It took 30 years, but a guilty conscience led someone who stole a large metal sign in Florida to return it — along with a $50 money order — to the New Smyrna Beach Police Department. Officials say the New Smyrna Beach Says No to Drugs sign arrived by mail with a note asking officials to use the money to reinstall it. The anonymous sender asked for forgiveness, saying the sign was stolen during “a fit of youthful exuberance” in the ’80s. (AP)

‘An opportunity to … affect a child’s life’ THE DISTRICT It’s life as usual for Judge Merrick Garland while his future as a Supreme Court justice is still in limbo. President Barack Obama’s Supreme Court nominee tutored students at a D.C. elementary school Monday — a routine he has followed for nearly two decades. Garland has volunteered at the J.O. Wilson Elementary School in Northeast Washington regularly for the past 18 years, arriving at the school every other Monday at 2:30 p.m. And this past Monday was no different. When he arrived, students at the elementary school delivered Garland an oversized congratulatory card that said, “We believe in you” and “Thanks for Your Service!” More than 100 students and Principal Heidi Haggerty signed the card. “We’re thrilled that Judge

Supreme Court nominee Merrick Garland has tutored at J.O. Wilson Elementary in D.C. for 18 years.

Garland continues to tutor our students at J.O. Wilson Elementary School even while he is being considered for the Supreme Court,” said Michelle Lerner, a spokeswoman for D.C. public schools. Garland typically tutors just one or two students and follows them throughout their elementary school years, sometimes even continuing with them in middle school. He now tutors

two fifth-graders at the school, who praised him for his ability to help with their math work. “When I have problems with my math homework, he’ll help me with that,” Vernell Garvin, who has worked with Garland for five years, said in an interview last month. “He’s a very good person. He never does anything wrong. He deserves the job.” The school’s principal said Garland also requires his clerks to volunteer with students. In a White House video released last month, Garland explained why he tutors these children, saying it “is an opportunity to actually affect a child’s life.” Garland, 63, is from the Chicago suburbs and attended Harvard University for his undergraduate and law degrees. He was a prosecutor in the legendary D.C. case that landed Mayor Marion Barry in jail on drug charges and later oversaw the prosecution in the 1995 Oklahoma City bombing case. ‘Enough is enough’ SAFETY Police from D.C., Maryland and Virginia described Thursday how they plan to combat what has become an urgent concern again as the days get warmer — the scourge of dirt bikers taking over the streets. “Enough is enough,” said D.C. Police Chief Cathy Lanier at a news conference. Lanier said that she and representatives from seven other police agencies, along with the U.S. attorney’s office, have been conducting an investigation for several months regarding bikers. In the past year, Lanier said, 400 bikes have been confiscated and 100 arrests have been made. She said the illegal dirt bikes that were seized will be destroyed. Police released photos Thursday of 245 people believed to have been riding bikes illegally. Swarms of dirt bike riders have taken over streets across the region, from Baltimore to D.C. and their suburbs, taunting police to stop them as they ride in packs, doing wheelies, weaving around traffic and ignoring traffic laws.

This week, some Shaw residents complained about seeing packs of illegal bikes and allterrain vehicles commandeering streets. And in Prince George’s County, officials said two preventable fatalities were connected to ATVs and dirt bikes. Police in most areas, including D.C. and Baltimore, forbid officers from chasing the bikes, as it is often more dangerous than simply leaving them alone. Authorities have tried many alternative methods to stop them, none of which have curtailed the activity. In Baltimore — where riders are immortalized in a British film called “12 O’Clock Boys” — lawmakers propose building a track to lure riders off the streets. Police there shut down streets along popular routes, and have made it illegal for gas stations to sell to off-road vehicles. In the District, police offer a $250 reward to anyone with a tip leading to a bike that is seized, and use helicopters to track bikers as they ride through the city in hopes of seizing bikes at the end of the ride. Social media’s role Social media is in part to blame for an apparent increase in the number of dirt bikes and all-terrain vehicles on urban streets, D.C. Police Chief Cathy Lanier said Thursday. The Washington area has dealt with several recent cases involving offroad vehicles that have alarmed law enforcement officials and the public, including an officer who was injured when his motorcycle was dragged by an ATV and an ambulance that was blocked by several off-road vehicles last month. The ambulance was delayed in getting to a hospital, although no one was injured and the patient wasn’t affected. “I think for the riders this has become a trend where they videotape themselves,” Lanier said. “They’re videotaping disruptions. POLITICS Hillary Clinton has a clear but narrowing lead over Bernie Sanders three weeks before Maryland’s Democratic primary contest, according to a new Washington Post-University of Maryland poll. The poll also finds good news for Donald Trump, who has a slight edge among likely Republican voters, with Ohio Gov. John Kasich in second place. The poll finds that in a general-election matchup, Clinton wallops Trump by 35 percentage points among registered voters, wider than President Barack Obama’s winning margins in the reliably blue state in 2008 and 2012. Clinton plans to campaign this weekend in Baltimore. The Maryland primary is April 26, but early voting is April 14-21. The poll shows Clinton leading Sanders 55 percent to 40 percent among likely Democratic voters. Clinton’s advantage is now half what it was in a Baltimore Sun poll last month that showed her up roughly 30 percentage points. On the Republican side, Trump has a slight edge among likely voters, garnering 41 percent of their support compared with Kasich’s 31 percent and 22 percent for Sen. Ted Cruz, R-Texas. Charges dropped against 6 teens in fight on Metro

The shooting of a 6-year-old boy Wednesday night in Northeast Washington occurred during a burglary of an apartment and was the result of a dispute between neighbors, D.C. police said Thursday. Police said the victim was shot twice in the left arm and was taken to a hospital for treatment. His injuries were not believed to be life-threatening. The shooting occurred about 11:45 p.m. in the 5800 block of Foot Street NE, near Burrville and the Prince George’s County line. Police said that two people forced open the door of the victim’s apartment. Shots were fired, and the boy was struck. (TWP)

Police: Boy, 6, shot in NE

Prosecutors have dropped charges against six teenagers charged with assault after a man was beaten in a downtown Metro station. The high school students had been charged in the incident on Jan. 28 at the Gallery Place-Chinatown station. Police said the man got into an altercation with the youths, ages 15 and 16. Police said when one teen punched the man, the victim swung at the teen, and other teens lunged at him. NBC4 reports that D.C. Attorney General Karl Racine said he cannot comment on the case. But he said incidents without sufficient evidence showing guilt may not be brought to trial. (AP)

300 workers abducted by ISIS at Syrian factory SYRIA In a brazen assault near the Syrian capital, Islamic State militants abducted 300 cement workers and contractors from their workplace northeast of Damascus on Thursday, as fighting against the extremist group raged in the country’s north ahead of a new round of peace talks scheduled for next week. Trump shakes up campaign roles THE FIX Donald Trump is not a dumb man. He didn’t get to where he is by not grasping when things are slipping away from him and making the necessary changes. That’s exactly what Trump did Thursday when he announced that Paul Manafort, an old political hand not previously affiliated with the campaign, would serve as “convention manager” and “will oversee, manage, and be responsible for all activities that pertain to Mr. Trump’s delegate process and the Cleveland Convention.” No, you are not the only one thinking that it sounds a lot like Manafort is being put in charge of Trump’s entire operation. The reason you think that is because that’s what is happening. That’s both a smart move by Trump and a recognition that campaign manager Corey R. Lewandowski, who was charged last week with battery for grabbing

a reporter during a March rally in Florida, isn’t best suited to the tasks ahead: winning delegates, making inroads in the D.C. political community and rounding off some of Trump’s sharper edges. Lewandowski has never operated like a traditional campaign manager at the presidential level. That person typically spends the majority of time in the campaign headquarters — serving as the orchestra conductor rather than, say, the first violin. This move is a recognition of how many moving parts there are in any presidential race. It also looks to be the takeover — at least partially — of professional political types within Trumpworld. The question, as always with Trump, is how much he listens to anyone not named Donald J. Trump. Who he puts in charge only matters if he is willing to actually take that person’s advice.

In Venezuela, every Friday is now a holiday Venezuelan President Nicolas Maduro has a message for his country: Take the day off. Maduro has designated every Friday in April and May as non-working holidays, Bloomberg reports. But the holidays are no cause for celebration. Hospitals have long struggled to find ways to help suicidal patients who walk into their emergency rooms, but most methods involve face-to-face visits and intensive therapy — too resourceintensive for many centers. A paper in PLOS Medicine proposes a method of follow-up that appears to reduce repeat suicide attempts by almost 80 percent. It involves having therapists hand-write letters to patients over the course of 24 months. While the letters would be mostly scripted and focus on safety strategies, they would also include one or two personal sentences and be personally signed by the therapists. The method — the Attempted Suicide Short Intervention Program, or ASSIP — was tested on 120 patients admitted to Switzerland’s Bern University hospital for attempted suicide. The patients were split into a control group that had standard therapy without the letter writing, and a group that went through both standard therapy and letter writing. After two years, each group had one suicide. In the control group there were 41 repeat suicide attempts, but in the ASSIP group there were only five. “We believe the caring letters gave patients a feeling that they were cared about and added a personal touch,” researcher Konrad Michel said. nation+world CHICAGO At least four people have made “credible allegations of sexual abuse” against former U.S. House Speaker Dennis Hastert, the Chicago Tribune reported Thursday, citing unidentified law enforcement sources. The newspaper also reported that it had determined the identities of three accusers, all of them men whose allegations stem from when they were teenagers and Hastert was their coach in Yorkville, Ill. One is dead. The other two accusers have been described in court

documents only as Individual A and Individual D. The newspaper did not name the men who are still alive, and it said it did not know the identity of the fourth accuser. The now-deceased accuser named by the Tribune had been named previously by The Associated Press as Stephen Reinboldt, a team equipment manager at Yorkville High School, where Hastert worked as a teacher and wrestling coach from 1965 to 1981. Individual A and Individual D, the Tribune said, were popular standout athletes in Yorkville. Reinboldt died in 1995.

How it all went wrong NOTHING WENT AS INTENDED THIS SEASON FOR THE WIZARDS, who 1

are 38-40 and enter Friday’s game against the Pistons 3 /2 games behind Detroit for the Eastern Conference’s eighth and final playoff spot. With four games remaining, the postseason appearance many anticipated is close to being mathematically impossible. Looking back, here are five of their major pitfalls. 1. Flexibility vs. commitment The Wizards sought to improve on their consecutive appearances in the second round of the NBA playoffs but didn’t want the pursuit to cost them salary cap flexibility this summer. Eight players will be unrestricted free agents at season’s end. Washington will have money to chase top-tier personnel, with Plan A being to lure Thunder star and Washington-area native Kevin Durant. Plan B is unclear. But trying to field a playoffcaliber team while maintaining that flexibility backfired. Now, the Wizards’ disappointing performance might have an effect on if they can attract any impact players.

But the Wizards had a couple of months with their main pieces to salvage the season and never did.

Defensive-minded for draft With their eight picks in the NFL draft April 28-30, should the Redskins select a defensive lineman, draft someone to help their secondary or add a big receiver? Look for general manager Scot McCloughan to focus more on defensive needs in the early rounds and add depth to that unit with the later selections. A quarterback to develop could be a late-round target as well for McCloughan, who will also be looking to trade down in hopes of acquiring 10-plus picks overall. Here are five players we think would be good fits for the Redskins.

Let’s say the Redskins keep their 21st overall selection. McCloughan showed last year that he prefers big linemen, picking guard Brandon Scherff fifth overall. This time McCloughan could go for a nose tackle such as Billings. He’s a wrecking ball who squatted 805 pounds in high school. Billings is not your typical nose tackle who simply takes up blocks in the middle. He goes after the passer as well, recording 5½ sacks and 15 tackles for a loss last season as the All Big-12 defensive player of year. He has great speed but needs to change direction better. He just turned 20 on March 6.

If the Redskins trade down as expected, they might grab Apple late in the first round or early in the second. The team is in desperate need of youth at cornerback, and Apple is a big (6-foot-1) ball hawk who has no problem getting aggressive — although his physical play drew 11 penalties over two seasons. He’s capable of forcing receivers out of routes while his quick feet allow him to cover short passes. Apple’s not afraid of the big stage; he intercepted Marcus Mariota in Ohio State’s 2014 national title game. Scouts feel there’s plenty of upside if Apple can improve his vision of the field and reduce penalties.

The fourth Fuller brother to play at Virginia Tech could be the best one of all. He’s a physical corner who gets in lanes on short and medium passes, with 34 passes defensed and eight interceptions in 2013-14. He played in just three games last season after undergoing surgery to repair a torn meniscus. The big thing scouts worry about is if he has the speed to single-cover fast receivers downfield.At 5-feet-11, he’s also slightly shorter than what some teams want in a defensive back. Still, he’s a physical corner and that’s what McCloughan likes. Fuller would be a good secondround pickup for the Redskins.

The Terps defensive back could turn into a slightly smaller version of former Redskins safety LaRon Landry. He’s fearless when he comes at opponents with his 6-foot-1 frame and 4.46 second 40 speed. He’s just a flat-out baller, although, like Landry, he has a tendency to go for big hits, causing him to miss 40 tackles in three seasons. Mostly, Davis, who played some corner at Maryland, is a third- or fourth-rounder because of his poor play in man coverage. The upside is that as a safety he won’t be asked to play as much man coverage. Let Davis be a missile out of the secondary, and he’ll scare receivers coming across the middle.

Don’t overlook the FCS All-American safety who switched positions after three years at cornerback. HoustonCarson is not only fast (4.54-second 40 time), but he’s also quick out of his breaks and sheds blockers with his great balance. He does need to take better angles on tackles, gamble less and bulk up from 201 pounds. He could also be a gunner on special teams. He blocked nine kicks in college, three of which were returned for touchdowns. The potential fifth-round pick studied film of Seattle safeties Kam Chancellor and Earl Thomas.

MAKING A MESS AT THE MASTERS

The number of putts hit by Ernie Els from within 2 feet on the Par 4 first hole at Augusta National on Thursday. The embarrassing sequence included missing a 10-incher with a one-handed flick of the putter. His sextuple bogey (that’s a 10 on a Par 4) is the worst score ever on the first hole at the Masters, beating the old mark by two strokes. (AP)

D.C. UNITED Perry Kitchen left D.C. United this offseason, and his absence has left a big hole. Since United drafted the University of Akron product prior to the 2011 season, the club has yet to win a league game in which Kitchen has not participated. That streak, which is now up to 17 games, says a lot about the now-departed midfielder’s importance to the club — and the difficulty United (0-2-3) has experienced replacing him early this season. Kitchen moved to Scottish club Heart of Midlothian, which prompted United to revamp its central midfield. Veteran Marcelo Sarvas currently occupies Kitchen’s old defensive midfield spot, with Markus Halsti still facing injury and fitness concerns. Nick DeLeon has moved from wide midfield to a more central role, with mixed results so far. A wild card may be Jared Jeffrey, who has received sporadic opportunities to show what he can do since joining United in 2013. With Sarvas suspended last weekend against San Jose, Jeffrey impressed in central midfield. It’s unknown if he’ll get another chance against Vancouver on Saturday (5:30 p.m., ABC 7) at RFK Stadium. Raising a stink over raised rent Q. My landlord put a notice under my door at the end of

The short answer is no. A tenant in the District of Columbia is entitled to 30 days’ written notice before a rent increase takes effect. Generally, only the lease terms will limit the amount and the frequency of rent increases. Usually that means the landlord may not increase the rent until the initial lease term has expired. However, it’s a different story if your unit is under rent control. By default, rent control applies to every apartment

unless, as in the case of most rentals, your landlord has properly filed a claim of exemption. For rent-controlled units, there are other restrictions on rent increases and rent increase notices. The notice itself must include the amount of the current rent and the rent increase; the effective date of the rent increase; and the authorized “basis” for the rent increase. The landlord may not increase the rent more than once every

January, saying the rent had been increased by $200 at the beginning of the month and I was now overdue on my rent. The only problem is, my landlord never told me about the rent increase. Now they claim that the rent increase is retroactive and I am now in debt to them by that amount. Is it legal for my landlord to not tell me that the rent was going up, and then expect me to pay it?

2015 Masters champ opens with 6-under in first round at Augusta THE MASTERS Jordan Spieth picked up right where he left off a year ago. Just another birdie-filled round at the Masters. Looking very much like the player who romped to a dominating victory in 2015, the 22-year-old Texan put up a 6-under 66 on a breezy Thursday at Augusta National to claim a familiar position: the top spot on the leaderboard. Spieth set a tournament record with 28 birdies last year, leading after every round on the way to

an 18-under score and his first major title. That sparked one of the great years in golf history, as he went on to capture the U.S. Open at Chambers Bay, just missed out on a playoff in the British Open, and took the runner-up spot behind Jason Day at the PGA Championship. Two strokes behind Spieth on Thursday were Danny Lee and Shane Lowry. Five players, including Sergio Garcia, were tied for fourth at 69. Rory McIlroy was in a group at 70. Modern baseball may have a new birthdate and founding father. A set of game-changing documents went up for sale this week. Their authenticity are verified by experts including John Thorn, MLB’s official historian. The 1857 documents titled “Laws of Base Ball” establish the essentials of the modern game, including nine-inning games and nine players on the field. And they do it three years earlier than the 1860 birth date now recognized. Sticking to her shtick Melissa McCarthy’s potential is wasted (again) in this clumsy stumble of a comedy FILM REVIEW After exploding into the public consciousness in the 2011 hit “Bridesmaids,” Melissa McCarthy became known for a particular brand of slapstick, raunchy comedy, cultivating a crude, coarse, socially inept persona that grew less appealing with every iteration. Last year’s “Spy” proved a delightful exception: Finally, McCarthy could prove what a nimble, likable actress she is, and the film bubbled and squeaked with low-key, feminist optimism. With “The Boss,” McCarthy has, sadly, reverted to her previous form, playing yet another selfish, cluelessly narcissistic character given to pratfalls and prodigious profanity streaks. Here she plays

Michelle Darnell, the “47thrichest woman in America,” who resembles a cross between Suze Orman, Martha Stewart and McCarthy’s reliably unpleasant alter ego. The plot is predictably schematic: After doing time for insider trading at a Club Fed-like state prison, Michelle seeks to reinvent herself, enlisting her longsuffering assistant Claire (Kristen Bell) to help get her back on her feet. When she accompanies Claire’s daughter to a club meeting and hears how much money there is in cookie sales, the light bulb goes on. Michelle dragoons her team into developing a similar group in which profit-sharing will take the place of badges and unsavory talk about sexuality

and a hair-pulling, tush-kicking, bloodletting street rumble are by no means out of the question. McCarthy projects undeniable zing, while Bell does her best to remain respectfully bland as Michelle’s sweet-natured, patient foil; Peter Dinklage seems to be channeling his lamest Derek

Zoolander as an oily competitor with whom Michelle shares some dubious personal history. Credit should probably go to newcomer Eva Peterson, a standout in what is otherwise a thinly constructed excuse to watch McCarthy engage in her signature lowbrow physical gags and breathtakingly blue dialogue — here given extra shock by being uttered in the company of angelic tween girls. Presumably, “The Boss” will give McCarthy’s core audience exactly what they expect. Although her charisma is still undeniable, there’s also no denying that McCarthy is capable of much more. I’ve been watching a lot of movies lately where guys are jerks. This week brings “Demolition,” about a jerky guy whose wife is killed, and “Miles Ahead,” about Miles Davis, a jerky guy who was also a musical genius. Last week was “I Saw the Light,” about Hank Williams, another jerky guy who was also a musical genius … but twangier. Sometimes it seems the nicest guy I’ve seen on screen all year is Deadpool. I don’t mind watching movies about tools — to butcher Tolstoy, nice people are all alike; every jackass is a jackass in his own way. I just have one question: Where are the jerks who are also women? Earlier this year we had “The Bronze,” which definitely centered on a not-so-nice

woman (unfortunately, the movie wasn’t great, to put it in a non-jerk way). This week we have “The Boss,” with Melissa McCarthy as a driven businesswoman, but I haven’t seen it. In 2011 we had “Young Adult,” a solid film that focused on a horrible person — and further proof that a woman being a glassbowl is often played for comedy. That’s three movies over five years that I can think of. Meanwhile, there have been three male-butthole movies that opened in the past WEEK. Granted, two of those classmole-centered films are about real men who apparently were d-bags. Try to think of a biopic about a woman — that’s hard enough — where the protagonist is a complete jerkface. “What’s Love Got to Do With It” is about a woman trying to survive her abusive, buttclown of a husband (man, trying to avoid

profanity in this column is getting harder and harder). “Elizabeth,” “The Queen” and “The Iron Lady” are about women trying to be perceived as nice in worlds where such perception is both a weakness and the only currency it’s appropriate for them to spend. You have to get into lesser-known women, like “Erin Brockovich,” to find some who are actually abrasive (though there is “Mommie Dearest” — there is always “Mommie Dearest”). Addiction often lends women, like Billie Holiday in “Lady Sings the Blues,” a sympathetic air; for Hank Williams and Miles Davis (and Ty Cobb and Ray Charles and Jerry Lee Lewis and Sid Vicious and Johnny Cash), addiction functions somewhat as the price one pays for genius. Drug-addled boys will be boys, I guess. The disparity of representation between male jerks and female jerks in movies is simply a reflection of the disparity of representation between men and women of any personality trait. And that is improving; I don’t think “The Bronze” would have been made 10 or even five years ago. Still, representation of women in film needs to extend to all women — the good, the bad and the awful.

FILM Don Cheadle’s film “Miles Ahead” tells the story of a fictional encounter between a Rolling Stone freelancer (Ewan McGregor) and legendary musician Miles Davis (Cheadle). And when we say “Don Cheadle’s film,” we mean it. “There’s nowhere to hide when you’re the writer and director and producer and actor and you play music in it as well,” Cheadle says. “You can’t point to anyone else and say, ‘Well, actually, that was their decision.’ You’re the final arbiter of everything. That aspect of it is neurosis-making.” The stress of making “Miles Ahead” certainly took its toll on Cheadle, who also has a demanding gig in the Marvel Cinematic Universe, playing James Rhodes/ War Machine. “During the middle of the shooting, my wife came and visited and said, ‘You can’t do this again. Not like this.’ ” Part of the worry came from the fact that “Miles Ahead” had a relatively minuscule budget — less than $10 million, with nearly $350,000 of it raised through an Indiegogo campaign. “Doing a low-budget movie, you’re herding cats; things are constantly falling apart at the same time they’re coming together,” says Cheadle, who

learned to play trumpet for the part (though it’s Davis who’s heard on the soundtrack). “Worry never left; it was always in the jump seat. But we still all have a job to do and you have to push through and get to the finish line.” When Cheadle reached that finish line — premiering the film

on the closing night of the New York Film Festival in 2015 — he still didn’t feel the race was over. “I was sitting across from my daughter, who is 19, and she could see the worry etched on my face,” Cheadle says. “She goes, ‘I remember sitting on your lap when I was 10 and you were writing this and talking

about it and listening to the music. You’ve done it. It’s great. You should just celebrate it.’ And it was kind of the first time that I was able to shift my brain chemistry around and try and enjoy it, no matter what happens — to just feel a sense of accomplishment.”

Child prodigy not included Lady Gaga’s first piano, on which she wrote her first song at age 5, is going on the auction block at a presale estimate of $100,000 to $200,000. The upright piano, first purchased by her grandparents, is being offered at Julien’s Auctions’ “Music Icons” memorabilia sale at the Hard Rock Cafe New York on May 21. A portion of the proceeds from the sale of the piano will benefit the Born This Way Foundation, launched by Gaga in 2012 to empower youth. (AP)

Los Angeles police said Wednesday that Charlie Sheen is the subject of a criminal investigation of an undisclosed nature. The RadarOnline celebrity news site reported Wednesday that it was served a subpoena for a 35-minute audio recording purportedly of Sheen that includes Sheen threatening his ex-fiancee, Scottine Ross. She performed in porn films and is suing Sheen for having sex with her without disclosing he is HIV-positive. The website has not posted the audio, but has described it as being recorded by one of Sheen’s former lovers. RadarOnline says the LAPD warrant wants the audio not only for evidence against Sheen, but because it might also exonerate him. (AP)
