He says it’s not the majority of people but a few people who “just can’t seem to let the kids have fun.” (AP)

A police union in Louisiana is raffling off a grand prize that has shocked some: the use of a stun gun on one of its officers. DeRidder Police Chief John Gott says officers themselves suggested that one of their own be stunned April 15 to raise funds for the department’s Christmas toy drive. “They are willing to do whatever it takes ... to purchase toys for local families in need,” Gott told the American Press of Lake Charles. District gives country extra tax filing time THE DISTRICT The rest of the country this year once again has an opportunity to learn about D.C. Emancipation Day — a holiday little known beyond the District that marks the anniversary of the abolition of slavery in the nation’s capital. The holiday, which shuts down city government, will be observed this year on April 17, the Monday after April 15, the typical deadline for filing taxes. Because of the conjunction, the entire country gets a one-day reprieve on filing 2016 tax returns, making the official tax filing deadline Tuesday, April 18. Emancipation Day usually is celebrated April 16, the date in 1862 when President Abraham Lincoln signed the Compensated Emancipation Act, which freed about 3,100 slaves in the District. But this year, April 16 falls on a Sunday, so the District will celebrate the holiday the following

And, everyone — residents of Florida, California and everywhere in between — will receive an extension, not just D.C. residents. “When April 15 falls on a Saturday, Sunday, or legal holiday, a

return is considered timely filed if it is filed on the next succeeding day that is not a Saturday, Sunday, or legal holiday,” IRS spokesman Ubon Mendie said in an email last year. “The term ‘legal holiday’ includes a legal holiday observed in the District of Columbia.” In 2016, the country had a three-day reprieve on filing taxes because April 16 fell on a Saturday, so the District celebrated the holiday on April 15, a Friday. That moved the tax filing deadline to Monday, April 18. D.C. government shuts down for Emancipation Day, although the federal government and most businesses in the city remain open. The day was officially observed for the first time as a public holiday, one that closed the city government, in 2005. The holiday is marked by a parade (which was last Saturday due to April 16 falling on Easter Sunday) in which city leaders and schoolchildren march along Pennsylvania Avenue. Pup opens doors, flees Virginia clinic A dog who escaped from a Virginia animal hospital after opening several doors has been reunited with his owner. Travis Campbell said his family was boarding their Great Pyrenees named General in Stafford when the dog left the clinic Monday. Video shows the dog unlatching his kennel and opening a second door before wandering down a hallway. Footage then shows General using his mouth to open another door. The dog was seen in an office area before opening yet another door and walking out of the building. (AP)

The Virginia Zoo has brought two juvenile white rhinos from the Singapore Zoo. Bora and Zina came to the Virginia Zoo over the weekend. After a 30-day observation by veterinarians and keepers, the rhinos will be put in the African Okavango Delta exhibit. The zoo’s executive director, Greg Bockheim, said that with fewer than 20,000 white rhinos left in the wild, Bora and Zina will contribute to the survival vival of o their species. (AP)

Regulators seek audit of city’s school bus unit The U.S. National Transportation Safety Board is recommending an audit of the Baltimore schools’ transportation department after a crash that killed six. The agency made recommendations Tuesday as a result of its investigation of the November collision between a school bus and a transit bus. The school bus driver and five people on the transit bus were killed. No students were on board the school bus. The school bus driver had been in 12 crashes in the past five years. (AP)

Hogan gets big wins in legislative session MARYLAND Maryland Gov. Larry Hogan, who has clashed with Democratic legislative leaders and struggled to get bills passed over the past two years, just finished his most successful legislative session since taking office in 2015. Hogan, a Republican who enjoys wide popularity in the deepblue state, got his major win in his final legislative session before he gears up for re-election next year. In the final hours of the 2017 legislative session, which ended Monday, the General Assembly passed a jobs bill, offered by the governor, that provides tax breaks to manufacturing companies that relocate to Baltimore and other economically depressed areas. The General Assembly also passed an ethics bill, proposed by Hogan, that strengthens the

Science finally decodes smell of old books

POLITICS White House press secretary Sean Spicer said Tuesday that Adolf Hitler “didn’t even sink to using chemical weapons” — a comment at odds with Hitler’s use of gas chambers to exterminate Jews during the Holocaust. Spicer was attempting to discuss the horror of the chemical weapons attack last week in Syria, which the Trump administration is blaming on President Bashar al-Assad. “We didn’t use chemical weapons in World War II,” said Spicer, adding that “someone as despicable as Hitler … didn’t even sink to using chemical weapons.” Minutes later, Spicer delivered a garbled defense of his remarks in which he tried to differentiate between Hitler’s actions and the gas attack on Syrian civilians last week that left nearly 90 people dead. After the briefing, Spicer emailed a statement to reporters: “… I was trying to draw a distinction of the tactic of using airplanes to drop chemical weapons on population centers. Any attack on innocent people is reprehensible and inexcusable.” Spicer later apologized, saying in an interview with CNN that he mistakenly used “an inappropriate, insensitive reference

to the Holocaust.” He said there was no comparison and “it was a mistake to do that.” He added, “It was my blunder.” According to the U.S. Holocaust Memorial Museum, the Nazis experimented with poison gas in late 1939 with the killing of mental patients. Both mobile and stationary gas chambers were later used, with up to 6,000 Jews gassed each day at Auschwitz alone. Spicer’s comments, which came on the first day of Passover, immediately reverberated through the Jewish community. The New York-based Anne Frank Center for Mutual Respect called on Trump to fire Spicer, saying he denied that

Steven Goldstein, the center’s executive director, said in a statement that Spicer had “engaged in Holocaust denial, the most offensive form of fake news imaginable, by denying Hitler gassed millions of Jews to death.” It’s not the first time the Trump administration has been criticized for comments related to the Holocaust and anti-Semitism. The White House released a statement on International Holocaust Remembrance Day in January that make no reference to Jews, and some have taken issue with the slow speed with which Trump has condemned anti-Semitic attacks. In a new study published in Heritage Science, University of London researchers created the Historic Book Odor Wheel, a fragrance guide for old books, smithsonian.com reports. The scientists did a chemical analysis of compounds emitted by book pages, which are constantly decomposing and creating their own unique scent. To name each scent, researchers asked visitors to the Birmingham Museum and Art Gallery in England and smellers at Wren Library at St. Paul’s Cathedral to smell old books. The wheel uses the responses, ranging from “moldy” to “chocolate,” in its categories. The wheel isn’t just for fun, though. It can help archivists identify the condition and any threats to a book. Jupiter’s other ‘Great Spot’

Another “Great Spot” has been found on Jupiter. Scientists reported in Geophysical Research Letters on Tuesday that the dark expanse is 15,000 miles across and 7,500 miles wide. It’s in the upper atmosphere and much cooler than the hot surroundings, thus the name Great Cold Spot. Unlike the planet’s familiar Great Red Spot, this newly discovered weather system is continually changing in shape and size. It’s formed by the energy from Jupiter’s polar auroras and could be thousands of years old. (AP)

White House accuses Russia of a cover-up NATIONAL SECURITY The Trump administration broadened its assault on Russia’s military involvement in Syria on Tuesday, offering new evidence that U.S. officials said showed that Moscow’s explanation for the April 4 chemical attack was false. Senior officials said that U.S. signals and aerial intelligence, combined with local reporting and victim samples, showed that a Russian-made, Syrian-piloted SU-22 aircraft dropped at least one munition carrying nerve gas sarin on Khan Sheikhoun. The officials said nothing from intelligence and public material provides credence to the account put forward by Syria and Russia, which claimed routine bombing inadvertently struck an opposition chemical weapons depot. Officials said the U.S. had not yet reached a consensus on whether Russia knew about the chemical attack that killed nearly 90 ahead of time. But they suggested that it was unlikely that Russian troops, stationed at the air base singled out last week, would have been kept in the dark. The officials blamed the Kremlin for a “clear pattern of deflecting blame” for its actions and those of Syrian President Bashar al-Assad’s government. “I think it’s clear that the Russians are trying to cover up what happened there,” an official said. Lawyer: Uzbek man, 39, pleads guilty in truck attack

An explosion Tuesday at a sprawling ammunition plant near Kansas City, Mo., killed one person and injured three others, the U.S. Army said. The Army Joint Munitions Command said the blast happened at the Lake City Army Ammunition Plant in Independence, just east of Kansas City. A spokeswoman said no other details, including what caused the explosion, were immediately available. The 77-year-old plant sits on nearly 4,000 acres and is the first of a dozen Army-run small-arms factories. The plant makes smallcaliber ammunition and tests its reliability. It also operates a NATO test center. (AP)

A 39-year-old old Uzbek man has pleaded guilty to a terrorist crime after ramming a truck into a crowd in Stockholm, killing four people and wounding 15, his lawyer said Tuesday. After the court hearing, defense lawyer Johan Eriksson said Rakhmat Akilov is “pleading guilty” to Friday’s attack and that his client could remain jailed as long as it takes to resolve the case. Police have not given a motive for the attack and no extremist group has claimed responsibility, but police chief Dan Eliasson said that after questioning Akilov, they have become increasingly “convinced that we have the right suspect.” (AP)

The Islamic State group has lost more than three-fourths of the territory it seized when it swept across Iraq in the summer of 2014, the Iraqi military said Tuesday. Brig. Gen. Yahya Rasool, a military spokesman, said the extremist group currently controls less than 6.8 percent of the country’s territory, down from more than 40 percent at its height. Iraqi forces backed by U.S.-led airstrikes are currently battling the extremists in Mosul, Iraq’s second-largest city. PR disaster for United CEO orders review of man dragged off plane after first response misses the mark N. Korea warns it will use nukes if it’s provoked

United faced intense backlash after a video of a ticketed passenger getting dragged from a plane went viral.

On Tuesday, Munoz offered a stronger mea culpa for the “truly horrific event,” saying, “No one should ever be mistreated this way.” He promised a review of airline policies by April 30 and vowed to “fix what’s broken so this never happens again.” Jim Corridore, an airline analyst for CFRA Research, said that after “poorly handling a PR disaster,” United’s CEO “is finally saying the right things.” The man hauled off the plane, David Dao, a doctor from Elizabethtown, Ky., had been told along with three other passengers to give up their seats so that four employees of the company operating the flight for United could board. Dao was the only one to refuse. To make room on the plane, United had tried to entice volunteers with travel vouchers worth $800 and a hotel room. When there were no takers, a United manager went on board and announced that four people

BUSINESS United Airlines is getting pummeled on late-night TV. Online, jokers are proposing new corporate slogans such as “We have red eye and black eye flights available.” On Wall Street, the airline briefly lost nearly $1 billion in market value before its stock regained much of the loss. Cellphone videos of airport police dragging a 69-year-old passenger off an overbooked flight have become a public relations fiasco for United, with travel and PR experts saying the airline fumbled the situation from the start and made matters worse with a tone-deaf apology from the CEO. It’s too soon to know whether Sunday night’s incident at Chicago’s O’Hare Airport will cause lasting harm. Many travelers go for the cheapest fare, no matter what the name on the plane. Then again, there are those videos of the man being yanked out of his seat and pulled down the aisle on his back as other passengers gasped. “That is the craziest act I’ve ever seen. Who drags a ticketed passenger off an airplane?” said Bruce Rubin, a longtime practitioner of crisis public relations in Miami. “Because it’s so visual and it’s so unnecessary, it’s the kind of thing that can hurt United long-term.” Just two weeks ago, United was at the center of another PR furor after a gate agent in Denver barred two girls from boarding a flight because they were wearing leggings. United CEO Oscar Munoz apologized on Monday for the latest incident but also blamed the passenger for not obeying when airline employees asked him to leave. Munoz called the man “disruptive and belligerent.”

showed up at the gate and insisted on boarding the plane to Louisville, Ky., so that they could operate a flight the next morning. Munoz, who just last month was named PR Week’s “Communicator of the Year,” was vilified. Munoz took the top job at United in September 2015 but was sidelined for months by a heart attack and transplant. After returning, he set out to improve an airline that had lagged behind its rivals financially and disappointed passengers with computer outages and canceled flights. United has made progress at repairing labor relations and is rebuilding its route network. Still, United ranked eighth out of the 12 largest U.S. airlines in 2016 on-time performance, customer complaints and other measures. Over the weekend, the U.S. Navy rerouted an aircraft carrier strike group, capable of firing missiles and shooting missiles down, to the Korean Peninsula. Pyongyang said Tuesday that “pre-emptive strikes are not the exclusive right” of the U.S. “Our military is keeping an eye on the movement of enemy forces while putting them in our nuclear sights,” declared the Rodong Sinmun, the mouthpiece of the ruling Workers’ Party. The newspaper warned North Korea would use its “mighty nuclear weapons” to “obliterate” the U.S. if it made the slightest move toward a pre-emptive strike. On Tuesday, President Trump tweeted, “North Korea is looking for trouble. If China decides to help, that would be great. If not, we will solve the problem without them! U.S.A.” But there are good reasons to think the tension won’t escalate into an actual clash. Draft McCaffrey: He could fill need in the first round receiver, he also caught 82 passes over the past two years. At 5 feet 11 and 202 pounds, McCaffrey has a slight frame that could lead to durability concerns, but he’s proven to be a physical runner. He’s also quicker than incumbent starter Rob Kelley. Washington hasn’t spent a first-rounder on a runner since Ray McDonald in 1967. The nation’s leading collegiate rusher gained only 223 yards as a rookie before getting injured and released in 1968. The Redskins’ first-rounder in 1942, Spec Sanders, fought in World War II and never played for the franchise. The Redskins drafted UCLA’s Cal Rossi in the first round in 1946 and 1947, but he wasn’t eligible the first year and opted to become a teacher after the second selection. Ernie Davis, the top overall pick in 1962, was traded to Cleveland and died of leukemia just five months later. The first draft pick in franchise history, Riley Smith (No. 2 overall in 1936), only gained 58 yards in three years.

The Redskins have a history of first-round busts at running back, but that shouldn’t scare them away from taking Stanford’s Christian McCaffrey on April 27. The success of Ezekiel Elliott, who led the NFL in rushing with 1,631 yards after he was drafted fourth overall by Dallas last year, has made first-round running backs trendy. McCaffrey has seen his stock rise from a late firstround projection up to around the Redskins’ pick at No. 17 and perhaps even earlier. McCaffrey’s father is Ed McCaffrey — who won backto-back Super Bowls as a receiver for the Broncos — and his maternal grandfather was Olympic sprinter David Sime, who won a silver medal in 1960. After rushing for 2,019 yards and eight touchdowns as a sophomore at Stanford, McCaffrey ran for 1,603 yards and 13 TDs last year. An excellent kick returner and

Christian McCaffrey is a uniquely versatile threat as a runner, receiver and kick returner, but his 5-foot-11, 202-pound frame could give teams pause.

Andy Farkas (1938) was the Redskins’ best first-round back. The two-time Pro Bowl pick led the NFL in scoring in 1939 and was a member of the 1942 championship team. The team’s best backs, such as John Riggins, Clinton Portis and Terry Allen, arrived in trades or free agency. Others were taken later in the draft. Larry Brown, the 1972 MVP, and Stephen Davis were drafted in the eighth and fourth rounds, respectively. The public push is for the Redskins to take a defensive lineman, linebacker or safety

with their first pick. But Washington also has a great need at running back after Matt Jones lost the job at midseason and Kelley tailed off, averaging just 3.3 yards per carry over the final six games. If Florida State’s Dalvin Cook and LSU’s Leonard Fournette go off the board first, and Denver doesn’t trade up from No. 20 to take the son of one of its former star, then Washington should select McCaffrey. Dear John, get weird

Sheryl Crow is sending a message MUSIC Last year, Sheryl Crow started a petition on change.org to shorten the U.S. presidential election cycle. The Grammy-winning singer-songwriter says she was exhausted by both the divisive language that had dominated the discussion about the candidates and how social media had impacted the conversation. “Now we have this forum for haters to come out and say the worst thing you could possibly say to someone without having the experience of the reaction,” she says. “We’ve learned to be a society without empathy and without compassion.” The ways people connect, or fail to connect, became a central theme of her upcoming album, “Be Myself,” out on April 21, which brings Crow back to her

last two records. “The whole album is very informed by the atmosphere, which is very chaotic, very vitriolic,” she says. “A lot of fear [was] really in the ether while we were making this record.” Crow listened back to her early records, including her debut, “Tuesday Night Music Club,” and her 1998 album “The Globe Sessions.” She also teamed up with Jeffrey Trott, her longtime songwriting partner and a multiinstrumentalist, and brought in Tchad Blake, a Grammy-winning engineer who worked with her in the late ’90s. “We wanted to make a really catchy record, but one that had some edge, some grit, in the same way that some of those early recordings had,” Trott says.

A $20 million copyright infringement lawsuit over Ed Sheeran’s hit song “Photograph” has been settled. A federal judge in Los Angeles dismissed the case on Monday based on a request by attorneys for Sheeran and the composers of a 2011 song called “Amazing.” The composers, Martin Harrington and Tom Leonard, claimed in the suit, filed in June 2016, that “Photograph” was nearly identical in pitch, tempo and structure to their song, which was recorded and released as a single by 2010’s “X Factor” winner Matt Cardle. In the video, taken during a performance with The Lox at Baltimore Soundstage, the rapper reaches into the crowd to greet fans. When a woman in a flowered dress grabs 50 Cent’s arm and pulls him off the stage, he responds by punching her in the chest to free himself. A member of the crew is seen pulling 50 Cent back onstage. They quickly resolve the uncomfortable moment: In the video, 50 asks the woman to join him onstage, where she later danced during the performance. She did not appear to be injured. (EXPRESS)
