Officials say flights were delayed at Bellingham International Airport after a marijuana grinder designed to resemble a grenade was found in a man’s carry-on luggage. A Transportation Security Administration spokeswoman said the camouflage object was found Saturday inside luggage passing through screening equipment. Residential Pepco customers in Maryland began receiving $50 credits Tuesday as part of the recent merger between Exelon and Pepco Holdings, the utility said. Pepco customers in Montgomery and Prince George’s counties will receive a total of more than $50 million in bill credits, Pepco said, distributed in two installments. Defendant gets 13 years in prison drone case The last of three defendants has been sentenced to 13 years in prison for trying to fly contraband into a maximumsecurity state prison aboard a drone aircraft. The Office of the State’s Attorney for Allegany County said in a news release that 25-year-old Thaddeus Shortz was sentenced Tuesday. He had been convicted in January of 31 offenses related to the attempt to fly contraband via drone into the Western Correctional Institution in August. (AP) MARYLAND
Police: Man tried to bring gun to baby shower The Charles County Sheriff’s Office said a man who attempted to bring a gun to a baby shower after an earlier fight was arrested. The department said in a news release that two men attending a baby shower Saturday a Waldorf recreation center got into an argument. Deputies said a man who was assaulted left the party, went to his car and got a loaded AR-15 automatic gun. Deputies said the man, 21-yearold Rodrigueze Nowlin Jr. of Charlotte, N.C., was arrested without incident. (AP)

Starbucks starts serving booze in D.C. Five D.C. Starbucks locations poured their first glasses of alcohol Tuesday afternoon. Starting at 2 p.m., the five locations started serving wine, beer and “shareable small plates perfect for the evening hours,” according to the Seattle-based coffee chain. The new menu is part of a nationwide expansion to keep some of its outposts open after typical coffee shop hours. A few stores in Virginia started serving the new boozy menu last week. Police and sentencing reform OK’d, tax-relief denied in Annapolis MARYLAND The Maryland General Assembly approved sweeping changes in criminal sentencing policies and adopted broad new police training and accountability procedures Monday, the final day of the state’s annual legislative session. Lawmakers hailed both bills as major reforms that would significantly alter how criminals are punished and how the public interacts with police. “It’s a meaningful step,” Larry Stafford, executive director of Progressive Maryland, said of the police bill, which passed the House and then the Senate with about an hour left until the end of the session. “There will have to be more steps in the future.” Advocates were disappointed that the bill does not give civilian review boards independent investigative powers. But Stafford said he was pleased with other areas of the bill, including an investment in community policing and tax credits for police officers who live in the communities where they work. Larry Hogan failed to advance, as did a bill — pushed by progressive groups — that would have required employers to provide paid sick leave. The sentencing legislation will eliminate mandatory minimum sentences for nonviolent drug offenders, increase penalties for some violent crimes and allow some nonviolent offenders to be released from prison earlier. It also will lower the age at which older inmates can receive geriatric parole and limit the ability of judges to impose long sentences for probation violations. The bill, which passed the House and Senate by wide margins, is similar to bills enacted in about two dozen other states in
recent years, embraced by both Democrats and Republicans as a way to reduce prison populations and costs and also address longstanding sentencing disparities and injustices. “It’s a great bill,” said Senate President Thomas V. Mike Miller Jr., an early proponent in Maryland of sentencing reform. Del. Christopher R. West said the legislation will bring about a “new norm” in criminal justice by focusing on dependency treatment, drug counseling, education and job training instead of incarceration. “I believe this bill will be regarded as that single piece of legislation passed in 2016 with the most far-reaching consequences,” West said. “It is a genuinely bipartisan bill.” (THE WASHINGTON POST)

Terry McAuliffe has vetoed more legislation than any Virginia governor since Jim Gilmore in 1998, and Democrats have a simple response: We told you so. The governor with liberal bona fides promised to nix any bills that he thought would erode gay rights, block women’s access to health care or otherwise fly in the face of Democratic principles.

Suspect, 18, arrested in killing at Metro station An 18-year-old man has been charged in the fatal stabbing of a 15-year-old boy in what marks the second homicide at the Deanwood Metro station in just over two weeks, police said Tuesday. Jovante Hall of Northeast has been charged with second-degree murder while armed in Monday’s stabbing death of John Rufus Evans III, police said. Assistant Chief Peter Newsham said Hall and Evans knew each other and were involved in an ongoing dispute. It appears they met by chance Monday and ended up in an altercation, Newsham said. (AP)

local Transit agency says it could change 2 names when it updates maps TRANSPORTATION The opening is years away, but Metro officials already are preparing for the arrival of the second phase of the Silver Line — and the redesign of the Metro station map that will come with it. Names have been chosen for the six new Silver Line stations that will make up phase 2, but since they’re already planning to redesign the map, Metro officials
also are looking to update the names of two of its old stations — Smithsonian and Foggy BottomGWU. The suggestions to add “secondary names” to the stations come from the D.C. Department of Transportation and, as Metro policy requires, have the support of community institutions near the stations. The Metro board is expected to take action on the possible renaming at its meeting Thursday. Metro staff, which has prepared a report with recommendations, has reviewed the suggestions and run them by Amplify,
Metro’s online customer community, whose demographics are supposed to mirror that of the riding population as a whole. For Smithsonian, staff is supporting adding National Mall as a secondary name, so the station would be Smithsonian-National Mall. This suggestion also was considered during the 2012 map redesign. In a statement at the Republican National Committee headquarters, the Wisconsin Republican sought to tamp down rampant speculation that he would emerge as the party standard-bearer from a potentially
contested convention. “We have too much work to do in the House to allow this speculation to swirl or have my motivations questioned,” Ryan said. “Let me be clear: I do not want, nor will I accept the Republican nomination.” Ryan’s comments come as a contested convention looks likelier by the day. Front-runner Donald Trump looks unlikely to accumulate the necessary delegates to clinch the nomination ahead of the July Republican convention in Cleveland. That would allow his lead challenger, Texas Sen. Ted Cruz, to make a play for the job. And if neither Trump nor Cruz can get the delegate votes necessary as balloting progresses
at the convention, chaos could result, and along with it the potential for some other Republican who’s not currently running to emerge. Ryan and his aides have continually denied the speaker has presidential ambitions this year, but their statements have not put the issue to rest. That’s partly y because Ryan also denied he wanted to be speaker last fall all after then-Speaker John Boehner ner announced his resignation, but ended up with the job anyway. y. A new Associated Press-GfK poll shows at least half of voters say they would be disappointed or even angry if either of the frontrunners — Republican Donald Trump or Democrat Hillary Clinton — is nominated. Among all registered voters, 63 percent say they wouldn’t consider voting for Trump and half say the same about Clinton. Even within their own parties, neither generates much enthusiasm. Nowhere is his deficit more pronounced than among superdelegates, the party leaders and elected officials who can cast nomination votes for any candidate, many of whom have ties to the Clinton political franchise. At the center of the claims is a website created last week by Spencer Thayer, a Chicago activist, under the name superdelegatehitlist.com, which provides phone numbers and addresses for superdelegates. Turning kids into deadly weapons UNICEF: Use of child suicide bombers by Boko Haram up sharply NIGERIA In the last two years, Boko Haram militants have turned to a new tactic in their attacks in West Africa: child suicide bombers. The number of children involved in such blasts grew tenfold, from four in 2014 to 44 in 2015, according to a report released by the U.N. children’s agency on Tuesday. And more than threequarters of the children are girls — some as young as 8 years old. The accounts by UNICEF add another chilling view into the atrocities blamed on the Boko Haram group, which has conducted mass kidnappings of children, including more than 200 school girls abducted from a boarding school in northern Nigeria two years ago. Some girls and women who escaped have claimed that captives face sexual abuse and forced marriages. “Let us be clear: These children are victims, not perpetrators,” said Manuel Fontaine, UNICEF’s regional director for West and Central Africa, in a statement. “Deceiving children and forcing them to carry out deadly acts has been one of the most horrific aspects of the violence in Nigeria and in neighboring countries.” Offensives by security forces in

Pat McCrory, responding to a backlash against the state’s new law banning anti-discrimination protections for gay and transgender people, on Tuesday signed an executive order he said “expanded” the state’s equal employment opportunity policy to include sexual orientation and gender identity. He also said he would seek legislation restoring the right to sue for discrimination. However, McCrory stopped short of altering the bill’s provision mandating that transgender people use bathrooms that correspond with the gender on their birth certificate. In a taped message announcing the order, McCrory defended the law as necessary to respond to what he called the “government overreach” of a Charlotte city ordinance that expanded civil rights protections for people based on sexual orientation and gender identity. Two major companies — PayPal last week and, earlier on Tuesday, Deutsche Bank — said they would call off expansions in North Carolina due to the new law. NEW YORK With famed physicist Stephen Hawking at his side, an Internet investor announced Tuesday that he’s spending $100 million on a futuristic plan to explore far outside our solar system. Yuri Milner said the eventual goal is sending hundreds or thousands of tiny spacecraft, each weighing far less than an ounce, to the Alpha Centauri star system. Milner said his $100 million will go to establish the feasibility of the project, called Breakthrough Starshot, and that a launch itself would require far more money. For the Starshot project, the tiny spacecraft would be boosted into space by a conventional rocket, and then set free. They would capture the energy from the earthbound laser array with sails a few yards wide. TECHNOLOGY Emojis, the cute little graphics of smiley faces, airplanes and fruit that are built into your smartphone’s digital keyboard, have long been part of texting and online culture. But they can also be incredibly confusing. New research from the University of Minnesota’ GroupLens Lab suggests that people often have contrasting interpretations of the exact same emoji — and that differences in how an emoji displays on one device versus another can make things even worse. A big part of the problem is that Unicode, the computer industry standard for characters and text, now recognizes more than 1,000 different emojis. It provides a code and description of each emoji — for example, U+1F601 and “grinning face with smiling eyes” — but it does not offer an actual image. So companies such as Google and Apple are left to decide what an emoji looks like for their users. And sometimes their illustrations don’t quite line up. Hannah Miller is a Ph.D.

candidate and the lead author on a paper exploring the potential for emoji miscommunication that will be presented at a major data science conference next month. Looking at “grinning face with smiling eyes,” she said: “Someone described the Google one as ‘blissfully happy’ and the Apple one as ‘ready to fight’ — which actually ended up going in the title of our research paper.” The study looked at 22 different emojis and how they appear on five different smartphones — those from Apple, Google, Microsoft, LG and Samsung. The researchers had more than 300 participants view a random subset of 15 of the emoji versions, describe them and rank them on a scale of -5 to 5 with -5 representing a strongly negative sentiment and 5 representing a strongly positive sentiment. On average, respondents thought the Apple version of the “grinning face with smiling eyes” emoji meant something bad, but the version from Google and others meant something good. The situation creates an opportunity for confusion if people are messaging across platforms: A user with a phone that relies on Google’s version of the emoji might send what they think is an

While that particular emoji stood out, the researchers found there were differences in how people interpreted the emojis they studied across the board — suggesting emoji users could be leaving themselves at risk of being misinterpreted. As emoji become more common, that could have very serious implications. Earlier this year, for
example, a 12-year-old girl in Fairfax County faced criminal charges after police said she threatened her school with an Instagram message that contained emojis for a gun, bomb and knife. In most cases, emoji confusion is not likely to be that big of a problem, according to Miller. “It might not mean the end of the world, but it might mean you ending up questioning what someone else means,” she said. Just when the U.S. Postal Service’s financial picture was looking less bleak, here comes news that’s both good and bad. Prices dropped Sunday — good news for those now paying 47 cents, instead of 49 cents, to mail a card or letter. But that two cents’ worth of good news is bad news for an already shaky financial situation and has some customers worried about service cuts. The $0.02 price cut equals a $2 billion annual loss for the Postal Service, which relies on the sale of goods and services — not tax dollars — to fund its operations. While the two-cent cut won’t save individuals much money, Mark Dimondstein, president of the American Postal Workers Union, said “ultimately, it will undermine service and weaken a great national treasure.” News of a possible $2 billion loss was an unwelcome counterpoint to a USPS financial report in February that was better than many that preceded it. Then, postal officials announced $307 million in net income for the first quarter of fiscal 2016. For the same period a year earlier, USPS had a $754 million net loss. The $1.1 billion difference was a welcome turnaround, though it certainly didn’t solve all postal financial problems. USPS had a net loss of $5.1 billion in fiscal year 2015. The NBA concludes its regular season tonight with an unusual amount of drama beyond the usual jockeying for positioning in the playoffs, which will begin Saturday.
Coming off back-to-back trips to the second round of the playoffs, the Wizards this season were expected to be a top-four seed in the East. Instead, they end the season tonight at Verizon Center against Atlanta hoping merely to finish .500. That has left the Wizards entering a critical offseason with little momentum. Coach Randy Wittman looks like he’ll be gone after his fifth season, especially since his contract is expiring and GM Ernie Grunfeld has an extension. The Wizards’ decision last fall to quicken their offensive tempo — rather than to keep emphasizing defense — clearly failed, so Wittman, 56, is almost certain to take the blame. Who replaces him is the real question. Will owner Ted Leonsis pony up for an expensive coach like Tom Thibodeau or Scott Brooks? Will he go for a young assistant like Sam Cassell? Or will the team truly commit to smallball and pursue Mike D’Antoni?
Bradley Beal is a terrific talent who doesn’t turn 23 until June and has a career scoring average of 16.0 points on 42.6 percent shooting (and this season it’s 44.9). Combine that with the lack of high-end shooting guards coming on the market this summer, plus the rising salary cap, and it’s easy to see why Beal, a restricted free agent, will get a maximum contract. But consider this: Through his first four seasons, Beal has missed at least 19 games in three of them, and 25 or more twice. That fragility has to concern the Wizards, or any team thinking about investing $100 million in him.
For years, the Wizards have hoped to lure Kevin Durant back home. But they are no longer such an attractive destination. Another available veteran who seems worth a max deal and fits what the Wizards need is Al Horford. But he will be 30 on June 3 and might not even want to leave Atlanta. The Wizards could focus on younger free agents to play long-term with John Wall and Beal. Harrison Barnes, 23, will be a restricted free agent, and given the other plans Golden State has (including Durant), Barnes might be available for a team willing to commit the maximum to him.
The Wizards are still trying to determine exactly what they have in small forwards Otto Porter Jr. and Kelly Oubre. Porter, the No. 3 overall pick in 2013, improved this season in virtually every area on a per-minute basis while becoming a full-time starter. Oubre, another small forward, showed flashes but looked like the raw prospect the Wizards expected when they drafted him 15th overall a year ago. The Wizards can afford to sign only one high-profile free agent, so Porter and Oubre will have to develop further if the Wizards are to improve significantly.
In recent years, the Wizards built their team around Wall and the big-man combination of Marcin Gortat and Nene, which made them a playoff team and a top-10 defensive club. This season, the Wizards moved away from that system, trying to replicate what they did in last year’s playoffs, when playing small let them sweep Toronto and push Atlanta to six games. But the change didn’t work as thee defense collapsed. Now, with a roster that will be half-empty July 1, the Wizards can build a rosterr to play small properly — orr find another new path.

NEW ORLEANS Newly released surveillance video shows what may have precipitated the shooting death of former Saints defensive end Will Smith: Moments earlier, what appears to be his Mercedes SUV can be seen bumping the rear of a Hummer that stopped on a busy street. The Hummer then pulls over, and the driver of the Mercedes pulls around it and drives off, rather than stop to check damage. The lawyer for the Hummer-driver, Cardell Hayes — who has been charged with
second-degree murder — has said his client was the victim of a hit-and-run just before the shooting. The videotaped encounter happened several blocks from the spot where police say Hayes, now following Smith, hit Smith’s Mercedes from behind hard enough to push it into another vehicle carrying Smith’s acquaintances. Here’s the scoop on a hot new ice cream flavor: It’s not new at all DESSERTS For as long as man has put scoop to ice cream, the most basic flavor that goes with everything has been vanilla. Or so we’ve thought. Some chefs are stripping back the frozen treat to an even more elemental flavor: milk. “A lot of people ask, ‘What’s milk ice cream? Doesn’t all ice cream have milk?’ ” says Anne Specker, the pastry chef at Eric Ziebold’s Kinship, which serves milk-flavored ice cream along with a chocolate chip cookie dough souffle. Ziebold says that when the ice cream is combined with the crispy-on-top, gooey-inthe-middle dessert, the effect is similar to dipping warm-fromthe-oven cookies in a glass of cold milk. For the milk ice cream that Specker makes, the end result is as much about what’s not in the ice cream as what is. While many ice cream bases have egg yolks, this one does not. (A little extra heavy cream helps make up for the missing fat.) That omission, plus the addition of some
nonfat dry milk powder, helps the dairy’s naturally creamy and sweet flavors shine through, Specker says. “I grew up drinking skim milk ... but commercial skim milk doesn’t have much flavor,” she says. “You get a lot more of that old-fashioned ice cream flavor and texture,” Ziebold says of Specker’s milk ice cream. It reminds him of the simple treat that emerged from the handcranked makers he used as a kid. On the other hand, “I think this is, in part, the growing up of desserts and pastry chefs,” he says of milk-flavored ice cream’s popularity. Its lighter, leaner profile is a good contrast to other components of a plated dessert. “It’s super clean and refreshing and helps to balance a lot of desserts,” especially very sweet ones, says chef Jeremiah Langhorne of The Dabney, where milk-flavored ice cream has shown up with the likes of sorghum custard. The only other ingredients in The Dabney’s milk ice cream, rapidly frozen with liquid nitrogen, are cornstarch, cream and sugar. “It’s really dependent on the quality of the dairy,” says Langhorne, who relies on local favorite Trickling Springs

concept is nothing new. Italians have long enjoyed “fior di latte” gelato, which translates as “flower of milk,” says Gianluigi Dellaccio, the owner of Dolci Gelati. He likes its “natural” flavors. “It’s more pure,” Dellaccio says. He rarely sells fior de latte at his shops, but it’s the base for flavors such as cookies and cream, stracciatella (chocolate chip) and Amarena cherry. Considering the milk ice cream surge, Dellaccio is considering whether it should be on offer at his shops more often. He already makes fior di latte for his catering jobs. “It goes with ever ything,” he says. BECKY KRYSTAL

The original location has only enough seating for eight people (with a patio on the way), whereas the new location will seat at least 17 (and have a patio from the start). The menu at the Dupont location will be similar to the original site’s, with a few additions thanks to the more spacious kitchen. “We’re looking to do the things we wanted to do to begin with out of the original space but couldn’t, based on the limitations,” co-founder Mike Haddad says. “The current location is way congested with the demand.” Expect a midMay opening — and long lines. Screenplay study: Men do most talking, even in Disney princess films

MOVIES You may have heard of “the Bechdel test.” To pass this famous three-part test, which measures whether female characters in a film are anything more than superficial, a movie has to have at least two female characters who talk to each other about something other than a man. It seems like a pretty low bar, but at least 40 percent of films fail, according to bechdeltest .com, a site that crowdsources test results. “Birdman” fails. “The Lord of the Rings” movies all fail. “Harry Potter and the Goblet of Fire” fails. Even “Toy Story” fails. And it’s hard to think of a movie that fails the Reverse Bechdel test, where two male characters don’t talk to each other about something other than a woman. The Bechdel test has its critics. Some films with prominent female roles, like “Gravity,” don’t pass the test, while other films that are male-dominated or sexist do. But, for a long time, the crowd-sourced information was the best data on gender equity in film that we had. Now we’re amassing more information that gives a clearer look at the real role of women in film. In a new project, Hanah Anderson and Matt Daniels at data visualization site Polygraph analyzed screenplays for 2,000 popular movies, and broke down the number of words spoken by male and female characters — “arguably the largest undertaking of script analysis ever,” they said. To do the analysis, Anderson and Daniels mapped characters who have at least 100 words of dialogue in a movie from the screenplay. (They caution that their analysis is based on the

screenplay, not the actual film —sometimes directors may cut or change lines from the screenplay, or change the name or sex of a character.) Their analysis of 2,005 screenplays found that there are few films where even half of the dialogue is spoken by women, and quite a few films where 100 percent of the lines are male. Overall, a woman ended up having the most dialogue (i.e., being the lead) in 22 percent of the films they looked at. In about a third of the films, a woman was in second place in terms of having the most dialogue. And only
in about 18 percent of films did women occupy at least two of the top three speaking roles. In contrast, men occupied at least two of the top three speaking roles in 82 percent of films. And this is consistent across different genres of film. Perhaps predictably, men dominate action movies. But men also dominate comedies, dramas and horror films. Another major critique of Hollywood’s gender issues is that women can obtain big roles only when they’re young. While men can get leading roles into their 40s and 50s, women tend to disappear from the screen.

Anderson and Daniels’ analysis confirms this. For women, 22- to 31-year-old actresses have the most lines, speaking 20 million words; for men, 42- to 65-year-old actors speak the most, with nearly three times as many words as the most outspoken group of women. The Polygraph project was inspired in part by a study in which linguists analyzed speaking roles in Disney films. That research showed that men spoke more often than women in most of Disney’s princess films, like “The Little Mermaid” and “Mulan.” Anderson and Daniels also looked at Disney movies, doubling the sample size from the original experiment. They found a similar result: In 22 of the 30 Disney films they looked at, men had most of the lines. Only in four films did female characters have more than 60 percent of the lines. As the Disney princess movies suggest, a surprising result of this analysis is that men have more lines than women even in movies that are about women or made for a female audience — like “Pretty Woman” and “10 Things I Hate About You.” Of the romantic comedies in the dataset, men had on average 58 percent of the dialogue.
