It was taken from a parking lot after its driver dismounted to use a leaf blower, UPI said. Deputies stopped the vehicle and a suspect after laying down a spike strip in the road. The Tidal Basin — adjacent to many of the blossoms — also has a moderating influence on temperatures. “We made it through the weekend,” Stachowicz said. DAN RAUCH, the District’s wildlife biologist, saying Tuesday that a pair of bald eagles nesting at the National Arboretum in Northeast did a fine job protecting — and warming — their two eggs during a lateseason snow storm. The mother bird, he said, likely sat on the eggs throughout the storm with the father occasionally stepping in to give her a break.

Stachowicz said the ice hasn’t been heavy enough to break them. Over the next three days, temperatures could reach the low 20s in Washington, posing one last crucial test for the buds. “The next couple days are the coldest we have forecasted yet,” Stachowicz said. “Even though we have gotten down to 27 degrees, we haven’t seen that [10 percent] damage yet.” PERRY STEIN (THE WASHINGTON POST)

Danger still in the air for D.C.’s famous trees as a cold snap nears THE DISTRICT The fragile but apparently resilient cherry blossoms survived this past weekend’s frigid temperatures and Monday’s snow. The lingering question is whether they will persist through the rest of the week’s cold snap. “I am hopeful that they won’t freeze off,” said Michael Stachowicz, the turf specialist for the National Park Service. “We are going to have to get through these next few days and see what happens.” Once budding cherry blossoms are exposed to temperatures below 27 degrees for a half-hour, 10 percent can become damaged. National Park Service spokesman Mike Litterst said if the temperature gets down to 24 degrees there could be a 90 percent loss of blossoms. About 70 percent of the cherry blossoms are now in

local Late-season wetness leaves just a few inches of snow on the ground

REGION The first major winter storm in the Washington region closed some schools Tuesday and delayed the opening of others and the start of the day for federal workers, but it fell short of the paralyzing impact it had in New York and New England. Every major school system in the region closed Tuesday, with the exception of D.C. schools, which opened late. Several systems announced they would open late on Wednesday, and officials warned that snowy slush could turn to ice during colder overnight temperatures. The Washington Teachers’

Union criticized the decision to remain open Tuesday, saying it put faculty and students at risk. The decision to open schools two hours late was made by Mayor Muriel Bowser in consultation with school officials and multiple city agencies, said DCPS spokeswoman Michelle Lerner. “Our priority is to open schools whenever possible,” Lerner said, pointing to the 77 percent of the school district’s 48,000 students who qualify for free and reduced meals and rely on school for breakfast, lunch and dinner. The ice and heavy snow brought down trees and power lines, knocking out service for more than 5,000 customers in the Washington region, but in most cases utility workers moved quickly to restore power. Snowfall amounts varied. The

local Government: Metro’s inspections before start of project were lacking TRANSPORTATION A new report by the Government Accountability Office says that Metro failed to adequately plan in advance of its SafeTrack maintenance project — a concern that also has been raised by lawmakers and federal regulators in recent months. In the report, federal auditors said that inspections conducted in advance of the project were “not comprehensive and did not collect detailed data on the condition of all track infrastructure.” With better planning, GAO officials said, Metro could

have identified opportunities to conduct work more efficiently, reduced disruptions for riders and local jurisdictions, or saved money. “As a result, [the Washington Metropolitan Area Transit Authority’s] decision makers may not have used sufficient information to develop project objectives and to properly prioritize SafeTrack work,” the GAO report said. Metro General Manager Paul Wiedefeld sent a three-page response to the GAO report, defending the program’s swift implementation. “Simply put, we did not have the luxury of time to pull together a large project management plan,” Wiedefeld wrote in

GOP still fractured in wake of CBO report

SMART DOGGIE!

Yes, Fido is trying to fake you out

POLITICS The White House launched an intensive effort Tuesday to salvage support for the Republican plan to revise the Affordable Care Act, as a growing number of lawmakers weighed in against the proposal. One day after the Congressional Budget Office released its analysis showing that 14 million fewer Americans would be insured next year under the GOP plan, Vice President Pence and Health and Human Services Secretary Tom Price went to Capitol Hill to rally backing for the proposal. But widespread dissatisfaction among both House and Senate lawmakers showed no signs of dissipating, increasing the chances that the proposal by House Speaker Paul Ryan, RWis., would have difficulty passing the House — not to mention whether it can collect a majority in the Senate. The White House is putting its political capital behind the Ryan proposal, however, and sent emissaries to the Hill to meet with skeptical lawmakers. Trump has enthusiastically backed the GOP plan, and its failure — or the failure of a similar measure — would likely tarnish his promise to replace Obamacare with a better system.

The number of people who would lose health insurance over the next decade under the GOP health-care plan, according to an estimate by the Office of Management and Budget, Politco reported. The White House analysis is slightly more than the Congressional Budget Office’s estimate of 24 million. (EXPRESS)

Senate Majority Leader Mitch McConnell, R-Ky., attempted to play down the severity of the GOP split after a closed-door party lunch, aiming to shift the focus from the coverage numbers to more favorable terrain for Republicans. The CBO projected

that Ryan’s plan would reduce the federal budget deficit over the next decade and produce a 10 percent average decrease in premiums after that. “We are hoping to have a more vibrant market that will attract a greater number of people to actually be able to buy, at an affordable cost, insurance that actually makes sense for them,” McConnell told reporters. The GOP legislation faces an important test Thursday, when the House Budget Committee will meet to combine pieces of the legislation into a single bill and advance it to the House floor. The budget panel cannot make substantive changes to the bill, but it can make nonbinding recommendations before it goes to the floor for a final vote. KELSEY

You’re not imagining it. Your dog really is sneaky. National Geographic this week reported on a University of Zurich study that examines canine cunning. Dogs were paired with two humans, one who would keep a treat after showing it and one who would give it. The dogs then were shown three boxes — one holding a tasty sausage treat, one with a dull biscuit and one that was empty. Each dog then was asked to lead its humans to the boxes. Result? The dogs often led the “withholding human” to the empty box, preserving their chance to get the tasty treat later. (EXPRESS)

What’s at stake in the Dutch elections? The Netherlands goes to the polls today in elections for the 150-seat lower house of parliament. Here’s a look at the key players and issues. (AP) What’s on the line? The election is seen as a test of surging far-right populism ahead of national elections in France and Germany, far bigger EU nations. In the Netherlands, it’s about whether anti-Islam lawmaker Geert Wilders, above, can win enough seats to force his way into coalition talks.

Who’s in the running? Prime Minster Mark Rutte of the right-wing VVD party has held a narrow lead in polls over Wilders’ Party for Freedom. But while Rutte is leading, his party is set to lose seats and Wilders looks likely to increase the size of his parliamentary bloc.

What are the main issues? Wilders wants to close Dutch borders to immigrants from Muslim countries, shut mosques, ban the Quran and take the Netherlands out of the EU. Issues like the economy and health care have been overshadowed by parties’ populist agendas.

What happens next? Unofficial results will be known by late Wednesday or early Thursday. Official results will published on March 21. New lawmakers take office March 23.

EUROPE The European Court of Justice ruled Tuesday that employers can prohibit wearing a hijab, a Muslim headscarf, at work. Although nonbinding, the decision sets an important precedent for the continent amid a fraught political climate. As strong anti-immigrant sentiment spreads into the political mainstream and right-wing parties soar in popularity ahead of several key elections this year, the ruling is bound to fan the flames of longsimmering culture wars in Europe, especially in France. The court addressed different complaints from two Muslim women — one from France and one from Belgium — who alleged that their employers had discriminated against them for wearing a hijab to the office. The judges concluded otherwise: “An internal rule … which prohibits the visible wearing of any political, philosophical or religious sign does not constitute direct discrimination.” Courts in France and Belgium will be left to settle the disputes in question. In France, still reeling from terrorist attacks in the past two years perpetrated mostly by Islamic State militants or sympathizers with French and European passports, the far-right National Front party is on the rise. Marine Le Pen, the party’s contender for president, is almost certain to qualify for the second and final round of the vote in May. Some estimates say France has the largest Muslim population in Europe, and the hijab has been a source of long-standing controversy in a secular country that bans overt religious signs from public life. Aid choked off to Syrian civilians

SYRIA Aid deliveries have all but stopped for hundreds of thousands of Syrians living under siege, a medical group said Tuesday, raising the risk of death from starvation, malnutrition or a lack of basic medical care. As the war enters its seventh year, President Bashar al-Assad’s forces have recaptured all of the country’s major urban centers while continuing to pressure what remains of rebel-held enclaves around the capital, Damascus, despite a nationwide cease-fire. Caught in the crossfire are the many civilians heavily dependent on United Nations aid deliveries that require approval of the Syrian government. Physicians for Human Rights, a New York-based group monitoring humanitarian conditions in Syria, said the flow of lifesaving supplies has

slowed to a trickle since Jan. 1. Only one U.N. convoy reached its destination in January, and two arrived in February, according to the group. “Our findings show a clear pattern of obstruction and manipulation by Syrian authorities, who ensure that approved aid rarely reaches its intended targets,” said Elise Baker, PHR’s lead Syria researcher. Humanitarian access was meant to accompany a cease-fire brokered in December by Russia and Turkey. But in January, senior U.N. adviser Jan Egeland blamed the stoppage on a “hopeless, bureaucratic quagmire.” Additionally, the U.N. has said, food supplies have been inadequate to prevent malnutrition, and medical supplies have often been taken by government soldiers. Teaching about Trump Should educators be allowed to offer up their own political views in the classroom? Oft-endangered Big Bird faces another threat

CAROLYN THOMPSON (AP)

EDUCATION In the age of Trump, when current events are increasingly dominating classroom discussions, there’s a debate among educators over whether it’s appropriate or even ethical for teachers to weigh in with their own political views. Is there a point when such opinionating crosses the line into political proselytizing? It’s become a flashpoint at a time when many teachers say students are more energized than ever by current events, with issues such as immigration, racial justice and transgender rights discussed inside and outside the classroom. And students often ask teachers what they think. “There’s a general belief in the public that teachers shouldn’t be using their classroom as a soapbox, but there’s a ton of variation on what’s allowed and what’s not allowed,” said Paula McAvoy, program director at the University of Wisconsin’s Center for Ethics and Education. She’s seen everything from prohibitions on political statements and buttons to no policies whatsoever. But McAvoy contends that shying away from political discussions in the classroom isn’t the answer because schools should offer a place for young people to consider differences, challenge assumptions and form their own opinions. M i nnesota teacher Tom Schoper makes no secret of his conservative leanings (the Nixon/ Agnew and Barry Goldwater posters in his room are a clue), but said he makes a point to expose students to other perspectives, bringing in Democrats, Socialists, Libertarians and others to speak at his rural high school. “What I give the kids is opportunity. I set the table,” the GlencoeSilver Lake High School social

studies teacher said. “It’s up to those kids to make up their mind.” At West Chicago Community High School, government teacher Mary Ellen Daneels won’t give up her personal political beliefs, even when regularly pressed by students. “The kids go a little bit crazy,” she said. “They’ll come to me and say, ‘OK, when I graduate, can I Facebook message you and you’ll tell me what your partisanship is?’ ” Daneels’ stand is part of a voluntary non-disclosure pledge government teachers at her school have taken in order to stay out of the way of their students as they examine sensitive issues. She said the policy also keeps the instructors above reproach should anyone suspect students are being steered one way or another. “It’s inevitable for social studies teachers to have an opinion,” Niagara Falls (N.Y.) High School student Michael McDonald, 17, said after a class lesson on political cartoons taking aim at Donald

Punishing teachers Some administrators across the U.S. have taken a hard line on teachers who shared political views. (AP) A Tuscaloosa, Ala., teacher was temporarily suspended without pay and sent to sensitivity training for displaying a Trump image with an “Obama, you’re fired!” caption in his classroom the day after the election. A Dallas art teacher was put on administrative leave after being caught on video shooting a squirt gun at an image of Trump in her class and yelling, “Die!” A New York City teacher received a disciplinary letter after a vocabulary question on a homework assignment sought the word “haughty” to describe Trump’s speaking manner.

think it’s a problem.” His teacher, Julie Conti, pressed students about the intent, structure and effectiveness of the cartoons they examined, but stayed neutral on whether she agreed with the content. Conti said she sometimes plays devil’s advocate to get a classroom conversation started, but her aim is to give students the knowledge and ability to make up their own minds. “If I just express my opinion, I don’t think that has done that for them,” she said. Larry Paska, executive director of the National Council for the Social Studies, an organization of educators and curriculum designers, acknowledged that teachers’ weighing in to class discussions with their own politics can be fraught with peril. “You are helping kids to form their own perspective and I think by including your own, you shape it for them,” he said. “And that’s not really the goal of social education.” CAROLYN THOMPSON (AP)

POLITICS Once again, Big Bird is on the chopping block, threatened by the loss of federal funds that sustain public broadcasting stations. But the big yellow fella has been there before, and has survived each time. People in public broadcasting expect President Trump to propose “zeroing out” government funds of noncommercial radio and TV stations when he presents his first federal budget to Congress this week. This would eliminate the $445 million that Congress sends to the Corporation for Public Broadcasting, which passes the money to nearly 1,500 public media stations. The loss of federal money would be nearly catastrophic, particularly for small stations in remote communities, public broadcasters say. Those stations rely on federal funds for half or more of their annual budgets. The CPB’s share of the $4 trillion federal budget is typically around 0.01 percent. But it has long been a cultural piñata and symbol of government excess for conservatives. Presidents as far back as Richard Nixon and Ronald Reagan have discussed zero funding, only to have congressional allies save the day. President George W. Bush proposed zero funding in all eight years of his administration, but the CPB’s appropriation actually grew 14 percent during the Bush years. PAUL FARHI (THE WASHINGTON POST)

nation+world Attack is first seizure of large vessel on key trade route since 2012 SOMALIA Armed men are demanding a ransom for the release of an oil tanker they have seized off the coast of Somalia and the crew is being held captive, the European Union anti-piracy operation in the region announced late Tuesday. An EU Naval Force statement said the operation had finally made contact with the ship’s master, who confirmed that armed

men were aboard the Comorosflagged tanker Aris 13. Monday’s hijacking of the Aris 13 was the first such seizure of a large commercial vessel off Somalia since 2012. It came as a surprise to the global shipping industry as patrols by the navies of NATO countries, as well as China, India and Iran, had suppressed Somali pirate hijackings for several years. However, the United Nations warned in October that the situation was fragile and that Somali pirates “possess the intent and capability to resume attacks.”

Officials: Somali pirates hijack tanker

The Aris 13 oil tanker, shown above in 2014, was manned by eight Sri Lankan sailors when it was hijacked by Somali pirates Monday.

One expert said some in the region had let down their guard as the situation calmed. NATO ended its anti-piracy mission off Somalia in December. A Somali pirate in touch with the armed men aboard the tanker said the amount of ransom had not yet been decided. The Aris 13, manned by eight Sri Lankan sailors, was carrying fuel from Djibouti to Somalia’s capital, Mogadishu, when it was approached by men in two skiffs, said John Steed, the director of Oceans Beyond Piracy. RICK SNIDER | SPORTS GURU

Bargain shopping: Free agency haul is frugal, practical Despite prominent departures in the first week of free agency, the Redskins managed to break even while staying budget-conscious. After Pierre Garcon took more money to sign with the 49ers, and DeSean Jackson and Chris Baker accepted lucrative offers from the Buccaneers, Washington reloaded with cheap replacements. Wideout Terrelle Pryor helps offset the losses of Garcon and Jackson. Defensive tackles Stacy McGee and Terrell McClain could fill in for

Baker. Safety D.J. Swearinger gives the club a much-needed presence in the back end. The Giants added receiver Brandon Marshall and the Eagles picked up wideout Alshon Jeffery on a one-year deal, but the Redskins’ NFC East rivals have kept mostly quiet in free agency. That leaves the balance of power in the division unchanged, which isn’t good for Washington given it finished third last season. Still, the start to free agency could have gone worse. Franchising Kirk Cousins for $23.94 million in 2017 meant the Redskins couldn’t afford to keep everyone. Garcon

and Jackson combined for seven TD catches last year. They were never big red-zone targets, and their desire for long-term deals at age 30 made them too risky. The Redskins were expected to spend more freely after releasing general manager Scot McCloughan, which could have distracted fans from that public relations fiasco. Instead, the team was conservative, with president Bruce Allen calling the shots. Washington reportedly put in an offer for defensive end Calais Campbell, but it was too low to keep him from picking the Jaguars. Pryor can help at a position of need, but he’ll only tease fans if he has a big season because he’s on a one-year deal. He caught 77 passes for 1,007 yards and four touchdowns last year from six Cleveland quarterbacks. At 6 feet 4, Pryor gives the Redskins a red-zone receiver they sorely lacked last season. If Josh Doctson (6 feet 2) returns healthy, Washington has two

tall options to keep opponents from double-teaming tight end Jordan Reed. Swearinger can play either safety position and will likely be paired with Su’a Cravens. Swearinger sometimes misses tackles, but he’s known as a hard hitter with speed. The Redskins have been burned by slow safeties in recent years. McClain — a quick nose tackle with lateral speed — and McGee — who can play end and tackle and had 2.5 sacks last season — are tasked with improving a run defense that ranked 24th in 2016. After those signings, expect the Redskins to focus on the draft. They should pick a passrushing lineman in the first round. Inside linebacker and guard are also priorities. And if team officials believe a long-term deal with Cousins isn’t possible, they’ll need a quarterback for 2018, too. Rick Snider has covered sports in Washington since 1978. Eddie Lacy’s agents said Tuesday that the former Packers running back agreed to terms with the Seahawks, reportedly on a oneyear, $5.55 million deal. Here’s what Lacy brings. GABE HIATT (EXPRESS)

3 Depth Christine Michael led Seattle in rushing last year, and he was cut midseason. Backs C.J. Prosise and Thomas Rawls were both injured and logged nine starts combined.

2 Power The Seahawks had just 13 rushing TDs last year. Lacy, who’s 230 pounds at his lightest, can bully his way into the end zone. He had 20 TD runs in his first two seasons.

1 Murky potential After making the Pro Bowl as a rookie and posting two 1,000-yard campaigns, Lacy, 26, has been limited by injuries and weight (at 5-11, 267). he reportedly is up to 26 )

Cousins: Trade ‘demand’ lost in translation

Kirk Cousins was shopping with his wife last week when he learned about a report from ESPN’s Chris Mortensen that said the QB “appealed personally” to owner Dan Snyder for a trade but was told “not to get his hopes up.” On a Monday podcast with ESPN’s Adam Schefter, Cousins said a shoe salesman told him: ”I heard you demanded a trade.” Cousins told Schefter he made no demand but did inquire about the team’s thinking. MLB The first week of February is one of Buck Showalter’s favorite times of the year, and not only because spring training is near. Around then sabermetric websites release win projections for the upcoming season, and the manager of the Orioles takes perverse pleasure in finding out how awful his team is going to be. His favorite is PECOTA, Baseball Prospectus’ projection model, which stands for player empirical comparison and optimization test algorithm. When this year’s came out Feb. 7, it had the Orioles going 72-90 in 2017 and finishing last in the AL East. Based on recent acquisitions — Baltimore signed outfielders Craig Gentry and Michael Bourn to minor-league contracts in February and recently brought back power hitter

Pedro Alvarez on a one-year, $2 million deal — it was revised to 74-88 as of Monday. Another manager coming off an 89-win season and a third trip to the playoffs in five years might be furious at the perceived slight. Showalter just chuckles. In 2012, PECOTA had the Orioles winning 71 games; they won 93. In 2013, PECOTA projected 75 wins; the Orioles won 85. In 2014, it was 75 and 96. In 2015, 78 and 81. And in 2016, 72 and 89. Three of those teams — 2012, 2014 and 2016 — made the playoffs. The Orioles went to the ALCS in 2014, and their 444 wins from 2012 through 2016 are the most of any AL team in that span. “They can’t quantify a lot of the things we’re good at,” Showalter said. Fourth-ranked Terps have to topple UConn to make the Final Four

Wizards look to fix defense in return home NBA During their recent Western Conference road trip, the Wizards accomplished a feat that no other team in the league has pulled off. This season, there have been 19 times in which a team has played four games in five nights. According to Elias Sports Bureau, Washington became the first to go 4-0. Following the trip’s rocky conclusion, a 119-104 loss Monday to the Timberwolves in the Wizards’ fifth game in seven nights, players reveled in their previous triumphs. But the four wins could not mask a problem that followed Washington throughout the trip. “No excuses, we just didn’t come out and play great defensively,” John Wall said. The Wizards had to win three of their four games by coming back from double-digit deficits. On Monday, Timberwolves center Karl-Anthony Towns scored 39 points, point guard Ricky Rubio racked up a franchise-best 19 assists and Minnesota shot 52.3 percent. Bradley Beal said that for the Wizards to play better against the visiting Mavericks tonight (7, CSN), they have to regain their rhythm and communicate better. “We’re getting back to the old Wizards, doing some old stuff that we were doing before we got going,” Beal said. “So we’ve got to break those habits and just get back in the gym.” CANDACE

WOMEN’S BASKETBALL Ranked No. 4 in the country after going 30-2 and being crowned Big Ten champions for a third consecutive year, Maryland was stunned and disappointed to receive a No. 3 seed in the NCAA Tournament. As if that weren’t insulting enough, the Terrapins’ path the Final Four is impeded by potential matchups with Big 12 champion West Virginia, stillhated No. 2 seed Duke and yes, unbeaten and top-seeded UConn.

That’s harsh for a team that only lost at home to UConn (by six points) and at Ohio State, which shared the regular-season Big Ten title with Maryland. Terps coach Brenda Frese, her players, friends, family and fans gathered at Xfinity Center on Monday night to watch the selection show. When she learned Maryland’s fate, Frese forced a smile and shrugged. “I’m not sure I’ve ever seen from the men’s or the women’s side, a team ranked top four in the country receive a three seed,” Frese said. “You know what? It’s not going to help you win or lose a game. We’ve got to go out and put our best foot forward.”

No. 3 seed mystifies Maryland

Coach Brenda Frese, whose Terps won the Big Ten tournament, expected a higher seed.

The coach has led the Terps to seven Sweet 16 appearances, three Final Fours and the 2006 title. The selection committee put more weight on a nonconference schedule that included UConn and Louisville but was otherwise soft. “We had no bad losses, we had 30 wins, we won the (Big Ten) regular season, we won the tournament. ... It’s disappointing because we felt like we controlled our destiny, and what we did was win,” Frese said. Maryland opens the tournament at home at noon Friday against Patriot League champion Bucknell. If the Terps prevail, they will face the winner of ElonWest Virginia. DAVID GINSBURG (AP)

Sounds like doomsday Early pop songs about nuclear war still strike a chord in Donald Trump’s America MUSIC When we were still innocent babes, pop songs prepared us for the things that couldn’t be prepared for. Sex. Heartbreak. Nuclear annihilation. Prince’s “1999” urged us to get ready for two out of three. He was our coolest Cold War child, sensitive and street-wise enough to convince the masses to dance in the nuclear twilight. Now, as our new president blurts forth his vision for an increasingly weaponized planet, “1999” sounds disconcertingly fresh. People listen to nuclear pop for different reasons. We borrow Joe Strummer’s courage when we sing along with The Clash’s “London Calling” (“A nuclear error, but I have no fear”). We pout with Morrissey when he begs for the bomb during “Everyday Is Like Sunday” (“Come, Armageddon,

come”). And when R.E.M. tells us that “It’s the End of the World as We Know It (And I Feel Fine),” we feel pretty fine, too. That’s because, throughout the greatest hits of the apocalypse, the end rarely seems nigh — not even during “A Hard Rain’s aGonna Fall,” a ballad that Bob Dylan first performed a month before Kennedy announced the existence of Soviet nukes in Cuba. Oblivion had never felt closer, but the dangers foretold in Dylan’s prophecy sounded far away — the stuff of “seven sad forests” and “a dozen dead oceans.” Then again, that was 1962. Maybe they’re closer now. Still, as sobering and distracting as they may be, the greatest nuclear pop songs are little more than hedges against the void. We buy them up hoping that we’ll never actually have to use them,

A song’s greater truth

Rap’s most salient Armageddon jam has more to do with systemic racial profiling than lingering nuclear paranoia. In the second verse of 1997’s “Apocalypse,” Wyclef Jean reports that Brooklyn has just “turned to Hiroshima,” so he flees to New Jersey, where the cops attempt to pull him over for driving while black. Amid the chaos, someone robbed a gas station, and he matches the description. But it couldn’t have been him — “I was at the Grammys with Brandy,” Wyclef raps. Twenty years later, the truth in this song still burns. C.R.

like bicycle helmets, or the extra coverage at the Hertz kiosk. They feel insufficient. As they should. No one song could prepare us for a self-inflicted mass extinction, but there are two that bravely try. The first is “Nuclear War,” an obscure jazz prayer recorded by Sun Ra in 1982. Over a series

Netflix to complete and restore unfinished Orson Welles film “The Other Side of the Wind”

of ascending piano chords, the bandleader draws the members of his Arkestra group into a singalong: “It’s a mother----er, don’t you know/ If they push that button, your ass gotta go.” He sounds loose, relaxed, profoundly disappointed, but ultimately at peace with the fact that his wishes have no bearing on our planet’s nuclear destiny. This is a piece of music that looks oblivion square in the eye and accepts it. And then there’s “1999,” a song that soothes our collective fear of collective death by inviting all of humanity to the greatest party ever thrown. Prince knew the score. “Everybody’s got a bomb, we could all die any day,” he sang, “but before I’ll let that happen, I’ll dance my life away.” This wasn’t just babble. It was an ecstatic expression of resistance. Still is. To resist fear is to deny the button-pushers’ power. And until disarmament or Judgment Day, it remains our only option. “Heavy,” the first single from Linkin Park’s upcoming album “One More Light,” puts the band’s Chester Bennington and singer Kiiara at the forefront of its video. FILM Walt Disney has shelved the release of “Beauty and the Beast” in mainly Muslim Malaysia, even though film censors said Tuesday it had been approved with a minor cut involving a “gay moment.” The country’s two main cinema chains said the movie, due out Thursday, has been postponed indefinitely. No reason was given. Film Censorship Board chairman Abdul Halim Abdul Hamid said he did not know why the film was postponed, as it was approved by the board after a minor gay scene was axed. He said scenes promoting homosexuality were forbidden and that the film was given a “P13” rating, which requires parental guidance for children under 13 years of age. “We have approved it but there is a minor cut involving a gay moment. REGISTRIES

That’s two fewer gifts to buy! News broke this week that two separate weddings had taken place without any fanfare: Dave Franco to Alison Brie, and Ilana Glazer to David Rooklin. Franco, a star of “Neighbors,” and Brie, formerly of “Mad Men” and “Community,” announced their engagement in August 2015, after three years of dating. Publicists for both stars on Monday confirmed a People magazine report that the pair had wed. No details were released on where or when the ceremony took place. “Broad City” co-creator Glazer, meanwhile, had not announced news of her engagement to longtime boyfriend Rooklin, whom E! News reported that she met while both attended New York University. News of their nuptials was made public when comedian Phoebe Robinson shared a photo of the couple on Instagram, with a caption congratulating them “on getting hitched.” Glazer has not confirmed the news. (EXPRESS/AP)

Amber Tamblyn revealed the name of her daughter with David Cross in an Instagram post on Monday. She shared a photo of a letter from former Secretary of State Hillary Clinton addressed to Marlow Alice Cross, and said that Clinton counted herself among the baby’s “vast community of admirers and champions.” Tamblyn had previously joked that the baby’s name was Dauphinoise. So to everybody else applying — good luck! “Black-ish” star Yara Shahidi told W magazine that she has a big supporter in her pursuit of a college education: Michelle Obama. Shahidi said the former first lady wrote her a letter of recommendation for her applications, and gave her a supportive pat on the back before Shahidi took her Advanced Placement exams. She says Obama is “very amazing and such a supporter.” (AP)

CONSPIRACY THEORIES

And if you look at the photo from one angle, it reads, ‘Paul is dead’ Fans buzzed this week that Beyonce had revealed the sex of her soonto-be-born twins in a photo posted Monday to her website. In the photo, several Twitter users pointed out, Beyonce wears the same round silver earrings as she did in her video for the 2008 song “If I Were a Boy.” The singer has not commented on the rumor shared by many that this means she’s expecting boys.
