THE DISTRICT Washington’s new, young residents — brimming with idealism and beer money — might seem ripe for lampooning. There’s the 20-something who moves into a renovated rowhouse in a revitalized neighborhood, then complains of new development ruining the area. Then there’s the consultant who wants to go to a dive bar but needs local craft beer. These conflicted residents who help form D.C.’s yuppie subculture are the main targets of the new satirical website Stuck in DC, the District’s less viral and more local version of The Onion. The politely irreverent website pokes fun at Washington’s (sometimes) New York inferiority complex, the media, local bureaucracy and the city’s new wave of big-rent spenders who fancy themselves dive bar patrons. “There wasn’t a subversive, contrarian ‘D.C.-is-not-all-it’scracked-up-to-be’ place,” said Bill Petrich, the site’s 27-yearold founder, who writes under the pseudonym Walter. “We’re

Stuck in DC also coined the term “thrive bar” in a post ranking the city’s best “popular, profitable bar patronized largely by upwardly mobile white millennials with disposable income who relish the establishment’s reputation as a ‘dive bar.’ ” Stuck in DC typically publishes one or two stories a week. Articles garner anywhere from a few hundred views to the rare 10,000 views for an article that receives hype on social media. The biggest marketing tool for the site has turned out to be the 1,000 “This is not New York” stickers the writers have posted around the city with “stuckindc .com” in small print. Some people, according to Petrich, think, “Yes, D.C. is not as good as New York.” Some are angry that someone would even try to compare the two. Others get the prodding joke. But defense attorney Marc Zayon told Baltimore Circuit Judge Barry Williams that Nero, a volunteer firefighter with a passion for helping others, wasn’t involved in Gray’s arrest.

On Thursday, Chief Deputy State’s Attorney Michael Schatzow said that the officers would have been permitted to stop and detain Gray if they had reasonable suspicion that he was doing something illegal. But Miller, Nero and Rice didn’t frisk Gray to determine whether he was armed — a necessary step under the rules before searching and arresting him. Schatzow added that Nero “had no idea what was suspected, and made no effort to find out,” when Gray was arrested. Schatzow also said that Nero’s failure to buckle Gray into a seat belt was callous and negligent, and had nothing to do with any

Congress warns D.C. about spending plan District officials are told they could be liable if they ignore restrictions THE DISTRICT House Republicans are working on legislation that would block the District of Columbia government from spending its local tax dollars without approval by Congress, a subcommittee chairman said Thursday. Rep. Mark Meadows, a North Carolina Republican who chairs the subcommittee on government operations, said lawmakers are seeking to clarify the requirement that the city submit its local budget to Congress, as it has during more than 40 years of self-rule. City leaders planned to go ahead and spend local tax revenue this year without taking that step. Meadows warned at a hearing Thursday that if they went through with that plan, city officials could be subject to civil penalties and even criminal prosecution under a federal law that prevents agencies from spending money they don’t have. Democratic Mayor Muriel Bowser has said the city would no longer submit its budget to Congress. A separate legal challenge is still spending. The arcane issue of how and when the city can spend its money is a big deal to advocates
of self-rule, who see Congressional review as an unnecessary intrusion into local affairs. The city’s budget has been balanced every year since 1999, and Congress hasn’t intervened in the budget process since its control board disbanded in 2001. Navy deaths raise questions
MILITARY A sailor has died in three of the last four Navy SEAL training classes, with one drowning days ago during a pool exercise and another committing suicide in April after failing to complete one of the U.S. military’s most demanding training programs. A third sailor, who had been drinking heavily, died in November after his pickup truck rolled off the side of the road, less than three days after he learned that he had just barely missed the cut to continue training. All three men were trying to complete a grueling six-month course that serves as a gateway into the storied community of Navy SEALs. The training includes a seven-day stretch of little sleep, self-induced hypothermia and brutal physical conditioning known as “Hell Week.” It is here that the majority of SEAL hopefuls quit. On May 6, James “Derek” Lovelace, 21, died at the Naval Special Warfare school in Coronado, Calif., after Navy officials said he was “having difficulty” during a pool exercise. The San

Four weeks earlier, Seaman Daniel DelBianco, 23, also a SEAL trainee, took the elevator to the top of a San Diego hotel and threw himself onto the street 22 floors below. DelBianco had been in the middle of Hell Week, after 50 hours of no sleep, according to his father. In November, late one night, the blue pickup truck of Petty Officer 2nd Class Caplen “Cap” Weare was found upside down next to Interstate 5 in San Diego.
According to the county coroner’s report, his blood alcohol content was just under twice the legal limit and Weare, who was 24, wasn’t wearing a seat belt. The rash of deaths raises questions about the safety of trainees and whether the Navy is providing adequate supervision for the approximately 80 percent of trainees who drop out, leaving many of them despondent after years of hope and preparation and months of intense training. It’s unknown how many deaths have occurred among sailors trying to become SEALs, making it
difficult to determine if the recent fatalities constitute a spike. A Navy spokesman said he was aware of concerns related to the deaths and was preparing a statement. “My family’s interested in the Navy making dramatic changes … to care properly for someone who is dropped or drops on request,” DelBianco’s father, Steve DelBianco, said. “Especially in the middle of Hell Week … when they are at their most vulnerable, the Navy has the greatest responsibility to look after them.” (THE WASHINGTON POST)

Top painkiller may also kill our kindness Acetaminophen, the most common drug ingredient in the United States, not only dulls pain, it can also reduce a person’s capacity to empathize with another person’s pain, whether that pain is physical or emotional, researchers have found. That finding, published online in the journal Social Cognitive and Affective Neuroscience, is based on two experiments involving more than 200 college students. In the first experiment, subjects were asked to rate the pain experienced by characters in eight fictional scenarios. In general, those who had taken acetaminophen rated the pain of the characters, whether physical or emotional, as less severe than those who had taken a placebo. A second experiment exposed participants to brief blasts of white noise. They were then asked to rate the pain of another (anonymous) study participant who’d also been subjected to the unpleasant sounds. Again, those who had received acetaminophen rated the other person’s pain as less severe. “We don’t know why acetaminophen is having these effects, but it is concerning,” senior author Baldwin Way said. “If you are having an argument with your spouse and you just took acetaminophen, this research suggests you might be less understanding of what you did to hurt your spouse’s feelings.” AMY ELLIS NUTT

POLITICS Straining to mend their party after months of chaos, Donald Trump and House Speaker Paul Ryan declared themselves “totally committed” to working together after a fence-mending personal meeting Thursday. Ryan praised Trump as “very warm and genuine,” and suggested that after initial hesitance he may well end up endorsing the GOP candidate for president. “We will have policy disputes. There is no two ways about that. The question is, can we unify on the common core principles that make our party?” Ryan said. “And I’m very encouraged that the answer to that question is yes.” Trump, who used the day to launch a robust charm offensive with members of Congress, broadcast his own enthusiasm, on Twitter and on TV. “I really think we had a great meeting today, and I think we agree on a lot of things and it’ll be a little process but it’ll come along. I’m pretty sure,” he said in an interview for Fox News Channel’s “Hannity.” The surprisingly fervent show of unity capped a remarkable week that began with Ryan, the GOP’s top elected office-holder and its 2012 vice presidential nominee, turning his back on his party’s presumptive nominee just days after Trump had effectively clinched the nomination. Ryan said at the time he was not yet ready to back Trump, who had succeeded in insulting women, Latinos, disabled people and many conservatives in the course of a brutal primary season. AUCTIONS After one online gun seller pulled his listing, George Zimmerman found a new website Thursday to auction the gun he said he used to kill Trayvon Martin. Zimmerman initially posted the 9mm pistol on GunBroker. com Wednesday, more than four years after he shot and killed Martin, an unarmed black teen, in Sanford, Fla. Zimmerman was a neighborhood watch volunteer in a gated community. “I am honored and humbled to announce the sale of an American Firearm Icon,” read Zimmerman’s description of the Kel-Tec PF-9. “The firearm for sale is the firearm that was used to defend my life and end the brutal attack from Trayvon Martin on 2/26/2012.” But Thursday morning, that listing vanished from Gunbroker, which later said it wanted “no part” in the sale of a firearm whose use sparked a nationwide debate over race relations and “stand your ground” laws. Undeterred, Zimmerman found a new place to sell the weapon: UnitedGunGroup.com. Zimmerman was acquitted of second-degree murder and manslaughter in Martin’s death. To Williams, Caps’ season was a ‘failure’ CAPITALS Three-time Stanley Cup champion Justin Williams was brought to Washington to help the Capitals win a championship. So two days after their latest early playoff exit, the 2014 postseason MVP didn’t mince words. “It was a failure,” Williams said of his maiden campaign in D.C. “I’m not going to beat around the bush. I came here to try and help this team win, and we didn’t do it.” Despite winning the Presidents’ Trophy and setting a franchise record with 56 wins, the Capitals fell in six games in their secondround series against Pittsburgh. The Penguins took advantage of their greatest team asset — their speed — and were led by a third line of Carl Hagelin, Nick Bonino and Phil Kessel, who combined for 18 points in the series. Still, the Capitals believe the
series was theirs for the taking. They particularly cite losses in Games 3 and 4. “The biggest thing you hear people allude to is killer instinct,” defenseman Brooks Orpik said. “Game 3, when you outplay a team that badly [Washington outshot Pittsburgh 49-23], you’ve got to find a way to win.” Game 4 in Pittsburgh was another example. The Capitals fell in overtime against a Penguins team that was without No. 1 defenseman Kris Letang. Then after rallying from 3-0 down with their season on the line in Game 6, the Capitals managed just one shot on goal on a critical power play with under three minutes to play in regulation. So far, so erratic: Nats’ greatness comes in flashes The Nationals can be so confusing. Max Scherzer struck out 20 batters Wednesday and the Nationals seemed like world beaters in their 3-2 victory over the Tigers. But Washington is just 7-9 over its past 16 games after opening the season 14-4. One moment they’re swept by the Phillies at home, the next they’re sweeping the Cardinals in St. Louis and taking two of three against the World

Series champs in Kansas City. Then they’re back to their losing ways, dropping four straight to the Cubs. The early NL East lead is gone. Washington is in a tight race with the New York Mets, with Philadelphia and Miami close behind. Are the Nationals really a contender or are they just another tease — like all Washington teams? Ask again on Labor Day. Most likely, the Nationals are good enough to stay in the race until the very end, while also
flawed enough offensively to fall short of the postseason for a second straight year. Then again, the Nationals were a better team during their NL East-title seasons in 2012 and 2014 and ended up doing nothing in the playoffs, so maybe being the underdog could launch Washington into an unexpected World Series run. The Nationals are as exciting and excruciating as the Capitals, who exited the postseason Tuesday in the second round after posting the NHL’s best regular-season mark. Being a Washington sports fan isn’t for sissies, as Nationals supporters know all too well. Need proof of the Nationals’ inconsistency? Scherzer is Exhibit A. After signing a $210 million deal and having a brilliant first half last season, he was just ordinary for much of the second half. He throws more gopher balls than Carl Spackler in “Caddyshack.”

Even in his 20-strikeout performance, Scherzer allowed two homers. Before Wednesday’s dominant outing, he had a 4.60 ERA this season. And the highly paid ace isn’t the only Nationals star to have insanely high peaks followed by head-scratching lows. Bryce Harper hit nine homers in April and was NL player of the month. But since April 27, he’s hitting just .167 (although he walks more often than a nighttime security guard). Now he’s facing a one-game suspension for cursing an umpire Monday after getting tossed. Good Bryce/ Bad Bryce is nothing new, but sometimes it gets old. The lineup is batting just .243, MLB’s 18th best overall, and since last season, it seems like there’s Harper and then the rest. It’s a little better this year with newcomer Daniel Murphy off to a tremendous start, batting .409 and finally replacing Ryan Zimmerman at cleanup. And Wilson Ramos’ offseason laser eye surgery has surely helped — he’s hitting .364 after just .229 in 2015. It says a lot when two pitchers — Scherzer and Stephen Strasburg — are among the team’s top five hitters for average. Shortstop Trea Turner’s expected call-up from Triple-A Syracuse on June 1 to replace Danny Espinosa (.210) can’t happen soon enough. After paying up for Strasburg, is Harper next? NATIONALS The contract extension the Nationals announced this week for Stephen Strasburg raised an immediate question: What about an even bigger contract for agent Scott Boras’ even bigger star, Washington’s Bryce Harper? “Every player wants to play on a good team,” Boras said. “And they want to play for an ownership that has the wherewithal to keep a good team together, and certainly this is a good team and I think the Lerners have proven that they have the wherewithal to keep a good team together.” Harper can’t be a free agent until after the 2018 season, so in some sense this is early to be talking about such things. But in others, it’s not. As players get closer to free agency, they tend to taste it. The time to lock up players to longterm extensions tends to be two or even three or four years before free agency. The Cardinals and Giants have both done this, with mostly positive results, showing their homegrown players they believe in them, and in turn freeing the players’ minds to just go out and perform without risk of losing their jobs. Strasburg, by signing in the midst of his walk year, became an exception. So she ditched her couch for a better-sized loveseat. “And I got rid of a reclining reading chair that I loved but just didn’t fit in here,” she says.
“Drawing the eye upward makes a space feel larger,” Smith says. So she recommends hanging curtains at the ceiling and art higher on the wall, or even changing out boring light fixtures for something more interesting.

Make an investment. That could mean buying quality furniture pieces or even hiring an interior decorator as Rasowsky did, working with designer Shannon Smith to create the space she wanted. “There is so much to be said about investing in yourself,” says Rasowsky, 24. “To be able to come back from a business trip, stumble into my apartment and automatically feel so at ease is worth all the time and money spent.”
Adopt a multitasking mantra. “I made a rule for myself that I can’t buy anything for my apartment unless it has at least two functions,” says Paige Heskamp, another Kalorama studio renter. So she’s purchased pieces like storage ottomans she uses for

either eating surfaces or extra seating, and a cube-style bookcase that provides storage and serves as a divider between her living and sleeping spaces.

Break from tradition. Who says your dresser needs to be by your bed? Leslie moved hers to her foyer. “It’s a really nice piece that looks like something that could be in an entryway, but it actually has all my clothes in it,” she says.
Store things strategically. Rasowsky has lots of jewelry. Instead of finding places to stash it all, she incorporated some into

McCloughan believes the hybrid Southern Cal linebacker and defensive back can make big plays at several spots on the field. Heading into camp, the Redskins are listing Cravens as a safety. He’s expected to see plenty of action this season.
Fuller not ready to take the field Don’t expect to hear much news of Virginia Tech cornerback Kendall Fuller, whose selection in the third round may be McCloughan’s biggest gamble. Fuller is recovering from surgery on his right knee and isn’t ready to join teammates for on-field work. He’s also the only pick among the seven-member draft class who has yet to sign.
Late-round players’ time to shine All four of the Redskins’ late-round picks are signed and expected to play: DT Matt Ioannidis, a fifth-round pick from Temple; Indiana’s strapping QB Nate Sudfeld; Boston College LB Steven Daniels and Georgia RB Keith Marshall. So, too, are dozens of undrafted college players. Who among them will shine?
Weather could change plans With more rain in the forecast, coach Jay Gruden will tailor the schedule around the elements. At present, the Redskins have no indoor practice facility. Plans to replace the four-year-old indoor bubble that collapsed under January’s record snow are behind schedule. The Redskins won’t risk any injuries on a slippery field.

U.S. team work gets Birnbaum back on track D.C. UNITED After a stellar rookie season with D.C. United in 2014, Steve Birnbaum’s sophomore campaign didn’t go as he had hoped. The center back suffered an injury early in the 2015 season, struggled to regain his best form after returning, and was even benched occasionally toward the end of the year. It’s safe to say Birnbaum’s sophomore slump is behind him. He was handed a surprise U.S. national team call-up in January, and that has proven to be a catalyst for a strong start in 2016. Birnbaum, 25, played well in the U.S. friendlies against Iceland and Canada, scoring his first international goal against Iceland. From there, he firmly grabbed his starting spot with United, and has returned to being one of the club’s most important players entering United’s game against the New York Red Bulls on Friday at RFK Stadium (7 p.m., UniMas). Birnbaum has been named to the U.S. preliminary roster for next month’s Copa America, and United coach Ben Olsen says the defender has shown the right attitude since returning from national team duty. “He has good leadership qualities, and going with the national team definitely helps,” Olsen has said. “He’s brought the high level of the national team back to us and that’s not always the case when people come back. The film has a taut, nervous energy that infuses what is essentially a chamber piece with three people into a substantive, of-the-moment thriller. “Money Monster” is nothing if not timely, which makes it all the
more disappointing when the plot takes increasingly outlandish turns, becoming “Speed” with more high-frequency trading. Still, “Money Monster” is admittedly entertaining, especially when Gates hits on the idea of persuading his fans to invest in the errant stock in order to bring Kyle back into the black. With all its talk of glitches, blips and black swans, “Money Monster” turns out to be a bit of a black swan itself: not quite the sophisticated drama the era deserves, but not the usual adrenaline-addled genre exercise, either. A towering class inferno In ‘High-Rise’, the rich go higher while the poor go lower FILM REVIEW In “High-Rise,” a stylish but cold adaptation of novelist J.G. Ballard’s 1975 dystopian parable of class warfare — carried out inside a single towering apartment building — Tom Hiddleston’s Robert Laing isn’t so much a character as a machine part. He’s a critical linchpin, connecting the privileged haves on the upper floors with the grumbling have-nots down below, where amenities are more scarce and becoming scarcer. Laing, who has just moved into the building, circulates freely between both camps, including getting invited to the penthouse, where the building’s architect (Jeremy Irons), unsubtly named Royal, enjoys a landscaped rooftop garden. But Laing also is friends with Wilder (Luke Evans), a malcontent filmmaker who helps rile up his fellow tenants in the building’s lower half when they are barred from using

Yet the overly schematic nature of “High-Rise” does not entirely diminish its pleasures, which include an effective metaphorical tool in Laing. One scene features him sunbathing, nude, on his balcony as an upstairs neighbor (Sienna Miller) looks hungrily down on him. The sense of vulnerability, and humanity as meat, is palpable. FILM The antelopes next door were gay — maybe. For viewers of Disney’s “Zootopia,” it’s been a guessing game. In an early scene, rabbit police officer Judy moves into her new apartment and meets her neighbors. Bucky and Pronk are both antelopes and both men, who live together and bicker like a married couple. But … were they? The answer, available to sharp-eyed movie fans, comes in the closing credits: Bucky and Pronk share a last name, Oryx-Antlerson. While gay and lesbian characters are standard players in movies and TV shows for adults, they remain a fleeting or barely acknowledged presence in children’s entertainment. Last week, a campaign to change this caught fire on Twitter, under the hashtag #GiveElsaAGirlfriend — a plea to Disney to make one half of its beloved princess duo a lesbian in the forthcoming sequel to “Frozen.” A kids’ movie may seem like the last place to be talking about sex. But advocates note that in almost every princess film or superhero cartoon, there are relationships — moms and dads, aunts and uncles, princes and princesses — that have quietly reinforced a traditional standard for romantic love. Yet Disney and other giants of children’s entertainment have evolved over the decades to
reflect changing norms — from including characters of many races to ditching the trope of helpless damsels in distress. Could a hero with two dads, or a princess with a girlfriend, be the next step? Studies have suggested that seeing gay characters in popular entertainment can decrease prejudice toward those groups. “There is no doubt that kids’ seeing positively portrayed gay characters could have a significant effect that would contribute to such children’s learning about the world and who is in it,” said Edward Schiappa, a professor of comparative media studies at the Massachusetts Institute of Technology. Doing so is a risk for children’s entertainment companies, which have a financial incentive to make movies as widely accessible — and therefore as noncontroversial — as possible. “It can be any little thing that will set off a firestorm,” said Lori Pearson of Kids-In-Mind, a nonpartisan, nonreligious group that warns parents of potentially unsavory content in movies. “Now, especially with the advent of Twitter and places where information can travel quickly, if a certain group decides something in the content is unacceptable, it will spread, and people will decide based on that information not to go see the movie,” Pearson said. When asked if Disney might include an explicitly gay character in a kids’ film, the company said that its brand “has always been inclusive, with stories that reflect acceptance and tolerance.” But the company hasn’t always
