Police called in a crane to lift five fugitive water buffalo off a highway in western Germany in an operation that lasted nine hours. News agency dpa reported that the buffalo, including two calves, escaped from a field Sunday night and walked onto the highway near Leverkusen. Police corralled the animals using trucks and patrol cars, but couldn’t get them off the road. A vet tranquilized them before they were lifted. (AP)
A book nearly five decades overdue has been returned to the San Francisco Public Library. The copy of Eldridge Cleaver’s memoir “Soul on Ice” was due at the Eureka Valley branch Dec. 9, 1970, making it 47 years, four months and 29 days late. The library’s late fee would be $1,731.70 if it didn’t cap fines at $10.01. The San Francisco Chronicle reported the paperback’s cover is detached from its spine and there’s a hole in the title page. MUSEUMS The Corcoran Gallery of Art’s board of trustees announced Monday that it will distribute nearly 11,000 works remaining in its renowned collection, a historic giveaway that includes paintings by Washington Color School artist Sam Gilliam, photographs by Ansel Adams and Dorothea Lange, and prints by 19th-century French master Honore Daumier. Almost 9,000 pieces will go to the American University Museum at the Katzen Arts Center, with others headed to 10 Smithsonian Institution museums, several universities and the U.S. Supreme Court. The distribution marks the final stage of the dismantling of the famed Washington institution. Under a controversial 2014 deal, the National Gallery of Art had first dibs on the entire collection and ended up acquiring about 40 percent of the 19,493 works. George Washington University

ALEXANDRIA Alexandria’s police chief has abruptly demoted all four of his deputies in recent months in a shake-up that has exposed some deep rifts in the department. Chief Michael Brown, who took over in January 2017, said the radical change was needed to repair a police force that suffered from poor communication and inefficiencies. “This is not a matter of any angst or animosity between me and the deputy chiefs,” he said in an interview. “This was trying to do the best for the organization.”

CVS says it will continue to sell SmarTrip cards Metro and CVS Health agreed Monday to save their partnership and continue sales of SmarTrip cards in the region’s 200 CVS stores, preserving a service used by thousands. Earlier this month, CVS warned Metro that it planned to discontinue the SmarTrip sales and the service that allows area commuters to reload their fare cards at its stores. Post analysis finds that 26 voted in the wrong district in tied contest VIRGINIA Last year’s race for state delegate in Newport News went down in Virginia history for its razorthin margin. Republican David Yancey won on Election Day by 10 votes; Democrat Shelly Simonds beat him by a single vote in a recount. Then, a judicial panel declared a tie, so officials picked a name out of a bowl to determine a winner, and it was Yancey. Now, a review of voter registration records and district maps by The Washington Post has found that more than two dozen voters — enough to swing the outcome of that race — cast ballots in the wrong district because of errors by local elections officials. The misassigned voters lived in a predominantly African-American precinct that heavily favored Democrats in the fall, raising the possibility that they would have delivered the district to Simonds had they voted in the proper race. The impact of a Simonds win would have been felt far beyond Newport News. It would have upended the balance of power in the House of Delegates, splitting the chamber

down the middle — 50 Republicans and 50 Democrats. Yancey’s victory allowed the GOP to maintain control by a 51-to-49 margin, even after Democrats picked up 15 seats in a blue wave widely seen as a rebuke to President Trump. The November electoral mixup was one of many scattered throughout the state. In an analysis published in January, The Post found about 6,000 registered Virginia voters were placed in the wrong state legislative district. Almost 2,600 of those misplaced voters cast ballots last November, according to a Post analysis of the recent data. While that’s a small fraction of the state’s 5.5 million
registered voters, in close races like the Simonds-Yancey matchup, it could have made the difference. Yancey declined to comment. For Simonds, The Post’s findings are yet another what-if. “There are thousands of ways I could have won that election,” said Simonds, who is making another run for the seat in 2019’s election. “I met a woman recently who told me she had a breathing episode in the polling place … and the ambulance took her out of the polling place before she could vote for me. Judge: Boardwalk busking rules are unconstitutional
Maryland town councilman arrested on burglary charge
Police have arrested a Northern Virginia man who they say shot and killed two people at a strip-mall hookah lounge. The Loudoun County Sheriff’s Office said Monday it arrested Hassan Gailani, 34, of Alexandria and charged him with two counts of first-degree murder. The sheriff’s office said it was called to the Pharaoh Cafe in Sterling shortly before 2 a.m. Monday. The two victims were declared dead at the scene. Deputies arrested Gailani in his car as he attempted to leave the scene. Sheriff Mike Chapman said Gailani appeared to know the victims and that he went to the hookah lounge to target them. (AP)
Some restrictions on boardwalk performers in Ocean City, Md., have been deemed unconstitutional. The Daily Times of Salisbury reports a District Court judge ruled performers on the Ocean City Boardwalk will no longer have to sign up for spaces a week in advance, and performers are also no longer restricted to certain dedicated areas. Performances before 10 a.m. and advertising are now permitted. The decision says Ocean City’s restrictions placed a “substantial burden” on harmless speech. Ocean City can still ban performances after 1 a.m., items bigger than 6 feet and performances on certain streets. (AP)
A Maryland town council member has been arrested on burglary charges in Fairfax County. Police said Monday that Selwyn Bridgeman, 41, of Bladensburg, Md., broke into a Fairfax apartment back in January. Police say Bridgeman had been attempting to contact an acquaintance in the apartment complex but knocked on the wrong door. Police say he then entered the apartment through an unlocked door when no one answered. He left when confronted by the residents. They called police after they noticed money missing. Bridgeman was arrested Saturday in Maryland and is currently awaiting extradition. (AP)

Backing of cleric in Iraq could rattle ties with U.S. Sadr wins most seats in parliamentary elections, will help choose PM IRAQ The surprisingly strong showing of a ticket backed by maverick Shiite cleric Muqtada al-Sadr in Iraqi elections will force U.S. officials to recalculate how best to pursue U.S. interests there. Sadr is a ferocious critic of American policies in the Middle East, and his unexpected electoral haul immediately calls into question the continuing presence of U.S. troops in Iraq. But his spokesman said Sadr supports honoring commitments between Iraq and the U.S. concerning the training of Iraq’s security forces and weapons purchases as long as there “is no interference on
the sovereignty of Iraq.” Sadr’s ticket won the most seats in Iraq’s parliamentary election, according to results released Monday, placing him in a key position to select the country’s next prime minister and set the course for how the nation emerges from the war against the Islamic State. His ascendancy comes at the expense of incumbent Prime Minister Haider al-Abadi, the preferred candidate of the U.S., who came in third. But Sadr’s electoral list fell short of a majority. That would offer a lifeline to Abadi, if he can work out an agreement with Sadr and other parties. How the vote tally translates into parliamentary seats will be announced this week. Abadi said Monday he is willing to work with any coalition to form a representative
government. “Abadi will be entirely dependent on Sadr for his re-election now,” said Kirk Sowell, the publisher of Inside Iraqi Politics. Abadi has supported the presence of U.S. troops in Iraq, particularly as the Pentagon has planned for a continuing role for U.S. forces there in preventing a resurgence of ISIS. Sadr first gained international notice as a militia leader who fought U.S. troops after the 2003 Iraq invasion. But Sadr has grown increasingly pragmatic over the years and formed a cross-sectarian electoral alliance emphasizing Iraqi nationalism over loyalty to Iranian clerics and U.S. backing. MIDDLE EAST Israeli forces killed 58 Palestinians on the boundary fence with Gaza on Monday, local health officials said, a level of bloodshed not seen since the most violent days of Israel’s 2014 war in the territory. The death toll doubled the number of Palestinians killed during six previous weeks of demonstrations, dubbed the “March of Return,” and came on the same day that a new U.S. Embassy opened in Jerusalem. Tens of thousands of Palestinians had gathered on the edges of the fenced-off blockaded territory from mid-morning. Many came to peacefully demonstrate, bringing their children and carrying flags. Food stalls sold snacks and music blared. But the protests appeared to have a more violent edge than in previous weeks. Some young men brought knives and fence cutters. At a gathering point east of Gaza City, organizers urged protesters over loudspeakers to burst through the fence, telling them Israeli soldiers were fleeing their positions, even as they were reinforcing them. Israeli snipers were determined not to allow a breach, and ambulances soon began screaming back and forth from the fence, as gunshots rang out over the crowd. No Israeli soldiers were injured, though, and Israel drew widespread condemnation for an excessive use of force. More than 2,400 people were injured, according to the Palestinian health ministry in Gaza, including 1,200 from live ammunition. The United Nations said “those responsible for outrageous human rights violations must be held to account,” and Human Rights Watch described the killings as a “bloodbath.” Palestinian

How long?” The hospital had set up a new additional 30-bed triage area outside, and earlier in the day said it had the capacity to treat 200 or 300 serious gunshot wounds. It had received around 400 injured by around 6 p.m., and most of those had been shot, he said. “We’ve reached the critical point now,” Sahbani said. “A lot of people need operations soon, but the operation room is full.” Increasing economic hardship has fueled frustrations in Gaza, along with wider despair across Palestinian territories amid moves by a U.S. administration seen as wholeheartedly on Israel’s side of the decadesold conflict. As the death toll neared 50, loudspeakers called for protesters to leave the border area. Hamas leader Ismail Haniya was called to Cairo on Sunday night in an apparent attempt to persuade the militant group to quell the demonstrations. Melania Trump in hospital BETHESDA First lady Melania Trump underwent a “successful” procedure Monday to treat a benign kidney condition and was expected to remain hospitalized for the rest of the week, her staff said. President Trump took a helicopter to Walter Reed National Military Medical Center to visit her. Melania, 48, had the embolization procedure Monday morning.
The president spoke with her before the procedure and with her doctor afterward, the first lady’s office said. The president tweeted shortly before arriving at Walter Reed in Bethesda, saying it was a “successful procedure,” describing his wife as being “in good spirits” and offering his thanks “to all of the well-wishers!” Trump spent a little over an hour at the hospital. The White House did not offer any additional details on Melania’s condition. In opening remarks in the Senate, Minority Leader Chuck Schumer, D-N.Y.,
sent well wishes for “a speedy recovery to the first lady.” Two urologists who have no personal knowledge of the first lady’s condition said the most likely explanation for the procedure is a kind of noncancerous kidney tumor called an angiomyolipoma. They’re not common, but they tend to occur in middle-aged women, and if they become large enough, they can cause problematic bleeding, said Dr. Keith Kowalczyk of MedStar Georgetown University Hospital. ANALYSIS The Supreme Court on Monday struck down a federal law that kept most states from authorizing sports betting, a ruling that is sure to set off a scramble among the states to find a way into a billion-dollar business. The challenge was brought by New Jersey, which had said it could be ready within weeks of a favorable decision to offer sports betting at its racetracks and casinos. Other states are expected to act quickly as well. The court’s 6-3 decision struck down the Professional and Amateur Sports Protection Act (PASPA), which Congress passed in the early 1990s to protect the integrity of sports, according to its sponsors. Only Nevada’s sports wagering industry was protected, and the measure said it was unlawful for other states to authorize such gambling. But the court’s majority said that violated states’ rights to make their own decisions, when Congress itself has not passed legislation to regulate an activity.

New Jersey has been preparing in earnest for legalized sports wagering since 2012, and many locations are ready to move quickly. Monmouth Park — a racetrack on the Jersey Shore — says it could open betting windows within the next two weeks. Many other state legislatures will now race to add regulation that will provide the groundwork for sports gambling in each state.
Which states will be next? While New Jersey and Delaware could have betting windows open soon, states such as West Virginia and Mississippi are also poised to move quickly, said Daniel Wallach, a sports gaming
The NBA and Major League Baseball have both said some form of legal sports gambling seems inevitable, and have teamed together to urge states to pass bills that would help protect the integrity of their sports — while also directing some profits in the direction of the leagues. And the PGA Tour on Monday restated its support of sports gambling. (The tour’s position is similar to that of the NBA and MLB.) options in the next few weeks. West Virginia is the only state that has passed sports gambling legislation this year, so operations should be up and running there soon. In Maryland, a bill passed the House but not the Senate before the session concluded last month. The soonest a constitutional amendment could be approved would be in 2020, unless a special session is called and lawmakers pass legislation to put the matter on the November ballot. No legislation has been introduced
The decision means states can offer the same betting options as any other sports books, including college and professional sports, horse racing, golf, combat sports and non-American sporting events. Most sports books are likely to offer single-game bets, over-under bets, prop betting, teaser bets and parlays.
What about online betting? Many bills are encouraging mobile and online betting options. Gambling advocates warn that without these options, bettors will still turn to offshore accounts and illegal bookmakers. New Jersey sports books will be able to take bets via phone or computer, but there will be a licensing process that could take weeks — possibly months — before books will be able to take bets remotely. Experts: Crash of MH370 was murder-suicide AVIATION All but one of the 239 people on the doomed Malaysia Airlines Flight 370 had probably been unconscious — incapacitated by the sudden depressurization of the Boeing 777 — and didn’t know they were on an hours-long, meandering path to their deaths. Along that path, a panel of aviation experts said Sunday, was a brief but telling detour near Penang, Malaysia, the hometown of Captain Zaharie Ahmad Shah. That is the chilling theory that the team of analysts assembled by Australia’s “60 Minutes” have posited about the final hours of MH370. They suspect the plane’s 2014 disappearance and apparent crash were a suicide by the Zaharie — and a premeditated act of mass murder. But first, the experts said, they believe that Zaharie, 53, depressurized the plane, knocking out anyone aboard who wasn’t wearing an oxygen mask. That would explain the silence from the plane as it veered wildly off course: no mayday from the craft’s radio, no final goodbye texts, no attempted emergency calls that failed to connect. Kick their shins. ’Tis but a flesh wound to this bunch. Here are some things that have transpired since Washington began the playoffs a month ago: They lost their first two games. At home. They lost forward Andre Burakovsky for the end of their first-round series and the entirety of their second-round series. They lost forward Tom Wilson to suspension in the middle of that second round. They could have lost their edge and their composure. Instead, they closed out Pittsburgh on the road. Backstrom, their supposedly essential center, didn’t play in the clincher against the Penguins. His next shift in
the Eastern Conference finals against Tampa Bay will be his first, because of a hand injury. One last fact: The Capitals played two road games against the Lightning over the weekend. They won twice. What the bleep is going on? “In past years, we might feel a different way,” defenseman John Carlson said. “Maybe [we] had a different aura in the room. This year is just different.” Sunday night’s 6-2 trouncing in Game 2 puts the Capitals in an extraordinary position: up two games to none heading into their first home game of the series tonight (8, NBCSN). NFL Redskins safety DeAngelo Hall will retire before the 2018 season, he announced Monday. The three-time Pro Bowl defensive back spent 14 years in the NFL. Hall, 34, is mulling opportunities in media, as a coach or in a front office. The Redskins are believed to have a front-office position available for Hall. “I’m not playing. That’s for … sure. But yeah, all the other stuff is still on the table,” Hall told reporters Monday at Ryan Kerrigan’s charity golf outing. Hall’s 43 career interceptions are more than any active player has and rank 63rd in NFL history. He returned five for touchdowns. Since Hall was a rookie in 2004, only Ed Reed (52), Charles Woodson (49) and Asante Samuel (49) tallied more picks. Nine full seasons of Hall’s career were spent with Washington, but he played in just eight games over the past two years. Hall joined the Redskins as a corner in 2008 and switched to safety in 2016. His 23 interceptions with the Redskins rank 10th in franchise history. The Falcons drafted Hall at No. 8 overall out of Virginia Tech in 2004. He played four seasons in Atlanta before being traded to Oakland in 2008. He played just eight games with the Raiders before being released and was quickly picked up by the Redskins. E-bikes: A ‘gateway’ to exercise Electronic bikes help people keep moving when traditional workouts aren’t possible BIKING Rachel L. Davis is an avid bicyclist. But as a working mother of two with a third child on the way, she doesn’t have time for long bike rides. “In my world, getting my exercise has to be part of my daily life,” says Davis, 36, who owns a marketing strategy company based in Washington. “I live in a hilly part of D.C., and as I’ve become more pregnant, more tired with more children, I don’t have as much energy to be biking 40 miles.” She found a solution in JUMP Bikes, which rents out dockless e-bikes. “The e-bike is a fantastic option if someone has a little less energy but wants to get some exercise, burn calories and still get around,” Davis says. Electric bikes, or e-bikes, are steadily making their ascent in the U.S. bike market. Erik Saltvold, founder and owner of ERIK’s Bike Shop, a Midwestbased chain for bike sales and repairs, says the e-bike is the fastest-growing specialty bike in the industry. Last October, market research company NPD
Group reported that electric bike sales had grown 95 percent in the 12 months ending in July 2017, with sales totaling $65 million. Those buyers aren’t likely to get a major workout. Researchers from the University of Tennessee found in a study of walkers, e-bike riders and traditional bike riders that those who completed a 2.75-mile hilly route on an e-bike used 24 percent less energy than traditional bikers and 64 percent less than walkers. But perks included higher levels of enjoyment and no need for a shower when they were done. “Sometimes people who pedal a lot kind of scoff and say, ‘Oh, I don’t need an electric motor.’ Quite frankly, that’s right,” says Dave Abadie, owner of E-Bike KC, an e-bike conversion company. “If you ride a lot for exercise and even for competition, an electric bike is something you wouldn’t be interested in getting.” Instead, e-bikes offer a “gateway” to exercise, says Thomas Whitaker, director of marketing for Faraday Bikes, a San Francisco-based e-bike manufacturer.
How to get an e-bike If you’re interested in an electric bike, you can either buy one or convert your existing bike. A bike suitable for conversion must have a powerful brake system, wider tires and a strong frame that can hold the motor and battery. The conversion can cost $800 to $1,200. The average price of a new e-bike is about $2,500, according to market research company NPD Group. M.P.
He notes than in their market research, 10 percent of customers use e-bikes to recover from an illness or injury. “I think it’s a familiar and fun way to exercise without being hard on the body. People recover and then continue to do more and bike more.” The National Institute for Transportation and Communities believes e-bikes remove barriers to cycling, such as physical limitations and challenging topography. The results of a recent survey “indicate that, by reducing the physical demands on the rider, e-bikes are encouraging

more people to replace car trips with bike trips,” it says. Electric bikes are categorized by classes: Class 1 e-bikes are pedal-assist cycles with a top speed of 20 mph. (Some localities have banned Class 2 and Class 3 e-bikes.) The trick to using a Class 1 bike is to pedal. “If the pedals stop, the bike doesn’t go,” says Saltvold. Whitaker notes that customers say they switch off the pedal-assist to get more exercise. There are safety concerns. Because the bikes are heavier than traditional bikes, balance can be a problem. And, of course, e-bikes allow people to cycle at higher speeds than usual. “A normal rider will average between 12 to 15 mph, where an e-bike rider will average between 15 to 20 mph,” Abadie says. Davis plans to invest in an e-bike after she has her third child. “Now I have multiple children, I don’t have the physical capacity to bike uphill with that amount of weight,” she says. “The e-bike changes that situation.” MIKE PLUNKET T
A growing number of scientists are raising the alarm about thirdhand smoke — residual chemicals left on indoor surfaces by tobacco smoke. Research has shown the potentially hazardous residue can be absorbed through the skin, ingested and inhaled months or years after the smoke has dissipated. A study published Wednesday in the journal Science Advances shows how tobacco smoke from outdoor air can seep into indoor nonsmoking areas and cling to surfaces. Researchers also found that when rooms get blasted by air conditioning, the chemicals can become airborne again and spread through the t ventilation systems of buildings. WILLIAM WAN (TWP)

Meghan Markle’s father, Thomas Markle, will not attend the royal wedding Saturday after it was revealed he had staged paparazzi photos ahead of the ceremony, TMZ reported Monday. Thomas suffered a heart attack last week but had checked out of the hospital and still planned to attend the wedding before the photo shoots came to light, he told TMZ. Thomas now plans to sit out the ceremony “because he doesn’t want to embarrass the Royal Family or his daughter,” TMZ reported. A Kensington Palace statement acknowledged the report, saying the couple are asking for “respect to be extended to Mr. Markle in this difficult situation.” (EXPRESS)

Macklemore revealed Monday in a tweet honoring his wife, Tricia Davis, that their daughter’s name is Colette Koala Haggerty. The couple welcomed their second child March 16. “To witness the strength, endurance and love it takes to become a mother is the most beautiful thing I have ever experienced,” Macklemore wrote.
Model Chanel Iman and New York Giants wide receiver Sterling Shepard are expecting their first child.
