A Siamese cat named Cupcake survived eight days in a box after accidentally being sent through the mail by her British owners. An Elizabeth, N.J., home supposedly stalked by a creepy-letter writer known as “The Watcher” is back on the market. The couple who now own the house bought it in 2014 for nearly $1.4 million. But they refused to move in because of letters they say they received from a person with a “mentally disturbed fixation” on the house. The egg rolling began in 1878 with President Rutherford B. Hayes. Now the event includes storytelling, musical performances and tips from professional athletes on how to play basketball, tennis and other sports. There are even cooking demonstrations and yoga. This year, the first lady added a fun run to the mix. “I’m going to be running around the White House with a bunch of kids and any adults who feel like they can hang,� the first lady told the crowd as the president jokingly signaled in the background that the run wasn’t for him. Fortunately, the sun broke through midmorning after a night of scattered rain showers. The theme of this year’s event was “Let’s celebrate.� The first lady said she wanted to celebrate families and the nation in what will be the couple’s last Easter in office. “It’s our diversity. It’s our values,� the first lady said. “That’s what makes us strong.� The fun run was intended to highlight the first lady’s “Let’s Move!� initiative, which focuses on reducing childhood obesity. At the event kickoff, she promised dancing too: “We’ve got a little ‘whip’ and a little ‘nae nae’ — or however you do it,� she said, providing a brief example of how the dance is done. THE DISTRICT The odds were good that Lonnie Holmes, 21, would be the next person to kill or be killed in Richmond, Calif., a working-class suburb north of San Francisco. Four of his cousins had died in shootings. And he was arrested for carrying a loaded gun, police said. But when Holmes was released from prison last year, officials in the city offered something unusual to try to keep him alive: money. They began paying him as much as $1,000 a month not to commit another gun crime. Cities across the country, beginning with D.C., are moving to copy Richmond’s controversial approach because early indications show it has helped reduce homicide rates. But the program requires governments to reject some basic tenets of law enforcement, even as it challenges notions of appropriate ways to spend tax dollars. In Richmond, the city has hired ex-convicts to mentor dozens of its most violent offenders and allows them to take unconventional steps if it means preventing the next homicide. For example, the mentors have coaxed inebriated teens threatening violence into city cars, not for a ride to jail but home to sleep it off — sometimes with firearms still in their waistbands. And when the efforts at engagement fail, the mentors still pay those who pledge to improve, even when, like Holmes, they are caught with a gun, or worse — suspected of murder. The city-paid mentors operate at a distance from police. To maintain the trust of the young men they’re guiding, mentors do not inform police of what they know about crimes committed. At least twice, that may
have allowed suspected killers in the stipend program to evade responsibility for homicides. And yet, interest in the program is surging among urban politicians. Officials in Miami, Baltimore and more than a dozen cities in between are studying how to replicate Richmond’s program. D.C. is first in line. Implementing the Richmond model has emerged as a central fight this year between D.C. Mayor Muriel Bowser and the D.C. Council. Bowser is opposed to the strategy, arguing that the city should instead use its resources to fund jobs programs and that there is little independent analysis of the Richmond program. The mayor did not include money for it in her proposed 2017 budget released Thursday. But this month, the D.C. Council unanimously approved the idea as the best response to a surge of violent deaths that rocked the city last year. D.C. Council
member Kenyan R. McDuffie has promised to shift money from the mayor’s other law-enforcement priorities to launch the program. He said the successes in Richmond cannot be ignored by leaders serious about reducing crime. That’s because five years into Richmond’s multimillion-dollar experiment, 84 of 88 young men who have participated in the program remain alive, and 4 in 5 have not been suspected of another gun crime or suffered a bullet wound, according to DeVone Boggan, founder of the Richmond effort. Boggan and his staff are used to questions — and criticism — about the money. How do they know it doesn’t go to drugs? Or bullets? “This is controversial; I get it,” Boggan said. “But what’s really happening is that they are getting rewarded for doing really hard work, and it’s definite hard work when you talk about stopping picking up a gun to solve your problems.” Sam Vaughn, a senior mentor,

is more direct. “We don’t know where it goes, and I’m not sure we always would want to know where it goes,” he said. Program managers, like Vaughn, say they hope the young men come to realize that the money is best spent on bills and making progress toward a safe, secure livelihood. While the California strategy relies on private donors to fund the stipends, the District would probably use roughly a half-million dollars annually in taxpayer money. Vaughn applauds D.C. for proposing to use tax dollars, because he said it would give city residents and leaders a stake in the program’s success. The proof of whether it’s working will be seen in the city’s homicide tally, he said. “We don’t have any model fellows — we’re not graduating law school students here,” Vaughn said. “All we’re trying to do is to get these guys to stop killing each other.” AARON C. A federal judge ordered George Mason University to reinstate a student who said he was wrongly expelled for sexual misconduct when he was actually engaged in a consensual, sadomasochistic relationship. The student, who is identified only as John Doe in the lawsuit, was expelled in 2014. His former girlfriend said she was sexually assaulted, but the expelled student said administrators ignored evidence that they had been in a consensual relationship that featured bondage and sadomasochism. Police: Man, 52, killed by train was slaying suspect Police said a man who was a suspect in a fatal shooting apparently killed himself by putting himself on the tracks of a commuter train in Maryland. Prince George’s County Police spokesman Cpl. Harry Bond said the man was killed by the train Monday on the Amtrak/ MARC tracks in Lanham. Howard County Police spokeswoman Mary Phelan said an arrest warrant was issued for the man, identified as 52-year-old Jacinto Del Prado. The warrant charged Del Prado with shooting two men, one fatally, in Jessup, Md., on Sunday. (AP)

local THE DISTRICT A man with a gun was shot by police Monday at the Capitol Visitor Center at the U.S. Capitol Complex, according to D.C. police officials. He was taken to MedStar Washington Hospital Center. The report of gunfire in a city on heightened alert because of terrorist attacks in Europe sent dozens of emergency vehicles to the Capitol building and forced staff and visitors into lockdown. Road barricades went up, and police officers with automatic rifles were stationed on street corners. The shooting occurred about
2:40 p.m. at the entrance to the visitors’ center, an underground complex near the Capitol building. All visitors are screened through metal detectors as they enter. U.S. Capitol Police Chief Matthew R. Verderosa said the gunman was caught as he went through the screening process. “He drew what appeared to be a weapon,” the chief said. “He pointed at a police officer.” He said at least one officer opened fire and struck the gunman. He said police recovered a weapon on the scene and that the man was undergoing surgery at

Officials: Virus infects MedStar computers FBI is investigating as health care provider moves to pen, paper REGION Hackers crippled computer systems Monday at a major hospital chain, MedStar Health Inc., forcing records systems offline for thousands of patients and doctors. The FBI said it was investigating whether the unknown hackers had demanded a ransom to restore systems. A computer virus paralyzed some operations at Washingtonarea hospitals and doctors’ offices, leaving patients unable to book appointments and staff locked out of their email accounts. Some employees were required to turn off all computers starting Monday morning. A law enforcement official said the FBI was assessing whether

MedStar said in a statement that the virus prevented some employees from logging into systems. Ga. governor to veto ‘religious freedom’ bill ATLANTA Georgia’s term-limited Gov. Nathan Deal took a stand against his own party and averted threatened boycotts by major corporations on Monday by announcing his veto of a “religious freedom” bill passed exclusively by Republican lawmakers. “I do not think that we have to discriminate against anyone to protect the faith-based community in Georgia,” Deal declared. The bill enumerated a list of actions that “people of faith” would not have to perform for other people. Clergy could
refuse to perform gay marriages; churches and affiliated religious groups could have invoked their faith as a reason to refuse to serve or hire someone. A fossilized skull found in the Pavlodar region of Kazakhstan reveals that the Siberian unicorn — Elasmotherium sibiricum — lived as recently as 29,000 years ago. Scientists had previously thought the species died out about 350,000 years ago. ‘Induced’ quakes on the map Forecasted damage in central U.S. mirrors California, report finds ENVIRONMENT Earthquakes are a natural hazard — except when they’re manmade. The oil and gas industry has adopted the technique known as fracking to shatter subsurface shale rock and liberate the oil and gas lurking there. But the process results in tremendous amounts of chemical-laden wastewater. Horizontal drilling for oil can also produce massive amounts of natural, unwanted salt water. The industry disposes of this wastewater by pumping it into deep wells. This wastewater puts additional pressure on the underlying faults, thus, making the Earth move. On Monday, the U.S. Geological Survey published for the first time an earthquake hazard map covering both natural and “induced” quakes. The map and an accompanying report indicate that parts of the central U.S. now face a ground-shaking hazard equal to the terrain of California. Some 7 million people live in places vulnerable to these induced tremors, the USGS concluded. The list of places at highest risk of man-made earthquakes includes Oklahoma,

The letter was published on a government-linked website and signed by “loyal Communist Party members.” Around a dozen employees of the website and a related technology company in China have also been detained. Columnist Chang Ping, who lives in Germany, wrote Sunday that police had detained his two brothers and a sister in the Sichuan province. The authorities, he said, had asked his relatives to contact him and demand he cease writing articles critical of the Chinese Communist Party. On Friday, New York-based blogger Wen Yunchao, or Bei Feng, said his brother and parents were also taken away in the Guangdong province, after he tweeted a link to the letter. TECHNOLOGY The FBI says it successfully used a mysterious technique without Apple’s help to break into an iPhone linked to the gunman in a California mass shooting. The stunning move comes a week after officials announced that an unidentified third party had come forward offering to help unlock the phone. It’s unclear what was found on the phone. The government told a federal court Monday without any details that it accessed data on gunman Syed Farook’s iPhone and no longer requires Apple’s assistance. Farook and his wife died in a gun battle with police after killing 14 people in San Bernardino, Calif., in December. “Our decision to conclude the litigation was based solely on the fact that, with the recent assistance of a third party, we are now able to unlock that iPhone without compromising any information on the phone,” prosecutors said in a statement. Apple did not immediately comment on the development. The decision halts a courtroom showdown between Apple and federal prosecutors that many in the tech community had warned might set dangerous precedents. A U.S. magistrate last month ordered Apple to provide the FBI with software to help it hack into Farook’s work-issued iPhone. Mail time can get weird From birthday invites to dog drawings, Nationals players get odd requests from fans NATIONALS Catcher Jose Lobaton was opening a pile of fan mail at Nationals Park last season when he stumbled across a letter he had to share. Bryce Harper has the adjacent locker, so the backup catcher turned and read it to him. “Hey Loby, I’m your biggest fan,” the letter said, according to both players. “You’re the future of the game. There’s a Bryce Harper card in here. Can you have him sign it please?” Harper, the reigning NL MVP, laughed hysterically. Lobaton, 31, wasn’t quite as amused. “Loby is what, thirty-something? Late twenties?” Harper said later. “It was funny because Loby was like, ‘This kid told me I’m the future of the game!’ ” All professional athletes receive fan mail, most from people seeking autographs. But Nationals players also receive unusual items, unexpected gifts and letters from all over the world.
“I get birthday party invitations,” first baseman Ryan Zimmerman said. “I’ve never been. Usually my summers are pretty busy. People may not understand that.” Several players said the best mail comes from Asia, specifically Japan. Harper said he keeps all the drawings of him, and Stephen Strasburg said he once received stickers with images of him pitching. “My daughter loves them,” Strasburg said. “She’s really into stickers right now, so she has them all over.” When he was with the Athletics, starter Gio Gonzalez said he received a letter from a fan that read: “Hey, I’m low on cash and my mortgage needs to be paid. George Washington’s sophomore guard returns to the storied arena as the Colonials (26-10) face San Diego State (28-9) in the semifinals of the NIT Tournament tonight (9 p.m., ESPN). The winner will face the survivor of tonight’s BYU-Valparaiso game in Thursday’s championship. “Of course the ultimate goal was to go to the NCAA Tournament. We fell a little bit short, but we are a great team,” Jorgensen said Monday, before getting on the team bus in Foggy Bottom for the trip to New York. “We have to take advantage of
this opportunity.” Jorgensen, who averages 16 minutes per game off the bench and is third on the team in assists (2.2 per game), grew up in New City, N.Y., about 35 miles northwest of Madison Square Garden, and starred at nearby Don Bosco Prep in New Jersey. He said his parents, brother, aunts and uncles will be in the stands tonight. George Washington hasn’t played at MSG in 15 years. Circuit training is another option for burning calories that could also build muscle if you throw some weights into the mix. Jordan recommends four to five sets of compound exercises, the kind that work two or more parts of the body. You could, for instance, grab a pair of dumbbells for a squat with a bicep curl. Game for a class? Just about every gym has a variety of 45-minute classes, with enough time to get in, get to it and get out. But leaving the office in the middle of the day is a no-go for some. In that case, Jordan recommends heading to a stairwell. All you need is a pair of sneakers to do a few sets of calf raises. In trying to nail down the proportion of U.S. adults who maintain a healthy lifestyle, researchers at the University of Mississippi, Oregon State University and the University of Tennessee used four barometers to measure healthy behavior: a balanced diet, being active (150 minutes of activity a week), meeting the recommended criteria for body fat percentage and not smoking. Using 2003-2006 National Health and Nutrition Examination Survey data, accelerometers to track movement and blood samples, they found that 97.3 percent of the 4,745 people they looked at did not meet the criteria. But only 11 percent met none of the goals, while 34 percent met one, 37 percent met two, 16 percent met three and 2.7 percent met them all. Mayo Clinic Proceedings published their findings.

Should you eat before or after? How much should you pack? Shower? No shower? How much exercise can you pack in during a lunch hour? The good news is there are all sorts of tricks for getting the most out of your midday workout.
How to prepare The key is to have a plan. The night before, pack a light bag of just the essentials: a change of underwear, travel-size deodorant and wet wipes — if you won’t have time for a shower. Need to shower no matter what? Consider throwing in a bottle of dry shampoo to cut down the amount of time you spend away
from your desk, says Tami DeVitis, an instructor at Vida Fitness in the District. She also recommends (if your hair is long enough) wearing a ponytail that requires no maintenance post-workout. What to eat Scarfing down a hoagie right before a run might not be the best idea, but you should eat something, says Nancy Clark, author of “Nancy Clark’s Sports Nutrition Guidebook.” If you’re planning a high-intensity workout, she recommends eating a hearty breakfast. For less strenuous exercise, Clark said, it’s perfectly fine to eat a banana or half of your lunch

She asks for input, then tunes me out Q. I have a friend who asks me for advice about the guys she talks to on dating sites, but then gets upset when I give it. She has me look at profiles and choose which one I think is better, but then if she disagrees, she gets upset! It’s like she wants me to confirm her choices only and has no room for my opinion otherwise. And yet she won’t stop asking. FRUSTRATED FRIEND I think you realize your friend is practically a caricature — set in her ways and wholeheartedly against listening to other people’s opinions, yet insecure enough that she needs confirmation from someone else to trust her gut. Here’s the key to removing yourself from this circus without it getting ugly: Don’t make it seem like you’re
punishing her by withholding your opinion, and don’t turn it into a power trip or some backand-forth game. Instead, say that you’ve come to realize that what she’s really looking for is not the same thing she’s asking for. Explain that you think you’d help her most by just listening, because you’ve noticed that what she really seems to want is support rather than advice.
Your conundrum is quite common. In fact, I’d argue that skilled career counselors see people in your situation more often than they see the stereotypical recent college graduate with shined shoes and a leather résumé folder. View your career exploration as a project to tackle, and don’t think of it as some sort of problem that says anything about you or your abilities. See the past 15 years as a tool that has helped you learn a lot, not only in your field (which you may shift away from), but about workplace environments, work-life balance and what you like and don’t like about all the nuts and bolts of your day-to-day job. Exploring ideas with a career counselor can be pretty exciting, and it need not commit you to making any big changes until you’re ready. Lead singer Matthew Ramsey said it hit home when a friend told him it was like “being nominated for rookie of the year and MVP of the year at the same time.” Old Dominion will go into the ACM Awards show — airing at 8 p.m. Sunday on CBS and hosted by Luke Bryan and Dierks Bentley — as winners: The band has already picked up the newcomer award, announced last week. It’s a validation for the five members after writing country songs for solo acts for years. But Ramsey said it still feels unreal.

Old Dominion is up for vocal group of the year Sunday at the ACM Awards.
As they were promoting their full-length debut album, “Meat and Candy,” last year, the group, which picked the name Old Dominion because of their ties to Virginia, kept hearing the same backhanded compliment. “One of our favorite things we get a lot from people at our shows
is, ‘You know what, I don’t even like country music, but I like you guys,’” said multi-instrumentalist and songwriter Trevor Rosen. Old Dominion is one of the few country groups that doesn’t need a backing band, doesn’t rely heavily on vocal harmonies and writes its own songs, which tend
to be upbeat, cleverly worded and tinged with pop-rock melodies. It’s not easy being a country band these days when solo artists rule the radio waves. But Old Dominion has been persistent, pitching songs to other artists, handing out free CDs and hitting the road nearly 200 days a year. The band got its first hit single, “Break Up With Him,” thanks to heavy airplay on Sirius XM Radio. Getting an opening spot on Kenny Chesney’s Big Revival tour moved them from playing in clubs to performing in stadiums. Their experience on the road taught them to keep their shows and songs light, fun and energetic. “A band in our position, we have a first impression to make,” Ramsey said. “I think we consciously made that choice to keep it happy and up.” KRISTIN M. Zayn’s solo debut is one weary grind
The National Museum of African American History and Culture has plans to recognize Bill Cosby’s work without mentioning accusations by numerous women who say he sexually assaulted them, The New York Times reported over the weekend. Set to open in Washington in September, the museum is to display clips from “The Cosby Show” and a couple of other artifacts related to the actor, with no reference to the recent controversy over his alleged sexual predations. In response to the news, several of Cosby’s accusers criticized the museum, telling the paper that such an approach would misrepresent Cosby’s legacy. (EXPRESS)
MUSIC REVIEW In pop music, the metamorphosis from horny boy-band caterpillar to oversexed butterfly solo artiste is a transformation as old as time — or at least as old as Justin Timberlake. Zayn Malik’s solo debut, “Mind of Mine,” follows this boring trajectory to the letter. Having defected from the ranks of One Direction exactly one year ago, the 23-year-old has chosen to stretch himself out on a waterbed of anemic R&B, singing about his great sexual awakening while sounding as if he’s half-asleep. His worst lines translate bad sexts into embarrassing poetry. With “Lucozade,” a song named after a British energy drink, he punctuates a kiss-off with the question: “I told you I was over you — or were you under me?” Malik’s singing is both bombastic and lethargic. His lower register is satisfyingly robust, but his falsetto never resonates at the aphrodisiac frequencies of, say, Marvin Gaye. All this joyless, pseudomaturation raises a question: Does a pop song generate a hotter frisson when the singer isn’t allowed to sing about sex? That might explain why so many teen-pop idols exude so much life force. The wholesomeness is a total lie, and the kids are in on the secret.
