The adult asked to see cats at the building, which is operated for the city by the humane society. While staff members helped other customers, the cat was removed from the premises. There is a fee for adoption, and the police said it was not paid. WHS/WARL staff members recorded a license plate number from a vehicle leaving the adoption center shortly after Princess Jazzy was reported missing. Police found her with the license plate information and returned her. The incident remains under investigation. The White House was locked down briefly Tuesday after a man jumped the fence alongside the Eisenhower Executive Office Building. A Secret Service spokesman said an initial investigation suggested that the man was fleeing a robbery just across the street. Secret Service officers quickly detained the man, who hasn’t been identified publicly, but not before he suffered a cut to his finger. (AP)

Now, the feline known as “Princess Jazzy” has been found after police asked for help Monday in locating what they said was a stolen kitten last seen at the Humane Society. A $1,000 reward was offered for information in finding the 3-month-old feline princess. “We are thrilled that Princess Jazzy is back with us safely thanks to the swift actions of the Metropolitan Police Department and alert WHS/WARL staff,” said Lisa LaFontaine, Washington Humane Society/Washington Area Rescue League president and chief executive. “This case is another example of how we will do everything possible to

High court may hear Redskins name case COURTS The Washington Redskins have asked the Supreme Court to review their appeal of a federal judge’s July ruling that upheld the cancellation of their trademark. But there’s a catch: The team only wants the high court to consider its case if it takes up a similar one involving a band called “The Slants.” In December, a federal appeals court ruled that a provision of the 1946 Lanham Act — which holds that trademarks could be cancelled if they “may disparage … persons, living or dead, institutions, beliefs, or national symbols, or bring them into contempt, or disrepute” — was an unconstitutional violation of the First Amendment. That ruling came about after the U.S. Patent and Trademark Office rejected a trademark for the Oregon-based band because it felt that “The Slants” disparaged

Details emerge in case of slain rookie officer An Army staff sergeant charged with fatally shooting a police officer working her first shift asked police to shoot him after his arrest, according to testimony Tuesday. A Prince William County judge found probable cause to send the case against Staff Sgt. Ronald Hamilton, 32, to a grand jury for possible indictment on charges including capital murder. Prosecutors say Hamilton shot and killed his wife, Crystal Hamilton, in a domestic dispute on Feb. 27, and then shot three officers responding to a 911 call. Day care owner charged in death of infant girl A Rockville day care operator has been charged in the death of a 6-month-old girl under his care. Report cites spike in Md. traffic deaths State’s 17 percent rise may signal a national trend in road fatalities MARYLAND In an announcement that is expected to foreshadow a national trend, Maryland authorities said Tuesday that traffic fatalities in the state increased by 17 percent last year. The number of people killed in crashes nationally reached a record low in 2014, but officials at the National Highway Traffic Safety Administration said that in the first six months of 2015, the number of deaths was up 8 percent. NHTSA receives information compiled by the states, so the Maryland revelation Tuesday was an initial confirmation that the trend continued through year’s end. “We lose 100 people every day on our nation’s roadways, and every single one of these deaths is preventable,” said Deborah A.P. Hersman, president of the National Safety Council. “This uptick in crashes is serving notice: We need to prioritize our safety. Driving defensively and staying alert can help us reverse this trend in 2016.” The 32,675 traffic deaths nationally in 2014 was the lowest

Larry Hogan said. “Most importantly, we have invested $1.97 billion in key highway and bridge projects across the state, which are critical to improving safety on our roads,
and we will vigorously fight any proposal or outside pressure that could put these much-needed safety improvements at risk.” The Maryland Highway Administration listed three areas in which fatalities increased last year: double the number of bicycle fatalities, from five in 2014 to 10 last year; a 35 percent increase in commercial vehicle-related fatalities; and a 26 percent increase in young driver-involved fatalities. ‘Foreign object’ caused Metro fire Weekend scare on Red Line evokes fatal 2015 smoke incident TRANSPORTATION A track fire on Metro’s Red Line that frightened riders and caused long service delays over the weekend involved “a metal part of a rail car becoming dislodged and making contact with the electrified third rail,” the transit agency said Monday. “While Metro has not yet identified the root cause of the incident, investigators have eliminated power cables as a contributing factor,” the agency said. It said that a “foreign object” came loose from a subway car. When the “foreign object” made contact with the third rail, “a loud noise, flash and smoke” resulted. The incident occurred shortly before 7:30 p.m. Saturday in a tunnel near the Red Line’s Friendship Heights station.
Appearing before a D.C. Council committee Monday, Metro General Manager Paul J. Wiedefeld said the agency was still trying to determine the precise cause of the incident. Smoke began seeping into an eight-car train that had halted in the tunnel, evoking memories of a fatal calamity Jan. 12, 2015, near the L’Enfant Plaza station. In the Red Line incident, officials and witnesses said, the Shady Grove-bound train stopped for about 10 minutes after encountering the smoke. It then backed up to the Tenleytown-AU station, where riders, some of them terrified, were safely evacuated. Unlike the Red Line train, the Yellow Line train in the L’Enfant Plaza incident last year was unable to back up, and scores of riders were sickened as noxious fumes poured into the cars. Memories of Chernobyl resonate 30 years later Ceremony for disaster is held; $2.25B project for cleanup underway KIEV, UKRAINE As Ukraine and Belarus on Tuesday marked the 30th anniversary of the Chernobyl nuclear accident with solemn words and an angry protest, some of the men who were sent to the site in the first chaotic and frightening days were gripped by painful memories. Ukrainian President Petro Poroshenko led a ceremony in Chernobyl, where work is underway to complete a $2.25 billion long-term shelter over the building containing Chernobyl’s exploded reactor. Once the structure is in place, work will begin to remove the reactor and its

lava-like radioactive waste. The disaster shone a spotlight on lax safety standards and government secrecy in the former Soviet Union. The explosion on April 26, 1986, was not reported by Soviet authorities for two days, and then only after winds had carried the fallout across Europe and Swedish experts had gone public with their concerns. “We honor those who lost their health and require a special attention from the government and society,” Poroshenko said. “It’s with an everlasting pain in our hearts that we remember those who lost their lives to fight nuclear death.” About 600,000 people, often referred to as Chernobyl’s “liquidators,” were sent in to fight the fire at the nuclear plant and clean up the worst of its contamination.
Thirty workers died either from the explosion or from acute radiation sickness within several months. The accident exposed millions in the region to dangerous levels of radiation and forced a wide-scale, permanent evacuation of hundreds of towns. At a ceremony in their honor in Kiev, some of the former liquidators shared their ordeal and surprise that they lived through it. “My soul hurts when I think of those days,” said Dmitry Mikhailov, 56, who was on a crew sent to evacuate a village where residents knew nothing of the accident. “They smiled at us. They didn’t understand what was happening. I wish I knew where and how they are now. I just can’t forget them.” MSTYSLAV CHERNOV AND
Two Roman entrepreneurs spent three years cultivating “kissing garlic” — a giant, odorless and easily digestible version of garlic — and now they hope to sell their crop to food markets and restaurants in Italy. Does Kasich know what an ‘alliance’ is? On Sunday night, the campaigns of Ted Cruz and John Kasich announced a strategic alliance to stop Donald Trump’s march to the GOP presidential nomination. Kasich would stand down in Indiana’s May 3 primary, hoping to shift enough of his voters to Cruz that the Texas senator can beat Trump in the winner-takemost Hoosier State primary. In exchange, Cruz would do the same in Oregon (May 17) and New Mexico (June 7). By Monday morning, Kasich was already well on his way to undermining that alliance. “I’ve never told [Indiana voters] not to vote for me,” Kasich said in Philadelphia. “They ought to vote for me. But I’m not over there campaigning.” On the “Today Show,” Tuesday, Kasich reiterated, “I’m not telling people anything in Indiana because I’m not campaigning in Indiana.” He then noted, “I’m not out to stop Donald Trump.” Er. So, Governor Kasich, we need to have a talk about who is confused here. And what the word “alliance” actually means The only way this alliance will work to accomplish the goal of stopping the bigger enemy is if lots of Kasich voters in Indiana vote for Cruz. In fact, Kasich needs to explicitly urge his voters to be for Cruz next Tuesday in Indiana. Federal agencies could no longer put employees on indefinite paid leave while investigating them for misconduct or poor performance under a bill set for a House floor vote. The measure is one of many seeking to limit “administrative leave,” following investigations finding that agencies had used that form of leave routinely to keep employees off the job with full pay and benefits, for months — and in some cases a year or more. The bill would limit such leave to 14 days; if an investigation were not finished by then, the employee generally would have to return to work, unless the agency thinks the employee would pose a risk. POLITICS For a long time, presidential humor was predictable as a knockknock joke. Then along came President Barack Obama, dropping the word “heezy,” mimicking viral memes, and quipping that he and Joe Biden are so close, they’d probably be denied service at an Indiana pizza joint. Obama, who will take the stage at the annual White House Correspondents’ Association Dinner on Saturday to deliver the traditional joke-filled monologue — his eighth and final — has a comic sensibility that’s edgier and more influenced by pop culture than past presidents’. From the dinner dais, he’s made reference to drunk-texting and “The Hunger Games.” He’s used the phrase “piss off” and flirted with even bluer material. (Does he have a bucket list for his final year? “Well,” he quipped at the 2015 dinner, “I have something that rhymes with bucket list.”) Outside the dinner, he’s mocked The New York Times food section on Twitter (“respect the nyt, but not buying peas in guac”) and sparred with Zach Galifianakis on his “Between Two Ferns” faux-talk show. George W. Bush and Bill Clinton both possessed easy senses of humor and could deliver a punchline. But Obama’s style, comedy writers say, belongs to the alternative comedy subgenre

A long-percolating feud between Navy brass and the Senate has erupted into open conflict, with the retired admiral who oversaw the 2011 raid that killed Osama bin Laden publicly accusing lawmakers of harboring deep disrespect for military leaders. In a column published Sunday in the Tampa Tribune, William H. McRaven, a retired four-star admiral, former Navy SEAL and former commander of the secretive Joint Special Operations Command, blasted members of Congress for a “disturbing trend in how politicians abuse and denigrate military leadership … to advance their political agendas.” McRaven, above, made it clear that he was angry at the Senate for its treatment of Rear Adm. Brian L. Losey, the commander in charge of the Navy’s elite SEAL teams and other commando units. For all the talk of the Redskins wanting a defensive end to pressure the quarterback, they also need a tackle who can destroy the middle. Robinson’s brute strength and ability to run through offensive linemen has him NFL ready-made. So why won’t he go in the top 10? Robinson still needs some polish and to learn to play lower to increase leverage. When he does that, Robinson could be a Pro Bowler. For now, he’s a run stopper.
He might be the most disputed player on the board: Some mock drafts project him as a late first-rounder while others have him dropping to the third round. Bottom line, he would be a steal for the Redskins at No. 53 if his ACL surgery last fall doesn’t scare them off. He is a big hitter with great speed — think former Redskins safety LaRon Landry — and a ball hawk. His skills and ability to see the field make him a natural pick for McCloughan.

At 6-3 and 243 pounds, he can play end but might be better as an outside linebacker in a 3-4, where he could see the play develop. Known as a smart player who follows the ball well, he needs to work on freeing himself from grabby linemen. His physicality might prompt McCloughan to take him here, a round earlier than some projections. His upside is enough to risk the reach — even if Penn State QB Christian Hackenberg is available.
If the Redskins don’t get Karl Joseph in the second round, they’ll go for Davis here. Otherwise, Stanford inside linebacker Blake Martinez is the choice. Davis might have been a second-rounder if he hadn’t been saddled with ill-fitting cornerback duties at Maryland. Davis is a pure free safety who is better against the run than pass. With Washington gaining corner Josh Norman — and safety DeAngelo Hall aging — a safety with the speed to stop tight ends is the secondary’s top need.
The Redskins have four picks in the final three rounds. In the fifth round, Tretola could fill a need at left guard. He’s a power player with the necessary strength, but his footwork needs attention. N.C. State QB Jacoby Brissett could be the choice in Round 6, with the 187th h pick. He has a big arm, accuracy and mobility, but his unconventional throwing style is an issue. ue. NFL Former Browns quarterback Johnny Manziel was indicted Tuesday by a Dallas grand jury for misdemeanor assault related to family violence, based on allegations of his former girlfriend. It’s possible that the NFL career of Manziel, 23, is over. The Browns drafted him 22nd overall in 2014 but released him in March after two unproductive seasons that led to questions about his stability and commitment. For instance, he went to Las Vegas at least eight times in 11 weeks after being drafted.
He has been dropped by two agents and all of his endorsers, including Nike. He reportedly underwent treatment for alcohol abuse after his first NFL season. He faces up to a year in jail and up to a $4,000 fine if convicted of Class A misdemeanor assault. Manziel, who won the Heisman Trophy at Texas A&M, is subject to disciplinary measures by the league in addition to any penalties imposed in his criminal case. A first offense for domestic violence under the NFL’s personal-conduct policy could result in a six-game suspension.

5 tips for buying your first home

New kids on the block Millennials face unique challenges in the quest to be homeowners BUYING When Nicole and Olivia McKinney decided that they wanted to buy a home, they initially hoped to stay close to the Navy Yard neighborhood in Southeast Washington where they had been renting. “We found out pretty quickly that we had to open up the search to different neighborhoods because there was so little available that we could afford near the Navy Yard,” says Nicole, 32, who works in fundraising for a nonprofit organization. Olivia, a 32-year-old high school counselor, says that they both work in Northern Virginia and find their reverse commute manageable, so they wanted to stay in a convenient city neighborhood. The married couple moved to a newly constructed condominium in Eckington in
early September, compromising on their preferred community but buying a larger home than they had anticipated. The McKinneys were able to accomplish something many millennials aspire to: homeownership. The TD Bank Renter Survey in September found that 76 percent of millennials rank homeownership as extremely or very important to them. “We’ll look back at 2015 and see that this is the beginning of the trend of millennials buying homes,” says Jonathan Smoke, chief economist for Realtor.com in Washington. “Two or three years ago we saw the impact on the rental market of increasing household formations, and now those renters are becoming homeowners.” Smoke says millennials (which he defines as age 24 to 34) comprise 13 percent of the nation’s population, and that share rises to 15 percent in the D.C. metro area, which has one of the highest
proportions of people in that age group. While not all first-time buyers are millennials, traditionally the largest share of initial homebuyers are in the 24 to 34 age bracket, Smoke says. For the McKinneys, the challenge was finding something desirable in their price range. “We used WalkScore to look for neighborhoods with walkable amenities and input our commutes on that site to narrow down areas, and then looked at listings within our price range in those communities,” Olivia says. Among prospective first-time buyers surveyed by TD Bank, 64 percent of millennials said that they need to save for a down payment, and 45 percent said that they need to pay down debt before they can buy their first home.
Financial challenges Here are three big financial challenges that affect millennials who want to buy their first home, particularly in a high-cost
housing market like Washington. Expensive rent: According to ApartmentList.com, the average rent for a two-bedroom unit in Washington was $3,000 in September, which makes saving a challenge. “It’s hard to save for a down payment when rents are high and require a large share of your income,” says Svenja Gudell, chief economist for Zillow. Tight credit: “We’re seeing a little bit of a window opening in looser underwriting guidelines,” says Jonathan Corr, chief executive of Ellie Mae, a loan software company and provider of mortgage data in Pleasanton, Calif. “The average FICO score for approved loans dipped to 723 in September, the lowest number since we started reporting back in August 2011.” However, Ellie Mae’s data for purchase loans, not including refinance loans, shows that the average credit score remained the same as the 2014 average — at 755 for approved CONTINUED ON PAGE 22

It’s more than a mortgage — here’s what else you need to know before you buy. Know your budget and your comfort level with a particular monthly payment so you don’t overspend. Get a loan preapproval as early as possible so you know your financing limit. Know that you can finance a home with a down payment as low as 3 percent. A 20 percent down payment or a 10 percent down payment keeps the total payment lower and builds equity faster, but is not required. Find ways to save for a down payment. According to RealEstate Business Intelligence, the median home price in the D.C. metro area in September was $400,000, which means even a low 3 percent down payment is $12,000. Understand the other costs of homeownership, including property taxes, homeowner’s insurance, utility bills, condo or HOA fees and maintenance costs. MICHELE LERNER

average debt-to-income ratio, at 34 percent. Student loans: The typical debt-to-income ratio requirement means that the minimum monthly payment on all your debts, including your housing payment, should be a maximum of 43 percent of your gross monthly income. For buyers with student loans, that can be tough to meet. Smoke says that could explain why 69 percent of millennial buyers year-to-date in 2015 have made a down payment of 5 percent or less.
Aid for homebuyers A variety of programs are available to first-time buyers that can make their purchase more affordable. “A real game-changer in D.C. is the DC Open Doors program,” from the city’s Housing Finance Agency, says Connie Fisichello
McCollister, a realty agent with DC Home Buzz in Washington who represented the McKinneys. “The program gives buyers 3 percent for their down payment on a home priced up to $430,000. The income cap is just under $125,000 for borrowers. And you can usually negotiate with your realtor to have the closing costs covered by the seller, so you can get into a house with almost no cash at all.” For example, McCollister says, if a home is listed at $300,000, you can ask for the seller to pay your closing costs of approximately $9,000 and negotiate the sales price to $309,000. Adding the $9,000 to the loan balance will add only a minimal amount to the monthly payment on a 30-year loan. Various mortgage options can also reduce your cash needs for your home purchase, such as: FHA loans, which require a low 3.5 percent down payment, typically have more lenient credit

standards, although lenders set their own guidelines for borrowers and generally require a credit score of 620, 640 or higher. Mortgage insurance that lasts for the life of the loan is added to the monthly payment. TD Bank offers a Right Step loan with a minimum credit score of 660, a down payment of 3 perc ent a nd no pr ivate
mortgage insurance. The interest rate will be slightly higher than other loan products. Help from parents is becoming more important to first-time buyers. According to research by loanDepot, a national lender, the number of parents who anticipate helping their millennial-age children buy a home in the future has increased from 13 percent to 17
percent over the past five years. Gift funds are allowed for some or all of your down payment depending on the loan program you choose, but keep in mind that you’ll also need money for closing costs, moving expenses and cash reserves. In addition to relying on gifts, millennials are finding other ways to save for a down payment. “Our research found that 16 percent of millennials plan to move home for a while to save money for a down payment,” says Julie Reynolds, a spokeswoman for loanDepot in Irvine, Calif. As the McKinneys learned, even if you save and use these financial tools, your ideal neighborhood may be out of your reach. “A big lesson we learned was not to idealize anything,” Olivia says. “There’s always something else you can find if your dream place isn’t available, and you can always adapt to other places.” MICHELE LERNER (THE WASHINGTON POST)

Bar director Tyler Hudgens wanted to offer a historically accurate daiquiri using ingredients that would have been around 200 years ago. So she mixes together aged rum, sorghum molasses, lemon juice, bonal (a French aperitif wine) and salt from J.Q. Dickinson Salt-Works, which mines it out of the Appalachian Mountains. “People ask about the salt all the time,” she says. “It’s weird for them. They want to know if the cocktail is like a margarita.” Served down in a fizz glass without ice, the definitelynot-a-’rita arrives with a piece of sorghum brittle on the side.

COCKTAILS Bartenders are reaching for a surprising ingredient to shake into their cocktails: salt. “Salt brings out complexity without overwhelming a cocktail,” says Peter Koll, restaurant director for The Partisan. “The idea is to not necessarily taste it, it’s to add richness and character.” These four tipples benefit from a little sodium.

Koll adds a pinch of salt to the mix to “highlight the sweetness of the rye and the Cocchi, while toning down the bitter elements and adding a savory element,” he says. Additionally, the sodium helps release the spirits’ aromatic qualities, so you’ll likely catch the scent of herbs and spices before you take your first sip.

The foundation of this springtime drink is cayenne, jalapeno and Anaheim peppers steeped in oolong tea. Beverage director Trevor Frye combines the spicy syrup with vodka, lime juice, orange bitters and ginger beer — plus a hefty pinch of sea salt. “It lowers the dilution temperature, so the drink comes out colder,” he says of the last ingredient. “More importantly, it pulls out earth tones of tea and highlights the spice of the ginger beer.”

“It has a caramel-y aspect to it and a wine-y quality,” bar director Adam Bernbach says of his Manhattan-inspired cocktail made with dry sherry, Italian sweet vermouth and orange bitters. “You can taste the orange and dark baking spices.”
To heighten those flavors, he mixes in a little saline solution with the bitters. That does the trick — without most drinkers ever knowing there’s salt in the cocktail. Not that Bernbach is opposed to salty sips, as he likes using salt-cured fruits — such as Key lime, orange and strawberry — to make sodas for the subterranean bar.

‘This is my second home’ Kelly Ripa returns to ‘Live!’ after news of co-host’s departure

TELEVISION Kelly Ripa returned to her daytime talk show Tuesday following a few days off after she learned that her co-host, Michael Strahan, was leaving, saying the incident had started a conversation about workplace respect. She also said her bosses apologized to her and that she received assurances that the “Live! with Kelly and Michael” show was important to the parent Walt Disney Co. Hours after the show’s telecast, an updated announcement said Strahan will leave in May for full-time duties on ABC’s “Good Morning America,” not in September, as previously indicated. His last day will now be May 13. Ripa, Strahan and producers of “Live” and “GMA” were consulted in the decision, a publicist for the show said. According to the new plan, Strahan will be making more frequent appearances on “GMA” before becoming a full-timer. The former soap opera actress has been co-host of “Live!” since 2001, first with Regis Philbin and then with Strahan since 2012.

Actor Ryan Reynolds donated $5,000 to a movie theater cited under a Utah obscenity law for serving drinks during a screening of his movie “Deadpool.” The state says playing “Deadpool” while serving booze violates a Utah law usually used to regulate strip clubs, because the movie includes nudity and simulated sex. Reynolds tweeted about the situation, writing “Thank god, they’ve found a way to legislate fun.” (AP)

The designer and ex-wife of Jay Z’s former business partner Damon Dash first sparked rumors that she was Becky when she posted an Instagram photo with the caption “good hair, don’t care.” Roy told People magazine on Tuesday, “My Instagram post was meant to be fun and lighthearted, it was misunderstood as something other than that. There is no validity to the idea that the song references me personally. There is no truth to the rumors.”
When she shared a Snapchat photo of herself in a lemon bikini, the Internet buzzed that Ora, an artist on Jay Z’s Roc Nation label, is Becky. Ora was also photographed Monday wearing the same Gucci dress that Beyonce wears in her video for her recent single “Formation.” Ora shut down the rumors Tuesday on Twitter. “I never usually address tabloid gossip but let me be clear, these rumors are false,” she wrote. “I have nothing but the utmost respect for Beyonce. Let’s continue enjoying ‘Lemonade.’ ”
The rapper has not been the target of any Becky rumors, but she shared her thoughts on the situation nontheless. Azalea tweeted to a fan Monday night, “Don’t ever call me a Becky.” She went on to point out that her tweet wasn’t “bey shade,” but that “Becky” typically refers to a “Valley Girl”-type white woman or to oral sex. “Generalizing ANY race by calling them one sterotypical name for said race. i personally dont think is very cool, the end,” Azalea tweeted.
