THE DISTRICT The nation’s capital once again can claim it is the most literate city in the country. The 13th annual study by Central Connecticut State University examines the reading habits and resources of more than 80 U.S. cities. It accounts for the number of bookstores in a city, the population’s education attainment and newspaper and magazine circulation, along with library and internet resources. D.C. topped the list, followed by Seattle, Minneapolis, Atlanta and San Francisco. D.C. placed first on the list four years in a row (2010-2013) before Minneapolis took No. 1 in 2014. No study was conducted for 2015. The district ranked first in internet resources, and newspaper and magazine circulation. “This set of factors measures people’s use of their literacy

and thus presents a large-scale portrait of our nation’s cultural vitality,” the study’s conductor, Central Connecticut State University president emeritus Jack Miller, wrote in an introduction to his findings. “From this data we can better perceive the extent and quality of the long-term literacy essential to individual economic success, civic participation, and the quality of life in a community and a nation.”
The study, however, does not account for school achievement. While D.C. has an improving school system, a stark achievement gap persists between white and nonwhite students. About 25 percent of District students across all grade levels are “college and career ready,” according to 2016 results of Partnership for Assessment of Readiness for College and Careers test — a national standardized test. The notion that young girls of color were disappearing without an uproar seemed scandalous, even racist. “Some of this viral media left
people with the false impression that people were being abducted and that nobody cared and that was entirely wrong,” Bowser said. By late last month, the Congressional Black Caucus had asked for an FBI investigation. There was national television coverage. There were candlelight vigils and school walkouts. In her annual citywide address Thursday night, Bowser sought to calm the panic caused by a wayward social media campaign. Bowser highlighted plans to create a task force largely devoted to helping runaway children. Bowser also vowed to keep publicizing each missing child on social media, saying the exposure is a net positive. Dickerson noted during the address that most of the “missing

THE DISTRICT It began with tweets from D.C. police in late December: “CRITICAL MISSING” trumpeted one alert about a 13-year-old girl last seen outside her home in Southeast Washington. The siren echoed through cyberspace, retweeted 113 times, reposted even more on Instagram and Facebook. When the girl returned home hours later, that news was retweeted just 13 times. The idea to share the tweet, and others like it, came from a newly promoted police commander, Chanel Dickerson, who decided that the department should routinely tweet every “critical” missing person, which is anyone 15 or younger and 65 or older. Before the change, the decision to publicize a case usually was reserved for instances when police thought a missing individual might be in danger. Inside D.C. police headquarters and the office of Mayor Muriel Bowser, officials initially were pleased. The attention seemed to be a good thing, especially because almost all of the youngsters were turning up safe — much as they always had — within a few hours or days. But unbeknownst to Bowser and her team, the cacophony of all-caps alerts was morphing into a perceived epidemic of missing

EDUCATION A local philanthropic group wants to revamp low-performing public schools and open others, 25 in all over the next five years. There are 233 public schools in the District with 90,000 students, counting city and charter schools. But Mieka Wick, chief executive of CityBridge Education, said last week that there are not enough schools with “high-quality” seats where students are meeting or exceeding academic standards. CityBridge plans to add more high-quality schools by giving educators up to $500,000 in cash and in-kind donations per school to open a new charter school or redesign an existing city or charter school. The first wave of projects will include a computer-science charter school in Ward 7 and a charter school with Smithsonian museums as a central focus of the curriculum. The organization is also giving D.C. Public Schools money to revamp its alternative schools and redesign two elementary schools. “We realized this is the work that the city needs,” Wick said. CityBridge Education is a spinoff of the philanthropic group CityBridge Foundation, run by Katherine and David Bradley, which has given millions of dollars to education-overhaul efforts in the city, mainly to charter schools and groups including Teach for America. NATIONAL SECURITY The United Arab Emirates arranged a secret meeting in January between Blackwater founder Erik Prince and a Russian close to President Vladimir Putin as part of an apparent effort to establish a back-channel line of communication between Moscow and President-elect Donald Trump, according to U.S., European and Arab officials. The meeting took place around Jan. 11 — nine days before Trump’s inauguration — in the Seychelles islands in the Indian Ocean, officials said. Though the full agenda remains unclear, the crown prince of Abu Dhabi, Sheikh Mohamed bin Zayed al-Nahyan and his brother, the UAE’s national security adviser, agreed to broker the meeting in part to explore whether Russia could be persuaded to curtail its relationship with Iran, including in Syria, a Trump administration objective that would likely require major concessions to Moscow on U.S. sanctions. Though Prince had no formal role with the Trump campaign or transition team, he presented himself as an unofficial envoy for Trump to high-ranking Emiratis involved in setting up his meeting with the Putin confidant, according to the officials, who did not identify the Russian.

U.S. officials said the FBI has been scrutinizing the Seychelles meeting as part of a broader probe of Russian interference in the 2016 U.S. election and alleged contacts between associates of Putin and Trump. The FBI declined to comment. The Seychelles encounter, which spanned two days, adds to an expanding web of connections between Russia and Americans with ties to Trump — contacts that the White House has been reluctant to acknowledge or explain until they have been exposed by news organizations. “We are not aware of any meetings and Erik Prince had no role in the transition,” said Sean Spicer, the White House press secretary. “This is a complete fabrication,” a spokesman for Prince said. “The meeting had nothing to do with
President Trump.” Prince is best known as the founder of Blackwater, a security firm that became a symbol of U.S. abuses in Iraq after a series of incidents, including one in 2007 in which the company’s guards were accused — and later criminally convicted — of killing civilians in a crowded Iraqi square. Prince, who is the brother of Education Secretary Betsy Devos, would probably have been seen as too controversial to serve in any official capacity in the Trump transition or administration. But his ties to Trump advisers, experience with clandestine work and relationship with the royal leaders of the Emirates would have positioned him as an ideal go-between. ADAM ENTOUS,

The proportion of middle school and high school students who reported exposure to secondhand smoke from e-cigarettes in the previous 30 days, according to a study published in March by the Centers for Disease Control and Prevention. The finding translates to 6.5 million youths exposed. Some of them had smoked e-cigarettes themselves during that time, but 4.4 million had not. PETERSBURG, RUSSIA A bomb blast tore through a subway train deep under Russia’s second-largest city Monday, killing 11 people and wounding about 40 in a chaotic scene that left victims sprawled on a smoky platform. Hours later, anguish and fear rose again when police found and defused a shrapnelpacked explosive device at another St. Petersburg station. There was no immediate claim of responsibility for the attack, which came while President Vladimir Putin was meeting with the president of Belarus on the city’s outskirts. In the past two decades, Russian trains and planes have been frequent targets of terrorism, usually blamed on Islamic militants. News reports Monday night said police were searching for two suspects, and Russian state television showed a photo of one suspect wearing what appeared to be a skullcap characteristic of Russia’s Muslim regions. The Investigative Committee, the country’s top criminal investigation body, said it had begun a probe based on the assumption that it was terrorism but added that other possibilities were being considered. St. Petersburg, a major tourist destination famed for its imperial palaces and lavish art museums, had been spared previous attacks.

midafternoon as the train traveled between stations on one of the city’s north-south lines. The driver chose to continue on to the next stop, Technological Institute, a decision praised by the Investigative Committee as aiding evacuation efforts and
reducing the danger to passengers who would have had to walk along the electrified tracks. The National Anti-Terrorism Committee said the death toll was 11, with another 45 people being treated for wounds in hospitals. Amateur video broadcast by Russian TV showed people lying on the platform of the Technological Institute station, and others bleeding and weeping just after the damaged train pulled in. Within two hours of the blast, authorities had found and deactivated another bomb at another busy station, Vosstaniya Square, the anti-terrorism agency said. The bombing drew widespread condemnation. Records show link between FBI, Geek Squad Technicians for Best Buy’s “Geek Squad City” computer repair facility had a long, close relationship with the FBI in “a joint venture to ferret out child porn,” according to claims in new federal court documents. The allegations are made by lawyers for a California doctor charged with possessing child pornography, after the doctor took his computer to a Best Buy store for repair. Computers that require data recovery are typically sent to a facility in Brooks, Ky., and customers consent to having their computers searched — and turned over to authorities if child porn is found. While there is no question that Geek Squad technicians have notified authorities after finding child porn, the new court documents assert that there is a deeper relationship than has previously been revealed. Defense lawyers for the doctor argue that Geek Squad City’s technicians acted as government agents by receiving payments, and therefore would need a warrant. A number of Geek Squad employees received $500 or $1,000 from the FBI, documents and testimony showed. Federal prosecutors wrote that “however ill-advised those payments may have been … the money, more of an embarrassment than an incentive, did nothing to turn Geek Squad City supervisors into government agents.” TOM JACKMAN

Dems set for filibuster POLITICS Senate Democrats secured enough votes to filibuster the nomination of Judge Neil Gorsuch to the U.S. Supreme Court on Monday, increasing the likelihood that Republicans will change the rules of the U.S. Senate to ensure his confirmation later this week. Democratic opposition to Gorsuch has been building for days, and four more senators announced Monday that they would vote against him and support a filibuster of his nomination. That gave Democrats the requisite 41 votes to put up a roadblock and compel President Trump and Senate Republicans to either withdraw Gorsuch’s nomination or change Senate procedure. With Trump and Republicans vowing that Gorsuch will be confirmed despite any filibuster, a change in how the Senate does business — the so-called “nuclear option” — is expected by Friday. If that happens, the Senate is “headed to a world where
you don’t need one person from the other side to pick a judge,” warned Sen. Lindsey Graham, RS.C. “And what does that mean? That means the judges are going to be more ideological, not less. It means that every Senate seat is going to be a referendum on the Supreme Court. … The damage done to the Senate is going to be real.” Graham’s comments came as the Senate Judiciary Committee voted to refer Gorsuch’s nomination to the full Senate, which is expected to begin debating the pick today. The outcome of the panel’s vote was never in doubt — Republicans hold a majority of seats on the committee, and Gorsuch was approved on a party-line vote. However, the testy hearing foreshadowed what is likely to be a combative week before a twoweek Easter recess. Republicans have vowed to confirm Gorsuch by Friday. Sens. Mark R. Warner, D-Va., indicated Monday that they would oppose Gorsuch and vote against cloture — the motion to end a filibuster that is required to hold a final up-or-down confirmation vote. Leahy criticized Gorsuch’s answers during his marathon hearing as “excruciatingly evasive.” Leahy said that a GOP move to end filibusters of Supreme Court nominees would damage the Senate but argued that he had to vote his conscience, even if it pushed Republicans to change the rules. “I cannot vote solely to protect an institution when the rights of hard-working Americans are at risk,” he said, “because I fear that the Senate I would be defending no longer exists.” Senate Republicans shot back
Wow! Trump’s tweets have toned down. One of the many things setting President Trump apart from his predecessors is his use (or perhaps abuse) of Twitter. The 45th president takes his message directly to his 27 million followers, blasting out tweets on everything from sporting events (“Tom Brady, Bob Kraft and Coach B are total winners. Wow!”) to the day’s legislative agenda (“Big day for healthcare. Working hard!”). As the examples above demonstrate, one of the defining characteristics of a Trump tweet is the exclamation point. Consider this: Between Jan. 20 and March 31, the @realDonaldTrump account published 357 tweets. Nearly 60 percent of those tweets contained an exclamation point! Compare that with tweets published over the same time period by @BarackObama in the prior year. Obama published tweets at just one-tenth the rate of Trump — 37 of them over that period. Only eight of those tweets, or 22 percent of them, contained an exclamation point. But in one small way, Trump has altered his Twitter style since taking office. He used to frequently send out tweets containing two (!!), three (!!!), four (!!!!) and up to 15 (!!!!!!!!!!!!!!!) exclamation points at a time. That practice came to a halt Jan. 20, suggesting, perhaps, an effort to tone down the exuberance and appear more “presidential.”

They bring those dreams to opening day, only to have them smashed soon after because nothing goes as planned over a 162-game marathon. But teams can dream, and the Nationals saw theirs come to fruition in their season-opening win over the Marlins on Monday afternoon in Washington. There was a healthy Stephen Strasburg shutting down an opposing lineup over seven innings. There was Bryce Harper smashing a towering home run to put Washington on the board. There was last-second, bargain basement acquisition Adam Lind clobbering a pinch-hit, two-run home run with his first swing in a Nationals uniform. PERSPECTIVE From the moment Georgetown opted to fire John Thompson III, Patrick Ewing’s name came up as a potential candidate. And when it did, inevitably, his potential return to the program he turned into a national powerhouse as a player in the 1980s was lumped in with the likes of Chris Mullin returning to St. John’s and Clyde Drexler returning to Houston. In some ways, such a link is understandable. All three are iconic figures at their respective universities who went on to have Hall of Fame careers in the NBA, and they were all hired without ever having been collegiate head coaches. The links end there. Georgetown announced Monday that Ewing, 54, will succeed Thompson III as head coach, and he enters the job having spent the past 15 years preparing himself for just this type of opportunity. When Mullin went back to St. John’s two years ago, he had two failed stints as an executive with the Warriors and Kings on his résumé. Drexler, on the other hand, became the head coach at his alma mater immediately upon retiring as an NBA player, spending two failed seasons there before resigning. Ewing — despite his Hall of Fame career as a player — began at the bottom of the coaching ranks and worked his way up. He spent lengthy stints as an assistant under Jeff Van Gundy with the Rockets and then Stan Van Gundy with the Magic before taking on his current role as associate head coach under Steve Clifford with the Hornets. Ewing has been vocal about wanting his shot as an NBA

coach. He has come close, too, including when he interviewed for the Kings’ vacancy this past summer. Each time, however, he has been passed over and has gone back to being an assistant. Now he’ll be a head coach, and he will do so at the place where he made his name playing under
John Thompson Jr. while forging one of college basketball’s greatest careers. For many within the Georgetown community, the hire is frustrating simply because of those ties to the Thompsons. Since Thompson III got the Hoyas back to the Final Four in 2007,

the program stagnated, failing to make it out of the first weekend of the NCAA Tournament since then. Georgetown suffered several high-profile losses to lowerseeded teams, and the Hoyas missed the postseason entirely in three of the past four seasons. Ewing is expected to leave his job with the Hornets in short order to begin the process of putting together his staff. Since the possibility of returning to Georgetown has been on the table, he has spent time deliberating over how to proceed: from what style of play to employ to targeting potential assistants to navigate the complicated waters of AAU programs and high-level basketball factories. This is undoubtedly a big swing by Georgetown, which is hiring someone with no college head coaching experience to undergo a significant rebuilding process. But this is far from a charity hire. Ewing has spent 15 years waiting for this opportunity, working to prove he can be a head coach at the highest levels of this sport whenever he was given a chance to do so. Staley looks to continue title tradition WOMEN’S BASKETBALL Dawn Staley hopes to pass along a piece of her first championship net to another aspiring AfricanAmerican coach — just as Carolyn Peck did for her years ago. Staley joined Peck as the only African-American coaches to win an NCAA women’s basketball championship Sunday night when South Carolina beat Mississippi State 67-55 in Dallas. Peck, who won a title at Purdue in 1999, gave Staley a piece of her net a few years ago. Staley has held it close ever since. “I’ve had it in my wallet for years. She said, ‘When you win your national championship, just return it,’ ” Staley said. Staley made the Final Four three times as a player at Virginia but never won. She also led the Gamecocks to the national semifinals two years ago before losing to Notre Dame. On Sunday, Staley proudly wore the net she cut down around her neck and still had it on hours later when she left the arena. Junior center A’ja Wilson scored 23 points to help Staley get her first title. Wilson blocked a shot on one end of the court and then hit a short jumper in the lane that started a 12-2 run to put the game away. The NHL on Monday announced that it will not be participating in the 2018 Winter Olympics in South Korea, saying the matter was “officially closed.” The league said no meaningful progress came out of talks with the NHLPA, International Olympic Committee and International Ice Hockey Federation. Owners don’t like to stop the season for three weeks every four years. Capitals star Alex Ovechkin has said he plans to go regardless of NHL participation. (AP)
ESPN announced Monday that former Bills and Jets coach Rex Ryan is joining “Sunday NFL Countdown” as an analyst. Ryan, who will also contribute to “SportsCenter” and ESPN Radio, will make his debut Saturday on the broadcast for Florida State’s spring football game. His transition to TV comes a little more than three months after his dismissal in Buffalo, where he went 15-16 in two seasons. He coached the Jets for six seasons before that. (AP)
A former financial adviser to retired Spurs star Tim Duncan has pleaded guilty in a multimillion-dollar fraud case and faces up to 20 years in prison. Federal prosecutors said Charles Banks, 49, pleaded guilty Monday in San Antonio to one count of wire fraud. Investigators said Banks manipulated Duncan into guaranteeing payment of a $6 million debt, and prosecutors alleged that Banks failed to disclose commissions and loans he received in the deal. (AP)

Pro Bowl LB Brown will join Redskins NFL The Redskins on Monday made their most significant defensive acquisition nearly a month into free agency, agreeing to terms with inside linebacker Zach Brown following his visit to Redskins Park, according to Brown’s agent. Brown, 27, had a breakout season with Buffalo in 2016. He made the Pro Bowl after finishing second in the league with 149 tackles. He also had four sacks, one interception and two forced fumbles. His addition is a notable upgrade at the position for the Redskins, who started Will Compton and Mason Foster at inside linebacker last year. Miami-based agent Michael Katz confirmed the deal. Katz’s brother, Jason, was the lead d agent for Brown, who attended d Wilde Lake High (Columbia,,
Md.), Hargrave Military Academy (Chatham, Va.) and North Carolina. “Zach is now back home, where he’s from, so it’s a great homecoming,” Michael Katz said. “The Redskins organization, starting from the head coach all the way down, was what really helped Zach make his decision.” Brown will join the team with 49 career starts in five NFL seasons. He was with Tennessee for four years before joining the Bills. Brown was viewed as one of the top inside linebackers during free agency, but his asking price was reportedly higher than what NFL teams were willing to pay at the start of the signing period. What’s in a label?
Is this peak namaste? TRENDS A pungent fog blankets Goda Yoga in Culver City, Calif. It’s Friday night and the studio is packed, with overflow mats extending down the back wall. Votive candles and sitar music set the mood. But this class offers a whiff of something extra: marijuana. Pa r ticipa nts vape, then stretch. And, after several inhalations, a lot of coughing. Higher Self yoga, a monthly “ganja yoga” class, was introduced by Goda owner Nathania Stambouli in the fall. “We’re bringing together two great spiritual practices,” she says. “Marijuana is a way of enhancing the experience.” Of late, there’s been a fair amount of yoga-enhancing going on. Would you like beer with your yoga? There’s a class for that. Yoga in the buff? Manhattan’s Bold and Naked Yoga is precisely what it says it is. For yogis who prefer to bundle in down, there’s snowga — yoga with snowshoes. Some classes eschew the calm and quiet many seek. Y7, with locations in New York and Los Angeles, bills itself as “the original hip-hop yoga studio.” Wish to vocalize at multiple decibels above a soothing om? There’s yoga with karaoke and tantrum yoga, which encourages
poses and primal screams. Trampoline yoga also exists, which must make balancing in Tree pose a challenge. And, because it had to happen, there’s a yoga class with goats. No Regrets Farm owner Lainey Morse offers yoga classes with goats in the calm outdoors of Oregon. Yoga now welcomes a menagerie of critters, in fact: yoga with horses, dogs (doga), bunnies and cats all exist. So we have to ask: Has yoga jumped the shark? (Or goat?) “Yoga has become the answer to everything,” laments John Philp in his documentary, “Yoga, Inc.,” which bemoans yoga’s evolution from a spiritual practice to a commercialized endeavor. But Andrea R. Jain, professor at Indiana University and the author of “Selling Yoga: From Counterculture to Pop Culture,” points out that although yoga dates back thousands of years, “it has always been open to malleability.” The vast array of classes reflects a marketplace bursting with jewel-toned rubber mats. From 2012 to 2016, the number of Americans practicing yoga — three-fourths of them women — almost doubled to nearly 37 million, according to a study conducted by Yoga Journal and Yoga Alliance, creating a $17 billion industry. For yoga, you don’t need specific shoes, nor even a mat. But it has come to be viewed as a privileged practice, done in $98

But I say we should not pretend to condone this type of person as being a good fit for our daughter. WORRIED IN VA There’s a middle ground between embracing him as a good fit and waging a full-court press to break them up. In fact, in that gray area is the beauty of real, open communication about her feelings. Don’t paint him with as broad a brush — maybe he is socially anxious or awkward. Or maybe he is a scary, controlling person who will lead to nothing but heartache. Either
way, make this about her. Ask her what she thinks of his quietness around her parents, how she feels she’s being treated, what she believes she deserves, what draws her to him, and how she would know he is a good fit. The way not to drive her further into his arms is to make it safe for her to talk to you about all of it — so focus most on the listening.

CAN’T GET OVER THIS Your husband should know that the “at least” argument is not particularly helpful — after all, there is always an atrocity that is far more deserving of ire, sadness or fear than whatever particular upset we are experiencing in any given moment. It invalidates your emotions, making you more frustrated and less able to feel understood and move on. He also needs to see that it’s the going behind your back that’s the meat of the problem here. So, let me pull the advice columnist’s alley-oop: Show him this. Tell him you want to move forward but that you need him to get how hurt you are. That it’s about honesty, partnership and respect, not dollar signs.

Comedy Central sets Trump series Comedy Central is giving Anthony Atamanuik, a Donald Trump impersonator, his own weekly showcase. The network announced Monday that Atamanuik will host “The President Show” each Thursday at 11:30 p.m. beginning April 27. According to the world of “The President Show,” Trump has decided to bypass the “crooked media” by going directly to Americans with COMEDY CENTRAL

Olivia Wilde to make her Broadway debut in ‘1984’
Late ‘Vogue Italia’ editor to be subject of TV series
A new stage adaptation of George Orwell’s dystopian novel “1984” will star Olivia Wilde, making her Broadway debut. Producers said Monday that Wilde, whose film credits include “Her” and “Rush,” will play Julia, the love interest of protagonist Winston. Tony Award nominee Tom Sturridge will play Winston and Tony Award winner Reed Birney will play the antagonist, O’Brien. First published in 1949, Orwell’s tale of a society run by Big Brother in which facts are distorted has recently topped Amazon’s best-seller lists. The play officially opens June 22. (EXPRESS/AP)
Franca Sozzani, the editor of Italian “Vogue” who died in December, will be the subject of a new series, “Front Row,” about “Milan’s rise as a global fashion capital,” Variety reported. The show is being developed for Italian and international markets, and plans to begin shooting late this year. Sozzani, who died at 66, helmed “Vogue Italia” for 28 years, and nurtured the careers of emerging talents in Italy’s fashion industry. According to Variety, the 12-episode series will be told through Sozzani’s eyes as a young journalist. Casting is still in early stages. (EXPRESS)
