Thieves look like a million bucks — well, $4.5 million to be precise

An Alaska man has been charged with a snatchand-grab theft using the world’s slowest getaway vehicle. The FBI said a security guard in Anchorage called police this month after seeing the suspect use a front-end loader to try to steal an ATM. Responding officers spotted the loader trying to flee, but it got stuck in an embankment in a parking lot. Police detained the driver, who was wearing a ski mask and carrying a loaded handgun. (AP)

Los Angeles police are looking for the thieves behind a multimillion-dollar makeup heist. The LAPD said last week it is investigating how $4.5 million worth of eye shadow was stolen from a warehouse that stored Anastasia Beverly Hills products. Police believe the crooks cut a hole in the roof of the warehouse in late January and made off with 100,000 packages of “Modern Renaissance” eye shadow. (AP)

THE DISTRICT More than four decades ago, comedian George Carlin famously riffed on the seven dirty words you can never say on television. The District’s email system, it turns out, has a lot more verboten words than that: 42. The words include familiar profanities, such as the f-word, racial slurs, and a few that can be heard on TV, according to a list provided to The Washington Post. This is not prudishness or political correctness, officials said. It’s cybersecurity. Mike Rupert, a spokesman for the city’s Office of the Chief Technology Officer (OCTO), said the list is part of a spam filter instituted about eight years ago. The filter blocked more than 276,000 pieces of email last year, Rupert said, and must be robust because D.C. agencies are often confused with federal ones, making them bigger targets.

“D.C. is especially unique because people think we’re federal government, so spammers really turn it up for us,” Rupert wrote in an email. He was unaware of any significant complaint about the filter. The filter has changed over time, he said. A previous list of forbidden words topped 100 terms, including some that are less commonly considered profane, such

as “bimbos” and “trailer trash.” Most of the time, an OCTO bounceback message is merely a quirk of communicating with the District. However, some social workers expressed annoyance with a system that can block descriptions of sexual assault. Gwendolyn Harter, a clinical supervisor at a nonprofit that works with the city on foster care and adoptions, said she gets bounceback messages a couple of times a month from dc.gov addresses. She said limiting the language used to describe threats and physical or sexual abuse can lead to unnecessary ambiguity. “It creates a problem when we just can’t report the facts,” she said. “And the words we can use kind of soften it a little bit.” Rupert said agencies that deal with public health or public safety can have the filter turned off. “We have turned off the filter for agencies who have requested due to the nature of their business and need to be easily accessible by certain customers,” he said.

Feds postpone decision on FBI’s relocation The federal government is postponing the release of plans to relocate FBI headquarters until Congress secures funding. On Friday, a General Services Administration spokeswoman said the agency and the FBI have “worked diligently” since a fall announcement of a revised schedule and have met milestones, but “appropriations are necessary” for an announcement. The FBI is seeking to vacate its outdated headquarters in D.C. Three finalist sites in Maryland and Virginia were announced in 2014. (AP)

REGION A powerful Nor’easter will roar up the Mid-Atlantic and Northeast coasts tonight and Tuesday, unleashing heavy snow and howling winds, and flooding some coastal areas. Snowfall totals may vary widely in the Washington region, with amounts exceeding 8 inches a good possibility just north of the city, but as low as two inches in southeastern suburbs. Inside the Beltway, 4 to 8 inches is most likely. A winter storm watch has been issued for the D.C. area, except Southern Maryland, from 7 p.m. today to 2 p.m. Tuesday. All along the Interstate 95 corridor, the storm will hit fast and hard. In just 12 hours, it could generate historic snowfall amounts for March in some areas. The snow amount forecast in Washington is still quite uncertain, as the region is predicted to lie on the edge of the storm’s sweet spot, and slight changes in how it develops and moves could be the difference between a bust and a blockbuster. The main American forecast model, the GFS, forecasts a large amount of snow for Washington, while the European model — which is the highest performing — suggests a much lower impact event because of rain mixing in. “The uncertainty about the storm track makes the snow accumulation forecasts lower confidence ones than with many of our strong Nor’easters,” said Wes Junker, Capital Weather Gang’s winter weather expert. Snow in Washington is expected to begin between 5 and 8 p.m. today and should taper

School and office closures are quite possible on Tuesday, especially west of Interstate 95. Snow that falls in portions of the Washington area could be heavy and wet. The weight of the snow on power lines and tree branches, some of which have begun to flower and leaf, along with top wind gusts at 25 to 30 mph, could lead to power outages in portions of the region. The snow could also threaten the famous bloom of cherry blossoms in the nation’s capital. National Park Service officials said low temperatures of 27 degrees would result in about a 10 percent loss of blossoms.

Metro to suspend paratransit access With a winter storm expected to dump several inches of snow, Metro is temporarily suspending its paratransit service for disabled individuals. The Washington Metropolitan Area Transit Authority said Sunday that its MetroAccess system will be suspended beginning at 4 p.m. today and all day Tuesday. Changes to bus schedules may be announced later as the storm approaches. (AP)

Trial set for man charged in 1-year-old son’s slaying More than four years after his arrest, a Manassas man is going on trial today for the death of his 1-year-old son. Prosecutors say Joaquin Shadow Rams murdered his son Prince to collect on more than $500,000 in life insurance he had taken out on the boy. Rams has maintained his innocence and says Prince died after suffering a seizure. Rams was granted unsupervised visits with his son despite objections from the boy’s mother, who told a judge she feared for Prince’s safety. (AP) THE DISTRICT

2 arrested for alleged assault on D.C. officers D.C. police say they’ve arrested two men who allegedly fired shots toward two police officers, striking one. Police say William Boyd, 35, was arrested Feb. 22, and Isaac Pinkney, 26, was arrested Thursday. Both have been charged with assault on a police officer while armed. The charges stem from a Feb. 18 incident in which the suspects allegedly fired shots toward the police officers after a verbal exchange. One officer was injured in the shooting, the other officer was uninjured. (AP)

Californian nabbed on White House grounds after he scaled fence

THE DISTRICT A California man carrying two cans of Mace and a letter to President Trump about “Russian hackers” scaled a White House fence Friday night and neared an entrance to the presidential mansion before he was arrested, according to a court document. The suspect — identified as Jonathan Tuan-Anh Tran, 26 — made it near the exterior of the White House, walked alongside the building and then hid behind a pillar before he was spotted and apprehended near the South

Portico entrance. The court document released Saturday evening omits any reference to alarms sounding and suggests that the first recognition of an intruder’s presence came when a uniformed agent saw the man, up to 200 yards from where he entered the grounds. The U.S. Secret Service declined to answer questions about how the man penetrated so deep onto the White House grounds, citing an ongoing investigation. The president, who was in the residence at the time of the breach, said the “Secret Service did a fantastic job last night,” and he described the intruder as a “troubled person.” (THE WASHINGTON POST)

Organizers of Boston’s St. Patrick’s Day parade reversed course Friday and said they would allow a group of gay veterans to march in this year’s parade. An earlier vote by the council to bar OutVets from marching March 19 drew immediate condemnation from highprofile politicians, some of whom said they would not march if the gay veterans were excluded. Workers could face pressure on genetic testing Employers could impose hefty penalties on employees who decline to participate in genetic testing as part of workplace wellness programs if a bill approved by a U.S. House committee becomes law. In general, employers don’t have that power under existing federal laws, which protect genetic privacy and nondiscrimination. But a bill passed Wednesday by the House Committee on Education and the Workforce would let employers get around those obstacles if the information is collected as part of a workplace wellness program. The bill is under review by other House committees and still must be clear the Senate. But it has already faced strong criticism. Opponents include the American Academy of Pediatrics, AARP, March of Dimes and the National Women’s Law Center. The average annual premium for employer-sponsored family health coverage in 2016 was $18,142, according to the Kaiser Family Foundation. Under the plan proposed in the bill, a wellness program could charge employees an extra $5,443 in annual premiums if they choose not to share their genetic and health information. The bill’s supporters in the business community have argued that competing regulations in federal laws make it too difficult for companies to offer these wellness programs. LENA H. SUN

A bus plowed into people taking part in an early morning street festival in Haiti on Sunday, killing at least 34 people and injuring 17 others, rescue officials said. Nuclear weapons specialists no longer discount Kim Jong Un’s threats to strike NORTH KOREA On the day of North Korea’s first atomic test in 2006, aides to President George W. Bush began phoning foreign capitals to reassure allies startled by Pyongyang’s surprising feat. The test, aides said, had been mostly a failure: a botched, 1-kiloton cry for attention from a regime that had no warheads or reliable delivery systems and would never be allowed to obtain them. A decade later — after a week in which Pyongyang successfully lobbed four intermediate-range missiles into the Sea of Japan — U.S. officials are no longer seeing North Korea’s weapons tests as amateurish, attention-grabbing provocations. Over the past year, technological advances in North Korea’s nuclear and missile programs have dramatically raised the stakes in the years-long standoff between the U.S. and the reclusive communist regime, according to current and former U.S. officials and North Korea observers. The military developments are coming at a time of unusual political ferment, with a new and largely untested administration in Washington and with South Korea’s government coping with an impeachment crisis. Longtime observers say the risk of conflict is higher than it has been in years, and it is likely to rise further as North Korean

leader Kim Jong Un seeks to fulfill his pledge to field longrange missiles capable of striking U.S. cities. “This is no longer about a lonely dictator crying for attention or demanding negotiations,” said Victor Cha, a former adviser on North Korea to the Bush administration. “This is now a military testing program to acquire a proven capability.”

A rapidly growing threat Pyongyang’s fifth and latest nuclear weapons test occurred Sept. 9 on the 68th anniversary of North Korea’s founding. Scientific analyses of the test determined that the new bomb’s explosive yield approached 30 kilotons, two times the force of the “Little Boy” bomb dropped on Hiroshima, Japan, in 1945. The device was twice as powerful as the bomb North Korea tested just nine months earlier, and it was 30 times stronger than one detonated in 2006 in a remote mountain tunnel. The country’s missiles also have grown more sophisticated. Last year, North Korea’s military conducted the first test of a two-stage ballistic missile that uses solid fuel — a significant advance over the country’s existing liquid-fueled rockets because they can be moved easily and launched quickly. Analysts say it could be several years before Kim Jong Un can construct a true ICBM that could reliably reach the U.S. mainland, and perhaps longer before he can demonstrate an ability to incorporate a nuclear payload into his rocket design. White House officials say that Trump is weighing all options, from a new diplomatic initiative to enhanced military capabilities, possibly including a highly controversial return of tactical nuclear weapons to South Korea for the first time since the early 1990s. As more missiles streak across North Korea’s eastern coast, Japanese and South Korean officials are pledging increased investments in defensive shields and highly accurate, conventionally armed missiles designed to preemptively destroy North Korean launch sites and command centers if an attack seems imminent. North Korea has responded with similar threats, describing its recent missile launches as a dry run for a preemptive attack on U.S. bases in Japan. An attack on the U.S. mainland is not yet within North Korea’s grasp, and U.S. officials hope they can eventually neutralize the threat with improvements in antimissile systems. But in the meantime, each new advance increases the chance that a small mishap could rapidly escalate into all-out war, Cha said. Washington has placed catcher Derek Norris on waivers, according to a person with knowledge of the situation, as the team seeks to resolve its logjam at catcher. The Nationals seemed to make Norris, their 2007 fourth-round draft pick, the replacement for Wilson Ramos when they reacquired Norris from the Padres for pitching prospect Pedro Avila in December. Once Matt Wieters signed with Washington last month, it was likely Norris and his $4.2 million would be cleared off the books. Let’s all just pay fair Some programs prep human resources students to ensure equity on the job DEGREE PROGRAMS Sometimes, the fight for pay equity takes place through public demonstration, as it did at workplaces across the country with A Day Without a Woman last week. Sometimes, it happens in a classroom. In Georgetown University’s master’s degree program in human resources management, students are learning the skills they need to ensure that companies’ policies on hiring, advancement and pay are fair. According to Edith Montenegro, a human resources professional in D.C. who attends the Georgetown program part time, this is an essential role for HR employees nowadays. “I don’t think it’s an optional role to play,” says Montenegro, 38. “Every HR professional knows it’s our responsibility.” In 2015, women working

full time in the United States typically were paid 80 percent of what men were paid; black women made 63 percent of what white men made; and Hispanic and Latina women made 54 percent, according to a 2017 report from the American Association of University Women. As the front line of a company’s hiring practices, HR employees have an opportunity to help change that. Georgetown’s program allows students to focus on several areas related to HR, including strategic human capital management (Montenegro’s focus), and diversity and inclusion. Among the skills students learn is how to use data to show companies where they fall short on pay equity and diversity (including diversity in race, gender and sexual orientation), and why paying attention to these issues

Legal maneuvers The federal government might give HR employees a boost in terms of leveling the playing field at their organizations. A proposed law, the Paycheck Fairness Act, would strengthen existing equal pay laws and calls for training programs in negotiation skills for women and girls. The bill has been introduced several times and never passed, but states such as California and Massachusetts have passed their own laws designed to close the wage gap. E.B.

is good for business. “A lot of people feel it’s the right thing to do, and it is, but there is also a positive business impact when the work is done effectively,” says Jacqueline Blount, 36, an HR professional in D.C. She graduated from Georgetown’s HR management program in 2015 with a concentration in diversity and inclusion.

William Martucci, an employment attorney at Shook, Hardy & Bacon LLP and an instructor in Georgetown’s HR management program, says grad programs are becoming more and more focused on using data and analytics to provide better evidence for HR policies. “If one as a company has espoused global diversity and inclusion, or equal pay practices, now there’s an opportunity to drill down deeper, establish a benchmark and to periodically review that information,” he says. “These pay disparities have existed for such a long time for a variety of reasons. U.S. employers might soon have greater incentive to help their workers pay down student loans. A bipartisan bill, introduced last month by Reps. Rodney Davis, R-Ill., and Scott Peters, D-Calif., would give companies a tax break for providing employees up to $5,250 a year to repay education debt, while sparing employees from being taxed on the money. Davis said the repayment incentive could ultimately help the government save money on student loan defaults. The legislation taps into a trend of companies offering student loan repayment benefits as a way to compete for talent. gaps and develop solutions. “Our program weaves the topics of diversity, inclusion and equity through all of the courses,” says Donna DrakeClark, a UMUC professor and chair of the HR management program. George Mason Learning Solutions’ HR management certificate program includes diversity and inclusion as part of its core curriculum, too. Some employers are already using strategies to reach equity in the workplace, including not asking job candidates for past salary history or to name their ideal salary, and ensuring equal access to training opportunities, Martucci and Drake-Clark note. These are the skills and strategies that HR professionals need now. HR jobs themselves have changed to reflect this, with many organizations creating HR roles specifically dedicated to diversity and inclusion. Blount, for example, works specifically on ensuring diversity at her organization. “Employers have an interest in ensuring that women can succeed in their companies,”

was 24. She drove two hours each way to get to the office, where she sat at a desk for most of every day. In 2010, her husband had suffered a spinal injury that left him a quadriplegic, and Kleyle turned to food as a coping mechanism.

“That was the heaviest and unhealthiest I ever got,” she recalls. So in 2012, she made a promise to foster a healthier lifestyle, not just for herself, but also for her husband, who was entirely dependent on her. She started out slow,

for a 5K. “And then I just kept upping my game,” she says. Fast-forward to 2015, and Kleyle, then 30 pounds lighter and a senior business unit associate at AARP, found herself at a career crossroads. The company was offering employees a buyout program, and she wondered if she’d been presented with just the opportunity to steer a different path. “I wanted to do something in more of a one-on-one, actively focused, helping-people role,” Kleyle says. “I didn’t know exactly what that would be yet.” She initially considered nursing. “Then I realized I wanted to actually help people to overcome health issues and prevent people from having health issues,” she says. “It came to me that people were asking me for advice on health and fitness anyway. I could get paid for this!” Kleyle accepted AARP’s buyout in April 2015. With that package came access to a career coach, and though she only spoke to the coach biweekly via phone for about three sessions, with irregular check-ins after that, she found the input helpful as an impartial voice of reason. “She provided validation for me,” Kleyle says. “It was nice to have somebody in my corner who didn’t know me before and wanted to see me succeed.” She scoped out the personal training landscape with a Google search. Longevity Studios was the first result out of La Plata, Md., to pop up, so she applied for a job on a whim. After a meeting

with the director, she enrolled in Longevity’s four-month prep course for the American Council on Exercise’s personal trainer certification. The following February, Kleyle landed a position as a personal trainer at Longevity. These days, she spends nearly her entire workday on her feet. She holds one-on-one training sessions with clients and leads a group exercise class three times per week. She mostly works in the early mornings or late evenings, to accommodate clients before or after their 9-to-5 jobs. She took a pay cut with her career change, but she says the drastic improvement in her quality of life makes it worth it. About a month into Kleyle’s new job, her husband died after his health deteriorated further. Kleyle feels grateful that he was by her side through the beginning of this transition. “My husband got to see the start of my trajectory into this new world, this new career,” she says. “It all fell into place, but happened because I put in the work and I took the leap of faith.” Kleyle hopes others who dream of pursuing their passion — or getting into shape — will recognize that there’s no time to do it like the present. “I had plenty of excuses: My husband was a quadriplegic, I had a lengthy commute, I had a long day and I still made time,” she says. “There’s never a good time to grab life by the horns and say, ‘I have to do this now.’ It was hard. A lot of weight to carry ‘American Crime’ delves back into heavy themes with anthology’s usual lack of gloss TELEVISION Creator John Ridley’s anthology drama “American Crime,” which returned for a third season Sunday on ABC, is a rare show on a broadcast network that strides into difficult subject matter without flinching or dressing it up. It’s also never about just one theme. Season 1, about a homeinvasion murder, presented itself as a study of the prejudices that prevent criminal justice, but it was just as much about how communities collapse in the same way that some families do. Season 2, about a rape involving athletes at a private high school, was predominantly a study in class divide but left a deeper impression as a story about the lingering damage of bias and

gossip. In both cases, the crimes in “American Crime” were less about crime than about travesties and double standards. This time around, “American Crime” comes across as a much broader story. Although viewers will see a rape, a physical assault and the aftermath of a murder (at the very least), it’s difficult to get a fix on what the central crime really is this season, because there are so many laws being broken at once. Human trafficking would be an umbrella theme: Set in North Carolina, the story focuses on the exploitation of migrant labor in farm fields as well as the plight of a teenage prostitute. Another plot involves opioid addiction and, by episode three, there’s a storyline

about a French-speaking nanny from Africa. Each of these tales draws on “American Crime’s” talented company of actors: Regina King, who has twice won a supporting actress Emmy for her previous roles in “American Crime,” returns as Kimara Walters, a social worker who is losing faith in her ability to help teenage prostitutes get off the streets and find a better life. Richard Cabral plays Isaac Castillo, who oversees the recent immigrants who agree to slave conditions to earn a pittance in the tomato fields owned by the Hesby family, whose heirs include Laurie Ann (Cherry Jones) and her brother, Carson (Dallas Roberts). Felicity Huffman plays Carson’s wife, Jeanette.

It’s no surprise that viewers have not turned out in droves for “American Crime,” even though critics have given the show high praise. It’s a compelling but also consistently depressing series. It’s not going to help matters that this season has exchanged some of “American Crime’s” clarity for more cloudiness, which might be Ridley’s intent: He wants to show us how this leads to that, which leads to that, which leads to this, which creates a morass of injustice and crime. Where to start? (Where to end?) In a tangle of stories, “American Crime” may be speaking a much-needed truth, but its burdens may have become too heavy for most viewers to bear.

This comedy spoofing crime documentaries is about a bright-eyed New York lawyer (Nicholas D’Agosto) who goes to a small town to defend a poetry professor (John Lithgow) accused of murdering his wife.

2 ‘Marvel’s Iron Fist’ Friday on Netflix

The fourth Netflix-Marvel series stars Finn Jones as Iron Fist, New York’s other crime-fighting hero next to Daredevil, Jessica Jones and Luke Cage. This series leads up to “The Defenders” crossover later this year.

3 ‘The Circus’ 8 p.m. Sunday on Showtime

While Showtime’s political documentary last season followed the 2016 presidential election, the new season of “The Circus” will focus on President Trump and his administration’s first 100 days in office. (EXPRESS)

Final girl: ‘Last Man’ leaves Kristen Wiig alone in the world A lady is trying to teach her dog to say “milk.” “Milk. Milk. Come on, you can say it, milk,” she says. The dog peers at her with puzzled eyes. “All right, that’s enough for today,” she tells him. “But mark my words: You will talk.” He doesn’t. And there’s nobody else for her to talk to. A plague has wiped out virtually every other living being, and she’s alone in a bunker with her canine pal, drowning her sorrows in booze and dining on cat food because that’s all that’s left to eat. The dog story unfolds in the midseason premiere of “Last

Man On Earth” (Fox, Sundays at 9:30 p.m.), which aired earlier this month. The lady (played by the incomparable Kristen Wiig) is loopy socialite Pamela Britton, a new character. Instead of picking up the narrative from the first half of Season 3, “Last Man” offers her standalone story — and gives us a glimpse of how the virus swept the planet. Britton and her husband watch cable news in disbelief as hearses carry away the remains of departed presidents Mike Pence, then Paul Ryan, then Rex Tillerson, all the way down the cabinet to Betsy DeVos. Then the husband begins to spit up blood — the first sign of impending death. So Pamela and

her pooch flee to a bunker. Wiig, with her genius for finding the pathos in comedy and the yuks in tragedy, is brilliant as always, protecting herself from germs by dressing in garbage bags (accessorized with a lovely gold belt). Three years into her bunker stay, her personal drone discovers a group of survivors — the cast of “Last Man” — and she musters the courage to go search for the remnants of humanity. Where does the wildly inventive “Last Man” go from here? Last night’s show was not available for preview before I filed this column, because series creator and star Will Forte is that secretive. Rumor has it that Wiig will be in several episodes, which is heartening news. Jaden Smith, 18, and girlfriend Sarah Snyder, 21, broke up about two months ago, according to Us Weekly. An “insider” said the couple “started growing apart.” “They had been on the rocks for a while … and stopped having shared interests,” the source said. Ciara and her baby not injured in car crash A rep for Ciara said the pregnant entertainer is doing well after a minor car accident Friday in Los Angeles. The rep added that mother and baby were uninjured after another vehicle struck the passenger side of Ciara’s car. Her husband and NFL star Russell Wilson tweeted after the accident Friday that “Momma Wilson & Baby Wilson are feeling great! God is good!” (AP)
