Police said he was arrested after he ignored her orders to stay away from her pozole and ran off with the holiday dish, which is popular in the Southwest and Mexico. (AP)

Charleston, S.C., officials are asking state regulators to reconsider a decision to treat frozen ice pops made with alcohol as food and not liquor. At issue is a business called Booze Pops, which sells frozen alcoholic pops from a van along with nonalcoholic treats for children. Owner Woodrow Norris explained his business model to The Post and Courier: “Mom can get her Martini pop and little Jimmy can get a SpongeBob.” (AP/EXPRESS)

A group of 20-somethings who ran out on a $105 tab Friday returned to pay after a bar in Greenfield, Wis., used Facebook shaming in an effort to collect. ‘When I make art, I feel free’ PRINCE GEORGE’S COUNTY The still life of rotting fruit captured the attention of Jon Rudnicki, an admissions counselor for the Maine College of Art who came to Washington last fall to review the portfolios of prospective students. So did the dark self-portrait titled “Slave With Agreement,” which shows artist Rafael Rodriguez, his hands tied with rope. Before Rudnicki realized it, he had spent more than 20 minutes listening to the skinny young man from Prince George’s County talk about isolation, frustration and optimism — far longer than the five minutes he typically allows for student meetings. “The intentionality behind the work was profound. He has a story to tell,” Rudnicki said of Rodriguez, a senior at Northwestern High School who is set to graduate next month. Rudnicki lobbied for his college to admit Rodriguez, 21, who fled violence in his native El Salvador four years ago and entered the U.S. illegally, eventually coming

Unlike thousands of other college-age, undocumented immigrants, Rodriguez has a chance to be able to seek federal student loans to cover the rest, thanks to a little-known but increasingly in-demand program (Special Immigrant Juveniles Status) that will give him legal residency — and is easier for young people to

Meanwhile, Rodriguez has completed a workforce training g program, where he studied art while practicing life skills, such as interviewing and public speaking. He unveiled his senior exhibition at Northwestern on Thursday, and will participate in an art show next month. He also wants to apprentice for a local working artist. “I think with God’s help everything will work out,” Rodriguez said. “It’s no small matter for an undocumented student to finish h high school. TRANSPORTATION The upside to Metro’s most recent reports on the financial and operational state of the system? Things could be worse. Documents released Monday in advance of this week’s board meeting offer an updated picture on how things are going at Metro — and suggest that things may be stabilizing, ever so slightly. According to Metro’s financial update for July 2016 through March 2017, ridership is down 17 million trips systemwide from the same period the previous fiscal year — a 7 percent decrease. Most of that drop-off came from the rail side. There was a 9 percent decrease in the number of rail trips, a 4 percent decrease in bus trips and a 4 percent increase in MetroAccess rides. But the ridership gap between fiscal years 2016 and 2017 has gotten smaller since the beginning of this year. At the end of December, the difference between the two years was a whopping 12 percent. So, what changed? It helped that January had no scheduled SafeTrack work, and also that the Jan. 21 Women’s March on Washington brought a record number of riders to the system

on a Saturday. (Even so, there was no Cherry Blossom Festival “bump” in March this year, because a surprise cold snap took a toll on the peak bloom.) Other aspects of the financial report indicate that things are, in the short term, at least not getting worse. Metro won’t need to go back to the District, Maryland and Virginia for more money to cover this year’s operating costs — the potential for which had been raised earlier this year in the face of steep ridership losses. Agency officials expect to be able to balance the budget for the remainder of this year largely because of the elimination of hundreds of jobs and plans to tap into a reserve fund that exists because of a previous year’s slight surplus.

“Management cost reduction actions have offset most of the revenue losses to date, and the year-end deficit forecast has improved by $37 million from the previous update,” Metro’s financial staff wrote in the report. “But aggressive efforts must continue in order to balance the budget.” According to Metro’s latest “vital signs” report, which also measures the first three months of this year, customer satisfaction about Metrorail and Metrobus service remains almost the same as from the same period the year before. In both years, 74 percent of riders were satisfied with their experiences on Metrobus. Satisfaction with Metrorail increased by a single percentage point, to 69 percent. Report card shows gains in Chesapeake Boosted by stronger fish populations, the overall health of the Chesapeake Bay improved some last year, but Monday’s annual report card for the nation’s largest estuary said there’s still a long way to go. Scientists at the University of Maryland Center for Environmental Science gave the bay an overall score of 54 percent in the 2016 Chesapeake Bay Health Index, compared with 53 percent in 2015 and 50 percent in 2014. They are giving the bay’s health a C grade overall. While advocates say a C isn’t acceptable, they cheered signs of progress in the fight against pollution. Striped bass led the way in lifting the grade, with a perfect score, followed by blue crabs and bay anchovies. All received A grades. (AP)

OVERPAID TAXES

The amount the city of Manassas, Va., says it will return in business property taxes that were overpaid by about 1,500 local businesses during the past three years. Officials said that, because of a clerical error, the city’s business personal property tax rate levied the wrong amount for inventory and other items that are not real estate, which falls under a different tax category. The city will send refund checks over the next few months to businesses that paid the incorrect rate, or it will apply a tax credit to business owners who are delinquent on other taxes, officials said. A Salvadoran national whose conviction in the slaying of missing intern Chandra Levy was overturned has been deported. Immigration and Customs Enforcement officials said Monday that Ingmar Guandique, 35, was flown Friday to San Salvador and transferred to authorities there. A jury convicted Guandique of murder in 2010 for the death of Levy, whose disappearance became a national obsession. State Sen. Madaleno will run for governor Maryland state Sen. Richard Madaleno Jr. says he’ll run for governor of Maryland. Hogan has said he’ll seek a second term, but hasn’t formally launched his campaign. Madaleno is one of eight Democrats to express interest in the race, more than a year before the June 2018 primary. The cheaters photocopy, print, borrow or buy disabled placards they aren’t entitled to, then leave their cars for long stretches without paying, according to parking enforcement officers, who have dubbed city streets with absurdly high numbers of such vehicles “Handicapped Heavens.” On Monday, District officials formally began enforcing an overhauled system they say will free up spaces for people with disabilities while also taking a bite out of the persistent abuse.

Officials hope to stymie those who park illegally in spaces for disabled

The District will issue $250 tickets to those who park illegally at meters for people with disabilities.

They’re doing it with a twopronged strategy informed by policies in other cites, including Philadelphia. Officials will now enforce 350 red-top parking meters in the central business district. People with properly issued placards

or license plates can park there if they pay. People without the placards will be fined $250. As of Monday, the District also requires that everyone who parks at general meters in the central business district — people with legitimate placards, fake placards or no placards at all — must pay to park. Other cities that imposed a similar payment requirement have cut back on fraud, since it dried up the incentives for abuse. In the District, people with valid placards will still be able to park free outside the central business district for up to four hours. Macron’s challenges begin immediately French president-elect will stump for his party in parliamentary races FRANCE Emmanuel Macron received congratulations from around the world — including Moscow — on Monday after French voters made the centrist political neophyte their new president and rejected anti-EU populist Marine Le Pen. But after the raucous celebration Sunday among Macron supporters, he had to immediately begin facing the steep challenges ahead for his untested leadership. Among the first demands will be trying to maintain momentum in next month’s parliamentary elections, in which hundreds of candidates will run under the banner of Macron’s yearold movement, En Marche, or “Onward.” The longer-term hurdles are even more daunting. Macron, 39, must try to pull together a nation left with many of the same political scars carried by the United States: deeply divided voters and lingering suspicions of Russian hacking to try to sway the results. U.S. advisers want more troops in Afghanistan MILITARY President Trump’s most senior military and foreign policy advisers have proposed a major shift in Afghanistan strategy that would effectively put the U.S. back on a war footing against the Taliban. The new plan, which must be approved by the president, calls for expanding the U.S. military role as part of a broader effort to push a resurgent Taliban back to the negotiating table, U.S. officials said. The plan comes at the end of a sweeping policy review built around Trump’s desire to reverse

worsening security in Afghanistan and “start winning” again, said one U.S. official, who like others spoke on the condition of anonymity. Among other changes, the new strategy, which has the backing of top Cabinet officials, would authorize the Pentagon, not the White House, to set troop numbers in Afghanistan and give the military broader authority to use airstrikes against the Taliban. ENVIRONMENT Both the Environmental Protection Agency and the Interior Department are overhauling a slew of outside advisory boards that inform how their agencies assess the science underpinning policies, the first step in a broader effort by Republicans to change the way the government evaluates the scientific basis for its regulations. EPA Administrator Scott Pruitt decided to replace half of the members on one of its key scientific review boards, while Interior Secretary Ryan Zinke is “reviewing the charter and charge” of more than 200 entities inside and outside his department. Pruitt’s move could significantly change the makeup of the 18-member Board of Scientific Counselors, which advises the EPA’s prime scientific arm on whether the research it does has sufficient rigor and integrity, and addresses important scientific questions. The agency informed the outside academics on Friday that their terms would not be renewed. Separately, Zinke has postponed all outside committees as he reviews their composition and work. POLITICS Former acting Attorney General Sally Yates, speaking publicly for the first time about concerns she brought to the Trump White House on Russia, told Congress on Monday she warned that national security adviser Michael Flynn “essentially could be blackmailed” because he apparently had lied to his bosses about his contacts with the Russian ambassador. The statements from Yates, an Obama administration holdover, offered by far the most detailed account of the chain of events that led to Flynn’s ouster from government in the first weeks of the Trump administration. Yates, appearing before a Senate panel investigating Russian interference in the 2016 presidential election, described discussions with Trump White House counsel Don McGahn in late January in which she warned that Flynn apparently had misled the administration about his communications with Sergey Kislyak, the Russian ambassador. White House officials had insisted that Flynn had not discussed U.S.-imposed sanctions with Kislyak during the presidential transition period, but asked Flynn to resign after news reports indicated he had misled them about the nature of the calls. “We felt like it was critical that we get this information to the White House, in part because the vice president was making false statements to the public and because we believed that Gen. Flynn was possibly compromised,” Yates said. “We knew that was not a good situation, which is why we wanted to let the White House know about it.” The Jan. 26 conversation took place two days after the FBI interviewed Flynn about those

contacts. McGahn asked Yates how Flynn did in the interview, but Yates said she could not answer. She had been scheduled to appear in March before the House intelligence committee, but that hearing was canceled. Maybe it’s a little early to declare the Wizards the winners of their secondround series with the Celtics, but Washington seems to have Boston’s number. After blowing leads to lose the first two games on the road, the Wizards smacked the Celtics around twice in Washington. They need two more wins, starting with Game 5 on Wednesday in Boston, to meet LeBron James and the Cavaliers in the Eastern Conference finals. If Washington takes care of business, the real long-running debate of the past several years will come to a head: Is Washington good enough to exile LeBron and reach the NBA Finals for the first time since 1979? The answer is, maybe. The Wizards can’t be cornered for long. After losing two straight to Atlanta in the opening series, Washington won the next two games to

advance. After the Celtics stole the first two games after dominant first quarters by the Wizards, Washington won the next two games by 27 and 19. You might have scoffed when TNT talking head Charles Barkley said the Wizards were the last team the Cavs wanted to see in the playoffs, but it’s true — not because Cleveland fears Washington, but because the Wizards fear no one. John Wall and Bradley Beal tasted postseason success two years ago, swaggering away from a first-round sweep of Toronto before Wall’s hand injury proved fatal in the conference semifinals against Atlanta. Since then, the backcourt has grown up and raised expectations. It’s time for Wall and Beal to back up their talk over past three seasons that they are the NBA’s best guard tandem. So far, they’ve done that. Wall is averaging 28.8 points and 11.1 assists per game this postseason. Beal is scoring 23.6. It doesn’t matter that only three of their teammates are

They hear the talk that King James can beat them by himself, but the regular-season series with Cleveland shows that Wall and Beal are up for the challenge. The Cavs won two of three meetings, but their wins were eons ago. Cleveland won 105-94 on Nov. 11, the sixth loss of Washington’s 2-8 start. The Cavs also won 140-135 in overtime on Feb. 6 after a miracle 3-pointer by James at the buzzer sent the game into OT. It was considered an instant classic,

a snapshot of the postseason to come. The Wizards’ 127-115 win on March 25 in Cleveland was a tune-up. Washingtonians have waited for postseason payback against Cleveland since the Cavs eliminated the Wizards three straight years from 2006-08. Nobody on the Wizards now was here then, but this group is looking to silence doubters. They just need to finish off the Celtics first.

Isaiah Thomas feels that he was shut down by the Wizards and the referees in Game 4. After the Celtics’ 121-102 loss Sunday, Thomas said that the officiating needs to change after the Wizards held him to two points after the first 15 minutes. “The refs were allowing them to hold and grab and do all those things,” Thomas said. “It’s got to be called differently.” The All-Star guard had 53 points in the Celtics’ Game 2 overtime win but was bottled up with 13 and 19 in Washington. He made his first five 3-point attempts in Game 4 but made just one of his next seven shots overall. “Our goal is just take him out of the game and ... continue to be physical with him,” Bradleyy Beal said. The ugly truth is that it takes hard work, time and patience, not to mention strength and flexibility. Jessamyn Stanley, a yoga fan turned social media fitness star, is breathing proof of it. Stanley’s first book, “Every Body Yoga: Let Go of Fear, Get on the Mat, Love Your Body,” breaks down 50 basic poses to encourage beginners of all shapes and sizes — not just the willowy, Lululemon-clad swans who flood your Instagram — to start practicing. The 29-year-old Durham, N.C., native, who is popular with her followers for shattering yoga stereotypes and spreading selflove, swung through Washington on her book tour to discuss her practice and outlook. She also offered advice for beginners and seasoned practitioners.

Your first class will be tough. Stanley distinctly remembers her experience with Bikram yoga when she was 16 because it was hotter than, as she calls it, “Satan’s sauna” and it was so difficult she had to leave halfway through. It would be years before she would return to the mat. “It’s important to remember that you don’t have to keep in line with everyone else, that it doesn’t matter if you’re practicing a pose in a way that looks completely different than the person next to you. No one — big, small, short, tall — is expected to be the best or even at [a] beginner level on their first day,” she said.

Embrace your selfie. Stanley started posting phone pictures back in 2013 as way to easily track her alignment, log her progress and engage with the online yoga community. Now she is nearing 300,000 followers on Instagram.

Switch it up If you’re feeling bored by your practice, Jessamyn Stanley suggests trying a new studio or different style of yoga. “In a big city like Washington, you can find a different studio literally around the corner,” Stanley said. Also, “remember to praise yourself for the little things, like the fact that you showed up to class and got on your mat.” M.M.

“When I started taking photos, I would do it because I felt really strong and powerful in the moment and in the posture. Then, I would look back at the photo and think, ‘Oh, my god, my belly is so big! My arms are so jiggly!’ ” Stanley recalled. She began to realize she was her own worst critic. Learning to accept your body is transformational. “If you say, ‘My body isn’t owned by anybody else. I need to love my body for what it is,’ it can make all the difference.”

Q. I have three dogs and often prefer their company over that of the humans in my life. I am in my 50s and content. I do not have many friends, and my one remaining family member lives across the country. I could be classified as a “hermit,” and co-workers have said as much. I can’t imagine this is uncommon, yet I do question if I should be doing things differently. ALONE BY CHOICE If you’re questioning things because you sometimes feel like you want more, then that’s worth some soul-searching. You say you are content, which — taken at face value — suggests all is well. But do you want to stretch yourself? Might there come a time when you need a human support network? Will there be a period decades from now where you

wish you had cultivated more friendships? Might you be sabotaging yourself in certain ways, and pinned down by inertia? The terminology co-workers use or whether your living style is common really doesn’t matter. What does is whether you are getting what you want to out of life — and only you, with additional exploration, can have the answer to that.

I can understand this is a sensitive issue and that his stance feels invalidating, and that is why you need to step up communication about it. Perhaps he doesn’t realize how he’s coming across, or he even thinks he’s being supportive by conceptualizing it as a quirk rather than a diagnosis. So give him a clearer road map to what you want, the sooner the better. Of course, there is the possibility he’s being downright insensitive or has indeed grown less considerate over time. Or that you haven’t considered the ways that he struggles with accommodating your challenges on a day-to-day basis, and he’s feeling burnt out about it. A good conversation, with lots of “I” statements (my BFFs!) and true listening that cites specific examples but lays off the accusations, will help you both move forward. Will more ‘Thrones’ on HBO doom the books?

TELEVISION There was big news for “Game of Thrones” fans last week: HBO has hired four writers to develop spinoffs of the show, which wraps next year. That doesn’t necessarily mean all will make it to the screen. But there will almost undoubtedly be more sinister scheming in Westeros and Essos in our future. Showrunners D.B. Weiss and David Benioff have long said they won’t stick around for any sequels or prequels. But Entertainment Weekly reported last week that the pair will be involved — to a lesser extent than they have been — with whatever series comes out of this, as executive producers. George R.R. Martin, who wrote the books “Game of Thrones” is based on, will be fairly hands-on. He’s helping develop two of the four spinoff ideas, collaborating with Jane Goldman (“Kick-Ass”) and Carly Wray (“Mad Men”). This is good news — in a way. Of course we want the man who invented such a vivid world to help create any extensions of that universe. But there’s a downside, too: Is Martin ever going to get around to finishing his “Game of Thrones” books, which fans have been eagerly awaiting for years? His sixth novel, “The The Winds

of Winter,” was slated for release before the sixth se ason of the show premiered in 2016. But MarMartin tin couldn’t get it done. In fact, now, before the July premiere of Season 7, readers are still waiting. Rumors swirl online that the book will finally be available this summer, but with Martin it’s never sooner, always later. “Look, I have always had problems with deadlines,” Martin wrote on his blog in 2016. “For whatever reason, I don’t respond well to them.” Some might wonder why we even need the books at this point, since the series will keep po

chugging along to its conclusion in 2018. But the books and the series have never been identical. Martin has teased at least one twist in the next book involving a character who is dead on the show but still lives in print. So the waiting continues. And it could last a very long time. Even if “Winds of Winter” comes out this year, the final book could take ages to make it from Martin’s brain onto the page. But for show fans who don’t care that much about the novels, the good news is HBO isn’t going to be as forgiving as Martin’s editor about deadlines. The network isn’t going to dilly-dally when it comes to delivering another surefire hit.

Former President Bill Clinton and best-selling novelist James Patterson are collaborating on a thriller, “The President Is Missing,” to come out in June 2018 as a joint release from rival publishers Alfred A. Knopf and Little, Brown and Co. The publishers called the book “a unique amalgam of intrigue, suspense and behind-the-scenes global drama from the highest corridors of power.” In a statement, Clinton said, ”Working on a book about a sitting president — drawing on what I know about the job, life in the White House and the way Washington works — has been a lot of fun.” (AP)

Pepe the Frog creator kills his iconic character There’s a twist on the old saying that goes: “If you love something, set it free. If it doesn’t come back, hunt it down and kill it.” Over the weekend, cartoonist Matt Furie aimed to flatline his most infamous comics creation, Pepe the Frog, because the stoner toad had become a symbol of hate. For Free Comic Book Day last Saturday, Fantagraphics — publisher of Furie’s “Boy’s Club” anthology — released a one-page strip in which a trio of characters cheekily mourn Pepe, their slacker friend who was appropriated by the alt-right. Out of the marshes of 4chan, Pepe became a meme spouting racist and anti-Semitic messages, with the Anti-Defamation League declaring him a hate symbol. Pepe was thrust into the presidential race in September, when one of Donald Trump’s sons Instagrammed a Photoshopped image of him. In October, Furie aimed to kick off a #SavePepe movement by publishing a comic on The Nib and asking artists to help join the effort by creating positive images of Pepe. Furie had said that the campaign was “a way to twist it back to the happy place.” The latest plot twist, however, reads as though Furie has ended the quest for a new happy place. There’s a new Trump moving to Washington

Report: Pitt went to rehab after split The New York Post reports that Brad Pitt attended “a discreet Los Angeles center designed for highprofile Hollywood figures” to help him get sober after his split from Angelina Jolie. “He has used this time for a lot of self-reflection, self-improvement,” a source told the Post. In an interview with GQ Style published last week, Pitt described his struggles with alcohol but did not mention rehab. (EXPRESS)

Expect to see more of Tiffany Trump in Washington: The 23-year-old first daughter will be attending Georgetown University Law School in the fall, a representative for the Trump family says. For Tiffany, the daughter of President Trump and his second wife, Marla Maples, Georgetown offers proximity to family, obviously, and there are some other ties: Half sister Ivanka Trump attended the university as an undergrad for two years, and half brother Eric Trump holds a bachelor’s degree from the institution. Tiffany graduated last year from the University of Pennsylvania. She’ll be on track to be in the class of 2020. (THE WASHINGTON POST)

Ukraine has banned actor Steven Seagal from entering the country for five years. Seagal, an American, was given Russian citizenship by President Vladimir Putin last year in a televised ceremony. Seagal has vocally defended Putin’s policies. A statement from the Ukrainian Security Service on Friday said Seagal’s entry was banned “on the basis of Ukrainian national security.” (AP)

Amal Clooney threw husband George Clooney a surprise 56th birthday party Saturday at their London home, E! News reported. Friends Cindy Crawford and Rande Gerber (a partner in Clooney’s tequila company) helped set up the party, which doubled as a birthday celebration for Gerber, who turned 55 last month. “Thanks for the cool cake Amal,” Gerber captioned an Instagram photo of himself and Clooney with their cake.
