A special delivery: Ovi with your order VIRGINIA The pizza delivery guy, wearing black sweatpants and a red Papa John’s shirt, climbed the steps up to a front door in Virginia on Friday evening and rang the bell. “Pizza’s here,” he said, as the door opened. “Oh, my god,” said the man who answered. And that, honestly, seems like a pretty fair reaction. Because on this trip, the pizza delivery guy was Alexander Ovechkin, the Washington Capitals star. And really, what would you say to that? Ovechkin made the rounds Friday as a local Papa John’s delivery guy, surprising customers with their dinner. In total, three delivery stops for a Papa John’s in Sterling, Va., were treated to appearances from Ovechkin, as part of an ad for the franchise. Ovechkin’s appearances caused a minor stir locally,
according to a Papa John’s employee at the location. There was a “significant” increase in calls, he said, including some that requested Ovechkin as their delivery man. News of the stunt apparently leaked before Ovechkin arrived at the Papa John’s, which is located in a local shopping center. Before his white Mercedes pulled up, a small group of kids was waiting outside. “I’m going to ask him to sign my forehead,” said one. “How cool is that!” Kids peered through the storefront glass to watch as Ovechkin made a pizza after he arrived, the first time he’d made one himself. In the store, he also divulged his favorite toppings — ham, mushrooms, pineapple and tomatoes. But not every customer was a Caps fan, it turned out. TRANSPORTATION Metro Blue Line riders relieved to see their trains back in service after 18 days of SafeTrack repairs last month: Don’t get too comfortable. Ditto for those who switched to the Yellow Line to get through the last surge. SafeTrack rumbles back through Northern Virginia for the final time this month, with 36 days of continuous singletracking, causing slowdowns and headaches in the city of Alexandria and in Arlington and Fairfax counties — and potentially snarling commutes in other parts of the system. This time around, the track work, which started Saturday, will be performed in two phases: the first on the Blue and Yellow lines through April 1, and then shifting exclusively to the Yellow Line from April 2 to 9. The initial work zone stretches from the Braddock Road station to the Van Dorn Street station on the Blue Line and to the Huntington station on the Yellow Line. Though service will be more frequent from Reagan National Airport northward, riders on both lines are being urged to seek alternatives. “What appears to be at first blush a fairly localized impact

We’re almost done. “April 9, we should get something more closely resembling the service that we want to provide on a regular basis.”
Bei Bei the giant panda cub is going through all the childhood angst that comes with weaning from one’s mother, the National Zoo reports. The zoo said Saturday that D.C.’s youngest panda is going through the traditional panda life stages and weaning from his mother, Mei Xiang. Pandas are solitary animals, and cubs typically separate from their mothers at about 18 months. Bei Bei was born Aug. 22, 2015. The zoo said that while this is a natural process, there “have been some stressful moments.” “Bei Bei is a resilient bear who is learning to be independent, and the animal care team is supporting his efforts,” the zoo posted in a “Giant Panda Bulletin.” (THE WASHINGTON POST)

House votes to punish lawmaker over ethics The Maryland House of Delegates voted Friday to reprimand a lawmaker for using his position to advocate for changes in awarding licenses to medical marijuana producers that could have resulted in a benefit to a company that employed him. local FAIRFAX COUNTY Authorities in Fairfax County said they have found two sets of human remains in Holmes Run Park. Fairfax County Police Chief Edwin C. Roessler Jr. said the bodies were discovered late Thursday and have been transferred to the state medical examiner for autopsy and identification. Roessler said the department’s gang unit had received a tip that bodies were buried in the park. “It’s more than likely the recovery of remains will be linked to another set of gang murders,” Roessler said at a
news conference Friday. “As your chief, I will not tolerate any crime in the county, especially gang homicides.” In 2014, authorities discovered two bodies in Holmes Run Park, slayings that were eventually linked to the MS-13 gang. Roessler declined to comment on what gang might be involved in the current investigation, but MS13 has seen a resurgence in the area in recent months and has been linked to two other killings in Fairfax and Prince William counties this year. The search started Wednesday

Roessler declined to speculate on how long the bodies had been in the park.
The amount brought in by a prescription drug ring that authorities say involved a Richmond-area doctor, an FBI agent stated in federal court. The agent said the operation involved the sale of some 120,000 oxycodone pills for about $14 to $25 each. Assembly to debate pot laws Advocates in Md. admit legalizing recreational use is unlikely this year MARYLAND Legalization of recreational marijuana is getting a full airing in the Maryland legislature this week, even as the main proponents of allowing adults to legally smoke pot acknowledge there’s little chance of passage this year. Lawmakers and advocates pushing to authorize sales of the drug for general use believe that a robust debate this year will put
them in a good position for next year’s legislative session, when they are planning an all-out effort to get the Democratic-majority General Assembly to either legalize the drug or approve putting the issue to voters as a ballot question. The legislature is also wrestling with several bills related to Maryland’s sputtering medical marijuana program, which has become embroiled in controversies over who state regulators chose and rejected to grow and sell the drug. While the fights over the medical marijuana program continue,
committees in the House will consider bills to legalize recreational pot, and a Senate panel is examining a proposal to tax it. Sen. Richard S. Madaleno Jr., D-Montgomery, one of the sponsors of the legislation, said he does not expect his bills to pass this session because of uncertainty over how federal marijuana policy may change under President Trump. MLK library closes for three years of renovations D.C.’s central library is now closed for several years of renovations. The Martin Luther King Jr. Memorial Library closed Saturday and isn’t expected to reopen until 2020. The library system says the updated “flagship” branch will have a large auditorium and conference center and a rooftop event space. Construction is to start in the summer. Retaking Raqqa might require more U.S. help Pentagon plan would lift some restrictions in effort to expel ISIS SYRIA A Pentagon plan for the coming assault on Raqqa, the Islamic State capital in Syria, calls for significant U.S. military participation, including increased Special Operations forces, attack helicopters and artillery, and arms supplies to the main Syrian Kurdish and Arab fighting force on the ground, according to U.S. officials. The military’s favored option among several variations under White House review, the proposal would ease restrictions on U.S. activities imposed during the Obama administration.
Officials involved in the planning have proposed lifting a cap on the size of the U.S. military contingent in Syria, currently numbering about 500 Special Operations trainers and advisers to the combined Syrian Democratic Forces. While the Americans would not be directly involved in ground combat, the proposal would allow them to work closer to the front line and would delegate more decision-making authority down the military line from Washington. President Trump received the plan last Monday after giving the Pentagon 30 days to prepare it. With the only real alternative being to use U.S. ground troops in retaking Raqqa, Defense Secretary Jim Mattis has stuck with the basic outline of
the plan drawn up under Obama, officials said. Scotland-based brewery BrewDog has a novel idea for tapping into the beer tourism market. It wants to build the world’s first craft beer hotel on the site of its taproom near Columbus, Ohio, Mashable reports. The DogHouse will feature a craft beer spa with beer-based treatments, a hot tub filled with the brewery’s Punk IPA, taps in the rooms and beer fridges in the showers. COURTS Tens of thousands of immigrants detained by U.S. Immigration and Customs Enforcement were forced to work for $1 day, or for nothing at all — a violation of federal anti-slavery laws — a lawsuit claims. The lawsuit, filed in 2014 against one of the country’s largest private prison companies, reached class-action status last week after a federal judge’s ruling. That means the case could involve as many as 60,000 immigrants who have been detained. It’s the first time a class-action lawsuit accusing a private U.S. prison company of forced labor has moved forward. “That’s obviously a big deal; it’s recognizing the possibility that a government contractor could be engaging in forced labor,” said Nina DiSalvo, executive director of Towards Justice, a Coloradobased nonprofit that represents low-wage workers, including undocumented immigrants. At the heart of the dispute is the Denver Contract Detention Facility, a 1,500-bed center in Aurora, Colo., owned and operated by GEO Group under a contract with ICE. President Trump’s pledge to deport more undocumented immigrants could lead to an increase in those detained in prisons run by private companies.
are awaiting their turn in court. The lawsuit, filed against GEO Group on behalf of nine immigrants, initially sought more than $5 million in damages. Attorneys expect the damages to grow substantially given the case’s new class-action status. The original nine plaintiffs say detainees at the ICE facility are forced to work without pay — and that those who refuse to do so are threatened with solitary confinement. Specifically, the lawsuit claims, six detainees are selected at random every day and are forced to clean the facility’s housing units. The lawsuit claims that the practice violates the federal Trafficking Victims Protection Act, which prohibits
modern-day slavery. GEO Group also is accused of violating Colorado’s minimum wage laws by paying detainees $1 a day instead of the state’s minimum wage of about $9 an hour. GEO Group has strongly denied the lawsuit’s allegations and argued in court records that pay of $1 a day is not illegal. Jacqueline Stevens, who runs Northwestern University’s Deportation Research Clinic, said prison labor is used to punish prisoners or to rehabilitate convicts. POLITICS FBI director James Comey asked the Justice Department this weekend to push back against the White House’s claims that President Barack Obama had ordered a wiretap of then-candidate Donald Trump’s campaign headquarters at Trump Tower, a U.S. official confirmed Sunday. Comey’s request was first reported by The New York Times, which said he wanted Justice to push back on a series of tweets by President Trump because the explosive accusation they contained is false and suggests that the FBI broke the law. The department declined to comment late Sunday afternoon, as did the FBI. The development came as Trump’s charge against Obama — leveled without any evidence — was being rebuffed both inside and outside of the executive branch. It also drew an unusual, on-the-record denial by a top intelligence official who served in the Obama administration. Speaking on NBC News on Sunday morning, former director of national intelligence James R. Clapper Jr denied that a Foreign Intelligence Surveillance Act (FISA) wiretap was authorized against Trump or the campaign during his tenure. “There was no such wiretap activity mounted against the president-elect at the time as a candidate or against his campaign,” Clapper said on “Meet the Press,” adding that he would “absolutely” have been informed if the FBI had received a FISA warrant against either. “I can deny it,” Clapper said. Much of the recent attention on drug abuse in the U.S. has focused on opioids, but cocaine has also been making a comeback, fueled by record production in Colombia. In its annual report on the global narcotics trade that came out last week, the State Department reported that cocaine use in the U.S. is rising for the first time in nearly a decade. According to test samples from seized drugs, 90 percent of the cocaine for sale in the U.S. is from Colombia, the report said. In addition, the number of young Americans who admitted to trying cocaine for the first time increased 61 percent from 2013 to 2015, the most recent National Survey on Drug Use and Health found. This surge in consumption can be traced to Colombia’s bumper harvest. The country’s illegal coca crop doubled between 2013 and 2015, reaching nearly 400,000 acres, almost twice as much as the combined output of Peru and Bolivia, the world’s next-largest producers. Cocaine trafficking from Colombia is at “record levels,” the State Department acknowledged, citing the FARC rebels’ practice of encouraging farmers to plant as much coca as possible as a cause. Extension adds stability amid chaos NFL With the ship meandering toward new levels of dysfunction, Redskins President Bruce Allen intended to send a clear message Saturday night. In the waning hours of coach Jay Gruden’s 50th birthday, over a steak dinner and drinks at Prime 47 in Indianapolis, Allen extended the coach’s contract two years, through 2020. Gruden is the first of eight head coaches to receive an extension in 18 years under owner Daniel Snyder. The move was intended to signal that things are not so bad after a week in which Washington suffered one image blow after another at the NFL scouting combine and before the start of free agency Thursday. Last Tuesday, the team learned internally that general manager Scot McCloughan would not attend the combine, which is where he really earns his paycheck by assessing potential draft picks. Word of McCloughan’s absence was initially overshadowed by the team’s decision to use the franchise tag on quarterback Kirk Cousins. Doing so for the second straight season cast uncertainty on the club’s long-term stability.
Unless they agree to a long-term deal by July 15, Cousins is likely to leave the team after 2017. On Wednesday, news broke of McCloughan’s absence — because of what the team described as “family matters” and McCloughan attributed to a death in the family earlier in the month. The oddity of the timing during a week that McCloughan deems so important, coupled with reports of friction between the GM and Allen, further draped the franchise in an unflattering light. Extending Gruden as he enters Year 4 of a five-year deal attempts to answer to all questions about stability and direction. Gruden gets his extension roughly a year earlier than is typical in the league, but Redskins officials felt that they had to make this move now. The team already had trouble landing desired defensive coordinator candidates thanks largely to the uncertainty of Gruden’s future. Wade Phillips and Gus Bradley opted to join first-year coaches with the Rams and Chargers, respectively, rather than take the risk of signing on with a coach who may or may not have had a year of shelf life left. And there’s a good chance that prospective free agents — and one notable quarterback playing under the franchise tag — would

Wise move or PR ploy? As scouts and executives evaluated players at the NFL combine Sunday in Indianapolis, two observers told The Washington Post that giving coach Jay Gruden a two-year extension felt like a desperate publicrelations ploy. The deal came in the same week the team drew scrutiny for the conspicuous absence of general manager Scot McCloughan in Indianapolis and the decision to use the franchise tag on Kirk Cousins for a second straight season. But multiple coaches and agents said Gruden had earned the extension. Gruden led the Redskins to back-toback winning seasons for the first time since 1996-97. He is 21-26-1 with one NFC East title in three years. M.J.

NHL When forward T.J. Oshie played for the Blues, he had a secret handshake with almost every member of the team. Two years later, Oshie and former St. Louis defenseman Kevin Shattenkirk have been reunited with the Capitals. But on Saturday against the Flyers, Oshie and Shattenkirk couldn’t recall their old handshake, unsuccessfully trying different routines throughout the game. “We were in the locker room each period trying to figure out what we used to do years ago,” Shattenkirk said with a laugh. For most of Saturday’s game, Shattenkirk’s third since joining Washington via trade, he had the opposite problem. Six years practicing how the Blues played certain situations stayed with Shattenkirk, and that was most evident when he looked uneasy on the power play early in the game. By the end, Shattenkirk had relaxed some, and on a four-on-three power play in overtime, he recorded the primary assist on Nicklas Backstrom’s game-winner. That power-play helper marked Shattenkirk’s first point with the Capitals, and it was another step toward seeing what Washington, specifically its power play, will look like once Shattenkirk gets comfortable.

“It’s a matter of me just calming down,” Shattenkirk said. “I think there’s been a little too much panic in my game in all areas of the ice. As games have gone on, though, I’ve been able to settle down a little bit.” Shattenkirk called his role on the power play “easy” after his first game with the team, a 4-1 win over the Rangers. The offensively skilled blue-liner had 11 goals and 32 assists through 63 games, so Shattenkirk was immediately put onto the top powerplay unit after spending less than 24 hours with his new team. After his pass set up Alex Ovechkin’s one-timer from the left faceoff circle, Shattenkirk looked like a natural with that unit.
Washington’s heralded power play has had little turnover for the past two years. In a 1-3-1 formation, Marcus Johansson is at the goal line, Backstrom quarterbacks the man-advantage from the right half wall, Oshie is in the middle and Ovechkin fires slap shots from his office in the left faceoff circle. Shattenkirk is now at the point, responsible for keeping the puck in the offensive zone and generating scoring chances by relaying it to Backstrom or Ovechkin, or taking a shot himself. Saturday was Oshie’s first time back in the lineup since missing four games with an undisclosed “upper-body” injury, giving the Capitals a first look
at a full-strength power play with Shattenkirk. In its three opportunities, Washington’s man-advantage had just one shot on goal. Coach Barry Trotz said the team will be patient with Shattenkirk as he adjusts to Washington’s style. Shattenkirk’s new teammates have been impressed that the transition to a new team with a new system hasn’t been rockier. And fittingly, by the end of Saturday’s game, Shattenkirk and Oshie had even remembered their secret handshake. “It took us a while … but we finally got it down pat,” Shattenkirk said. Spies are back in action On the set of ‘The Americans,’ Russell and Rhys gear up for a pivotal Season 5 TELEVISION Some viewers find “The Americans” too grim to bear — too nail-bitey, too much stress on the throw pillows. Understandable, yes, but try filming it. The show, about two covert Russian spies, is set in and around Washington (and, increasingly, Moscow) during the mid-1980s, but is filmed in Brooklyn. Its late-fall and winter production schedule — clad with gray skies, bare trees and occasional snow flurries — gives the set a natural grimness that would be costly to replicate. On this frigid 20-degree day in December, a residential street has been cleared of presentday signifiers for a scene in an upcoming episode of the show’s fifth season. The scene involves spies Philip and Elizabeth (played by Matthew Rhys
and Keri Russell) outdoors with their 16-year-old daughter, Paige (Holly Taylor). “I would try to give a note [to Russell and Taylor],” says Rhys, who is also directing this episode, “and the two of them were like ‘F--- it, it’s too cold.’ I’m cold, too, but we have to get it right.” “The Americans,” which returns Tuesday night, is entering its most crucial season yet. FX announced a finish line for 2018, which gives creators Joel Fields and Joe Weisberg this season and next to figure out how it all ends. Because it’s “The Americans,” there’s a whiff of doom. And things might get messy for Philip and Elizabeth as a pair, too. After all, this show is about three things: the Cold War, the ’80s and a troubled marriage. “In Season 1, there were fights and guns and explosions and I

Tabloids started covering Matthew Rhys and Keri Russell as an item just after “The Americans” garnered praise. Later on, parts of Season 4 were shot during Russell’s pregnancy. Their son, Sam, was born last May. For Rhys, the attention brings out a guardedness that echoes what their characters do to protect their kids. Once, when photographers tried to get a photo of Sam, “it was the most primal I’ve ever felt,” Rhys says. H.S.
thought, OK, that’s fun, but what I love more is that I haven’t held a gun in two seasons,” Rhys says. “It’s almost all about the relationships, and if you can maintain a show that has that kind of tension based on those things — it’s hard to do and so much better.” When Russell was first offered the part, she kept saying no “until I saw how interesting the marriage was,” she says. She understood that Elizabeth was
more than just a coldhearted communist on a lifelong mission. Both Russell and Rhys — a real couple off-screen as well — say they used to tease each other about their characters’ faults, which could lead to real arguments about their points of view. “You mean how Phil is infinitely more human?” Rhys asks, smirkingly. “We do argue about them, yes, often starting out with a little mocking debate — she’ll say, ‘Phil’s so weak’ and I’ll say, ‘Liz is so cold,’ and it leads sometimes to a serious discussion about who’s the stronger or more dynamic.” “We never planned in the beginning how [Philip and Elizabeth] were going to react or behave with one another, not really,” Russell says. “You’re like animals in a cage together — you work well with some and you don’t work well with others. And here it just worked. We trust each other. Or we don’t, some days.”

Talk of the TV: Sure, ‘The Arrangement’ is totally fictional The first thing you should know about “The Arrangement” (which premiered Sunday on E!) is that it is not in any way, shape or form based on Tom Cruise and his possibly arranged marriage to Katie Holmes and his involvement with the religion called Scientology. “It really isn’t,” executive producer Jonathan Abrahams told reporters at the Television Critics Association winter press tour. That settles it. So what is it about? It’s about a supercool movie star named Kyle West (played by Josh
Henderson and his soul patch), who belongs to a controlling self-actualization organization called the Institute of the Higher Mind and who was just left standing at the altar by his bride-to-be. As a result of this humiliation, he needs to refurbish his brand by coming up with a new wife. Enter seemingly sweet and smart Megan Morrison (Christine Evangelista). She’s working as a waitress but wants to be an actress. She finds out her boyfriend impregnated another woman, goes on a bender — and the next morning gets a call to audition for a Kyle West movie. Megan nails it, and two days later, Kyle offers her a

$10 million contract to be his wife. What a romantic! (And the circumstances are so very different from the CruiseHolmes saga: TomKat didn’t get engaged until nearly eight weeks after they first met.) Everybody has secrets in this glossy, entertaining and at times ridiculous soap opera, which plays like a dark version of “La La Land.” Why did Kyle’s fiance dump him? Does he really have feelings for Megan? As for Megan, she admits she has a “land mine” in her past. Also, during her audition she’s asked who she’d be if she could be any other person, and she says Amelia Earhart. Because who wouldn’t want to try to fly around the world and then disappear? World’s longest pregnancy is over Natalie Portman has given birth to a baby girl. A representative for the Oscar-winning actress said Friday that Portman and her husband, Benjamin Millepied, welcomed daughter Amalia on Feb. 22. This is the second child for the couple, who wed in 2012. Their son, Aleph, is 5. Portman, 35, was celebrated during Hollywood’s recent awards season for her starring role in “Jackie.” She was nominated for best actress at the Academy Awards, but she did not attend the Feb. 26 ceremony. Millepied, 39, is a dancer and choreographer who worked on “Black Swan.” (AP)
