THE DISTRICT Days before Emancipation Day, on the top floor of a D.C. government office building with a view of the Capitol dome, Bobbie Coles is turning into someone else. About a dozen people eat sandwiches as she becomes “Hattie” — a slave she describes as a “nameless, faceless woman of the Civil War.” Hattie was stolen from her parents, she says. Then her 10 children, sold into slavery, were stolen from her. Her monologue, offered in period dress and a breaking voice as she leans on a walker, isn’t designed to send audience members back to their desks with a spring in their step. “My life has been one of hardship and toil,” she says. “The only time I counts for anything is on the auction block,” she says. “When I’m free, I’m going to choose my own name,” she says. When she finishes, the only sound in the room is the rustle of old-fashioned dresses — a hallmark of the Female Re-Enactors

The volunteer group performs at libraries, schools, museums and parades to bring the Civil War into the 21st century. “I felt like I was being carried back into the past,” said Tondalaya Hamilton, of D.C.’s Department of Health Care Finance. “I’m over there crying — trying not to.”
FREED, founded in 2005 in association with D.C.’s African American Civil War Museum, focuses on resurrecting characters from the middle of the 19th century often overlooked in textbooks: black women. The group came together after a number of like-minded women donned period dress at a museum event commemorating the establishment of the U.S. Bureau of Colored Troops during the Civil War. Catherine Ajenifuja has been performing with FREED for
about a year. A diarist who homeschooled her children, she portrays Charlotte Forten Grimke (1837-1914), an abolitionist from Philadelphia whose diaries, kept from 1852 to 1862, chronicle the decade before the Civil War. As bleak as race relations sometimes seem, Ajenifuja said, Americans should take heart — they were much worse. “Mankind is constantly in conflict,” she said. “Part of healing is telling.” JUSTIN WM. Mall to stop being ‘land of free’ parking Free parking on the Mall (if you are lucky enough to find a space) is about to vanish. Metered pay parking is soon to start amid the cluster of museums, monuments and memorials. Operation and enforcement of metered parking, based on 90 multi-space pay stations, is scheduled for June 12, the National Park Service said Friday. The cost of parking under the metered system will be $2 an hour, with the rate in effect from 7 a.m. to 8 p.m. every day, including weekends and holidays, the Park Service said. (TWP)

Aide: Secret Service will fire 2 after fence-jumping

Two Secret Service officers who were on duty the night a man jumped the White House fence and spent 17 minutes roaming the grounds have been told the agency intends to fire them. That’s according to a congressional aide who was not authorized to discuss details of a briefing on the matter and spoke on condition of anonymity. The agency said in a statement that a review of the March 10 incident is ongoing but that it does not comment on personnel actions. The intruder managed to spend 17 minutes on White House grounds while President Donald Trump was inside. (AP)
D.C. school officials said a convicted sex offender posed as an employee and drove a school bus full of children for a week before anybody caught on. WJLA-TV reported that a human resources staffer allowed the man to drive bus routes between March 15 and March 21, transporting children from D.C. Public Schools and charter schools in the area. A statement issued by the Office of the State Superintendent of Education said that when officials learned that the man didn’t have proper credentials, he was removed. The man had been convicted of attempted misdemeanor sexual assault. (AP)
Prince George’s County will launch the Capital Bikeshare program by spring 2018. The county will install four bike stations with 40 bikes at National Harbor and 25 stations with 250 bikes in the Anacostia Trails Heritage area, at a cost of around $1.6 million. The county plan calls for a total of 67 stations and 670 bikes to be phased in over the next few years, expanding to Greenbelt, College Park and Langley Park, among other areas. Capital Bikeshare currently operates in the District, Virginia’s Arlington, Alexandria and Fairfax counties and Maryland’s Montgomery County.

D.C. is No. 1 per capita in paying federal taxes Last year, Uncle Sam got an average of $37K from each resident THE DISTRICT As “ tax day” approaches, show some love for the good people who live in the nation’s capital. Washington, that swampy den of iniquity that politicians love to scorn, sends the most tax dollars per person to the U.S. government. By a lot. Last year, the District of Columbia paid Uncle Sam $37,000 per person in federal income, payroll and estate taxes. The next closest was Delaware, at $16,000 per person.
“It’s where the money is,” said Roberton Williams, a fellow at the Tax Policy Center. “The reason the District pays so much in taxes is that there are a lot of high-income people there.” Washington is an outlier because, despite years of lobbying, it is not a state. It doesn’t even have a vote in Congress. It is, however, a city with a relatively high cost of living. West Virginia, Mississippi and New Mexico have low median household incomes, which helps explain why those states’ residents pay far less in federal taxes. West Virginia paid $3,600 per person last year, while Mississippi paid $3,900 per person and New Mexico residents paid a little more than $4,000.

The Associated Press calculated each state’s per capita tax bill using data from the IRS and population estimates from the Census Bureau. The deadline to file federal tax returns is Tuesday. It was pushed back because the usual April 15 deadline was Saturday, and because today is a holiday in D.C. T h e I R S s ay s m i l l i o n s of taxpayers have yet to file their returns. As they do, they shouldn’t feel too bad for D.C. residents. The nation’s capital gets a good return on its tax investment. Emma Morano, who at 117 was believed to have been the world’s oldest person and last survivor born in the 1800s, died Saturday at her home in Verbania, a town on Italy’s Lake Maggiore, her doctor said. He said Morano, who was born Nov. 29, 1899, had been her usual chatty self until recent weeks. Last fall on her birthday, Morano declared: “I’m happy I have turned 117!” She worked well past retirement age and ate three eggs a day despite doctors’ advice. NATIONAL SECURITY President Trump asserted on Sunday that China was working with the U.S. on “the North Korea problem,” and his vice president told American and South Korean service members that the North’s latest “provocation,” a failed missile launch shortly before his arrival in Seoul, laid bare the risks they face. While the North did not conduct a nuclear test, the specter of a potential escalated U.S. response trailed Pence as he began a 10-day trip to Asia amid increasing tensions and heated rhetoric. Trump’s national security adviser cited Trump’s recent decision to order missile strikes in Syria after a chemical attack blamed on the Syrian government as a sign that the president “is clearly comfortable making tough decisions.” But at the same time, H.R. McMaster said, “it’s time for us to undertake all actions we can, short of a military option, to try to resolve this peacefully.” In a television interview that aired Sunday, McMaster said the U.S. would rely on its allies as well as on Chinese leadership to resolve the issues with North Korea. “I mean, North Korea is very vulnerable to pressure from the Chinese,” McMaster said on ABC’s “This Week.” The bottom line, McMaster said, is to stop the North’s weapons development and make the Korean Peninsula nuclear-free: “It’s clear that the president is determined not to allow this kind of capability to threaten the United States. And our president will take action that is in the best interest of the American people.” After a two-month policy

Close win gives Erdogan sweeping new powers SYRIA The evacuation of more than 3,000 Syrians that was scheduled to take place Sunday from four areas as part of a population transfer has been postponed, opposition activists said, a day after a blast killed more than 120 people, many of them government supporters. The reasons for the delay were not immediately clear. It came as shells fired by the Islamic State on government-held parts of the city of Deir el-Zour wounded two members of a Russian media delegation, according to the state-run Syrian news agency. The United Nations is not overseeing the transfer deal, which involves residents of the pro-government villages of Foua and Kfarya and the oppositionheld towns of Madaya and Zabadani. All four have been under siege for years. It was not immediately known if the evacuees feared attacks similar to Saturday’s bombing. Rami Abdurrahman of the Syrian Observatory for Human Rights said Saturday’s blast killed 126. The dead included 109 from Foua and Kfarya, among them 80 children and 13 women. What followed was repeated throughout a first-round playoff opener against Atlanta on Sunday: The Wizards’ All-Star point guard cranked up the volume at Verizon Center. Wall rocketed a no-look pass across his body to forward Markieff Morris, who slammed home a one-handed jam that stirred the sellout crowd of 20,356 into a frenzy. The Wizards trailed the entire second quarter of their 114-107 win over the Hawks, but Morris’ dunk gave Washington a 10-point lead midway through
a dominant third. Less than a minute later, after All-Star forward Paul Millsap trimmed the deficit with a layup, Wall found Morris on a lob. The pass dialed up the crowd noise even louder, and Wall soaked up the cheers while clapping high in the air and pointing down to the court. “I’m letting them know that this is my house,” Wall said of the gesture. “When I’m not being aggressive like that and into it, I’m not a great player.” With a playoff career-high 32 points to go with 14 assists and a block, Wall was great as the Wizards began the postseason at home for the first time in 38 years. He scored however he wished, tormenting Hawks point guard Dennis Schroder with
head fakes and cross-ups that preceded breakneck drives and pull-up jumpers. In the fourth quarter, Schroder skidded to the floor after a fake from Wall. Schroder, who led Atlanta with 25 points, said the Hawks need to focus on transition defense heading into Game 2 on Wednesday in Washington. The Hawks need to “keep John Wall in front of us and stay with the shooters,” he said. The Wizards finished with 25 fast-break points, and Wall sparked the definitive scoring spree with 15 points in the third quarter. Early in the period, Wall breached the paint passing out of a 360-degree spin to find Otto Porter Jr. for a go-ahead corner 3 that put the Wizards up 53-52. Washington came out of
halftime hot, starting with a 3-pointer from Morris on the first possession. In his first playoff game, he had 21 points and seven rebounds while helping limit Millsap to 19 points. Marcin Gortat had a doubledouble with 14 points and 10 rebounds, and Bradley Beal recovered from a slow start, scoring 12 of his 22 points in the fourth quarter. Imbalance at the free throw line — where Atlanta attempted 39 shots to Washington’s 17 — contributed to the Wizards’ struggles in the first half. NHL PLAYOFFS Washington and Toronto again wrestled into overtime in the second game of their series, and Kasperi Kapanen gave Toronto a 4-3 win in double OT to even the series at 1-1. Both teams face questions entering their game in Toronto tonight (7, NBCSN), but the Maple Leafs’ seem more dire. Roman Polak suffered a season-ending lower-body injury in the second period Saturday night, leaving the Maple Leafs without two regular defensemen. Nikita Zaitsev (upper-body
injury) has yet to appear in the playoffs. He skated Saturday morning, but the timetable for his return is unknown. Toronto also has yet to get a playoff point from star forward Auston Matthews, a 19-year-old rookie who had 40 goals and 29 assists in the regular season. Ex-Ravens player Heap accidently kills daughter Condolences poured in for retired tight end Todd Heap and his family Saturday, a day after police said the former Pro Bowl player with the Ravens accidentally killed his 3-year-old daughter by running over her with a truck at his home in Mesa, Ariz. The Ravens called the accident “knee-buckling news and an overwhelming tragedy.” Heap, 37, spent 10 seasons with Baltimore, which selected him in the first round out of Arizona State in 2001. Politics unusual TELEVISION On Nov. 8, as the nation picked its 45th president, Julia LouisDreyfus spent the night observing a fake election. The scene, filmed for an upcoming episode of the political comedy “Veep,” unfolded in what was supposed to be a polling station in a post-Soviet republic. Actors dressed as villagers ambled across the set to dip their fingers in ink, as Louis-Dreyfus, in character as ex-president Selina Meyer, kept watch. Poor Selina Meyer. She had hoped to become known as a transformational leader, but, after losing her bid to keep the White House, has been relegated to promoting fair elections abroad, like a female Jimmy Carter. “Traveling the globe,” as she puts it in one scene. “Spreading democracy like Patient Zero.” While Louis-Dreyfus presided over the make-believe contest,
the cast and crew checked their phones to keep tabs on the real one. Like many, they fully expected Hillary Clinton to prevail. When Donald Trump started racking up victories, a sense of shock fell over the set. While Clinton wouldn’t speak publicly until the next day, Selina Meyer seemed to be speaking for her that night. One line of dialogue felt especially relevant: “Ugh, democracy,” Selina sighed. “What a f---ing horror show.” For five seasons, the HBO sitcom has deftly parodied Washington, reveling in the pettiness, the naked ambition and, often, the idiocy of the nation’s capital. But now there’s a President Trump. And he and his administration have done a bang-up job of showcasing the misdeeds of our swampy little town on their own. As such, they’ve made it increasingly difficult to differentiate a “Veep” plot from a real-life one. Not only has the psychodrama of this White House become must-watch TV, it’s also raised an existential question for the makers of “Veep”: What

Can millennials build the world’s most sustainable modern town from scratch? That’s the premise of “Jungletown” (10 p.m. Tuesdays on Viceland), a documentary about the vision of Jimmy Stice. With his shaggy hair and mellow vibe, he seems to have just stepped off a surfboard, but he’s a real estate entrepreneur
and is good at wooing Silicon Valley investors and “interns” for his town-building project. The series follows 80 young interns who pay $5,000 to spend 10 weeks in a remote, muddy, yet lush corner of Panama. They come to Kalu Yala, as the town is called, with big dreams but soon realize they’re not in paradise. There’s horse poop everywhere and it needs to be shoveled up. And the jungle is … a jungle. Jennifer Garner and Ben Affleck filed divorce petitions Thursday, the first step in formally ending their marriage, nearly two years after they publicly declared their relationship was over. The actors filed divorce petitions in Los Angeles County Superior Court, citing irreconcilable differences and seeking joint custody of their three children, who range in age from 5 to 11.
