The museum is installing solar panels on its roof, part of a project aimed at lowering energy costs for one of the largest electric customers in Frankfort. A zoo in Hubei, China, is making money and educating the public by charging volunteers $145 for the chance to clean up polar bear poop for three hours, UPI reported. Chris Ullman says he began whistling as a child and has since whistled for then-President George W. Bush and with the National Symphony Orchestra.

He launches into “Happy Birthday” but stops abruptly. The voicemail thinks he’s a fax machine and hangs up. Happens all the time. So instead he records a version and emails it, along with his own best wishes. His philosophy is that everyone has a “whistle” — a gift they can share with the world. Ullman spends his days navigating the high-intensity atmosphere of some of the biggest financial deals in the country. He has to say no a lot, he points out. No to interview requests. No to folks probing for details about his company’s machinations. But he doesn’t look at whistling as a place to flee. “It’s not an escape to me. There are way too many for Chris Ullman to remember by heart, so he keeps the names in a spreadsheet on the computer in his Washington office at the international investment behemoth the Carlyle Group. He’s whistled in the Oval Office and trilled for the head of the Securities and Exchange Commission and members of Congress. In a city that can sometimes be nasty and petty, stiff and cautious, Ullman’s ritual is one of those small, below-the-radar signs of humanity. He thinks of it as “a ministry” of sorts, he says, one man’s gift, for which he receives no compensation other than a smile or a thank you. Ullman — a veteran political hand who’s been a top staffer at the Office of Management and Budget and the chief press spokesman for the SEC and now runs global communications for Carlyle — will whistle “Happy

Trump Organization settles lawsuit with chef Andres

Trump objections don’t halt overhaul of police force

A D.C. police officer is facing a string of charges in Maryland after authorities said he paid a 15-year-old girl for sex and then took back the money at gunpoint. Anne Arundel County police said Chukwuemeka Ekwonna, 27, of Glenn Dale, Md., was arrested Thursday and charged with armed robbery, assault, third-degree sex offense, reckless endangerment, prostitution and a weapon offense. Court documents show the teen recently told officials that she was robbed by a man — later identified as Ekwonna — she met through social media and offered her $80 for sex. Police in D.C. said Ekwonna was fired Friday. (AP)

Celebrity chef Jose Andres has settled his dispute with The Trump Organization after backing out of a plan to open a restaurant in Washington’s Trump hotel. Andres’ ThinkFoodGroup and The Trump Organization issued a statement Friday saying the suit against Andres has been settled. The terms are confidential. The suit dates to 2015, when Andres backed out of a plan to open a restaurant in the Trump International Hotel in Washington, citing then-candidate Donald Trump’s statements “disparaging immigrants.” Andres, who has several restaurants in the city, is an immigrant from Spain. A federal judge has approved an agreement negotiated under the Obama administration to overhaul the troubled Baltimore police force, sweeping aside objections from the Trump Justice Department. Attorney General Jeff Sessions promptly warned that the agreement may result in “a less safe city.” U.S. District Judge James Bredar signed the so-called consent decree Friday, a day after a hearing to solicit comments from Baltimore residents, calling the plan “comprehensive, detailed and precise.” He denied a request to delay the signing to give the Trump administration more time to review the agreement. POLITICS Supreme Court Justice Neil Gorsuch will visit the White House today for a swearing-in ceremony that President Trump and his allies hope will resonate well beyond the judge’s ugly confirmation battle. The event marks a big win for Trump and conservatives — both on and off Capitol Hill — who have struggled desperately to produce significant victories despite pledges of sweeping change that one-party rule would bring. Since he was inaugurated 81 days ago, Trump has failed to advance much of the ambitious legislative agenda he said would happen quickly if he were elected — rolling back the Affordable Care Act, rewriting the tax code and injecting big spending into

The legal battle between Twitter and the U.S. government ended Friday as the Department of Homeland Security withdrew its demand that the tech company release information to identify an account holder whose tweets have been critical of President Trump. Twitter filed a suit to protect the identity of a user who runs the @ALT_uscis feed, an account that purports to tweet the thoughts of a federal worker from U.S. Citizenship and Immigration Services. Two ISIS bombings target Egypt’s Coptic Christians At least 43 people die in attacks on churches in Tanta and Alexandria EGYPT Bombs rocked churches packed with worshipers in the Egyptian cities of Tanta and Alexandria on Sunday, killing at least 43 and injuring scores more. The assaults were the latest in a spate of attacks targeting Egypt’s Coptic Christian minority and come ahead of a scheduled visit by Pope Francis to Egypt. The Islamic State claimed responsibility for both bombings. Egypt’s Christian minority, who make up roughly 10 percent of the population, have increasingly been targeted by Islamist extremists.

Together, the bombings were the single deadliest day for the besieged community in decades. Sunday night, President Abdel Fattah el-Sissi declared a state of emergency across the country for three months. The first bomb in Tanta exploded during a Palm Sunday service at St. George’s Church. The device, police said, was planted in the pews of the church. “I ran to the church to find my lifelong friend shattered to pieces by the bomb,” said Mona Faiez, 61, who lives near the church and came running after she heard the blast. Less than three hours later, a second blast erupted near St. Mark’s Church in the northern city of Alexandria. The head of Egypt’s Coptic Church, Pope

The Health Ministry said 43 people were killed in the attacks, 27 in Tanta and 16 in Alexandria, but the death toll was widely expected to rise. The ministry said 119 were injured. Pope Francis, the leader of the Roman Catholic Church, denounced the bombings Sunday and expressed “his deep condolences” to Tawadros II and “all of the dear Egyptian nation.” President Trump tweeted, “So sad to hear of the terrorist attack in Egypt. U.S. strongly condemns. I have great confidence that President Al Sisi will handle situation properly.”

Just before midnight on Friday, all 156 emergency weather sirens in Dallas started going off for no apparent reason. The sirens blared for 1 ½ hours, affecting the area’s 1.3 million residents. Dallas’ 911 system was flooded with calls, some from residents fearing that the country was under attack. By 1:20 a.m., city officials unplugged the entire radio system to turn the sirens off. Saturday, the city reported that the disruption was caused by a hack — one of nearly unprecedented size in the siren industry. Officials said they have determined that it came from a local hacker, and they are looking to the Federal Communications Commission to help track down the culprit. (THE WASHINGTON POST)

Man kills gym managers after the facility fires him The gunman who shot and killed two managers at a South Florida fitness center before turning the gun on himself had just been fired from the gym because of his workplace violence issues, police said Sunday. Miami-Dade County police said 33-year-old Abeku Wilson of Miami had just been let go Saturday when he returned to the Coral Gables gym and fired shots at the two managers before fatally shooting himself. Impeachment trial opens for Gov. Robert Bentley Alabama Gov. Robert Bentley will face impeachment hearings beginning today after the state Supreme Court gave lawmakers the OK to move ahead with an effort to oust him. Bentley, who has vowed to stay in office, has been engulfed in a sex scandal about his relationship with a female aide before he and his wife of 50 years got divorced. POLITICS President Trump found himself in unfamiliar territory Friday, generally praised by members of the political and foreign policy establishments but attacked from some quarters of Trump nation for seeming to betray the “America First” pledges that carried him to the White House. Trump’s decision to fire cruise missiles at a Syrian air base in response to Tuesday’s chemical weapons attack against civilians won support from some people he had routinely disparaged over the past year, among them Sen. John McCain, R-Ariz., and Senate Minority Leader Charles Schumer, D-N.Y. Hours before the U.S. attacks, Hillary Clinton had urged just such a response. But some Trump loyalists saw the president as taking a potentially fateful turn away from what had made him so attractive to his anti-establishment, anti-globalist supporters. On the nationalist fringe, Paul Joseph Watson, an editor at Infowars, tweeted, “It’s been fun, lads, but the fun is over.” Watson clarified that he was not turning on Trump completely but was off the train with regard to Syria. There was always a contradiction in Trump’s campaign rhetoric on foreign policy. He was the get-tough leader who would “bomb the hell out of ISIS.” But he was also the reluctant interventionist and criticized rivals who advocated deeper military involvement in Syria. What the U.S. strike reveals about the president’s foreign policy remains unclear. Was this a one-off action, meant only to tell Syrian President Bashar Assad not to use chemical weapons again? Or could the strike lead to deeper U.S. involvement in Syria, depending on reactions by

After viewing the horrendous images of suffering and death from the chemical attack, Trump said he had changed his view of Assad — even though similar images existed from the Syrian regime’s chemical attack in 2013. Geoff Garin, a Democratic pollster, said short-term reactions to the president’s action are likely to focus on his decisiveness rather than the implications for his Syria policy. “But those reactions will be good for about a week, and then after that it really depends on how events unfold in Syria,” Garin said. “Voters generally and Trump voters specifically are not eager for a sustained military engagement in Syria. And if the bombing turns out to have produced no apparent result, or draws the U.S. into a more complicated situation, the possibility for blowback against Trump is significant.”

ASIA A U.S. Navy strike group led by the USS Carl Vinson aircraft carrier was heading toward the Korean peninsula Sunday “to maintain readiness” as Kim Jong Un’s regime in North Korea prepared to mark key anniversaries. North Korea is expected to hold a huge military parade Saturday to celebrate the 105th birthday of its founding president, Kim Il Sung, and to mark the 85th anniversary of the creation of the Korean People’s Army on April 25 with similar fanfare. Analysts expect North Korea’s recent barrage of missiles to continue, and activities around its nuclear test site have raised fears that the country may be preparing for a sixth nuclear test. Over the weekend, North Korea said it was not afraid of military strikes like those the U.S. launched on Syria last week, saying it could defend itself with its “tremendous military muscle with a nuclear force.” In this atmosphere, the Carl Vinson strike group, which includes a carrier air wing and two guidedmissile destroyers, was ordered to travel to the “western Pacific.” During a phone call Saturday, President Trump told South Korea’s acting president, Hwang Kyo-ahn, that he had “in-depth discussions about North Korea’s serious nuclear problems and how to respond to them” while meeting last week with Chinese President Xi Jinping, according to the South Korean leader’s office.

Sergio Garcia won the first major championship of his career with a dramatic, sudden-death victory over Justin Rose at the Masters on Sunday. Garcia finally broke through in his 71st major as a professional, and nearly 18 years after he was runner-up to Tiger Woods in a breakthrough performance in the PGA Championship. After missing a 5-foot birdie at the 72nd hole, Garcia had to get through one extra hole to finally remove the stigma of being considered the best player never to win one of golf’s biggest events. It was worth the wait. Playing the 18th hole again, Rose got in trouble with an errant tee shot, forcing him to punch out

How to deal with debt Many graduate students face a tough test: Learning to manage their finances FINANCES Erin Berry has tried many approaches to handle the financial challenges of graduate school. The Ph.D. candidate in language, literacy, and culture used loans to pay for her living expenses during her first year at the University of Maryland Baltimore County. Unhappy with the amount of debt she was accruing, she tried living on the small stipend she received for her graduate assistantship from UMBC, moving into a smaller apartment in a less desirable area to reduce costs. Then her stipend dried up. Now she works at Towson University as a lecturer while continuing her Ph.D. studies at UMBC. “Going to school full-time and working full-time: that’s a whole other level of stress,” she says. Berry’s not the only one with money on the mind. According to a three-year study conducted by the Council of Graduate Schools in conjunction with TIAA that concluded in 2016, 60 percent of

master’s students and 55 percent of doctoral students feel stressed about their finances. This stress can weigh heavily on students during their studies and impact their career choices afterward — and it can even dissuade people from graduate school in the first place. While financial concerns may not be completely avoidable, there are steps grad students can take to reduce their money worries. Brushing up on skills like budgeting is essential, since many students today lack even basic financial knowledge. “People are dealing with a topic they don’t know much about and therefore don’t know how to manage,” says Annamaria Lusardi, academic director of the Global Financial Literacy Excellence Center at George Washington University. It’s vital for grad students to have a clear understanding of their monthly expenses and how they compare to any income received from stipends, fellowships, or part- or full-time jobs.

Get loan relief The Public Service Loan Forgiveness Program forgives the remaining balance on loans received under the William D. Ford Federal Direct Loan Program after students have made 120 monthly payments while working full-time for a government or nonprofit organization. There are also loan-forgiveness programs for teachers who work in schools serving low-income families. The State of Maryland recently introduced Maryland SmartBuy to encourage homeownership. For borrowers who purchase a home owned by the state’s housing department, the program provides loan forgiveness of up to 15 percent of a home’s purchase price. Maryland also offers a public service loan forgiveness program. B.L.

“You can reduce stress by at least knowing what you have to cover every month,” says Michael Wroblewski, a D.C.-based financial planner who does a lot of work with young professionals. “Delaying getting a handle on your situation only makes things worse.”

Your university depends on your financial security, too, so tap it for whatever help you can get. Ask about financial literacy seminars, alternative sources of graduate funding, and available part-time jobs. Berry has benefitted from financial workshops offered by UMBC for its graduate students. These workshops were originally started through a grant program in conjunction with the CGS study. UMBC has continued some of them even after the grant period, including seminars focused on funding your graduate education and understanding your credit score. After the course, Berry says, “I did some research on my own and started talking to someone about debt consolidation. I think a lot of people have fears surrounding where they stand financially.” For many grad students, financial anxiety originates from loans they’ve already taken out for their undergraduate years — and they’ve since added more debt on top of that. A recent report from the Global Financial Literacy Excellence Center found that 54 percent of student CONTINUED ON PAGE 16

The IRS and the Education Department have disabled the IRS Data Retrieval Tool, an online resource that makes it easier for students to apply for college scholarships, grants and loans, citing suspicious activity by hackers. The resource lets people upload taxreturn information and eliminate paperwork. The federal agencies said the tool will remain offline until October as extra security protections are put in place. Applicants can fill out the paper FAFSA form (Free Application for Federal Student Aid) or still use the online version and manually enter tax-return data. But student advocates worry those options will lead to errors. What he does There’s a 10th player on the baseball diamond, John Turnour says, and it’s the field itself. “So much of what [the players] do is riding on the field, whether they’re running around the bases or they’re running the outfield, or they’re diving or retrieving ground balls,” says Turnour, head groundskeeper for the Washington Nationals. “They demand the best, and it’s our job to make sure we’re giving it to them.” Much of the daily work for Turnour, who entered his eighth season with the Nats as they opened against the Miami Marlins last week, hinges on the weather. While rain is an obvious complication, he says heat is problematic throughout the season, too. The park uses Kentucky bluegrass, which thrives in the spring and fall. The scorching summer months are “stressful times for that type of grass,” Turnour says, which means the 42-person grounds crew is changing irrigation, mowing and other maintenance practices to navigate around the weather. On game days, Turnour is at the stadium by 7 or 8 a.m. (and won’t leave until after the last pitch). Usually the crew’s focus is on the infield dirt, which needs to be the right consistency for the players to perform well. “There’s a lot of grooming that goes on out there — dragging, raking, watering,” Turnour says, as well as mowing every day the team’s in town. If the forecast is iffy, Turnour spends the game behind home plate in the weather room. “We update the umpires in between innings with any impending

weather,” Turnour says. “Based off those updates and current field conditions, the umpiring crew makes the decision on whether to cover the field and go into a rain delay or to keep playing without interruption.” After, the crew starts prepping for the next game, Turnour says: repacking clay into the pitching mound and batter’s box areas, dragging the infield dirt to eliminate cleat marks and adjusting the moisture on all dirt areas. During the postseason, the grounds crew spends at least a month repairing all the damaged spots on the field. Once it closes in early December, focus turns to taking inventory, ordering tools and supplies, and lining up next season’s staff. “There’s a lot of planning that goes into a baseball season,” he says. “We want the team to win, and we feel that what we do out there is a big part of that.”

How he got the job Turnour studied turf grass management at North Carolina State University, then worked for the minor league Durham Bulls before stints as an assistant groundskeeper with the Baltimore Orioles and San Diego Padres. “Can I say I thought I would be here, in a head position for a major league baseball team? No,” he says. “When you think of the chances of that happening, with so few teams, it’s not something I ever would have thought would happen.”

New kid on the block An autistic character on ‘Sesame Street’ affirms show’s core message

TELEVISION It’s no surprise that “Sesame Street,” still the gold standard in educational children’s television after 47 seasons and counting, can with great respect and ease welcome a new muppet character in today’s episode named Julia, who happens to be autistic. If anything, “Sesame Street” feels a tad late to the idea, given how parents have watched autism rates increase over the past couple of decades and children have learned to relate to peers who are on the autism spectrum. Viewers meet Julia as she is coloring with Elmo, Abby Cadabby and their grown-up friend Alan (Alan Muraoka). Big Bird

drops by and introduces himself to Julia, but she won’t talk to him. He wonders if she’s shy, because, he says, “I can feel shy sometimes, too.” But it’s not that. Alan and the gang very quickly and directly explain Julia’s autism and how it affects her personality (“She might not answer you right away,” Alan says) and that’s that — Big Bird gets it. Thus “Sesame Street” has once again done its job with little fanfare or self-congratulatory narrative. The only lesson here is the same message “Sesame Street” has had since 1969: We all belong here, we are all friends and sharing is the best way to get along. In other words, all seems well on “Sesame Street” these days, but noticeably different. The show moved to HBO in 2015 in a multiyear development deal. Though

the switch from PBS still has its critics, who worry that “Sesame Street” might not reach poorer households the way it used to, it’s hard to argue with the logic or the terms of the agreement: In exchange for never having to scrounge for funding, new “Sesame Street” episodes air first on the premium cable network and then make their way to public-TV stations nine months later, at no cost to the stations. Yet, despite its freedom from budgetary woes, “Sesame Street” still acts as a symbol for all that is good and right (and vulnerable) about publicly funded media. When President Trump’s proposed budget was unveiled last month, it suggested whacking all of the $445 million in federal money to the Corporation for Public Broadcasting, which distributes funds to more than

a thousand public TV and radio stations. Whatever cuts may come, they are no longer really “Sesame Street’s” problem — so long as HBO keeps paying the bills — but it represents what could’ve been lost. But much of what you see via PBS has already been funded and underwritten in a number of creative ways, relying on the generous gifts of individuals and corporations who value the core mission. What Congress doles out to the CPB is the tiniest drop in the bucket; Trump’s proposed cuts come across as a mean-spirited way of thwarting public media’s reach, especially in more rural parts of the country. Sadly, “Sesame Street’s” message of sharing and cooperation has little influence in Washington these days.

spouse, only to find “about a half dozen naked folks … engaged in what can only be described as a desperate and a hungry kind of lovemaking.” After an epic on-air meltdown, Jim Brockmire, the voice of the Kansas City Royals, has most definitely struck out. That’s the premise of “Brockmire,” a delightfully offbeat situation tragicomedy on IFC (10 p.m. Wednesdays). Hank Azaria, the man of a thousand

Simpsons voices, gives life to the sad-eyed announcer. The show then flashes forward 10 years to 2017 in rundown Morristown, Pa. Brockmire steps off a bus, wearing the same ugly plaid jacket he had on the night of his infamy. He’d been roaming the world, reduced to calling cockfights in Manila when he got an offer to be an announcer for the unfortunately named Morristown Frackers. The stadium is a dump. Many players are so fat that they can’t help but get hit by the pitches. But the team owner, youthful Julia “Jules” James (Amanda Peet), has spunk and a dream. She went

after Brockmire because she figures an internet celebrity will be good for business, since a video of his rant went viral.

And while the show is an absurd comedy, it definitely keeps it “Brockmire” about baseball: It’s slow and “oldtimey,” but still offers up transcendent moments. Jules recalls watching the legendary and overweight Willie Stargell hustle to beat out an infield single in his final game and says it taught her, “You do whatever you can to accomplish what you can when you can.” Meanwhile, the rookie show has already hit a grand slam. The sketch took aim at Trump’s comments in support of O’Reilly last week after a report that multiple women have received millions of dollars in settlements after accusing O’Reilly of harassment. The sketch drew a parallel between both men’s history of sexual assault allegations. Viewers praised Baldwin’s grasp of O’Reilly’s style. “Baldwin’s Bill O’Reilly impersonation is even better than his Trump impersonation,” @sherrishavon tweeted.

“The Mariners are now serving toasted grasshopper at their park. That’s what happens when you let hipsters make decisions.” @GGREGGA24, critiquing the announcement that fans at Seattle Mariners games at Safeco Field this season can buy toasted grasshoppers. ESPN reported that the grasshoppers come from a local Mexican restaurant and will be tossed in chili lime salt, but that didn’t quell the skepticism on social media. “Is this … a clever ploy by the Mariners to encourage dares on College Night?” @SteveDionKJR wondered.

“This ad is fundamentally flawed. [The ad team was] probably in a vacuum … where they dream up these ideas and spit out the culture to the people. It’s a myopic view.” NICK CHILDS, a creative officer for social media agency Society, weighing in for The Cut on how the Kendall Jenner Pepsi ad fiasco might have happened. Pepsi pulled the ad last week after the social media backlash was swift and damning. One industry executive told The Cut that the ad will likely hurt Jenner more than Pepsi because other brands could be hesitant to work with her in the future.
