Baker asked Johnson — one of the original 2005 Nationals — to come to camp and help out. Baker then checked with Nationals GM Mike Rizzo because “it’s easy to spend someone else’s money.” In the arrangement, Johnson, 37, will serve as a guest spring training instructor for 10 days, which began Wednesday. “Very excited,” Johnson said, standing behind the batting cages in full Nationals gear. “Just helping out and being around the

guys. Looking forward to it.” Johnson — notable in Nationals history for his hitting (a .948 OPS in 2006) but also his many injuries — will likely help both the major and minor leaguers. “He was a very good player,” Baker said. “He could tell people about the ups and downs, and what it’s like to get injured. And to talk to [Ryan Zimmerman] about playing first base and the kids about hitting. I just thought he just fit.” Johnson hadn’t thought about coaching until Baker brought up the idea. So much has changed about the Nationals since Johnson was on the team in 2009. How many players remain from then? “Zim is the only one,” he said. JAMES WAGNER (THE WASHINGTON POST)

BATTLE OF THE BOARDS

Number of rebounds per game the Wizards have averaged this season — the lowest in the NBA. In recent losses to the Bulls and Heat, the Wizards had a total of 26 fewer rebounds than their opponents. On Wednesday evening, Blake Treinen got a text from his mother, asking him to call. Worried that something might be wrong, he called back. She was with Treinin’s aunt and uncle watching “Jeopardy!” — as they do most nights. The Double Jeopardy round featured a category about pitchers, and the $2,000 question — er, answer — read: “The Nationals’ Blake Treinen has hit 100 MPH with this type of pitch, that gets its name from its downward motion.” Treinen said: “She told me when they saw my name, they about flipped out of their rockers.” He said has “no idea why” he was featured. “All the other guys are Hall of Famers,” said Treinen, whose company in the category was Nolan Ryan, Randy Johnson, Justin Verlander and Ron Guidry. “Then there’s just me. It’s weird.” The correct question: What is a sinker? (THE WASHINGTON POST)

For GW, Garino has developed an outside shot COLLEGE BASKETBALL Patricio Garino had one thing on his mind this offseason: improving his outside shooting. The days he spent doing drills in the empty Smith Center have paid off for George Washington’s senior guard. After making 29.6 percent from 3-point range last year, he’s shooting 46.7 percent from long range this season. “I made a few minor improvements to my mechanics,” said Garino, whose team hosts VCU on Saturday (12:30 p.m., NBCSN). “I was definitely trying to be consistent and trying to keep the same follow-through and have the same shot every time.” At 6-foot-6, Garino has always been a standout defender for GW (21-7, 10-5 Atlantic 10), and this year he’s averaging a careerhigh 13.9 points a game. “He was an average to aboveaverage shooter when he got here,” coach Mike Lonergan said. “This spring he really worked on his shooting. Now he has become a great standup 3-point shooter.” Garino played for Argentina’s national team last summer and aspires to advance to the pro level. But first he hopes to get GW into the NCAA tournament, and a win against VCU (20-8, 12-3) would greatly help that cause. “We are not trying to think about that so we don’t much too much pressure on ourselves,” Garino said. “At the end of the day, when the regular season is over, we will see what our chances are.” DAVID DRIVER (FOR EXPRESS)

Upgrade to a new unit in your building to save time and money

Frank MacPherson, Jenna Bramble MacPherson and their dog, Chase, headed two floors down when they moved in 2014.

MOVING Jenna Bramble MacPherson and Frank MacPherson’s story is a familiar one. In 2012, they lived in a one-bedroom apartment in Crystal City. One wedding, two years, a dog and a lot more stuff later, they realized they needed more space. “It was the easiest move we’ve ever had,” Jenna says. “It took less than two hours.” Why so easy? Because Jenna, 28, and Frank, 34, who both work in marketing in Alexandria, were merely moving to a twobedroom apartment two floors below them in the same building. Switching units in the same complex has its benefits and drawbacks, but on the whole, it can be more convenient and cheaper than a regular move. The MacPhersons had several reasons to stay. “We were having trouble finding something that really met all of our criteria,” Jenna CONTINUED ON PAGE R2

Same building says. “We loved the neighborhood, we loved Crystal City, we loved the location of our building.” Plus, their dog, Chase, was familiar with the neighborhood, which was helpful for walk time. Over time, residents build a relationship with the concierge or building manager, says Matthew Carcone, a business development manager with Gordon James Realty (gordonjamesrealty.com). “That’s also an important thing to a lot of tenants.” This was the case for Jenna and Frank, who had a great rapport with their building’s concierge. It was also a motivator for Michael McGee, 32, who works in financial services and, along with his roommate, moved apartments in Courtland Towers in Arlington a few years ago. “We really liked the building, we liked the location,” he says. “We had a good relationship with the property manager in the apartment building, and that kind of helped.” Staying in your building also allows you the opportunity to scope out the best floor plans and locations and be the first to see the available units, says Grace Langham, vice president of boutique property management firm Nest (nest-dc.com). Plus, the moving process itself is simplified. Transferring floors won’t require a truck, and you probably won’t need professional movers, either. There’s no need to go outside — good news if you’re moving in the winter. It also doesn’t call for as

The MacPhersons loved their building, so when they needed more space, they upgraded to a bigger unit.

“I got a couple of weird looks when I had a shopping cart full of dishes and my clothes.” JENNA BRAMBLE MACPHERSON,

explaining that when she moved from one apartment to another two floors down, she was forced to get creative.

many packing materials, as Jenna and Frank found out. “I got a couple of weird looks when I had a shopping cart full of dishes and my clothes,” Jenna says.

As for Frank, he simply took full drawers out of his dresser and carried them down to the new apartment. The couple also reused the same boxes throughout the process. McGee had a similar experience. He utilized his building’s bellhop cart to move most of his things, and for the bigger items, he got creative. He, too, got stares, he says, when he “put plastic on the feet of the couch and slid it down the hallway.” McGee and the MacPhersons both recommend negotiating an overlap of at least a few days between your move-out and movein dates. The more overlap time, the more you can spread out the moving process.

Aside from the funds saved by forgoing traditional packing materials and movers, tenants can also negotiate lower or waived fees. “A lot of buildings have movein fees and oftentimes, if the tenant is moving in the same building, they’ll waive that fee,” Carcone says. This was the case for Jenna and Frank. “They waived the move-in fee, they waived the application fee, they waived all the prelim fees,” Frank says. But don’t assume you won’t have to pay a move-in fee, cautions Langham, who says buildings could still charge the fee for doing an inspection or putting up

NEW IN TOWN If you’ve passed through Kalorama in Northwest Washington in recent months, you’ve been able to watch a sleek contemporary building rising near the Washington Hilton. The Hepburn, a new luxury apartment building at 1901 Connecticut Ave. NW, should be completed in the summer. Lowe Enterprises, which purchased the Washington Hilton Hotel

in 2007 and began renovating the property, has teamed with National Real Estate Advisors, Beyer Blinder Belle and Cecconi Simone, a Toronto-based interior designer, to develop the new curved-glass building. The Hepburn will have 25,000 square feet of amenity space, including a contemporary marbleand-glass lobby, a fitness center with personal trainers, a wine bar with temperature-conditioned

elevator pads. She recommends that tenants fully educate themselves on the building’s policies, and be prepared to negotiate if you want to save some more money. Staying in your building, while convenient, can be limiting, too. Your move might be an upgrade, space-wise, but won’t come with any new amenities or features that you’d get in a move to a new building. That’s why Carcone recommends making sure it’s still a smart decision, financially. “The most important thing for tenants is to understand the market trends, looking at the comparableunitsoutthereandunderstanding what that apartment should run for,” Carcone says. He suggests looking up apartments on Trulia (trulia.com) or Zillow (zillow.com) to educate yourself on pricing. Plus, while you know the building’s floor plans, management and policies, you can’t always predict your neighbors. Moving to another unit, “you may get yourself into a situation with a louder neighbor,” Langham says. So try to talk to the outgoing tenant if possible to get the scoop on your surroundings. Once you’ve done your research, if you decide to move within the same building, convincing friends to help should be much easier. Jenna and Frank’s friends were initially hesitant to help them move, citing dinner plans. Once the friends found out the move was just two floors down, they were much more eager to help. And they still made it to dinner on time. ELLE METZ (FOR EXPRESS)

Other features include porcelain tile and soaking tubs in the bathrooms, Caesarstone counters and mechanical shades. ALSO OPENING

A whole lot of nothing ‘Triple 9’ boasts a stellar cast, but its confusing storyline proves too much to bear FILM REVIEW “Triple 9” has everything going for it, and that’s its biggest handicap. This tale of gangsters and crooked cops in Atlanta has a murderer’s row of acting talent — Casey Affleck, Chiwetel Ejiofor, Kate Winslet and Woody Harrelson among them — an alluringly dark premise and bombastic bursts of greatness. But ultimately, director John Hillcoat (“The Proposition,” “The Road”) fails to meld the storytelling with the film’s ambitious scope. “Triple 9” starts out auspiciously enough, with a pulsating and vividly executed bank robbery that crackles with tension and immediacy as the criminals execute the heist and begin their

escape through the busy streets of the gritty city. There is one other masterfully choreographed raid about midway through, but by then you’re almost too caught up in the confusing who, what, where and why to indulge in the excitement. Hillcoat trusts the audience to weave together the narratives of its eight main characters by themselves without the help of exposition — a welcome challenge, but a frustrating one as well. There are so many characters, subplots and motivations to keep track of that it feels more like an extended pilot in the vein of “The Wire” or even “True Detective” than a contained movie. Essentially, there’s a cabal of mercenary cops (Anthony Mackie, Clifton Collins Jr.) and tattooed,

‘Triple 9’ (R) DIRECTOR: John Hillcoat STARS: Casey Affleck, Kate Winslet, Chiwetel Ejiofor, Woody Harrelson IN A NUTSHELL: A gang of criminals and crooked cops plan to murder a police officer in order to pull off a big heist across town.

ex-military baddies (Aaron Paul, Norman Reedus, playing greaseball brothers) who do dirty jobs for Russian-Israeli gangsters (led by Kate Winslet, packing a thick accent, blonde bouffant and vampy press-on nails). After the opening heist doesn’t go exactly as planned, Winslet’s mob boss demands one last job

of her motivated ringleader (Ejiofor), who is forever tied to Winslet’s whims because of the son he shares with her sister. Winslet is trying to get her husband out of a foreign prison and the answer apparently lies in Atlanta security facilities. The talented and endlessly watchable cast helps the confusing story chug along, even after you’ve given up hope of really understanding what exactly is going on or caring about any of the characters in the film. “Triple 9” imagines itself a sprawling, nihilistic epic, and it floats along for a while on the shoulders of its prestige filmmaking and cast, but ultimately the storytelling isn’t up to the task. LINDSEY BAHR (AP)

“I can’t wait for … when ‘diversity’ isn’t just the hot topic of the moment but a true reality ... reflected on screen.” EVA LONGORIA, announcing her plan to wear a brown ribbon to the Oscars on Sunday night to raise awareness of

‘Eddie the Eagle’ OPEN ROAD FILMS

In one of her oddest roles yet, Kate Winslet portrays a dolledup Russian-Israeli gangster. Yes, really.

PG-13, 105 minutes

The 1988 Winter Olympics introduced a bumbling bundle of fan catnip named Michael “Eddie” Edwards, the first British athlete to compete in the Olympic ski-jump competition, and an instant symbol of innocence and irrepressible can-do-ism. Edwards is brought to quirky, affectionate life by Taron Egerton in “Eddie the Eagle,” a rousing, dramatized story of hard work for which the term “heartwarming” was invented. ANN HORNADAY (TWP)

‘Gods of Egypt’ PG-13, 127 minutes

A throwback to Technicolor days, “Gods of Egypt” uses today’s digital technology to dress up its own revisionist saga. It turns out to be rather fun, and a ride on which lots of fantasy lovers will happily take a seat. Gorgeous actors speaking (fairly) witty dialogue in (what a surprise) British accents don’t hurt matters either, even if the plot is nearly impossible to follow. JANE HORWITZ (TWP)

Yes, you have seen this before OSCARS Self-serious prestige films have long found a ready seat at the Oscars, while films starring or directed by minorities have struggled to. There are many factors behind what’s led to two straight years of all-white acting nominees, but one is the stifling limitation of what gets considered an “Oscar movie.” What frequently guides a movie toward a best picture nomination or a star toward an acting nod is a confluence of factors that frequently have only so much to do with quality. Influential is how a movie is released (a prominent festival rollout can pay big dividends), how much support a movie has from its distributor (the parties and advertisements that go into Oscar campaigns are expensive) and how willing the talent is to promote themselves. “It’s a racket,” says Viggo Mortensen, who was nominated in 2008 for David Cronenberg’s “Eastern Promises.” “The nomination process is essentially run by, dictated by money and public relations maneuvering,” Mortensen says. “And so that’s why every year, there are only a handful of, in my opinion, deserving and enduring nominees of enduring quality.” This year’s best picture nominees boast a handful of films from outside the film academy’s traditional comfort zone, most notably

George Miller’s much-nominated post-apocalyptic chase film “Mad Max: Fury Road.” But many of the films that could have put a charge into this year’s awards didn’t fit the limited confines of Oscar bait. Ryan Coogler’s “Creed,” while it landed a nod for Sylvester Stallone’s supporting performance, had the odds stacked against it. It’s a seventh entry in a franchise and it wasn’t much pushed by its studio, Warner Bros. Its humanistic heartbeat is perhaps — like Coogler’s previous “Fruitvale Station,” also starring Michael B. Jordan — outside the kind of films starring black actors that usually garner academy attention. Few African-American actors have ever won for a film by a black director. No black actress has ever won for a film helmed by an African-American director. Taste plays a part, but the playing field is uneven. If it wasn’t, Melissa McCarthy would have an armful of Oscars by now. Like many genres, comedy is all but forgotten come awards season. This year, the trend reached a somewhat absurd endpoint when David O. Russell’s somber “Joy” and the nerdy space adventure “The Martian” sneaked into the comedy category at the Golden Globes. It’s one reason why Leonardo DiCaprio was passed over for his brilliantly outlandish performance in Martin Scorsese’s “The Wolf of Wall Street,” but is likely to win instead for crawling in mud and eating bison liver in “The Revenant.”

‘Spotlight’s’ rewards go far beyond awards

THINKSSTOCK/EXPRESS ILLUSTRATION

Oscar-nominated films follow familiar formula to achieve recognition

WASHINGTONPOST.COM STYLE

“The nomination process is essentially run by, dictated by money and public relations maneuvering.” VIGGO MORTENSEN, who received an Oscar nomination in 2008, calling the process “a racket”

The Oscars are less about rewarding the best films than affirming Hollywood’s sense of itself — which is why exclusion

Vice President Joe Biden to introduce Lady Gaga’s performance at the Oscars

so outrages. They are, the New Yorker’s Richard Brody has written, “Hollywood’s idealized self-portrait.” That’s one reason why Alejandro Inarritu’s “Birdman” — a film about a Hollywood star striving for artistic salvation outside of superhero films — won best picture last year. It was a vote not just for “Birdman,” but against Marvel domination. Yet despite often rewarding mediocre films that fit a narrow standard, the Oscars matter. Outside of a Nobel or a Pulitzer, no award is more affixed to a person’s legacy; “Oscar winner” is a tag that lasts past death. JAKE COYLE (AP)

“Spotlight” brought to the big screen the first six months of a Boston Globe investigation that in 2002 revealed a decades-long cover-up of serial sexual abuse by priests within the Boston Archdiocese. Liev Schreiber portrays me as the newly arrived top editor who launched that investigation, and his depiction has me as a stoic, humorless character that many professional colleagues instantly recognize and that my closest friends find not entirely familiar. The movie has been nominated for six Oscars, including best picture. And, journalistic objectivity be damned, I’m hoping it wins the entire lot. The awards take the form of a statuette. The rewards of this film matter more to me, and they will take longer to judge. The rewards will come if this movie has impact: On journalism, because owners, publishers and editors rededicate themselves to investigative reporting. On a skeptical public, because citizens come to recognize the necessity of vigorous local coverage and strong journalistic institutions. And on all of us, through a greater willingness to listen to the powerless and toooften voiceless, including those who have suffered sexual and other abuse. MARTIN BARON

THE WASHINGTON POST | THE SWITCH

Uniformity, by the numbers

Movie critics Ann Hornaday, Michael O’Sullivan and Stephanie Merry picked the movies they think will win, and which should win in the four major categories.

We know the academy has a diversity problem — here’s how bad it is

OSCARS When film director Rod Lurie ran into some fellow Academy of Motion Picture Arts and Sciences members last month at a deli in Studio City — Hollywood veterans who, like him, would help decide the Oscar nominees for “Best Picture” — talk turned to “Straight Outta Compton,” the highest-grossing movie from a black director in history. Lurie thought it was one of the year’s best movies. But the other members — all white men, aged 70 and up — hadn’t voted for it; in fact, they hadn’t even seen it. Only one man had tried watching it, but stopped partway through, waving off the critically acclaimed rap biopic as “too loud.” Those men selected American film’s highest honor alongside a group that looks almost exactly like themselves — the academy’s directors branch. Composed of Lurie and many of the nation’s most celebrated filmmakers, the group is 89 percent male and 84 percent white, and roughly half are 60 or older, a Washington Post analysis found. “The truth is, those academy members will watch movies that deal with the heroism of the African-American community or the history of blacks, like ‘12 Years a Slave,’ because that interests them,” Lurie said. “What doesn’t interest them is the current black experience or black culture. A movie like ‘Straight Outta Compton’ doesn’t stand a chance.” The anger that has again enveloped the Oscars has largely focused on the award show’s startling on-screen sameness of age, gender and race: All 20 Oscar acting nominations, for instance, have gone to white

This year’s nominees for Best Actor and Actress and Best Supporting Actor and Actress all have something in common.

actors for two years in a row. But academy members say the movie industry’s toughest, most important challenge starts not with the academy, but with Hollywood itself, in the director’s chairs and corner offices of a risk-averse business that rewards old relationships, thrives on replication — and often blocks out diverse talent. The full roster of the roughly 6,200 members in the academy’s 17 branches — for writers, casting directors, visual-effects artists and other specialties — is a guarded secret, and the academy has shared no data on the diversity of its membership, even as it calls for sweeping reforms. But by crunching data on academy notices, crowd-sourced databases, private archives and other sources, The Post analyzed the two branches that wield the strongest influence on the nation’s cinema: the directors, whose members preside over America’s

most prominent film stories, casts and crews; and the executives, whose studio chiefs, executive producers, investors and movie moguls make the financial decisions that keep Hollywood alive. The data reveals a staggering lack of diversity among Hollywood’s top ranks: About 96 percent of the more than 450 members in the executives branch are white and 87 percent are men, The Post found. The average member is retirement age, just over 65. While people of color compose 37 percent of the United States and bought 46 percent of the movie tickets sold here in 2014, they are a small fraction of America’s most rewarded directors: Of the branch’s roughly 400 members, 6 percent are Hispanic, 5 percent are black and 4 percent are Asian, The Post found. Few if any of these white, male academy members will walk onstage at the glitzy awards show

Sunday in L.A. But they wield unmistakable power behind the scenes, by deciding which projects get funded, which actors get cast — and which stories get ignored. If the film industry truly hopes to be more inclusive, members said, this is where it’d need to start: By encouraging movie and business leaders to film or fund a more diverse range of stars, storytellers and ideas. But the branches’ overwhelming homogeneity shows how slow the industry has been to evolve — and how much work still needs to be done. “The academy is a microcosm of the industry, and it [shows] benign neglect more than outright prejudice,” said academy member Jennifer Warren, a director, actress and founding member of the Alliance of Women Directors. “It’s not that the industry is prejudiced. It’s that they’re disinterested in anything but themselves.” DREW HARWELL

Maria (Tuva Novotny) has her own battles in “A War.”

KRISTEN PAGE-KIRBY | THE REELIST

Wife story: ‘A War’ advances beyond homefront cliches Here is something Tuva Novotny doesn’t do in her performance in “A War”: She never slides down the wall to the floor while crying, one hand clutching the phone, the other over her mouth. Which, if the movies are right, is something she’s supposed to do. In the Oscar-nominated Danish film (which would take the best foreign language picture award Sunday if Hungary’s phenomenal “Son of Saul” weren’t also a nominee), Novotny plays Maria, the wife of a Danish soldier (Pilou Asbaek) serving in Afghanistan. The wife left at home to cope with the worry of having her husband in a combat zone is a trope that appears in war movies about as often as the quiet patrol gone explosively wrong (which shows up rather predictably in “A War” as one of the film’s few missteps).

The thing is, while cliches like these have all but dissolved as war movies have gotten more nuanced in their portrayals of soldiers, those holding down the fort at home are still often painted with too broad a brush — I mean, when I described the wall-sliding-whileon-the-phone move in the first paragraph, you knew exactly what I was talking about. In “A War” (now playing at Landmark’s E Street Cinema), Maria gets almost equal screen time as her husband, making her story

Maria gets almost as much screen time as her husband, making her story just as integral to her family’s experience as his.

just as integral to her family’s experience as his. She’s the one handling all the family business, whether it’s making school lunches or taking a toddler to the ER because kids are stupid and will eat anything. She’s also sneaking cigarettes nightly on the back patio and not coping particularly well with the stress of her situation; you can see her trying to walk the line between keeping her husband involved with their son’s behavioral problems at school and not wanting to make it so his mind is in Denmark when his boots are navigating land mines. She lives in a world of mundane terror — every ring of the phone causes her to jump a little, but the homework still needs supervising — that demands a blend of softness and strength that similar movies lump into one long-suffering, tear-stained caricature. We’ve come a long way from the movies that portrayed soldiers as little more than types (if films are to be believed, most WWII squads had a guy from Brooklyn, a guy from Texas, a grizzled sergeant and the 1940s equivalent of a “Star Trek” redshirt, a young-looking guy with a blonde gal back home). Given that progress, it’s surprising that “A War” is one of the first films to make the Gal Back Home so much more than just that.

‘It’s very telling that Ted Cruz is not denying these allegations.”

Mr. Keith always greets my four-year old son with a high five. He is friendly and always wears a smile. You should be pleased to know that he is giving 100% and displays true integrity.

BURLIVESLEFTNUT, commenter at gawker.com, on Public Policy Polling’s latest poll question that asked Floridians whether they think GOP presidential candidate Ted Cruz is the Zodiac Killer responsible for the string of unsolved murders committed in Northern California in the ‘60s and ‘70s. The poll found that many wouldn’t rule out the possibility, with some outright finding him guilty. The conspiracy has taken the Internet by storm under the hashtag #ZodiacTed, leading activist Tim Faust to make “Ted Cruz Was the Zodiac Killer” shirts, with all proceeds going to a Texas pro-choice fund.

“How do you simply forget? If I leave one in for more than 4 hours I get irritated.” at buzzfeed.com, on a student who ended up in intensive care after forgetting she left a tampon in for nine days. Emily Pankhurst said she was feeling very stressed because of her final exams when she forgot about the tampon and inserted a second one, which led to her suffering from blood poisoning.

The reel deal.

“That episode of #blackish … should be mandatory viewing for … pretty much everybody.” @JENNLMTAYLOR on Wednesday night’s episode of “black-ish,” which

centered on police brutality. In the episode, the Johnson parents struggle to address the issue with their kids, a hard conversation all too real for many black Americans, as the family waits to see if a police officer will be indicted for beating an unarmed black teen. The officer is not indicted. After tears and deep discussion of other cases, like those of Sandra Bland and Freddie Gray, the family goes to protests together.

“If only Congress could do the same, we might be heading in the right direction for once.” DIANA REYNOLDS, commenter at

Fridays in

facebook.com, reacts to JetBlue Airways’ latest social experiment/ promotion, “Reach Across the Aisle,” which asked all 150 passengers on a flight to unanimously decide on one destination in order to be gifted free round trips there, a knock against Washington lawmakers’ inability to work together. The passengers settled on Costa Rica.

“Most Thai students ride on taxi motorbikes. I think Uber is tapping into a great market in Thailand.” KEITHINVEGAS, commenter at cnet.com, on Uber adding motorcycles to its fleet in Bangkok. UberMoto allows passengers to ride on motorcycles with an Uber driver at the handlebars. Many praised Uber for implementing the idea in crowded Bangkok, where motorcycles — and bumper-tobumper traffic — are ubiquitous.

PISCES (Feb. 19-March 20) You’re after something that is just out of reach, but perhaps you can extend that reach just a little further than usual. ARIES (March 21-April 19) You may find yourself remembering things from your past that inform your present endeavors. There is more at play than mere nostalgia. TAURUS (April 20-May 20) You have much to accomplish, and limited time in which to get it all done. You may choose to take an unusual, daring approach.
