Va. governor’s race poll: Democratic contest tied VIRGINIA Former Virginia Congressman Tom Perriello is gaining ground and is tied with Lt. Gov. Ralph Northam in the Democratic gubernatorial primary, according to a new survey released Tuesday, while Republican Ed Gillespie is expanding his lead. Perriello and Northam each drew support from 26 percent of Democratic-leaning voters in the poll by the Wason Center for Public Policy at Christopher Newport University. Just under half

of those surveyed for the Democratic primary were undecided. Support for Perriello has increased 11 percentage points since the organization’s last polling on the race in late January, but remained stagnant for Northam. In the three-person GOP field, Gillespie has the support of 38 percent of Republican-leaning voters, an increase of 5 percentage points. He was buried with full military honors 74 years after he was killed in the Battle of Tarawa in the Gilbert Islands during World War II. His remains were found on Betio Island in 2015.

Every March, thousands of emperor penguins return to the pack ice of Antarctica to breed. Last week, after a 13-year absence, the penguins finally returned to Silver Spring. They’d been gone since 2004, when the massive mural depicting dozens of anthropomorphic penguins commuting by public transportation was removed outside the Silver Spring Metro station. The original mural was digitized and printed on thin aluminum sheets that are bonded to a polyethylene core, which have anti-graffiti coating on them. Artist Sally Callmer Thompson is delighted that her handiwork is back up after so long. “What good is a mural that’s in storage?” she said. “Nobody can see it.” (THE WASHINGTON POST)

Immigration officials say the father of a high school student charged with raping a 14-yearold girl in a school bathroom in Rockville has been arrested after a review of his status in the United States. A spokeswoman for U.S. Immigration and Customs Enforcement said Monday that Adolfo Sanchez-Reyes, 43, was arrested Friday. She says a review of Sanchez-Reyes’ immigration history shows that he is in the United States illegally. Officials say Sanchez-Reyes and his son, 18-year-old Henry Sanchez, are Guatemalan nationals. Lawmakers vote to ban drilling called fracking Maryland lawmakers voted Monday to ban hydraulic fracturing for oil and natural gas, a process better known as fracking. The Senate voted 35-10 for a measure that already had been approved by the House. That sends the bill to Republican Gov. Larry Hogan, who supports the ban. Fracking isn’t being used in Maryland now, but a moratorium on issuing permits ends in October. Charges to be dropped in fatal mall stabbing Prosecutors have dropped murder charges against a teenager in the fatal stabbings of two men inside a Montgomery County mall. A spokesman for the Montgomery County State’s Attorney’s Office said Tuesday that prosecutors have determined there is “insufficient evidence” to proceed. The investigation is ongoing. Angelo Lamont Jackson was charged in January with two counts of firstdegree murder in the case. He was 17 at the time and charged as an adult. (AP)

local THE DISTRICT D.C. police have arrested a suspect in the killing of an artist who was found stabbed last week in a Capitol Hill apartment. The suspect was identified as El Hadji Alpha Madiou Toure, 28, of no fixed address. He was charged with first-degree murder while armed and theft. At a news conference with Mayor Muriel Bowser, acting D.C. Police Chief Peter Newsham said Toure was wanted in Tennessee on a probation violation. Corrina Mehiel, 34, who lived in North Carolina and was visiting

D.C. for an art exhibit at the Corcoran School of the Arts and Design, was found dead the afternoon of March 21 inside a home in the 600 block of 14th Street NE. Her missing Toyota Prius was found over the weekend. A police report said that Mehiel was in her back bedroom, and that she was tied with bedding and clothing. Newsham said Mehiel and Toure did not know each other and there was no evidence that Mehiel had been sexually assaulted. The chief said authorities received “numerous tips,”

A new 12-sided British pound coin is entering circulation amid concern that the round pound was too easy to counterfeit. The new coin, introduced Tuesday, is intended to be the most secure in the world, featuring a hologram that changes from the pound symbol to the numeral one. Despite its many sides, the Royal Mint says the new coin will roll and has been tested for the past three years to make sure it will work in vending machines. The Supreme Court ruled Tuesday that Texas used the wrong standards in deciding that a death row inmate was not intellectually disabled and thus could be executed. In a 5 to 3 decision written by Justice Ruth Bader Ginsburg, the court sent back the case of Bobby James Moore, who fatally shot a store clerk in a botched robbery in 1980. His appeals process has been marked by conflicting opinions on whether he is intellectually disabled. Ginsburg said the court in Texas had used outdated standards for determining intellectual disability.

Days after a Republican health care bill died in Washington, lawmakers in deep-red Kansas voted to participate in a key part of the law it was meant to replace, the Affordable Care Act. The Kansas state Senate voted 25 to 14 Tuesday to extend Medicaid eligibility to about 150,000 additional people. The measure, which passed the House last week, had the support of all the Democrats in the legislature as well as a number of newly elected moderate Republicans who campaigned on a promise to broaden the program. Gov. Sam Brownback, R, is expected by many observers to veto the bill. (TWP)

The Dakota Access pipeline developer said Monday that it has placed oil in the pipeline under a Missouri River reservoir in North Dakota and that it’s preparing to put the pipeline into service. Dallasbased Energy Transfer Partners made the announcement in a brief court filing with the U.S. District Court for the District of Columbia. The announcement marks a significant development in the long battle over the project, which will move North Dakota oil 2,000 miles to a shipping point in Illinois. The Standing Rock and Cheyenne River Sioux tribes still have unresolved lawsuits in the case. (AP)

‘End to the war on coal’ President Trump moves decisively to wipe out Obama’s climate-change record House votes to repeal web privacy rules

POLITICS President Trump on Tuesday took the most significant step yet in obliterating his predecessor’s environmental record, instructing federal regulators to rewrite key rules aimed at curbing U.S. carbon emissions. The sweeping executive order — which the president signed with great fanfare in the Environmental Protection Agency’s Map Room — also seeks to lift a moratorium on federal coal leasing and remove the requirement that federal officials consider the impact of climate change when making decisions. The order sends an unmistakable signal that just as President Barack Obama sought to weave climate considerations into every aspect of the federal government, Trump is hoping to rip that approach out by its roots. The president did not utter the words “climate change” once, instead emphasizing that the move would spur job creation in the fossil fuel industry. “Our administration is putting an end to the war on coal,” he said, accompanied onstage by more than a dozen coal miners, Vice President Pence and three Cabinet members. Some of the measures could take years to implement and are unlikely to alter broader economic trends that are shifting the nation’s electricity mix from coal-fired generation to natural gas and renewables. The order is silent on whether the U.S. should withdraw from the 2015 Paris climate agreement, under which it has pledged to cut its greenhouse gas emissions between 26 and 28 percent by 2025 compared to 2005 levels, because the administration remains divided on that question. The order comes after several

In his first two months as president, Trump has nullified a regulation barring surface-mining companies from polluting waterways and set aside a new accounting system that would have compelled coal companies and other energy firms to pay more in federal royalties. TECHNOLOGY House Republicans voted Tuesday, by a margin of 215-205, to repeal a set of landmark privacy protections for web users, issuing a sweeping rebuke of internet policies enacted under the Obama administration. It also marks a sharp, partisan pivot toward letting internet providers such as Comcast, AT&T and Verizon collect and sell their customers’ web browsing history, location information, health data and other personal details. The measure, which was approved by a 50-48 margin in the Senate last week, now heads to President Trump, who is expected to sign it. The Federal Communications Commission rule was designed to give consumers greater control over how internet service providers share information. But critics say the rule adds costs, stifles innovation and picks winners and losers among internet companies. POLITICS The Trump administration sought to block former acting attorney general Sally Yates from testifying to Congress in the House investigation of links between Russian officials and Donald Trump’s presidential campaign, a position that is likely to further anger Democrats who have accused Republicans of trying to damage the inquiry. According to letters The Washington Post reviewed, the Justice Department notified Yates earlier this month that the administration considers a great deal of her possible testimony to be barred from discussion in a congressional hearing because the topics are covered by the presidential communication privilege. Yates and other former intelligence officials had been asked to testify before the House Intelligence Committee this week, a hearing that Chairman Devin Nunes, R-Calif., abruptly canceled. Yates was the deputy attorney general in the final years of the Obama administration and served as the acting attorney general in the first days of the Trump administration. President Trump fired Yates in January after she ordered Justice Department lawyers not to defend his first immigration order.

Stephen Drew and Chris Heisey add value with their attitudes as much as their bats NATIONALS Locker rooms are breeding grounds for inside jokes, some appropriate, some less so. One of the more common phrases in the Nationals’ clubhouse, however, is definitively G-rated. It started with Chris Heisey and Stephen Drew, affable staples of the bench who are also best friends. That phrase is “good kid,” and few conversations involving Heisey or Drew start any other way. “Hey, good kid!” is now a common greeting in the Nationals’ clubhouse, a perfect representation of the personalities that made the Nationals commit roster spots to Heisey and Drew by re-signing both to major league deals this winter.

Neither player seemed like impact signings when the Nationals brought them in before last year’s spring training. But both quickly emerged as clubhouse favorites, willing to help younger players and build up the downtrodden. “They’re always in a good mood. It’s great to have guys like that,” first baseman Ryan Zimmerman said. Heisey and Drew had never met before last spring training, and even when they did, they weren’t instant friends. But after hours together on the bench and in the batting cage, a bond emerged. Now, one is rarely seen without the other. Drew, 34, had never been a full-time bench player before

GYMNASTICS Retired star gymnasts testified before Congress on Tuesday that they were sexually abused by USA Gymnastics officials. Jamie Dantzscher, a 2000 Olympic bronze medalist, and three-time national champion rhythmic gymnast Jessica Howard told the Senate Judiciary Committee of their abuses by Dr. Larry Nassar, who is in prison in Michigan and faces charges in the state and federal systems. “USA Gymnastics failed its most basic responsibility to protect the athletes,” Dantzscher said through tears. Bob Dylan’s ‘Triplicate’ is a plethora of covers and familiar sounds

ALBUM REVIEW The idea of Bob Dylan becoming the keeper of Frank Sinatra’s flame would have seemed preposterous 50 years ago. Dylan was revolutionizing songwriting in a torrent of words back then, instantly making the classics sung by Sinatra another generation’s music. Parents’ music. Yet after two releases delving into songs primarily from the first half of the last century (2016’s “Fallen Angels” and 2015’s “Shadows in the Night”), Dylan doesn’t just double down on the strategy. “Triplicate,” out Friday, is, as the name implies,

ered by Sinatra. It seems like an odd direction for America’s greatest living songwriter, fresh off a Nobel Prize. Dylan hasn’t released a disc of self-penned material since 2012, and it’s worth wondering if the well has run dry. Maybe the inscrutable Dylan just likes singing these songs and wants to keep them alive. Singing is the last thing you’d expect to hear discussed on a Dylan record, yet his voice is surprisingly supple, even lovely. He reaches for, and finds, notes that you wouldn’t think possible.

Mixed messages

In a conversation published on Bob Dylan’s website with music writer and MTV executive Bill Flanagan, Dylan discussed why “Triplicate” is a three-disc set and the reason each is a mere 32 minutes long. “Thematically, [the discs] are interconnected; one is the sequel to the other and each one resolves the previous one,” Dylan said. “As far as the 32 minutes, that’s about the limit to the number of minutes on a long-playing record where the sound is most powerful.” (EXPRESS)

The songs are recorded in a hushed, intimate setting with spare backing from his longtime band, and many rest on a bed of steel guitar. They deserve to be

heard in a cabaret setting. These are songs of missed opportunities and lost love that feel right coming from a 75-year-old man. “We were young and didn’t have a care,” he sings in “Once Upon a Time.” “Where did it go?” Songs like “Stormy Weather,” “September of My Years,” “Stardust” and “Sentimental Journey” sound familiar, but others will be new to fans weaned on rock ’n’ roll. As well-performed as the material is on this album, the slower tempos allow a sense of sameness to creep in. “Triplicate” is more of a historical document than a contemporary recording, and absent a curiosity about songwriting of this era, some tedium is inevitable. entertainment ALBUM REVIEW Aimee Mann plays to an illusory type on “Mental Illness,” debuting on Friday. It’s a serene album of delicate, mournful songs with characters walking off cliffs, stuck in holes and escaping to amusement parks. Aiming to write the “saddest, slowest, most acoustic” songs as tongue-in-cheek confirmation of her image as a peddler of gloominess, Mann succeeds all too well. Her classy melodies soothe the heavy emotional themes but, as in a Philip Marlowe film or novel, the darkness rarely dissipates.

The consistency in her depiction of frustrating or failed relationships may be a plus — but if you happen to be slightly offcenter yourself, it could tip you over. Mercifully, the songs feature mostly acoustic guitar and piano, with few of the instrumental ornaments that characterized her early solo albums with Jon Brion. Here they would have only amplified the psychosis and neurosis. On “Rollercoasters,” such
