Officials urge study of communication before Boston attack President Barack Obama said Tuesday that his counterterrorism bureaucracy “did what it was supposed to be doing” before the Boston Marathon bombing, as his top intelligence official began a review into the attack. The 90-day review is also a political pre-emptive strike as Republican lawmakers question whether the administration’s law enforcement and intelligence agencies failed to share crucial counterterrorism information. After a storm of complaints, the Obama administration on Tuesday unveiled simplified forms to apply for insurance under the president’s new health-care law. An earlier version of the forms had provoked widespread griping that they were as bad as tax forms and might overwhelm uninsured people. The biggest change: a five-page short form that single people can fill out. That form includes a cover page with instructions and another if you want to designate someone to help you. But the abridged application form for families starts at 12 pages and grows as you add children.

Most people are expected to take another option: applying online. The ease of applying for benefits takes on added importance because the Affordable Care Act is a mandate, not a suggestion. The law says virtually all Americans must carry health insurance starting next year, although most will just keep the coverage they now have through their jobs, Medicare or Medicaid.

The flap over the application forms was a “first test” of the administration’s ability to confront problems as they emerge, said Sam Karp, vice president of programs at the California HealthCare Foundation. “Being nimble enough to identify, then fix problems will be critical to successfully enroll millions of Americans who will become newly eligible for coverage,” he said. The applications will start becoming familiar to consumers less than six months from now, on Oct. 1, when new insurance markets open for enrollment in every state. Nation Girl’s Artificial Windpipe Marks Stem-Cell Triumph

A 2-year-old girl born without a windpipe now has one grown from her own stem cells, the youngest patient in the world to benefit from the experimental treatment. Hannah Warren has been unable to breathe, eat, drink or swallow on her own since she was born in South Korea in 2010. Until the operation at a central Illinois hospital, she had spent her entire life in a hospital in Seoul. Doctors expected her to die. The stem cells came from bone marrow in Hannah’s hip. They were seeded in a lab onto a plastic scaffold and multiplied to create a new windpipe. About the size of a 3-inch tube of penne pasta, it was implanted April 9. The operation brought together Italian surgeon Dr. Paolo Macchiarini, who pioneered the technique, and Dr. Mark Holterman, a pediatric surgeon at Children’s Hospital of Illinois in Peoria. Children’s Hospital waived the cost. Macchiarini has been involved in 14 windpipe operations using

patients’ own stem cells. Only about 1 in 50,000 children worldwide are born with the windpipe defect. The stem-cell technique has been used to make other body parts and holds promise for treating birth defects and childhood diseases, her doctors said. Early signs indicate Hannah’s windpipe is working, her doctors said Tuesday, although she is still on a ventilator. In-Flight Drinks? Nyet: Istanbul-based Turkish Airlines is considering a move to prohibit alcohol on its flights to and from Russia, the Russian newspaper Izvestia reported. The proposed ban comes after a string of incidents involving Russian passengers who had too much to drink and became unruly. World Girl, 5, Dies of Injuries After Rape at India Farm New Delhi A 5-year-old girl has died after being raped in the central Indian state of Madhya Pradesh, an official said Tuesday, the latest in a series of brutal attacks that have sparked outrage in the country. The girl suffered cardiac arrest and died late Monday in Nagpur city, where she was being treated for injuries from the April 18 assault, an official said. Two men have been arrested in connection with the attack. The girl was lured by one of the men to a farm, where she was then raped by the other man, the official said. A hospital official said the girl suffered a brain injury when the men tried to smother her cries.

Backstory Earlier this month, a 5-year-old girl was kidnapped and raped by two men in New Delhi. She is still recovering. Riemer said Ervin, “a strong proponent” of transparency in probing construction and design issues at the center, also supports an inspector general’s investigation. McDonnell Says He Is Still Able to Govern Va. governor denies wrongdoing as FBI conducts interviews

In an hourlong radio interview, McDonnell denied any wrongdoing. But he acknowledged that the gift from Williams could raise eyebrows and that it had created pain for his family. “There’s nothing going on at all that impairs my ability to do a good job,” McDonnell said. “I think it’s important for the people of Virginia to know nothing has been done with regard to my relationship with Mr. Williams or his company, Star Scientific, to give any kind of special benefits to him.”

The governor’s comments came on the day The Post reported that FBI agents are conducting interviews about the McDonnells’ links to Williams and actions they have taken to promote the supplement maker. Asked about the story on WTOP radio Tuesday, McDonnell said it was his practice never to comment on ongoing criminal cases — a reference to the felony embezzlement case of the former mansion chef who catered the wedding.

The Smithsonian Institution will begin closing some galleries today because of budget cuts from Congress, but none of the major exhibitions will be affected. Initially, the Smithsonian considered temporary, rolling closures of galleries a day or week at a time. But museum officials instead settled on a few longer-term closures. Spokeswoman Linda St. Thomas said the Smithsonian will close a small exhibit space in the National Museum of African Art, some sections of the Hirshhorn Museum displaying its collection and the Commons area of the Smithsonian Castle, which shows objects from every Smithsonian museum. Rockville Capital Bikeshare is on schedule to have bike-rental stations operating in Montgomery County, Md., by late summer, county officials said Tuesday. The county’s transportation department signed a one-year contract with Alta Bicycle Share, the company that runs Capital Bikeshare, on April 24 to install bike stations, supply bicycles and operate the system, said county spokeswoman Esther Bowring. About 20 bike stations with 200 bikes total will be installed in the Rockville and Shady Grove areas. Those locations will include the Rockville and Shady Grove Metrorail stations, Rockville Town Center, King Farm, Montgomery College’s Rockville campus and the univer-

Washington D.C. Council member David Grosso plans to formally introduce a resolution in a few weeks calling on the Washington Redskins to change its name, perhaps to the Washington Redtails. Grosso said he plans to pursue his nonbinding resolution because the current name is “a derogatory, racist name.” So far, he said, council members Muriel Bowser and Kenyan McDuffie have agreed to sign on as co-sponsors. Past debates about a name change have quickly become hung up on what would be an appropriate name. A human on Mars? It isn’t as far out there as it sounds, NASA experts say. Washington The notion of landing astronauts on Mars has long been more fantasy than reality: The planet is, on average, 140 million miles from Earth, and its atmosphere isn’t hospitable to human life. But a human voyage to the planet is now, for the first time, within the realm of possibility, according to space advocates inside and outside government. As a result, plans for a mission around the planet, and ultimately for lengthier stays, have been sprouting like springtime flowers. The new momentum, some experts say, comes from the successful landing of the large rover Curiosity on Mars last year, the

Nonetheless, getting past the question of why the U.S. should some day send astronauts to Mars won’t be easy. Some people are wary of a human mission to Mars because of the inherent risks, and others because they believe robotic missions can answer the important scientific questions at a much lower price. But “it will be done, regardless of U.S. leadership,” Aldrin said of an eventual manned Mars landing. “The real question is: How long does the exceptionalism of the United States last?”

LaRoche has typically been a slow starter. In six of his previous nine Aprils, he’s posted a batting average of .214 or worse. Last year was an exception, as he finished baseball’s opening month with a .329 average. But by the end of May, he was slumping again, batting 6-for-42 over the month’s final 12 games, dropping his two-month average to .287. Manager Davey Johnson has approached LaRoche to ask if he needs a game or two off to mentally regroup. LaRoche declined, telling his skipper the best way he can defeat a slump is to keep swinging. “His timing is a little off, maybe his pitch selection is a little off,” Johnson said. “He’ll make something happen by playing. He’s a veteran hitter, a good player. He’ll be fine. He’ll come around.”

Strasburg Not Expected to Miss a Start Following a scare Monday regarding “tightness” in Stephen Strasburg’s forearm, Nationals general manager Mike Rizzo said Tuesday morning that the ace’s right arm is “structurally perfect,” and he is not expected to miss a start. Rizzo said Strasburg has “no problem” and only suffered “irritation” in his right forearm, possibly related to overuse of a muscle-stimulation machine prior to his start in Atlanta against the Braves. The muscle issue is not related to the ligament Strasburg had repaired during Tommy John surgery in 2010, Rizzo said. “He’s strong as an ox,” he said. Monday night, manager Davey Johnson said Strasburg felt “forearm tightness” during his six-inning outing in a 3-2 loss to the Braves. Pimlico Beefs Up Security for Race Backpacks banned on entire premises at this year’s Preakness Horse Racing Backpacks and duffel bags will be prohibited at the Preakness this year, part of a new security policy at Pimlico Race Course influenced by the bombings at the Boston Marathon. For the first time, only clear coolers will be allowed in the building and the infield at the middle jewel of racing’s Triple Crown. The new policy also forbids laser lights and pointers, along with cameras with lenses more than 6 inches long. In previous years, backpacks and duffel bags were allowed in the vastly populated infield. Duffel bags were permitted in the building and the grandstand, but now duffel bags and backpacks are forbidden on the entire premises. The rule applies to fans, employees and vendors.

The security measures will be in effect on the day of the Preakness, May 18, and Black-Eyed Susan day, May 17. More than 100,000 fans have attended the Preakness in 10 of the last 12 years, including a record 121,309 last year. The Maryland Jockey Club instituted the policy after consulting with several federal and local agencies, including Homeland Security and the FBI. “We do a security plan starting in October every year,” Jockey Club president Tom Chuckas said Tuesday. “Unfortunately, with what transpired in Boston, I met with more than 50 people a week ago and ... based on the Boston tragedy, we decided to make some modifications. Backpacks were one of them.” The bombs set at the Boston Marathon on April 15 were carried in backpacks. “We have upped the level of security to make sure nothing like that happens here,” Chuckas said. The synth-pop confections that make up her new album, “True Romance,” compare heartache to lethal explosions, arrows puncturing flesh and images even more gruesome. “I feel the skin dripping from my bones,” she sings during one lovelorn testimonial. Her most gripping song, “Nuclear Seasons,” equates a romantic rough patch with mass annihilation yet comes across subtle and sleek. It was also one of the finest pop singles released in 2011, meaning it took Charli XCX nearly two years to get this album out. That’s one battle we should all be thankful is finally over. But that shouldn’t count as a knock against this charming debut novel. Graham, who grew up in Virginia and is best known for playing ultra-cool single moms on “Gilmore Girls” a n d “ P a r e n thood,” has smartly mined just the right details from her own experience, infusing her work with crackling dialogue and observations about show business that ring funny and true. Her protagonist, Franny Banks, is one of the many table-waiting artists who flock to New York like

Of those two cities, New York will be cheaper, and most likely JFK will be cheapest. But expect to pay about $1,100 to $1,200 round trip in July. Any thoughts on tipping hotel shuttle drivers? I typically give the driver a dollar or two. A lot of these travel industry jobs are tips-based, such as bellhops and shuttle drivers. Consumer Reports also suggests $1 to $2 per person and recommends tipping the rental car shuttle drivers, too.
