VIRGINIA As a little girl, Kelly Renaud took tracing paper given to her by her grandmother and spent hours drawing floor plans. Now the Virginia Tech graduate makes a career out of building homes for Habitat for Humanity of Northern Virginia. “I fell in love with construction and Habitat,” she said. Home building continues to be dominated by men, but the number of women in the industry is growing. Renaud, a construction and program manager, is one of three women who lead Habitat NOVA’s construction team. In honor of Mother’s Day and to highlight the homeownership hurdles faced by women, Habitat for Humanity created a weeklong, nationwide event called National Women Build Week. The organization encourages women to spend time this week helping build homes for families. Instead

of taking mom to brunch, Habitat would like women and men to celebrate motherhood by picking up a hammer, laying drywall or helping frame a house. It expects several thousand volunteers to work on Habitat homes across the country this week. “I really love to work with volunteers on the job site,” Renaud said. “I love getting to know people. I love to teach them a new skill that they didn’t know how to do before, hoping that they will come back.”

Habitat NOVA is building two single-family detached homes in Fairfax County. The two-story, three-bedroom, three-bathroom homes are being constructed to Earthcraft Gold standards. They are the first Habitat NOVA houses to have solar panels. The homes will be sold at cost of construction to qualified families. Habitat for Humanity is promoting women in architecture this week

The Atlas Room closed last weekend on H Street NE, but look for its replacement to arrive by the end of May. Chef-owner Matt Cordes said he had been thinking about changing the restaurant he opened in 2010, in the hopes of fitting in with the more casual concepts that have moved into the neighborhood. Atlas Room’s replacement will still offer “really good food” but in “more of a neighborhood restaurant and bar type of setting,” Cordes said. (TWP)

Officers are looking for a male suspect who shot and killed a woman and wounded a man outside a Prince George’s high school, police said. The Prince George’s County Police Department said on its Twitter account that the shooting appears to be domestic-related. The county fire department said the shooting took place at High Point High School in Beltsville. No students or staff were injured, according to a public schools spokeswoman. (AP)

A Silver Spring man has been convicted of running a romance scam on the Internet that defrauded victims of more than $600,000. A federal jury in Greenbelt, Md., on Wednesday convicted 27-year-old Evans Appiah on conspiracy, mail and wire fraud, and identity theft charges. The U.S. Attorney’s Office said Appiah and his co-conspirators initiated romantic relationships with men and women they found on dating websites. Appiah faces a maximum of 20 years in prison. (AP)

D.C. ends felon pay plan City had mulled giving violent offenders cash not to commit crimes THE DISTRICT The District will not launch a controversial plan this year to pay its most violent gun offenders stipends to stay out of trouble, and the chairman of the D.C. Council’s judiciary committee says Mayor Muriel Bowser is responsible. Bowser did not fund a penny of a sweeping crime bill that the council spent months crafting in

response to last year’s 53-percent spike in homicides. The centerpiece of the bill was the stipend program, aimed at replicating an acclaimed model in California. More broadly, the plan would have altered the city’s approach to gun violence by treating it as a public health emergency, including stationing social workers at emergency rooms around the clock. But Bowser was hostile to the plan, sponsored by D.C. Council member Kenyan R. McDuffie, saying she preferred a more robust police response.

As a result, the judiciary chairman said he would not try to fund it by diverting money from other programs if Bowser would only implement it halfheartedly or not at all. Bowser is under increasing pressure to demonstrate that her go-it-alone approach can begin to reverse the trend. One national study has grouped D.C. with Chicago and Baltimore, with the three cities combined accounting for the majority of increased homicides in major cities nationwide last year. AARON C. Police: Man scaled cathedral scaffolds A man who scaled 200 feet of scaffolding outside the Washington National Cathedral was talked down by D.C. police early Thursday and taken to a hospital to be evaluated, according to authorities. The man was discovered by church security at about 11 p.m. Wednesday and came down on his own at about 3 a.m. after D.C. police were called to the 300-foot-tall building in the 3100 block of Wisconsin Avenue NW. FDA imposing rules on sale of e-cigarettes HEALTH The Food and Drug Administration, for the first time, imposed regulations Thursday on e-cigarettes, cigars and other tobacco products, requiring manufacturers to disclose their ingredients and submit their products for government approval, and barring retailers from selling the items to anyone under 18. The rules extend long-standing restrictions on traditional cigarettes to hookahs, pipe tobacco and nicotine gels as well as e-cigarettes. E-cigarettes are battery-powered devices that turn liquid nicotine into an inhalable vapor. They lack the chemicals and tars of burning tobacco, but the cigarettes have not been extensively studied, and there is no scientific consensus on the risks or advantages of “vaping.” Federal health officials billed the new rules as critical to taming a “Wild West” atmosphere involving a multibillion-dollar industry whose products have surged in popularity in recent years, especially among young people. “As cigarette smoking among those under 18 has fallen, the use of other nicotine products, including e-cigarettes, has

taken a drastic leap,” said Sylvia Mathews Burwell, secretary of health and human services. “All of this is creating a new generation of Americans who are at risk of addiction.” Industry officials reacted angrily, predicting that the regulations would decimate small businesses and prompt some consumers to return to more harmful conventional cigarettes. P ublic health advocates praised the administration effort as an important step in the long-term battle against tobacco use, but several called for additional steps, including an outright ban on flavors in e-cigarettes

and sharp curbs on advertising. The youth-access restrictions, which take effect in 90 days, compel retailers to verify the age of purchasers by photo identification, to put health warnings on their labels and to bar sales of the products in vending machines that are accessible to minors. The rules also ban the distribution of free samples, and the use of flavors in cigars. The new regulations generally require manufacturers whose products went on sale after Feb. 15, 2007, to get approval from the agency to continue selling their products.

NATIONAL SECURITY Two months after Osama bin Laden was killed, the CIA’s top operative in Pakistan was pulled out of the country in an abrupt move vaguely attributed to health concerns and his strained relationship with Islamabad. In reality, the CIA station chief was so violently ill that he was often doubled over in pain, current and former U.S. officials said. Trips out of the country for treatment proved futile. And the cause of his ailment was so mysterious, the officials said, that both he and the agency began to suspect that he had been poisoned. Mark Kelton retired from the CIA and his health has recovered after he had abdominal surgery. But agency officials continue to think that it is plausible — if not provable — that Kelton’s sudden illness was somehow orchestrated by Pakistan’s Inter-Services Intelligence agency, or ISI. The disclosure is a disturbing postscript to the sequence of events surrounding the bin Laden operation five years ago, and adds new intrigue to a counterterrorism partnership that has often been consumed by conspiracy theories. That 2011 time frame was marked by extraordinary turbulence in the United States’ relationship with Pakistan, a wary alliance that was close to

Even if the poisoning suspicion is groundless, the idea that the CIA and its station chief considered the ISI capable of such an act suggests that the breakdown in trust was even worse than widely assumed. Kelton, 59, declined multiple requests for an interview, but in a brief exchange by phone he said that the cause of his illness “was never clarified,” and added that he was not the first to suspect that he had been poisoned.

U.S. officials acknowledged that the CIA never obtained clear evidence that Kelton was poisoned or confronted Pakistan with that charge. Even so, current and former U.S. intelligence officials said that the ISI has been linked to numerous plots against journalists, diplomats and other perceived adversaries, and that the spy agency’s animosity toward Kelton was intense. Officials said the ISI chief at the time, Ahmed Shuja Pasha, routinely refused to speak with Kelton or even utter his name, referring to the dour CIA station

Scientists at two labs have broken the 9-day record for in-vitro gestation by keeping human embryos alive in a petri dish for 13 days. The embryos could have survived even longer if not for guidelines that force scientists to end their experiments at the 14-day mark, which is when embryos are typically implanted into a uterus and when the symmetry of the human body begins to take shape. For unwanted infants, a haven in ‘baby boxes’ INDIANA In her mid-30s, Monica Kelsey learned her life began in tragedy. Her mother, at the age of 17, had been attacked, raped and left for dead. According to Kelsey’s autobiography, her mother would eventually abandon her when she was two hours old. Today, Kelsey is a firefighter and anti-abortion advocate. She’s among those leading the charge to install climatecontrolled baby boxes — places for parents to anonymously deposit unwanted infants — across Indiana. All 50 states and the District of Columbia have safe haven laws, which allow unharmed newborns to be surrendered without fear of prosecution. “This is not criminal,” Kelsey said. “This is legal. We don’t want to push women away.” The first Save Haven Baby Box was embedded in the wall of a fire station in Woodburn, Ind., on April 19, the anniversary of the day Kelsey’s mother left her. The padded boxes work like a cross between a library book drop-off and a people-pod in a Japanese hotel. The box alerts emergency responders within a minute of a baby being deposited. Kelsey told IndyStar that the incubator locks after a baby is placed inside, and any baby will be retrieved within five minutes. WeLive, which also has a location in New York, is designed around flexibility: Residents live month to month rather than signing a lease. There’s no need to wait for the cable guy to hook up your TV or Internet service. And no one has to shop for a bed, couch or table. Residents need to arrive with little more than their clothes and a security deposit — there are no credit checks required. A private studio in Crystal City starts at $1,640 a month, and a studio with two beds starts at $1,880. There are also one-, two-, three- and four-bedroom apartments. A four-bedroom goes for $4,220 a month. Residents pay a $125 monthly fee that covers utilities, cable and Internet. Residents can live alone, bring their own roommates or work with WeLive to find a roommate. In Crystal City, nine floors of an old office building were converted into WeLive apartments. The space is divided into three “neighborhoods,” three-floor clusters of apartments that share common areas. The thinking is that residents will naturally self-identify and organize near

people with similar hours, hobbies and lifestyles. But even if they don’t, the apartments have been soundproofed. WeLive wants to encourage positive social interactions so that its neighborhoods develop into strong communities. The common spaces don’t have dead ends, to avoid the awkward feeling you may have of entering a shared area only to turn around and exit the same way you came. “We want you to be able to look at what’s going on and see if you know someone. If you didn’t see anyone through that whole path you could cycle back down to your room and no one would know you’re out of place if you didn’t find that place to sit down,”

McKelvey said. WeLive also has its own app that residents can use to text the entire community to set up social events or borrow food or things from one another. Stephanie Sutton, 31, moved into WeLive’s Crystal City location a month ago as part of the building’s beta testing. Her favorite aspect has been the sense of community. “It really does feel like home,” she said. “It’s a great way to develop friendships without any pressure. Here you passively make 10 friends instantly.” So far she has roasted a rabbit from a farmers market and shared it with neighbors. The four-bedroom apartment she

splits with three others has a full kitchen, but she has opted to cook in the shared kitchen because of the high-grade appliances and social aspect. Residents have also gotten together to watch the NHL playoffs and “Game of Thrones.” Although WeLive appears best designed for people in their 20s and 30s, all ages are welcome. Angela Fox, 48, moved into the Crystal City location with her 12-year-old son, who can walk to his middle school. Fox, the president of the Crystal City Business Improvement District, considers herself more experience-oriented than possession-focused. When her son saw the gaming options at WeLive — including a foosball table in the laundry area — he was hooked. That was enough for Fox. She put her furniture in storage and moved into WeLive earlier this year. For McKelvey, the point of the WeLive community is helping people succeed. “It could be that success for them is finding the right job, it could be finding the right friends, it could be building a family,” he said. “Whatever it is, it’s more having the conscious pursuit of a life they want rather than sort of floating along and not really concerning themselves with what their future holds.” MATT McFARLAND (THE WASHINGTON POST)

It’s a bit baffling: A price quoted for an apartment can vary depending on the lease start date, even if it’s a one- or two-day difference, and the lease term you choose. Much like technology used for hotels and airline tickets, the system creates a quote based on a number of factors. The software compares competitors’ rental rates, current market conditions, seasonal trends, leasing velocity, lease term, vacancy rates, time of year and more stats on a daily basis to determine a rental rate. Since the system takes into account seasonal trends, you can use that to your advantage. Plan your move for a slower time of year, like fall or winter. If you must move at this time of year, being flexible on your lease term can help. These systems will determine the marketability of the apartment at the end of your lease term, so try a few lease terms to find the best price. In addition, the emptier a building is, the lower your rent. So for reasonable rent options, find a property that has a higher vacancy rate. You might have to be flexible on location to do this, but the amount you save could be worth it. This technology also explains why a leasing office cannot tell you what a rent on an apartment will be tomorrow or next week. Pittsburgh hasn’t had a three-game losing streak since mid-December. Despite making the playoffs eight of the past nine years, Washington hasn’t reached the conference finals since 1998 and trails the Penguins 3-1 in their second-round series. Since beating Matt Murray four times in a 4-3 overtime win in Game 1, the Capitals have struggled to score on the Penguins’ rookie goalie. Murray, 21, has stopped 104 of 109 shots in winning three straight games and has now won 13 of his last 14 decisions overall. Murray has established himself as the stronger goalie this series — no small feat against Vezina Trophy finalist Braden Holtby, who has lost three straight games for the first time since last May.

A year after leading the Capitals in playoff scoring, Evgeny Kuznetsov has been held to just one power-play goal in 10 games this postseason. Dating back to the regular season, Kuznetsov has gone 30 straight games without scoring at even strength. His linemate Justin Williams — the three-time Stanley Cup champion and 2014 Conn Smythe Trophy winner — has been held to one goal in 10 playoff games, is a team-worst minus-5 and leads the Caps with six minor penalties.

The Capitals have held Sidney Crosby and Evgeni Malkin to a goal and two assists combined, while going a perfect 14-for-14 against Pittsburgh’s vaunted power play. Still, the Capitals find themselves in a 3-1 hole thanks in part to the production of Pittsburgh’s depth at forward. Third-liners Carl Hagelin and Nick Bonino lead all players with four points each in the series, while fourth-line center Matt Cullen, 39, has a goal and an assist in the past two games.

The Capitals missed a golden opportunity in Game 4. The Penguins dressed two defensemen — Derrick Pouliot and Justin Schultz — who had two games of postseason experience combined. The suspension of Pittsburgh’s No. 1 defenseman Kris Letang, plus the injury to Olli Maatta, left the Penguins vulnerable, but the Capitals didn’t take advantage. Washington went the first 8:31 of the second period without a shot on goal and struggled to sustain pressure in the offensive zone.

While the Penguins overcame Letang’s suspension, the Capitals haven’t filled the void left by Brooks Orpik, who has one game left on his three-game ban. Nate Schmidt was promoted to the second pair and saw increased minutes in Game 3, but a turnover led to Hagelin’s eventual game-winning goal. Mike Weber replaced Schmidt for Game 4, and while Weber didn’t look out of place in regulation, his turnover early in overtime led to Patric Hornqvist’s game-winner.

Kent will be super: This Derby is all about the jockeys Sometimes it’s not the best horse that wins the Kentucky Derby — it’s the best rider. When 20 horses head down the final turn looking for glory in Saturday’s 142nd Run for the Roses at Churchill Downs (NBC, post time 6:34 p.m.), Kent Desormeaux will remember his path to three previous wins. And the best rider of his generation will lead Exaggerator over favorite Nyquist — with Mor Spirit coming in third. The Cajun legend — who rode in Louisiana before he was 10 years old and won his first stakes race in Maryland at 16 — will leap from his saddle in the

winner’s circle and fans will remember that Desormeaux, a Hall of Famer, is truly the best jockey of his time. Exaggerator may not be the best of the 20 3-year-olds in the Derby; Nyquist gets that nod as the 3-1 early favorite. There are probably six runners with a chance to win. But aside from Gary Stevens, who continues his iconic career at age 53 aboard Mor Spirit, there isn’t another jockey remaining who can match Desormeaux. Desormeaux, 46, was a three-time national champion from 1987 to ’89 at Laurel Park and Pimlico Race Course, winning nearly 600 races annually as a teen.

He then moved to the prestigious Southern California circuit to ride the best horses. Desormeaux rode Real Quiet to victory in the 1998 Derby and Preakness Stakes before missing the Belmont Stakes and Triple Crown in a photo finish. He followed with Fusaichi Pegasus in the 2000 Derby. Desormeaux was aboard another Triple Crown near-miss with Big Brown in 2008 after winning the Derby and Preakness. While he’s had a great career, with 5,741 victories for more than $274 million, Desormeaux’s personal demons with alcohol and anger issues forced him to leave California and ride lesser circuits. He rebuilt his image and enters the Derby with a colt trained by his brother Keith. On Saturday, Desormeaux will keep Exaggerator between fifth and ninth for much of the early race, waiting for his moment. The Derby often blesses those with tactical speed and timing, and Desormeaux will surely urge

Redskins hand Reed a 5-year, $50M contract REDSKINS Just hours after signing a five-year contract worth an estimated $50 million, Redskins tight end Jordan Reed confessed Thursday that he had worried whether the team had enough money left under the salary cap to take care of its veterans after the $75 million deal to land cornerback Josh Norman. “Yeah, it was a concern,” Reed said during a conference call. “They made it work out and were able to give me what my agent was asking for at the time.” Reed, who’ll turn 26 on July 3, will now enter his fourth season with the Redskins as one of the NFL’s higher-paid tight ends. During the Redskins’ run to the NFC East title last season, he finished with a career-high 87 catches for 952 yards and 11 TDs. Reed said he felt he could get better still, both as a receiver and blocker, next season. “I feel like I can create more separation on routes and eliminate some of the holding penalties I was getting called for,” Reed said. Friends become foes The Avengers assemble against each other in the overloaded but fun ‘Civil War’

FILM REVIEW It’s almost not fair that “Captain America: Civil War” is opening barely a month after “Batman v. Superman: Dawn of Justice.” Crisply photographed, thoughtfully acted and often refreshingly amusing, “Civil War” injects doses of much-needed fun into a genre of filmmaking that’s become mired in dour pretentiousness, when it’s not ridiculing its own excesses in such metasnark exercises as “Deadpool.” For a l l its considerable strengths, though, “Civil War” deserves mention with “Batman v. Superman” in one other respect, which is to suggest that the comic book spectacle is in danger of collapsing under its own weight. Its sheer bigness ultimately begins to work against it. “Civil War” opens in Nigeria with an anarchic, spectacularly explosive action sequence

involving gunfire, car crashes, fistfights and an acrobatic chase through a Lagos marketplace. The bludgeoning continues throughout the film, amped up by a fragmented filming and editing style that gives the action a jittery, hyper-caffeinated edge. Everybody’s jacked up and angry — jangry! — in “Captain America: Civil War.” The world is jangry at the Avengers for their wanton destruction of cities and citizens in their pursuit of justice. Captain America (Chris Evans) is jangry because the U.S. government wants to subject the team to the oversight of the United Nations. Tony Stark — played in a characteristically smooth turn by Robert Downey Jr. — is jangry because of abandonment issues that have lingered since the tragic death of his parents (John Slattery and Hope Davis). And I’m jangry because Disney hasn’t seen fit to

As in their previous outing, “Captain America: The Winter Soldier,” the brothers display a fine sense of craft here, executing the story and set pieces alike with efficiency and finesse. sequences begin to take on a sense of diminishing returns — especially after an impressively choreographed showdown at the Berlin airport — the Russos at least try to balance them with genuine character development during the quieter moments. As viewers approach the film’s second hour, they could be forgiven for wondering just how much more carnage, chaos and character-establishing they can take. The Russos are at their best when they’re camouflaging their movie’s real intentions, which is to tee up the more than a dozen Avengers movies planned through 2020. “Captain America: Civil War” acquits that duty with taste, skill and welcome pizzazz — even when it threatens to become way too much of a good thing. Writer and director Anders Thomas Jensen positions “Men & Chicken” as a fablelike ode to humanism and tolerance, but his obsession with brutish sexuality and mean, slapstick humor makes that claim feel unearned and glib. It’s often as harsh as heartfelt, cruel as coolly observant. “Men & Chicken” might have set out to be outrageous and darkly provocative, but it winds up feeling creepy, weird and condescending. A.H.

‘Francofonia’ Unrated, 88 minutes

Best known for his 2002 art-house hit “Russian Ark,” director Alexander Sokurov is a visual virtuoso. So it’s odd, and a bit disappointing, to find that “Francofonia” is so talky and, with rare exceptions, visually dull. A formula in both senses of the word ‘The Man Who Knew Infinity’: Brilliant math in a by-the-numbers film

FILM REVIEW The life of the imagination is difficult to capture, let alone to contain, onscreen. For that reason, movies about such original thinkers as famous writers and artists — or, as in “The Man Who Knew Infinity,” the pioneering mathematician Srinivasa Ramanujan — suffer from an inherent difficulty. How do you show, in ways that are at least vaguely cinematic, the stroke of genius? Dev Patel plays Ramanujan, a self-taught mathematical prodigy from India who died at age 32 after doing groundbreaking work at Cambridge University in the early years of the 20th century. For simplicity’s sake, the film focuses on only one aspect of Ramanujan’s work: his pioneering exploration of number theory, particularly as related to partitions. The number 4, for instance, can be expressed as

the sum of five — and only five — “partitions” of whole numbers: 1+1+1+1; 1+1+2; 1+3; 2+2; and 4. As a number grows larger, approaching infinity, could there be a formula, Ramanujan wondered, that would calculate the number of its partitions? He thought he had found one. All he had to do was prove it to a skeptical, Anglo-centric academic community. This is math at its purest — math for math’s sake — and it’s heady, if hardly cinematic, stuff. We watch Ramanujan shuffle back and forth between his digs at Cambridge and the

office of his mentor, professor G.H. Hardy (Jeremy Irons), who suspects his protege is right but unrigorous. Hardy pushes him to be more diligent in his proofs. Ramanujan, meanwhile, equates his grasp of number theory to a religious experience, something that comes to him intuitively rather than through calculation. “Every single positive integer is one of his friends,” Hardy’s colleague Littlewood (Toby Jones) observes after Ramanujan notices that the number of his taxi, 1729, happens to be “the smallest number expressible as the sum of two cubes in two different ways.” Of course, our hero is also ill with tuberculosis through all of this, so the movie benefits from the poignancy of a brilliant life about to be extinguished. Based on Robert Kanigel’s 1991 biography of Ramanujan, “The Man Who Knew Infinity” tells a great story. It’s just that it’s a little too by-the-book to make anything other than a so-so movie. The rush to ‘War’: So, what are we fighting about? to get into because “Civil War,” like most Marvel movies, is best enjoyed as spoiler-free as possible. Let’s just say there’s some legislation proposed that would bring the Avengers from independent contractors to more of a full-time employee status, and the tax implications (and other stuff) bother some of the heroes. Here’s what the promotional hashtags don’t show, though: The central conflict in the movie isn’t the titular war. While every fight scene is breathtaking — literally, as in you can hear the audience exhale after each one is finished — the fights aren’t the point. The marketing simply

Saying that Tom Holland as SpiderMan steals the movie the way Gal Gadot as Wonder Woman stole “Batman v Superman: Dawn of Justice” is unfair, because “BvS” was awful and “Civil War” is really, really not. But 14 years after Tobey Maguire donned the mask and only two after Andrew Garfield took it off, Holland needs only three scenes (stay through the credits, kids!) to firmly establish himself as the most fun, most canonical Spidey to ever swing onto the big screen. It’s understandable that one would think “Captain America: Civil War” is about a war. I mean, title aside, the marketing promos have been setting up the central conflict as a battle between earnest Everyman (um, aside from the insane muscles) Cap and the quippier, charmingly elitist Iron Man. The hashtags #TeamCap and #TeamIronMan have become cultural dividing lines — ones that are drawn before people have even seen the movie, judging by the heavy presence of Captain America T-shirts at the press screening. The message is clear: You have to pick a side, and you’d best pick it before the lights go down. There will be some people in the audience who have read the “Civil War” comics, upon which Marvel’s latest film is based, and have made their decision based on that — that’s why I entered the theater sporting my Peggy Carter shirt, the closest one I had to a Cap one. While the movie’s conflict is similar to the one in the 2006-07 comics series, it is notably and importantly different in ways I’m not going

told us that the movie is about sides, about teams, about how there’s an “us” and a “them” because “we’s” never last. And we quickly picked sides. But we forgot to ask what we’re fighting about. As an illustration of how we’re so willing to leap into a fight we’re not even sure is ours, the lovably nerdy Cap is the only one shown actually reading the legislation that ignites the conflict. It’s possible he’s just a slow reader; it’s more probable that everyone else got the summary from BuzzFeed’s These Kitten GIFs Explain the New Rules

Governing Superheroes. “Civil War’s” PR geniuses — and geniuses they are — have used some sort of meta-marketing to illustrate the exact point the movie is making. It’s easier to pick a side than to arrive at a rationale. It’s easier to hashtag a tweet than to consider an argument. It’s easier to fight an enemy whose story you haven’t heard. It seems that all you need to make a war is to convince people they’re already in one.
