A Troy, N.H., woman was arrested Thursday for allegedly selling Donald Trump-branded heroin, the New Hampshire Union Leader reports. Darcie Rae Hall, 36, was charged with the sale of a controlled drug, heroin, after police arranged a number of buys by a confidential informant last month. After the second buy, the investigating officer noted that “each wax bag was stamped with a ‘Donald Trump’ logo,” the paper reports. (EXPRESS)

The ‘tampon tax’ fight has reached the District THE DISTRICT Four D.C. lawmakers say they will introduce a bill to exempt feminine hygiene products and diapers from the District’s sales tax, joining activists in states from New York to California in pushing for a remedy to what they see as an unfair tax on women. Most states have for decades taxed tampons and related products at the same rate as household goods, but that is changing. Five states have eliminated taxes for feminine hygiene products. Council member Anita Bonds, D-At Large, the lead author of the
bill in D.C., said in a statement that “women should not be taxed because they are women.” Bonds has for the last year and a half been the chairman of the council committee studying affordable housing and other problems for low-income families. She said she had reached the conclusion that eliminating the “tampon tax” would help the city’s most vulnerable. She also said it seemed unfair that the District taxes tampons while classifying items including Viagra as essential and therefore exempt.

The measure, known as the “Beloved bill,” would have required K-12 teachers to identify classroom materials with “sexually explicit content” and notify parents, who would have been able to “opt out” their children and request that the teacher give them a different assignment. Judge: $15 minimum wage initiative is a go A judge has ruled that supporters of a $15 minimum wage in the District can move forward with their effort to get the issue on the ballot in November. Superior Court Judge Maurice Ross ruled in January that the issue couldn’t appear on the ballot because the local elections board didn’t have enough members when it authorized the ballot measure. But Ross reversed that ruling Monday. Supporters of the higher wage will now have to collect 25,000 valid signatures from District voters by July to get it on the ballot. (AP) MARYLAND POLITICS

POLITICS Wisconsin has become an unexpected battleground for Donald Trump and the forces desperately aligning against him, with today’s primary emerging as a key moment that could reshape the Republican nominating contest both mathematically and psychologically. Ted Cruz, who has tried to unite conservative activists, talk-radio voices and the party establishment, stands poised to take some air out of the Trump balloon. Bleeding from two weeks of self-inflicted wounds and behind in the polls in Wisconsin by as much as 10 points, Trump scrambled in recent days to make up ground he has lost to the senator from Texas. On Sunday, Trump predicted he would surprise critics. He drew a parallel to his New Hampshire victory in February following a disappointing defeat the week before in the Iowa caucuses — although he was never behind in New Hampshire as he is here. “We’re having unbelievable response in Wisconsin,” Trump said in Milwaukee. “And it feels very much like New Hampshire to me, where we started off where, you know, Trump wasn’t going to win New Hampshire, and then all of a sudden, we win in a landslide.” A defeat for Trump would be an embarrassing setback for the

front-runner — not just because of the 42 delegates at stake, but because it would demonstrate weakness in a place where he should be strong. The state’s blue-collar demographics, along with party rules allowing independent voters to cast ballots in the primary, have been expected to work in his favor. A decisive loss also would lessen his chance of amassing the 1,237 delegates needed to secure the nomination outright. Failure to do so would force an open convention in July. “Wisconsin has always been a barometer state,” said former governor Tommy Thompson, a supporter of Ohio Gov. John
Kasich. “What you’re seeing is that The Donald, who has been moving ahead all across the country, has hit a logjam or a brick wall in Wisconsin.” A fish fry for 1,000 Republican activists inside Milwaukee’s timeworn American Serb Hall on Friday night told the story. Trump did not show up. In his place, he sent Sarah Palin, once a deity on the right. But as she testified to “the awesome awakening” brought by “the Trump Train,” many in the crowd rolled their eyes, checked their phones, murmured and even laughed. When Cruz took the stage a few minutes later, the reception was dramatically different. He
declared, “Nominating Donald Trump is a train wreck” — and, pausing for effect, added, “That’s actually not fair to train wrecks.” The crowd roared its adulation. Cruz has sought to exploit Trump’s vulnerabilities with female voters. Meanwhile, the two Democratic candidates are using Walker as a punching bag, much to the delight of their audiences. “When you want to think about the kind of administration Bernie Sanders would have, kind of think about Scott Walker in reverse,” Sanders said Monday, taking aim at the governor’s cuts to education and refusal to accept additional federal Medicaid dollars. And at a speech Saturday in Milwaukee, Clinton called Walker a “bully” who “attacks teachers, nurses and firefighters.” Walker’s poll numbers in Wisconsin make clear why he’s such an inviting target: 12 percent of registered Democratic voters approve of his performance, according to a Marquette Law School poll. Among Republicans, however, 83 percent approve. The Philippines on Monday launched the first public immunization program for dengue fever, seeking to administer to a million schoolchildren the world’s first licensed vaccine against a mosquito-borne disease that the World Health Organization estimates infects 390 million people a year globally. Hundreds of fourth-graders at a public school in Manila’s Marikina city were given the first of three shots of Dengvaxia. The Philippines had the highest incidence of dengue in the WHO’s Western Pacific region from 2013 to 2015, recording 200,415 cases last year. Crow Tribe’s last war chief dies Joe Medicine Crow was keeper of tribal history dating to Little Bighorn 1913-2016 According to Crow tradition, a man must fulfill certain requirements to become chief of the tribe: command a war party successfully, enter an enemy camp at night and steal a horse, wrestle a weapon away from his enemy and touch the first enemy fallen, without killing him. Joe Medicine Crow was the last person to meet that code, though far from the windswept plains where his ancestors conceived it. During World War II, when he was a scout for the 103rd Infantry in Europe, he strode into battle wearing war paint beneath his uniform and a yellow eagle feather inside his helmet. So armed, he led a mission through German lines to procure ammunition. He helped capture a German village and disarmed — but didn’t kill — an enemy soldier. And, in the minutes before a planned attack, he set off a stampede of 50 horses from a Nazi stable, singing a traditional Crow honor song as he rode away. Medicine Crow died Sunday at 102. He was the Crow’s last war chief, the sole surviving link to a long military tradition. But he

was also an activist, an author, a Medal of Freedom recipient and a vital chronicler of the history of his tribe. “I always told people, when you meet Joe Medicine Crow, you’re shaking hands with the 19th century,” Herman Viola, curator emeritus at the Smithsonian Institution’s National Museum of the American Indian, told the magazine at Medicine Crow’s alma mater, Linfield College. With his prodigious memory, Medicine Crow could accurately recall decades later the names, dates and exploits from the oral history he was exposed to as a child, Viola said. Voting rights ruling a blow to GOP ‘One person, one vote’ decision boosts clout of America’s Latinos COURTS The Supreme Court unanimously endorsed election maps that bolster the growing political influence of America’s Latinos on Monday, ruling that states can count everyone, not just eligible voters, in drawing voting districts. The decision rejected a challenge from Texas voters that also could have diluted the voting power of urban Democrats, to the benefit of rural Republicans. The case offered a test of the
principle of “one person, one vote,” the requirement laid out by the Supreme Court in 1964 that political districts be roughly equal in population. The issue here, though, was what population to consider: everyone or just eligible voters. All 50 states use total population as the basis for drawing district lines, but the challengers said the rural state Senate districts in which they lived had vastly more eligible voters than urban districts, making their votes count for less, in violation of the Constitution. Leaked database includes details on 50 million Turks Hackers have posted a database online that seems to contain the personal information of nearly 50 million Turkish citizens in what is one of the largest public leaks of its kind. Worries about the Zika virus, a political crisis and crime have contributed to depressed sales and caused the country’s new minister of sports to get creative with only about half of all tickets sold. The government, Ricardo Leyser told the Brazilian newspaper Folha, could purchase tickets and then distribute them to schools in an effort to fill the stadiums. The opening ceremony is Aug. 5. Free agent pass rusher Greg Hardy, who was suspended four games last season for a domestic violence incident, denied ever striking a woman. “I’ve never put my hand on any women,” he said during an interview with ESPN on Monday. Hardy was convicted of assaulting his ex-girlfriend, Nicole Holder, in 2014. He requested a jury trial and charges were dismissed in February 2015 when Holder no longer wanted to cooperate. Wizards fans know disappointment Once again, their team will finish the season mired in mediocrity

WIZARDS How do you disappoint a fan base weaned on disappointment? You give it a sliver of hope, and then you take it away. The Wizards were coming off two straight second-round playoff appearances. They had a pair of young stars in John Wall and Bradley Beal. Their preseason Vegas over/under was around 46 wins, meaning the playoffs felt like a formality. And they had that unspoken dream scenario: Maybe a run to the Eastern Conference finals would lure Kevin Durant home. Instead, Sunday’s loss to the
Bradley Beal has played in only 52 of the Wizards’ 77 games this season.
Clippers ensured that the Wizards will finish in their historical homeland: bad enough to remain irrelevant, but good enough to avoid any immediate help. This will be the 15th time in 37 seasons Washington finishes with 37 to 42 wins. No NBA team has spent more time in that flabby midsection of mediocrity.
Toronto this season hit 50 wins for the first time in franchise history. That means over those past 37 seasons, the Wizards are the only NBA franchise that hasn’t reached the 50-win milestone. The Capitals, Nationals and Redskins all won division titles within the past 18 months. There are 36-year olds who have never

seen the Wizards finish first in their division. In a season when they likely will miss the playoffs by a few games, the Wizards have seven losses against the league’s worst nine teams. In a spring when Wizards fans are desperate for hope, the team’s two best traditional big men are 32 and 33. If the Wizards miss the playoffs, miss out on Durant, pass on a major shakeup and wind up back in 40-win purgatory? Disappointment won’t be the biggest issue this time next year. Time to get hard, core It’s not just for looks — these muscles’ strength affects the whole body
Injury prevention A host of aches and pains can come from a weak core. “It can be low back pain. IT band and knee issues. It can be shoulder injuries,” says Pete McCall, spokesman for the American Council on Exercise. The principle behind these injuries, he says, is that when one link is weak, other muscle groups try but fail to take over — leading to breaks or tears. And yes, that extends throughout the body. “If you are playing catch with someone or fetch with your dog, it requires core

WORKOUTS As beach season approaches and we’re inundated with six-packabs models, it’s easy to forget that a strong core is so much more than a well-defined rectus abdominis (that’s the six-pack). Dozens of muscle groups make up the core, including the pelvic floor muscles, the transverse abdominis (deep core), internal and external obliques (side of the trunk), multifidus (deep back muscles), erector spinae (vertical back muscles), the diaphragm, the gluteus maximus (butt) and the trapezius (top of the back). And they’re all extremely important for sports performance and injury prevention, says Anne Viser, a physical therapist at Sports + Spinal Physical Therapy/ Orthology in the District. “The idea is that these muscle groups work as a team and that we need to activate and coordinate them to move efficiently,” she says.

Try this 15-minute core workout If you have only 15 minutes a day to spare, Gabe Free, a D.C.-based strength and conditioning specialist, suggests devoting those minutes to core drills. In contact sports, which Free knows something about, having played rugby at Penn State, it’s even more important: “If you stiff-arm someone, you have to be able to sustain that force through the whole chain from legs through the torso through the arm.” If your core is weak, he adds, your back will bend backward. Fitness trackers’ estimates of how many calories users burn can be way off, according to a recent study in JAMA Internal Medicine, Reuters reports. Japanese researchers asked nine men and 10 women ages 21 to 50 to wear 12 popular devices such as the Fitbit Flex and Jawbone Up24 and compared their calorieburning estimates with two proven methods of tracking energy: keeping testers in a metabolic chamber, which monitors oxygen use and carbon dioxide output, and analyzing their urine after testers drank treated water. Compared with results from the chamber, trackers underestimated calories by as much as 278 and overestimated by as much as 204. Compared with urine tests, the devices reported between 69 and 590 fewer calories. Inaccurate counts can be dangerous if they lead users to overexercise or not exercise enough, the scientists wrote. Krzanich is the central (and most credible) tech expert of the five judges who will pick a $1 million winner among technology startups on a new Intelfunded competition TV show, “America’s Greatest Makers,” a 10-episode series kicking off on TBS today at 9 p.m. There’s a catch: Each team has to use Intel’s latest sensor-laden chip package, Curie, to make a
Web-connected gizmo that wows the judges, who include NBA star Shaquille O’Neal and Mike Rowe of the Discovery show “Dirty Jobs.” Contestants try to make everything from smart fishing bobbers to football helmets that sense if a player suffers a concussion-inducing hit. Created by Mark Burnett, the reality-TV king behind “Survivor,” “The Apprentice” and “Shark Tank,” the show has plenty of Hollywood sizzle. The chipmaker is bankrolling the show as part of its push into growing businesses, including smart, connected objects that make up what’s known as the “Internet of Things,” or IoT. demand for chips in the future. So Intel is betting on IoT devices, which will go from next to nothing to nearly 6 percent of the chip market in 2020.
Intel’s funding of the show also highlights a larger trend t ow a r d “ a dve r t a i n me nt ” and the “celebritization of all kinds of industry,” says June Deery, a communications professor at Rensselaer Polytechnic Institute. Whether they’re chefs, hoteliers or tech executives, business leaders are under pressure to put their personalities on display. Krzanich, the 55-year-old son of an aerospace engineer, says he grew up tinkering, making Heathkit radios and fixing his TV set with his father. He hopes the show will encourage the entrepreneurial spirit of technology buffs. “These aren’t superphysicists and engineers,” Krzanich said. A new single by Phife Dawg, who died last month, is coming out today, with portions of the proceeds going to charity. The late hip-hop artist’s wife, Deisha, and manager, Dion Liverpool, announced Monday that “Nutshell” will debut on Beats 1 Radio and will be available on iTunes. A video for the song will be unveiled tonight at the Apollo Theater in Harlem. “Nutshell” is a track from the album, “Give Thanks,” which Phife had been working on. The family is donating 50 percent of the proceeds to the American Diabetes Association and the National Kidney Foundation. Phife died last month at age 45 from complications of diabetes. (AP)
In the dark of night, a vicious killer raised a baseball bat covered in barbed wire at his captives — a crew of zombie-apocalypse survivors a devoted audience of millions has followed for years on “The Walking Dead.” And, as Sunday’s season finale made clear, one of “The Walking Dead’s” survivors would survive no more. After a macabre round of “eenie meenie,” the killer’s bat came down. The screen went black. There were sickening thwacks and screams of terror. And that devoted audience found that, to its horror, the only thing worse than watching a beloved character die was having to wait until the AMC show’s return in October to find out who. Many of the blockbuster’s central protagonists are starting to look a little unkillable as they survive zombie horde after killer flu after well-planned militarystyle incursion by heavily armed, living unfriendlies. What happens now? Unlike a show with a clear stopping point on the horizon, “The Walking Dead” could go on walking forever. But will a popular show reluctant to kill off its main characters shuffle on, zombie-like, toward a muddled resolution? Or will it make tough choices and start moving toward a conclusion consistent with the compelling scenario it has set up? No one knows.
