Customs and Border Protection says an imaging device spotted anomalies in the SUV’s gas tank and back seats. (AP)

A Maine town that spends hundreds of dollars annually to replace stolen street signs has rejected a proposal to rename one of the frequent targets: Katie Crotch Road. Embden Selectmen Chairman Charles Taylor says the signs are stolen so frequently “you would think every dorm room in the state of Maine should have one by now.” Voters on Friday voted 83-104 not to change the name, the Morning Sentinel reported. Obamas plan to stick around D.C. for a bit THE DISTRICT Republicans hoping to be rid of President Barack Obama early next year will be disappointed when they hear what he told a lunch companion in Milwaukee. Obama said he’ll stick around the Washington area for a couple of years after he leaves office in January so daughter Sasha can finish high school. Sasha, 14, is a freshman at Sidwell Friends, an exclusive school in the nation’s capital that for years has educated the children of Washington’s elites. Her sister, Malia, 17, is a senior at Sidwell. She is expected to be settling in at college when her father’s term ends. One of the women at lunch with Obama dared to ask the burning question: Where will he live after he’s done being president? “We haven’t figured that out yet,” he said. “We’re going to have to stay a couple of years so

‘They came in like Rambo’ THE DISTRICT Sallie Taylor was sitting in her apartment in Northeast Washington one evening in January 2015 watching “Bible Talk” when her clock fell off the wall and broke. She turned and looked up. Nine D.C. police officers smashed through her door, a shotgun was pointed at her face and she was ordered to the floor. “They came in like Rambo,” said Taylor, a soft-spoken 63-year-old grandmother who was dressed in a white nightgown and said she has never had even a speeding ticket. The heavily armed squad thought it was searching the residence of a woman arrested 2 miles away the previous night for carrying a half-ounce vial of PCP. Taylor, who did not know the woman, was terrified. Trembling, she told police that the woman did not live there. Officers spent 30 minutes searching the house anyway. They found no drugs and left without making an arrest. The search warrant executed at Taylor’s apartment cited no evidence of criminal activity there. Instead, in an affidavit to a judge, police argued that they should be able to search for drugs there based on their “training and experience” investigating the drug trade. They relied on an address they found in a courtrecords system for the woman arrested with PCP. A Washington Post review of 2,000 warrants served by D.C. police from January 2013 to January 2015 found that 284 — about 14 percent — shared the characteristics of the one executed at Taylor’s apartment. In every case, after arresting

someone on the street for possession of drugs or a weapon, police invoked their training and experience to justify a search of a residence without observing criminal activity there. The language of the warrants gave officers broad leeway to search for drugs and guns. In about 60 percent of the 284 cases, police executing the warrants found illegal items, ranging from drug paraphernalia to guns, The Post found. The amounts of drugs recovered were usually small, ranging from residue to rocks of cocaine. About 40 percent of the time, police left empty-handed. In a dozen instances, The Post found, officers acted on incorrect or outdated address information, subjecting such people as Taylor to the fright of their lives. Almost all of the 284 raids occurred in black communities. In 276 warrants in which The Post could determine a suspect’s race, three originated with arrests of white suspects. The remaining 99 percent involved black suspects.

The 284 warrants reviewed by The Post differ from the usual pattern of police warrants. D.C. police have said at public hearings that the typical raid happens only after undercover officers or confidential informants have purchased drugs or guns from inside a home or police have conducted surveillance there. Attorney Alec Karakatsanis, of the D.C.-based nonprofit group Equal Justice Under Law, said warrants that rely on training and experience as justification for a search subject the black community to police intrusion based on flimsy investigative work. Post, D.C. Police Chief Cathy L. Lanier did not distinguish between warrants based primarily on training and experience and those based on more extensive investigation. She said that all of the warrants the department executed last year were constitutionally sound and that each warrant was reviewed by a police lieutenant as well as prosecutors and ultimately approved by a judge. “In the vast majority of those warrants, contraband and evidence was recovered in furtherance of criminal prosecutions, and gave MPD [the Metropolitan Police Department] the ability to bring closure to multiple victims of crimes in our city,” she said. “During that same time frame, MPD received very few complaints regarding the execution of those warrants.” Lanier said residents who are dissatisfied with police should speak with a supervisor at the department or the Office of Police Complaints. “We remain committed to unbiased constitutional policing,” she said. After the raid on Taylor’s home, a repairman used a thin piece of plywood and drywall screws to patch the door. Taylor and her daughters went to the 6th District police station, filed a complaint and requested that the door be repaired. “It made me sad. I had respect for the police, but it was like they didn’t have any rules,” she said. When a search based on erroneous information occurs, police rules require the department to provide an explanation and “repair the damage as soon as possible.” A year later, Sallie Taylor is still waiting to hear from them. Wiedefeld suggested that despite the litany of service, reliability and financial issues facing the beleaguered transit system, the core mission of Metro remains unchanged. “What’s equally clear 90 days in,” said Wiedefeld, who took over Nov. 30, “is that turning Metro around requires us to confront some hard truths.”

A volunteer school aide accused of shooting videos of children having sex with him and each other has pleaded innocent to 13 counts of producing child pornography. Deonte Carraway, 22, entered the pleas in federal court in Greenbelt on Friday. Carraway was an aide at Judge Sylvania Woods Elementary School in Glenarden, a Washington suburb. Gray launches political comeback Ex-D.C. mayor seeking council seat as well as personal redemption THE DISTRICT Former D.C. mayor Vincent Gray on Saturday officially launched his comeback campaign to rejoin the D.C. Council, telling an audience east of the Anacostia that with a federal investigation behind him, he was running to right “injustice” in the nation’s capital. Gray said residents in Ward 7 are being unjustly denied safe neighborhoods, improving schools and health care options available to others across more prosperous, western stretches of the city and that he would fight to bring a fairer share of those resources to his home ward. Trump? Cruz? … Ugh! The GOP establishment finds it is stuck between two options it dislikes

ANALYSIS Nineteen states have voted in the Republican presidential primary process. And it’s hard to imagine a more nightmarish scenario for the party’s establishment. “We’re left with a bully and a zealot,” Republican media consultant Kim Alfano said. At present, Donald Trump — the foul-mouthed billionaire — is the favorite for the party’s nomination. The alternative is Sen. Ted Cruz of Texas, who may be the least popular politician in Washington. The only two realistic options for how the race plays out from here are (1) Trump gets the 1,237 delegates he needs to formally become the GOP nominee or (2) he falls short of the requisite delegates but enters the national convention in mid-July in Cleveland with the most delegates (with Cruz in second). So with an unsavory choice between the unpredictable Trump and the disliked Cruz, how does the GOP political class fare? “The difference between Cruz as the nominee and Trump being the nominee is the difference between pain you know you’re going to have and pain you can’t yet predict” but know is coming, said Neil Newhouse, a partner at the GOP polling firm of Public

POLITICS Hillary Clinton wrote 104 emails that she sent using her private server while secretary of state that the government has since said contain classified information, according to a new Washington Post analysis of Clinton’s publicly released email correspondence. The finding is the first accounting of Clinton’s role in placing sensitive information into insecure email during her State Department tenure. In roughly three-quarters of those cases, officials have said material Clinton herself wrote in the body of emails is classified. Clinton sometimes initiated the conversations but more often replied to aides or other officials with reactions to discussions. The analysis also showed that the practice of using non-secure email systems to send sensitive information was widespread. Clinton’s publicly released correspondence also includes classified emails written by about 300 other people inside and outside the government. The senders included longtime diplomats, top administration officials and foreigners who held no U.S. security clearance. In those cases, Clinton was typically not among the initial recipients of the classified emails; the emails were forwarded to her by an aide. BRUSSELS NATO announced Sunday that it was expanding its mission to help choke off the smuggling of migrants into Europe by deploying warships in Greek and Turkish waters, reinforcing its flotilla and deepening cooperation with the European Union’s Frontex border agency. NATO Secretary-General Jens Stoltenberg made the remarks a day before a summit of EU and Turkish leaders in Brussels about the migration crisis. “We will do reconnaissance, we will do surveillance, we will collect information, and share this information in real time with the Turkish coast guard, the Greek coast guard and with Frontex, helping them with managing the migrant and refugee crisis, and also to cut the lines of the illegal trafficking and smugglers,” Stoltenberg said. This tiny dragonfly The dragonfly Pantala flavescens may take longer migratory flights than any other known insect, putting it in the ballpark of birds and whales, a new study has found. The estimated 4,400 miles traveled by this tiny species smashes the previous record for insect migration of 2,500 miles, held by monarch butterflies. Researchers came to their conclusion by looking at the insect’s genes. The dragonflies are believed to be such prolific fliers because they can be found all over the globe with little genetic variation. (TWP)

A suicide bomber rammed his explosives-laden fuel truck into a security checkpoint south of Baghdad on Sunday, killing at least 47 people and wounding dozens, officials said. It was the third massive bombing in and around Baghdad in a little over a week, and although there was no immediate claim of responsibility, it appeared to be part of a campaign by the Islamic State group to stage attacks deep behind front lines in order to wreak havoc and force the government to overextend its forces. The man who found a wing fragment of Malaysia Airlines Flight 370 on a beach on the French island of Reunion in the Indian Ocean has found additional mysterious debris — a square-shaped gray item with a blue border — in nearly the same spot. The piece was turned in Friday to authorities in Saint Denis, the capital of Reunion, for an initial examination before deciding whether it should be sent to mainland France for further investigation. A president’s caring partner Nancy Reagan, who died at 94, was her husband’s protector and closest adviser 1921–2016 Nancy Reagan, the helpmate, backstage adviser and fierce protector of Ronald Reagan in his journey from actor to president — and finally during his 10-year battle with Alzheimer’s disease — has died. She was 94. The former first lady died Sunday at her home in the Bel Air section of Los Angeles of congestive heart failure. Her best-known project as first lady was the “Just Say No” campaign to help kids and teens stay off drugs. When she swept into the White House in 1981, the former Hollywood actress partial to designer gowns and pricey china was widely dismissed as a prefeminist throwback, concerned only with fashion, decorating and entertaining. By the time she moved out eight years later, Mrs. Reagan was fending off

accusations that she was a behindthe-scenes “dragon lady” wielding unchecked power over the Reagan administration — and doing it based on astrology to boot. All along she maintained that her only mission was to back her “Ronnie” and strengthen his presidency. Mrs. Reagan carried that charge through the rest of her days. She served as a full-time caretaker as Alzheimer’s melted her husband’s memory. After his death in June 2004 she dedicated herself to tending his legacy. She also championed Alzheimer’s patients, raising millions of dollars for research and breaking with fellow conservative Republicans to advocate for stem cell studies. A breakthrough Zika study HEALTH U.S. researchers have announced that they believe they have discovered how the Zika virus can cause the rare birth defect known as microcephaly, in which babies are born with abnormally small heads and underdeveloped brains. Working with lab-grown human stem cells, scientists found that the virus selectively infected cells forming the brain’s cortex, the thin outer layer of folded gray matter. Its assault made those

cells more likely to die and less likely to divide normally and make new brain cells. Right call for Manning Coming off a Super Bowl win, the Broncos QB will announce his retirement today ANALYSIS It’s been a month since the Broncos beat the Panthers to give Peyton Manning his second Super Bowl triumph. That was long enough for some to begin wondering if maybe the quarterback would attempt to continue his legendary NFL career. But that won’t be the case. Manning, 39, will announce his retirement today, the Broncos confirmed Sunday. He made the right choice. A convincing case can be made that he is the greatest regularseason quarterback in NFL history. A somewhat less convincing case can be made, with two Super Bowl victories and the portions of the NFL record book that belong to him, that he’s the greatest quarterback ever, without any disclaimers. Ma nni ng could not stay healthy this past season. He was not a very good quarterback. His defense handed him one of

the most generous parting gifts in NFL history. He is right to accept it gratefully and make his exit. The clock was ticking for the Broncos, who would have had to release him this week to avoid paying him a guaranteed $19 million for next season. That would have left quarterbackdeprived teams like the Los Angeles Rams and Houston Texans free to attempt to lure Manning to play another season, if they had wanted to do so. But Manning, at this stage in his career, would not have been the answer for them. His post-Super Bowl celebration has been marred by unrelenting scrutiny. Allegations about an incident involving a female university employee while he was in college at Tennessee have been exhaustively re-examined. There was a report during the season, denied vehemently by Manning, linking him

The desire to keep playing undoubtedly was there. Only Manning can say how strong it was. What he needed over the past few weeks was someone he trusts to say to him, “Look, you have been great. You’re not great any more. Your body won’t allow it. It’s time to go gracefully.” Maybe that happened. Or maybe Manning simply realized it himself. The great ones love to try to prove everyone wrong. CAPITALS With the Capitals’ postseason place secure so soon, it was natural for them to have some complacency. Washington’s 2-1 overtime win against the Bruins on Saturday was the team’s best overall game in more than a week, and its fourth game in five nights. Not surprisingly, this spirited effort came on the road, where the Capitals are an Eastern Conferencebest 22-7-2 this season. For a team that’s had some stumbles lately, the four-game road trip comes at a perfect time.

“I think it’s great for us to get on the road a little bit,” coach Barry Trotz said. “We’ve been home for a long time and maybe are a little stale, too, being home for so long. Get on the road and see if we can pull our game a little bit back together.” That process started Saturday night in Boston, in what defenseman Matt Niskanen called a “heck of a hockey game.” It had the pace of a playoff game, and after flashing a strong penalty kill in the second period, the Capitals allowed just four shots on goal in the third period.

While the first season tried to at least wink and nod at viewers with its outlandish plots, the second season went off the rails and doubled down on the crazy. Then the third season brought Frank’s presidency and got bogged down way too much in specifics. Now that its approval ratings have tanked, it’s hard to remember: Was “Cards” always this self-serious and convoluted? Considering you likely watched them all within a week years ago, it’s easy to forget — that’s the beauty of Netflix.

Hap and Leonard are careening into middle age without much hope for the future. They just got fired from picking roses on a rose farm — a “whole batch of Mexicans rolled in” to do the work for less, the foreman says. Hap and Leonard are lifelong pals from East Texas who somehow managed to bridge the racial tensions of the 1950s/60s South in their childhood. Hap, the white one, is a college dropout and onetime anti-war protester, imbued with good ol’ boy rough edges by British actor James Purefoy (Marc Antony in HBO’s “Rome”). Leonard, who’s black, is a Vietnam vet

loves Trudy but now she’s hooked up with anti-nukes activist Howard. Trudy and Hap have a tryst; then she tells him why she really came: During a stint in prison, Howard heard about a million stolen dollars in a Cadillac that sank in a creek at the end of a police chase. Trudy promises $200,000 to Hap if he’ll help find the dough. Hap recruits Leonard, who by coincidence was a diver in his military days. The series, based on the novel “Savage Season” by Joe Lansdale, is a pulp fiction tale with plenty of suspense and moments of startling violence. But the series also takes on the issues of our day refracted through a 1980s lens: immigrants and jobs, anti-gay sentiment, racial tensions, the quest for an equitable society. Ponytailed Howard, sounding a bit like Bernie Sanders, asks Leonard, “Where’s your piece of the American pie?” Leonard wryly replies, “I ate mine.”
