Friendly faces in the tank ‘Mermaids’ in Virginia help children connect with the world’s water VIRGINIA BEACH The mermaids at the Virginia Aquarium & Marine Science Center are essentially ambassadors to the ocean. They took turns Monday slipping into a 100,000-gallon tank to

glide past zebra sharks and spotted eagle rays toward children — mostly young girls — watching behind glass. The idea is to help kids connect with the sea by giving it a human face. Hales Parcells, above, an educator and mermaid at the aquarium in Virginia Beach, said they are “inspiring future naturalists, environmentalists and ocean lovers.”

Before the show, the mermaids slathered their legs in coconut oil and strapped on silicon tails that had been individually fitted. Their vision is limited underwater to blurry shapes. The children’s blinking wristbands guide the mermaids to the glass, where they wave and blow kisses. The show occurs each Monday in April. (AP)

The National Zoo said Tuesday its giant panda, Bei Bei, had a “restless night” and nausea but is doing fine now. Overnight, zookeepers noticed that Bei Bei was “unsettled.” They thought he was experiencing nausea. Officials said zoo staff entered the panda house to “watch him more closely.” Bei Bei was “thoroughly checked” Tuesday by a veterinarian. “He appears to be perfectly fine,” the zoo said in a statement. It went on to say that “he is eating well and nothing unusual was found in his habitat.” (TWP)

National Spelling Bee will use test to break ties The Scripps National Spelling Bee at the Gaylord convention center in Oxon Hill, Md., is adding a new wrinkle this year in an attempt to stop a streak of ties for the championship. This year, the top spellers will sit for a written tiebreaker test before they begin spelling words in the prime-time finale. The speller with the highest score would then be declared the champion. Only if the top spellers get exactly the same score will the competition end in a tie. This year’s bee will be May 30-June 1. (AP)

local Critics say the plan lacks adequate funding for social programs THE DISTRICT D.C. would implement far-reaching tax cuts while making modest investments in programs to address the city’s sweeping income inequality under the new budget proposed by Mayor Muriel Bowser. Released Tuesday, Bowser’s proposed $13.8 billion budget for the upcoming fiscal year would mark an increase of 3.4 percent over the current budget. Most of the increase comes from rising local tax revenue,

which is projected to total $7.6 billion — an increase of almost $300 million over current levels. Coming off the current fiscal year’s projected surplus of $128 million, the budget is the latest sign of strong fiscal health in a city whose money was once managed so badly that it fell into federal receivership. But the proposed budget quickly drew attacks from some activists and social-service providers who questioned the mayor’s spending priorities. Bowser is pitching her budget, which must be approved by the council, as key to “inclusive prosperity” in a city with a growing divide between rich and poor.

Mayor Muriel Bowser’s proposed $13.8 billion budget includes a plan to preserve low-rent housing.

It includes initiatives to help those left out of D.C.’s rapid economic growth: The mayor wants to establish a $10 million fund to preserve the city’s remaining stock of low-rent housing — on top of $100 million for an existing affordable-housing trust fund — and increase funding for homeless services by $15 million. But the budget proposal has no new marquee initiatives aimed at combating poverty, and critics said the measures it does contain are small-bore in a city with a housing crisis and soaring homelessness. Bowser has also declined to fund a 2 percent increase in the per-pupil allotment that has

become standard since the city began investing heavily in education a decade ago. Instead, the mayor is seeking a 1.5 percent hike in the per-pupil payment to schools while she asks for more money for public charter schools to pay for building improvements. “When you look at the budget, it puts tax cuts ahead of fully funding schools. It puts tax cuts ahead of fully funding homeless services,” said Ed Lazere, executive director of the D.C. The rising number of teenagers using e-cigarettes is worrying state health officials. The Virginia Foundation for Healthy Youth released a report showing middle school and high school use of traditional cigarettes had dropped from 2001. Gov. Hogan signs bill to ban fracking in Md. Gov. Larry Hogan has signed a bill to ban the hydraulic fracturing drilling process known as fracking in Maryland. Vandals spray-paint ‘RESIST’ on Trump course

Three teens have been arrested after authorities said they admitted to starting fires in two northern Virginia counties. News outlets reported that a 17-year-old and Samuel Perkins and Anthony Coachman, both 18, were arrested Saturday during a traffic stop in Culpeper. The suspects were charged with multiple offenses including felony arson and conspiracy to commit arson. Officials said they also will face charges in Fauquier County. Fauquier Sheriff Sgt. James Hartman said the two-day series of arsons began Friday when deputies responded to a barn fire. The same night, officers responded to two more fires. (AP)

Authorities said someone spraypainted the word “RESIST” in red on a Virginia golf course owned by President Donald Trump. Loudoun County Sheriff’s Office spokesman Kraig Troxell said deputies received a call Saturday about the vandalism at the Trump National golf course. Trump played golf with Sen. Rand Paul, R-Ky., at the course Sunday. Troxell said the Secret Service is the lead investigator on the case. They describe the pursuit Sunday of the car allegedly driven by Curtis Atkinson Jr., 36, of Charlotte, N.C. Atkinson is the uncle of 11-year-old Arieyana Forney. He is charged with killing his parents, who were Arieyana’s grandparents and guardians, in North Carolina. Police said the chase ended when the car rear-ended another vehicle in D.C. (AP)

BALTIMORE Baltimore Police Commissioner Kevin Davis said Tuesday his department plans to move forward with reform efforts despite a Justice Department request to postpone its police reform agreement with the city for 90 days. “We have to continue to stress the necessity of constitutional policing in Baltimore and break the culture of zero-tolerance policing brought to the city many years ago,” Davis said. The Justice Department asked a federal judge Monday to delay a public hearing on Baltimore’s tentative police reform agreement as the government performs a wider review of such pacts nationwide. Attorney General Jeff Sessions ordered the review to ensure the pacts are in line with Trump

administration goals of promoting officer safety and morale while fighting violent crime, according to a two-page memo released Monday. The Baltimore Police Department announced it had worked out a tentative consent decree with the Justice Department just days before President Trump took office. The agreement still requires approval from a federal judge. Learning about the requested delay was a “punch in the gut,” Davis said. Davis said the city will continue with reform “no matter what.” But the consent decree is crucial to ensure the police department receives necessary funding to improve training and technology for officers, implement change in a timely manner and hold leaders accountable, he said. “The police department is absolutely dedicated to the consent decree process,” Davis said. A U.S. official said four to 10 bidders are expected to be chosen to build prototypes. The government anticipates spending $200,000 to $500,000 on each prototype. The saga behind the pregnant April the giraffe The keepers of April the giraffe insist she’s not overdue to give birth — although the weekend passed without a delivery that has often seemed imminent. “Many of you may have witnessed what appeared as ‘pushing’ contractions last night,” Animal Adventure Park staff wrote Monday morning. “Let’s see if April’s plan is to break up your work week!” By mid-day, a quarter-million people were watching the pregnant giraffe. April milled about her pen in Harpursville, N.Y., belly still swollen, apparently untroubled by what has become an obsession for much of the country. The giraffe achieved celebrity status in February when the park launched a live stream on YouTube to let the world watch her birth her fourth calf. “The neat thing about giraffe labor is that they instinctively hide the labor signs because in the wild, if they were making it very clear they were in labor, every hyena and lion would sit tight and wait for Mom to become vulnerable,” park owner Jordan Patch said Friday. Female giraffes have an average gestation period of about 15 months. April is between 15 and 16 months pregnant, park officials said. ST. PETERSBURG, RUSSIA Investigators searched Tuesday for possible accomplices of a 22-year-old native of Kyrgyzstan identified as the suicide bomber in the St. Petersburg subway. Russia’s health minister raised the death toll to 14, including the bomber. About 50 others remained hospitalized, some in grave condition. POLITICS The Senate Intelligence Committee chairman is not ruling out interviewing former national security adviser Susan Rice regarding allegations that she sought to have the identities of President Trump and members of his team revealed in foreign surveillance reports. “If the reports are right,” Chairman Richard Burr, R-N.C., said on Tuesday, “then she will be of interest to us.” Some Republican lawmakers have been clamoring for the Senate Intelligence Committee to force Rice to testify under oath after a report from Bloomberg’s Eli Lake suggested Rice on dozens of occasions asked for the identities of people connected to Trump to be “unmasked.” Rice has denied the allegations, calling them “absolutely false” in an MSNBC interview on Tuesday. The focus on Rice comes as lawmakers are trying to iron out why House Intelligence Committee Chairman Devin Nunes, R-Calif., went to the White House grounds two weeks ago to view documents that he says suggest members of the Trump transition team’s identities were potentially improperly unmasked. KHAN SHEIKHOUN, SYRIA A chemical weapons attack in an opposition-held town in northern Syria killed dozens of people on Tuesday, leaving residents gasping for breath and convulsing in the streets and overcrowded hospitals. The attack was one of the deadliest in years. The Britain-based Syrian Observatory for Human Rights, which operates through a network of activists on the ground, said at least 58 people died, including 11 children, in the early morning attack in the town of Khan Sheikhoun, which witnesses said was carried out by Sukhoi jets operated by the Russian and Syrian governments. Local doctors cited higher figures, saying that entire families were killed in their sleep. Videos from the scene showed volunteer medics using fire hoses to wash the chemicals from victims’ bodies. Haunting images of lifeless children piled in heaps reflected the magnitude of the attack, which was reminiscent of a 2013 chemical assault that left hundreds dead and was the worst in the country’s ruinous six-year civil war. After the 2013 attack, President Bashar Assad’s government agreed to destroy its chemical arsenal and join the Chemical Weapons Convention. President Trump called the attack a “heinous” act that “cannot be ignored by the civilized world.” The U.N. Security Council scheduled an emergency meeting for today in response to the strike, which came on the eve of a major international donors’ conference in Brussels on the future of Syria and the region. Trump also blamed former President Barack Obama for “weakness” in failing to respond aggressively after the 2013 attack. Trump left it to Secretary of

SUMMER PLANNING It’s only April, and that cool summer camp your kid was interested in is already full. You’ve officially procrastinated and missed the boat. But before total panic sets in, take a deep breath. You still have plenty of options at this point, especially if you know where to look. “We get tons of frantic calls right now,” says Lauren Kasnett Nearpass, co-founder of Summer 365, a consulting service that helps families find overnight camps and travel programs and has an office in D.C. “But our overall message to families is: Rest assured, there are camps and programs that truly do have spots available. Now does tend to be a heavy time for enrollment, but there are spots available across the gamut.” What often fills up early are super-specialized camps that focus on a specific topic (like coding or STEM) or have a special draw (say, a sports camp featuring instruction from a star athlete). “We have a few performing arts camps that are really outrageous and sensational and, yes, you have to book those almost a year in advance,” says Andrea Grinspoon, a D.C.-area team member at Summer 365. In addition to getting lots of interest from families, sometimes specialized camps have constraints that can lead to smaller program numbers. “For a coding camp, if you don’t have your own computer to work on, it’s not going to be as much fun,” says Max McKenna, manager of product marketing at the Headfirst Companies, which runs a variety of summer day camps in the D.C. area. “So we’re limited by some of those capacities.” McKenna says that most of

Traditional summer camps that get kids outside with swimming, hiking, biking or other sports, like those offered at YMCA Camp Letts in Edgewater, Md., tend to have more last-minute openings than specialty indoor camps.

Stop waiting and start looking

Ready to commit to a camp? Here are a few more places in the D.C. area that still have plenty of space for kids. B.L. Bar-T: This Gaithersburg, Md., camp is a great example of an outdoor summer camp that still has spots open. Camps that get kids outside with swimming, hiking or sports are less likely to have small class sizes, and thus can expand based on yearly demand. YMCA of Metropolitan Washington: In addition to Camp Letts, the local YMCA offers traditional summer day camps at about a dozen locations throughout the area. There’s also a wide variety of specialty camps that allow kids to focus on their interests. Scrolling through all the options (Rock climbing! Fashion design! Cartooning! Experimenting with slime! Making crafts out of duct tape!) might make you wish you could ditch work and be a kid again. School of Rock: Got the next Taylor Swift or Bruce Springsteen in your family? Check out the summer camp offerings at School of Rock, which has locations in Silver Spring, Vienna and Ashburn, Va. There are options for complete beginners and for kids who already know their way around a guitar or drum kit. After their one-week sessions, you’ll have a mini rock god on your hands. Smithsonian Summer Camp: While several sessions have already sold out, the Smithsonian’s Summer Camp program still has plenty of choices available. Different options explore topics like the circus arts, mapping, storytelling and insects using all the resources on hand at the Smithsonian’s many museums. But if you see a camp that calls to your kiddo, you may want to snag your spot soon!

Headfirst’s camps for preschoolers are already filled up because it’s harder to find options for that age range. “When it comes to formal camp offerings, we’re one of the only ones around that serves campers that young,” he says. “A lot of other programs for that age are based in the nursery schools and preschools they’re already attending.” But if you look beyond the niche camps, you’ll find plenty of openings, especially if you seek out a spot at less popular times of the summer. During the last few weeks in August, for example, a lot of families squeeze in final summer vacations, so camps are often less full then. The weeks right at the beginning of the summer can also be slower to fill up, especially because some schools get out later than others. “Most people don’t get geared up for summer until after the Fourth of July, so the first few

weeks are always the quietest,” says Dave Boyle, associate executive director of YMCA Camp Letts in Edgewater, Md., which offers both overnight and day camp programs. Camp Letts provides what it calls a traditional summer camp experience, what today’s parents might have attended in their youth. It’s more old-school than high-tech — a type of camp that can often be overlooked among flashier offerings. “Because we’re a traditional camp, some people don’t really understand what we do, so we’re often their second choice after they’ve scheduled the rest of the summer,” Boyle says. “So traditional camps like us always have a little space. If people feel like they’ve left things too late, these are the types of camps you should look at.” In fact, camps that are held outdoors often have fewer space constraints than, say, a cooking or art camp where kids need specific indoor space and equipment. McKenna says it’s easier to add extra counselors for Headfirst’s multisport camps than it is to add more computers for a coding camp.

Spring site. “This is likely true with other large operations.” Talking through options with a service like Summer 365 or the local camp itself can help parents find choices they might not have realized were out there. A college campus is a great place to find a challenging camp

EDUCATION After most college students have packed up and moved out for the summer, many campuses and research centers across the country stay open, making their dorms and other facilities available to kids eager for academic summer adventures. Campuses are home to a wide range of summer camp programs, some run by private groups that lease the college facilities, and others run by the

colleges or research centers themselves. “Summer is a great time for kids to learn about what we do, and spend 20 to 30 hours a week getting hands-on lab experience and doing experiments,” says Amanda McBrien, assistant director of DNA Learning Center in Cold Spring Harbor, N.Y. It’s a branch of Cold Spring Harbor Laboratory, famous for its groundbreaking genetics research. “We now offer a suite of weeklong day camps, starting the summer after fifth grade and running through senior year in high school,” McBrien says.

For the musically inclined, the Berklee College of Music in Boston opens its doors in summer for intensive camps for kids who have a minimum of six months of musical training. Campers can spend their days doing a mix of small group lessons, music theory and ear training. Finding oneself part of a group with a specific and shared passion can be transformative for children and teenagers, parents say. “Our son thrived at the Berklee summer program, which helps students find their musical and creative voice by enabling them to play with musicians from all over the world,” says Carol Rose of Boston. “The investment paid off: He’s a successful professional bassist.” The Johns Hopkins Center for Talented Youth, meanwhile, offers day camps and residential programs at campuses across the country in a range of subjects for kids in grades two through 12. Students can explore everything from anatomy to zoology. Stephanie Stiker of Greenwich, Conn., says her 11-year-old enjoyed the CTY camp on the campus of Washington College, in Chestertown, Md., and the

experience of staying in the dorms. “CTY gave our son the chance to do a deep dive into robotics, where they programmed actual robots to make decisions and try to outwit each other,” Stiker says. “He also did his own laundry and managed his free time, all while making friends.” Her son is returning to the camp this summer, this time to study forensics. Campuses across the country house similarly challenging camps. At Minnesota’s Concordia College, kids who are interested in learning English as a second language can get a feel for American life; summer campers stay in the dorms, study English on campus and, off campus, visit farms, attend barbecues and baseball games, and more. On the West Coast, the Lawrence Hall of Science, part of the University of California, Berkeley campus, offers summer camps for kids age 4 through high school. The family that camps together … Some programs offer quality time through an all-ages experience CAMPS Ah, summer camp. The classic way for kids to while away summer days canoeing, laughing by a lake and making friendship bracelets. But why should kids have all the fun? Lots of places — both in the Washington area and farther afield — offer a classic summer camp experience that the whole

family takes part in together. The scene is picturesque: Families bunk down in cabins or tents, feast on meals in the camp dining hall and put in some quality time on arts and crafts. “One of the things that’s special about Family Camp is that families get to do traditional activities without technology getting in the way,” says Sarah Holder, camp director at Camp Friendship in Palmyra, Va., which sets aside one week (Aug. 21 to 27 this year) for families. Their potential activities include canoeing, kayaking, tennis, arts and crafts, archery and

swimming in the lake. There’s also a high-ropes course and horseback riding. With a wide variety of activities offered all day, it’s a great opportunity for togetherness — but not too much togetherness. Since campers create their own schedules, each family member can pursue his or her personal interests, spending as much time together or apart as they want. “Some members of the family come and just lay by the pool,” Holder says. Family Adventure in Pine Mountain, Ga., there are activities tailored to parents, too. So while kids can spend the day doing activities with their own age group, like zip-lining, arts and crafts, water skiing and more, their parents can partake in grown-up fare such as wine tastings and cooking classes. Even the accommodations at Callaway are a little more grown-up. Most families stay in two-bedroom cottages with their

own kitchens and back porches. You can also rent private homes on the property. The centerpiece of Summer Family Adventure is the circus — more specifically, Florida State University’s Flying High Circus, whose students make up the camp’s counseling staff. They teach kids and adults to juggle, walk the high wire or swing on the trapeze. “The facilities and program are great, but we really couldn’t do it without the circus,” says Andy Brown, director of recreation and special events for

summeradventures Summer Family Adventure. The Rev. Tom Hartung has been coming to Summer Family Adventure since 1972 with his children and more recently with his grandchildren. He says seeing the kids perform the circus skills they’ve learned is one of the highlights of each day at camp. This summer, his first great-grandson will join the family at Callaway. “It’s a family togetherness week,” says Hartung, who lives in Clearwater, Fla. “We have a daughter in Texas, a daughter in Tampa [Fla.] and grandchildren in Nashville [Tenn.] and Fort Lauderdale [Fla.], so everybody gets together at Callaway.” Family camps, which are often billed as a cost-effective alternative to a summer beach vacation, pride themselves on pleasing every generation. Hartung says he loves seeing how much his children and grandchildren enjoy the activities. “They’re so excited when they come back at the end of the day to tell us endlessly what they did and how happy they were and about new friends they made.” It’s not just the kids who make friends at camp. Evening family activities, such as movie nights and talent shows, encourage families to befriend other families. Holder sees that same thing happen at Camp Friendship. “The families get to know each other,” she says. “Our families eat meals in the dining hall and

Other parents use family camp to get their kids used to the idea. “For some of our younger families, it’s a way to start to introduce [kids] to sleepaway camp and the cabins and the meals and the schedule,” Holder says. Don’t be scared to send them off

Here’s what you need to know about your child’s first sleepaway camp

PARENTING The first time Lisa Fleming dropped her children off at sleepaway camp, she was a nervous wreck. “I was so worried,” Fleming says. “I had a miserable week.” Luckily, none of her fears were realized. “They had the most amazing week ever and were crying when we picked them up,” she says. “They didn’t want to leave their friends and counselors.” This summer, she’s dropping off her 10-year-old son — the youngest of her three kids — at the same camp (Camp Quest Chesapeake, an educational adventure camp in Courtland, Va., about a three-hour drive from D.C.) with a lot more peace of mind. It’s normal for parents to be anxious about sending their kids to sleepaway camp for the first time, but the best camps are

well equipped to handle common camper problems, such as:

1. What if they get homesick? It’s a heart-wrenching scenario: A few days after dropping your child off at camp, you get the first letter from them and they’re … miserable. Maria Zimmitti, president of Georgetown Psychology Associates, says homesickness is normal and fortunately only lasts a couple of days in most cases. “It’s just really important to talk about it,” she says. Explain to your child: “This is something you may feel; lots of kids feel this way and that’s OK. It gets better; that feeling goes away,” Zimmitti says. Sarah Henry, camp director at Camp Quest Chesapeake, says the staff is trained on how to handle homesick campers. One of the first things they’ll do is

have the camper write a letter home, so she urges parents not to panic if that first letter is a little gloomy. “You have to trust the process,” she says. “Almost every child gets homesick. … Your camp is equipped to handle that.” Other strategies include getting kids excited about camp activities, or getting them to bond with other first-time campers, says Tom Bryant, director of Camp Hidden Meadows in the Allegheny Mountains in West Virginia. If it gets really bad, Bryant may call parents to brainstorm a solution together, but it rarely comes to that, he says. There is one way parents can keep homesickness at bay, Zimmitti says: Make sure camp isn’t a child’s first sleepover. “You have to build up to camp, especially if you have an anxious child,” she says.

summeradventures 2. What if they get hurt? Fleming says her biggest fear when she first sent her kids to camp was that they would get hurt. “I was worried for their safety,” she says. But her kids were in good hands with the camp staff and counselors. “Other than some bug bites, they were good,” she says. Camp Quest Chesapeake and Camp Hidden Meadows have nurses on-site, as do many other camps. Fleming recommends parents make sure they’re comfortable with the activities being offered at the camp, and if they have specific safety questions — like whether kids will be able to wander around camp on their own — to get them addressed before camp starts.

3. What about allergies or other health concerns? Allergic reactions are serious business, which is why it’s important for parents to make sure

If a child is anxious about a particular activity, like swimming, Zimmitti recommends building their confidence before camp. “The more they can practice the thing they’re worried about, the better,” she says. You can’t always predict what a child will be anxious about, she adds, but the fact that they may not be able to skip out on activities at camp might work in their favor. “Sometimes that’s what anxious kids need,” she says. “They need to feel stressed and anxious and do it anyway, and see that … the world didn’t end.” Parents should let camp staff

they are upfront about all their child’s allergies on the health histories that most camps have parents fill out. Most camps also require proof of immunizations, and are able to cater to various dietary needs. “We deal with gluten-free, vegetarian, vegan [diets],” Bryant says. “We’re happy to.” Henry notes that most camps

know if their child has general anxiety or is anxious about particular activities, Henry says. “We encourage our campers to push their boundaries,” she says. “We want them to expand their comfort zones, but we don’t want them to have a negative experience.” Success can be measured in different ways. For a child with a fear of heights, getting a foot or two up the rock-climbing wall is still a success, Henry says.

5. What if there’s a bully? Anytime a group of kids comes together, there’s always the risk of bullying or cliques. “You certainly wouldn’t want your child to stay in a situation where they were feeling disconnected, rejected [or] bullied,” Zimmitti says. “That’s not what camp is supposed to be about.” At Camp Hidden Meadows, staff has received special training on bullying, Bryant says. “We try to do our best to

create an environment where a child feels comfortable coming and talking to any one of the staff members,” he says. “And then also making sure the kids understand that it’s not tolerated.” At Camp Quest Chesapeake, there are guidelines for what a child can get sent home for, such as physical fighting, Henry says. With other forms of bullying, camp staff prefers to sit down with the kids (together and separately) and come up with a solution, such as moving a child to a different cabin. Bryant says camper problems like these are easily outweighed by the benefits of sleepaway camps: new friends and adventures, and a sense of pride about flying solo. For Fleming, after that first hard year, sending her kids to summer camp has been worry-free. “I wish I’d done it sooner,” she says. ERIN BYLANDER (FOR EXPRESS)

Under pressure: Nats must grind now, win big later are really more about embracing the grind. At times on Monday, Washington looked like the hitless wonders of past postseasons. Harper, Daniel Murphy and Ryan Zimmerman — the heart of the lineup — all struck out in the first inning. Jayson Werth struck out three times in what looked like a game of whack-a-mole. Fortunately, this is a talented roster that pitches well and plays solid defense. That will get Washington past some bad days at the plate, and the opener was largely one of them. Having lost every firstround series after three division titles in five years, Washington is under pressure to advance with aging stars like Werth and Zimmerman and the possible 2019 free agent departure of Harper. If Washington wastes another great year with an early playoff exit, then a one-time baseball town on its third franchise might start dismissing regular-season success as

The Nationals marked every box on their checklist for success on opening day. Bryce Harper looked like his 2015 MVP self, smashing a homer and rebounding off an outfield wall after making a grab. Most stars shine from the start, and crisp low-scoring wins that are highlighted by big plays from big players pay off in October. Monday was only one day, as far away from the Fall Classic as it gets, but it was the first step of the Nationals proving themselves once more. Don’t blame refs for so many fouls ANALYSIS North Carolina won the national championship Monday night, and the majority of American sports fans may believe the refs blew it. Whistles dominated North Carolina’s disjointed, 71-65 victory over Gonzaga, especially in the second half, when referees

called 18 fouls in the first 10 or so minutes and 27 total. But Mark Few, the coach who had been gutted and had every reason to lash out, said this of the officials: “I thought they were great.” The referees had a massive influence on the national championship, without question. Their constant whistles spoiled the game’s flow, ensnared key players in foul trouble and made it an unsightly affair. But there is a difference between unfortunate

Underground invades the mainstream MUSIC There’s an apocalyptic hiccup near the center of this week’s Hot 100 — a distorted deathglitch called “Look at Me!” by XXXTentacion, a 19-year-old Florida rapper giving lessons in lethal logic: “You pull a gun on my mans … I put a hole in your parents.” Sonically, the track is blown out to a level that feels assaultive, but strangely, “Look at Me!” doesn’t seem to exist in our physical reality. Good luck hearing it in the club, on the radio, out the cracked window of a passing Chevy Malibu, or anywhere else in three-dimensional space. But there it is at No. 66, enjoying its seventh week on the charts. It’s all thanks to the fact that Billboard now compiles its weekly marquee singles chart by measuring online streaming alongside sales and radio airplay. Streaming is making popland a more democratic place — a place where dissident sounds can rise up from the digital margins and make a more resonant noise. We used to call that heroic journey out of the underground and into the mainstream “crossing over,” but it usually required a record label’s muscle and a radio

station’s consent. No more. In today’s digital wilds, if enough streamers suss out a song, that song turns into a hit. In a way, “Look at Me!” is a raw new reminder that the underground no longer exists. It’s all otherground now. Most of what anybody knows about XXXTentacion comes from an interview with the YouTube channel No Jumper, which racked up more than 2.9 million views since appearing 11 months ago. In it, XXXTentacion explains how he discovered music — everything from Tupac Shakur to Papa Roach — through the speakers of a cheap Kyocera cellphone. Scroll through his SoundCloud and you’ll find him re-creating that effect, pushing way too much sound through not enough speaker. According to the rapper, all of that sonic overload “makes the track genuine.” Distortion this heavy is unusual on the Hot 100, but not so much in rap writ large. Distortion often signals high-volume, which signals urgency, which signals showtime — but fundamentally, vocal manipulation has always been playtime. It’s time to put a limit on peak TV TELEVISION “Big Little Lies” was a ratings hit for HBO, but don’t expect to see a second season. The drama, based on Liane Moriarty’s 2014 novel, was announced as a limited series and never planned to go beyond seven episodes. Thanks to great acting,

juicy source material and taut storytelling, the show introduced a rich ensemble cast of characters and brought its mystery to a satisfying end. HBO saw similar success last summer with its eight-episode crime and prison drama “The Night Of.” Both “Big Little Lies” and “The Night Of” were engrossing stories that could have continued. But the peak TV era has expanded viewing options to the point that it actually makes sense for some

As director Jean-Marc Vallee told The Hollywood Reporter, the open-ended conclusion of “Big Little Lies” allows for a debate. “ ‘Big Little Lies Two?’ Nah,” he said. “The end is for the audience to talk about. Imagine what you want to imagine and that’s it. We won’t give you a season two because it’s so good like this.” A firm ending also frees up a cast to do other projects. The production companies of Reese Witherspoon and Nicole Kidman — who optioned “Big Little Lies” and served as executive producers on the project — have optioned the rights to Moriarty’s “Truly Madly Guilty.” Could it spawn another show? Disney officially orders ‘That’s So Raven’ spinoff

Rogen, Goldberg to adapt ‘Invincible’

Disney Channel has ordered a spinoff to “That’s So Raven,” its comedy starring Raven Symone that ran from 2003 to 2007, Deadline reported. Symone will return to the spinoff, titled “Raven’s Home,” with original cast member Anneliese Van Der Pol. New additions include Issac Brown and Navia Robinson, who will portray Raven’s twin children, and Jason Maybaum as the son to Van Der Pol’s Chelsea. The show is slated to debut later this year. The project was originally announced last year when Symone exited her spot on “The View” to work on the show. (EXPRESS)
