Through April 15, neighboring Shaw bars Southern Efficiency and Mockingbird Hill are hosting a themed pop-up. The more classic of the rooms has fake trees lining the wall, colorful paper blossoms hanging overhead and a painting by local artist Maggie O’Neill showing cherry blossoms framing the Tidal Basin. The other is an immersive space inspired by “Super Mario Bros.” The playful cocktails nod to both the cherry blossoms’ Japanese roots and Italian amaros.

Performances began Saturday at the Tidal Basin Welcome Area and ANA Performance Stage. They run daily from noon to 6 p.m. through April 2. The mix includes everything from R&B and drumming to Zumba and a swordsmanship demo. The Blossom Kite Festival, above, will take place April 1 at the Washington Monument grounds near 17th Street and Constitution Avenue NW. The festival includes competitions, but also has open areas for flying kites. The rain date is April 2.

Specials pegged to the blossoms are often a stretch, but why get worked up? They give chefs an excuse to play around with new creations, which are often cherry-flavored or at least beautifully decorated. Astro Doughnuts and Fried Chicken has a cherry blossom doughnut, above; Buttercream Bakeshop is offering cupcakes with sour cherry pie filling and Japanese matcha buttercream; and RareSweets has a cherry blossom cookie made with a chocolate shortbread base.

Metro aiming to grow its AU discount plan Metro wants to expand its U-Pass program for university students, extending the pilot program at American University and potentially signing on other schools to participate. The one-year pilot program launched last fall. Now, Metro wants to extend its test run, continuing American’s participation through the 2017-2018 academic year. THE DISTRICT President Trump’s proposed budget would cost D.C.’s government at least $103 million and lead to the loss of roughly 120 publicsector jobs, dealing a blow to affordable housing and other social services in a city where runaway economic growth has bypassed many low-income residents, District officials said Monday. The estimated loss amounts to about 9.6 percent of the $1.07 billion in non-Medicaid federal funding D.C. would receive this year — and does not account for cuts to health-care spending that could result from Republicans’ efforts to repeal the Affordable Care Act. City officials projected the hit to their budget based on the preliminary federal spending plan Trump released Thursday. Young said. “We’re looking at a federal budget that’s bleak in its investments in critical programs,” Young said Monday. “This budget proposal is inconsistent with our D.C. values.” Mayor Muriel Bowser issued a statement echoing those concerns. “By making cuts to programs that support basic needs like housing and health care, this budget will force our city to make tough choices about programs that not only promote growth, but enable us to support our most vulnerable

residents,” Bowser said. It remains unclear how much of the White House’s proposal will become reality. Congress must approve the president’s spending plan in the coming months, and some members of his own party are already balking. Among the hardest-hit D.C. programs would be those that promote affordable housing and offer assistance to lowincome residents. Housing programs would lose about $17 million in funding, Young said, while nonprofits that provide social services and counseling to about 60,000 District residents stand to lose $10.5 million. Bus riders in Northeast got a nice addition to their transit options Monday. Metro launched the G9, a limited-stop bus connecting Ward 5 residents to downtown. The new route, paid for by D.C., is a rare addition to the region’s bus system at a time when Metro is turning to service reductions to balance its budget. Metro anticipates that as many 1,100 passengers will be served daily by the G9 as it travels along Rhode Island Avenue from Eastern Avenue to Franklin Square downtown. Buses will run every 15 to 20 minutes weekdays from 6 to 9 a.m. to downtown and from 3 to 7 p.m. to Ward 5. (TWP)

Heroin trafficking bust leads to 11 arrests in area Authorities said 11 people have been charged with conspiring to distribute heroin in the D.C. area. Officials said Monday that the operation resulted in the seizure of 10 firearms, several vehicles, more than 400 grams of heroin, 330 grams of cocaine, 19 grams of PCP, 7 pounds of marijuana and $18,000 in cash. Man who pulled BB gun at Capitol gets 11 months A man who displayed a weapon at a security checkpoint at the visitor center of the U.S. Capitol last year has been sentenced to 11 months in prison. Larry Russell Dawson, 67, of Antioch, Tenn., was sentenced Monday. He has been ordered to receive mental health treatment. Police: Man claims bomb in car near White House A man who drove to a security checkpoint near the White House in a stolen car was arrested after stating, “There’s a bomb in the trunk,” authorities said. both the Vatican and the local church had been reluctant to do so. The church had long said church officials who committed crimes acted individually. Amid continued pressure from the government, Rwanda’s Catholic bishops last year apologized for “all the wrongs the church committed.” The ministry of local government rejected the apology then as inadequate. During Rwanda’s annual dialogue in December, Kagame said he didn’t understand why the church was so reluctant to apologize for genocide when popes have apologized for lesser crimes. “I don’t understand why the pope would apologize for sexual offenses, whether it is in the U.S., Ireland or Australia, but cannot apologize for the role of the church in the genocide that happened here,” Kagame said at the time. Uber president is quitting after just six months BUSINESS Two prominent Uber executives, including the president who joined the company just six months ago, are resigning, another sign of tumult as the ride-hailing service continues to grapple with months of scandal. Jeff Jones was courted from Target last September to serve as president of Uber’s ridesharing business. His departure comes just weeks after chief executive Travis Kalanick said he would seek “leadership help” and announced plans to hire a chief operating officer. Jones told tech news site Recode: “It is now clear ... that the beliefs and approach to leadership that have guided my career are inconsistent with what I saw and experienced at Uber.” Jones and Brian McClendon, the vice president of maps and business platform who is also departing this month, join a larger exodus of executives since Uber’s troubles began in January. POLITICS FBI Director James Comey acknowledged Monday that his agency is conducting an investigation into possible coordination between the Kremlin and the Trump campaign in a counterintelligence probe that could reach all the way to the White House and may last for months. At the same time, Comey repeatedly refused to answer whether specific individuals close to the president had fallen under suspicion of any criminal wrongdoing, “so we don’t wind up smearing people” who may not be charged with a crime. The extraordinary disclosure of the probe, which the president has refused to acknowledge, dismissed as fake news and blamed on Democrats, came near the beginning of a sprawling, 5½-hour public hearing by the House Intelligence Committee, the panel’s first on the Russian government’s efforts to interfere in the 2016 election. The FBI traditionally does not disclose the existence of an investigation, “but in unusual circumstances, where it is in the public interest,” Comey said, “it may be appropriate to do so.” Comey also said he was authorized by the Justice Department to confirm the existence of the wide-ranging probe into Russian interference in the electoral process. He drew fire last year after he notified Congress 11 days before the presidential election that the FBI had reopened an examination of Hillary Clinton’s use of a private email server. James Comey — the FBI director whom Trump celebrated on the campaign trail as a gutsy and honorable “Crooked Hillary” truth-teller — testified under oath Monday what many Americans had already assumed: Trump had falsely accused his predecessor of wiretapping his headquarters during last year’s campaign. Trump did not merely allege that former president Barack Obama ordered surveillance on Trump Tower, of course. He asserted it as fact, and then reasserted it, and then insisted that forthcoming evidence would prove him right. But in Monday’s remarkable, marathon hearing of the House Permanent Select Committee on Intelligence, Comey said there was no such evidence. Questions about Russia have hung over Trump for months, but the president always has dismissed them as “fake news.” That became much harder Monday. “There’s a smell of treason in the air,” presidential historian Douglas Brinkley said. “Imagine if J. Gorsuch, 49, sought to take the edge off Democratic complaints that he has favored the wealthy and powerful in more than 10 years as a federal judge. The Coloradan told the Senate Judiciary Committee he has tried to be a “neutral and independent”

judge and has ruled both for and against disabled students, prisoners and workers alleging civil rights violations. “But my decisions have never reflected a judgment about the people before me, only my best judgment about the law and facts at issue in each particular case,” Gorsuch said. That was in his opening statement, a day ahead of expected pointed questioning from committee Democrats. Committee chairman Chuck Grassley, R-Iowa, said he expects a committee vote on Gorsuch’s nomination April 3, which would allow the full Senate to take up the nomination that week. Gorsuch could be on the bench by the time the justices meet for a round of arguments in mid-April.

Democrats entered the hearings divided over how hard to fight Gorsuch’s nomination given that he is no right-wing extremist and is widely expected to win confirmation in the end, one way or another. Several spoke angrily about the treatment of Judge Merrick Garland, Barack Obama’s Supreme Court nominee, whom Senate Republicans denied even a hearing for 10 months last year. “Senate Republicans made a big show last year about respecting the voice of the American people in this process,” said Sen. Patrick Leahy, D-Vt. “Now they are arguing that the Senate should rubberstamp a nominee … nominated by a president who lost the popular vote by nearly 3 million votes.”

First prescription of opioids can up odds of overuse The first prescription that patients get for opioid painkillers has a large influence on their risk of long-term use, according to a new report published Friday. Prescribing fewer opioids to be taken over a period shorter than three days in the initial prescription decreases the likelihood of chronic use, researchers said in the Morbidity and Mortality Weekly Report, published by the Centers for Disease Control and Prevention. There is a sharp increase in the probability of patients using opioids long term if they are prescribed these pain pills for more than five days, the study found, and a further increase for patients who got a 30-day supply of drugs. Refills or second prescriptions also play a role in determining whether people are able to stop using opioids or continue to take the drugs. About 1 in 7 people who were given a second opioid prescription or a refill were still on opioids one year later, according to the study, which analyzed patient records from 2006 to 2015. About 1 in 4 patients continue opioid use one year after being initially prescribed a long-acting opioid, and 1 in 5 were still on opioids three years later. MEN’S BASKETBALL For one hour nine days ago, the ACC lorded over college basketball. The NCAA Tournament committee awarded the league nine bids in the initial 68-team draw, more than any conference in the country, as a nod to its perceived superiority all winter. The ACC controlled the whole bracket with a top-three seed in every region. Then the tournament began, and from the blase first night through a shock late Sunday, the ACC watched its teams depart. An embarrassing opening weekend ended with only topseeded North Carolina alive and eight others knocked out, none in more stunning fashion than Duke. The Blue Devils won the conference tournament and were the betting favorite to win the national title before an 88-81 loss to No. 7 South Carolina on Sunday. Duke’s upset only continued an ugly weekend for the ACC. Sunday’s first game featured Louisville, the Midwest’s second seed,

Brady’s jersey found in Mexico The mystery of Tom Brady’s missing Super Bowl jersey led police all the way to Mexico, and authorities were investigating the possible role of a former tabloid newspaper executive in the case. Police and the NFL announced Monday that the winning quarterback’s jersey, which went missing from the locker room last month, had been found in Mexico. The NFL said the jersey was in “possession of a credentialed member of the international media.” A Mexican newspaper company, the Organizacion Editorial Mexicana, said on Twitter that a former executive from the tabloid La Prensa was involved. Police also located a Brady jersey that had gone missing after the Patriots’ 2015 Super Bowl win over the Seahawks. (AP)

Amid a weekend dominated by headlines about March Madness, there was a double whammy of awful news about two beloved former NFL players. The Kansas City Star reported that former Bears running back Gale Sayers, 73, is battling dementia. And Dwight Clark, who made “The Catch” for the 49ers in 1982, announced that he has amyotrophic lateral sclerosis. Clark, 60, is at least the fifth former NFL player in the last 10 years to be diagnosed with what is also called Lou Gehrig’s disease. He said he suspects that football contributed to his disease.

Forget the comeback talk. Roger Federer is back. He defeated Stan Wawrinka 6-4, 7-5 to win a record-tying fifth BNP Paribas Open title Sunday at Indian Wells, Calif. That followed a record 18th Grand Slam title at the Australian Open in January after missing most of last year with injuries. “For me, the dream run continues,” he said. Federer claimed he was “on the comeback,” and winning in Melbourne and Indian Wells “was not part of the plan.” At 35 years and seven months, his is now the oldest player to win at Indian Wells, surpassing Jimmy Connors (31 years, five months in 1981). After Oshie’s two first-period goals, his linemates set up his first hat trick of the season. With less than a minute left at Tampa Bay, Backstrom fed Oshie so he could dump a puck into an empty net. Let’s go the extra mile Play tourist — and get a workout in — on one of the region’s best walks or hikes WASHINGTON Back when Beth Homicz was a tour guide in Washington, she developed her own fitness plan: Lead groups through Arlington National Cemetery twice a day. “It’s a good way to drop 10 pounds in a week,” Homicz says. Exploring places on foot is better exercise than most people realize, she adds, because they’re distracted by the scenery. In the Washington region, that’s a smorgasbord of stuff. “There’s flora and fauna, geology, battlefields, beaches, rolling plains and meadows, all within easy reach,” says Homicz, who co-authored the newly revised edition of “AMC’s Best Day Hikes Near Washington, D.C.” It features detailed instructions for tackling 50 routes, ranging in distance, terrain and vibe. Also debuting this spring is National Geographic’s “Walking Washington, D.C.,” by Barbara Noe Kennedy, a guidebook that’s devoted to strolling in the city. In addition to neighborhood tours, Kennedy put together options

that crisscross the capital. Although both writers are longtime local residents — who’ve logged countless miles over the years — researching the books was an eye-opening experience. “I’ve been to Georgetown a billion-gazillon times,” Kennedy says. The shocker? The Dumbarton Oaks Museum, with its gem of a Byzantine art collection. She had spent time in the adjacent gardens. “But I never made the time or effort to go.” That’s a common refrain for Washingtonians, who rarely play tourist at home, Homicz says. When she developed a hike that takes readers around the Mall, Homicz made sure to highlight lesser-known details that locals miss. Stops include a brick springhouse on Capitol Hill, a series of tucked-away gardens and a gate in the World War II Memorial where you can hunt for a cartoon character named Kilroy. For Homicz, the biggest surprises came on her first visit to

There are pocket parks, local hangouts and other discoveries to make, says Kennedy, who created a two-page spread featuring her favorite “secret statues,” including the Albert Einstein Memorial on Constitution Avenue. Homicz’s revised book is filled with urban adventures. It features routes through the Colonial history of downtown Annapolis and along the Baltimore Waterfront Promenade. There are also plenty of more typical hiking routes, including the Billy Goat Trail, Old Rag and lesser-known options. Homicz says a new “extreme” addition is Signal Knob in Fort Valley, Va. The 11-mile trek features sections that require folks to leap between rocks and is estimated to take at least seven hours. D.C., it’s time to start walking.

Sick beard? More like sickening ‌ Q. My husband recently grew a beard, like everyone else in the universe, and I can tell he is happy with it. I think it is gross, and I don’t like the way it feels when I kiss him. I have joked about it but he thinks he looks hip. Do I really have to put up with this until the next trend comes along? NOT LOVIN’ IT In general I am all for the loving tolerance of a partner’s experiments with physical appearance (apologies for that bangs phase, babe!). But facial hair is a bit trickier, not just because it can unintentionally become a food-storage device, but because it can significantly alter the experience of physical contact. So it’s easier to argue that it’s a bigger deal in how it affects you.

You clearly use humor a lot with your husband, so perhaps he thinks your discontent is all in fun or that it’s centered around his role in the Great American Beard Trend in general rather than your personal distaste for it. So, either make your joking a little more pointed, or dig in and have the conversation. Be complimentary, empathetic and sensitive, and it will go much better.

If simple nudgings (“When I get stressed about money, I stop eating out for a few weeks — it helps�) are having no effect, you need a bigger intervention. First, pick your battle — are you more irked by the way her spending contradicts her complaining, or by the way she makes unfair assumptions about your own situation? Or both? The more friendly and specific you can be, the more likely she is to listen and make changes. “I feel like you and I have very different habits and you get caught in a complaining loop/make certain assumptions about me that can be frustrating. I wonder if we could take a breather on financial talk for a while.� If your conversation makes no difference, grant yourself permission not to respond at all the next time she makes a comment. Mama knows best: Louie Anderson lifts up the odd ‘Baskets’ “Baskets” is one of the most offbeat sitcoms around. The FX comedy, which finishes Season 2 at 10 p.m. Thursday, is about the Baskets family of Bakersfield, Calif. Matriarch Christine, played by comedian Louie Anderson in drag, is the mother of twins: Chip, a failed and angst-ridden clown who yearns to clown again, and Dale, a prissy, insecure small-time businessman with an unexplained Southern accent. They detest each other. Perhaps it’s because they’re named after a pair of cartoon chipmunks. “Baskets” sprang from the

unconventional brains of Louis C.K. and Zach Galifianakis, who plays both Chip and Dale. It’s a dark take on the American family comedy. In one episode this season, the twins get into a childish wrestling fight, knocking a toilet off its pedestal and breaking a window that allows their mother’s cat, Ronald Reagan, to escape. At times like this, the show is more than a bit much. But Christine Baskets is the antidote to the bizarre antics. As Christine, Anderson wears a neatly coiffed blonde wig and dresses in bold prints. She moves confidently through the world despite her ungainliness. Anderson, who won an Emmy last year for
