Bomb squad makes ‘egg-citing’ fun for all PRINCE GEORGE’S COUNTY Members of a Prince George’s bomb squad made egg-cellent use of their egg-splosive technical skills last week to create a happier Easter for some children in the Maryland county. The six members of the fire department’s bomb squad created 48 beeping Easter eggs for visually impaired children as part of a drill in electronics. While traditional Easter hunts rely on brightly dyed eggs for easy spotting, children with the “Vision Program” that works with the local school system can now search for eggs on their own this holiday by following the sounds of the beeping eggs. The colorful plastic eggs were “constructed to allow for multitime use and rough handling,” county fire spokesman Mark Brady said, with material donated by the International Association of Bomb Technicians

A measure to officially change the way Maryland translates an old family motto in the state seal has been passed by the Maryland Senate out of concern that the old translation was sexist. Senators voted 40-6 Wednesday to translate the motto as “strong deeds, gentle words,” instead of “manly deeds, womanly words.” Sen. Bryan Simonaire says the state has moved away from the old translation in other places, but he wanted to make official the translation removing references to gender. (AP)

Coloring inside the lines THE DISTRICT The music is blaring, the air smells like paint fumes, the bricks are splashed in red and now here comes a cop. The heads in the alley turn. “We’ve got a guest,” somebody quips, but nobody runs. Seven artists are hanging out in a U Street alley, where a vacant building is covered in elaborate graffiti. A guy in a fedora who goes by Viceversa is perched on a ladder, filling in his name on a wall already painted with the words MIZTA, GONG and R.I.P. DABS. Cory Stowers, president of the graffiti crew Double Down Kings, walks up to the officer. “I was just checking to see — if you were concerned about what’s happening?” “Oh,” the officer says, shaking his head. “Mm. No.” He turns to the wall, just admiring it. This is how mainstream the graffiti aesthetic has become in 2016. Everyone wants big, beautiful murals these days — city officials, real estate developers, coffee shop owners — to make the District’s corners and alleys look authentically urbancool. This cop just assumes that because it’s 3 p.m. on U Street, Stowers and his friends were asked to paint here. They weren’t, but they’ve been painting this wall for years, so the owners hoping to redevelop it don’t mind; a little graffiti splatter might make the neighborhood appeal to hip retail tenants. If police had found them painting at night, Stowers knows, this scenario would play out much differently. Because although murals are more popular than ever in the city, the art form they started from — illegal graffiti — is being quashed. Former graffiti hot spots are

Art Under Pressure, the city’s only spray paint store and artist hangout, closed its doors last month to reinvent itself as a skateboard shop: Paint

Council members pushing new legislation get their way, the minimum fine for illegal painting will rise from $250 to $2,500, with jail time of up to 180 days as a possible penalty as well. There’s less at stake for artists such as Stowers, 38, or Viceversa, 42, now both established artists

When D.C. Council member Brandon T. Todd drives down Georgia Avenue, he doesn’t see art. He sees vandalism. Each time, he dials 311, the information hotline that will file his complaint to the Department of Public Works, which spent $447,000 removing 6,606 graffiti sites last fiscal year. “Graffiti can have the potential to breed crime,” he says. That’s why he and fellow council member LaRuby May are pushing for tougher penalties, via the Anti-Graffiti Amendment Act of 2016, currently under council review. Meanwhile, graffiti-style murals are flourishing all over the
city. There’s the provocative George Washington with a gag over his mouth at 15th and U, and the sultry Elizabeth Taylor who has gazed over Shaw’s Dacha Beer Garden for a couple of seasons. They may have paint and brick in common, but the people who do murals mostly operate a world apart from the people who do graffiti. There are graffiti artists who become muralists, but many muralists who work in the District have never painted illegally and only started using spray paint when murals became popular.
‘I can create anything’ The back of the alley looks as though it’s come to life in the few hours since the police officer left. Five artists who have come to watch Viceversa paint are now itching to pick up cans themselves. Among them is a 26-year-old IT guy scribbling his street name — “Mizta” — on a plastic trash can with a blue paint marker. “Let me have fun,” he begs Stowers. So Stowers grants him a few feet of brick near the vacant building’s back door — a spot that will rarely be seen except by people from adjacent buildings taking out the trash. Why bother? “In that moment, I’m — well, I won’t say God. But I’m kind of like a god, because I can create anything,” Mizta says. And he’ll keep painting, even if he could be fined $2,500 for it. With no cops or security cameras to bother them, the paint flows for hours. They have left their mark — at least until this old building makes way for a luxury apartment complex. Metro plans to increase rail safety inspections TRANSPORTATION Metro plans to conduct monthly inspections of power cables and other equipment throughout the subway system as it tries to avoid problems like the March 14 track fire that led to a precautionary 24hour shutdown of the rail system, officials said Thursday. General Manager Paul J. Wiedefeld and Metro’s acting chief safety officer, Lou Brown, said the electrical inspections would start April 1 and continue until Metro develops a more comprehensive subway inspection regime, which they said will encompass more
than just the system’s powerrelated infrastructure. At a meeting of the Metro board’s safety committee, the two described the circumstances that led to the March 16 shutdown. While train service was suspended, they said, an emergency inspection of the rail system’s 600 “jumper cables” (a type of heavy-duty power line) and numerous connector assemblies that are used to attach cables to one another found a total of 27 defects that posed an imminent fire hazard. In 338 additional locations, inspectors discovered

Witnesses: Woman told to remove hijab at library The D.C. Public Library is investigating patrons’ reports that a library police officer asked a woman to remove her hijab. Library spokesman George Williams said Thursday that the officer is off duty while the incident at the Watha T. Daniel/ Shaw Neighborhood Library is investigated. County reviews stun gun use after 4 recent deaths After the deaths of four people who were shocked by officers’ stun guns, a Maryland county leader is ordering police to review stun gun use and investigate the incidents. The Baltimore Sun reported that Montgomery County Executive Isiah Leggett said Wednesday he wants to make sure the incidents and subsequent investigations were handled properly. His announcement came after the newspaper investigated stun gun use in Maryland and found that officers frequently failed to follow best practices. (AP) ENERGY
U.S. OKs offshore wind tests east of Va. Beach The development of offshore wind farms took another step forward Thursday with the federal approval of a research facility off Virginia’s coast to test wind turbines in a harsh, open-seas environment. The decision clears the way for the construction of two 6-megawatt turbines 27 miles off Virginia Beach, the Bureau of Ocean Energy Management said in a statement. The twin turbines would generate enough electricity to power 3,000 homes, according to the statement. (AP)

NATIONAL SECURITY The U.S. charged seven hackers linked to the Iranian government with executing large-scale cyberattacks on dozens of banks as well as a small dam outside New York City — intrusions that law enforcement officials said reached into America’s infrastructure, disrupted the financial system and caused tens of millions in damage. Indictments announced Thursday by the Justice Department show a determination by overseas hackers to cripple vital U.S. interests, officials said,
and demonstrated the first time the FBI attributed a breach of a U.S. computer system that controls critical infrastructure to a person linked to a national government. The hackers are accused of infecting thousands of computers with malware to create a network of zombie computers they used to overwhelm servers of major institutions to knock them offline. Those included the Bank of America, NASDAQ and the New York Stock Exchange. “The attacks were relentless, systematic and widespread,” said Attorney General Loretta Lynch. “They threatened our economic well-being and our ability to compete fairly in the global marketplace.”

On battlefield, threat of ISIS is declining fast MIDDLE EAST As European nations scramble to contain the expanding terrorist threat posed by the Islamic State, on the battlefield in Iraq and Syria the group is a rapidly diminishing force. The militants suffered two setbacks Thursday: Syrian government troops entered the outskirts of the historic town of Palmyra to root out ISIS after a weeks-old offensive aided by Russian airstrikes, and U.S. airstrikes helped Iraqi forces overrun a string of ISIS villages in northern Iraq that had been threatening a U.S. base nearby. These are just two of the many fronts in both countries where the militants are being squeezed, stretched and pushed back. Nowhere are they on the attack. They have not embarked on a successful offensive in nearly nine months. Their leaders are dying in U.S. strikes at the rate of one every three days, inhibiting their ability to launch attacks, according to U.S. officials. Front-line commanders no longer speak of a scary and formidable foe but of ISIS defenses that crumble within days and fighters who flee at the first sign of attack. “They don’t fight. They just send car bombs and then run away. And when we surround them, they surrender or infiltrate themselves among the civilians,” said Lt. Gen. A radical Islamist breeding ground Tuesday’s attacks show how Belgium has become an incubator of terror BRUSSELS The bomb attacks in Belgium offer new evidence of its security forces’ shortcomings in monitoring violent Islamist radicals, a failure that has allowed this country at the heart of Europe to become an incubator of terror. One glaring example: Belgian authorities knew that at least one of the two siblings who blew themselves up in Tuesday’s attacks — Ibrahim el-Bakraoui, 29 — had entered Turkey with the apparent intent of joining Islamist militants in Syria, according to a senior Turkish security official. Bakraoui was stopped by Turkish authorities last summer at the Syrian border and sent to the neighboring Netherlands. But Belgian officials now say that at the time, they did not equate his attempt to join the fighters with a possible terrorist threat. His younger brother, Khalid elBakraoui, 27, was also monitored

Eventually, Khalid el-Bakraoui became a logistical operative in the Paris siege that left 130 people dead in November, according to a senior European official. A Belgian citizen of Moroccan descent, Najim Laachraoui, 24, was identified Wednesday as another of the suicide bombers at the Brussels airport. This multilingual nation is plagued by societal rifts and rivalry between jurisdictions. Brussels has six police forces, each answering to a different mayor. Information is not always shared between the agencies, making it easy for leads to fall through the cracks. Like Salah Abdeslam, Europe’s “most wanted man,” who was arrested last week by Belgian authorities, terrorist plotters have managed to hide in plain sight in Brussels. But the terrorists’ ease of movement, critics say, reflects the failings of a convoluted and overwhelmed law enforcement system in Belgium. Although this nation of 11.2 million has sent more foreign fighters per capita to ISIS than any other country in Europe, Belgium has a relatively small security apparatus. Brussels, the capital, is home to 2,500 international agencies and organizations, including NATO and the E.U. headquarters. Yet nationwide, the Belgian federal police have a total force of approximately 12,000. The police have also been hampered by bizarre rules. According to Belgian’s justice minister, just two days after the Paris attacks Abdeslam was “likely in a flat in Molenbeek.” But because of the country’s penal code, which prohibits raids between 9 p.m. and 5 a.m. unless a crime is in progress or in case of fire, police were ordered to wait until dawn to pursue him. By then, Abdeslam was nowhere to be seen. Analysts say Belgium’s terrorism problem also includes social divides related not only to linguistic barriers but also to incorporating waves of Muslim immigrants in recent decades. Browns, perpetually searching for a QB, sign former Redskins passer to 2-year deal NFL Robert Griffin III is getting a chance to revive a career that once seemed unstoppable. The 2012 rookie of the year signed a two-year contract reportedly worth $15 million ($6.75 million guaranteed) Thursday with the Browns, a franchise on a perpetual mission to find a quarterback. Griffin, 26, hasn’t been the same since his dazzling rookie season, going 5-15 over the past three years with the Redskins. In 2015, he was active only once. The Browns, who tried to trade up and select Griffin four years ago, believe he can still lead on and off the field and they’re giving him a chance to win their starting job.
“I’m just excited to come in and compete,” Griffin said. “Nothing’s ever been given to me in my life, so I just want to go out and compete with the guys and grow with this team. … I cherish the opportunity to get another chance to play this beautiful game.” Griffin met last week with new Browns coach Hue Jackson, who was impressed by his candor and eagerness to begin anew. “He brings starting experience to our team and organization,” Jackson said. “He’s a young, athletic, talented passer and he’s really just starting out in this league. But perhaps just as important, Bogues said, was that the top-seeded Cavaliers are a reflection of their coach, Tony Bennett, who for three seasons was Bogues’ teammate with the Charlotte Hornets. “I see the defense, the discipline that his players always continue to show,” said Bogues, the 5-foot-3 former point guard. “I see the imprint that Tony Bennett is having on the program and how these guys are responding to him.” Bennett’s career was brief and mostly unmemorable: seven starts in three NBA seasons, interrupted

the No. 2 pick. Bennett, a 6-foot point guard from WisconsinGreen Bay, wasn’t it. The kid was determined and smart, fixated like his father and college coach, Dick Bennett, on solving a complex game like a puzzle. But when Alonzo Mourning is available, that’s an easy choice. Charlotte considered trading up from its second pick at No. 35
overall, but when the Hornets’ turn came early in the second round, there waited Bennett. “In every situation we put Tony in, you knew he was going to do his best,” Bristow would recall much later. “You could tell that if he made mistakes, he was going to work on it and he was going to correct those mistakes.” After his short NBA stint, Bennett, now 46, played overseas for a while, and many of his teammates lost touch with him. Bristow, who labeled Bennett one of his favorite players, said he hasn’t spoken with Bennett in years. Bogues, though, wondered sometimes what happened to the quiet kid. He thought about a player who occasionally seemed more interested in understanding the action rather than participating in it. Anyway, Bogues said, he always thought the kid would make a good coach. United’s 1-1 draw against Colorado on Sunday, he snapped a 255-minute scoreless streak for his team. With just two goals in its first three MLS games, United is in a tie for the lowest total in the league. It ranks 15th out of 20 MLS teams in chances created and 18th in passing accuracy. United’s lack of consistent starters in attacking positions may be partially responsible for the disjointed offense so far this season. Espindola and midfielder Luciano Acosta — expected to be two of the club’s most important attacking pieces in 2016 — shared the field for only 30 minutes in the first three games because of fitness and injury problems. Outside midfielder Patrick Nyarko has played only half of the available minutes this season because of concussion issues, while Chris Rolfe has continued his normal routine of being taken out of games around the 70th minute. The sooner coach Ben Olsen can view his starters together for an extended period, the sooner he’ll be able to determine if changes are needed to generate more offense. APARTMENT HUNTING As anyone who’s rented a home for two or more likely knows, finding a new roommate on Craigslist can be like navigating a jungle. Renters have to look out for predators while sniffing around for the right spot to set up camp and the right people to share it with. But a lot more goes into finding the right balance for renters looking for roommates who might develop into friends. Hilary Lane, 29, a nuclear engineer living in Van Ness, has gone roomie hunting four times in six years while renting a twobedroom unit. And each time, it takes her four to five weeks to find the perfect fit. “Since you’re living with this person every day, it’s not a process I like to rush,” she says. “Some people just want a person to fill the room and pay the rent. Some roommates sign a contract separate from their lease to set guidelines for their shared space. These roommate contracts can include stipulations as mundane as agreeing to take out the trash on alternate Fridays and as absurd as dictating what colors roommates can use to decorate the living room so as not to alter its aesthetic balance. Unless drawn up carefully with binding consideration before the lease signing, these agreements are meant to maintain respect for one another’s wishes and a balance of peace in the apartment, not for holding up in a court of law. A roommate contract probably can’t get renters out of a lease with an unruly roommate but it hopefully will encourage renters to compromise and be considerate of the people they’re sharing a space with. can be a little scary, especially for first-timers. But being prepared for interviews, understanding how to read people and knowing what renters themselves want from the hunt can lead to a good roommate or even a great friend. Lane’s process starts with placing an ad on Craigslist, after which she chooses the top five to 10 respondents to interview over the phone. She asks questions about their work schedule and daily routine and if they have a significant other who would be spending time at the apartment. (“I don’t want to end up with a surprise live-in third roommate,” she says.) Those who seem serious and financially secure move on to in-person visits at the apartment, where Lane can gauge how their personalities mesh. This in-person step can be crucial for finding a comfortable fit. “We have so much more experience in dealing with social situations and picking up on social cues than reading through résumés and applications,” says Sander van der Linden, a social psychologist at Princeton University. “It’s hard for someone to form a judgment or even a gut feeling just looking at a piece of paper.” Anne McNulty, a 27-year-old who works in communications, benefited from following her in-person instincts and found one of her best friends through a Craigslist roommate pairing.
When McNulty was looking for someone to fill the second bedroom in her Columbia Heights apartment, she put up a sparse post on Craigslist that read something like, “Clean young professional looking for a clean young professional,” and hit the jackpot. “I just got a really good vibe,” she says of meeting her nowformer roommate, Lindsay. “I was like, ‘I definitely want to live with this girl.’ ” She’d met with a couple of other candidates, but something clickedwhen Lindsaycametotour the place. “A lot of gut feelings involved,” McNulty says. Those gut feelings are pretty valuable. “We really do form judgments of people extremely quickly,” says clinical psychologist and Express’ advice columnist Dr. Andrea Bonior. “We react to body language, we react to how they look, how they speak, within a matter of seconds.” Gut feelings can help renters steer clear of potential predators, but they can make it easy to miss important details while wading through an interview. “First

impressions can be accurate, but when they’re not they might drive us to make poor choices,” Bonior says. If a renter’s first feeling is favorable, they can miss red flags later on in the conversation. To back up her gut check, McNulty also checks potential roommates out on Facebook. “It’s not like most other relationships, where you’re open-minded,” she says. “I’m signing a contract to live with you for at least a year; I’m going to find out every bit of information.” Fleming Roberts, 30, thought
she would have trouble finding a pet-friendly spot for herself and her dog, Bonnie. But she knew she had found her new home when she saw her nowroommate’s hilarious ad, which included specifications for “required awesomeness” and said live-in partners were only allowed if they came with a tall, single brother. And, she says, “it specified that having a dog was a plus. Bingo.” She moved in to the Columbia Heights townhouse just a few days after she responded to the ad. Her gut instinct paid off: One doubles ugly-cry session over “Long Island Medium” later, and she and her roommate are thick as thieves. Beyond finding TV shows and local takeout spots, new roommates should get on the same page when it comes to talking about their roomie relationship status. Rather than waiting for someone to be bugged by dishes left in the sink or a surprise houseguest overstaying their welcome, “I always say that it is much easier to preemptively talk about how you’re going to handle problems,” Bonior explains. Be it a weekly coffee date to check in or a shared agreement to hold house meetings whenever one roommate wants to talk things out, “the more you can spell out beforehand, the better.” Roberts’ preferred method for handling roommate disagreements? A healthy dose of humor: “You can get over someone disturbing your sleep or drinking your wine if they can crack a solid joke about it.” MEGAN DOWNEY

A dreary ‘Dawn’ rises ‘Batman v Superman: Dawn of Justice’ does everything but entertain its audience
FILM REVIEW “Batman v Superman: Dawn of Justice” begins and ends with a funeral, which is fitting for a movie that plays like one long dirge. Dreary, overproduced and underbaked, this nominal showdown between two of comicdom’s most mythic superheroes serves as a grim reminder of just how bad “Man of Steel” really was. That 2013 movie introduced British actor Henry Cavill as Superman, in a tea-colored miasma of dutiful action sequences and sadistically over-the-top violence. Director Zack Snyder returns to those questionable core values in a film that replaces genuine intrigue and suspense with a
series of confounding red herrings, tossing out solemn observations about men, gods, martyrs and saviors while invoking such hot-button issues as terrorism, drones and immigration. “Batman v Superman” is so desperate for the audience to take it seriously that it forgets to have any fun at all: Rather than escapism and sensory exhilaration, viewers get down in the mire with protagonists who grimace, scowl and wince their way through heroics with joyless determination. “Batman v Superman” begins where “Man of Steel” left off, with Superman laying waste to Metropolis in order to save it. Appalled, Bruce Wayne (Ben Affleck) worries that the new neighborhood vigilante is

accountable to no one — unlike Bruce, who at least has to answer to his lifelong factotum, Alfred (a drolly amusing Jeremy Irons). As a wish-fulfillment fantasy of potency and unassailable moral certainty, Snyder’s vision is understandable, if not particularly distinguished or
convincing. Chase scenes, explosions, beat-downs, shootouts and the final, brutalizing manoa-mano all look cobbled together from generic elements of other movies, crashing into a rock ’em, sock ’em rubble of glass, steel, rain and polystyrene concrete. Seen through one lens, “Batman v Superman” embodies the exhaustion of a genre that has long since outlived the ability to invest it with new relevance and meaning. Seen through another, it suggests that the slate is always blank, waiting to be reinscribed or, better yet, smashed altogether. We can always use another hero. The movie gives voice not just to Marguerite’s deficiencies as a singer, but also to emotional frailties that are all too human and familiar. MICHAEL O’SULLIVAN

The spirit of Martin Scorsese hovers constantly, if not always benevolently, over Pablo Trapero’s unsettling tale of a real-life family mired in criminality and corruption in 1980s Argentina. Second ‘Wedding’ lacks the charm of the first Sucessor to 2002 indie hit is less a sequel and more a lifeless rehash FILM REVIEW How many laughs can Nia Vardalos wring out of the fact that she’s Greek? We’re about to find out. Fourteen years after “My Big Fat Greek Wedding” became a box-office smash, we’re being served another helping of ethnic comedy with “My Big Fat Greek Wedding 2.” The characters have aged, but the jokes remain the same. Everything about the movie is familiar, down to the introductory voice-over by Toula (Vardalos). By the end of the first movie, which centered on Toula’s wedding, she had come to terms with her meddling relatives. Now, she’s seeing her suffocating reality through the eyes of her daughter Paris (Elena Kampouris). A mildly rebellious A student, the 17-year-old
is mortified by her family, especially her grandfather Gus (Michael Constantine), who’s constantly telling her to find a Greek boy and settle down. More pressing, Gus discovers that a priest never signed his 50-year-old marriage certificate, so he and Toula’s mother, Maria (Lainie Kazan), technically aren’t married. And that’s how you reverseengineer a wedding. After all, a story has to stay true to its title. These narratives don’t so much unfold as flail. What’s worse, none of the quandaries feel

particularly urgent. Toula and Ian may not act like newlyweds anymore, but there’s no real risk of infidelity — or worse, divorce. And while Maria gives Gus a hard time, pretending that she might not actually marry him, the ceremony is never in doubt. Which brings us to the rehashed comedy. Gus is still explaining how every word has Greek origins and still carrying around Windex. Toula’s Aunt Voula (Andrea Martin) is still oversharing details about her unsavory anatomical quirks. At least Vardalos still has an easy screen presence, but mostly she just stands around, reacting to the zany supporting characters. With so many warmed-over jokes, you’d think that the delivery would at least be on point. But everything, including the timing, feels off. One montage — set to “We Are Family” — is too groaninducing to be forgiven. In the end, the movie feels one laughtrack away from a bad sitcom. STEPHANIE MERRY (THE WASHINGTON POST)

Trust-us league? Journalists, stay out of Metropolis! I like when movies get journalism right, and not just serious movies like “Spotlight” and “All the President’s Men.” The fact that you could smell the nicotine wafting from the control room in “Anchorman: The Legend of Ron Burgundy” harked back to those childhood days when I would visit my news-producing dad and leave smelling like a Reno dive bar. I mostly liked the take “Batman v Superman: Dawn of Justice” took when depicting the Fourth Estate. At the Daily Planet, money is a concern; there’s an allusion to corporate control of the media (Ben Affleck’s Bruce Wayne drunkenly asks Henry Cavill’s Clark Kent, “Do I own you guys, or is that the other guy?”); and not even a Pulitzer Prize can get Lois Lane (Amy Adams) her own office.
The movie gets a lot right about journalism. Unfortunately, a lot of journalists got something very wrong about the movie. I am of the firm belief that real-world journalists should not appear as themselves in works of entertainment. And in “BVSDOJ,” a lot of journalists — including Anderson Cooper, Soledad O’Brien and Charlie Rose — do. Moreover, CNN is apparently the Official Cable News Provider of the movie, as its logo and crawl appear over the movie’s events as if they are real. It’s pointless, it’s tasteless and it’s wrong. Of course there is some corporate synergy going on here; Cooper, O’Brien and CNN are all tied to Time Warner Inc., which also owns DC Comics. But this isn’t your usual product placement; Anderson Cooper is not a grande Americano and Soledad O’Brien is not an
iPad. Journalists and journalism should not be commodities, and to treat them as such is a danger to the profession. I sometimes hesitate to call myself a journalist. I don’t cover hard news, I don’t have “sources,” I’m terrible at remembering AP style. But what I do is still journalism. Other than in this space, I try my best to keep my opinions and biases away from my byline. Because I want you to believe that when you see my name above a feature, what appears below it is, above all, true. Of course no one — I hope, but who knows today? — is going to watch “BVSDOJ” and believe that Anderson Cooper is actually reporting on [spoiler spoiler spoiler]. But Cooper and his colleagues belong to an honorable profession that is now seen as less than honorable (to put it nicely), partially because of the blurring of the line between news and entertainment. You have to get the news right, and that means it has to be true. Putting your name on something that is completely and entirely made up is doing a disservice to your name and to your profession. We can be entertaining — I try to be — but we are not entertainers. Let the actors handle the live feed from Metropolis; we traffic in truth.
