A nail salon outside Memphis, Tenn., drew outrage last week for saying it would charge overweight customers $45 for a pedicure instead of the usual $30. Proprietor Son Nguyen denied to WREG that he ever had the surcharge, but a sign at the store posted on Facebook by a customer contradicted him. Adams doesn’t sound quite so subversive. “I’m not trying to tell people how to live their lives, but it’s like, ‘Wow, this can happen here. People could just stop and slow down,’ ” she said. Adams has teamed with the Animal Welfare League of Montgomery County and Charm City Animal Rescue and, if the campaign is successful, it will include photos of cats from those shelters. Adams has nothing against dogs — “Everybody loves dogs,” she said — but dogs don’t have that captivatingly inscrutable quality cats possess. “People understand dogs, but people don’t understand cats,” she said. “You see cats doing silly things, you’re like, ‘Really?’ My cat surprises me every single day, and I’ve had him for six years.” That would be Bob, an orange tabby fond of cuddling. That’s the top reward in a newly launched Kickstarter crowdfunding campaign that aims to replace typical subway advertising with awww-idn’t-hecute felines. The Citizens Advertising Takeover Service — Washington, D.C. (C.A.T.S., for short) is hoping to raise $30,000 by May 4. Nicole Adams, who is organizing the effort, was inspired by Glimpse, a guerrilla marketing group in London that pioneered the cats-not-ads concept. The English C.A.T.S. garnered international coverage last September when cat photos filled the Clapham Common Tube station. It’s expensive to take over an entire Metro station. Texas A&M spent $150,000 last year for a five-week “station domination” campaign at Metro Center. Adams thinks that for $30,000,

ROCKVILLE White House press secretary Sean Spicer landed Maryland in the middle of the nation’s emotionally charged debate over immigration policy Tuesday, decrying the alleged rape of a Rockville High School student by two undocumented immigrants and urging state and local officials to re-examine laws and procedures to reduce the likelihood of such an incident happening again. “The president recognizes that education is a state-run and a local-run issue, but I think it is cause for concern what happened there,” Spicer said in response to a reporter’s question about the case. “And I think the city should look at its policies, and I think that this is something authorities are going to have to look at.” Spicer called the alleged rape of a 14-year-old girl in the boys’ bathroom Thursday “shocking, disturbing, horrific and whatever other words that someone can think of.” The suspects accused of the rape, Jose O. The rejection of a sewage permit in rural Virginia has made unlikely allies of the Trump administration and the American Civil Liberties Union, which both allege that a county board discriminated against Muslims trying to build a new mosque. A federal judge is scheduled to hear pretrial arguments today in the lawsuit, which was launched in December by the Obama administration against Culpeper County. The Trump administration is moving forward with the lawsuit, to the surprise of some who have been critical of Trump for anti-Muslim rhetoric and his proposed travel ban directed at half a dozen Muslim-majority countries. Virginia’s governor pardoned four former sailors who became known as the “Norfolk Four,” ending a fight to clear the men of rape and murder convictions based on intimidating police interrogations. Baltimore council passes $15 minimum wage bill The Baltimore City Council has voted to raise the city’s minimum wage in stages to $15 an hour. The council voted 11-3 to approve the measure Monday. That sends the bill to Mayor Catherine Pugh, who hasn’t said whether she will sign it. Spokesman Anthony McCarthy says she’ll make a decision “within the next few days.” Maryland’s current minimum wage is $8.75. Metro: Two assaults at two different stations Authorities are investigating separate assaults that took place at two Metro stations Monday. Metro Transit police said the first one happened on a Red Line train at the Rhode Island Metro Station late Monday. Officials said two passengers got into a fight. The injuries did not appear to be life-threatening. Shortly after, Metro said, a passenger assaulted a station manager at the Gallery Place Metro Station. The suspect was found nearby and arrested. Garrett should mind his own district THE DISTRICT A freshman Republican member of Congress from Virginia has introduced legislation to void D.C.’s strict gun laws as one of his first bills, sparking a retort from Del. Eleanor Holmes Norton that he should pay more attention to the lax gun laws in his own state. Rep. Thomas Garrett’s bill, filed March 15, would eliminate the city’s prohibition on assault weapons and high-capacity magazines while making it easier for residents and visitors to carry concealed firearms. It is the House counterpart to
legislation reintroduced this year by Sen. Marco Rubio, R-Fla. “My citizens should be able to Garrett come to their capital and protect themselves, just the way they can at home,” said Garrett, a former state senator who represents a conservative swath of central and southern Virginia. “This should be something that D.C. leadership looks at. It’s their responsibility to protect their citizens.” Norton questioned whether Virginia’s relaxed gun regulations should be a model for D.C. Virginia’s laws drew national attention this month when New York authorities busted what
they called a gun trafficking ring that funneled more than 200 handguns and semiautomatic assault rifles from Virginia into New York City. Virginia “is a major thoroughfare, beginning with the state itself, for illegal gun running into the District of Columbia. That’s in no small part because of its own very soft gun laws,” Norton said. Norton said Garrett and other conservative lawmakers who want to limit the federal footprint should not second-guess local laws decided by elected D.C. officials. “No freshman who has only put in four bills should be looking into somebody else’s jurisdiction,” Norton said. Police: Arrested teacher previously investigated A former D.C. elementary school teacher who was arrested last month on charges that he sexually abused three of his students was the subject of a previous investigation into his interactions with children, according to school and police officials. Gorsuch says he made no promises to Trump POLITICS During the long second day of his Senate confirmation hearings, Supreme Court nominee Neil Gorsuch declared that he’s made no promises to President Trump or anyone else about how he’ll vote on abortion or other issues and testified he’ll have no trouble holding anyone accountable, including the president who picked him. Gorsuch also called Trump’s attacks on federal judges “disheartening” and “demoralizing.” Republican Lindsey Graham of South Carolina asked Gorsuch whether Trump had asked him to overturn Roe v. Wade, the case establishing a right to abortion, and what he would have done had Trump asked him to do so. “Senator, I would have walked out the door,” Gorsuch replied. “That’s not what judges do.” When Vermont Democratic Sen. Patrick Leahy asked Gorsuch if a president is free to ignore laws on national security grounds, Gorsuch replied that “nobody is above the law in this country, and that includes the president of the United States.” In a day mostly devoid of drama, the 49-year-old Denver appeals court judge batted away Democrats’ efforts to get him to reveal his views on abortion,

Stolen works back on display 14 years later Two paintings by Vincent van Gogh that were stolen in a smash-and-grab heist more than 14 years ago went back on display Tuesday at the Amsterdam museum dedicated to the Dutch master. POLITICS President Trump stormed Capitol Hill on Tuesday to sell the House Republican leadership’s plan to overhaul the health-care system, warning his party that not passing the legislation would bring a political crisis and sweeping electoral defeats. The president addressed a closed-door meeting of House Republicans just two days before the measure is expected to come to a vote Thursday on the House floor. Trump used both charm and admonishment as he made his case, warning Republicans they’d seal their political doom if they waver, with the party potentially losing majority control of the House — and singling out Rep. Mark Meadows, R-N.C. “I’m gonna come after you, but I know I won’t have to, because I know you’ll vote ‘yes,’ ” Trump said, according to several Republican lawmakers. “A loss is not acceptable, folks.” Meadows said the president had not closed the sale, describing the call-out as merely good-natured and insisting that holdouts will continue to press for a tougher package. A militant who long sought to unify Ireland through violence, he became a peacemaking politician who earned the respect of his former enemies. McGuinness, who died Tuesday at 66, was an Irish Republican Army commander who led the paramilitary movement toward reconciliation with Britain and went on to serve as Northern Ireland’s deputy first minister for a
decade in a Catholic-Protestant power-sharing unity government. Former British Prime Minister Tony Blair worked with McGuinness to forge Northern Ireland’s 1998 peace accord. “ ... We know we could never have done it without Martin’s leadership, courage and quiet insistence that the past should not define the future,” Blair said. McGuinness’ Sinn Fein party said he died in a hospital in his hometown of Londonderry. He suffered from amyloidosis, a rare disease with a strain specific to Ireland’s northwest.

NATIONAL SECURITY The U.S. and British governments, citing unspecified threats, are barring passengers on some international flights from mostly Middle Eastern and North African countries from bringing laptops, tablets, electronic games and other devices on board in carry-on bags. Passengers flying to the U.S. from 10 airports in eight countries — Egypt, Jordan, Kuwait, Morocco, Qatar, Turkey, Saudi Arabia and the United Arab Emirates — will be allowed only cellphones and smartphones in the passenger cabins, senior Trump administration officials said Tuesday. Larger electronic items must be checked. The British security rules will affect flights from six countries and will bar passengers from taking “any phones, laptops or tablets larger than a normal-sized mobile or smartphone” into the cabin. A spokesman for the prime minister’s office said the measures were based on the “same intelligence the U.S. relies on.” The U.S. restrictions were prompted by a growing concern within the government that terror suspects who have long sought to develop hard-to-detect bombs hidden inside electronic devices are still pursuing that goal and may have put renewed effort into that work, according to people familiar with the matter who were not authorized to discuss it. Officials have said that in 2014, U.S. authorities were increasingly worried that suspected terrorist bombmaker Ibrahim Hassan alAsiri, who was already instrumental to al-Qaeda’s Yemen branch in several bomb plots, might be helping terrorists in Syria develop new, harder-to-detect improvised explosive devices. Three of the airlines that have been targeted for these measures — Emirates, Etihad Airways and Qatar Airways — have long been accused by their U.S. competitors of receiving massive effective subsidies from their governments. These airlines have been quietly worried for months that President Trump was going to retaliate. This may be the retaliation. These three airlines, as well as the other airlines targeted in the order, are likely to lose a major amount of business from their most lucrative customers — people who travel in business class and first class. Business travelers are unlikely to appreciate having to do all their work on smartphones, or not being able to work at all. The likely result is that many of them will stop flying on Gulf airlines, and start traveling on U.S. carriers instead. (TWP)

POLITICS A Ukrainian lawmaker on Tuesday released a document that he said links Donald Trump’s former campaign chairman, Paul Manafort, to attempts to hide a $750,000 payment from a proRussia political party — a claim strongly denied by Manafort’s spokesman. Lawmaker Serhiy Leshchenko released a copy of a 2009 invoice on letterhead from Manafort’s consulting company, based in Alexandria, to a Belize-based company for $750,000 for the sale of 501 computers. Manafort’s company was paid by a Belize-registered offshore company via a bank in Kyrgyzstan. Leshchenko said the contract was a cover for payments made to Manafort for work he did for the pro-Russian Party of the Regions in Ukraine, which backed former Russia-friendly Ukrainian President Viktor Yanukovych. He fled the country amid antigovernment protests in 2014. Jason Maloni, a spokesman for Manafort, called the allegations “baseless” and said they should be “summarily dismissed.” Manafort left Trump’s team in August after revelations about his work for Yanukovych’s party. Manafort is one of the Trump associates now under scrutiny for possible contacts with Russia during the presidential campaign. The only person with whom Dylann Roof shared his racist plot to massacre parishioners at a historic black church was sentenced Tuesday to more than two years in prison for hampering the investigation and lying to the FBI after the attack. “I’m really, really sorry. A lot of beautiful lives were taken,” 22-year-old Joey Meek told the court. He began to cry as he added: “I don’t know if I’ll make it out of prison alive. I’m scared.” Meek was handed 27 months
behind bars by the same federal judge who presided over Roof’s trial, which ended in January with Meek the avowed white supremacist being sentenced to death for slaughtering nine people at Charleston’s Emanuel AME church. U.S. District Judge Richard Gergel said he hoped the sentence would serve as a deterrent to anyone else who learns of something so serious and fails
to come forward. Meek said Roof confided his murderous plans during a night at Meek’s house as the two childhood friends drank vodka, snorted cocaine, smoked marijuana and played video games about a week before the June 17, 2015, killings. Meek was not charged for failing to go to the police before the attack. The company said the gem should fetch more than $60 million, which would be a record for a pink diamond sold at auction. Sotheby’s said this week that the 59.60-carat gem is the largest flawless fancy pink diamond ever graded by the Gemological Institute of America. Sotheby’s jewelry division chief, David Bennett, said the gem’s size and color “surpassed any known pink diamond recorded in history.” The stone initially was mined in Africa in 1999 by De Beers as a 132.5-carat rough diamond before being cut and polished. No reason to panic: Divorce with GM won’t doom draft Despite all the controversy surrounding the dismissal of general manager Scot McCloughan, his absence isn’t a death sentence for the Redskins’ draft. The team’s philosophy on picking players has been complicated since owner Dan Snyder arrived in 1999. Front office leaders are quick to claim responsibility for personnel decisions that pan out, but failures are labeled “group decisions.” The group in question includes Snyder, a notorious meddler who, according to sources, pushed his staff into drafting failed quarterbacks Patrick Ramsey (2002) and Robert Griffin III (2012) in the first round. Director of college scouting Scott Campbell is a less prominent cog in Washington’s brain trust, but his role in draft preparations is key. Campbell, a 30-year NFL employee, has overseen the
Redskins’ pro and college scouting departments in various stints during his 16 years with Washington. Dating back to Vinny Cerrato, various executives and coaches have run Washington’s personnel department while Campbell usually focused on college scouting. Under Campbell’s direction, six of the team’s first-round picks since 2006 have made the Pro Bowl. Some fans fear president Bruce Allen will oversee the draft after McCloughan’s dismissal March 9. Although it’s unclear what ultimately prompted McCloughan’s ouster, The Washington Post and others have reported on front-office friction between Allen and the GM. There may have been a power struggle, but the reality is that neither McCloughan nor Allen dominated draft decisions, which are made by a group and are always vulnerable to vetoes from Snyder. Campbell’s scouting intel continues to be the foundation of the draft board. Overall, the

Redskins did draft better in the past two years than in previous stretches, but Campbell was a part of that. The 2015 class produced starters in linebacker Preston Smith, receiver Jamison Crowder and guard Brandon Scherff, who made the Pro Bowl but was still a reach at No. 5 overall. Tailback Matt Jones hasn’t been the workhorse that McCloughan envisioned. Safety Su’a Cravens and cornerback Kendall Fuller were solid rookies last year, but first-round receiver Josh Doctson barely played because of injuries. When Allen arrived in

December 2009, he assumed a share of the draft board with Campbell and coach Mike Shanahan. First-rounders Trent Williams and linebacker Ryan Kerrigan have made multiple Pro Bowls, while mid-rounders such as Kirk Cousins (fourth in 2012), Jordan Reed (third in 2013) and Morgan Moses (third, 2014) have been successful. McCloughan’s exit may be as harmful as it appears, but with Campbell in town, the Redskins have shown they’re capable of drafting successfully. Troubling trend rises during two-game skid Wizards are 2-5 when neither Wall nor Beal has at least 20 points NBA Just when it seemed that the Wizards had enough lingering problems — such as a broken defense since the All-Star break — a new complication has emerged. Suddenly, the team’s top two scorers are finding it difficult to live up to their own standards. During the Wizards’ unsuccessful two-game trip through Charlotte and Boston, John Wall and Bradley Beal each scored fewer than 20 points in both games. For both players, that is very rare.
Beal leads the team with a 23.1-point average; Wall is close behind at 22.9. According to Elias Sports Bureau, Washington is 2-5 this season when both Wall and Beal fail to crack 20 points in the same game. On Monday night against the Celtics, Wall took 10 shots, missed six of them and scored just 16. Beal blazed to a 4-of-6 start with a trio of 3-point shots before missing 7 of his last 9 field goal attempts and finishing with 19 points. “When you’re not making shots, you got to do a better job defending,” Wall said, referring to team-wide shooting issues. “When we’re making shots, we’re a great defensive team.” On Saturday night in Charlotte,
the Wizards suffered their worst shooting night of the season (36.7 percent), and Wall scored 19 while Beal contributed 18. Two straight games make for a measly streak, but the timing of the slump could mean something more. Eight of Washington’s final 12 games will come on the road. Six of those games are against teams currently in the playoff picture, including a home game against the Hawks tonight (8, CSN) and a Saturday night road trip kickoff in Cleveland. Beal admitted a March slate packed with road games has affected the team “a little bit,” but “we’re still right where we want to be. ...We want to move up.”

That fix might cost you Your condo board could take on pricey construction without your consent RULES AND REGULATIONS When it comes to major construction projects at condominiums, what can the board of a community association do on its own and when does it need the advice and consent of the membership? For instance, can a condo board opt to build a wall around the premises without the members’ approval? The answer can be found in the association’s legal documents, usually in its bylaws. In general, there are two provisions: One is called “Maintenance and Repair” and the other is “Additions, Alterations or Improvements.” For the first, the board generally has full authority to “maintain, repair and replace” the common areas of the property regardless of cost, although in a very few associations there is a dollar cap, above which the board needs the approval of a majority of the owners. For additions,
alterations or improvements, however, there is usually a financial limit on the board’s authority, and members must approve any work over that dollar cap. That’s the technical and legal definition. The problem is determining what is maintenance and what is an improvement. In a 1999 Ohio case, the court provided an interesting definition: An “alteration or improvement involves the change of things from one form or state to another, where maintenance contemplates the restoration of a thing to its original condition.” In addition to determining whether the board needs membership approval, there is yet another reason it is important to determine in which category the work falls: If it is an improvement, association owners may be able to claim their percentage ownership interest in the amount for income tax purposes.
Trouble with taxes Though the distinction between what work is “maintenance and repair” and what constitutes “additions, alterations or improvements” is important, various court cases are inconsistent. Even the Internal Revenue Service has struggled with these definitions, but you can get guidance from Publication 523, “Selling Your Home” (free online at irs.gov). According to the IRS, you cannot claim anything as an improvement if, when installed, it has a life expectancy of less than one year. B.L.K.
You own a percentage interest of the community association. For example, assume the association spent $300,000 in improvements from the time you bought the property, and that you have a 1.5 percent ownership interest. That percentage of the total amount spent by your association comes to $4,500. This amount could be added to your basis as “improvements.”
This is especially helpful if you’re selling your property, and don’t want to have to pay a lot of tax on the gain that was made. Remember, if the gain is more than $500,000 (if you file a joint tax return) or $250,000 (for single filers), you have to pay capital gains tax on the overage. In most community associations, the records of the total expenditure for improvements on a year-to-year basis should be available. It’s important to understand that maintenance and repair items are not added to basis, but capital improvements — generally items that have a useful life of one year or more — are indeed legitimate items to be added to basis. And what about that wall around the condo? Such a project would be considered an addition, alteration or improvement, requiring membership approval. Why? NEW IN TOWN Before the prestigious HoltonArms independent school for girls assumed its prominent spot on River Road in Bethesda, the institution occupied the house at 2025 Hillyer Place NW in the District’s Dupont Circle neighborhood. The Southwest Waterfront development plan will bring approximately 1,300 residential units to the area (some of which will be part of an expanded houseboat community associated with Gangplank Marina), more than 600 hotel rooms, almost a million square feet of office space and many more square feet of retail, restaurant and waterfront entertainment spaces. Drake owes us something that’s better MUSIC REVIEW Drake, Drake, Drake, you sadistic little mesomorph. Are you trying to kill us, guy? Only an omnipresence this drunk on his own blood, sweat and tears could summon the hubris to stuff a pillowcase with 81 minutes of table scraps, smother our faces with it and call it “More Life.” The highest-selling pop star of 2016 is also calling his half-alive, entirely too-long new album a “playlist” — as if to suggest that it should be weighted differently in the official Drake canon. What matters more is how “More Life” will be measured on the platforms that began streaming it on Saturday. As streaming becomes our dominant mode of listening, Billboard has begun measuring success song by song, stream by stream. In turn, pop albums are expanding. The more tracks an album contains, the more coin it can generate, and the better the album can perform on the charts. As the container changes shape, so does the stuff that goes inside. And not necessarily for the better. Check out The Weeknd’s latest, “Starboy,” an 18-track album
that feels nott just long, but tedious, too. L i ke “ M o r e Life,” it aspires ires to cool uniforformity, presumably in hopes that brain-chilled streamers won’t on’t hear any weird noises and decide cide to change the proverbial chanhannel. Shrewd move, at least in the short term. Because no matter tter how handsomely Drake and The Weeknd stand to profit from their new background music, they’re still global superstars responsible for making foreground music. That’s why attentively listening to all 22 tracks of “More Life” might make you feel as if you’re being waterboarded with Febreze. This means that anyone hoping to hear a few renegade thoughts or melodic loop-de-loops on “More Life” is hoping for far too much. Instead of responding to the heavenly sounds of “Madiba Riddim,” in which a twinkling guitar riff tiptoes through a computerized Caribbean pulse, Drake recycles some signature boohoo: “I cannot tell who is my friend,” and then, “Teach me how to love you again,” and then, “My heart is way too frozen to get broken,” and then some more sad-bro lines that wouldn’t pass the Turing Test. He seems even more oblivious

Maybe he knows this. In the very last line on “More Life,” he promises to shut up for a while: “I’ll be back 2018 to give you a summary.” Cool, cool. But not a minute sooner. Please. The two-man recordings “have a lot of charm and a good deal of cheek,” Costello says. “You can almost hear us laughing out loud at what I call ‘the Mersey cadences.’ It’s in the blood. It’s in the water. It’s in him and it’s got to come out.” “I didn’t realize until looking back later,” McCartney says,
“that these demos had a special groove and a freshness and, I think on a few of the recorded versions, we lost some of that freshness. It gives an idea of the spontaneity of the writing. There’s a time that you regret that we didn’t just say, ‘This is it, this is good enough.’ Often when you don’t think you’re making the final record, you’re a bit looser.” Costello doesn’t look back with regret at the album that never was. Instead, he points to McCartney’s reissue. “You could say, ‘This is it,’ ” he says. “There’s a whole disc of me and Paul singing together. What can you say about that?”

MUSIC Paul McCartney’s “Flowers in the Dirt” box set, out Friday, is as much an archeology project as a reissue of his 1989 album. Listeners can discover the bones of a landmark album that could have been made but wasn’t. Two of its three discs are devoted to McCartney’s collaboration with Elvis Costello in 1987 and 1988, which produced some 15 songs. Listening to the work, it’s hard not to wonder why they didn’t make a duet album. At the time, the former Beatle was looking into varied sounds, styles and producers for a new album. His manager suggested the partnership with Costello. The two musicians worked for a few weeks in a room above McCartney’s studio in England, where they’d write a song and immediately go downstairs to record it. “I think the key was not to turn up in short trousers with my Fan Club card sticking out of my top pocket,” Costello says. “I’d been asked to write songs in 1987, knowing what I know, having done what I’d done for that whole 10 years, which seemed like a long time then.” The songs they wrote were dispersed between the two men,
