We all know what they mean by ‘a sanctuary upstate’
There’s no Instagram filter that could possibly compete with this
Police say a truck driver used fishing line to flip his license plate in a bid to avoid paying tolls in New York City. A police officer says he saw 41-year-old Javier Marte of Yonkers drive through a George Washington Bridge electronic toll lane without the toll registering Wednesday. Police stopped his truck and found a fishing line rigged from the cab to a hinge on the front license plate. Police said the rear plate was bent up to thwart cameras. (ap)
The U.S. Department of Agriculture is tackling a turkey problem on Staten Island. Residents are tired of turkeys trotting through traffic. Turkey troubles have plagued one particular intersection for eight years. Turkeys also have invaded the grounds of Staten Island University Hospital. City Councilman Steve Matteo says, “The novelty’s worn off.” The USDA will round up 100 turkeys and take them to a sanctuary upstate. (ap)
A Virginia jail is no longer letting inmates receive personal photographs after officials found inmates were chewing on pictures that had been soaked in a drug. Western Virginia Regional Jail Superintendent Bobby Russell tells The Roanoke Times that the pictures were saturated in a liquid form of the narcotic-addiction treatment drug suboxone. Rare Whitman letter found
A Civil War soldier’s letter is one of three written by Walt Whitman known to exist. Another is in the Library of Congress, and one is in private hands.
to be digitized and placed online. “It doesn’t get much bigger, in my eyes,” said Jackie Budell, an archive specialist who oversees the project. “It’s just simply stunning. ... We’re not going to find another one like this, probably, for a while.” Whitman, the American poet, journalist and essayist, was known for making the rounds of the local hospitals, where he would dispense snacks and money. He would also sit with wounded and dying soldiers and

write letters for them. “I do a good deal of this, of course, writing all kinds, including love letters,” Whitman wrote in a dispatch for The New York Times in 1864. “I always encourage the men to write, and promptly write for them,” he wrote. A century and a half later, few of those letters have surfaced. But late on the afternoon of Feb. 3, volunteer Catherine Cusack Wilson found one. A scan of the letter was sent to Whitman scholar Kenneth M. Price, at the University of Nebraska, where he is co-director of the Walt Whitman Archive. Price noted the unique way Whitman wrote the letters x, d and I, as well as how he often used a plus sign instead of the word “and.” Price determined that the letter was Whitman’s. It will now be housed in a vault at the National Archives with other valuable documents. Budell said Wilson’s discovery suggests that many more may be in the National Archives’ 2 million Civil War pension files, most of which have never been thoroughly examined. Michael E. the district Pvt. Robert N. Jabo, of the 8th New Hampshire infantry, was dying of tuberculosis in Washington’s Harewood Hospital and needed to write to his family. The Civil War had been over for months. Most soldiers had gone home. And Jabo’s wife and six children were no doubt wondering where he was. But he was sick and illiterate. So a cheerful, bearded man who regularly visited hospitalized soldiers offered to write a letter for him. “My dear wife,” it began, “you must excuse me for not having written … have not been very well.” The letter explained that it was penned by “a friend who is now sitting by my side.” A nd in a postscript, the friend identified himself: “Walt Whitman.” The rare Whitman “soldier letter,” one of only three known to exist, was discovered last month by a National Archives volunteer who is part of a team preparing Civil War widows’ pension files

Ted Leonsis’ Monumental Sports & Entertainment announced it has acquired an expansion Arena Football League team to begin play at Verizon Center in the spring of 2017. D.C. will join the eight other teams in the league. The team does not yet have a name. Commissioner Scott Butera said the AFL liked Washington as a market because of geography and Monumental’s ownership. Leonsis’ company owns the NBA’s Wizards and NHL’s Capitals as well as the arena. Officials: 13 eagles didn’t die of natural causes Federal wildlife officials say 13 bald eagles found dead on Maryland’s Eastern Shore did not die of natural causes. U.S. Fish and Wildlife Service spokeswoman Catherine J. Hibbard said Thursday that necropsy results on the eagles discovered in Federalsburg on Feb. 20 ruled out disease, leading investigators to now focus on finding those who were responsible for the deaths. Hibbard says eliminating the possibility of diseases such as bird flu is important because the area has numerous poultry farms and migratory birds. (AP) THE DISTRICT
Ex-Putin aide died of blunt force trauma in D.C. Medical Examiner’s Office said on Thursday. Mikhail Lesin, 59, also suffered injuries to his neck, body and upper and lower extremities, the medical examiner said in a statement. The circumstances of his death are undetermined, according to the statement. Authorities released no other information about the mysterious death. (THE WASHINGTON POST)

Metro OKs grace period to exit stations Metro riders will soon be able to exit a station within minutes of entering without being charged. The “same station entry/ exit grace period” was approved Thursday as part of Metro’s fiscal 2017 budget. It essentially ends the authority’s policy of charging riders who enter a station and exit it within minutes. The 15-minute grace period responds to growing complaints from riders who decide to exit a packed station during a breakdown only to find out they have been charged the base rail fare. Currently, riders are charged $1.75 in off-peak hours and $2.15 at peak times. The grace period will go into effect July 1. It will cost the transit agency close to $200,000 monthly, or about $2 million annually, according to Metro. (THE WASHINGTON POST)
A city with just 27,000 Republican voters has 19 delegates to give out THE DISTRICT The latest contest in the Republican presidential primary season will be held in a place where Republican votes hardly ever matter: the nation’s capital. Nineteen delegates — as many as Hawaii and Rhode Island each have and more than Delaware or Vermont — are up for grabs in D.C.’s GOP convention. There are only 27,000 registered Republicans living in Washington — just 6 percent of the city’s voters. With the nomination far from locked up, voters who bother to show up Saturday at the Loews Madison Hotel downtown will have tremendous influence over how the city’s delegates are divided.
Turnout and logistics History and circumstances suggest turnout will be light. In the past two presidential primaries, fewer than 6,000 Republicans voted — a turnout of no more than 20 percent. And that was when they could vote at precincts close to their homes. The convention will be run like a single “super precinct.” Voters will have to schlep downtown on a Saturday — on a day that many streets will be closed because of

a marathon — and cast their ballots in a six-hour window. D.C.’s delegates will be allocated proportionally unless one candidate gets at least 50 percent of the vote, which would make it winner-take-all. Polls close at 4 p.m., and results are expected to be announced around 9 p.m., in part because Orthodox Jews can only vote after sundown. Local GOP leaders were forced to organize a convention because the District’s presidential primary is scheduled for June 14. That’s too late for Republicans, who forbid states, districts or territories from selecting delegates within 45 days of the Republican national convention. For Democrats, the District’s primary will be the
last one before the convention.
Who’s the favorite? Nobody knows. There have been no polls of D.C.’s GOP voters. Among the 160 people running to be delegates, Rubio leads with 31 endorsements. John Kasich has 24 delegate candidates, while 22 favor Trump and Ted Cruz has 18. In the past, D.C. Republicans have been friendly to establishment candidates. In 2012, Mitt Romney got 70 percent of the vote, and John McCain got 68 percent in 2008. The local party has long been led by moderates, and gay Republicans have often held leadership positions, including the current chairman, Jose Cunningham. BEN NUCKOLS (AP)

The amount Maryland Gov. Larry Hogan announced in new spending proposals Thursday that would boost funding for K-12 education, drug addiction treatment and new construction at five of the state’s universities. The plan is separate from the initial $42 billion budget that Hogan pitched to the state legislature in January. The newly announced proposals include $13.8 million in one-time funding for K-12 education, with $12.7 million slated for Baltimore and $1.1 million for Calvert County. The plan would also provide $3 million to support addiction treatment in prison and reduce drug-related crime and recidivism. (TWP)

local VIRGINIA Republicans finally defeated Gov. Terry McAuliffe in a long, unpredictable battle over who should sit on the Supreme Court of Virginia, electing a conservative appeals court judge Thursday to a slot that the governor might have been just days away from filling on his own. The House and Senate voted to elect Judge Stephen R. McCullough to the high court two days ahead of the scheduled Saturday conclusion of the General Assembly session, when McAuliffe had vowed to give his
embattled pick for the bench a third recess appointment. The vote concluded a judicial drama that had played out since summer in brash political schemes and arcane legal arguments. It came just one day after Republicans dropped a plan to elect Ken Cuccinelli II to the bench. The former Republican attorney general turned down the job, which would have precluded a potential run for governor in 2017 and forced him to quit campaigning for GOP presidential hopeful Ted Cruz.

Forecasters have predicted that D.C.’s population will grow steadily and reach nearly 1 million residents in the next 30 years. The Metropolitan Washington Council of Governments presented its findings Wednesday. Officials say D.C. is projected to increase from 672,000 residents last year to 987,000 in 2045, when it will be just shy of replacing Prince George’s County as the region’s third-most-populous jurisdiction. Fairfax and Montgomery counties will continue to rank first and second.

Cache of ISIS files surfaces
WASHINGTON
Senate passes bill to combat opioid abuse The Senate paused Thursday from its partisan clash over the Supreme Court vacancy and approved election-year legislation reinforcing government efforts against heroin and the abuse of opioid painkillers. By an overwhelming 94-1 margin, lawmakers completed a bill that would create grants to bolster state and local programs targeted at a growing, deadly problem. More than 47,000 Americans died of drug overdoses in 2014, a death rate that has more than doubled since 2000. (AP)
Leaked documents hold personal details on thousands of fighters
SACRAMENTO, CALIF. YOUTUBE VIA SKYNEWS
BERLIN Thousands of files have surfaced with personal data on members of the Islamic State group — documents that might help authorities track down and prosecute foreign fighters who returned home after joining the extremists, or identify those who recruited them in the first place. Germany’s federal criminal police said Thursday that they are in possession of the files and believe they are authentic. The announcement came after Britain’s Sky News reported it had obtained 22,000 ISIS files that detail the real names of fighters for the group, where they were from, their telephone numbers, blood type, and the names and information about who had smuggled them and recruited them. They were even asked whether they would prefer to fight or die in a suicide bombing. “This is a huge database — there are more than … 22,000 names, so this is very, very important,” said Dalia GhanemYazbeck, a research analyst at the Carnegie Middle East Center. She said the files would “definitely” help international security services, including those in Arab countries, to confirm the identities of those who have already left to fight for ISIS, to discover the identities of new fighters, and to help them in

identifying those who return home from Syria and Iraq. Sky said the files, obtained at the border between Turkey and Syria, were passed to them on a memory stick stolen from the head of ISIS’ internal security police by a former fighter who had grown disillusioned with the group. German newspaper Sueddeutsche Zeitung and German broadcasters reported they also had obtained the files on the Turkey-Syria border, where they said ISIS files and videos were widely available from anti-ISIS Kurdish fighters and members of ISIS itself. The information could help the U.S.-led coalition that is fighting ISIS by aiding in a crackdown on
the extremists’ foreign fighter networks, said U.S. Army Col. Steve Warren, a spokesman for the coalition. He said that while he was not able to verify the documents, he hoped that “if there is a media outlet that has these names and numbers, I hope they publish them.” That would help bring attention to the problem of foreign fighters joining ISIS and also would help authorities to crack down on the problem, he said. The documents appear to have been collected near the end of 2013, Sky News reported. Haras Rafiq, managing director of the London-based Quilliam Foundation, an anti-extremist think-tank, noted that the data
was from 2013, and thus might not be “that important.” But he added: “Clearly, there is a fracture in the organization, people are disillusioned, the price of oil is dropping — and that is having an effect on their operations and paying people.” Both Sky and Sueddeutsche Zeitung reported the documents were forms with 23 questions to be filled out by recruits when they were inducted into ISIS. Sky said they included nationals from at least 51 countries, including the U.S. and Britain. Similar documents, which have not yet been independently verified, were posted by the proSyrian website Zaman al-Wasl. DAVID RISING AND BASSEM MROUE (AP)

nation+world Police seek two men after backyard ambush in a Pittsburgh suburb WILKINSBURG, PA. Two gunmen working as a team fatally shot five people, including a pregnant woman, and critically wounded two others at a backyard cookout Wednesday night, with one attacker shooting the victims in the head as they were driven in his direction, a prosecutor said. “The murders were planned. They were calculated, brutal,” District Attorney Stephen
Zappala said Thursday. The medical examiner officially ruled the death of the fetus a homicide Thursday, bringing the fatalities to six. The gunmen appeared to have targeted one or two of the victims, said Zappala, who added that they hadn’t ruled out drugs as a motive. A gunman fired a .40-caliber pistol at as many as 15 adults who were playing cards and having a late-night cookout. That steered the victims — four women and a man — toward the rear porch, where an accomplice armed with a 7.62 mm rifle similar to
an AK-47 shot them from behind a chain-link fence less than 10 feet from the porch, Zappala said. Neither weapon has been found. The dead included three siblings, Brittany Powell, 27, who lived at the home; Jerry Shelton, 35; and Chanetta Powell, 25. The other two were Shada Mahone, 26, and Tina Shelton, 37. “My whole family was massacred,” said Jessica Shelton, the mother of the siblings. Her daughter Chanetta was eight months’ pregnant, she said. The gunmen fled on foot. Police said they have no suspects. (AP)

The colors of money Retailers are racing to keep up with the explosive popularity of adult coloring books
Obama: Don’t blame me for GOP’s ‘crackup’
A member of the DC Metro Area Coloring for Adults works on a page during a meetup at Busboys and Poets.
Basford and other authors have attracted legions of enthusiasts who are looking to destress, who see scrawling away at an image of a tree or an animal as a low-key, low-stakes way to channel imagination or to keep their hands busy while they let their minds wander. Indeed, Elizabeth Himeles, 26, said she has taken up coloring as a way to tap into some of the creativity she used when she attended arts camp as a kid. “I don’t have a lot of time in life to do big craft projects, and sometimes I just want to unwind and not do something super active,” Himeles said. She added it’s not unusual for her to spend up to two hours a week coloring, and sometimes up to four hours in a week when she gets together with a coloring group she organized in the Boston area. It’s not clear whether the rise of adult coloring books has come at the expense of sales in other categories, but the impact of the craze can be seen

in various corners of the retail industry: Barnes & Noble has said that strong demand for adult coloring books and artist supplies provided a tail wind to the chain’s total sales in the last three quarters. Walmart, meanwhile, moved in November to add a dedicated four-foot section for adult coloring books in 2,000 of its stores. And Target started carrying adult coloring books in 1,300 stores in August and within months rolled them out to the rest of the chain. If you look at Amazon’s bestselling books list, which updates hourly, you’re nearly certain to see several adult coloring book titles.

The popularity of adult coloring books has pushed retailers to move quickly to cater to fans. Crafting retailer Michaels has expanded its assortment to more than 150 coloring books and promises more this year. Idalia Farrajota, Michaels’s senior vice president of merchandising, said the store has sought to expand beyond flora-and-fauna-heavy designs by adding Harry Potter and Star Wars adult coloring books to its lineup. It’s likely that the retailing and publishing industries will continue to capitalize on the coloring craze in 2016. For all of its fans, some are perplexed by grown-ups taking cues from the kindergarten crowd. Robrt Pela, a writer who also curates a contemporary art gallery in Phoenix, Ariz., is among that group. “I’m a snob. But I’m also an adult, one who remembers when adults relaxed with bourbon, not Crayolas and an outline of My Little Pony,” he wrote in a February article in the Phoenix New Times. TRENDS The amateur artists can be found coloring in airport lounges, doctor’s office waiting rooms and while they watch TV shows at home. They are forming coloring meet-up groups so they can chit-chat as they doodle. Coloring books for adults — a genre once considered little more than a novelty — are suddenly a big business, a bright spot in the financial results of publishers and retailers alike. Nielsen Bookscan estimates that some 12 million were sold in 2015, a dramatic jump from the 1 million sold the previous year. Whether it is a short-lived fad remains to be seen. The books are typically filled with intricate black-and-white illustrations that are art themselves. While many find the act of coloring to be a calming distraction from hours spent tapping, swiping and staring at screens, some early adopters aren’t hooked. “Most of the pages are full of pictures that are so small I can hardly see the details to color them, which causes more stress than if I hadn’t tried to color in the first place,” wrote one reviewer of a popular coloring book on Amazon. While adult coloring book sales have exploded in the U.S. in the past year, experts say the catalyst for the craze was the work of Scottish author Johanna Basford, whose 2013 title, “Secret Garden: An Inky Treasure Hunt and Colouring Book,” began burning up bestseller lists with its detailed images of topiaries and flowers, and its “Where’s Waldo”-esque challenge to find hidden items in the elaborate illustrations.
POLITICS President Obama said Thursday that he is not responsible for the Republican Party’s “crackup” even though some GOP leaders have blamed him for Donald Trump’s divisive campaign for the party’s presidential nomination. “I have been blamed by Republicans for a lot of things, but being blamed for their primaries and who they’re selecting for their party is novel,” he said. Obama laid the responsibility on GOP leaders, who tolerated “maximalist,” uncompromising politics and created an environment where “somebody like Donald Trump can thrive.” At a Rose Garden news conference, Obama appeared primed to get his thoughts off his chest, noting he’s repeatedly been asked whether he accepts blame for the climate. “What I’m not going to do is to validate some notion that the Republican crackup that’s been taking place is a consequence of actions that I’ve taken,” he said. “I don’t think I was the one to prompt questions about my birth certificate, for example. I don’t remember saying, ‘Hey, why don’t you ask me about that?’ ” Obama said that “ultimately I want an effective Republican Party” that would be “prepared to govern, whether in the minority or the majority, whether in the White House or not.” Such a party could “challenge some of the blind spots and dogmas in the Democratic Party,” he added. “I think that’s useful.” (TWP/AP)

Trudeau’s official visit to the United States was the first by a
Canadian leader in nearly two decades. He and Obama announced new efforts to curb global warming and to make it easier for the two countries to trade with one another. They also appeared to enjoy each other’s company, with Obama playing the role of elder statesman and Trudeau sounding a youthful “hope and change” theme like the one Obama campaigned on seven years ago. The 44-year-old Trudeau won last October’s election borrowing the theme of optimism and said he’s learned a lot from 54-yearold Obama.

Obama hit on a topic of national pride for Canadians: hockey. “Where’s the Stanley Cup right now?” Obama joked, before answering his own question — the Chicago Blackhawks won it last season. (AP)

GM Scot McCloughan released several Redskins veterans, including quarterback Robert Griffin III.

Smart spending: Big names aren’t on GM’s guest list An NFC East title didn’t trick Washington general manager Scot McCloughan into believing the Redskins are just a marquee free agent or two away from joining the NFL elite. Instead, he’s into the second round of his rebuilding project. The Redskins released their former franchise quarterback Robert Griffin III, big-money pass rusher Jason Hatcher and two stopgap safeties (leaving the position badly exposed). They let starting running back Alfred Morris, linebacker Keenan Robinson, nose tackle Terrance Knighton and fullback Darrel Young look elsewhere. And linebacker Perry Riley and guard
Shawn Lauvao are among a handful of starters still on the bubble. Even though the Redskins won a division and finished 9-7 last year, McCloughan looks at the team and sees a roster of players from the 3-13 and 4-12 campaigns of 2013 and 2014. Anyone from the losing regime has a chance of being replaced in this roster purge, as the GM looks for younger, bigger and hungrier players. McCloughan re-signed four free agents — backup quarterback Colt McCoy, defensive end Kedric Golston, safety Duke Ihenacho and linebacker Mason Foster. They all signed for modest deals and were worth keeping. The Redskins aren’t flush with cash like the
free-spending Giants and Texans. They aren’t desperate like the Eagles. While the opening of free agency on Wednesday saw ridiculous overspending — like Houston paying $72 million for quarterback Brock Osweiler and Atlanta giving $47.5 million to center Alex Mack — Washington sat idle. It seems Redskins owner Dan Snyder really isn’t in charge of personnel anymore. McCloughan’s modest 2015 free agent haul brought some help in defensive ends Ricky Jean Francois and Stephen Paea, cornerback Chris Culliver, safety Jeron Johnson and Knighton. They were mostly stopgap players, with Johnson and Knighton already gone and Paea a potential cut. Still, the Redskins got a solid season out of a bunch of players who didn’t cost much. And that’s what McCloughan is avoiding most — big-money

busts. They could have used nose tackle Ian Williams, safety Tashaun Gipson or even running back DeMarco Murray, but McCloughan refused to overspend. Instead, look for McCloughan to again invest in the draft, which begins April 28. The Redskins probably need more help than the draft can provide, but last season the GM found five rookie contributors — and the defense could use a few more young players to fill holes. McCloughan will try to take those eight draft picks and turn them into 10 by trading down. Hopefully he’ll be able to draft a defensive starter or two in the first three rounds. It’s about finding replacements for players like Knighton and Young. Maybe a late-round quarterback could become the next Kirk Cousins or a receiver will be drafted to succeed Pierre Garcon. But the headline-grabbing free agent signings of Deion Sanders and Bruce Smith were 16 years ago. Those days are over.
The NFL’s QB carousel began to spin with Wednesday’s decision by Brock Osweiler to leave the Broncos for the Texans. Who will the Super Bowl champs target as their next QB? (THE WASHINGTON POST)
3 Robert Griffin III
The former NFL offensive rookie of the year who was released by the Redskins is a somewhat intriguing possibility because of that one magical season.
2 Ryan Fitzpatrick
He’s a free agent coming off a productive season with the Jets. But will his agent, who also represents Osweiler, make negotiations difficult for Denver?
1 Colin Kaepernick
The 49ers QB, who formerly started a Super Bowl, is a potential trade target after losing the starting job last season to Blaine Gabbert. But his new coach, Chip Kelly, may want him to stay.

Harper slams baseball’s love of unwritten rules
Span reflects on his time with the Nats
NATIONALS What if I told you that a young baseball star would appear prominently in ESPN the Magazine’s upcoming MLB preview edition, touting flair and self-expression, praising Cam Newton, discussing his aspirations to reinvigorate his sport, and also — in the words of the piece’s author — his aspirations “to become a single-name icon like LeBron and Beckham and Cam.” Would you be able to guess the subject? I think you might. Which is to say that Bryce Harper is already pumping some of that galvanizing single-name elixir — and some of that flair — into his chosen sport. So it’s hard to be surprised when Harper now tells ESPN the Magazine’s Tim Keown that, for example, he loves the way Newton carries himself. “Baseball’s tired,” Harper says in the lengthy piece, which was posted online on Thursday and will be on newsstands next week. “It’s a tired sport, because you can’t express yourself. You can’t do what people in other sports do. I’m not saying baseball is, you know, boring or anything like that, but it’s the excitement of the young guys who are coming into the game now who have

flair. If that’s Matt Harvey or Jacob deGrom or Manny Machado or Joc Pederson or Andrew McCutchen or Yasiel Puig — there’s so many guys in the game now who are so much fun.” If that word, “tired,” sounds familiar, it should. That’s how Harper described some of baseball’s old-school enforcement codes last September, after Manny Machado appeared to be the target of a Jonathan Papelbon pitch. “Manny freakin’ hit a homer,
walked it off and somebody drilled him,” Harper said then. “It’s pretty tired.” Many young sports fans love Harper’s approach. They want most of baseball’s unwritten rules to go up in smoke, and they’re thrilled that Harper might be the one dropping the match. Harper exhales youthful flair with every breath. And like it or not, when the MVP is pushing a popular form of change, that change is probably coming. DAN STEINBERG

The number of losses Georgetown suffered this season after an 81-67 defeat to Villanova in the Big East Tournament on Thursday. The Hoyas (15-18) lost seven of their last eight games and will miss the NCAA Tournament for the second time in three years with their worst record under coach John Thompson III. After spending three seasons in Washington, Denard Span has a new home in San Francisco along with a three-year, $31-million deal. Span, 32, is slated to be the Giants’ leadoff hitter and starting center fielder. “It was a lot better than I’d hoped,” Span said of landing with the Giants. “I couldn’t ask for more. … This team doesn’t just bring in anybody to this culture and clubhouse. It made me feel good.” Injuries derailed Span’s 2015 season, and he was one of the Nationals’ many key losses. “I love Washington,” Span said. “I felt like that was the right place for me at the right time. … I think that organization brought a side out of me that I needed, as far as playing loose and allowing me to be aggressive on the bases and on the field. I’m going to miss a lot of faces. … It was kinda bittersweet leaving there.” (THE WASHINGTON POST)
Turgeon gives Terps players time to regroup COLLEGE BASKETBALL Following an 80-62 loss at Indiana in Sunday’s regular-season finale, Maryland coach Mark Turgeon planned a 45-hour period for his players to decompress before reconvening on the court. After watching his team lose four of its past six games, Turgeon wanted his players to spend some time by themselves Monday before this week’s Big Ten Tournament in Indianapolis. Sophomore Melo Trimble got a massage. Junior Jaylen Brantley spent six hours in study hall. Senior Jake Layman went to a steakhouse to celebrate his 22nd birthday. By the time the group gathered again for practice Tuesday, Turgeon began to recalibrate his mentally refreshed team in preparation for Friday night’s quarterfinal against Wisconsin or Nebraska. “The regular-season grind is behind us,” Turgeon said. “I think our guys have moved on.” Most analysts project Maryland as a No. 4 or No. 5 NCAA Tournament seed, although it could significantly improve its stock with multiple wins in Indianapolis. “We’re going to try to use the Big Ten Tournament as much as we can as our last preparation for the NCAA Tournament,” said Rasheed Sulaimon, whose five NCAA Tournament games as a freshman and sophomore at Duke make him the most seasoned Terps player. “At the same time, we’re going to try to win it.” ROMAN STUBBS (THE WASHINGTON POST)

A tenant association gives renters a way to voice concerns
When Kermit Turner’s building went up for sale in 2010, he formed a tenant association to make sure the community could stay together.
TENANT LAW Kermit Turner had a pretty good reason to start a tenant association at the AdamsGarden Towers apartments: “Necessity.” When Turner’s Mount Pleasant apartment building, then called Garden Towers, went up for sale in 2010, he and his neighbors formed the association to fight as a unit to keep their home in good hands. “The options for remaining in the building were either to turn it into a condo, go co-op or remain a rental,” says Turner, 62, the association’s president. The first two options would necessitate tenants buying the building and running it themselves. “Most of the people who lived in the building had never owned any property and were afraid to make that move.” Even though they didn’t want to buy, Turner and his neighbors formed a tenant association to stay involved as their building sought new management. Tenant associations hired a lawyer, who brought in developers he trusted who might want to buy the building. The tenant association made recommendations on behalf of the community, and Turner was even able to get a new rooftop garden and amenities added to the building during the management switchover. Whether you’re faced with the sale of your building or you and your neighbors simply want to address everyday issues with management, a tenant association can make your case stronger. If, like Turner, you’re responding to a building being up for sale, forming a tenant association is your first step to invoking your rights as described in D.C.’s Tenant Opportunity to Purchase Act (TOPA), which allows tenants to buy a building themselves. If you choose to buy, you must incorporate your tenant association by filing paperwork with the Department of Consumer and Regulatory Affairs. That’ll cost your tenant association between $80 and $180, depending on how fast you want DCRA to process it. Keep in mind, you have 45 days from the notice of sale to incorporate if you want to invoke your TOPA rights. “That’s not a lot of time,” says Delores Anderson, education and outreach coordinator of the Office of the Tenant Advocate. “In some instances, people don’t know each other, so you’re just going on trust, on faith that it’ll work out.”

“I had the leadership skills [to run a tenant association]. The only thing I needed to learn was the language.” KERMIT TURNER, president of the tenant association at Adams-Garden Towers, who says the Office of the Tenant Advocate helped him get started
If it does work out, your landlord is legally obligated to attempt to negotiate a sale to your tenant association. In Turner’s case, he had the support of the tenants behind him, but he wasn’t sure how to navigate the thorny legal issues. “I had the leadership skills. The only thing I needed to learn was the language,” he says. That’s where someone like Anita Ballantyne comes in. As the program director of the tenant services department of the nonprofit Housing Counseling Services, she manages a team that provides support and guidance to tenant associations or
Join the club So maybe you aren’t facing the sale of your building; maybe you just want a way to bring up everyday issues to management. Is a tenant association still the way to go? If you live in a large property, forming a tenant association is “a great idea,” says Anita Ballantyne of Housing Counseling Services. “I’ve even seen tenant associations that focus more on organizing activities or outings, more like a social kind of association.” Plus, if you’re not responding to the Tenant Opportunity to Purchase Act, you don’t need to incorporate, which means you can focus on advocating for needed repairs or amenities. (L.M.)
board of directors to represent the building. There’s no hard rule for how to divvy up the power in your association, and you can meet as often or as seldom as you like (Anderson knows one association that meets just once a year). A set of rules, however, is something both Ballantyne and Anderson stress is crucial. “If you’re going to make decisions as a group, you have to have a good set of governing documents that everyone understands,” Ballantyne says. The Office of the Tenant Advocate can provide you with a template for your bylaws. Once his tenant association was established, Turner and his neighbors were able to continue to address issues in the building as a whole. For example, when the tenant association had repeated issues with the management company hired by the new developers, Turner met with the building owners and convinced them to change to new management. “We have a good rapport with management,” he says. “It’s not one of these kind of things where you can just complain; you have to build up a case.” Anderson says getting together to solve common issues is key to relationships in a multiunit building. “You don’t want to live in a community where you don’t even speak to your neighbors, you just walk in the door and hop on the elevator and that’s it,” she says. “[Tenant associations] lead to that sense of community.”
to renters looking to form one. Renters who want to form a tenant association don’t need to be legal experts, “but they need to build a strong team,” Ballantyne says. “That team usually involves an attorney and a technical assistance provider, which is us.” Ballantyne says that while management companies rarely try to stop tenants from organizing, they can make it difficult. She even keeps a copy of D.C.’s official code in her wallet, “because I’ve had to flash it in people’s faces.” She recalls a time when a building’s management said that the tenant association couldn’t meet in the apartment lobby because it would create a fire hazard. Ballantyne directed them to section D, subsection 5 of the code’s chapter on the rights of tenants to organize, which names lobbies as one of the common areas suitable for such meetings. But more often than not, she says, management is receptive. And sometimes it’s even hospitable: Ballantyne knows of one building where management gave tenants access to a vacant unit for their association meetings. “They didn’t have to, but they were nice enough to do that,” she says. Your journey to a successful tenant association starts when you call a meeting of your fellow tenants, usually by posting signs around the building. At that first meeting, you’ll decide how your group will be governed, by selecting a president and other officers and, in some cases, a

COMING SOON Rising rents can be challenging for anyone, but for seniors on a fixed income or nearing retirement, finding an affordable apartment near shops and services can be particularly tough. The Montgomery Housing Partnership (MHP) and the Donohoe Development Co. are finishing construction work on the Bonifant in Silver Spring, an 11-story apartment building for
active seniors age 62 and older. The 149-unit structure is a mixed-use, mixed-income building with 6,300 square feet of retail space on the first floor. The Bonifant (929 Bonifant St.) is next to the new Silver Spring Library and within walking distance of restaurants, shops, grocery stores and farmers markets. The Silver Spring Metro station is three blocks from the building, and buses stop outside.
Building amenities include a community room, a cybercafe, a fitness center and an outdoor terrace. In addition, the Bonifant will have an on-site community relations coordinator to assist residents with a variety of services, including health care, transportation and shopping. Of the building’s 149 units, only 10 will be rented at market rates with no income restrictions. Fifteen are reserved for
seniors with 30 percent of area median income (AMI), or $22,450 for a single-person household; 43 for seniors with 50 percent of AMI, or $37,750 for a singleperson household; and 81 for seniors with 60 percent of AMI, or $45,400 for a single-person household. The first few floors of the Bonifant are scheduled to open for occupancy in late March. MICHELE LERNER (THE WASHINGTON POST)

D.C. UNITED As players have come and gone over the past five seasons, there has been one constant in the D.C. United lineup: goalkeeper Bill Hamid. But with Hamid out until midseason following knee surgery, United is forced to play without one of its most crucial pieces. So how would United respond in his absence? Early returns weren’t promising. With backup Andrew Dykstra in goal for the MLS opener on Sunday, United fell 4-1 to the LA Galaxy. Dykstra wasn’t solely to
blame for any of the goals, but a couple led one to wonder if Hamid could have done better. Dykstra is an MLS veteran and a capable backup. But considering the amount of times United has needed superhuman performances from Hamid, the club may require more from its goalkeeper position going forward. The club seemed to acknowledge that reality last week when it acquired USA youth international goalkeeper Charlie Horton. Horton, 21, is raw and untested but has potential. The 6-foot-4 keeper, who has yet to make his

Coach Ben Olsen trusts Dykstra, and Horton is shaking off the rust after being without a club since leaving English team Leeds United for a family matter in November. Still, Horton’s addition puts the pressure on Dykstra, who will need a solid game on Saturday when United travels to face the Revolution (3 p.m., NewsChannel 8). SETH VERTELNEY (FOR EXPRESS)

Michelle (Mary Elizabeth Winstead) crashed her car and now is trapped in Howard’s (John Goodman) basement. Frying pan, meet fryer.
Different creatures, same themes dominate in the worthy successor to ‘Cloverfield’ FILM REVIEW If “10 Cloverfield Lane” is, as J.J. Abrams has described it, a “blood relative” of the producer’s thriller “Cloverfield,” it’s a bit more grown-up than that found-footage monster movie story. While apparently neither a sequel nor a prequel, “10 Cloverfield Lane” shares the earlier film’s DNA in that here, too, be monsters. The filmmaking, by first-time feature director Dan Trachtenberg, is suitably claustrophobic and suspenseful, working up to a level of stress that may be unhealthy for anyone with a weak heart. And the dialogue (by Josh Campbell, Damien Chazelle and Matthew Stuecken) is sophisticated enough to allow room
for moments of quiet reflection in between all the bats-in-thebelfry crazy. The main actors — John Goodman, Mary Elizabeth Winstead and John Gallagher Jr. as a trio of subterranean bunker dwellers trying to hide out from an unspecified aboveground attack — are all top-notch, delivering believably nuanced performances that range from the touching to the hilarious (and, eventually, to the harrowing). Goodman’s Howard is the patriarch of the film’s little family, which also consists of Michelle (Winstead), a woman fleeing a bad marriage who wakes up from a car accident to find herself handcuffed to a pipe in Howard’s lair, and Emmett (Gallagher), a

handyman who had helped Howard build the fallout shelter when it became clear (to Howard, if no one else) that the sky was falling. Goodman’s performance, while unhinged, never veers into caricature. Similarly, Winstead avoids the cliche of the tank top-wearing bimbo/victim,
bringing an earthy self-reliance to her role. Like “Cloverfield,” “10 Cloverfield Lane” raises almost as many questions as it answers. Where are these monsters from, and what do they want? Both films look at the world in a form of tunnel vision: “Cloverfield” through the lens of a camcorder, and “10 Cloverfield Lane” through the smudged glass window of an underground bunker. Questions about what is going on in the broader world, while lingering long after the closing credits, are less interesting, at least in this latest film, than the ones that have to do with the way we treat each other. Japanese scholar Okakura Kakuzo, called Tenshin, encouraged a distinctly Japanese aesthetic when 19th-century Western influences threatened to destroy it. It is therefore ironic that this biopic is aesthetically flat, hewing too closely to the tropes of Western biography. FILM REVIEW Be suspicious of movies that are infamous before they even hit theaters. The “they did WHAT?” anticipatory glee is generally bound to be a letdown — especially when the big joke is someone getting a disease. On the off chance that you’ve managed to stay blissfully unaware of the gag, I won’t go into any more specifics. Needless to say, it does indeed happen, it is brazen and it will leave you dumbfounded. Whether or not the joke will also elicit a laugh is the big question, though. It’s one that applies to much of the humor in “The Brothers Grimsby,” too, which starts out with a Bill Cosby jab and steamrolls on from there. Sacha Baron Cohen, who also

co-wrote the screenplay, performs his character Nobby as such an earnest dolt that even the Bill Cosby joke is almost OK. But then there’s a joke about pedophiles at Legoland, or an ancient “Saturday Night Live” Celebrity Jeopardy riff on the word “therapist,” and your jaw is once again on the floor.
It’s almost impossible to tell whether you’re laughing at or with a particular party, if you’re even laughing at all. Ultimately, the jokes are more stupefying than funny. It’s hard to give yourself over to a certain type of humor when you’re still recovering from the shock of what you just saw or heard. And boy, does “The Brothers Grimsby” push those boundaries, over and over again. Whether or not that’s a good thing can only really be determined by the individual viewer, and in some corners of the world, “The Brothers Grimsby” might become a cult classic somewhere down the line, even if Nobby does look pretty minor in a legacy that includes Borat and Ali G. KRISTEN PAGE-KIRBY | THE REELIST
Worth repeating: Rewatching films can reveal a lot In my house, Oscar season isn’t in December. While it’s true that, thanks to my job, I get to see all the awardseekers for free and before everyone else, my husband does not. So March — when all the Oscar-bait stuff becomes accessible at home — is the time he gets to see all the movies I’ve already seen. And I get to see them again. In college and in graduate school, I did a lot of rewatching of movies because my assignments required it. Sometimes I’d rewatch entire films, sometimes just clips — I have seen one segment of “The Right Stuff” well over 100 times. Now my “assignments” don’t allow for repeat viewings, and that can be problematic; at a screening, I can’t rewind the film if I THINK I saw something I might want to talk to the director about. My first viewing
of a movie always gives me a little rush; I’ve got to follow the plot, as well as look for things I want to discuss in an interview or write about in a column or review. So rewatching gives me a chance to take a deeper look at a film and the space to slow down my brain a bit. Revisiting a movie often changes my feelings about it. For example: I ended up seeing “American Hustle” three times. The first time, it made it into my Top 10 list for 2013. After the third time (why did I see it three times? I have my reasons. They are boring.) I realized that “American Hustle” is a terrible, TERRIBLE movie. What was fun and glitzy and shiny on the first viewing faded away to reveal a pile of mishmash hokum that should never have been made. This past weekend, my husband and I watched “Bridge of Spies,” which I thought was just OK the first time I saw it. This time I didn’t have to
follow the plot (I already knew what was going to happen), so I got to pay more attention to everything else. To the cinematography, by which Steven Spielberg and cinematographer Janusz Kaminski lovingly sculpted meaning from framing and light; to the performances, particularly Mark Rylance’s and his ability to convey meaning without seeming to do anything at all; and to the things that don’t work — Amy Ryan’s portrayal elevated her character on my first viewing, but the weak writing she had to contend with was more obvious the second time around. Still, it’s a more careful, better constructed and deeper movie than I realized. A viewer has a relationship with any movie he or she watches and, as with any relationship, feelings change over time. Some movies are “American Hustle”: You get swept up until you realize they’re the equivalent of a person who, after the initial rush has worn off, really starts to irritate you because they say “expresso.” And some are “Bridge of Spies”: placid on the surface, but more interesting the more time you spend with them. Without the month of March, it would be very hard for me to know if my feelings for a film signaled just a fling or something that could really last.

LANE BRYANT
blog log
CHERRY, commenter at dailymail.co.uk, responds to news
that ABC and NBC rejected Lane Bryant’s latest “This Body” television spot, which features models in various states of undress. Sources at the plus-size brand told TMZ the networks’ issue was with the models’ size and not their nudity. “All women should be celebrated and feel empowered to express themselves as they see fit,” the company told Cosmopolitan on Thursday in a statement.
“Name one movie that, after you’ve paid your $50 to watch it, you’d say, ‘Now THAT was worth it!’ ” BOB, commenter at variety.com, is skeptical
of Screening Room, a new startup backed by Sean Parker of Facebook and Napster fame. The service would give users the ability to stream new films the same day they come out in theaters, at $50 a pop. While Variety reported studios were interested in the idea, Deadline said its sources were opposed to the concept.
“This article reads better if you pre-install the Someone with Tiny Hands extension.” KRISG, commenter at slate.com, takes the joke to the next level after a Wired magazine correction went viral on Wednesday. “Due to an oversight involving a haphazardlyinstalled Chrome extension during the editing process,” the magazine wrote, “the name Donald Trump was erroneously replaced with the phrase ‘Someone With Tiny Hands.’” While Wired fixed this article, sleuths found other instances of the error across the site.

Convention organizers were explicit with instructions to attendees to ensure “each and every one of the refugees … feels welcome and safe.”

Fill in each column, row and 3x3 box with the digits 1 through 9 without repeating any. The twist in Samurai Sudoku is that the digits that appear in the overlapping boxes must work for both puzzles. A piece of advice to get you started: Don’t focus on completing one grid at a time. Keep the whole puzzle in mind as you go, because filling in a number in one grid could give you clues to another.

Daisy entreats her army to use powers for good
‘The Bachelor’ execs foaming at the mouth In an interview with Glamour, Justin Bieber confessed that his aspirations are not to be the biggest pop star in the world but “to have a family of my own.” The 21-year-old added that his plan includes kids: “I’d love to be settled down by the age of 30.” As for someone to share this family with, Bieber said the qualities he seeks in a woman include “a genuine heart and a great sense of humor.”
After an anonymous Instagram user took issue with Daisy Ridley’s body in “Star Wars: The Force Awakens,” the actress is fighting back in the comments section. According to People magazine, the user wrote that Ridley’s body doesn’t represent “real women.” Ridley reposted the post, adding, “Real women are all shapes and sizes, all ethnicities. … I’m a ‘real woman’ like every other woman in this world.” But when Ridley’s fans turned against the user, the actress deleted the post, and wrote, “Guys it was not my intention for anyone to send messages to that poor person that posted the original picture. My whole post is about being kind to each other, so please refrain!” (EXPRESS)
