New Jersey prosecutors said a Newark man pleaded guilty Monday to robbing the same 7-Eleven store three times in four days. Danger still in the air for D.C.’s famous trees as a cold snap nears THE DISTRICT The fragile but apparently resilient cherry blossoms survived this past weekend’s frigid temperatures and Monday’s snow. The lingering question is whether they will persist through the rest of the week’s cold snap. “I am hopeful that they won’t freeze off,” said Michael Stachowicz, the turf specialist for the National Park Service. “We are going to have to get through these next few days and see what happens.” Once budding cherry blossoms are exposed to temperatures below 27 degrees for a half-hour, 10 percent can become damaged. local Government: Metro’s inspections before start of project were lacking TRANSPORTATION A new report by the Government Accountability Office says that Metro failed to adequately plan in advance of its SafeTrack maintenance project — a concern that also has been raised by lawmakers and federal regulators in recent months. In the report, federal auditors said that inspections conducted in advance of the project were “not comprehensive and did not collect detailed data on the condition of all track infrastructure.” With better planning, GAO officials said, Metro could

have identified opportunities to conduct work more efficiently, reduced disruptions for riders and local jurisdictions, or saved money. “As a result, [the Washington Metropolitan Area Transit Authority’s] decision makers may not have used sufficient information to develop project objectives and to properly prioritize SafeTrack work,” the GAO report said. Metro General Manager Paul Wiedefeld sent a three-page response to the GAO report, defending the program’s swift implementation. “Simply put, we did not have the luxury of time to pull together a large project management plan,” Wiedefeld wrote in

POLITICS The White House launched an intensive effort Tuesday to salvage support for the Republican plan to revise the Affordable Care Act, as a growing number of lawmakers weighed in against the proposal. One day after the Congressional Budget Office released its analysis showing that 14 million fewer Americans would be insured next year under the GOP plan, Vice President Pence and Health and Human Services Secretary Tom Price went to Capitol Hill to rally backing for the proposal. But widespread dissatisfaction among both House and Senate lawmakers showed no signs of dissipating, increasing the chances that the proposal by House Speaker Paul Ryan, RWis., would have difficulty passing the House — not to mention whether it can collect a majority in the Senate. The White House is putting its political capital behind the Ryan proposal, however, and sent emissaries to the Hill to meet with skeptical lawmakers. Trump has enthusiastically backed the GOP plan, and its failure — or the failure of a similar measure — would likely tarnish his promise to replace Obamacare with a better system.

EUROPE The European Court of Justice ruled Tuesday that employers can prohibit wearing a hijab, a Muslim headscarf, at work. Although nonbinding, the decision sets an important precedent for the continent amid a fraught political climate. As strong anti-immigrant sentiment spreads into the political mainstream and right-wing parties soar in popularity ahead of several key elections this year, the ruling is bound to fan the flames of longsimmering culture wars in Europe, especially in France. The court addressed different complaints from two Muslim women — one from France and one from Belgium — who alleged that their employers had discriminated against them for wearing a hijab to the office. The judges concluded otherwise: “An internal rule … which prohibits the visible wearing of any political, philosophical or religious sign does not constitute direct discrimination.” Courts in France and Belgium will be left to settle the disputes in question. In France, still reeling from terrorist attacks in the past two years perpetrated mostly by Islamic State militants or sympathizers with French and European passports, the far-right National Front party is on the rise. Marine Le Pen, the party’s contender for president, is almost certain to qualify for the second and final round of the vote in May. Some estimates say France has the largest Muslim population in Europe, and the hijab has been a source of long-standing controversy in a secular country that bans overt religious signs from public life. SYRIA Aid deliveries have all but stopped for hundreds of thousands of Syrians living under siege, a medical group said Tuesday, raising the risk of death from starvation, malnutrition or a lack of basic medical care. As the war enters its seventh year, President Bashar al-Assad’s forces have recaptured all of the country’s major urban centers while continuing to pressure what remains of rebel-held enclaves around the capital, Damascus, despite a nationwide cease-fire. Caught in the crossfire are the many civilians heavily dependent on United Nations aid deliveries that require approval of the Syrian government. Physicians for Human Rights, a New York-based group monitoring humanitarian conditions in Syria, said the flow of lifesaving supplies has

slowed to a trickle since Jan. 1. Only one U.N. convoy reached its destination in January, and two arrived in February, according to the group. “Our findings show a clear pattern of obstruction and manipulation by Syrian authorities, who ensure that approved aid rarely reaches its intended targets,” said Elise Baker, PHR’s lead Syria researcher. Humanitarian access was meant to accompany a cease-fire brokered in December by Russia and Turkey. Teaching about Trump Should educators be allowed to offer up their own political views in the classroom? Oft-endangered Big Bird faces another threat

EDUCATION In the age of Trump, when current events are increasingly dominating classroom discussions, there’s a debate among educators over whether it’s appropriate or even ethical for teachers to weigh in with their own political views. Is there a point when such opinionating crosses the line into political proselytizing? It’s become a flashpoint at a time when many teachers say students are more energized than ever by current events, with issues such as immigration, racial justice and transgender rights discussed inside and outside the classroom. And students often ask teachers what they think. “There’s a general belief in the public that teachers shouldn’t be using their classroom as a soapbox, but there’s a ton of variation on what’s allowed and what’s not allowed,” said Paula McAvoy, program director at the University of Wisconsin’s Center for Ethics and Education. She’s seen everything from prohibitions on political statements and buttons to no policies whatsoever. But McAvoy contends that shying away from political discussions in the classroom isn’t the answer because schools should offer a place for young people to consider differences, challenge assumptions and form their own opinions. M i nnesota teacher Tom Schoper makes no secret of his conservative leanings (the Nixon/ Agnew and Barry Goldwater posters in his room are a clue), but said he makes a point to expose students to other perspectives, bringing in Democrats, Socialists, Libertarians and others to speak at his rural high school. “What I give the kids is opportunity. studies teacher said. “It’s up to those kids to make up their mind.” At West Chicago Community High School, government teacher Mary Ellen Daneels won’t give up her personal political beliefs, even when regularly pressed by students. “The kids go a little bit crazy,” she said. “They’ll come to me and say, ‘OK, when I graduate, can I Facebook message you and you’ll tell me what your partisanship is?’ ” Daneels’ stand is part of a voluntary non-disclosure pledge government teachers at her school have taken in order to stay out of the way of their students as they examine sensitive issues. POLITICS Once again, Big Bird is on the chopping block, threatened by the loss of federal funds that sustain public broadcasting stations. But the big yellow fella has been there before, and has survived each time. People in public broadcasting expect President Trump to propose “zeroing out” government funds of noncommercial radio and TV stations when he presents his first federal budget to Congress this week. This would eliminate the $445 million that Congress sends to the Corporation for Public Broadcasting, which passes the money to nearly 1,500 public media stations. The loss of federal money would be nearly catastrophic, particularly for small stations in remote communities, public broadcasters say. Those stations rely on federal funds for half or more of their annual budgets. The CPB’s share of the $4 trillion federal budget is typically around 0.01 percent. But it has long been a cultural piñata and symbol of government excess for conservatives. Presidents as far back as Richard Nixon and Ronald Reagan have discussed zero funding, only to have congressional allies save the day. President George W. Bargain shopping: Free agency haul is frugal, practical Despite prominent departures in the first week of free agency, the Redskins managed to break even while staying budget-conscious. After Pierre Garcon took more money to sign with the 49ers, and DeSean Jackson and Chris Baker accepted lucrative offers from the Buccaneers, Washington reloaded with cheap replacements. Wideout Terrelle Pryor helps offset the losses of Garcon and Jackson. Defensive tackles Stacy McGee and Terrell McClain could fill in for

Baker. Safety D.J. Swearinger gives the club a much-needed presence in the back end. The Giants added receiver Brandon Marshall and the Eagles picked up wideout Alshon Jeffery on a one-year deal, but the Redskins’ NFC East rivals have kept mostly quiet in free agency. That leaves the balance of power in the division unchanged, which isn’t good for Washington given it finished third last season. Still, the start to free agency could have gone worse. Franchising Kirk Cousins for $23.94 million in 2017 meant the Redskins couldn’t afford to keep everyone. Garcon

and Jackson combined for seven TD catches last year. They were never big red-zone targets, and their desire for long-term deals at age 30 made them too risky. The Redskins were expected to spend more freely after releasing general manager Scot McCloughan, which could have distracted fans from that public relations fiasco. Instead, the team was conservative, with president Bruce Allen calling the shots. Washington reportedly put in an offer for defensive end Calais Campbell, but it was too low to keep him from picking the Jaguars. Pryor can help at a position of need, but he’ll only tease fans if he has a big season because he’s on a one-year deal. He caught 77 passes for 1,007 yards and four touchdowns last year from six Cleveland quarterbacks. At 6 feet 4, Pryor gives the Redskins a red-zone receiver they sorely lacked last season. If Josh Doctson (6 feet 2) returns healthy, Washington has two

tall options to keep opponents from double-teaming tight end Jordan Reed. Swearinger can play either safety position and will likely be paired with Su’a Cravens. Swearinger sometimes misses tackles, but he’s known as a hard hitter with speed. The Redskins have been burned by slow safeties in recent years. McClain — a quick nose tackle with lateral speed — and McGee — who can play end and tackle and had 2.5 sacks last season — are tasked with improving a run defense that ranked 24th in 2016. After those signings, expect the Redskins to focus on the draft. They should pick a passrushing lineman in the first round. Inside linebacker and guard are also priorities. Around then sabermetric websites release win projections for the upcoming season, and the manager of the Orioles takes perverse pleasure in finding out how awful his team is going to be. His favorite is PECOTA, Baseball Prospectus’ projection model, which stands for player empirical comparison and optimization test algorithm. When this year’s came out Feb. 7, it had the Orioles going 72-90 in 2017 and finishing last in the AL East. Based on recent acquisitions — Baltimore signed outfielders Craig Gentry and Michael Bourn to minor-league contracts in February and recently brought back power hitter

Pedro Alvarez on a one-year, $2 million deal — it was revised to 74-88 as of Monday. Another manager coming off an 89-win season and a third trip to the playoffs in five years might be furious at the perceived slight. Showalter just chuckles. In 2012, PECOTA had the Orioles winning 71 games; they won 93. In 2013, PECOTA projected 75 wins; the Orioles won 85. In 2014, it was 75 and 96. In 2015, 78 and 81. And in 2016, 72 and 89. Three of those teams — 2012, 2014 and 2016 — made the playoffs. The Orioles went to the ALCS in 2014, and their 444 wins from 2012 through 2016 are the most of any AL team in that span. “They can’t quantify a lot of the things we’re good at,” Showalter said. Sounds like doomsday Early pop songs about nuclear war still strike a chord in Donald Trump’s America MUSIC When we were still innocent babes, pop songs prepared us for the things that couldn’t be prepared for. Sex. Heartbreak. Nuclear annihilation. Prince’s “1999” urged us to get ready for two out of three. He was our coolest Cold War child, sensitive and street-wise enough to convince the masses to dance in the nuclear twilight. Now, as our new president blurts forth his vision for an increasingly weaponized planet, “1999” sounds disconcertingly fresh. People listen to nuclear pop for different reasons. We borrow Joe Strummer’s courage when we sing along with The Clash’s “London Calling” (“A nuclear error, but I have no fear”). We pout with Morrissey when he begs for the bomb during “Everyday Is Like Sunday” (“Come, Armageddon,

come”). And when R.E.M. tells us that “It’s the End of the World as We Know It (And I Feel Fine),” we feel pretty fine, too. That’s because, throughout the greatest hits of the apocalypse, the end rarely seems nigh — not even during “A Hard Rain’s aGonna Fall,” a ballad that Bob Dylan first performed a month before Kennedy announced the existence of Soviet nukes in Cuba. Oblivion had never felt closer, but the dangers foretold in Dylan’s prophecy sounded far away — the stuff of “seven sad forests” and “a dozen dead oceans.” Then again, that was 1962. Maybe they’re closer now. Still, as sobering and distracting as they may be, the greatest nuclear pop songs are little more than hedges against the void. We buy them up hoping that we’ll never actually have to use them,

It was an ecstatic expression of resistance. Still is. To resist fear is to deny the button-pushers’ power. And until disarmament or Judgment Day, it remains our only option. FILM Walt Disney has shelved the release of “Beauty and the Beast” in mainly Muslim Malaysia, even though film censors said Tuesday it had been approved with a minor cut involving a “gay moment.” The country’s two main cinema chains said the movie, due out Thursday, has been postponed indefinitely. No reason was given. Film Censorship Board chairman Abdul Halim Abdul Hamid said he did not know why the film was postponed, as it was approved by the board after a minor gay scene was axed. He said scenes promoting homosexuality were forbidden and that the film was given a “P13” rating, which requires parental guidance for children under 13 years of age. “We have approved it but there is a minor cut involving a gay moment. It is only one short scene but it is inappropriate because

That’s two fewer gifts to buy! News broke this week that two separate weddings had taken place without any fanfare: Dave Franco to Alison Brie, and Ilana Glazer to David Rooklin. Franco, a star of “Neighbors,” and Brie, formerly of “Mad Men” and “Community,” announced their engagement in August 2015, after three years of dating. Publicists for both stars on Monday confirmed a People magazine report that the pair had wed. No details were released on where or when the ceremony took place. “Broad City” co-creator Glazer, meanwhile, had not announced news of her engagement to longtime boyfriend Rooklin, whom E! News reported that she met while both attended New York University. News of their nuptials was made public when comedian Phoebe Robinson shared a photo of the couple on Instagram, with a caption congratulating them “on getting hitched.” Glazer has not confirmed the news.
