If the committee blocks the ban from advancing as part of the budget process when it votes on May 17, the measure could still be considered as a separate bill. Residents in Arlington, Va., and Montgomery County, Md., have also fought in recent years for zoning changes that would allow them to keep chickens. The Rockville City Council in Maryland voted in 2015 to allow residents up to five hens.
Virginia’s strawberry growers are optimistic about this season, despite weather that had many worried earlier this year. The state’s Department of Agriculture said Thursday that spring has ushered in a bumper crop of strawberries and growers expect this will be a strong season. THE DISTRICT Just before her 100th day in office, D.C. Mayor Muriel Bowser stood before a packed house at the Lincoln Theatre and called on taxpayers to make an unprecedented investment in the poor. For the first time, she said, D.C. would devote $100 million in city funds each year to the Housing Production Trust Fund — a lifeline for families struggling to find a place to live in one of the least affordable cities in the country. “If we’re going to be a city where families can stay and grow, we must do more to create opportunity for them,” Bowser said during her State of the District address in March 2015. But at the city agency entrusted with producing homes for the poor, officials were giving up millions of additional dollars from another essential source of affordable housing money: the federal government. The D.C. Department of Housing and Community Development was forced to forfeit $15.8 million in the past three years after repeatedly missing key spending deadlines meant to ensure that federal housing money is properly managed at the local level, The Washington Post found. The spending problems predate the Bowser administration, but most of the bills came due

No other housing agency in the country returned more affordable-housing money to the U.S. Department of Housing and Urban Development between 2014 and 2016 than the District — which forfeited 22 percent of all the money that was sent back to HUD in the three-year period, an analysis of federal data shows. The $15.8 million sent back could have provided rent vouchers for a year to roughly 1,000 of the city’s poorest families. The funding came from the HOME Investment Partnerships Program, which for 25 years has provided seed money to developers willing to build or renovate
low-income housing. HOME money can also be used to provide down-payment assistance to buyers or to fund vouchers for families that cannot afford rent on the private market. City officials acknowledged the loss of HOME money and said they have taken steps since Bowser became mayor two years ago to strengthen the operations of the housing department. “We knew that we inherited something that wasn’t functional in the way that it needed to be, and the team has been very good at turning that ship around,” said Andrew Trueblood, chief of staff to the deputy mayor for planning and economic development. The housing agency’s director,
Polly Donaldson, said that when she took over in 2015 the department had 40 vacancies, management issues and a shortage of housing developers willing to take on HOME-funded projects. Top staffers met weekly to discuss HOME deadlines, find ways to recruit nonprofit developers and communicate with HUD, she said. White House dismisses first female chief usher
The White House has fired its chief usher, the person responsible for managing the residence, staff and overseeing events. No specific reason was given for Angella Reid’s dismissal. White House spokeswoman Sarah Huckabee Sanders confirmed Friday that Reid, hired in late 2011 by President Barack Obama, had been let go and that the parting was amicable. Staff turnover is not uncommon when a new administration comes to power, Huckabee Sanders said, adding that Reid’s departure was “simply nothing more than that.” Reid was the first woman and second African-American to hold the post. Teens’ rape counts dropped White House cited case as cause to crack down on illegal immigration ROCKVILLE P rosecutors are dropping charges against two Hispanic teens accused of raping a 14-yearold girl in a restroom at a Maryland high school, a case cited by the White House as an example of why the president wants to crack down on illegal immigration. Montgomery County State’s Attorney John McCarthy said Friday that the rape and sex offense
charges were being dropped after a “painstaking investigation” of the girl’s claim that the two teens raped her in a bathroom at Rockville High School. Defense attorneys said the sex was consensual. They pointed to text messages in which the girl agreed to a sexual encounter; an explicit video the girl sent one of the teens; and security camera footage, which they said shows the girl willingly entering the restroom with one of the teens. While dropping the rape charges, prosecutors brought child pornography charges
against the two male teens. McCarthy said Henry Sanchez, 18, will be charged with possession of child pornography, which carries a potential sentence of up to five years. Archaeologists and conservation experts met Sunday in Cairo to discuss the safe transportation of King Tutankhamun’s throne, chests and bed from the Egyptian Museum in Cairo to a new one on the other side of the capital. But some cracks have also emerged in the partnership, and their alliance is about to face its biggest challenge yet in the next phase of the Republican effort to overhaul the nation’s health care laws. The work of revising major parts of Obamacare is now in the Senate’s hands after the House narrowly passed its own bill last week. “Whether or not they are able to forge a positive, personal and working relationship will be one of the early tests of this,” said former Republican National Committee chairman Michael Steele. It will be as much a make-orbreak moment for McConnell as for Trump. The Senate leader has so far been able to fly below the radar on health care as House Republicans worked through their disagreements before ultimately passing a bill. Far-right candidates in Austria, the Netherlands and France have faltered. The euroskeptic far-right party in Germany has collapsed in recent polls. The thwarted momentum comes despite clear evidence that views that would have been taboo to express just a few years ago are no longer too toxic to exclude politicians from coming a breath away from leadership. Le Pen’s result, measured around 34 percent in initial analyses of the vote, was still a historic high for her party. But the failure of the far right to seize office comes in stark contrast to expectations in November that Trump’s ascendance would unleash a wave of populist politicians. FRANCE France on Sunday shrugged off the siren call of right-wing populism that enchanted voters in the United States and United Kingdom, rejecting anti-EU firebrand Marine Le Pen and choosing as its next president Emmanuel Macron, a centrist political neophyte who has pledged to revive both his struggling country and the flailing continent. The result brought to a close a polarized campaign that defied prediction at nearly every turn, though not at the end. Preelection polls had forecast a sizable Macron victory, and he appeared to have delivered, with projections issued after the polls closed showing him with around 65 percent of the vote. In a speech to the nation, Macron said the country had “turned a new page in our long history. I want it to be a page of renewed hope and trust.” The president- elect also reached out to Le Pen voters, saying he could understand their anger, while vowing to defend both France and Europe. “This is our civilization that’s at stake, our way of life,” he said. In the grand courtyard of the Louvre Museum in Paris, news of his win spawned raucous cheers among thousands of flag-waving Macron backers. “I feel relieved,” said Valentin Coutouly, a 23-year-old student who described himself as “European to the core” and who was celebrating on a chilly May night. “I think we were all afraid that Le Pen could actually win.” At her own gathering at a Paris restaurant, a downcast Le Pen conceded defeat, telling her demoralized supporters that the country had “chosen continuity” and said the election had drawn clear lines between “the patriots
and the globalists.” The outcome — the latest blow in 2017 for far-right movements that had seemed to be on the march last year — will soothe Europe’s anxious political establishment. Across the continent, mainstream politicians had feared that a Le Pen victory would throw in reverse decades of efforts to forge continental integration. But the outcome instantly puts pressure on Macron to deliver on promises made to an unhappy French electorate, including reform of two institutions notoriously resistant to change: the European Union and the French bureaucracy. At 39, Macron will become France’s youngest leader since Napoleon when he is inaugurated this weekend, and his election caps an astonishing rise. Anti-vaccine push fuels Minn. measles outbreak Disease strikes Somali community targeted by vaccine opponents MINNESOTA The young mother started getting advice early on from friends in Minneapolis’ close-knit Somali immigrant community. Don’t let your children get the vaccine for measles, mumps and rubella — it causes autism, they said. Suaado Salah listened. And this spring, her 3-year-old boy and 18-month-old girl contracted measles in Minnesota’s largest outbreak of the highly infectious and potentially deadly disease in nearly three decades. “I thought: I’m in America. I thought I’m in a safe place and my kids will never get sick in that disease,” said Salah, 26. Growing up in Somalia, she’d had measles as a child. A sister died of the disease at age 3. Salah no longer believes that the MMR vaccine triggers autism, a discredited theory that spread rapidly through the local Somali community, fanned by meetings organized by antivaccine groups. The activists repeatedly invited Andrew Wakefield, the founder of the modern anti-vaccine movement, to talk to worried parents. Immunization rates plummeted, and last month the first cases of measles appeared. Soon

there was a full-blown outbreak, one of the starkest consequences of an intensifying anti-vaccine movement in the United States and around the world that has gained traction in part by targeting specific communities. Although extensive research has disproved any relationship between vaccines and autism, the fear has become entrenched in Minnesota’s Somali community. “I don’t know if we will be able to dig out on our own,” said Siman Nuurali, a Somali-American clinician at Children’s Hospitals and Clinics of Minnesota. Anti-vaccine activists defend their position. “The Somalis had decided themselves that they were particularly concerned,” Wakefield said. “I was
responding to that.” MMR vaccination rates among U.S.-born children of Somali descent used to be higher than among other children in Minnesota. But the rates plummeted from 92 percent in 2004 to 42 percent in 2014, state health department data shows, well below the threshold of 92 to 94 percent needed to protect a community against measles. The current outbreak was identified in early April. As of Friday, there were 44 cases, all but two occurring in people who were not vaccinated and all but one in children 10 or younger. Chemistry discovery Boost from Burakovsky’s shift to top line has potential to change balance in series NHL PLAYOFFS Overshadowed by what appeared to be a demotion for Alex Ovechkin was the corresponding move. As Capitals coach Barry Trotz shifted Ovechkin to a third line before Game 5 of Washington’s second-round series against Pittsburgh, Andre Burakovsky was bumped up to play alongside center Nicklas Backstrom and T.J. Oshie on the first line. On the surface, Burakovsky had done little to earn the
promotion, with just two assists in the 10 playoff games entering Saturday. But he had constantly come close to scoring, and Trotz figured his speed would complement Backstrom and Oshie well, while Ovechkin’s presence on a third line would create a trickier matchup for the Penguins. At least for one night, it worked. Burakovsky’s strong play on a top line in a 4-2 win was an encouraging sign that the change could pay off again tonight in Pittsburgh,
where the Capitals will try to tie the series at 3. Burakovsky is the Capitals’ streakiest scorer, and his success with Backstrom and Oshie could allow the team to roll three scoring lines against Pittsburgh, something it was unable to do at the start of this series. On one shift back beside thirdline center Lars Eller, Burakovsky finally capitalized on a chance, scoring Washington’s first goal Saturday. He was just the fourth forward to dent the net for Washington in this series. In the third period, Burakovsky set up Backstrom’s game-tying goal. With Washington scoring four goals on Marc-Andre Fleury for the first time all series, it seems likely that Trotz will stick with the line combinations he debuted Saturday. Ovechkin struggled at first with new linemates, recording just two shots on goal in two periods — and both came during a power play in the first period. But just 27 seconds after Evgeny Kuznetsov scored the gamewinning goal, Ovechkin provided
insurance with his second goal of the series. While a third line of Burakovsky, Eller and winger Tom Wilson had been playing well in this series, the opportunities they generated weren’t translating into goals. Despite emphasizing secondary scoring in offseason moves, Washington didn’t have a single goal from the bottom six in this series before Game 5. Burakovsky’s goal in the first period and Ovechkin’s goal in the third now count as two. For Burakovsky, a two-point game could be the confidence boost he needs, especially as Washington will likely again count on him to play heavy minutes with Backstrom and Oshie. “We won the game and that’s the most important thing,” Burakovsky said. “I think our line played really well. We were working hard, we battled for each other. And I think Lars’ line with Tom and Ovi did a really good job, too.” ISABELLE KHURSHUDYAN

Kyle Korver scored 18 points to help the Cavaliers become the first team to win eight straight playoff games the year following a title, and the first team to win eight straight in consecutive postseasons. Bobsled champ found dead in N.Y. Steven Holcomb, a three-time Olympic medalist, was found dead Saturday in his room at the Olympic Training Center in Lake Placid, N.Y. He was 37. Better get scrubbed up Aspiring and current nurses face a lot of choices when forging their career path EDUCATION As a nurse practitioner who nearly went into politics, Courtney Pladsen wishes more nurses had a seat at the policymaking table. Pladsen, 31, is studying at Georgetown University for a doctorate in nursing practice, a degree that will allow her to take on leadership roles in health systems or elsewhere, helping shape new policies and practices. “We need nurse leaders in all aspects across health care,” Pladsen says. “We really need nurses represented to help advance the field.” Nursing is an expansive profession, with more ways to enter and advance than a game of Chutes and Ladders. Traditionally, nurses kick off their career with an undergraduate degree in nursing; others come to the profession later in their school career. From there, they have a range of options to advance and specialize. Navigating all these pathways can be baffling, Pladsen says, but if you have a passion for health
and helping others, there’s really no wrong turn. (As long as hard work and bodily fluids don’t make you squeamish.)
The career changer To become a registered nurse, you typically need an associate’s or bachelor’s degree in nursing to take the licensing exam. Many grad schools have found a way around this by offering accelerated second bachelor’s programs or special master’s degree programs for students who already have a degree in something besides nursing. “They’ve had a different career path, different job, and want to switch,” says Pamela Jeffries, dean of the George Washington University School of Nursing, which offers an accelerated second bachelor’s in nursing. “They really know what they want.” With GW’s program — based at the school’s Ashburn, Va., campus — students can get the accelerated bachelor’s in 15 months. In Georgetown’s clinical nurse leader master’s program, students can come in without a

bachelor’s degree in nursing and often go on to managerial or educator roles in the field, says Patricia Cloonan, dean of Georgetown’s School of Nursing and Health Studies. “We really build on the fact that these students have a fouryear degree in something else and provide them not only the educational opportunities to develop excellent skills as a bachelor-prepared nurse, but the skills they’d need to transform
a work environment,” Cloonan says. “They’re fairly new nurses, but … they’re fairly seasoned as individuals.”
The advanced practitioner Some nurses want to advance their skills and provide direct care to patients without needing to work with a doctor. They’ll need a master’s degree to become an advanced practice registered nurse, such as a nurse practitioner (who can diagnose and treat minor illnesses and injuries), a nurse midwife (who can provide gynecological care and some pregnancy care) or a nurse anesthetist (who can administer anesthesia). After working as a nurse in the operating room for almost a decade, Maimunatu Mansaray, 46, is back in school at Howard University to become a nurse practitioner. Get a break before Harvard Beginning this fall, juniors in college can apply to Harvard Law School through a deferred-admissions program intended to encourage students to pursue another experience for a couple of years before starting their legal education. The school wants students to go explore a job or an area of research they’re passionate about for a few years — particularly in science, technology, engineering and math, since advanced technical knowledge and skills are in demand. It’s part of a series of changes at the school intended to make it easier for students with a wide range of interests and experiences to apply. I don’t know what happens to them.” Some schools also offer certificates for gaining additional specialization, says Tammi Damas, associate dean of the nursing division at Howard, which has a family nurse practitioner certificate for students with a master’s in another nursing specialty. “It would allow you to increase your specialty area without having to get a full master’s degree,” Damas says. GW offers seven certificates, including one in health policy and media engagement.
The online learner Ezequiel Martinez, 35, is training to become a family nurse practitioner in GW’s master’s program — from the comfort of home in Orlando, Fla. While Martinez was living in D.C. and getting his accelerated bachelor’s in nursing from GW, he had started taking credits toward a master’s degree, too. After returning to Orlando to take a job in an emergency department where he’d worked before, he almost immediately started grad school online. “It gave me that flexibility to be able to work in my profession and advance in my profession at the same time,” he says.
It’s not easy to juggle work, life and online classes as the father of a 2-year-old, he concedes. “That’s where the hard part comes,” he says. “It’s on you.”
Nurse leaders and researchers Pladsen sought out her doctor of nursing practice program to prepare her for the advanced career options that were coming her way. “I felt like I needed more tools in my toolbox to be able to do those jobs well,” Pladsen says. In addition to doctorates in nursing practice and nurse anesthesia practice, some schools also offer Ph.D.s in nursing, which are more geared for research and teaching. Jeffries says GW is exploring offering a nursing Ph.D. Finding your path among all these options may seem daunting. Students and faculty recommend talking to nursing school alumni, faculty advisers and working nurses, and perhaps volunteering in different specialties, to learn what’s right for you. “Many originally come into nursing to take care of patients, then begin to see the many ways nurses can really transform systems, improve policy, improve care delivery,” Cloonan says. Juggling military and medical training is a challenge for students TRAINING Michelle Martinez isn’t your typical nursing student. While most of her fellow nurses-in-training at James Madison University are preparing to practice in civilian hospitals or health centers, Martinez, 23, plans to be a nurse
in the U.S. Army, and might be in situations where she faces a different set of challenges. “The traumas are going to be a lot more extreme,” she says. “You’re going to have emotions you can’t deal with until after you’ve treated the patient — you might be taking care of the terrorist or you might be taking care of the soldier.” Most military nurses earn their bachelor’s degree in

the same as in civilian hospitals,” says Chelsea Yeung, 23, a nursing student at George Mason University who also plans to work as a
nurse in the Army. Yeung and Martinez are both getting the military training they need through ROTC programs, which complement their nursing studies. For example, Yeung plans to work in military hospitals but still gets field training through ROTC. “Even though I won’t be in the field, they train us as though we are going to go into the field,” she says. Though the extra training is valuable, it means military students have more responsibilities than their civilian counterparts. To accommodate her ROTC courses, where she learns about military leadership and tactics, Martinez had to up her course load from the usual 16 credit hours per semester to as many as 22 hours. ROTC cadets are also required to complete basic training and pass physical readiness tests. Some spend one weekend every month drilling with their units. Martinez, who is in the National Guard, completed 11 weeks of basic training during summer vacation. But when it came time to pick the type of unit she would join, she was limited by scheduling. “The transportation unit’s training course was the only one that wouldn’t conflict with school,” she says. Scheduling is one of the major challenges of juggling military duties with education, especially when it comes to programs like nursing, which include hours-long
labs and clinical work experience. Professors and administrators at many schools work hard to accommodate students’ military requirements. At George Mason University’s nursing program, for example, it’s not unusual to reschedule labs or even move exams to accommodate students’ military requirements, says Odette Willis, coordinator of the undergraduate nursing programs. “It’s a challenge to coordinate both sets of courses so students can get the maximum benefit out of both,” Willis says. “We both accommodate each other’s schedules and needs.” And it requires compromise. For example, if a George Mason student has a military science course that overlaps a nursing class by half an hour, he or she
Back to school For those leaving the military, nursing can be a great career option for transitioning into civilian life. George Washington University offers an accelerated bachelor’s degree in nursing that caters to veterans — especially those who already have health care experience. “If someone [was] responsible for the health of several sailors out on a ship, do we put them through the same training we put all our other students through?” says Gretchen Wiersma, the director of the veterans bachelor of science in nursing program. Compared to these veterans, “People who have never touched a stethoscope or a blood pressure cuff will need more training.” Students say the real value of the program is learning the skills the military doesn’t prepare them for. “In military medicine, we do a lot of diagnosing and treating and not as much patient care,” says Tricia Hanson, 26, who served as an Army medic and is now halfway through the 15-month program. “[At GWU] I’m learning about patients, about treating them as a whole person.” B.M.

Though the challenges are greater, for Martinez, the career path felt like a perfect fit. In fact, she decided to join ROTC to help pay for her education shortly after she decided to major in nursing, and things began to fall into place from there. “It just clicked for me that I wanted to provide care. It made me want to help those who are helping us,” she says.

The Wi-Fi-enabled product collected over $120 million in venture capital with the promise that tech-savvy health nuts would shell out $400 for the hardware and $5 to $8 for disposable, precut “produce packs.” But in mid-April, two Bloomberg reporters discovered that they could get close to Juicero’s promised 8 ounces of juice by squeezing the produce pack. “In general, venture capitalists don’t know the difference, going in, between a $10 billion idea and something that’s going to blow out in three months,” says Alec Berg, a frequent writer and director on “Silicon Valley,” the HBO show whose characters try to push past stubborn, greedy

ABC has reportedly struck a deal to air a revival of the singing competition “American Idol.” Variety reported Friday that Core Media Group and FremantleMedia, the production companies behind Idol, have settled on a “framework for an agreement” to put the show back on the air. Several reports said Ryan Seacrest — who hosted the show for the 15 years it aired on Fox — is in consideration to serve as emcee. (AP)

Mother of the year: Andrea Martin is a great sitcom mom On the eve of Mother’s Day, the gods of television have blessed us with a wacky, weird and wonderful TV mother. She’s Carol Wendelson of NBC’s “Great News” (9 p.m. Tuesdays). Her only child, Katie (Briga Heelan), is a producer for a cable news show. Inspired to follow her own long-deferred dream of working in television, Carol lands an internship with her daughter’s show. Yes, improbable. But it makes for a great premise in this Tina Fey-produced sitcom. Carol is not an ideal mom. She masterfully dispenses guilt, telling her daughter, “I
quit my job to raise you. You’re all I have in the world — well, except for your father, but he’s boring.” Whatever pops into her mind comes out of her mouth. Meeting her daughter’s diminutive boss, she observes, “He’s not that tiny.” Then to her daughter: “I love this man; you should date him.” Yet Katie does not hate her mom. In fact, Katie likes her. They chat every day with genuine affection. Maybe that’s because like every good mother, Carol believes in her child. Sure, she meddles, like the time she strong-armed a high school coach into putting Katie on the track team. But it was Katie’s speed that won the trophies still on display in a home shrine. Still, no one wants their

mother in their workplace. So Katie unsuccessfully tries to get her mom fired. But there are no hard feelings. Carol forgives her, and the internship (and mother-daughter friendship) continues. Besides, Carol does have useful job skills. Like any experienced mother, she knows how to make a crabby brat — the show’s diva anchor, played by John Michael Higgins — get with the program. Andrea Martin, the pint-size dervish who whirled into TV history back in 1976 as leopardprint-wearing vulgarian Edith Prickley on “SCTV,” makes an amazing mother. Though she is “an old,” as people of a certain age are labeled on the show, she is ageless in her energy, with a slightly unhinged look in her mischievous dark eyes. And while the show is a little uneven — sometimes hilarious, sometimes contrived — Carol Wendelson will undoubtedly make it live up to its potential. After Chris Rock revealed in a Rolling Stone interview that he cheated on his ex-wife, the New York Post reported that one of his affairs was with Kerry Washington. The two worked together on the 2007 film “I Think I Love My Wife,” in which Brown plays a man considering cheating on his wife with Washington’s character. Neither has commented on the report. Chris Brown was served early Friday with a restraining order from his ex-girlfriend Karrueche Tran, TMZ reported. The singer was served as he was leaving his 28th birthday party in Texas. TMZ reported that Tran plans to testify that Brown was physically violent toward her during their relationship: Brown allegedly punched her, kicked her down a flight of stairs and threatened her during their relationship.
