THE DISTRICT By her own admission, Diane R. Johnson spoiled her first dog. The best perks in Kirby Dennis Johnson’s life were his daily romps off-leash across the hills of Historic Congressional Cemetery each morning and night. Since his death in July at age 12, Johnson has remained devoted to the black Labrador retriever. Soon, Johnson will be able to have Kirby’s remains remain forever at Congressional, as the cemetery plans to open the District’s first pet burial site. “I want him to be the first dog interred here,” Johnson said. “There’s no place like this on Earth.” The cemetery considers the move to offer pet burial a natural extension of a wildly popular club of 770 dogs and their 660 humans that has revived the cemetery after decades of neglect and nocturnal activity by drug users and prostitutes. The members’ volunteerism, donations and dues support groundskeeping at the 35-acre

site, tucked away just a few blocks south of RFK Stadium and near the John Philip Sousa Bridge over the Anacostia River. The cemetery will clear a third of an acre of wooded area on its eastern border, in the new Kingdom of Animals section, said Paul Williams, president of Congressional Cemetery. Offici a ls do not h ave a firm date for opening the pet gravesite, but are aiming for late June. There will be about 300 graves, each of which will be
able to hold about 25 pets. People also will be able to memorialize their pets by having their names etched on “community columns.” Stephen Brennwald, a volunteer cemetery board member for the past five years, said the decision to open a section for pets was “a no-brainer.” “This place is special,” he said. “It’s a place you meet friends. It’s a place people come to meditate and contemplate as they walk their dogs. It’s a place where people refresh their souls.”
For Johnson, Congressional was the place that introduced her to a community of dog lovers. She now has a black poodle named Calliope, a lively 1-yearold who has helped Johnson move past the pain of losing Kirby. And before long, her first dog love will be back at Congressional awaiting her daily visits with Calliope. “It’s the most fitting place for him,” Joh nson said of Kirby. “It was our respective happy place.” CLARENCE WILLIAMS (THE WASHINGTON POST)
A mulberry tree on the grounds of the Washington Monument believed to be more than 100 years old became uprooted over the weekend because of soil oversaturated by this spring’s heavy rains, according to the National Park Service. The tree “predates the dedication of the Washington Monument,” which was in February 1885, officials said in a tweet. A crew is “weighing options to allow us to save the tree.” (TWP) RANKINGS

MONTGOMERY COUNTY Montgomery County school officials acknowledged Tuesday that a football locker room at Damascus High School went unsupervised during a 25-minute period on Oct. 31 when alleged sexual assaults with a broomstick took place among teammates. Officials also announced they are seeking a new athletic director and junior varsity football coach. The shake-up of the storied football program at the Maryland school of about 1,300 students comes days after parents confronted elected school board members about what actions the school system was taking in response to the incident that resulted in criminal sexual assault cases. In an email sent to the Damascus High School community, Superintendent Jack R. Smith said JV coaches arrived late to their jobs and did not follow school procedures to ensure there would be other adults directly supervising the locker room in their absence. During that time, authorities have said, four players were sexually assaulted with a broomstick in attacks that led to charges of rape, attempted rape or both against six of their teammates. The letter also said the football program would be under probationary review by the school

system athletics unit next season, which would bring heightened monitoring to make sure the program follows local and state rules. Damascus High’s varsity football program was on a winning streak at the time of the reported assaults and had claimed three state titles in at row. Smith’s email came five days after the public meeting of the county’s school board. At that meeting, frustrated parents demanded answers about how Damascus staff responded to the reported assaults and when school officials contacted trained sexual assault investigators from the police department and handed off an internal review.
The Washington Post reported in March that school officials waited over 12 hours to tell police about credible allegations that at least one player had been sexually assaulted with a broomstick. The victims and suspects were 14 or 15 years old at the time of the alleged attacks. Smith’s email stated the school system is “taking appropriate disciplinary action” and will be seeking a new JV coaching staff and a new athletic director. “I know this incident and the subsequent investigations have caused sadness, frustration, and anxiety in the community,” Smith wrote. Authorities served an eviction notice Monday to activists who have stayed for more than a month inside the Venezuelan Embassy in D.C. and asked them to leave immediately. The activists have been inside the embassy because they consider Nicolás Maduro the legitimate president of Venezuela. The U.S. and 50 other countries say Maduro’s reelection was fraudulent and have recognized opposition leader Juan Guaidó as Venezuela’s interim president. Gustavo Tarre, Venezuela’s representative to the Organization of American States, said four remained inside. Brian Becker, national director of the Answer Coalition, which supports the activists, said those still inside the building will not leave voluntarily. (AP)
DISPROPORTIONATE ARRESTS OF BLACKS IN D.C.
The proportion of African Americans among those arrested in the District between 2013 and 2017, even though they make up slightly less than half of the city’s population, a study from two watchdog groups found. The American Civil Liberties Union and the transparency group Open the Government found a disproportionate number of black people in D.C. are arrested for minor violations that include smoking marijuana in public, driving without a license and gambling. A former Episcopal bishop who fatally struck a bicyclist while drunk and texting behind the wheel more than four years ago was released Tuesday from a Maryland prison. Businessman pleads guilty to $1.5M wine theft A Maryland man pleaded guilty Tuesday to embezzling up to $1.5 million in upscale wine from customers who paid him to store the bottles, which he sold without their knowledge. A plea agreement calls for William Lamont Holder, 54, of Hanover to be sentenced to 18 months in prison for his guilty plea to a wire fraud charge. From 2013 through 2017, Holder’s customers lost between $550,000 and $1.5 million worth of wine that he sold without their consent, according to the filing. (AP)

Council voted Tuesday to close the District’s only public hospital within four years, ending six decades of turbulent history at the only full-service hospital in the low-income and predominantly African American neighborhoods east of the

But as negotiations to build that replacement hospital look increasingly precarious, critics say closing UMC risks cutting off access to medical care for neighborhoods already struggling with high rates of infant mortality, gun violence and fatal drug overdoses, among other problems. “We know at some point that there will be a new hospital, but that day is not today,” said Council member Trayon White Sr., D-Ward 8, who was born at UMC, located in his ward. “We are making a rash decision to defund a hospital that is still in existence right now. Kill ‘zombies,’ fight aging? HEALTH Call them zombie cells — they refuse to die. As they build up in your body, studies suggest, these cells promote aging and the conditions that come with it, like osteoporosis and Alzheimer’s disease. Researchers are studying drugs that can kill zombie cells and possibly treat the problems they bring. Basically, the goal is to fight aging itself, which hopefully will in turn delay the appearance of age-related disease and disabilities as a group, says geriatrics specialist Dr. James Kirkland of the Mayo Clinic in Rochester, Minn. That’s in contrast to playing a “whack-a-mole game” of treating one disease only to see another spring up, he said. The research has been done chiefly in mice. Earlier this year, the first test in people was published and provided some tantalizing results. Zombie cells are actually called senescent cells. They start out normal but then encounter a stress, like damage to their DNA or viral infection. At that point, a cell can choose to die or become a zombie, basically entering a state of suspended animation. The problem is that zombie cells release chemicals that can harm nearby normal cells. That’s where the trouble starts. What kind of trouble? In mouse studies, drugs that eliminate

zombie cells — so-called senolytics — have been shown to improve an impressive list of conditions, such as cataracts, diabetes, osteoporosis, Alzheimer’s disease, enlargement of the heart, kidney problems, clogged arteries and age-related loss of muscle. Mouse studies have also shown a more direct tie between zombie cells and aging. When drugs targeting those cells were given to aged mice, the animals showed better walking speed, grip strength and endurance on a treadmill. Even when the treatment was applied to very old mice, the equivalent of people ages 75 to 90, it extended lifespan by an average of 36%.
Exercise (not vitamins) helps prevent dementia If you want to save your brain, focus on keeping the rest of your body well with exercise and healthy habits rather than popping vitamin pills, new guidelines for preventing dementia advise. Although age is the top risk factor, “dementia is not a natural or inevitable consequence of aging,” says the report released Tuesday by the World Health Organization. Many health conditions and behaviors affect the odds of developing it, and research suggests a third of cases are preventable, said Maria Carrillo, chief science officer of the Alzheimer’s Association, which has published similar advice. Researchers have also shown that transplanting zombie cells into young mice basically made them act older: Their maximum walking speed slowed down, and their muscle strength and endurance decreased. Tests showed the implanted cells converted other cells to zombie status. Kirkland and colleagues this year published the first study of a zombie-cell treatment in people. It involved 14 patients with idiopathic pulmonary fibrosis, a generally fatal disease that scars the lining of the lungs. Risk rises with age, and the lungs of patients show evidence of zombie cells. In the preliminary experiment, after three weeks of treatment, patients improved on some measures of physical fitness, like walking speed. Other measures did not show improvement. And what about giving them to healthy people who want to ward off aging? That’s possible but a long way off, after studies have established that the drugs are safe enough, said Laura Niedernhofer of the University of Minnesota. “We may not get there,” she added. In any case, experts are impressed by the research so far. Nir Barzilai, a researcher of aging at the Albert Einstein College of Medicine in New York, said he believes targeting zombie cells will play a role in the overall effort to delay, stop and maybe reverse aging. CO2 levels reach highest mark in human history Over the weekend, the climate system sounded simultaneous alarms. Near the entrance to the Arctic Ocean in northwest Russia, the temperature surged to 84 degrees Fahrenheit. Meanwhile, the concentration of carbon dioxide in the atmosphere eclipsed 415 parts per million for the first time in human history. By themselves, these are just data points. But taken together with so many indicators of an altered atmosphere and rising temperatures, they blend into the unmistakable portrait of human-induced climate change. Saturday’s steamy 84-degree reading was posted in Arkhangelsk, Russia, where the average high temperature is around 54 this time of year. The city of 350,000 people sits next to the White Sea, which feeds into the Arctic Ocean’s Barents Sea. Many locations in Russia, from the Kazakhstan border to the White Sea, set record-high temperatures last weekend, some 30 to 40 degrees above average. Eighteen of the 19 warmest years on record for the planet have occurred since 2000. Meanwhile, Saturday’s carbon dioxide measurement of 415 parts per million at Hawaii’s Mauna Loa Observatory is the highest in at least 800,000 years and probably over 3 million years. Oil pipeline hit by drones Attacks on Saudi oil infrastructure heighten tensions in the region SAUDI ARABIA An oil pipeline that runs across Saudi Arabia was hit Tuesday by drones, the Saudi energy minister said, as regional tensions flared just days after what the kingdom called an attack on two of its oil tankers in the Persian Gulf. The pipeline that runs from the kingdom’s oil-rich Eastern Province to a Red Sea port was shut down, but Saudi Energy Minister
Khalid al-Falih vowed that the production and export of Saudi oil would not be interrupted. The Saudis did not immediately assign blame for the drone assaults, but al-Falih named Yemeni rebel Houthis as a group that must be internationally confronted and accused them of being backed by Iran, Saudi Arabia’s regional rival. The Houthis, who are at war with Saudi Arabia, said earlier Tuesday that they launched seven drones targeting vital Saudi installations, without elaborating. They later claimed
responsibility for the pipeline attack. Dive teams search area for two missing people after sightseeing crash ANCHORAGE, ALASKA Dive teams plunged into the icycold waters of a southeast Alaska inlet Tuesday, searching an area the size of 24 football fields for two cruise ship passengers missing after two sightseeing planes collided. The Coast Guard has confirmed
four fatalities in the collision Monday afternoon near Ketchikan, a popular destination for cruise ships in Alaska. Ten people, all Americans, were injured. White House explores a second bailout as the U.S.-China trade war heats up ECONOMY President Trump on Tuesday rushed to placate furious farmers and Senate Republicans about his escalating trade war with China, with lawmakers now considering a package of fresh bailout funds to quell a rebellion in agricultural states. The fresh uproar came as farmers, lawmakers, business executives and global investors are looking to Trump for clues on how far he intends to take the trade showdown with China. On Monday, Trump suggested the standoff could last years and lead to structural changes in the global economy. On Tuesday, he offered conflicting forecasts, musing that a deal could come in the next month but also predicting a furious economic battle with Beijing. In one Twitter post, he said he would sign off on a deal “when the time was right,” but in another post he called for using the U.S. Federal Reserve to thwart China’s economic agenda. “In any event, China wants a deal!” Trump wrote. Trump has alleged for years that China rips off U.S. businesses and consumers by stealing intellectual property and that it rigs its currency to flood the U.S. with cheap imports. To force the Chinese government to change its behavior, he has imposed steep tariffs on $250 billion in Chinese goods and threatened to extend those import penalties
to more than $300 billion in additional products. China has responded in two ways, both by trying to negotiate with Trump to stop the tariffs and by imposing import penalties on U.S. exports like soybeans and other items, leading U.S. farmers to complain they are being caught in the middle of the standoff. Senate Republicans on Tuesday were frenetically trying to deal with complaints from powerful farm groups. Sen. Pat Roberts, R-Kan., on Tuesday was asked by a reporter about the level of patience among farmers with the trade standoff. He held his thumb and index finger an inch apart to demonstrate. Sen. John Cornyn, R-Texas, said the White House’s approach to helping farmers so far was “inadequate” and that more needed to be done, and soon. Trump last year directed the U.S. Department of Agriculture to spend $12 billion on programs to help U.S. farmers impacted by the trade war, and he has suggested he will send another $15 billion to farmers this year. But lawmakers and farm groups are confused as to how that would work, and Trump on Monday said the plan was still being “devised.” Soybean and pork producers received much of the focus last year, but a widening range of farmers and fishermen have complained they are being

The parents of a drunken driver who died in a car crash last year are suing Tiger Woods. They blame the golfer and his girlfriend for allowing their son to drive home from Woods’ Florida restaurant while intoxicated. The wrongful death lawsuit filed Monday says Nicholas F. Immesberger was served excessive alcohol before the Dec. 10 car crash. Immesberger worked at the restaurant in Jupiter that Woods owns. His girlfriend, Erica Herman, is general manager. The lawsuit says Herman recruited Immesberger as a bartender despite knowing that he was an alcoholic. It alleges that the restaurant’s employees, managers and owners allowed the 24-year-old man to drive after being overserved alcohol. (AP)

‘Cowboy’ wrangles new styles

In search of his sequel Country singer Sam Hunt broke through with a Grammy-nominated debut record in 2014. So why hasn’t he made a sophomore album? MUSIC So … when exactly is Sam Hunt going to release a new album? It’s a straightforward question, yet one that has confounded the country music industry. Hunt’s debut Grammy-nominated album, “Montevallo,” was a surprise smash in the fall of 2014. About two years later, he dropped the inescapable earworm “Body Like a Back Road,” which broke Billboard country singles chart records. Then, nothing. Another single, “Downtown’s Dead,” cracked the Top 15 on the radio charts last year. After that — crickets. The intrigue has ramped up recently as the specifics of Hunt’s progress on his next album remain a closely guarded secret. Ask a songwriter in Nashville about Hunt’s silence, and you’ll frequently be met with a nervous glance or a long pause — especially if they’ve been writing
songs with him, or know someone who is. Representatives for Hunt and his label did not reply to requests for comment. The star clearly values his privacy: He has 2.2 million followers on Instagram but hasn’t posted at all since last summer. Hunt, 34, is clearly aware that his career trajectory mystifies industry observers. (In a recent SiriusXM interview, the hosts jokingly introduced him as “the man who has just been released from witness protection.”) “I haven’t put out a whole lot of music in the last 24 months,” Hunt told the crowd last month at the Stagecoach Festival in Indio, Calif. “But I want to thank y’all for being patient.” Hunt is far from being the first artist who broke through with a huge debut only to make fans wait years for new music

— think Lorde or Frank Ocean. But it’s particularly rare in the country world, where labels typically keep artists on a more regimented schedule. Yet RJ Curtis, executive director of the Country Radio Broadcasters, doesn’t think it’s too late for Hunt. “The intrigue and anticipation can really work for an artist,” he says. In interviews, Hunt has
offered many reasons for why his second album is taking so long. Perhaps most surprisingly, he has confessed that, for a while, he simply didn’t know what to write about. Much of “Montevallo” was inspired by his formerly complicated relationship with his now-wife. Once they were in a happy place, it was tough to tap into the same well of creativity. Speaking to SiriusXM, Hunt did offer a few concrete details: He’s been focusing on songwriting since last fall and hopes to head into this recording studio this summer. He purposefully scheduled only three concerts for 2019 so he can concentrate on this plan. “I made it a point this year,” Hunt explained. “I said, ‘Look, I’m going to play three shows and I’m going to get this record done, come hell or high water.’ ”
For a musician who rose to fame quickly, it’s natural that Mac DeMarco may feel reluctance when diving into the limelight. This reticence is palpable on his single “Nobody.” “Another creature / Who’s lost its vision,” DeMarco sings of himself. “There’s no turning back / To nobody.” “Here Comes the Cowboy,” his album released Friday, carries a tone of melancholy mixed with hesitancy as DeMarco has one foot ahead of him and one in the past. “Choo Choo” and “Baby Bye Bye” feature a funkier DeMarco than his typical slow-jam aesthetic, while “Little Dogs March” gives more of what you’d expect. Conway died Tuesday morning in a Los Angeles care facility after a long illness, according to Howard Bragman, who heads LaBrea Media. A photographer filed a lawsuit Monday against Ariana Grande, claiming that she posted his photos to her Instagram page without permission, TMZ reported. Robert Barbera alleges that Grande did not pay for the images — which show her walking out of a building — or ask for his consent to use them. He is seeking either $25,000 for each photo or the profits Grande earned from the pictures.
