A 99-year-old Dutch woman persuaded local police to “arrest” her so she could check off a bucket list item, UPI reported Monday. Police in Nijmegen-Zuid said Annie told them she is nearly 100 and had never been arrested, but always wanted to “experience a police cell from within.” Annie was handcuffed and placed in a cell, where police took photos of her delighted expression as she showed off the cuffs. Deanna Meraz of Fresno, Calif., said she returned her Netgear Arlo security camera because it didn’t work. But now she is receiving emails of the surveillance video recorded by the stranger who bought the returned system. “It just kind of creeped me out,” she told KMPH-TV last week. Netgear said the second purchaser didn’t set it up properly. It is asking retailers not to resell returned systems without having them reset. (EXPRESS)

The pay-what-you-can workshops are intended to improve education on the increasingly popular unmanned aerial vehicles and build on Open Works’ efforts to make technology and trade skills more accessible to the local community, said Will Holman, general manager of Open Works. “The long-term vision for Open Works, the 10-year horizon, is to create a real pipeline of grassroots economic development,” Holman said. Commercial and recreational drone use is on the rise as the price of drone technology falls and new regulations outline their legal uses. In September, ESPN announced a deal to air a 10-episode series with the Drone Racing League, a U.S.-based professional league that’s run races in such venues as an old power station and an abandoned mall. Global Air Media, a Baltimore drone mapping and cinematography company, plans to launch a league for teams that will build and race the unmanned aerial vehicles. This winter’s 70-degree days and lack of snow have surely put a smile on the face of many in the MidAtlantic. But it has placed enormous stress on ski areas, which are enduring one of the most challenging seasons in years. Snow cover is eroding along the edge of slopes while bare patches expand in the middle. Many resorts have decided to reduce hours of operations. local Dispute comes after a lawsuit seeking relief of overtime obligation TRANSPORTATION Metro is threatening legal action and to hire more outside contractors after its largest employee union urged workers not to take voluntary overtime in a robocall. General Manager Paul Wiedefeld issued a heated response to the labor action Monday, calling it a “threat.” Wiedefeld said Metro relies on its workforce to move hundreds of thousands of passengers, reliably operate bus and train service, and perform needed maintenance tasks on a

daily basis. “This is why I am especially disturbed to learn that the leadership … is threatening a potentially unlawful and disruptive action of encouraging employees to turn down overtime,” Wiedefeld said in a memo to employees. It was further evidence of a rift between the transit agency and its largest union as they work to negotiate a new contract. Trump seeks $54B spike to the military’s budget POLITICS President Trump will propose a federal budget that dramatically increases defense-related spending by $54 billion while cutting other federal agencies by the same amount, according to an administration official. The proposal represents a massive increase in federal spending related to national security, while other priorities, especially foreign aid, would see significant reductions. According to the White House, the defense budget will increase by 10 percent. Trump will also request $30 billion in supplementary military spending for the fiscal year 2017, according to an administration official. But without providing any specifics, the administration said that most other discretionary spending programs will be slashed to pay for it. Officials singled out foreign aid, one of the smallest parts of the federal budget, saying it would see “large reductions” in spending. The full budget negotiations between Trump and Congress will not be complete for many months. The White House did not specify how Trump’s budget would address mandatory spending or taxes. The vast majority of

Trump’s proposed federal budget would see major reductions in nonmilitary spending.

SpaceX to fly two people to moon in 2018 SpaceX founder Elon Musk said Monday his company plans to fly two private citizens on a mission around the moon by late 2018, as part of a lunar journey that would last about a week and travel deeper into space than any human has ventured before. Musk would not name the two individuals, who he said approached the company and would pay for the flight, also not disclosing the price tag. He said the mission is designed to be autonomous — unless something goes wrong. The passengers won’t land on the moon. The announcement comes as many believe NASA, which for years was on a “journey to Mars” under the Obama administration, is increasingly focused on boosting its human spaceflight program to the moon under President Trump, who wants to make a splash in his first term. A SpaceX mission in 2018 would likely circle the moon before NASA gets another chance. NASA recently announced that it is considering speeding up development of its Space Launch System rocket and Orion crew capsule by adding astronauts to the first flight. That flight, originally set to fly without humans in 2018, would also orbit the moon. But as the space agency seeks to move faster under the Trump administration, it is now studying the feasibility of adding crews to the mission, which would then occur by 2019, officials have said. HEALTH An influential doctors group is beefing up warnings about marijuana’s potential harms for teens amid increasingly lax laws and attitudes on pot use. Many parents use the drug and think it’s OK for their kids, but “we would rather not mess around with the developing brain,” said Dr. Seth Ammerman. The advice comes in a new report from the American Academy of Pediatrics, published Monday in Pediatrics. The group opposes medical and recreational marijuana use for youths. It says emphasizing that message is important because most states have legalized medical use for adults, and many have decriminalized or legalized adults’ recreational use. Those trends have led parents to increasingly ask doctors about kids’ use, said Ammerman, a Stanford University professor who co-wrote the report. Some studies suggest that teens who use marijuana at least 10 times a month develop changes in brain regions affecting memory and the ability to plan. Some changes may be permanent, the report says. Because it raised $130,000 — far more than needed — he promised to use the remaining money when needed to counter anti-Semitism. He hoped he wouldn’t have to dip back in so soon. But Sunday night, El-Messidi read the news of yet another vandalized Jewish cemetery, this one just miles from where he

lives in Philadelphia. He called fellow Muslim activist Linda Sarsour, and they agreed to use the remaining funds to help with repairs and restoration. Then El-Messidi drove to the cemetery to try to help. There he found a team of diverse people, including many local Muslims, doing their best to erect what he said were several hundred toppled headstones at Mount Carmel Cemetery. Intrusive job interview Researchers say exhaustive testing at the NFL Scouting Combine may be illegal PRO FOOTBALL A dozen years ago, when Jeff Foster first came to National Football Scouting, the company that runs the NFL combine, he surveyed all 32 teams. The sport’s biggest job fair has four components — an on-field workout, medical testing, player interviews and psychological testing — and Foster wanted to know what teams valued the most. “All 32 teams said medical was No. 1,” Foster said. “All 32 teams said interviews were No. 2.” The combine, which begins today, is one of the NFL’s premier events with nearly round-theclock television coverage. But the part of the event that matters most to NFL personnel executives takes place off camera. Two months before the NFL draft, 330 prospects travel to Indianapolis, where they are poked, prodded and examined for a job interview unlike any other. Times in the 40-yard dash might get the most attention, but it’s what’s discovered by doctors and trainers behind closed doors that teams find most valuable.

While NFL teams find this information critical to understanding a prospect’s fitness and capabilities, others suggest the whole exercise could unwittingly violate federal law. Researchers at the University of Houston Law Center and Harvard Law School say asking players to submit to invasive medical exams appears to violate both the Americans With Disabilities Act — which despite its name provides protections to all workers, disabled or not — and the Genetic Information Nondiscrimination Act, which prohibits employers from asking about family history or using that information when making hiring decisions. While there could be a gray area between tests that measure performance and those that examine health, Glenn Cohen, a Harvard law professor who coauthored the study, says the list of questionable exams the NFL requires of draft prospects is long: heart tests, blood tests, Xrays and MRI exams, psychological tests, even exams measuring eyesight or range of motion.

According to Foster, players are quickly ushered to a hospital after their arrival in Indianapolis for a “pre-exam,” which includes lab work, X-rays, an electrocardiogram (EKG) and, for many players, MRIs. These tests are designed not simply to test their fitness for the NFL but to make sure they’re healthy enough to participate in the combine’s on-field workout.

By the time players tackle the on-field drills or meet with reporters for the first time, they have been through more than two days of medical exams, psychological tests and team interviews. The rest of the event — the part emphasized on TV — consists of drills and on-field workouts. Legal researchers point out that prospects have little choice but to submit to the elaborate medical obstacle course. “We can’t force them to do anything,” Foster said. “But if you’re not going to participate, there’s no reason to be here.” DeMaurice Smith, who leads the NFL Players Association, said prospects have little leverage and the NFLPA can’t advise them in the process because they aren’t union members until they’re drafted. As a whole, Smith doesn’t like the function of the combine. “I have a personal animus toward a system that reminds me of all sorts of bad things that used to happen in our country,” he said.

It had nothing to do with basketball, the fans, the city.” Russell Springmann, then an assistant coach at Texas, first watched Durant as a sophomore at National Christian. When he first came to know Durant as a teenager, Springmann wondered if he could persuade Durant to travel to Austin for college. For me, I never played at home. I didn’t know what it would be. The Raptors said Monday that All-Star guard Kyle Lowry will have surgery on his right wrist and hopes to return for the playoffs. According to the team, the procedure scheduled for today will be to remove loose bodies from his wrist. Lowry hasn’t played since returning from the All-Star break. He is second on the team with an average of 22.8 points and leads the Raptors with 6.9 assists per game. NBA As a kid, Kevin Durant would hop on Metro and travel to new worlds. He started in Prince George’s County, where his family bounced from rental to rental, until moving became familiar. He would see abandoned houses, drug deals and people lingering outside the liquor store. His godfather would take him on the train to Virginia, to practice basketball on Crystal City courts. Everything was different. Peace and quiet. No sirens. Nice houses. Durant would think if he made it, he wanted want to live there, to show his family a better life. The trips, on a small scale, instilled in him a directive: To lift his family and honor his home, he would have to leave. “It felt like if I made it to Virginia, I made it in life,” he said. “I appreciate that about our area, you know? Twice the motivation or trouble? A joint effort to lose weight doesn’t have to ruin a couple’s relationship DIETS What happens when a couple tries to lose weight together? It can be a recipe for success — or a total disaster. If a couple goes through the journey together, they can create healthier habits and strengthen their relationship. But losing weight is difficult, and if someone feels alone during the process, change may seem impossible. Supporting each other, having fun and being honest are keys to making it work.

Compare habits, not numbers Comparing body weight or pounds lost isn’t the best way to

go. If you want to compare, consider using behaviors to gauge how you’re doing. Notice what your partner is doing well and use that to learn how you can improve. For example: “My partner brought lunch to work every day this week, so I’ll try to do the same. We can pack our lunches at the same time.”

Make competition useful Competition can be an effective motivator, but a couple needs to remember they’re on the same team. If every event turns into a race, you may lose weight, but your relationship might suffer. Use competition to stay

accountable and focused. For example: “My partner woke up at 5 a.m. and got an early morning workout in. I’m going to make sure I get my evening workout.”

Splurge vs. sabotage Treats and sweets are key to success, but moderation is essential. It’s important to realize that your splurges may be different from your partner’s. One person may want a glass of wine while the other wants a doughnut. Everyone can enjoy a treat, but that doesn’t mean both partners must participate. If one side of the couple feels obliged to splurge out of guilt, that can lead to resentment.

Loving honesty vs. nagging Having a partner who is working for the food police can take the fun out of a romantic dinner. While a partner may be sincerely trying to help, too much scrutinizing may cause the other half of the relationship to sabotage everything. Consider a calm, honest conversation to express thoughts and concerns.

Embrace diversity One diet does not fit all. While a couple can be in this experience together, it doesn’t mean both have to follow the same plan.

Have each other’s back, because there will be plenty of difficult moments.

Have fun There are ways to make this process enjoyable. Take a silly dance class together or go for a walk or hike. Start a cooking night with friends to create a social aspect to changing eating plans. There are going to be moments of frustration, anger and struggle. It helped that Viola Davis finally received an award, for her supporting performance in “Fences,” as did Ezra Edelman, for his sprawling documentary “O.J.: Made in America.” Rather than rail against today’s politics and an administration that many attendees clearly abhor (blue ACLU ribbons were visible throughout the audience), the mood was one of determination rather than self-congratulation.

For all its weirdness, the final win for “Moonlight” sent a particularly encouraging message: that, rather than self-righteous speeches or empty gestures, Hollywood is bracing itself to respond as a creative community to the current political realities, not with escapism or reflexive petulance, but in ways that are expansive and forwardlooking. ACADEMY AWARDS Just when it seemed Sunday’s 89th Academy Awards couldn’t get more ho-hum, a bizarre turn of events transpired in the ceremony’s final moments that injected a jolt of adrenaline into the proceedings, when the best picture winner was announced twice: first “La La Land,” and then the real victor, “Moonlight.” The mix-up ended an otherwise cheerful, notably uncontroversial night on a chaotic note, as a little indie-that-could came from behind to block the presumed front-runner in perhaps the most unintentionally exciting Oscars finale in recent history. The upset took on symbolic meaning as well. Over the course of this awards season, the competition between “La La Land,” a candy-colored musical about two young strivers trying to make it in show business in modern-day Los Angeles, and “Moonlight,” about a young, gay AfricanAmerican man coming of age in a rough Miami neighborhood, became something of a proxy for the politics that have infused the academy in recent years. Would the academy — which had come under criticism for excluding films by and about people of color — give its highest honor to a film that many observers criticized for “whitesplaining” jazz and marginalizing its few black characters? Or would “Moonlight” win in a year when a record 18 people of color were nominated for awards, and when “Fences” and “Hidden Figures,” both about African-American protagonists, were also nominated for best picture? The outcome turned out to be Solomonic: “Moonlight” took best picture, while “La La Land”

Wish that had happened on Election Day,” @BillyCrystal tweeted. People used the meme to rewrite Adele winning the Grammy for best album over Beyonce, and the Patriots winning the Super Bowl over the Falcons. Others applauded the handoff: “What makes America great is the peaceful transfer of mixed-up awards,” @tedlieu tweeted.

“The problem is not the display of skin, it’s the objectification. The nude model as part of Fuji’s product.” U.K. photographer Danny North, @dannynorthphoto, who tweeted that Fujifilm in the U.K. brought in a topless model for photographers to shoot in a testing session for its new GFX 50S camera model.
