Military Sex Assaults on The Rise, Pentagon Says Obama responds to report, says he has no tolerance for abuse Washington Sexual assaults in the military are a growing epidemic across the services, and thousands of victims are still unwilling to come forward despite a slew of new oversight and assistance programs, according to Pentagon documents. Troubling new numbers estimate that up to 26,000 military members may have been sexually assaulted last year, according to survey results released against a backdrop of scandals, including an ongoing investigation into more than 30 Air Force instructors for assaults on trainees at a Texas base The report comes just days after the Air Force’s head of sexual assault prevention was arrested last weekend on charges of groping a woman in a suburban Vir-

Like many others, they spent the rest of their lives trying to forget. Yad Vashem, Israel’s national Holocaust memorial and museum, is asking them to remember. Experts have documented the names of about 4.2 million of the roughly 6 million Jews who were killed by the Nazis in World War II, and officials are going door-to-door in a race to record the memories of elderly survivors before their sto-

Nearly Six Decades and Counting Yad Vashem’s goal is to collect the names of all 6 million Jewish victims of the Holocaust. The memorial’s very name — Yad Vashem is Hebrew for “a memorial and a name” — alludes to its central mission of commemorating the dead as individuals, rather than mere numbers like the Nazis did. It hasn’t been an easy task. The project began in 1955, but over the following half century, fewer than 3 million names were collected, mostly because the project was not widely known. Many survivors refrained from reopening wounds, or they clung to hopes that their relatives might still be alive. (AP)

Metro Sees Increase in Robberies Agency says iPhones, clothes are popular with system thieves Washington Metro said it is seeing an uptick in robberies for the first three months of this year, as snatchings of iPhones continue to be a problem on the system. Robberies are up 36 percent — 121 incidents from January to March, from 89 incidents during the same time period last year. Metro officials said these robberies include crimes in which a suspect confronts a person and demands

their property with “force or the threat of force.” Twenty-nine percent of the 121 robbery incidents involved iPhone thefts. While the number of snatching and pickpocket incidents on Metro dropped to 144 incidents in the first quarter of this year, compared to 239 incidents a year ago — a five-year high — 67 percent of snatchings this year were of Apple iPhones, according to Metro statistics. Newly appointed Metro Transit Police Chief Ron Pavlik is expected to give an update on the transit agency’s most recent crime statistics to the board of directors at Thursday’s monthly committee

Statistics released by the tourism bureau Destination D.C. show a 5.5 percent increase in total visitors compared with 2011. A study found that domestic visitation grew by 4.2 percent to reach 16.8 million U.S. visitors last year. One neighbor says a naked woman was seen crawling on her hands and knees in the backyard of the house a few years ago. Another heard pounding on the home’s doors and noticed plastic bags over the windows. Both times, police showed up, the neighbors say, but never went inside. Neighbors also said the owner of the house joined others at a candlelight vigil for two of the missing girls. Now, after three women who vanished a decade ago were found captive at the rundown house Monday in a discovery that exhilarated the city, Cleveland police are facing questions for the second time in four years about their handling of missing-person cases and are conducting an internal review. City Safety Director Martin Flask said that investigators had no record of any tips or calls about criminal activity at the house after the victims vanished but were still checking their databases. Police did go to the house twice in the past 15 years, but not in connection with the women’s disappearance, officials said. The three women were rescued after one of them flagged down a neighbor, Charles Ramsey, who then helped her slip through an obstructed front door. She then called 911. “Help me. I’m Amanda Berry,” she told a 911 dispatcher. “I’ve been kidnapped and I’ve been missing for 10 years and I’m, I’m here, I’m free now.” Berry, 27; Michelle Knight, 32; and Gina DeJesus, about 23, had apparently been held captive in the house since their teens or early 20s,

Building more than bridges Together Western architectural firms and Chinese developers are stretching the boundaries of design, Kelly Chung Dawson reports.

W

hen news broke in late 2012 that developers in Chongqing were building a near exact duplicate of Zaha Hadid’s Wangjing Soho development in Beijing, the British architect’s reaction was surprisingly magnanimous. “That could be quite exciting,” she said of the potential for another developer to add innovation or improve upon her work.Soon afterward,her firm issued a threat of litigation against the developer, Chongqing Meiquan, which denied the allegation and launched an advertising campaign proclaiming: “Never meant to copy, only want to surpass”. The Chongqing structure is scheduled to be completed in 2014, a deadline that has both the alleged copycat and its inspiration racing to finish construction first.

Hadid is one of a number of high-profile Western architects commissioned to work on splashy Chinese projects, including stateof-the-art entertainment and arts complexes, airports and luxury hotels. Completed in 2010,Hadid’s Guangzhou Opera House employs a revolutionary asymmetrical design. Rem Koolhaas’ head-turning design for Beijing’s CCTV building, completed in 2008, was labeled “maybe the greatest work of architecture built in this century” by the New York Times. Less reported has been the wave of small- to mid-sized Western architectural firms that have found steady business designing less glamorous projects such as multi-use retail and business centers, private residences and other structures, feeding a demand for growth and construction in lower-tier cities. Many US firms also said that they had more leeway in China to experiment

with creative design than in their riskaverse home market, which had been slow to recover from the economic recession. Chinese developers choose to contract Western architectural firms for a variety of reasons, most notably the prestige a Western name can bring to a Chinese development. For Western firms, high-paying splashy projects are also enticing. “Obviously there’s the market, and the prestige of doing work internationally,” said Kevin Kudo-King of Olson Kundig Architects, a mid-sized firm based in Seattle. “We like being an international firm. From a selfish point of view, we feel that doing international work makes our work better.”

Designing in China

However, designing for the Chinese market can feel liberating because in contrast to US conditions, the Chinese government seems determined to

push construction growth, said Clark Manus, CEO of Heller Manus Architects in San Francisco and president of the American Institute of Architects. “It has been extremely refreshing for us to explore new ideas in China that we would not have been able to do in San Francisco due to planning and zoning restrictions,” he said. “They’re able to be more forward thinking in some ways; simply put, the government is making things happen.” Line and Space, a small Tucson, Arizona-based firm that has done 79 projects in China, and is now working on two more with Legend, a Chinese development company. “They give us an exceptional amount of time to develop our design ideas, have provided strong critiques and supported our investigations and studies of site situations,” firm founder Les Wallach said. In 2006,ZK Real Estate Development Co hired 10 Western architectural firms to design 78 unique residences for a 19-hectare luxury villa development outside Shanghai called the Zhongkai Sheshan Villa project. Stuart Silk, head of a 17-person firm based in Seattle,

was commissioned to create nine residences. The Chinese developer hired a Harvard University-educated architecture consultant, Wang Qian, who encouraged the Western firms to run free with their ideas. The project was an opportunity to go big, Silk said. “They really encouraged us to use our best judgment,” he said. “They felt they had hired talented architects, and they made it clear that they didn’t want us to feel hindered aesthetically.” But as the process continued, the developer and the consultant Wang began to clash, Silk said. Wang and other local architects who had helped in the early days of the project seemed to lose control of the project, which became “driven by people who didn’t know what they were doing”, he said. “In the end, I was disappointed. It took a few years more than we thought it would for them to complete the buildings, and they only kind of look like what we designed.”

Taking a risk

Zhonggui Zhao, a Yale Universityeducated partner at Zephyr Architects in Beijing, said such clashes with Chinese developers and the government are not isolated. “On the one hand, you can say that the Chinese developer/government agencies respect the architects,” he said. “They are fearless about risk taking. They have helped many Western architects to realize their dream (designs), which would never have been built in their home countries. On the other hand, they are very unprofessional. Most of them don’t care about craftsmanship and building quality. That change will take years.” But James Zheng, head of the China operation for Goettsch Partners, a mid-sized firm based in Chicago, noted that there had been a dramatic improvement in the sophistication of developers and clients in the last 10 years. “They’ve seen more projects outside China, and these days they’re talking in the same language about efficiency and sustainability,” he said. “Ideas that originate in both cultures come together to create something unique and truly special. I think there’s a realization today that there needs to be a clear, shared vision. We’re seeing that more and more,” said Kudo-King from Olson Kundig Architects.

New translation aims to bring erotic novel into the mainstream By KELLY CHUNG DAWSON In an office littered with thousands of notes inscribed on stacked paper flash cards, David Tod Roy has labored on what he calls his “life’s work” for three decades. Painstakingly poring over a 16th-century novel that in woodblock form ran more than 3,000 pages, the University of Chicago professor of Chinese literature has devoted his career to the translation and annotation of Chin P’Jin Mei, or The Plum in the Golden Vase. Written anonymously, the work focuses on a corrupt merchant and his harem of six wives and concubines. While the book is most often recognized for its erotic realism, The Plum in the Golden Vase is a landmark not only in the history of Chinese literature but world literature, Roy said. Its role in shaping the later (and arguably most famous of all Chinese novels) A Dream of Red Mansions was undeniable, he said. “It’s an extremely significant book,” he said. “Every time I’ve taught this book, I’ve become more convinced of its importance and impressed by its rhetorical sophistication. Some people have viewed it purely as an erotic novel, but at the time it circulated among members of the educated elite and the literary avant-garde, who all recognized it for being a work of literary genius.” He first became aware of the novel as the teenage son of Presbyterian missionaries in Nanjing and Shanghai, where he studied at the Shanghai American School with his brother,formerUSambassador to China J. Stapleton Roy. He later taught the work at Princeton University and the University of Chicago.

The Plum in the Golden Vase was groundbreaking for its focus on ordinary life in a middle-class family; earlier Chinese literature had focused only on emperors, powerful officialsorfiguresinmythology. The book’s incredibly detailed descriptions of daily life, dress, cuisine, legal malfeasance and yes, sexual activity — all make it a “rich sourcebook for any student of 16th-century society”, Roy said. As a language resource, the book is also remarkable for having documented the era’s vernacular, from the refined speech of the elite to street slang and swear words. But in keeping with a tradition that is entirely Chinese, the novel is more

than just the surface of the story, Roy said. In Chinese literature, poets and novelists have often veiled their criticisms by not only setting the work in the past, but also through the use of metaphor and allusion. In The Plum in the Golden Vase, the merchant at the center of the plot likely stands for the emperor at the time the author was writing, Roy said. The six women of his household represent the six bureaus at the head of the imperial bureaucracy. “The ancient Confucian belief was that if an emperor led a moral life, that would have a favorable effect on all of society,with the opposite being equally true: If the emperor was immoral, that would have a bad effect on the morals of the entire society, and you see that in smaller form with this family in the book,” Roy said. “The author clearly believed that Chinese society at the time was corrupt from top to bottom, but employed criticism by indirection, as many writers did.” Although the novel was previously translated by Clement Egerton in 1938 (under the title The Golden Lotus), it appeared partially in Latin (due to the sexual nature of the novel) and was more of a paraphrase of the book. With this translation, Roy has attempted to remain faithful to the original novel’s text. In the New York Review of Books, critic Jonathan Spence wrote: “Roy has made a major contribution to our overall understanding of the novel… He has annotated the text with a precision, thoroughness and passion for detail that makes even a veteran reader of monographs smile with a kind of quiet disbelief.”

Detour Ahead? Kyle Kinane is the voice of Comedy Central — he tells you what’s on the network during its promos — so you’d think he’d have no trouble landing his own show on the channel. Wrong. Even though the comedian’s stock is rising after last year’s excellent stand-up special “Whiskey Icarus,” the network rejected his pilot for the travel series “Kyle Kinane’s Going Nowhere.” Normally, that would be the end of it. But the production company uploaded the episode to Vimeo, and By Rudi it started racking up Greenberg views Monday. “Going Nowhere” is actually an antitravel show: Kinane visits places you’d probably never end up and people you’d never meet. In the pilot, he drives from Los Angeles to San Francisco and visits, in order: a sex-toy shop, a dominatrix, a bigfoot hunter and a couple who claim to be a wizard and a witch (they even cast a spell). It’s as hilarious as it sounds. I’m surprised the network passed. It’s not as if the show looks expensive to make: It’s just him, a camera crew and little actual travel. “Going Nowhere” even shares DNA with the network’s much-loved early 2000s series “Insomniac With Dave Attell.” Perhaps if Kinane’s pilot gets enough views online, Comedy Central will reconsider. Lady Antebellum, “Golden” Gender equality is practically built in to the co-ed country trio’s dynamic, but, previously, lead vocalists Hillary Scott and Charles Kelley have only used it to add a latent sizzle to their slow-burning love songs. That’s changing ever-so-slightly on “Golden,” the band’s fourth and finest album. The record’s most interesting moment comes during “Better Man,” a ballad where Kelley promises to be just that. Then Scott joins in for the final verse, and the narration switches from “I” to “we.” In a world where womanhood is too often defined by men, here’s a song about manhood where the woman subtly gets the last word.

Pistol Annies, “Annie Up” The group’s second album, “Annie Up,” somehow manages to trump the vitality of its first. And while the trio — Ashley Monroe, Angaleena Presley and Miranda Lambert — hasn’t completely ditched the winky-nudgey sense of humor that made 2011’s “Hell on Heels” such a blast, this is a darker portrait of 21st-century American womanhood. Across a dozen tracks, the singers waltz through a scorched landscape of rotten marriages, ugly divorces, punishing depressions and suffocating addictions — sometimes with enough good cheer to turn your abs sore with laughter while you mop up your puddly cheeks.

Natalie Maines, “Mother” Maybe the reason country music feels so electric with potential right now is because it felt so stiff in the previous decade. That’s when Natalie Maines of the multiplatinum Dixie Chicks wandered off into quasiexile. Now she’s back with her first solo album, “Mother,” which features clean renditions of mid-tempo songs by Pink Floyd, Jeff Buckley, Eddie Vedder and Patty Griffin. But it feels like a somewhat tentative step back into the spotlight, considering the emotive heft of the three cuts Maines had a hand in writing. “There’s only one road in and out of my heart,” she sings on the ballad “Take It On Faith.” “I don’t know where it ends or where it starts.”

Keep on Rolling: The Rolling Stones will wrap up — for now — the stateside portion of their “50 and Counting” tour June 24 at the Verizon Center (though the date is subject to change should the Capitals need the arena for a playoff game). The third time has been the charm for Candice Glover, 23. She made it past the first round of “American Idol” auditions in Season 9 and Season 11 but didn’t make it to the semifinals. This season, her slow, burning, powerful version of The Cure’s “Lovesong” was called the greatest performance ever on the show by judge Randy Jackson, who has been there since the beginning.

Angie Miller’s poise and confidence seem as effortless as her high notes. The 19-year-old from Beverly, Mass., suffered ruptured ear drums and impaired hearing as a child. The problem has worsened, and she will undergo skin-graft surgery post-“Idol.” But she’s facing that prospect with the same public composure she displays toward her “Idol” experience.

Kree Harrison, 22, has a piece of advice for aspiring contestants: “You have to know who you are because if you don’t, it’s even harder.” The native Texan has spent the past 13 years in Music City chasing the dream, and part of that long journey has been maintaining her vision as an artist — something “Idol” has let her do.
