Tran, 26, of Milpitas, Calif., faces a maximum of 10 years in prison on one count of entering restricted grounds while carrying a dangerous weapon after his arrest Friday. Jonathan Wackrow, who formerly spent 14 years in the Secret Service, including serving in former President Barack Obama’s detail, called the incident a “gut punch” to an agency still recovering from a 2014 incident in which Omar Gonzalez made his way deep into the executive mansion before being tackled by an off-duty agent. “What has changed in three years?” said Wackrow, who is now executive director of risk-mitigation company RANE. “Zero.” As in the intrusion by Gonzalez, Wackrow said, multiple layers of protection had to fail for Tran to be able to approach the presidential residence after surveillance video is said to have showed him jumping a fence near the Treasury Building on East Executive Avenue. Police say a passenger on Metro was punched in the face last week after sitting down next to a younger man who had refused to scoot over. Metro Transit police said the Blue Line passenger had approached a man blocking the aisle and asked him to move over so he could sit down. The man refused, so the passenger slid past him to the window seat. According to a police report, the suspect said, “You could have said ‘Excuse me’ before sitting.” Then the man punched him and fled. Private school teacher charged with sex abuse A history teacher at Georgetown Day School accused of sexual misconduct with a student kissed a 14-year-old girl and touched her inappropriately, according to an arrest affidavit filed in D.C. Superior Court. The teacher, Mark Elder AllenGifford, 31, of Northwest D.C., was arrested Friday and made his initial appearance in D.C. Superior Court on Saturday on charges of felony and misdemeanor child sexual abuse. He faces up to 10 years in prison if convicted. (TWP) RICHMOND

Trial begins over Virginia legislative boundaries Attorneys for Virginia election officials and lawmakers are back in court defending the state’s legislative boundaries. A bench trial challenging 11 Virginia House and Senate districts opened Monday in the Richmond Circuit Court. The lawsuit was brought by OneVirginia2021, a redistricting advocacy group. Ex-mayor pleads guilty in drug case Richard Silverthorne was arrested in August in sex-for-meth sting FAIRFAX CITY The former mayor of Fairfax City pleaded guilty to distributing methamphetamine Monday in connection with a high-profile sex-for-drugs sting that ended his political career last year. Richard “Scott” Silverthorne, 50, gave $200 worth of methamphetamine to an undercover police officer in August in exchange for what he thought would be an

orgy at a Tysons Corner hotel, Assistant Commonwealth Attorney Kathleen Bilton said in Fairfax County Circuit Court on Monday. The sting was staged after Fairfax County police received a tip in July that Silverthorne was using a website called Bare Back Real Time to meet men and possibly exchange methamphetamine for sex, Bilton told a judge. Police created a fake profile to lure Silverthorne, who was using an account under the name “Anotherfundcbottom.” Unaware he was communicating with

In 2009, when she was 21, Tarantino was arrested a second time for possession of heroin and went to prison for 15 months. The felony prevents her from adopting for a decade after her conviction, under a law that imposes a ban twice as long as federal standards on adoptions. Now 28, Tarantino is mounting a challenge to a law she says is unfair, antiquated and desperately needs to be changed. “It is

The Daily Press reports that Maurice Jones, 30, was jailed Sunday on child abuse and gun charges. Online jail records did not list an attorney for him. Police spokesman Brandon Maynard says Jones told police his daughters were running around when his 6-year-old daughter accidentally knocked a handgun off the bed. Will Trump set his sights on the moon? NASA has a new rocket and spaceship. How will they be put to use? SPACE NASA is building a jumbo rocket. It’s called the Space Launch System, or the SLS. The core stage of the SLS is slowly materializing. Technicians have completed the largest component — a liquid hydrogen fuel tank that’s 133 feet from nose to tail. Construction of the core stage of the SLS program is handled in Louisiana, at the Michoud Assembly Facility. The vast structure survived Hurricane Katrina in 2005, and then a direct hit from a tornado earlier this year. But the new rocket will have to survive the unpredictable crosswinds of Washington. President Trump is now in charge of the space program, and no one in Washington seems to have a clear idea what’s going to happen next. Trump has expressed interest in President John F. Kennedy’s vow in 1961 to put American astronauts on the moon by the end of the 1960s. Thus, everyone expects Trump to try to create a “Kennedy moment.” The 50th anniversary of the Apollo 11 lunar landing is coming up in two years. For NASA, that’s a huge anniversary — and suddenly everyone seems to be

talking about moon missions. President George W. Bush wanted U.S. boots on the moon by 2020. President Barack Obama killed the Bush program, saying we’d been there and done that. But with Republicans in control of both Congress and the White House, the moon looms larger. Last month, in his address to Congress, Trump made a single, enigmatic comment about space: “American footprints on distant worlds are not too big a dream.” Did that mean the moon? Mars? Trump hasn’t nominated anyone yet to lead NASA, nor has he picked a science adviser. He is expected to re-form the long-disbanded National Space Council, which would be headed by Vice President Pence and

oversee civilian and military space programs. In the meantime, civil servants at NASA are re-examining the current human spaceflight schedule to see whether there’s a way to do something dramatic before the end of Trump’s term. The first SLS launch, penciled in for late next year, will also be the first time it is paired with the new Orion crew capsule. The launch will test the hardware and life support equipment. Mannequins will serve as the crew. But last month, NASA’s acting administrator, Robert Lightfoot, asked his team to look at the feasibility of adding astronauts to the first test flight. POLITICS Fourteen million Americans would lose coverage next year under House Republican legislation remaking the nation’s healthcare system, and that figure would grow to 24 million by 2026, Congress’ nonpartisan budget analysts projected Monday. By 2026, the office estimated, a total of 52 million people would lack insurance — including 28 million already expected to lack coverage under Obama’s statute. The figures dealt a blow to a GOP drive already under fire from both parties and large segments of the medical industry. The report by the Congressional Budget Office flies in the face of President Trump’s aim of “insurance for everybody,” and he had been assailing the credibility of the CBO in advance of the release. Administration officials quickly took strong issue with it. Health Secretary Tom Price said the White House “disagrees strenuously” with the report. Price complained that the CBO only looked at the House bill, and not the two other parts of their three-phase plan. He also said that it will cover more individuals and lower costs. House Speaker Paul Ryan also defended the GOP health-care bill. A statement Monday said that Ryan is focusing on lower premiums and improved “access to quality, affordable care.” The Wisconsin Republican took the same approach as Price and said that the CBO analysis does not take into account additional steps the GOP-led Congress and Trump administration would take to lower costs and

EUROPE Scotland’s leader delivered a shocking twist to Britain’s EU exit drama Monday, announcing that she will seek authority to hold a new independence referendum in the next two years because Britain is dragging Scotland out of the EU against its will. First Minister Nicola Sturgeon, above, said she would move quickly to give voters a new chance to leave the United Kingdom because Scotland was being forced into a “hard Brexit” that it didn’t support. Britons decided in a June referendum to leave the EU, but Scots voted by 62 to 38 percent to remain. Sturgeon spoke in Edinburgh hours before Britain’s Parliament approved a Brexit bill that will allow the U.K. to start the formal, two-year exit process from the EU by March 31. Sturgeon said she would ask the Scottish Parliament next week to start the referendum process, to be held between the fall of 2018 and the spring of 2019. She said by then, details of Britain’s deal with the EU would be clear and Scottish voters could make “an informed choice.” The British government must agree before a legally binding referendum can be held. It didn’t say Monday whether it would do so, but the move drew a rebuke from Prime Minister Theresa May, who said a second referendum would be hugely disruptive. REDSKINS Despite the uncertainty hovering over quarterback Kirk Cousins, he and his teammates are proceeding as if he will be with Washington in 2017. Newly signed wide receiver Terrelle Pryor and Cousins traded text messages over the weekend and made plans to meet with other receivers soon to get a head start on offseason practices — which start late next month. In an introductory conference call Monday, Pryor said he’s looking forward to training with a “supporting cast” of new

teammates. Based on everything he’s heard from coaches, team officials and Cousins himself, he expects to play with the quarterback. Clean up your workout It’s time to make re-evaluating your fitness routine a part of spring cleaning WORKOUTS Spring is almost here, which means people are starting to weed through closets, kitchens and garages, resulting in hauls to Goodwill, curbside freebies and overflowing trash cans. This ubiquitous wish to clean and improve isn’t just for your home — here’s how you can translate spring cleaning to your health and fitness.

Inventory Jenny DeMarco, a D.C.-area personal trainer, suggests doing an inventory of what works and what doesn’t in your health and fitness routine. “If you made a New Year’s resolution, it’s good to check in every few months and just ask some inventory questions,” DeMarco says. Among her suggested questions: What was the original goal? Where am I now? How far do I have to go? What is helping/ hindering that goal? If you’re having a difficult time sorting through what needs to stay and what needs to go in your routine, it could be a good

time to hire a trainer. “Especially if you feel like you’ve plateaued, a trainer can help you figure out what is going on,” DeMarco says.

Switch up your routine If your routine has been consistent for a couple of months, it might be time to change things up to yield continued progress. This could mean increasing intensity, frequency or duration, or adding a new component. If there was no flexibility and core ingredient in your routine, then maybe add yoga. “We get into a comfort zone, and we tend to stay there,” DeMarco says. But it’s not just about continuing to progress, it’s also about staying injury-free. Injuries often start to pop up after six to eight weeks of a one-sided or repetitive-motion activity (such as running), says Robert Gillanders, a physical therapist with Point Performance Therapy in Bethesda.

Nutrition Part of recovery is also to nourish the body correctly — giving it enough good protein, carbs, vitamins, minerals and fat to work at its best. Scritchfield says you should aim to fill half your plate with veggies, followed by whole grains and a healthy lean protein. She suggests doing a kitchen and pantry makeover to get rid of expired products and to donate unused nonperishables to food banks. A decluttering of your kitchen can be part of creating a healthy eating environment. Fill that empty clean space with things that promote healthy habits, such as a large bowl of fresh fruit. “If you are looking right at it,” she says, “you are more likely to eat it.” GABRIELLA BOSTON

You’ve got time to run New research shows that while elite runners peak at age 35, the rest of us may not peak until we’re 50. These are the results of a study published in Plos One last month that examined 16 years of data from the Chicago, New York and Boston marathons. Researchers set out to determine the age at which both elite runners and recreational runners — or the average runner, defined as the median finisher within each age group — begin to slow. They found that the fastest marathoners for both men and women are in the 25-to-34 age group and that performance begins to decline for elite runners around age 35. Amy Krouse Rosenthal — author, filmmaker and speaker — died Monday at age 51. She was diagnosed in 2015 with ovarian cancer. Her death was confirmed by her literary agent. The Chicago native completed more than 30 books, including journals, memoirs and picture stories. She also made short films, gave TED talks and did commentary for NPR. TV REVIEW After HBO and Netflix struck gold with serialized true-crime documentaries (“The Jinx” and “Making a Murderer”), a flood of similar projects followed, in which cold cases and suspiciously prosecuted crimes have been stretched into elaborately layered whodunits that last several episodes. It was inevitable, then, that satire would want in on this game, and that seems to be the point of NBC’s new mockumentarystyle comedy “Trial & Error” (premiering today at 10 p.m.). In it, John Lithgow stars as Larry Henderson, a South Carolina poetry professor accused of pushing his second wife, Margaret, through a plate-glass window and killing her. A similar fate befell Larry’s first wife, and that, combined with his tonedeaf reaction to both incidents, makes him a particularly unsympathetic defendant. His rich brother-in-law tells the camera that this case calls for “a Northeastern” attorney, which is how a young New York law firm associate, Josh Segal (Nicholas D’Agosto), is sent to the small town of East Peck to handle Larry’s defense.
