An underwater robot exploring Loch Ness has discovered a dark, monster-shaped mass in its depths. Sadly, tourism officials say the 30-foot object is not the Loch Ness Monster, but a prop left over from a 1970 film, “The Private Life of Sherlock Holmes.” The tourism organization Visit Scotland is backing a survey of the Highlands lake by a marine robot to study its depths and see if there is any sign of the fabled monster. A Georgia man has been arrested after police say he unleashed a bottle of flatulence spray inside an Athens bar. A woman told officers 20-year-old Blake Leland Zengo sprayed her in the face with a product designed to smell like flatulence. Police say several people left the bar Saturday, citing the smell. Officers say Zengo slurred his words as he told police he never sprayed anything inside the bar. Zengo was charged with disorderly conduct, public intoxication and underage drinking. (AP)

Obama’s adviser … on kids? EDUCATION Jacob Leggette’s mother said his childhood has been characterized by impatience. He was grabbing at his father’s iPad as a toddler. At 8, he tried out a 3-D printer at Digital Harbor Foundation, which has youth technology programs near his home in Baltimore, and decided he had to have one. Not content to wait for Santa Claus, he began writing letters to 3-D printer companies urging them to give him a free printer in exchange for writing reviews of their products. It worked, and the models and toys he built on the machine he got earned him a ticket to the White House Science Fair last week. “He’s always been driven,” said his mother, Stephanie Leggette, who home-schools Jacob and reminds him frequently that his youth is no barrier to his ambition. She said he sometimes reminds her of a “Simpsons” episode in which the children, on a road trip, ask: “Are we there yet?”

Jacob was excited about the visit to the White House on Wednesday, calling it “the best day of my life!” But it was just a part of his bigger plan to get President Barack Obama’s ear. After all, Jacob is 9 now, and his ambitions are grander: He wants to work for the president. The president’s remarks left Jacob awestruck, he said in an interview Friday. He thought to himself: “It worked! It worked! It really worked!” Jacob wants other children to have the same enthusiasm for science that he has, enthusiasm that was generated when he first picked up his father’s iPad. D.C. heats up statehood fight

THE DISTRICT When the District sends its $13 billion budget to Congress this year, it might as well affix a sticky note that reads, “Dare you.” For the first time since the Founding Fathers carved out the nation’s capital, D.C. will not ask the federal government for permission to spend its money. Instead, it will use local tax dollars as it sees fit, just as 50 states do. There is one problem — Congress treats the District as a federal agency, no different from the way it funds the Department of Labor or Interior. And Congress has warned that an insurrection by the city would violate the Constitution. So the city’s spending plan will serve a second purpose — a declaration of independence by D.C. The six-inch-thick city budget will be a clear challenge to the “absolute supremacy” that Congress has wielded over the District since it was created in 1790. Unlike previous years when the District has been forced to wait for Congress to approve its spending as part of the federal budget, the city will begin spending its money unless federal lawmakers act to stop it. Mayor Muriel Bowser is leading the fight, casting it as a monumental step toward making D.C. the 51st state. Her effort has been bolstered by a diversifying local economy that is less dependent on federal aid, as well as waves of new, young residents who bristle at second-class citizenship. A record number of D.C. residents want to see the District become a state, according to a Washington Post poll in November. The Democratic mayor announced Friday that she will seek to put a question about statehood on the ballot in November. The referendum would not require

A bill was introduced to grant the District one voting member in the House while adding another representative in more conservative Utah. But the effort collapsed after Republicans added amendments to curtail the city’s gun laws. The District’s dysfunctional relationship with its federal overseers reaches beyond budgets. Conservative members of Congress have routinely overturned laws passed by liberal D.C. lawmakers. They have frozen funding for abortion coverage for lowincome women, blocked money for a needle-exchange program and even kept the city from counting ballots cast by residents who voted to legalize medical marijuana. “We’re sick and tired of the way we’ve been treated, and we’ve come to a critical point where we need to stand up for ourselves,” said Josh Burch, a 38-year-old D.C. resident who became an activist for statehood five years ago. He helped organize a protest march Friday to the Capitol. Sen. Thomas R. C arper, D-Del., who introduced a bill last year to grant statehood to the District, had said the country needs to confront the injustice in the nation’s capital. “When it comes to having a vote in Congress, these men and women really do not count, at least not in the same way. And in truth, they never have,” he said in 2014 in the first congressional hearing on D.C. statehood in 20 years. “It’s not fair, it’s not consistent with our values as a country, and most importantly, it violates the golden rule. Virginia man accused of sex assault on woman, 77

Stronger, potentially lethal form of heroin suspected

Police in Fairfax County have arrested a 28-year-old man for allegedly sexually assaulting a 77-year-old woman in her home. Police said Malcolm Raheem Hall of Centreville was charged with sodomy, attempted rape and other charges. Police said he was arrested Thursday evening and was being held without bond. Police said Hall was a part-time Fairfax County Park Authority employee at the Cub Run RECenter in Chantilly and that he has been fired pending prosecution results. Police said the woman was assaulted on the morning of April 5 and that they do not believe there were any other victims. (AP)

Authorities in Culpeper County recorded 11 heroin overdoses in the first 12 days of the month. Then, last week, they recorded three overdoses in the span of a day. Sheriff Scott H. Jenkins said investigators suspect a strongerthan-normal heroin — or one that is mixed with a synthetic opioid — is to blame. While Jenkins described this particular batch of heroin as “deadly,” no one has yet died from an overdose, although some have come close. Investigators say the heroin may be mixed with fentanyl, a synthetic opioid that is between 50 and 100 times stronger than morphine. (THE WASHINGTON POST)

Police: Man who shot firefighters released PRINCE GEORGE’S COUNTY As police worked to determine why a person opened fire on firefighters who were responding to a call for help at a Prince George’s home, the shooter was released from custody Saturday. John Ulmschneider, a 13-year veteran of the Prince George’s County Fire Department, died Friday night after he was shot while trying to enter a home to make a welfare check, police said. Ulmschneider was 39. Volunteer firefighter Kevin Swain, 19, also was shot, and was in serious but stable condition

after surgery Saturday, officials said. Firefighters had gone to the Temple Hills home after the brother of the man who lived there told authorities he was concerned about the man’s safety, said Mark Brady, spokesman for the fire department. The man said his brother had trouble controlling his blood sugar. He told authorities he was worried because his brother wasn’t answering the phone or the door. When the firefighters arrived on the scene, the man inside was unresponsive, so they decided to

force entry, police said. As that was happening, the man inside fired several rounds, striking two firefighters and his brother, authorities said. Police said that once officers got into the home, the gunfire stopped. The man’s sister said Sunday that her brother was trying to defend himself, thinking someone was breaking into his home. As of Sunday, no charges had been brought against the shooter and he was released from police custody Saturday evening, according to a statement tweeted by the police department. (AP/TWP)

Death toll rises to 238 after quake in Ecuador Workers scramble to rescue survivors trapped in rubble PEDERNALES, ECUADOR Rescuers pulled survivors from rubble Sunday after an earthquake flattened buildings and buckled highways along its Pacific coast. Officials said the quake had killed at least 238 people and injured more than 1,500. The magnitude-7.8 quake, the strongest to hit Ecuador since 1979, was centered on Ecuador’s sparsely populated fishing ports and tourist beaches northwest of Quito, the capital. More than 135 aftershocks followed, one as strong as magnitude-5.6. Vice President Jorge Glas reported the death toll at a somber news conference, while President

Rafael Correa flew back from Rome to deal with the crisis. He said 1,557 people were injured. Glas said there were deaths in the cities of Manta, Portoviejo and Guayaquil — all several hundred miles from the center of the quake, which struck shortly after nightfall Saturday. In Pedernales, a coastal tourist town of 40,000 near the quake’s epicenter, dozens of frightened residents slept in the streets while men equipped with little more than car headlights tried to rescue survivors who could be heard under the rubble. Pedernales Mayor Gabriel Alcivar pleaded for authorities to send earth-moving machines and rescue workers to help find people in the rubble. “This wasn’t just a house that collapsed. It was an entire town,” he said.

Correa declared a national emergency and urged Ecuadoreans to stay strong. Glas said the country had already deployed 10,000 armed forces and sent 4,600 national police to impacted towns. More than 3,000 packages of food and nearly 8,000 sleeping kits were being delivered. Electricity in Manabi province, the hardesthit, remained down as authorities focused on finding survivors. Ecuador’s ally, Venezuela, pledged humanitarian aid while neighboring Colombia, where the quake was also felt, said it stands ready to help in any way possible. The European Union, Spain, Peru and Mexico have also pledged aid, Glas said. The government is drawing on $600 million in emergency funding to rebuild, Correa said. (AP)

Don’t assume ‘thyroid cancer’ is really cancer HEALTH People diagnosed with a certain type of thyroid cancer and aggressively treated for it actually didn’t have cancer after all. That’s the conclusion of 24 endocrinology pathologists whom the University of Pittsburgh empaneled to study the diagnosis and treatment of Encapsulated Follicular Variant of Papillary Thyroid Carcinoma. In the U.S., 65,000 people are diagnosed annually with thyroid cancers, including 12,000 people with the variant studied. The researchers found that the condition was precancerous but not cancer itself. They said the precancerous nodule that causes a lump in the neck rarely recurs or leads to complications once removed, with no further treatment necessary. They said labeling it a cancer causes overtreatment, including full removal of the thyroid, radioactive iodine treatment and annual re-examinations. They found less than a 1 percent chance of recurrence. Yuri E. Nikiforov, director of Pitt’s Division of Molecular and Genomic Pathology, said that to his knowledge, the study represents the first time in modern medicine that a type of cancer has been reclassified as a noncancerous. He said he hopes the study prompts others to study reclassifying cancer types with similar “indolent behavior” to prevent inappropriate and costly treatment. DOHA, QATAR Oil-rich nations at a Qatar summit failed to reach an agreement Sunday on a production freeze as Iran stayed home and vowed to keep pumping. The hours-long meeting in Doha, the Qatari capital, resembled a failed OPEC meeting in December that saw crude oil prices tumble on the cartel’s indecision. The fact that producers couldn’t agree to even freezing production at near-record January figures likely means oil prices will drop again as markets open today. Drafters of the bill say it could take two years to write regulations and get retailers opened, but a provision lets parents legally administer medical marijuana to their children before the bill takes effect in a month. Sanders visits projects ahead of N.Y. primary NEW YORK Bernie Sanders on Sunday brought his presidential campaign to a run-down public housing complex in Brooklyn, usually an overlooked destination on the road to the White House, in a bid to underscore what he characterized as the nation’s misguided spending priorities. The senator from Vermont drew some calls of “Bernie!” as well as some curious looks from residents during the unannounced visit, as he toured a courtyard and a couple of entranceways

to buildings at Howard Houses, a complex in the Brownsville neighborhood built in the 1950s. Sanders was told of frequently out-of-service elevators that force residents to climb the stairs in the aging high-rises. “People should not be forced to live in dilapidated housing, where elevators break down and elderly people have to walk eight flights up or down to go and get some groceries,” Sanders said. Sanders was told by a reporter that one resident thought he was witnessing a publicity stunt two

days before the state primaries Tuesday. “Believe me, I can understand the cynicism. But my understanding is not too many presidential candidates have come to Brownsville to visit housing projects,” Sanders responded. The visit came on a day when Sanders also spoke at a church in Harlem, shook hands on a gorgeous spring day with voters in a Brooklyn neighborhood and was scheduled to hold a large rally in Brooklyn. There’s gold in them thar iPhones … Discarded devices are a treasure trove for Apple, according to its annual report on environmental responsibility. The company recovered more than 2,000 pounds of gold, worth $43 million, through its device-recycling program in 2015, Quartz reports. A holstered gun sat on top of a Bible on Gov. Phil Bryant’s desk when he signed a law Friday allowing guns in churches, which he said would help protect worshippers from potential attackers. The Church Protection Act lets places of worship designate members to undergo firearms training so they can provide armed security for their congregations. It specifies that those designated can carry guns into church buildings and gives them legal protections. The law also loosens gun permit requirements by letting people carry holstered weapons without a permit, making Mississippi the ninth state with such a law. (AP)

Quick and easy series? ANALYSIS Led by special teams dominance and goaltending wizardry, the Capitals seized a 2-0 series lead over the Flyers with a 4-1 win Saturday night. The victory gives Washington a luscious opportunity to turn this into a short series, as the Capitals could finish matters as soon as Wednesday night. Why is this season different from all other seasons? We’ve already seen plenty of indications, but ending a series quickly would be another data point. This franchise has been through 11 playoff series in the Alex Ovechkin era; nine of them have gone the full seven games. It’s great for TV ratings and stress-toy manufacturers; it’s also exhausting torture. The Penguins and Rangers seem set for a bruising series after New York’s’ win Saturday; if the Capitals advance, they will play one of those teams. Better to spend a few days off rather than going

back and forth to Philadelphia. “We’re in a good spot,” Matt Niskanen said. “We took care of business at home. That’s a good start. It’s going to get harder, though. It always does. It’s harder to close a team out.” The Capitals had series leads of 3-2 and 3-1 in the playoffs last year, and still went to seven games twice. What was it Barry Trotz said after the season ended? “If we can learn anything, it’s that we’re still going to have to find that next level of killer instinct,” Trotz said during his season epilogue. “If you can knock out a team, you’ve got to find that next level of hardness, killer instinct, whatever. And I think we recognized it.” They did something about it, too, importing proven winners in Justin Williams and Mike Richards. Trotz has spent this week praising that duo for steadying his dressing room, “sort of pulling everybody into the fight, pulling everybody back into focus.”

A goalie’s nightmare In the second period of the Capitals’ 4-1 playoff win over the Flyers on Saturday, Jason Chimera tipped Karl Alzner’s dump-in attempt and Chimera’s deflection ended up in the back of the Flyers’ net. NHL. com’s game sheet listed the score as a “101-ft. tip-in.” Chimera was standing at the red line. Of all of the Capitals’ players who shared their thoughts on the fluke goal, Braden Holtby was easily the most empathetic for Flyers goalie Steve Mason. “Couldn’t even watch the replay of it,” Holtby said. “As a fellow goalie, you never want to see that happen. I’m glad it wasn’t a one-goal game in the end, because — you know.” (TWP)

Shortstop Freddy Galvis doubled over Jayson Werth’s head to bring home the winning run. The Nationals got a go-ahead home run in the 10th from Bryce Harper, who has homered in four straight games for the first time in his career. But when they generated chances to take a lead late, they did not convert. The Nationals (9-2) finished the afternoon 1-for-9 with runners in scoring position, a hit or so away from their eighth straight win. They will open a four-game set in Miami tonight with three series wins in four chances. On Sunday, manager Dusty Baker rested four of his regulars, which meant Chris Heisey played center field, Stephen Drew played shortstop, Clint Robinson played first base and Jose Lobaton was at catcher. The lineup that faced righthanded starter Charlie Morton, therefore, contained five lefthanded hitters. Puke and the world laughs with you TELEVISION So essential is the requirement for scenes of humiliation in modern sitcoms that two recent shows feature, among other yucky yuks, children projectilevomiting in a minivan while their father suffers explosive diarrhea (TBS’ “The Detour”) and a woman who leaks milk from her breasts during an office meeting (Amazon’s “Catastrophe”). Another new comedy (Showtime’s “Dice”) is based on the interior life of Andrew Dice Clay, who comes with his own special relationship to everyday filth. Soiled pants, awkward sex, toilet terrors, foul talk — our society will certainly leave an open book for future anthropologists. We let it all hang out and then smear it on the walls, mainly for laughs. To make a successful, shrewdly funny TV show from such raw moments of vulgarity is a difficult task. Jason Jones and Samantha Bee, the husband-and-wife creators of “The Detour,” deliver a ribald but bumpy road-trip comedy that wants to be more than a slapstick retread of “National Lampoon’s Vacation.” But the show can’t quite find its way. There are enjoyable pit stops,

however. Jones plays Nate Parker, a cog at a Big Pharma office who makes a last-minute change to his family’s Florida vacation plans — instead of flying, they’re taking a road trip, much to the chagrin of Nate’s wife and their tweenage twins. The Parkers don’t get far, and if it wasn’t for the kids’ zingers and awkward birds-’n’-bees questions, “The Detour” would be a lot less fun. A side plot involving a criminal coverup at Nate’s job seems more of a nuisance than a narrative arc, and Jones overdoes the doofus-dad routine. It’s a familiar and crudely drawn archetype, but Jones’ Nate is slightly sharper than the iteration of “Andrew Dice Clay,” the alter-ego character at the center of “Dice.” The show is built around the idea that Dice is not like the misogynist, misanthropic oaf he has played since the late 1980s. Only he is like that, sort of. Living off the fumes of fame in Las Vegas, Dice is prone to kvetch about any mild irritant, which easily turns him into his bombastic stage persona — or an older, creakier version of it. Both “The Detour” and “Dice” could study Amazon’s “Catastrophe” for months and still not approach its effortless and biting sense of the human condition. Season 2 moves ahead a few years in the relationship

The show is filled with an almost claustrophobic sense of its characters’ attraction to one another and the squishy degree to which they’ve grown close, from their sweaty attempts at postpartum sex to all the smells and stickiness that come from four people living together when only two of them are toilet-trained. “Catastrophe” is just six episodes, but it leaves you spent, satisfied and pleasantly skeeved. It’s easy to feel like you’re also a part of this marriage, for better and certainly worse. That’s where the vulgarity becomes an intimate component of the show instead of just a way to get cheap laughs.

Discharged: A brief ‘Childrens Hospital’ ends its long run It’s time to bid farewell to a beloved, Emmy-winning series known for fine writing, brilliant acting and overthe-top melodrama. No, not “The Good Wife.” After seven seasons, Adult Swim’s “Childrens Hospital” aired its last episode Friday. The comedic series — think of it as “Grey’s Anatomy” if it were written by idiots — followed doctors and nurses in a children’s hospital (with no apostrophe in its name because it’s named after Dr. Arthur Childrens). The hospital is said to be in Brazil even though everyone speaks English. The program deserves its

2012 and 2013 Emmys in the “Outstanding Special Class: Short-Format Live-Action Entertainment Programs” category because no gag was too stupid to slip into the script, like the name of the recurring rabbinical character, Jewy McJewjew, or the stream of pee that a racehorse hidden in hospital rafters (don’t even ask) unleashed upon hunchbacked chief doc “Chief” (portrayed by a dowdied-up Megan Mullally). That episode was called “Childrens Horsepital.” The skewering of TV cliches was brilliant: Consider how often a TV doc has said, as sad Dr. Lola Spratt sighs in the finale, “I could really use a friend right now.” A perky Dr. Cat Black replies, “Oh, do you want me to

help you look for one?” Each episode is a mere 11 minutes (give or take) yet contains way more jokes than a typical half-hour sitcom, proving all sitcoms should be cut in half. Think what you could do with the extra time! The series sprang from the demented brain of actor Rob Corddry, who as Dr. Blake Downs comes to work wearing clown face paint and scrubs with a butterfly-shaped bloodstain. He ended the show because, he told Vulture, “It was time.” I won’t spoil the finale … or, what the heck, why not? The hospital turned out to be a CGI construct devised to distract child survivors of a brutal war. For those who haven’t watched, Corddry offered guidance: “ ‘Childrens Hospital’ is notoriously hard to find online without paying for it, and that is the result of corporate politics and everything, but I have no problem telling everyone to go watch it on YouTube. … Steal my show.” Read Marc’s previous columns at washingtonpost.com/muse

In an interview on “Meet the Press,” actor George Clooney bemoaned the “obscene amount of money” he charged (at most, $353,000 per couple) for two California fundraisers for Democratic presidential candidate Hillary Clinton this weekend. Most of the money raised, Clooney said, would end up being spent on down-ballot races including those for the Senate, which will confirm the next president’s picks for the Supreme Court. If the right justice is confirmed for the spot now open on the court, Clooney said, the court could “overturn Citizens United and get this obscene, ridiculous amount of money out so I never have to do a fundraiser again.” (AP)

Country singer Zac Brown was not charged in an incident at a Palm Beach hotel in which four people were arrested for drug possession, TMZ reported. The site said Brown is not listed on police reports, but was in the room where the raid took place. The arresting officers were reportedly Zac Brown fans and asked him for autographs.
