New Yorker Tom McDonald has been on a mission to flush the cremated remains of his lifelong friend — plumber Roy Riegel — down toilets at baseball stadiums. McDonald and Riegel’s family consider it a fitting tribute to a free spirit who was a devoted Mets fan. McDonald has left ashes at 16 stadiums and has enough for one more deposit. Officer Mariea Sabate’s job is training “1,200 pounds of dumb muscle” to walk, stop and run on cue. She leads the equestrian training program for the National Park Police, preparing horses in the mounted unit to encounter new situations like bustling foot traffic on the National Mall, crowd control at a protest or fireworks on holidays. Sabate, a Bethesda native, joined the Park Police’s mounted unit in 1991. Six years later, she became the first female riding instructor, based out of the training barn in Rock Creek Park.
The horses used by the National Park Police are entirely donated and come from all different trots of life. “Sometimes we take thoroughbreds off the track that just can’t race anymore, but will be perfectly good for police work,” Sabate says. “Sometimes I just get backyard pets.” Some of the horses, particularly the racehorses, might have been put down if the park police had not been able to take them. “Saving them isn’t my job, but it is my passion,” Sabate says. The first thing that Sabate looks for when evaluating a horse
is its temperament, rather than any prior training. “You just have to make sure they have the right mentality to do the police work,” she says. “They all have a weakness, like problems putting their feet on unknown objects, loud noises or crowds.” Many horses aren’t prepared for the noises of city life, and start with trail rides in Rock Creek Park before they’re exposed to louder traffic sounds. Trainers also toss apples or treats at them to teach them not to fear projectiles, in preparation for covering a potentially dangerous situation like a protest. “We
let the horse dictate the pace of the exposure. We never push a horse faster than he can process the information,” Sabate says. Sabate and the other instructors also have to address the human side of the equation by training park police officers, many of whom have never ridden before. Sometimes, teaching an “alpha” officer to cooperate with a horse, rather than trying to outmuscle it, is one of the more challenging parts of Sabate’s job. “A horse is your dance partner, and he’s going to lead,” she says. “If he’s waltzing, you can’t do the fox-trot.” ALLIE GHAMAN (FOR EXPRESS)
Exhibit marks 100 years after birth of JFK An exhibition of photographs capturing President John F. Kennedy’s life is opening today, ahead of what would have been his 100th birthday. The exhibit at the Smithsonian American Art Museum is called “American Visionary: John F. Kennedy’s Life and Times.” JFK would have turned 100 on May 29. The museum says he was photographed more than any politician of his era. Curators say that the 77 photos on display capture the spirit of optimism that accompanied his rise to the presidency. (AP)

local THE DISTRICT The D.C. Council on Tuesday confirmed Peter Newsham as police chief, voting 12 to 1 to make the veteran the leader of the District’s crime-fighting force. Newsham, 52, has been serving as acting chief since Mayor Muriel Bowser chose him to fill in for Cathy Lanier, who retired in September after a nearly decade-long tenure. In February, Bowser named Newsham to permanently lead the police force. Newsham, who joined the force in 1989 and quickly rose through the ranks, serving half

Violent crime — particularly assaults and robberies — is down this year, though challenges remain in reducing homicides. AU students protest after campus noose incident
All liquor store customers in Montgomery County will soon be carded — regardless of how old they look. Montgomery County liquor control director Robert Dorfman says starting July 1, employees at all 27 county-run liquor stores will ask for age identification. Officials say the new rule will protect employees from subjective carding. Dorfman said many local restaurants and beer and wine sellers already do this when carding customers. The previous policy required liquor store employees to check the ID of customers who appear younger than 35 years old. (AP)
Hundreds of students marched at American University on Tuesday, a day after bananas were found hanging from nooses on campus. Videos on social media showed students marching out of the registrar’s office with withdrawal forms as a protest. The bananas found hanging on Monday were marked with the letters AKA, the letters for Alpha Kappa Alpha, a sorority with predominately black membership. Five former employees of Metro’s track inspection department are suing the agency, saying they were wrongfully terminated as part of an investigation into falsified inspection records. The lawsuit, filed in U.S. District Court, alleges Metro officials sought to blame rank-and-file workers, who are predominantly black, while protecting higher-ranking officials. The Justice Department has decided not to bring charges against the officers involved in the death of Alton Sterling, whose videotaped shooting by police in Baton Rouge, La., last summer prompted unrest across the city, and it is planning to close the probe, according to four people familiar with the matter. As of Tuesday evening, the Sterling family had yet to be informed by the Justice Department of the decision, and it is unclear how and when the department will announce its findings. “We have not heard nor received an update,” said Ryan Julison, a spokesman for the Sterling family’s attorneys. The case will be the first time under Attorney General Jeff Sessions that the department has publicly declined to prosecute officers investigated for possible wrongdoing in a high-profile case. Sterling’s death last summer sparked tense protests across the city. President Barack Obama then declared his confidence in the Justice Department probe, remarking, “We have seen tragedies like this too many times.” The incident came the day before a police officer in Minnesota gunned down school cafeteria manager Philando Castile

Slager pleads guilty A white ex-police officer whose killing of an unarmed black man running from a traffic stop was captured on cellphone video pleaded guilty Tuesday to federal civil rights charges. The plea from Michael Slager, 35, came five months after a jury deadlocked on state murder charges against him in the April 2015 shooting of Walter Scott in North Charleston, S.C. State prosecutors planned to retry Slager, but as part of Tuesday’s plea deal, they agreed to drop the murder case. Slager admitted violating Scott’s civil rights by shooting him without justification. He could get up to life in prison. (AP)

Report: Progress in black America is under threat African-Americans continue to lag behind whites economically — and their prospects look worse under President Trump, according to a National Urban League report released Tuesday. Any recent progress made toward racial equality is increasingly under threat, said Marc Morial, the league’s chief executive. He pointed to Trump’s intent to roll back Obama-era policies — from expanded health care coverage to greater police oversight — as evidence that the future is precarious. Trump has also proposed major budget cuts to federal programs that help low-income Americans, who are disproportionately black. The annual report found the standard of living for AfricanAmericans is 72 percent of that of the average white person. African-Americans have made gains over the past year with increased access to health care as well as in education, with a higher percentage of blacks receiving associate’s degrees. Their economic picture improved slightly, with a boost in black women’s earnings and growth in black-owned businesses. Those gains were neutralized by a decline in social-justice equality, the report said. Blacks experienced an increase in incarceration after an arrest. toward a cease-fire in the region. The two men also discussed the possibility of trying to organize a personal meeting at the Group of 20 summit in Hamburg, Germany, in July, according to the White House and the Kremlin. The phone call came amid escalating tensions between Russia and the U.S. in recent weeks, following a targeted military strike on a Syrian air base in April that Trump ordered in retaliation for a sarin nerve-agent attack allegedly carried out by the forces of Syrian President
Bashar al-Assad. “President Trump and President Putin agreed that the suffering in Syria has gone on for far too long and that all parties must do all they can to end the violence,” the White House said in a readout of the call. The White House described the conversation as “a very good one,” while the Kremlin called it “businesslike and constructive.” But the dueling readouts contained some discrepancies. Though both governments spoke of a cease-fire, with the U.S.
announcing it planned to send a representative to the cease-fire talks that begin in Kazakhstan on Wednesday, the Trump administration also said the two leaders spoke of establishing safe zones in Syria. FOOD Of all the months to face an avocado shortage, May is an especially bad one. Because of a diminished avocado crop in California and Mexico and increased demand for avocados worldwide, restaurateurs and consumers will have to pay as much as twice the usual cost for the fruit — which is really going to cut into your enjoyment of that Cinco de Mayo guacamole. Avocados are “alternate-bearing crops, with large harvests one year and smaller ones the next,” Bloomberg reports. This year’s harvest is the latter, and the small supply is being stretched thinner by greater demand. Americans, it seems, can’t get enough avocados. U.S. per capita consumption was only 1.1 pounds in 1989, but rose to 7 pounds by 2014, according to the Agricultural Marketing Resource Center. Trends like avocado toast and the growth of fast-casual Mexican chains like Chipotle can surely take credit for some of the increase during that time. Our mania for the fruit has gone global, too: There has been higher avocado consumption in China and Europe, which is also cutting into the supply this year

EDUCATION Educators and school mental health professionals across the U.S. are warning parents about the Netflix series “13 Reasons Why,” saying the show’s graphic depiction of a teenager’s suicide could trigger copycat behavior. Robert M. Avossa, the superintendent of Palm Beach County schools in Florida, said school personnel have seen a rise in the number of students who have hurt themselves and threatened suicide, and cited a connection to the show, which was released March 31. Netflix said it’s heard that the show has “opened up a dialogue” about its intense themes. It added warnings to its most graphic episodes and is adding another before the first episode. The National Association of School Psychologists sent a notice to school mental health professionals on how to talk about the show, its first such guidance in response to a TV show. “There is concern in the way that the suicide is portrayed and the buildup to the suicide … could trigger suicide contagion or copycat behavior,” said spokeswoman Kathy Cowan, adding that it romanticizes suicide. They also advise that vulnerable youth not watch. The show traces the perils and eventual suicide of a teen named Hannah, above, through 13 cassette tapes she sent to friends and acquaintances, explaining how they contributed to her breakdown. MVP finalist is day-to-day for Pittsburgh after Niskanen’s polarizing cross-check NHL PLAYOFFS The second-round series between the Penguins and Capitals has lasted just over 183 minutes so far, but the fate of it, and the outlook of the entire NHL playoffs, now hinges on the aftereffects of a split-second collision. In the first period of Game 3 on Monday, star center Sidney Crosby spiraled to the ice after being cross-checked to the head by Capitals defenseman Matt Niskanen. Crosby has been diagnosed with a concussion and will not play in Game 4 tonight, Penguins coach Mike Sullivan said Tuesday. Sullivan added that Crosby, the Penguins’ captain and finalist for the league’s MVP award, will be “day-to-day from there.” Niskanen was ejected from Game 3, but the NHL decided not to discipline him any further. While he will return to the series, it’s unclear if Crosby will, drastically shifting the Eastern Conference semifinal in which the Penguins have a 2-1 lead. The play that concussed Crosby started with Alex Ovechkin’s stick making contact with Crosby’s back and head as he drove to the net, just 5:24 into the
first period. The hit appeared to knock Crosby off balance before Niskanen barreled into him, stick first. Crosby remained face down on the ice until a trainer came to his aid. Crosby eventually departed through the tunnel and to the locker room. The injury sent shock waves through the hockey world, particularly because Crosby has a long history of concussions. In the 2011 Winter Classic, thenCapitals center David Steckel delivered a blindside hit to Crosby’s head. Four days later, Crosby was driven into the boards by Lightning defenseman Victor Hedman. It was later reported that Crosby suffered a concussion, and he missed 68 games over 10 months. Crosby, 29, also suffered a concussion in a practice during training camp, missing the first six games of the 2016-17 season. Before the hit Monday, Crosby had two goals and two assists in Games 1 and 2. That came after notching two goals and five assists in a first-round series against the Blue Jackets. Crosby also led the Penguins with 89 points — including a league-leading 44 goals — in the regular season.

Soft, smooth and steady At a time when everyone seems to be on drugs, music sounds a lot like pill-pop MUSIC Drugs and music. Music and drugs. Sometimes, they go together. If jazz was haunted by heroin, and rock bloomed on acid, and disco darlings preened on cocaine, and ravers got touchyfeely on Ecstasy, Lana Del Rey’s recent single, “Love,” sounds like 2 milligrams of Xanax crushed into dust and set adrift on the Pacific breeze. “Don’t worry, baby,” she sings repeatedly during the ballad’s gentle send-off, her voice plunging low, enunciation going slack. It’s the kind of song that quietly levitates you out of your life, then disappears. Listening to “Love” on Xanax might feel redundant, but in today’s freaked-out America — where relief-seekers are swallowing opioids and benzodiazepines in record numbers — the connection between our sounds and our substances feels
pervasive. When everyone seems to be on drugs, everyone’s music sounds more like pill-pop. Pill-pop has a smoothness, a softness, a steadiness. It isn’t new, but it’s increasingly everywhere. You can hear it in The Weeknd’s demulcent falsetto, in Rihanna’s unruffled cool, in Drake’s creamier verses, even in Justin Bieber’s buffed edges. Out on the dance floor, it’s most evident in the cushiony pulse of tropical house, a softer style that Kygo and other big-time producers have used to mitigate the intensity at various EDM festivals in recent years. One could argue that drugs and pop have always worked more in parallel than in tandem — both attempt to relieve the symptoms of the era. But much of today’s pop music explicitly asks to be heard in a pharmacological context. Brand names

Dominance in this industry belongs to those artists who replicate their softness in abundance, and then roll it out on the streaming platforms — the way that Drake and The Weeknd have each done. Instead of forging fresh styles, these guys take leisurely laps back and forth across their respective comfort zones. Is that lazy? Well, comfort zones are hard to find in Donald Trump’s America, and our psychotropic priorities have changed. We used to want to have our minds blown. Now, we’d prefer to have our minds massaged. Monday night’s Met Gala honored the work of avant-garde designer Rei Kawakubo, of whom Vogue editor-in-chief Anna Wintour said, “Not only does she think outside of the box, she doesn’t acknowledge the box.” Some (boring) celebrities went for classic gowns, but many guests took up the theme by arriving in dramatic, curiously shaped pieces, some of which were designed by Kawakubo herself. According to the New York Post, Kelly Osbourne is dating Mario Cuomo — a musician, not the late governor of New York. Sources said the two have been on a few dates, and were recently spotted at dinner in Chicago during a stop on her book tour for her new title, “There Is No F---ing Secret.” Cuomo is the lead singer for the indie rock band The Orwells. Justin Bieber is dating Hailee Steinfeld, TMZ reported. The two have been dating for about a month, having been introduced by their mutual pastor, Carl Lentz. TMZ noted that there were hints of the romance last month, when Bieber was photographed holding a cellphone while video chatting with the singer and actress. (EXPRESS)

In a YouTube video posted Monday, Janet Jackson confirmed reports that she has separated from her husband, Wissam Al Mana. “We are in court and the rest is in God’s hands,” she said in the video. The singer arrived encased in fluttery petal-like fabric — a work created by honoree Rei Kawakubo. Rihanna’s look was largely considered the best of the night, topped off with stagey pink rouge on her cheeks. A sliver of stomach peeked out from the freewheeling two-piece design.
The actress’ floor-sweeping trench coat evening gown from Ralph Lauren took up a lot of real estate on the carpet, which was blue this year. Cameras regularly caught an assistant behind Chopra, perfectly draping the gown’s long train. Twitter was quick to make Inspector Gadget jokes.
The Met Gala co-chair made a statement in a veiled dress created for her by designer John Galliano. The sleeves on her red tulle and silk chiffon dress were elongated in a nod to Kawakubo. Some outlets speculated that her headpiece, which spelled the word “witness,” was a hint at her next album title.
