The eaglets have landed THE DISTRICT The world’s eagle-watchers were awed once again early Sunday as a second bald eagle hatched on live video at the National Arboretum in Washington. The big moment came about 3 a.m. — more than 12 hours earlier than expected, said Daniel Rauch, a wildlife biologist at the District’s Department of Energy and Environment. “This one was ready to come and join its sibling,” he said. Twitter was full of warm welcomes. Some saw it as a sign of the season. “Happy Spring DC!” one tweet said. Those following the second bird’s arrival confirmed the first signs of a crack in its shell just after 9 a.m. Saturday. A day earlier, at 8:27 a.m. Friday, its slightly older sibling hatched as thousands watched on a live stream. By mid-morning on Sunday, Rauch reported that the second eaglet had eaten and was recuperating from its pre-dawn

The nest is at the top of a tulip poplar tree. “There’s a lot more to come,” he said. The family’s patriarch has been dubbed Mr. President, and Rauch said he is a good hunter.

This is real reality TV.” The nest has drawn intense interest in part because it’s the first one spotted at the 400-acre arboretum in Northeast Washington since 1947. Being able to witness the eaglets hatch — live — is even more extraordinary. “People care,” Rauch said. “They are emotionally committed. They are rooting for them.” Viewers from as far away as the Netherlands watched and weighed in on social media as the eaglet hatching unfolded. TRANSPORTATION With a new boss running Metro — a general manager untainted by the agency’s history of mistakes — and a new board chairman who is far more assertive than his recent predecessors about the “unconscionable” lack of dedicated public funding for subway operations, you have to wonder: Was Wednesday’s unprecedented safety-related shutdown of Metrorail just a one-off event or a hint of further remarkable, disruptive steps to come? For a beleaguered transit agency chronically addled by inertia as it labors to make a course change for the better — an organization guided less by nimble management over the years than by an ever-growing mountain of pricey consultants’ reports — will last week’s stunning decisiveness eventually seem, well, not so stunning? Will drastic action become the new Metro normal? If nothing else, the shutdown, and what the boss and the board chairman had to say about it, announced a fresh style of leadership, a break from the static past. General Manager Paul Wiedefeld, in his fourth month as Metro’s chief executive, was mostly applauded (but also jeered) for summarily halting the region’s busiest form of public transportation for 24 hours, to allow inspectors to search for dangerously deteriorated power cables along 100 miles of subterranean tracks. Since the birth of Metrorail, 40 years ago this month, the agency had never before ordered a subway closure on a fairweather workday. Hundreds of thousands of regular riders, given only half a day’s notice, had to

Catherine Hoggle, the 29-yearold Montgomery County mother suspected in the 2014 disappearance of her two young children, has repeatedly tried to escape from a maximumsecurity psychiatric hospital where she has been held for 18 months, according to court records. Hoggle, whom police suspect killed Jacob, 2, and Sarah, 3, has never made it out of the Clifton T. Perkins Hospital Center in Jessup. Sidwell school student accuses another of rape A female high school student at a prominent private school in D.C. told police she was raped on campus by her ex-boyfriend, D.C. police said Friday. The student at Sidwell Friends School reported to police that her classmate forced her to have sex Wednesday, police said. Sidwell Friends is an exclusive Quaker school attended by the children of many of Washington’s elite, including the two daughters of President Barack Obama. High court to hear redistricting case VIRGINIA The Supreme Court today takes up a long-running political fight about whether Virginia lawmakers redrew the state’s congressional map to protect the commonwealth’s lone African-American congressman — or to make sure he was not joined by a second. The court will consider whether Republican lawmakers packed African-American voters into Democratic Rep. Robert C. “Bobby” Scott’s district to comply with the Voting Rights Act or to make surrounding districts more hospitable to white candidates. A lower court ruled against the legislature last year, and the judges then created a second district designed for a black candidate. Voters in the state’s congressional primary go to the polls in June — about when the justices would seem likely to rule. The case presents what has become familiar litigation over how states divide up their residents into congressional districts,

which is essential to the country’s politics. But lawmakers charged with the task compare it to walking a tightrope, or crossing a minefield. Under the Supreme Court’s somewhat hazy guidance, state lawmakers must consider the race of those who populate each district to ensure minorities have a fair shot at being represented. But lawmakers fail if they let race become the predominate issue in drawing the lines. “You can’t let the porridge be too hot, you can’t let the porridge be too cold,” said former Virginia delegate Bill Janis, R-Glen Allen, who devised the commonwealth’s congressional map. “But they won’t tell us what temperature the porridge has to be.” The Supreme Court will take another shot at that in the Virginia case. A panel of federal judges said the commonwealth’s plan veered from partisan gerrymandering aimed at protecting incumbents — for which the Supreme Court has shown a high tolerance — into racial gerrymandering, which the Constitution forbids.

While the deal between the European Union and Turkey is officially in effect, the process for deporting migrants has yet to be worked out. Greek and Turkish officials are to hold discussions today. And Greece is still awaiting the arrival of 2,300 European experts, including translators, to

help carry out the agreement. In the meantime, the EU said any new arrivals in Greece now will be subject to deportation. At least 875 new refugees — mostly Syrians, along with Iraqis and Afghans — landed on four of Greece’s Aegean islands close to the Turkish coast between Saturday evening and daybreak Sunday. Two Syrian men were found dead of undetermined causes aboard a boat arriving on the island of Lesbos, and two girls were found drowned east of Rhodes, officials said. The EU-Turkey plan, agreed to Friday, aims to halt smuggling by sending migrants who do not qualify for asylum back to Turkey. As part of the deal, European

nations will then accept refugees directly from Turkey, starting April 4. The hope is to discourage migrants from trying to make the dangerous trip across the Aegean Sea in flimsy boats. Turkey is required to increase efforts to prevent illegal migration. The deal puts Ankara on track to get $6.6 billion in aid to deal with refugees. It could also lead to visa concessions for Turks to visit Europe and a reenergizing of the country’s EU membership bid. Turkey, which already has 2.7 million refugees from Syria, has been a primary departure point for Europe, while Greece has borne the brunt of arrivals.

Glass slide built off L.A.’s tallest building

The latest Los Angeles thrill ride has arrived — a glass slide that will jut from a skyscraper 1,000 feet above the ground. A helicopter Saturday brought the Skyslide to the 69th floor of the downtown U.S. Bank Tower. At 72 stories, it is the tallest building west of the Mississippi. When the transparent, 45-foot-long slide opens June 25, it will carry visitors from floors 70 to 69 as they peer down through 1 ¼-inch-thick glass. Tickets to Skyslide will cost $8 per person. The slide is part of a $50 million renovation that also includes an open-air observation deck. (AP)

In Cuba, ‘a historic visit’ Obama arrives on the island, heralding an era of closer relations after decades of hostility

A highlight of Obama’s visit comes Tuesday when he joins Castro and a crowd of baseballcrazed Cubans for a game between the beloved national team and Major League Baseball’s Tampa Bay Rays. The president also planned a speech at the Grand Theater of Havana to lay out his vision for greater freedoms and more economic opportunity in Cuba. Obama will spend some time talking with Cuban dissidents, but there are no expectations that he will leave Cuba with pledges from the government to address concerns related to Cuba’s singleparty political system and the strict limits on media, public speech, assembly and dissent.

The unintended consequences in a fight for religious liberty in Georgia keep adding up. The latest? It could cost Atlanta a Super Bowl bid. The National Football League on Friday joined hundreds of businesses in weighing in on a bill Georgia lawmakers passed last week that would grant religious organizations the right to deny employment based on an individual’s religious beliefs or practices or deny use of facilities for events the organization finds objectionable. The bill also protects pastors from being forced to perform same-sex marriage ceremonies. Should Gov. Nathan Deal, R, above, sign the bill into law, it could affect Atlanta’s chances at hosting the Super Bowl, the league suggested in a statement. “NFL policies emphasize tolerance and inclusiveness, and prohibit discrimination based on age, gender, race, religion, sexual orientation,” spokesman Brian McCarthy said. “Whether the laws and regulations of a state and local community are consistent with these policies would be one of many factors NFL owners may use to evaluate potential Super Bowl host sites.” Deal has not said whether he intends to sign the bill into law. The bill has drawn comparisons to Indiana’s Religious Freedom Restoration Act, which attracted national attention last year.

HAVANA Stepping into history, President Barack Obama opened an extraordinary visit to Cuba on Sunday, eager to push decades of acrimony deeper into the past and forge irreversible ties with America’s former adversary. “It is wonderful to be here,” he said. Obama’s whirlwind trip is a crowning moment in his and Cuban President Raul Castro’s ambitious effort to restore normal relations between their countries. While deep differences persist, the economic and political relationship has changed rapidly in the 15 months since the leaders vowed a new beginning. Wielding an umbrella on a rainy Havana afternoon, the president stepped off Air Force One and was greeted by top Cuban officials, including Cuba’s foreign minister and U.S. ambassador. He was joined by first lady Michelle Obama and daughters Malia and Sasha, with dozens of U.S. lawmakers and business leaders arriving separately. His first stop was a Havana hotel, where Obama greeted U.S. Embassy staff and their families and noted the momentous nature of his visit — the first by a sitting U.S. president since 1928, when Calvin Coolidge arrived in a battleship. “This is a historic visit, and it’s an historic opportunity to engage with the Cuban people,” Obama said. FlyDubai’s Boeing 737-800 from Dubai nosedived and exploded in a giant fireball before dawn Saturday after trying to land for a second time in strong winds in the Russian city of Rostov-on-Don. Virginia coach’s willingness to make adjustments has the Cavaliers in the Sweet 16 NCAA TOURNAMENT Tony Bennett walked across the court shortly after Virginia’s victory against Butler and, looking toward a group of Cavaliers fans, issued a humble shrug. Bennett’s top-seeded team had survived, at least for two rounds of the NCAA Tournament, and that’s more than last year’s group could say. Bennett has made the kind of adjustments he was either unable or unwilling to make in the past, notably in early-round losses the past two years, both times to Michigan State. “This year,” Cavaliers forward Anthony Gill said after his team’s 77-69 win, “we knew what we were getting ourselves into.” Perhaps, but Butler still caught Virginia by surprise, playing the same sort of physical and slowpaced contest Spartans coach Tom Izzo used against Bennett in those previous two tournaments. The Bulldogs got in the Cavaliers’ faces, refusing to be intimidated by a clearly more

talented team, and played the first half on their terms. Butler led at halftime 25-23, and Bennett’s team looked dazed. There is seemingly a formula on how to attack the Cavaliers: Play slowly, methodically, the kind of game that Bennett’s team hates — the kind of game it often loses. The upside, though, is that Virginia and its coach seem to be acknowledging that weakness and, at least recently, have been able to survive. Saturday night, the Cavaliers shot 38.5 percent in the first half, and Butler forward Andrew Chrabascz torched Virginia for 25 points overall, including 11 in the first three minutes of the second half. Then, Bennett shifted guard Malcolm Brogdon, the ACC’s defensive player of the year, to Chrabascz, and the Bulldogs forward didn’t have another field goal in the final 15 minutes. “He made adjustments,” Brogdon said of his coach, going

NATIONALS Dusty Baker was watching TV Sunday morning and saw that President Barack Obama would, within hours, be the first sitting U.S. president to visit Cuba since 1928. And Baker also saw that the Tampa Bay Rays would be the first MLB team to visit since 1999 and play Tuesday against the Cuban national team. Remembering his own visit to Cuba nearly five years ago, Baker was envious. “I wish it was us,” Baker said. “I ain’t lying.” The Nationals have expressed interest to MLB about playing the Cuban national team. MLB used a lottery to decide which team would go to Cuba this year — and likely next — to keep the process fair, but Baker feels the baseball team in the nation’s capital would carry extra significance. Baker said he went about five years ago with his wife, daughter and son. Through a connection from his friend, Cuban musician Chucho Valdez, Baker was invited to join a Jewish group from San Francisco visiting Cuba that used jazz music as a cultural exchange. Before his trip, Baker loaded a giant bag with baseball gloves, shoes, balls and bats. He said he was supposed to meet Fidel Castro’s son, a chief baseball official, to hand over the equipment he brought. “They came to the hotel in the middle of the night and picked it up,” Baker said. “You don’t say nothing. They just come get it.”

t’s no wonder employers determinedly recruit graduates with expertise in cyber security, information technology, business analytics and intelligence, and engineering. These fields are surging, with an appetite for more job candidates increasing by the day. “The amount of data transferred daily and evaluated daily is just staggering,” said Terry Hinders, interim director of the online master of information technology program at Virginia Tech. Hinders said Virginia Tech’s program, jointly offered through the Pamplin College of Business and the College of Engineering, launched in 1999 at the direction of the State Council of Higher

Education for Virginia to fill a need for IT professionals. “Now in our 16th year, we are attracting a great number of students with a variety of backgrounds, from graphic design, technical writing, business, engineering and computer science,” Hinders said. U.S. News & World Report ranked it second in the nation in 2016 among online graduate IT programs. Study modules include networking, telecommunications, security, software development, business information, health information technology, analytics and business intelligence. The typical student seeking a master of professional studies (MPS) or advanced public policy degree, university leaders say, is secure in a job, juggling family demands and motivated to quickly complete a degree or certificate.

for authoritative policy analysis, with a focus on empirical applications. “Some students have asked if our degree is less marketable than a master of arts or a master of science,” said John Straub, program director. “The employment rate for our 2015 graduates is virtually 100 percent.” Straub said the list of employers for Maryland’s class of 2015 includes private consulting firms such as KPMG, government agencies such as the U.S. Bureau of Labor Statistics and non-government organizations (NGO) such as the Inter-American Development Bank. Communications, management skills and economic analysis are also crucial in the field of public policy. Many professional studies programs offer a public policy degree, while other public policy graduate programs are standalone. The master of arts in global policy at the Johns Hopkins University attracts professionals seeking to advance their careers under the guidance of world-class scholars, diplomats and policymakers. The curriculum, delivered through the School of Advanced International Studies, offers interactive seminars and experiential learning. The 16-month program culminates with a capstone project where students address a trending policy challenge, said Sidney Jackson, director of global enrollment and recruitment. An alternating weekend schedule enables students to learn in a rigorous academic setting while continuing to work full time. Ahead of the Curve: Timing Your Grad School Applications To increase your odds of getting into graduate school, you should start early, usually in the summer in prep for the fall semester of the next calendar year. This timeline can help you stay on track if you’re aiming to start graduate school in the fall.

• Narrow down your list of schools/programs

• Research each program’s exact application requirements

• Contact each school you’re considering and request application materials

• Determine the required standardized tests for each program; admission exams occur at various times during the year

• Take the GRE or other standardized admission exams • Speak with faculty members to talk about the graduate programs that interest you, discuss your personal statement and request letters of recommendation • Get all necessary application forms and materials, register with online services and prepare to complete your applications

Many graduate programs offer rolling admissions, which means schools accept and evaluate applications as they arrive, rather than all at once after the final deadline. “If you’re intent on graduate school, you ought to get going on it in the summer. Select your programs, talk to people in areas of interest,” said Clare Tauriello, director of the Career Center at Mount St. Mary’s University in Emmitsburg, Maryland. Finish your applications by the end of December, so you get your results in January, February and March, she said. It’s critical to obtain letters of recommendation and official transcripts from your prior colleges as soon as possible, said Adele Ashkar, associate dean for academic excellence at the George Washington University College of Professional Studies in

ne can hardly view a newspaper, the Internet or the nightly news these days without encountering a story about corporate fraud. From June 2015 to November 2015 alone, nine sentences were handed out in high-profile cases. American University’s Kogod School of Business offers a professional graduate certificate in forensic accounting to meet the demand for professionals skilled in investigating fraud. Its 12-credit program is designed

Program courses include forensic accounting, financial statement analysis, advanced forensic accounting and fraud detection, along with electives in ethics, accounting information

systems and assurance and audit services. Students who complete the program are prepared to take the certified fraud exam (CFE), administered by the Association of Certified Fraud Examiners, and become credentialed examiners, said Casey Evans, program director in the master of science in accounting program at American University. Before her appointment to American University, Evans was a senior director in the forensic and litigation consulting practice at FTI Consulting. She said she and her partners at FTI investigated Bernie Madoff’s $65 billion Ponzi scheme. “I now use my experiences to educate students about the fascinating world of fraud investigation,” Evans said. “I designed this program to arm students with the investigative, analytical and communications skills that I know are necessary to be a successful fraud examiner. Our cutting-edge curriculum and our engaging faculty prepare students to work in international consulting firms, major corporations and law enforcement agencies.” Other benefits students enjoy at American University include regular class lectures from fraud professionals, an anti-moneylaundering boot camp and an annual lecture on fraud and forensic accounting. Speakers have included Frank Abagnale Jr., whose life inspired the movie “Catch Me If You Can”; Jordan Belfort, “The Wolf of Wall Street”; and Cynthia Cooper, whistleblower on the $9 billion

Evans suggests students pursue a master’s in accounting at a school with a forensic accounting certificate program. “A strong understanding of accounting is essential to a long career as a forensic accountant,” she said. “Many successful forensic accounting professionals are both CPAs and CFEs.” At George Mason University, the 12-credit graduate certificate program requires students to enroll in four courses in forensic accounting and can be earned in conjunction with a master’s degree in accounting, said Keith Jones, director of the school’s Investor Protection and Corporate Fraud Research Center. Students with a bachelor’s degree in accounting can use the certificate program toward the 150 hours of academic credits necessary to sit for the Virginia CPA exam. Many of those enrolled in the certificate program are part-time students. “The graduate certificate in forensic accounting at George Mason helps prepare students to become certified fraud examiners through collaboration with the Association of Certified Fraud Examiners,” Jones said. The field of forensic accounting includes fraud investigation as well as valuation, Jones said. Forensic accountants can work for, among other employers, public accounting firms, government agencies, consulting firms, law enforcement agencies, internal audit departments, insurance departments and financial institutions. •

This year, Georgetown aims to bolster its MBA evening program with a third cohort to the incoming class. “Even with these increases in class size, we are committed to ensuring that our student population is small enough to gain the individualized attention and services that are part of our culture here at the school,” Malaviya said. Students visit the World Bank and International Monetary Fund, attend lectures from heads of state and global CEOs and network with alumni working at national and international headquarters of businesses. “And they gain insights from our other schools on campus in the areas of geopolitics, public policy and law,” Malaviya said. “We just launched an MBA certificate in nonmarket strategy, which explores the nexus of business, economics and public policy.” Georgetown’s MBA evening program was ranked fourth in the nation among part-time MBA programs by Bloomberg Businessweek last fall. “From my perspective, we have a team of leaders here at the school who strive for excellence in all they do,” Malaviya said. Vivek Choudhury, associate dean for graduate programs at the George Washington University School of Business, said its MBA program combines rigorous

coursework, extensive global opportunities, experiential learning, career coaching and networking, and corporate social responsibility. The degree, he said, prepares students “not just to launch their careers, but to assume positions of leadership.” GW’s School of Business offers

five MBAs, seven specialized masters and six professional certificates. “We recognize that one size does not fit all,” Choudhury said. In fall, the University of Virginia’s McIntire School of Commerce will debut a one-year master in global commerce with 60 students. It will allow students to earn two master’s degrees and a certificate from three schools on three continents—Virginia, ESADE Business School in Barcelona, Spain, and Lingnan (University) College at Sun Yat-sen University in Guangzhou, China. •

Making comedy great Wealth of Trump-related material prompts legion of late-night hosts to raise the bar TELEVISION Donald Trump’s presidential campaign is far from ordinary, and late-night TV humorists are pushing boundaries to keep up. The most memorable Trumpinspired comedy of the past few months has been more intricate than monologue jokes, reflecting a tough competition for laughs and knowledge that the best material can have a long life online. John Oliver’s epic, 20-minute Trump takedown, with research that revealed the family’s name was once “Drumpf,” has more than 2 million YouTube views. Oliver methodically debunks the beliefs of Trump fans, even as he marvels at the candidate’s brazenness. “There’s a part of me that even likes this guy,” the HBO host said. “It’s a part of me I hate, but it’s a part of me.” ABC’s Jimmy Kimmel reunited Matthew Broderick and Nathan Lane as their old characters from “The Producers,”

whose chosen scam is the Trump campaign instead of a musical about Hitler. They soon find the story “starts out funny and then gets really, really depressing.” While Darrell Hammond effectively impersonates Trump on “Saturday Night Live,” the show’s political skits haven’t matched the impact of the “racists for Trump” commercial parody. Trevor Noah’s best moment since replacing Jon Stewart on “The Daily Show” came when he compared Trump’s words to those of African dictators. “There are a lot of ways a comedian can tell easy jokes about Trump and they keep repeating themselves,” said Robert Thompson, director of Syracuse University’s Bleier Center for Television and Popular Culture. “But the really good stuff is very sophisticated, very probing political satire.” Comics were nearly shaking with excitement when Trump announced his candidacy,

That has made people in late-night take detailed looks at Trump and his supporters. You may still hear jokes about Trump’s gravitydefying hairstyle, but they feel old and tired. As the Trump campaign took a darker turn, with demonstrations and violence at some of the candidates’ rallies, late-night comics kept up with him. Both TBS’ Samantha Bee and Wilmore staged fake fights on their shows. ‘Big’ hit: The kids are still doing the darndest things A girl from China strokes a chicken and makes it lie down for a nap. A 4-year-old pianist plays the demanding “Flight of the Bumblebee.” Two children dance a hyperspeed salsa. These are a few of the reasons “Little Big Shots” is the No. 1 show in America. Its March 13 edition topped the Nielsen ratings with 15 million viewers. The hourlong series, which debuted on NBC this month (Sundays at 8 p.m.), is hosted by the ubiquitous Steve Harvey

and features children with varied talents. They’re musicians, they’re acrobats, they’re spelling champs, they’re chicken whisperers, and sometimes they’re just kids who are funny. The show is a 21st-century mash-up of two TV formats from the 1950s: the talent show (like “The Original Amateur Hour,” in which 7-year-old Gladys Knight was once a contestant) and interviews with precocious tykes (pioneered by Art Linkletter, who made “Kids Say The Darndest Things”). The Internet stole these ideas with YouTube videos. So why shouldn’t TV steal ’em back? In fact, some of the kids on “Little

Big Shots” were discovered via YouTube. The children are indeed talented and amusing. Harvey, recovered from his Miss Universe snafu, mainly laughs with the kids, not at them, and happily plays the fool. When a boy answers Harvey’s queries with “nope” or “mmm-hmmm,” he puts on a hangdog look and says, “I’m supposed to be a professional interviewer, and you’re making me look stupid.” But there are awkward moments. The camera pans to Harvey’s face a bit too often for reaction shots when the kids perform, and we really don’t need to hear him say “kick it” while the tiny pianist is tickling the ivories. Then there’s the little girl who says her brother makes her feel better “when my daddy or my momma whup me.” Harvey unwisely cracks wise: “Didn’t know that was gonna come out on national TV, didja?”
