A novel twist of fate in D.C. THE DISTRICT The librarian plucks a book from a cart at the Martin Luther King Jr. Memorial Library in downtown D.C. and flips through the pages, scanning “Goodbye, Sweetwater” for signs of damage. “Is it stained? Is it torn?” Jo Stallworth asks of the 1988 collection of stories by novelist Henry Dumas. “Because even if you say, ‘It’s a good book,’ but the binding is cracked and the cover is falling off, it’s taking space from another book on the shelf.” Since the central library closed its doors to the public for a $208 million, three-year renovation, Stallworth and dozens of other librarians have been examining thousands of books. Their job is to determine whether the titles should be kept, given to other branches or donated to Better World Books, which saves books from landfills.
As she scrutinizes “Goodbye, Sweetwater,” Stallworth’s eyes land on pages 12 and 13. “Oh, my,” she says. Someone has written in pencil in the margins, scribbling notes as though it were his or her own personal copy, with little regard for the next borrower. It takes just a few seconds for Stallworth to decide the book’s fate. She places “Goodbye, Sweetwater” on a cart destined for donation. “I think there is someone out there who will treasure this book — insights [in the margin] and all,” Stallworth says, as she moves to the next book. There is a hushed silence as she works. No one is roaming the stacks. The library’s vast lobby is empty. The culling process is a librarian’s dream, says Sheryl Katzin, assistant director of collections for the D.C. Public Library system. “People go to library school because they love books, they love reading and whatever it is that drives them in that direction,” she

A Virginia woman’s pet fox is back home, safe and sound, after going missing last week. Brittany Smalley told NBC12 that her fox Swiper escaped when a storm blew her front door open. After someone reported spotting the fox Thursday near a laundromat, Smalley said she used Swiper’s favorite fruit, cantaloupe, to lure him into his carrier and took him home. Virginia allows residents to keep foxes as pets as long as they’re not the red-colored ones. Red wild foxes are native to the state. (AP)

Police: Man broke in, then broke his leg A burglary suspect in Virginia ruined his own getaway — first by breaking his leg in a jump off a balcony, and then by calling authorities to help him. Police said Leoul Yosef, 21, will be charged with burglary for allegedly breaking into an Alexandria apartment Wednesday and then jumping from the second story after the resident returned home. Officers said they were following the snow trail when they got a 911 call from a man in the vicinity saying he had broken his leg. Responding officers matched the identity of the caller to the burglary suspect. (AP)

MARYLAND A 34-year-old was lured to woods in suburban Maryland, where assailants armed with knives had already dug his grave. A 22-yearold, also taken into a wooded area, was ordered to his knees and shot in the face. An 18-year-old, ambushed near a stream, was stabbed and stoned as he crawled into the water and died under a bridge of the Capital Beltway. The shocking murders 18 months ago signaled a resurgence in Montgomery County of the notorious MS-13 gang. Now, with federal racketeering cases underway for three suspects arrested in connection with the killings, court documents lay out a brutal chain of command that law enforcement says drives the violence. Organized in local MS-13 units called “cliques,” the Maryland gangs put prospective members under long periods of “observations” before allowing them in. Ascension in the gang involves at least five rank designations, according to federal court records, with clique leaders using social media and coded words to stay in constant contact with superiors in the U.S. and El Salvador. The hierarchy enforces allegiance among members and violence toward rivals, according to law enforcement officials. Where it is less effective, they say, is in making money from their ventures like extortion and drug dealing. The dues collected from Montgomery County MS-13 members at their weekly meetings, according to local detectives, can be as little as $10. “What we see, and why we make these cases a priority,

is the violence,” said William Moomau, an assistant U.S. attorney in Maryland. The murder of Denis MontufarBautista, whose body was found floating in a creek under the Beltway, was vicious. He died of stab wounds, blows to the head from heavy rocks and drowning. Federal court papers say that in weeks before the murder, gang members concluded that Montufar-Bautista, also an associate of MS-13, had run afoul of gang rules. They held a disciplinary meeting called “court” and sentenced him to a beating, according to court records. Montufar-Bautista reported the assault to police, prompting the local gang members to seek permission for, and carry out, his murder, according to court records. MS-13 was formed in the 1980s in Los Angeles by Salvadoran immigrants who wanted protection from gangs there. By the early 2000s, MS-13 gang members in and around Washi ngton had grown i n

While on the cusp of full membership, federal court records assert, he helped plan and took part in the December 2015 murder of Montufar-Bautista, the 18-yearold found floating in the creek. The indictment accuses CoreasMejia of extortion, conspiracy to engage in racketeering, committing murder in aid of racketeering and other crimes. “Individuals who had advanced to the final level before being ‘jumped in’ were called ‘chequeos’ or ‘cheqs,’ ” federal prosecutors wrote. “Chequeos underwent a probationary period during which they were required to commit crimes on behalf of MS-13 to achieve trust and prove their loyalty to the gang.” Federal prosecutors allege Coreas-Mejia, at the time of the 2015 killing, was on the verge of becoming an MS-13 “homeboy.” DAN MORSE (THE WASHINGTON POST)
The remains of an adult and a pet have been found in the wreckage of a house in Maryland that was leveled by an explosion. Montgomery County Fire Chief Scott Goldstein said Saturday that the remains were found in the wreckage of the home on Ashley Drive in Rockville. It was not clear whether the remains belonged to the home’s owner, who has not been accounted for since the explosion early Friday. Two students charged in girl’s rape in bathroom Two male high school students have been charged with raping a female student in a bathroom during school hours. The assault happened Thursday morning at Rockville High School, police said Friday. The 14-year-old girl was walking in a hallway when she met the teens. MARYLAND Maryland Gov. Larry Hogan said Friday that he supports banning hydraulic fracturing for natural gas in the state. The Republican’s announcement gives a strong boost to legislation to ban the drilling process known as fracking. The House of Delegates, which is controlled by Democrats, already has passed a bill to ban the practice. The Senate, also controlled by Democrats, has legislation pending to either ban fracking or place a moratorium on it. “Because of Maryland’s unique position in the country and our wealth of natural resources, our administration has concluded that [the] possible environmental risks of fracking simply outweigh any potential benefits,” Hogan said at a news conference. “This legislation, I
believe, is an important initiative to safeguard our environment, and I urge members of the legislature on both sides of the aisle in both houses to come together and to finally put this issue to rest once and for all.” Fracking isn’t being done in Maryland now, but a portion of the western side of the state sits atop the Marcellus Shale, which runs underground from New York to Tennessee. Neighboring West Virginia and Pennsylvania allow fracking, while New York banned it due to health concerns. A Maryland moratorium on issuing permits ends Oct. 1, prompting lawmakers this session to weigh a ban or extension. Cold snap hits cherry trees THE DISTRICT Cold weather has killed half of the blossoms on Washington’s famous cherry trees just as they were reaching peak bloom, park service officials said. The blooming of the trees is a big tourist draw and is closely watched as a sign of spring in the nation’s capital. Gay Vietzke, superintendent of the National Mall and Memorial Parks, said Friday there will still be a “brilliant display of the white and pink blooms,” and that the Yoshino cherry trees will be just as “spectacular as ever.” That said, visitors who come every year will notice a slight

Park Service spokesman Mike Litterst had previously said that if the temperature got down to 24 degrees, there could be a 90 percent loss of the blossoms, which were expected to be at their peak between Sunday and Wednesday. The loss of nearly 50 percent of the buds is expected to push the peak bloom date to late this week or the weekend. The cold weather did not do any long-term damage to the Yoshino trees, but Litterst said Friday that it killed blooms at the fifth of six stages of blooming — the so-called “puffy white” stage.

Korea declares test of new rocket ‘historic’ Ground test of engine comes while Tillerson is in neighboring China NATIONAL SECURITY Kim Jong Un has presided over a rocket engine test “of historic significance,” North Korean state media said Sunday, a test that coincided with U.S. Secretary of State Rex Tillerson’s visit to neighboring China. The North Korean leader claimed the ground test marks what will be known as the “March 18 revolution” in the development of the country’s rocket industry. Kim’s regime is known for making exaggerated claims and belligerent threats it can’t back up, but this boast comes amid heightened tensions in the region.
North Korea has been making steady and observable progress with its missile program, and Tillerson said Friday that “all options,” including military ones, are on the table to stop it. China still sees diplomacy as the overriding strategy. “No matter what happens, we have to stay committed to diplomatic means as a way to seek peaceful settlement,” Chinese Foreign Minister Wang Yi said Saturday. Tillerson struck a more conciliatory tone in Beijing than he had a day earlier in Seoul, stressing that China and Washington share a “common view” that North Korea must be stopped. North Korea’s state media report Sunday indicated that the new rocket engine is to be used for the country’s space and
satellite-launching program, a claim many doubt. North Korea is banned by the U.N. from conducting long-range missile tests. The rocket engine North Korea tested appeared to be powered with liquid fuel, according to Melissa Hanham, an expert at the James Martin Center for Nonproliferation Studies, rather than the solid fuel the regime has worked on recently. Liquid-fuel rockets are much easier to spot with satellites because they require more outdoor preparation. “There is nothing about this rocket engine itself that makes me more terrified, but taken as a whole, it’s pretty clear that they are trying to give us proof of their growing missile program,” Hanham said.

Democrats will focus on the potential connections between the Trump team and Russia. But watch Republicans: Those who pursue similar questions will be knowingly and openly crossing the White House. Mike Rogers, director of the NSA, will appear today before the House Intelligence Committee to speak about alleged Russian meddling in the 2016 elections, including potential connections between President Trump’s inner circle and the Kremlin. It is the first time Comey and Rogers have testified publicly since Trump took office two months ago — a period during which Trump’s first national security adviser, Michael Flynn, resigned and Attorney General Jeff Sessions recused himself from Trump-related investigations. In recent weeks, Trump joined the fray with counter-accusations of his own, such as his charge that the Obama administration conducted a wiretap of his phones at Trump Tower in New York. Here are three things to watch for at today’s 10 a.m. House Intelligence Committee hearing.
President Trump’s tweet Saturday accusing Germany of owing the U.S. “vast sums of money” for NATO might have been an attempt to put pressure on the European ally. But Berlin rejected his claim and questioned his grasp of NATO finances. On Sunday, German Defense Minister Ursula von der Leyen, above, called the criticism “inaccurate,” without mentioning the president’s name. “NATO does not have a debt account,” von der Leyen said, according to her ministry. NATO has only a small logistical budget, which relies on funding by all members. The vast majority of NATO members’ total resources are managed domestically. NATO members are urged to contribute 2 percent of their GDP to defense spending. Germany’s criticism was echoed by others, including former U.S. ambassador to NATO Ivo Daalder. “Trump’s comments misrepresent the way NATO functions,” Daalder said. “The president keeps saying that we need to be paid by the Europeans for the fact that we have troops in Europe or provide defense there. But that’s not how it works.” There is growing concern in Berlin over trans-Atlantic relations. 1928-2017 Jimmy Breslin, long the gruff and rumpled king of streetwise New York newspaper columnists, a Pulitzer Prize winner whose muscular, unadorned prose pummeled the venal, deflated the pompous and gave voice to ordinary city-dwellers for decades, died Sunday at his home in Manhattan. He was 88. The cause was complications from pneumonia, stepdaughter Emily Eldridge said. For an “unlettered bum,” as Breslin called himself, he left an estimable legacy of work, including 16 books — seven of them novels — plus two anthologies of his columns. He worked his way up from a copy boy to reporting. Starting in the 1960s, he wrote columns for the old New York Herald Tribune and later for the Daily News and the Long Island-based Newsday, where his final regular column appeared in 2004. Scornful of journalists who “sit in their offices and write term papers,” he prowled for copy in tenements and saloons, union halls and welfare lines. One of his best-remembered pieces came in 1963. The suspect, Ziyed Ben Belgacem, stopped at a bar in the wee hours of Saturday morning, around four hours before he first fired bird shot at traffic police. Then, 90 minutes later, he attacked the military patrol at Orly, causing panic and the shutdown of Paris’ second-biggest airport.
A subsequent police search of his flat found cocaine, Paris prosecutor Francois Molins said. Blood samples taken during Sunday’s autopsy were to be screened for drugs and alcohol, the prosecutor’s office said. In an interview Sunday with French radio Europe 1, a man identified as the suspect’s father said Belgacem wasn’t a practicing Muslim and drank alcohol. “My son was never a terrorist. He never attended prayer. He drank. But under the effects of alcohol and cannabis, this is where one ends up,” said the father.

MEN’S BASKETBALL Before Virginia took the floor for Saturday night’s second-round game against Florida in Orlando, coach Tony Bennett was reminded of how powerful it can be to win in the NCAA Tournament. Down the hall from the Cavaliers’ locker room, he could hear the wild celebration of Xavier, which just had beaten Florida State to reach the Sweet 16. In the nightcap, Bennett hoped to follow suit. A couple of hours later, he was thinking about that moment after his team suffered a 65-39 loss
to the Gators. It was the lowest point total in Virginia’s long and decorated NCAA tournament history. “The thrill of victory, and then you get the agony of defeat. You feel that,” Bennett said. That feeling was made all the more painful because the college career of point guard London Perrantes, the team’s only returning senior this season, had ended. He scored only six points as Florida’s ultra-athletic lineup harassed him into 2-for-12 shooting. Afterward, Bennett vowed to find where he could “tighten up” his team ahead of next year. Against Florida, Virginia shot just 29.6 percent from the field and missed 14 of its 15

After a season-ending, 76-65 loss to Xavier on Thursday night in Orlando, Maryland’s leading scorer this season, Melo Trimble, received handshakes from teammates who didn’t know if the junior had played his last college basketball game. Trimble said in the locker room that he would take his time before deciding this spring whether to test his value in the NBA draft. ”I’ll make my thinking process when the time is right, once I get back home and [am] able to relax a little bit,” he said. Bam Adebayo had a doubledouble and swatted away the final shot Sunday as Kentucky dealt Wichita State yet another second-round heartbreak. The youngest team in the tournament grew up in the final minutes behind its trio of freshmen. Adebayo, who had 13 points and 10 rebounds, clinched the victory by blocking a 3-pointer at the buzzer from Shockers guard Landry Shamet (20 points). De’Aaron Fox had 14 points, including a late steal and dunk. Malik Monk (14 points) blocked a shot and made a pair of free throws in the final 13 seconds. Wichita State coach Gregg Marshall referred to Adebayo as “a mountain of a man,” someone the Shockers had to control to have a chance. The 6-foot-10, 260-pounder had 15 points and 18 rebounds in an opening win over Northern Kentucky. The Shockers limited him to two points and five rebounds in the first half, but lost track of him a couple times early in the second half for dunks. Kentucky (31-5) advances to the Sweet 16 for the seventh time in nine years. The Wildcats face the winner of the CincinnatiUCLA game played late Sunday. Wichita State (31-5) has to wipe away tears again. Three years ago, the Shockers were 35-0 before they lost to Kentucky in the second round, when Fred Van Vleet’s 3-pointer missed at the buzzer. This time, their attempt at a tying 3 never had a chance.

Then, the tough German took a couple more bows — first on the baseline in front of Michigan’s bench, then with his teammates near midcourt. On Sunday in Indianapolis, the often overlooked, 6-foot-11 forward was the well-deserved center of attention. Wagner scored a career-high 26 points, made the basket that spurred a furious second-half rally and capped the day with a 3-pointer that gave Michigan the lead for good as it knocked off second-seeded Louisville
to reach the Sweet 16 for the first time since 2014. Michigan faces the winner of the Rhode Island-Oregon game played late Sunday. Trailing 45-36 with 16:09 to play, Wagner made a layup that started a 17-6 run to give Michigan its first lead since the opening minutes. He knocked down a 3-pointer with 6:39 to go to break a 55-55 tie and give the Wolverines the final lead. In late February, Michigan was 19-11 and trying to keep its tournament hopes alive. WIZARDS Jason Smith has found myriad ways to make himself useful this season. In addition to filling in earlier this year as Washington’s backup center, he is the Wizards’ union representative and was a valuable resource for teammates during negotiations for the new collective bargaining agreement. He’s been an in-game peacemaker, too. When Smith sees a teammate about to lose his cool with an official, he will walk over and station his 7-foot body in front of his guy, hoping to shield him from a technical foul. On Friday, when John Wall had 20 assists in a 112-107 win over the Bulls, Smith started in place of power forward Markieff Morris (flu) and tied a seasonhigh with 17 points. Smith, who had eight points in a 98-93 loss to the Hornets on Saturday, is “probably one of the true professional teammates I’ve ever had,” Wall said. In his previous eight NBA seasons, Smith, 31, never attempted more than 42 shots from 3-point range. Entering tonight’s game at Boston (7:30, CSN), he’s taken 33 shots from 3 and made 51.5 percent. Minimum requirements are: High School diploma or equivalent; at least 3 years of affordable housing experience as it relates to tax credit, section 8, & other low-income housing; certification in related field highly preferred (TCS, HCCP, SHCM, COS, CPO, BOS or equivalent); experience working in Yardi software; familiarity with HUD Manager & Housing Agency software; proficiency in MS Word, Excel & Outlook; proven ability to meet strict deadlines & wok in a fast-paced environment; ability to work independently; strong attention to detail; excellent written & verbal communication skills.

‘Shots Fired’ aims to open a dialogue TELEVISION For African-American families, there comes a time when parents have to give their children “The Talk” — not about the birds and the bees but about the dangers and responsibilities of being black in America. When their son was 12 years old, Reggie Rock Bythewood and Gina PrinceBythewood, the creators of the new Fox series “Shots Fired,” had their version of The Talk when George Zimmerman was acquitted in the shooting of Trayvon Martin, an unarmed black teenager, under Florida’s controversial “Stand Your Ground” law. “He was blown away when the verdict came in,” Bythewood says. “He was an idealistic kid who had studied Dr. [Martin Luther] King and the ‘I Have a Dream’ speech, and thought that a lot of the racial biases that exist were a thing of the past. He grew up under an AfricanAmerican president. But I think his worldview began to shift at that point, to where he thought maybe things weren’t as fair as he would’ve liked on racial lines.” Set in the fictional city of Gates Station, N.C., where communities are sharply divided along racial lines, “Shots Fired” (premiering
at 8 p.m. Wednesday) could be described as a show that gives The Talk to the entire country, black and white. The first episode opens with the aftermath of a racially explosive incident: Joshua Beck (Mack Wilds), a black sheriff’s deputy in a mostly white police department, has shot and killed a white college student. The shooting gains national attention, but a second case, involving a black teenager gunned down by a white officer, has been quietly swept under the rug. The relationship between the two deaths is the mystery; the disparity between them is the message. Though the cases balance each other out, the premise is risky, because there is not exactly an epidemic of black officers shooting unarmed white men. But as a narrative strategy, the role reversal proves remarkably potent, adding a layer to the show’s themes of racial identity. “We wanted to give people who don’t normally deal with police shootings of unarmed citizens [the chance to] empathize, because the victim looks like them,” Prince-Bythewood says. “We found it fascinating and troubling that, after and during the Zimmerman trial, Trayvon was being demonized and Zimmerman was suddenly the victim. … We wanted to attack that head-on.” When “Shots Fired” was conceived and filmed, the results of

MUSIC Rock ’n’ roll was more than a new kind of music, but a new story to tell, one for kids with transistor radios in their hands and money in their pockets, beginning to raise questions their parents never had the luxury to ask. Along with James Dean and J.D. Salinger and a handful of others in the 1950s, Chuck Berry — who was 90 when he died Saturday at his St. Louis home — helped define the modern teenager. While Elvis Presley gave rock ’n’ roll its libidinous, hipshaking image, Berry was the auteur, setting the narrative for a generation no longer weighed down by hardship or war. Berry wedded social commentary to the beat and rush of popular music. “He was singing good lyrics, and intelligent lyrics, in the ’50s when other people were singing, ‘Oh, baby, I love you so,’ ” John Lennon once observed. “Classic rock” begins with Chuck Berry, who had announced last year that he would release his first new album since 1979, called “Chuck,” sometime this year. His core repertoire was some three dozen songs, but his influence was incalculable, from The Beatles and The Rolling Stones to virtually every garage band or arena act that called itself rock ’n’ roll.
