Ovi, at your fingertips The Caps star has his own line of emojis, and they’re kind of great CAPITALS Alex Ovechkin — one day after notching his 17th career hat trick — announced Wednesday the launch of the OviMoji custom app, a collaboration with the same Moji outfit that launched Steph Curry’s emoji collection before last year’s NBA Finals. The company has also collaborated with stars such as Conor McGregor, Allen Iverson and dozens of others. Curry’s StephMoji keyboard became the best-selling paid app in the Apple store before
last year’s finals, according to Bloomberg, moving ahead of Kim Kardashian’s emoji app. Ovechkin is the company’s first foray into ice hockey, via a partnership with a 31-year-old who still has one of the league’s larger personalities, one that Moji chief executive Oliver Camilo said “translates exceptionally well to the emoji space. “With him, there was quite a range of content to pull from — both on and off the ice. That’s really the biggest differentiator,” Camilo said. Ovechkin seems likely to start using emojis of himself. “Anybody who text with me knows I use emojis all the time, so it’s unbelievable that I have my own
now,” he said in a news release. Ovechkin’s emojis range from headshots to hockey poses to images of him with his wife. The collection is expected to grow as events warrant; when the Caps captain unveiled his custom skates before last week’s Russian Heritage Night, Moji designers created an emoji version of them in less than an hour and added it to the collection. Md. black caucus rejects bill to revive cash bail Vote is a major blow to legislation backed by bail bond industry MARYLAND The Maryland Legislative Black Caucus voted overwhelmingly Thursday to oppose a bill that would resurrect the bail system in Maryland, instead pledging support for a court rule aimed at limiting the number of poor people stuck in jail because they can’t afford to post bond. The 31-to-5 vote was a victory for progressives focused on criminal justice reform and a blow to the powerful bail bond industry, which has pressured the caucus and the General Assembly to
pass legislation overturning the court rule. The Senate passed the bill last week, and the measure is awaiting action in the House of Delegates. Without support from the Black Caucus, which wields strong influence in the House, its chances of passing appear slim. “We’re thrilled with the caucus vote, but we also know this is Annapolis and anything can happen,” said Caryn York, leader of a coalition that advocates for racial equality in the justice system. Among those at the caucus meeting was Attorney General Brian Frosh, who last year sought the rule change that prohibits judges from setting bail at levels that poor defendants cannot pay.
He said he is optimistic the new rule will stand, keeping Maryland among states that in recent years have limited or eliminated bail. “I think this is a very positive sign,” he said. Sen. C. Anthony Muse, the bill’s sponsor and a member of the caucus, told his colleagues that he proposed the legislation because he thinks judges should have the option to set bail, which might be less of a financial burden for a poor defendant than other pretrial conditions, such as paying the monthly cost for ankle monitors. Mark Meadows, R-N.C., had a big criticism for Metro General Manager Paul Wiedefeld when he appeared before Congress on Wednesday to talk about Metro’s financial woes. “A $400,000 video,” the lawmaker said, “was not well-timed.” Meadows, above, was talking about a video commissioned by Metro last year to ballyhoo its “Back2Good” program. Montgomery County police: Officer injured late Wednesday on I-270 during stolen car pursuit
Two children were struck and killed by a tractor-trailer Thursday morning when they ran across a road to board a school bus near the town of Dillwyn in central Virginia, officials said. The children, identified as Tori Perez, 5, and Jaiden Bartee, 6, died at the scene. The tractor-trailer driver, a 66-year-old man from Dillwyn, has a valid commercial driver’s license, according to police. No charges will be filed, police said. (TWP)

Prosecutors told the judge that while Montano and the girl may have agreed a day earlier to meet that morning for sex at Rockville High School, the girl was lured into a trap in which Montano and an 18-year-old defendant — Henry Sanchez Milian — forced her into a bathroom stall and took turns raping her. Woman allegedly said she tried to hit cops with car A 20-year-old woman who got into a confrontation with police near the U.S. Capitol, resulting in shots being fired, cursed at police and said she had tried to run officers over, according to a court document made public Thursday. The document was released after the woman’s first appearance in federal court, where she was ordered held in jail until an April 4 hearing. Prosecutors charged the woman as Mia K. Hill. According to new research published in Scientific Reports, the ferocious tyrannosaurs had snouts that were more sensitive than human fingertips. Experts believe males and females may have rubbed their faces together during mating season as a prehistoric form of foreplay. The T. rex’s crocodile-like facial sensory system was also used to locate prey and protect young, scientists say. Is it possible to buy someone’s browser history? Congress handed President Trump legislation Tuesday that would wipe away landmark privacy protections for internet users by making it easier for internet providers to collect and sell information, such as your web browsing history and app usage. But is it really possible to buy a person’s browsing history? The short answer is “in theory, but probably not in reality.” Internet service providers (ISPs) have privacy policies that cover this type of information. If an ISP, such as AT&T or Verizon, shares or sells someone’s personal information in violation of its own policy, a state attorney general could take the company to court, said Travis LeBlanc, a former chief of the Federal Communications Commission. It’s unlikely that an ISP would simply hand over data for cash, particularly about an individual, said Chris Calabrese of the Center for Democracy & Technology. Generally, a marketer will ask a company such as Facebook to advertise with a certain demographic. The companies will settle on a deal, and the marketer’s ads will be displayed on Facebook to that group. The marketing company will never see specific information about those people, which will continue to be held by the ISP. “That’s the most likely way you’ll have your web-surfing history sold,” Calabrese said. If the deep cuts are approved by Congress and the U.S. does not contribute to Africa’s current crisis, experts warn that the continent’s growing drought and famine could have far-ranging effects, including a new wave of migrants heading to Europe and possibly more support for Islamic extremist groups. Nearly 16 million people in Nigeria, Somalia and South Sudan are at risk of dying within months. “We are facing the largest humanitarian crisis since the creation of the United Nations,” Stephen O’Brien, the U.N. humanitarian chief, said after visiting Somalia and South Sudan. At least $4.4 billion is needed
by the end of March to avert a hunger “catastrophe” in Nigeria, Somalia, South Sudan and Yemen, U.N. Secretary-General Antonio Guterres has said. But according to U.N. data, only 10 percent of the necessary funds have been received so far. Trump’s proposed budget would “absolutely” cut programs that help some of the most vulnerable, Mick Mulvaney, the president’s budget director, told reporters last week. The budget would “spend less money on people overseas and more money on people back home,” he said. The United States traditionally has been the largest donor to the U.N. and gives more foreign aid to Africa than any other continent. That is expected to be reduced under Trump’s proposed budget, according to former and current U.S. government officials. “I’ve never seen this kind of threat to what otherwise has been a bipartisan consensus that food aid and humanitarian assistance

JERUSALEM Israel’s government on Thursday appeared set to approve the construction of a new Jewish settlement in the West Bank for the first time in 20 years, despite fierce opposition from the Palestinians and a recent request from the White House to hold back on settlement activity. The move, which was unanimously approved by the Security Cabinet and is waiting a final go-ahead from the wider Cabinet, is meant as compensation for the settlement of Amona, which was demolished more than a month ago after Israel’s Supreme Court ruled that it was built on land privately owned by Palestinian farmers. Prime Minister Benjamin Netanyahu has been under pressure at home to uphold his promise to the 40 families evicted from Amona to resettle them on an alternative parcel of land in the West Bank. Netanyahu said late Thursday the settlement will be built near Shiloh, close to the Palestinian city of Ramallah in the West Bank. If the plan for the settlement goes ahead, it would contradict a request by President Trump in February for Israel to “hold back” on settlements until an understanding is reached between the U.S. and Israel. nation+world Gay rights activists blast the compromise, demand a full repeal NORTH CAROLINA North Carolina rolled back its “bathroom bill” Thursday in a bid to end the year-long backlash over transgender rights that has cost the state dearly in business projects, conventions and basketball tournaments. The compromise plan, announced Wednesday night by the state’s Democratic governor and leaders of the Republican-controlled legislature, was worked out under mounting pressure from the NCAA after the organization warned that North Carolina wouldn’t be considered for
championship events from 2018 to 2022 unless House Bill 2, or HB2, was changed. The measure cleared the House and Senate and was signed by Gov. Roy Cooper within hours. Among other things, it repeals the best-known section of HB2: a requirement that transgender people use the public restrooms that correspond to the sex on their birth certificate. HB2 had also restricted local governments’ ability to enact nondiscrimination ordinances on behalf of gay or transgender people. Under the new measure, local governments can’t pass any new protections for workplaces, hotels and restaurants until December 2020. That moratorium, according

Governor Cooper said it was not “a perfect deal,” and that he would have preferred a bill that extended LGBT protections even further. The Atlantic Coast Conference said it will consider bringing championship events back to the state. ACC Commissioner John Swofford said the presidents of the conference’s universities would “reopen the discussion” about holding neutral site championships in North Carolina. Judge extends order blocking travel ban A U.S. judge in Hawaii is keeping President Trump’s travel ban on hold while the state’s lawsuit works its way through the courts. U.S. District Judge Derrick Watson issued a 24-page order Wednesday extending his temporary block of the ban. POLITICS President Trump threatened Thursday to try to knock off members of the House Freedom Caucus in next year’s elections if they don’t fall in line — an extraordinary move that laid bare a civil war within a Republican party struggling to enact an ambitious agenda. In a morning tweet, the president warned that the powerful group of hard-line conservatives who blocked the health care bill last week would “hurt the entire Republican agenda if they don’t get on the team, & fast.” The president vowed to “fight them” as well as Democrats in the 2018 midterm elections, a threat that his allies said was intended in the short term to make members of the Freedom Caucus think twice about crossing him again. But Trump’s vow was met with defiance by many in the group, including some who accused him of succumbing to the establishment in Washington that he had campaigned against. Rep. Justin Amash, R-Mich., a of the Freedom Caucus and one of Trump’s frequent GOP critics, tweeted: “It didn’t take long for the swamp to drain @ realDonaldTrump. No shame, Mr. President. Almost everyone succumbs to the D.C. Establishment.” Most of the roughly three dozen Freedom Caucus members were

In a series of White House meetings, Trump lobbied them intensively to support the GOP plan to replace President Barack Obama’s signature domestic achievement, only to see the bill collapse last Friday after Meadows and some of his allies said they would not vote for it. The bill also faced strong opposition from more moderate Republicans concerned it went too far in cutting Medicaid and leaving millions without insurance.
Trump’s threat comes as Republican leaders are bracing for a month of potential GOP infighting over spending priorities. Congress must pass a spending bill by April 28 to avert a government shutdown, but the path ahead is narrow and filled with obstacles. Beyond that, the same divide that derailed the health care legislation could imperil the next marquee legislation Trump wants to tackle: tax reform. Coming soon to McDonald’s: fresh beef. The company said Thursday that it will stop using frozen beef patties in its Quarter Pounders sometime next year at most of its U.S. locations. The change won’t affect other burgers, such as the Big Mac. The Quarter Pounder also will be cooked only after being ordered. POLITICS White House press secretary Sean Spicer said Thursday that the chairman and ranking minority-party members of the House and Senate committees on intelligence have been invited to the White House to review classified material it said relates to surveillance of the president’s associates. Spicer said the information was discovered by the National Security Council through the course of regular business. He would not say whether it was the same material already seen by Rep. Devin Nunes, a Republican from California who chairs the House Intelligence Committee. The invitation comes as the White House faces new questions about a report from The New York Times that two national security staffers were involved in delivering classified material to Nunes related to President Trump’s unsubstantiated claim that former President Barack Obama wiretapped him during the 2016 campaign. Spicer repeatedly refused to confirm or deny The Times’ report. But he suggested that questions about “process” were not as important as the substance of the information that Nunes reviewed, which Nunes said raised questions about whether the names of Trump associates were improperly disseminated in national security documents. The case: The Zags (36-1)entered the tournament limited only by their history, which had never included a Final Four. Now they’ve made it, seemingly with no weakness. Gonzaga has two 7-footers in Przemek Karnowski, the bearded Pole with the soft touch, and Zach Collins, the NBA-ready freshman. Transfers have also been invaluable: Forward Johnathan Williams (Missouri) had 19 points and three blocks against Xavier; guard Jordan Mathews (Cal) hit the gamewinning 3-pointer against West Virginia; guard Nigel Williams-Goss (Washington) is the leading scorer and poured in 23 last week.
The case: The question of the week will take nine months to answer. Just how many babies named Sindarius will be born in Columbia, S.C., in December? Thornwell is averaging 25.8 points, 7.5 rebounds and two steals per game in the tournament. The Gamecocks (26-10) have already upset Vegas-favorite Duke, Baylor and Florida, so why should they be scared of Gonzaga? Going down early isn’t a problem either. The Gamecocks have overcome three halftime deficits in the tournament, where their turnover margin is plus-21.
The verdict: South Carolina’s defense limits 3-pointers, but Gonzaga will excel pounding the rock down low.
The verdict: South Carolina has fully embodied its fiery coach and ridden its senior leader this far, but Gonzaga is too tough an opponent.
The argument: North Carolina’s Luke Maye will continue to be the Tar Heels’ X-Factor. The case: By now you’ve heard of him, the sophomore son of a former Tar Heels’ quarterback. You’ve seen the shot on loop, when Maye felt Kentucky’s defense give, backpedaled a few steps and caught a pass from Theo Pinson before sending UNC (31-7) to the Final Four with a game-winning jumper. Maye scored a career-high 17 points against the Wildcats and is averaging 12.5 points per game in the NCAA Tournament. His emergence adds to a frontcourt already spoiled with depth. The verdict: Maye’s newfound fame won’t allow him to sneak up on Oregon. Senior starter Isaiah Hicks has gotten into foul trouble and had a quiet tournament thus far. He’s due for a scoring outburst.

The argument: Oregon’s star power will overshadow the absence of injured Chris Boucher. The case: As Kansas could tell you, Oregon — and particularly junior forward Jordan Bell — has had no problem picking up the slack for Boucher, a top-flight rim protector who tore his ACL in the Pac-12 tourney. In an Elite Eight rout of the Jayhawks, Bell posted 11 points, 13 boards and eight blocks. He’s shooting 73 percent from the field in the tournament, with 12.5 points and 12.5 rebounds per game. Sophomore guard Tyler Dorsey is also scoring 24.5 per game — 10 points above his season average — in the tournament. The verdict: Rebounding remains a concern. But the aforementioned duo along with Dillon Brooks, who never met a shot that scared him, will give the Ducks (33-5) a chance.

The No. 2 Bulldogs (33-4) have spent all season stewing over a 60-point loss to No. 1 UConn (36-0) in last year’s tournament. Naming Treinen closer creates a deep bullpen Decision gives Nationals strong setup trio along with a handful of lefties MLB After declining to name a closer throughout the spring, manager Dusty Baker said Thursday in Fort Myers, Fla., that Blake Treinen will start the season in the role after competing with Shawn Kelley and Koda Glover. Baker, general manager Mike Rizzo and pitching coach Mike Maddux decided that Treinen’s power sinker and improving slider would fit best, particularly given his record of durability. Both Kelley, who has undergone two Tommy John surgeries, and Glover, who dealt with a torn
labrum in his hip without surgery, have durability concerns. Glover, 23, is also inexperienced; he began last season in Class A. With Treinen, 28, pitching the ninth, Kelley can pitch the eighth. Of all the innings Kelley, 32, has pitched in his career, he has the most experience and lowest ERA in the eighth. Opposing batters hit .214 against Kelley in eighthinning situations. Joe Blanton can pitch the seventh. He held batters to the 10thlowest batting average-against of all qualified righty relievers last year, and actually had better numbers against lefties (.186 BAA) than righties (.192). While a three-headed setup crew of Glover, Blanton and Kelley is tantalizing enough,
the Nats will also have plenty of left-handed help. As long as Sammy Solis, 28, stays healthy, the team sees him as a left-handed stalwart. Baker is comfortable using him in matchup situations or for full innings. Oliver Perez, 35, is a sometimes-flighty veteran who can serve as the Nationals’ matchup lefty. Enny Romero, 26, can fit that mold, too. Treinen, Romero and Glover all average more than 95 mph with their fastballs. Solis, Kelley and Perez all averaged more than a strikeout per inning in 2016. This year’s relief corps contains more pitchers with late-inning potential than perhaps any the Nationals have had to date.

N. Dakota taking heat for cutting women’s hockey The U.S. women’s hockey team barely had time to enjoy winning a better compensation deal from the sport’s national organization before it was jolted with some upsetting news. The University of North Dakota announced Wednesday it was shutting down a women’s hockey program that had sent players to Team USA. Current and former UND players accused the university of informing the media while the team was still practicing. Team USA members Monique Lamoureux-Morando and Jocelyne Lamoureux-Davidson, twins who played at North Dakota, expressed outrage at UND’s treatment of its players. “Shame on you for not having the decency to communicate with the staff and athletes before anyone else!” Lamoureux-Davidson wrote in a tweet directed at the athletic department’s account. According to the Grand Forks Herald, eight UND players competed at the 2014 Olympics, and as many as 10 could participate in next year’s games. The university cited budget cuts in announcing that it would discontinue its men’s and women’s swimming and diving programs, in addition to the women’s hockey team. It also said that “additional money” was needed to “comply with the Summit League’s minimum scholarship requirements” as it moved into the league. DES BIELER

Don’t give a yuck: I picked the wrong time to be a critic We have a few rules surrounding food in our house. What’s for dinner is what’s for dinner. You don’t have to clean your plate, but you have to take a bite of everything before getting seconds of anything (and, no, touching your fork to your carrots and then putting it in your mouth is not a bite). And, most importantly, don’t yuck someone’s yum. You don’t “ewwwww” Mom’s avocado toast with hot sauce and she won’t gag at your inordinate fondness for Burger King Chicken Fries. Well, she’ll try. I was reminded of that rule while watching “The Boss Baby” with my 8-year-old son.
He had been looking forward to the animated film from DreamWorks for a long time, since apparently “baby talks like Alec Baldwin” is one of his favorite comedy tropes. He spent the movie giggling, gasping and thoroughly enjoying himself. I spent the movie wishing for the sweet, sweet release of death. My favorite part of “The Boss Baby” was when I went to the bathroom so I could text my friend about how much I hated “The Boss Baby.” At one point I leaned over to my son and whispered, “This movie is stupid,” hoping he’d agree. “Don’t yuck my yum,” he said, never taking his eyes off the (stupid) screen. Yucking someone’s cultural yum has, unfortunately, become
part of the landscape — God help the people who actually like Nickelback. That doesn’t mean everyone has to yum everyone else’s yum; I did not like “The Boss Baby,” and I will never again take a bite of BK Chicken Fries. The former is a lazy, nonsensical film that assumes that, because it’s targeted to children, it gets a pass on things like “story” and “comedy”; the latter is … well, I’m not sure what the latter is, but I do know I don’t want it in my mouth. After the movie (and over some excellent fried chicken that was not disturbingly fry-shaped), my son and I had a good discussion about why, specifically, I did not like the movie, and why he did. In the end, we reached common ground in agreeing that “The Lego Batman Movie” was much better. In his words, it was because “Lego Batman” was “way more awesome.” Which it was. Still, I should not have yucked my son’s yum. I should have let him keep enjoying the film without announcing that I wasn’t; we still could have had that same post-movie

The live-action adaptation of Mamoru Oshii’s 1995 anime film — about a female robot with a human soul (Scarlett Johansson) who fights cyberterrorism — is, in a way, the victim of its antecedent’s success. It does echo the first film’s noirish undertones of tech-savvy paranoia, but it missed its chance, not to just re-enact the innovations of its predecessor, but also to redefine them for a new generation. A suspenseful ‘Blackcoat’ builds to a weak finale Kat, who behaves like many a horror-movie child protagonist, smiling enigmatically, vomiting up a milky substance and sleepwalking in the scary dormitory basement. A pay phone rings ominously, with mysterious static — and more — on the other end, and the steam heating system produces unearthly noises. The film’s minimalist score, courtesy of the writer-director’s brother Elvis Perkins, is at times indistinguishable from such ambient sounds as the buzz of fluorescent lights. The composer has also set an old nursery rhyme to music — performed by Kat, in a campus talent show that opens the film — lending the film its

FILM REVIEW “The Blackcoat’s Daughter,” from actor-turned-filmmaker Oz Perkins, is a visually striking masterpiece of mood and carefully calibrated storytelling. If only its technical gifts were in service of a better — or at least more original — story. Set in a private girls’ boarding school in upstate New York, “Blackcoat” begins by introducing us to two girls: wallflower high school freshman Kat (Kiernan Shipka) and pretty, confident upperclasswoman Rose (Lucy Boynton), who are both stranded at school over winter break. In short order, strange things begin to happen, mostly involving
poetically ambiguous title. Meanwhile, in a parallel story line that’s gradually weaved into the narrative, a young female hitchhiker (Emma Roberts) is shown making her way toward the school, with the assistance of a kindly middle-aged traveler and his less kindly disposed wife (James Remar and Lauren
Holly), the latter of whom appears to be harboring some secret resentment. What all this adds up to is a mounting sense of exquisite dread. Although very little happens in the way of traditional horror-movie jump-scares, “Blackcoat” builds and builds toward a profoundly disquieting sense that
something really bad is coming. And come it does, with a disappointingly familiar and violent third-act reveal that is all the more of a letdown because of the strength and nuance of what came before, and how sparingly the film’s clues have been parceled out.
