They’re drooling to get in THE DISTRICT He had bounded, tongue lolling, past chalk-white headstones and poked his snout into the pool of still water on Mausoleum Row. But when he came at twilight to Congressional Cemetery’s south end, a lonely bottomland packed with the remains of dead children, even Oliver the dog slowed his gait to a contemplative stroll. “It just makes me really happy to be able to see him run around like this,” said Claudia Rauch, a Capitol Hill resident. Rauch, 36, and her brindle Lab mix had just been admitted to what in recent years has become one of D.C.’s most exclusive clubs: Congressional Cemetery’s K9 Corps, a group of about 600 people and 770 dogs with privileges to roam the cemetery’s 35 acres. Congressional Cemetery was established in 1807 on the west bank of the Anacostia River. Its permanent occupants — including J. Edgar Hoover and Marion Barry Jr. — lack the luster of the presidents and astronauts buried at Arlington National Cemetery.

Once admitted, members pay $285 to $385 annually depending on how many dogs they own, and must periodically volunteer, said Paul Williams, president of the Association for the Preservation of Historic Congressional Cemetery. Some of these dog walkers have reserved spots before adopting a dog. Such was the strategy

for Brynn Barnett, a Hill East resident who anticipated that her neighborhood cemetery would appeal to her Cavachon, Harley. “I knew I was getting a dog,” said Barnett, who joined in 2011. “So I went ahead and signed up.” The K9 Corps originated in the late 1970s, when a small group of Hill East residents began walking their dogs as a kind of informal citizens’ patrol in what was then a derelict property, Williams said. Last year, club dues and waitlist fees totaled $216,000, nearly one-quarter of the cemetery’s annual revenue. Williams said cemetery caretakers from across the country approach him at industry conferences, fascinated by the coexistence of dogs and the dead. “They’re initially very skeptical. They’re like, ‘We ban dogs. We don’t even allow photographs. No way,’ ” Williams said. “And then they see the finances, and their heads start spinning.” Rules are in place to preserve its identity as hallowed ground. Humans must pick up after their pets. Answer to Zika tests’ failure lies in solution THE DISTRICT When Anthony Tran took over D.C.’s public health lab late last year, he had a feeling something was wrong with its testing for the Zika virus. He had just come from the public health lab in New York City, where technicians had been finding markers for Zika in the blood of arriving travelers almost every day. In D.C., the same test was negative — every time. Soon, U.S. health officials joined in Tran’s concern: Samples supplied by the federal government of the frightening mosquito-borne virus that were tested in the lab as a control were appearing as if they contained no virus. Tran halted testing and, with help from analysts at the Centers for Disease Control and Prevention, traced the problem to a mistake that any high school chemistry student could understand. That the District lab repeated the mistake daily, and without anyone catching it for more than six months, amounts to a more systemic and worrisome failure, experts said. “A relatively inexperienced staff and a lack of leadership — that’s a bad combination,” said Kelly Wroblewski, director of infectious diseases for the Association of Public Health Laboratories, which works to safeguard the integrity of public health labs nationwide. “The positive here is that the lab does have new leadership and he caught the error quickly.” At least nine pregnant women in the nation’s capital were caught in the faulty testing between July and December of last year, D.C. officials said Thursday. The women were told they did not have Zika, while new testing by a CDC lab in Colorado shows that the women did have antibodies that could signal the presence of the virus. AARON C. A teacher at a high-performing D.C. charter school was arrested Friday on charges of child sex abuse, police and school officials aid. Police said Saturday that Manuel Garcia Fernandez, 35, had sexual contact on multiple occasions with two female victims and one male victim from Aug. 17, 2016, to Feb. 6, 2017. He was charged with three counts of second-degree child sexual abuse. Fernandez taught at the Northeast campus of the Latin American Montessori Bilingual Public Charter School. (TWP)

But Wednesday’s seemingly racially charged shooting of two Indian men in Kansas reaffirmed his growing belief that the U.S. isn’t a hospitable place for foreign students. “I would be scared to study in the U.S.,” he said Saturday outside a tea stall at the Indian Institute of Technology. “Did you read the newspapers yesterday? Two Indians were shot.” A Navy veteran who had allegedly been intoxicated was

charged with first-degree murder in the shooting of two Indian software engineers in a crowded bar in Olathe, Kan. The assailant reportedly shouted, “Get out of my country!” One man died, and the second was injured. A patron who intervened also was hurt. The possible hate crime has prompted anger in India and concern that the Trump-era United States is no longer a safe place for its thriving community of visiting Indian students, scholars and tech workers. The father of Alok Madasani, 32, the Indian injured in the attack, appealed Friday from the Indian city of Hyderabad to “all the parents in India” not to send their children to the U.S. under “present circumstances.”

Police: Drunk motorist hit crowd at Mardi Gras 21 people hospitalized; authorities don’t think terrorism was a factor NEW ORLEANS Authorities on Sunday identified the motorist who allegedly plowed into a Mardi Gras crowd while intoxicated, sending 21 people to the hospital. The New Orleans Police Department identified the man as Neilson Rizzuto, 25. Online jail records showed that he was arrested on a number of charges and was being held at the city’s jail. The accident happened at 6:45 p.m. Saturday during one of the busiest nights of Mardi Gras, when thousands throng the streets of Mid-City to watch the

elaborate floats and clamor to catch beads and trinkets tossed from riders. Police say a Rizzuto breath alcohol test determined that Rizzuto’s alcohol level was three times the legal limit after he was arrested. “We suspect that the subject was highly intoxicated,” Police Chief Michael Harrison had said on Saturday evening. Of the 21 people hospitalized after the crash, five were taken to a trauma center in guarded condition. But their injuries did not seem to be life-threatening, said Dr. Jeff Elder, city emergency services director. He said seven others declined to be hospitalized.

The victims range in age from 3 or 4 to their 30s and 40s. Among the injured was a New Orleans police officer. Harrison said the officer, who was on duty, was undergoing medical tests. She was in “good spirits,” he said. A woman on the street, Dana Welch, said she saw the gray truck speeding toward the crowd. “I saw him coming and I was like, ‘Oh, my God, it’s going to be a catastrophe,’ ” she told The New Orleans Advocate. The motorist hit two vehicles before plowing into the crowd. POLITICS After President Trump said that deporting undocumented immigrants was “a military operation,” Homeland Security Secretary John Kelly, speaking in Mexico, clarified that there would be “no use of military force in immigration operations.” After Trump, standing next to Israeli Prime Minister Benjamin Netanyahu, upended decades of U.S. policy by saying he was open to a one-state solution to the conflict in the Middle East, U.N. envoy Nikki Haley asserted that the United States “absolutely” supports a two-state solution. And after Trump alarmed European allies by declaring NATO obsolete, Vice President Pence flew to Munich and Brussels, where he reassured a worried continent that the president remains “fully devoted to our trans-Atlantic union.” One of the unofficial duties of Trump’s Cabinet, it seems, is cleaning up the statements of the man they serve. Five weeks into Trump’s tenure, his deputies have found themselves softening, explaining and sometimes outright contradicting the president. “It puts the Cabinet officials in an awkward position,” said Ryan Williams, a Republican strategist. “They serve the president and obviously don’t want to contradict him, but at the same time they have to articulate administration policy, which sounds like an oxymoron — contradicting the president by articulating administration policy — but that’s been the case in some instances so far.” When Pence traveled to Europe a week ago to offer bland assurances — a message of support for NATO and cooperation with the European Union — he managed to temporarily soothe nervous allies. But diplomats

POLITICS Newly elected Democratic national chairman Tom Perez pledged Sunday to unite a fractured party, rebuild at all levels and reach out to chunks of rural America left feeling forgotten in the 2016 election. Speaking in television interviews, Perez, backed by former President Barack Obama, indicated that an important first step was joining with his vanquished rival, Minnesota Rep. Keith Ellison, who agreed at Perez’s invitation to serve as the Democratic National Committee’s deputy chairman. Perez said the two would work hard to put out an affirmative party message while opposing President Trump’s policies, adding that he and Ellison were getting a “good kick” out of Trump tweeting that the DNC election was “rigged.” The former Obama labor secretary must now rebuild a party that in the last decade has lost about 1,000 elected posts, a deficit not seen in 90 years. Progressive Democrats reacted to Perez’s election with dismay, but Ellison, backed by liberal Sen. Bernie Sanders of Vermont, said he trusts Perez and that the burgeoning resistance movement should do the same. On Sunday, Sanders praised Ellison for taking on “Democratic insiders.” Describing the party as broken, Sanders said on CNN that Perez “has a real opportunity on his hands. These lifeless Terps were strong-armed in the paint, giving up an obscene 30 secondchance points. They didn’t seem engaged, their star was as absent as their defense and they were showered with boos. The 83-69 loss gave Maryland its first three-game losing streak in nearly five years. And this worst game of the season came in front of the best team in school history, the one whose trademark snarl doesn’t seem to have faded with age. The former stars had happily dished out advice hours earlier, during a 15th anniversary celebration that brought them back to school. “We were just a gritty team that was really hungry,” Baxter said. “I wish we could pass our hunger on.” Hunger and grit seem less important than size and talent, and yet something has soured with this Maryland group that entered February at 20-2, the best start in school history, with three freshmen starters and a veteran star who all seemed immune to self-doubt.

Since then? The Terps have lost five of seven. They’ve wilted late, failing to outscore their opponent in the second half of any of those games. Over their last three second halves, they’ve been outscored by 39. And the worst of it has come in College Park. The two Final Four teams lost a combined three times at home. These Terps lost three home games in February. “We need a little bit more positive energy in our team moving forward, a little bit more confidence,” coach Mark Turgeon said.

Maryland (22-7, 10-6 Big Ten) could still reach 25 wins for a third straight year, something previously accomplished only by the graying men honored at halftime. If Turgeon’s current group needs a confidence boost, maybe it can mainline some from the past. “All of us were pretty much underdogs our whole life,” Baxter said. “We just wanted to show everybody that we were serious. Amazon’s dramedy ‘Patriot’ is a quintessential show you’ve been meaning to watch

TV REVIEW Amazon’s “Patriot” is one of those hard-to-peg TV shows; let’s go with “melancholy” and “quirky” when describing the 10-episode dramedy that debuted Friday. The show is about a depressed undercover spy (Michael Dorman) sent on the morally bereft mission of fixing a mistake made by his intelligence-officer father. “Patriot” is a trip-wired, surprisingly clever series. And it’s the perfect example of a show that should go on your list of shows to finally watch someday. What’s that? You say your list already has 49 shows on it, some of which you meant to watch three years ago? Well, that’s just how it is now: They keep making ’em, critics keep favorably

reviewing ’em and you wonder if you’ll ever leave the house again. That didn’t mean to sound defeated. “Patriot’s” blue mood might have rubbed off, particularly Dorman’s effectively hangdog portrayal of John Tavner, a reluctant spy if ever there was one. Ashamed of a murder he accidentally committed in the line of duty, he’s been getting high in Amsterdam and performing acoustic alt-country ballads in cafes at night — with lyrics that could be considered breaches of national security. John’s father, Tom Tavner (“Lost’s” Terry O’Quinn), a former congressman who is now the State Department’s director of intelligence, calls on his son to help with an Iran-related

mission, despite the misgivings of John’s wife, Alice (Kathleen Munroe), who worries about her husband’s state of mind. The mission first involves sending John to Milwaukee, where, under assumed cover, he’s supposed to talk his way into a desk job at a pipe-manufacturing company — which he gets, only after pushing a rival candidate in front of a bus. Between Milwaukee, Luxembourg, Washington and a few flash-forwards and -backwards in chronology (the show spans a period from 2011 to 2016), it’s a lot to keep track of right away, even if this golden television era has made us all experts in narrative sprawl. Although creator-writer Steve Conrad (whose screenwriting

credits include “The Pursuit of Happyness” and “The Secret Life of Walter Mitty”) has made a show that has its own peculiar look and feel, he has also more or less replicated the effect of a Joel and Ethan Coen film, in which a touch of cruelty and dry wit can effectively mesh. What he’s missing is the Coen brothers’ mastery of momentum. Trying too hard to play it ultracool, “Patriot’s” first few episodes are overloaded with distractions and flourishes; the show takes its own sweet (but enjoyable) time to find its stride. And viewers are running low these days on that kind of patience, even if “Patriot” is worth indulging.

This NBC series is a prequel to the first film in the trilogy of the same title, starring Liam Neeson. Clive Standen plays a young version of Neeson’s Bryan Mills character as he’s starting his career as a CIA operative.

Hulu nabbed this hit U.K. drama for stateside streaming. Robbie Coltrane, of the “Harry Potter” films, stars as a member of a popular comedy troupe who is on trial after being accused of sexual abuse.

3 ‘Feud: Bette and Joan’ 10 p.m. Sunday on FX

This anthology series from Ryan Murphy looks at the infamous feud between Bette Davis (Susan Sarandon) and Joan Crawford (Jessica Lange) that began on the set of “What Ever Happened to Baby Jane?” in 1962. (EXPRESS)

In “Say Yes to the Dress,” not all brides are bridezillas.

I often say yes to “Say Yes to the Dress,” which kicked off Season 15 at 8 p.m. Saturday on TLC. My wife introduced me to the show years ago. Perhaps she watches for vicarious thrills, because she never got to say yes to a wedding dress. She couldn’t find a gown she loved, so ended up purchasing a white blouse and a white skirt.

If only she could have gone to New York’s Kleinfeld Bridal boutique, where the show takes place. They’ve got a googolplex of gowns: strapless, mermaid, bling-encrusted, see-through and some festooned with thousands of pieces of what looks like wadded-up tissue. The gowns on the show start at around $2,000 and escalate to $27,000 — the most expensive gown picked by a bride on the series.

Here lies Karl, man buried by Meryl Meryl Streep issued a statement after head Chanel designer Karl Lagerfeld told Women’s Wear Daily that Streep canceled her couture Academy Awards dress in favor of a designer who’d pay her: “Karl Lagerfeld, a prominent designer, defamed me, my stylist, and the illustrious designer whose dress I chose to wear, in an important industry publication. … He lied, they printed the lie, and I am still waiting [for an apology].” Lagerfeld responded, saying he “misunderstood” the situation after an “informal conversation” with Streep’s stylist. “I regret this controversy,” he added.
