Chief Justin Burch apologized on the department’s Facebook page Saturday, saying he was “wrong in traveling at 75 and 80 mph.” He didn’t specify the limit, but it was believed to be no more than 50 mph. Montgomery County is testing wireless internet aboard some Ride On buses this spring. Ride On is the first public bus system in the region to offer free Wi-Fi. The technology is being tested on four buses this spring, but plans are to install it on 12 more buses this summer. The goal is to get the service rolling on the system’s fleet of 365 buses, county transportation officials said. The technical update is costing Montgomery County $2,300 per bus, according to county officials. (TWP)

EXHIBITS Last year, it was icebergs. This year, the National Building Museum’s summer installation will be hives. As in, insect hives. Not the rash. The installation — literally called “Hive” — will feature more than 2,700 paper tubes, each ranging in size from a few inches to 10 feet tall. There will be three interconnected forms, with pink interiors and shiny silver exteriors, and the largest hive will be about 60 feet tall. Designed by Studio Gang, an urban design and architecture firm in New York and Chicago, the domes won’t just be for Instagramming. The smaller chambers will also have chimes and drumlike tubes that are meant to encourage interaction. “We’ve designed a series of chambers shaped by sound that are ideally suited for intimate conversations and gatherings

Worker killed by branch that fell at U.S. Capitol
The FBI is adding a man wanted in his wife’s stabbing death at the Dunkin’ Donuts shop where they worked to its “Most Wanted” list. The FBI announced Tuesday that it’s offering a reward of up to $100,000 for information leading to the arrest of Bhadreshkumar Patel, 26. He is charged with murder in the 2015 slaying of Palak Patel, 21, in Hanover, Md. (AP)
A maintenance worker at the U.S. Capitol has died after a large tree branch fell on top of him Tuesday. A statement from the Architect of the Capitol identified the man as Matthew McClanahan. Police and firefighters freed McClanahan from under the branch and he was taken to a hospital in what fire officials described as “very critical” condition. He later died. (AP)

Georgetown faces past built on slavery University pays homage to 272 men and women who were sold in 1838 THE DISTRICT About 100 men and women whose ancestors were once sold as slaves to fund the nascent Georgetown University gathered at that university Tuesday for an emotional worship service of remembrance and repentance. Maryland’s Jesuit priests sold 272 slaves in 1838 and used the proceeds of the sale to secure the future of the floundering new college. That sale became well known only last year, through the research of genealogists and then widespread publicity. Now, the university is grappling with how to respond to the new knowledge of its history — as are dozens of people who have learned their ancestors were once enslaved by men of God and sold by those priests to even more brutal slavery in Louisiana. The worship service Tuesday — part of a full day of events in which Georgetown renamed a building in honor of Isaac Hawkins, the first of the 272 slaves listed on the document of sale — was the first time Georgetown had gathered these descendants together on campus. Sandra Green Thomas, a leader in the new community of descendants, spoke during the service. “Their pain was unparalleled,”

It burns in the soul of every person of African-American origin in the United States.” She spoke also of the slaves’ and their descendants’ faith — faith in the ever-deferred promise of America and the Catholic religion their Jesuit captors taught them. Even when they were sold to Louisiana and distant from a church, many of the 272 slaves kept their faith and passed it on to their descendants. That tradition has lasted through to the present. Many of the descendants who learned about their family history in the past year or two grew up in Catholic families and were stunned to learn that the faith that extended through their family for years

Trump targets visas he says harm workers ‘Buy American, Hire American’ order aims to curb abuse of H-1B POLITICS President Trump signed an order Tuesday he said should help American workers whose jobs are threatened by skilled immigrants. Trump toured the headquarters of tool manufacturer Snapon Inc., in Kenosha, Wis., and signed the order dubbed “Buy American, Hire American,” aimed at curbing what his administration says are hiring abuses in the H-1B visa program. “We are going to defend our workers, protect our jobs
and finally put America first,” Trump declared. The White House says the H-1B visa program undercuts U.S. workers by bringing in large numbers of cheaper, foreign workers, driving down wages. Much like some prior orders, Trump’s executive action Tuesday essentially requests detailed reports rather than making decisive changes. In this case, the reports are about granting visas for highly skilled foreign workers and ensuring that government purchasing programs buy Americanmade goods as required by law. The new order directs U.S. agencies to propose rules to prevent immigration fraud and abuse in the program and to offer
changes so that H-1B visas are awarded to the most-skilled or highest-paid applicants. The number of requests for H-1B visas declined this year by about 15 percent, or roughly 37,000 applications, but the total was still nearly 200,000, far more than the 85,000 visa limit. The tech industry has argued that the H-1B program is needed because companies can’t always find enough American workers with the skills they need. Critics say the program has been hijacked by staffing companies that use the visas to recruit foreigners who will work for less than Americans, and then sell their services to corporations.
New York City may require Uber to change how it handles driver tips. The city’s Taxi and Limousine Commission is weighing a proposal that would require all for-hire drivers to offer riders the option to tip using the same method of payment they used for the ride, The New York Times reported. In Uber’s case, that would mean adding a tipping option on its mobile app. Uber drivers have pushed the company to add an electronic tipping option, something it has declined to do thus far. Uber’s chief rival, Lyft, has offered the option to tip drivers in its app since it was founded in 2012. (THE WASHINGTON POST)

Scientists find ‘unicorn of mollusks’
After hundreds of years of just shell fragments and dead specimens, scientists have finally found live specimens of the giant shipworm in the Philippines, according to a study published Monday in Proceedings of the National Academy of Sciences. The shipworm, which can reach 3 feet long, spends its life in a shell, submerged head-first in mud. The ”unicorn of mollusks,” as biologists call it, was found after a researcher caught wind of a Philippine TV segment about strange shellfish in a lagoon. (TWP)

Harry Harris made a dramatic announcement: A U.S. aircraft carrier had been ordered to sail north from Singapore on April 8 toward the western Pacific. Asked about the deployment in an interview with Fox Business Network that aired April 12, President Trump said: “We are sending an armada, very powerful.” But pictures posted by the U.S. Navy suggest that’s not quite the case — at least not yet. A photograph released by the Navy showed the aircraft carrier sailing through the calm waters of Sunda Strait between the Indonesian islands of Sumatra and Java on Saturday. A man shot and killed three people on the streets of downtown Fresno, Calif., on Tuesday, police said. The suspect, 39-year-old Kori Ali Muhammad, told police that he hates white people and shouted, “God is great” in Arabic while being taken into custody. All three victims in Tuesday’s killings were white. Police Chief Jerry Dyer said that they were shot minutes apart in close proximity in areas around downtown. Muhammad was arrested soon after the shooting. He was already wanted in a separate killing from last week, in which a Motel 6 security guard in Fresno was gunned down. (AP)

TECHNOLOGY The massive growth of livestreaming everything from Little League games to a giraffe’s birth has developed a sinister edge as murderers, rapists and terrorists have found ways to broadcast video that tech companies such as Facebook are struggling to contain. Among the most shocking incidents yet came on Easter Sunday, when a man armed with a smartphone and handgun took video of himself fatally shooting a bystander on a Cleveland street. The alleged killer, Steve Stephens, posted the video on his Facebook page, then took to the Facebook Live streaming service to confess his actions — in real time. A nationwide manhunt followed. Stephens fatally shot himself Tuesday after a brief pursuit by Pennsylvania State Police in Erie County. Facebook disabled Stephens’ profile page more than two hours after the initial posting, according to the company, but not before the video of the shooting spread across the social network and to other social media, including YouTube and Instagram. It has been viewed more than 150,000 times. On Monday, Facebook said it was investigating why it took so long to receive reports of the video and was reviewing its procedures. Live video of violent incidents, including suicides, Islamic State beheadings and torture, have gone viral, with some reaching millions of people. This summer, Facebook faced criticism after a livestream of a disabled young man being tied up, gagged and

The man suspected of fatally shooting a 74-year-old, randomly selected target and posting a video of the killing on Facebook committed suicide as police were closing in on him Tuesday, authorities said. Steve Stephens — the subject of a nationwide manhunt after Sunday’s slaying in Cleveland — was spotted Tuesday at a McDonald’s in Erie County. A restaurant manager told The New York Times that drivethrough employees recognized Stephens, 37, phoned police and tried to delay him by holding up his french fries. “He just took his nuggets and said, ‘I have to go,’ ” the manager said. Police would not speculate on what triggered the killing, but in the video and other footage, Stephens talked about having trouble with his girlfriend and losing everything he had to gambling. A New Perspective With the advent of photography came an entirely new perspective of history, time and oneself. A single photograph has the power to take us to places we’ve never been, stir emotions we didn’t know we had
and show us realities that need repairs. Three Washington-area museums are highlighting that power with photographic exhibits this spring. The Smithsonian American Art Museum’s exhibit, “Down These Mean Streets: Community and Place in Urban Photograph,” will open May 12 on the first floor of the museum, at 8th and F Streets, NW. The exhibit explores the work of 10 photographers who were driven to document and reflect on the state of American cities during the 1950s.
The photographers developed their fascination after populations shifted from the city to the suburbs following World War II. This shift led to newly built highways cutting through thriving neighborhoods, leaving isolated pockets within major urban centers. As neighborhoods started to decline in the 1950s, the photographers found ways to call attention to changing cities and their residents. Massachusetts, 1957. Kennedy’s rise to power, from his 1958 Senate re-election campaign to the White House, along with intimate scenes of the Kennedys at home. The original negatives of nearly all of the 70
images displayed in “Creating Camelot” were lost forever in the terrorist attacks on Sept. 11, 2001. Lowe, who died in May 2001, had stored his negatives of more than 40,000 Kennedy photos in a World Trade Center
bank vault. The only existing images from the lost negatives were on Lowe’s contact sheets and prints, which fortunately had been stored in another New York City facility. The Newseum, working closely with the Lowe estate, digitally restored the images to museum quality for the exhibit. Playoff crossroads: Series deficit tests Capitals’ character The Capitals face a classic moment that defines the difference between how psychologically strong championship-winning teams think about tense playoff moments and how choking-dog teams see the same situations. Champions see every glass as half-full, even the ones that are three-quarters empty, and rip the throats out of lesser teams in crucial games. Choking dogs see omens of doom, yet refuse to admit that they are being outplayed by a weaker foe until they are on the brink of elimination. Thus, they turn what could still be a manageable situation into a season-crushing disaster. The Caps need to win in Toronto tonight (7, CSN, NBCSN) to tie their series at
2-2, reclaim home-ice advantage and put the eighth-seeded Maple Leafs back in a spot almost as tough as they were before Game 1. The Leafs would face a best-of-three series against the NHL’s best regular-season team with two games in Washington. All year the Caps have yammered about how they want to win a Stanley Cup, how they are good enough to win it, how this is the best team they’ve ever had and that, without a doubt, they have the team character, depth and talent to grab that Cup. So, prove it. Beat a No. 8 seed in a big game. Stop being outplayed by a baby-faced Toronto bunch that lost more games than it won in the regular season (40-27-15). Put your stars, who got extra rest all season, on the ice for major playing time. Live with the result.
A team worthy of a Stanley Cup celebration would look at what’s happening in the Western Conference right now and say, “What a break! This really is our year!!” The top two seeds in the West, the Blackhawks and the Wild, trail three games to none in their first-round series. Maybe one of ’em will win four in a row. But they’re both probably already dead. That means the three-Cupsin-seven-years Blackhawks, the only team that started the playoffs with better Vegas odds than the Caps to win the Cup, may be knocked out by eighthseeded Nashville. You can’t get much luckier than that. The Wild may be the most talented team in the other conference.

Minnesota has the second-best NHL goal differential behind only the Caps. Now look at the Caps’ own conference. The best teams in the NHL by wins in regulation or overtime are the Caps and Columbus. The Blue Jackets were also third in the NHL in points. Guess which team entered Tuesday night’s game also trailing three games to none: Columbus. So, another of the Caps’ primary Cup foes is probably dead. What luck! The Caps can curse the puck luck of playing three straight overtime games and losing two — including Game 3, when they were less than three seconds away from killing a penalty when Toronto scored to end the game. But that’s how losers think. To be blunt, it’s how the Capitals have thought too often in their postseason disasters through the past 34 years. Or they can look at the other side of the truth. They are one clutch road win away from being in a palatable situation. That ought to inspire them entering Game 4 on the road. Of course, for decades, such challenges have brought out the worst in the Caps.
The Capitals were up 2-0 on the Maple Leafs early in Game 3 before the wheels fell off in a 4-3 overtime loss. Here are three reasons for Washington’s collapse that could still haunt the team tonight. (TWP)

Cavs’ defense still isn’t at level of a champion NBA PLAYOFFS Through two games of what should be a long playoff run, it would be easy to look at the Cavaliers and think all is right in their world. The defending champs are up 2-0 against the Pacers after a 117-111 home win Monday and should move into the second round without a great deal of difficulty. But the second round isn’t the goal for LeBron James and the Cavaliers. That’s not why they have the league’s highest payroll. If the Cavs are going to reach their true goal — repeating as champions — they’re going to have to start playing defense. So far, there’s no reason to think the team that spent the final two months of the season assuring everyone it would flip a switch and begin playing defense once the playoffs began has that capability, particularly at the level to win another title. Kendrick Lamar gives a ‘DAMN.’ The rapper’s latest offers a clear vision during a chaotic time MUSIC REVIEW In this brave new world of alterna-facts and neo-nuclear heebie-jeebies, let us give thanks for Kendrick Lamar, a rapper brave enough to mop up America’s most pungent funk and blast it back in verbal laser light. On his extrasensory new album, “DAMN.,” released last week, he outlines the ills of the nation — “It’s murder on my street, your street, back streets, Wall Street, corporate offices, banks, employees and bosses with homicidal thoughts” — then points his finger at a really bad dude: “Donald Trump is in office.” He’s spraying red-hot invective, but his voice is a minty-cool spritz. As the
world grows more disordered, his vision clears. And who better to trust than a California dreamer who can see beyond the madness of the moment while his Reeboks are still planted in it? For all of the introspection and self-doubt that makes Lamar’s body of work feel so exceptional, “DAMN.” radiates certitude from the track list outward. He’s still expressing the complexity of his humanity — “Watch my soul speak,” he instructs during the staccato chestpuffs of “HUMBLE.” — but, this time, with machinelike mettle. The music surrounding his voice feels uncluttered, giving Lamar the opportunity to clear a few things up, including the fact that his politics were never a pose. “Last LP, I tried to lift the black artists,” he raps during the climax of “ELEMENT.,” citing

As a lyricist, Lamar’s gift remains extraordinary. You know it, I know it and he knows it, too. “I don’t love people enough to put my faith in men,” he confesses on “PRIDE.,” a song addressing morality, mortality, God and craft. “I put my faith in these lyrics.” To believe in his words is to be dazzled by them. So yeah, sure, Kendrick is the GOAT, blah-blah-blah. But the perpetual conversation about whether this man is the Greatest Rapper Who Ever Walked God’s

Green Earth only threatens to monopolize our attention and limit our listening. And there’s always more to listen for in Lamar’s music, especially in his voice, which often expresses his humanity as vividly as his verses do. He deploys different tones across “DAMN.,” but Lamar’s default timbre remains that raspy half-shout, where his throat sounds dry and his mouth sounds wet. You can hear wisdom and desire in that voice, regardless of the words he’s forming. He’s hoarse from rebuking the universe, but still salivating, eager to tell you more. Lamar knows his instrument, because he knows his body, because he knows himself. The closer we listen to that soul speak, the better we can each understand our own.
Universal Music Group has the licensing rights to Prince’s vault of unreleased music and his independently recorded albums. His music is also on streaming services including Spotify and Apple Music. The value of those deals has not been disclosed.
