In a bid to be viewed as “the most pet-friendly neighborhood in Chicago,” the community of Edgewater is holding an election for Edgewater Pet Mayor, Block Club Chicago reported Thursday. page three Farms fuel food literacy in SE THE DISTRICT For D.C. residents living in Wards 7 and 8, getting healthy produce from the only three grocery stores serving the area can be a struggle. But a local nonprofit says that’s just half the battle. “It’s one thing to get healthy produce,” said Scott Kratz, vice president of Building Bridges Across the River. “It’s another thing to know what to do with it.” Building Bridges Across the River, which provides community programming in Wards 7 and 8, is looking to solve that problem. Last Friday, the local nonprofit launched new food literacy programs, including cooking and farming workshops, made possible by a $115,000 grant from Seeds of Change, a branch of Mars, Inc. Kratz said he wants people at the workshops to learn new recipes and the proper ways to store produce to keep it fresh. BBAR runs seven urban farms in Southeast, D.C., including THEARC Farm in Ward 8, which

is the main source for its community-supported agriculture program that allows local residents to pay $10 for a fresh bag of vegetables that are grown weekly on the farms. According to Kratz, the program — which is in its third year — has 70 participants, mostly from Ward 8. The grant money allows BBAR to begin offering workshops at its farms on a variety of topics, including canning, herbalism, composting and raised garden bed repairs.
“I know the difference between what’s fresh, what’s healthy, what’s right and how to cook it.” TATIANA BOGANS, the first intern for Building Bridges Across the River, who helps manage BBAR’s farms. She said having local farms can change people’s perspective on healthy eating.
Kratz said residents are most excited to start honey harvests. The honey comes from BBAR’s collection of five bee hives that are located across the urban farms. It is one of the largest bee collections east of the Anacostia River. Kratz said they’re expecting to hold a honey harvest in July. “The bees are thriving,” he said, adding that three queens were recently born. Tatiana Bogans, a 22-year-old Ward 7 resident and BBAR’s first intern, believes that having programs like this can change people’s outlook on healthy eating. Her paid position to manage the farms was also made possible through the grant. She hopes to see even more outreach and advertising to draw people to the farms. “I brought my little sister and older sister,” she said. “They were pretty thrilled about it. They’ve never been around stuff like this.” And beyond food literacy, Bogans said the farm serves another important purpose. “I feel more connected,” she said of being at the farm. “You’re inside the city, but you feel like you’re outside the city. TRANSPORTATION Jack Evans said Thursday he will not seek re-election as Metro board chair when his term ends June 30, and the head of the board’s ethics committee said it has closed an investigation of Evans, but will say no more about it to the public. Evans made the announcement in passing at a Metro board meeting. He will remain a member of the Metro board, where he represents the District. Evans did not refer to the ethics probe in his initial comments, but said he was leaving the chairman’s job because after more than three years there, “it’s time to rotate [the chairmanship] to a different jurisdiction.” Speaking to reporters later, Evans said his decision had nothing to do with the ethics probe. But board member Clarence C. Crawford, who headed the ethics committee probe of Evans, declined to say whether there was a link between the closure of the investigation and Evans’ decision to not seek re-election. Crawford, who represents Maryland and is the board’s first vice chair, would only say that the matter has been “resolved” and “closed,” and that no further information about it would be made public. Metro has disclosed little

information about the probe, which it opened March 4. Crawford indicated the investigation was triggered by a report in The Washington Post that Evans improperly cited his position as Metro board chairman in an email seeking business for his private legal and consulting work. “We have concluded our investigation,” Crawford said. “We did a thorough review. We took our time. We looked at everything. … We have the ability to close the matter when it is resolved, and that’s what we’ve done.” He declined to say what the investigation found, or whether a condition for closing the probe was Evans’s decision to not seek

re-election. “The matter has been resolved. That’s as far as I’m going to go,” Crawford said. Asked later about Crawford’s comments, Evans said, “This is all internal stuff. We’re not supposed to talk about internal stuff.” A four-member committee was appointed to propose a successor to Evans. Evans has been mired in legal trouble at least since September over questions about how he operated at the crossroads of politics and business. Veterinarians and funeral homes in Virginia are rejecting the idea that pets should be buried with their owners after a recent case in which a healthy dog was euthanized so it could lie with its owner. WWBT-TV in Richmond reports workers at one local animal shelter tried to talk the executor of the estate out of the plan. They failed and the Shih Tzu mix named Emma was euthanized and cremated. The dog’s ashes were placed in an urn and given to the estate’s representative. Larry Spiaggi, president of the Virginia Funeral Directors Association, calls the idea abhorrent. “I am licensed by the state of Virginia, so I have a license on the line,” Spiaggi said. “So I cannot do it.” Virginia law generally forbids burying pets with humans. VIETNAM WALL MISCOUNTS
The number of names on the Vietnam Wall memorial in D.C., which represent only 58,276 people, according to a four-year study of the Wall recently completed by the Vietnam Veterans Memorial Fund. The study found that one soldier is represented on the memorial three times. Thirteen others are etched there twice. And the names of at least 25 others who survived the war were mistakenly etched on the hallowed black monument to the Vietnam dead. (TWP)

City slowly recovering from ransomware attack An official with the mayor’s office said the city’s IT team is restoring computer systems slowly to ensure their security after a crippling ransomware attack. The Baltimore Sun reports that deputy chief of staff Sheryl Goldstein said the IT team has been split into two groups to aid the recovery. Computer servers were hit by the cyberattack May 7 and city officials quickly shut down most servers. Services like online payments and email were affected. Officials have said hackers demanded the city pay the equivalent of $76,000 in bitcoin, which Mayor Bernard Young said won’t happen. (AP) CHARLOTTESVILLE
Police ordered to release nationalist rally plans A Virginia judge has ordered state police to release a redacted copy of their operational plans for the deadly 2017 white nationalist rally in Charlottesville. The Daily Progress reports Judge Richard Moore on Wednesday gave police 30 days to comply with his order. The order is the most recent development in a 2017 lawsuit for access to the plans for the “Unite the Right” rally. The rally left three people dead. Moore permitted redaction by deletion, meaning reporters won’t be able to tell how much has been redacted. (AP)

METRORAIL Patrick Hearn was worrying about the coming weeks as he sat having a beer after work Monday at the Dos Amigos Mexican restaurant near the Braddock Road Metro station. He wasn’t thinking about the corporate fraud cases he prosecutes at the Justice Department, but about how painful it’s going to be to get to and from work during the 107-day shutdown of six Blue and Yellow line stations south of Reagan National Airport for platform reconstruction. He didn’t sound optimistic that his commute will be only a halfhour longer, as Metro predicts. “I’ll believe it when I see it,” he said. A recent poll by The Washington Post found that more riders feel positive about Metro than did a couple of years ago. But as Saturday’s start of the shutdown nears, there’s a sense of dread on Yellow and Blue line trains and around the stations. Years of Metro frustrations will do that. In interviews, some of the estimated 19,000 riders who take Metro from those six stations during a typical morning commute were sorting through an array of travel alternatives — morning local buses, VRE, Amtrak, bicycles, scooters, slug lines, carpools, one of Metro’s five shuttle routes, and even boating to work on a water taxi. During the closure, the transit agency will run three express shuttle routes, going from Franconia-Springfield, Huntington and Landmark Mall directly to the Pentagon Metro station, where

Hearn was planning to take the Yellow Line local shuttle that will stop at stations from Huntington to Crystal City, except for the airport. The shuttles are supposed to come every five minutes, but he worries they will be full by time they get to Braddock Road. He could picture himself standing there with one shuttle after another going by, too full to pick
up more passengers. “Am I going to be waiting there for an hour?” he wondered. The shutdown is expected to run until Sept. 8, but Metro General Manager Paul Wiedefeld has left open the possibility that bad weather or other surprises could extend it. On a Yellow Line train, a woman named Megan, who was heading home to U Street from her job near the King Street station, was also anxious. She’ll be on a shuttle Tuesday and was unsure what to expect. She hoped it wouldn’t be so bad that biking 11 miles each way all through the hot, humid summer would seem like a better choice. A man named Tom, who’s been a dad for 13 weeks, was on another Yellow Line train headed the other way, toward his home. He was eager to get there. No doubt his wife was eager for him to get home, too. He knows he’ll be getting home later until his baby is almost 30 weeks old, but not how much later. “I guess it’s wait and see,” he said. India’s Modi captures historic election victory Win expands power of the incumbent PM’s Hindu nationalist party NEW DELHI Indian Prime Minister Narendra Modi’s Hindu nationalist party was headed to a landslide election victory in Thursday’s vote count, while the leader of the main opposition party conceded a personal defeat that signaled the end of an era for modern India’s main political dynasty. Election Commission data on Thursday night showed that Modi’s Bharatiya Janata Party had won 92 seats and was leading in 211 other constituencies out of 542 seats in the lower house of
Parliament. Its main rival, the Indian National Congress, had won 25 seats and was leading in 26 others. Modi tweeted, “India wins yet again.” Addressing thousands of party workers celebrating the outcome, Modi urged the world to “recognize India’s democratic power.” He attributed the party’s showing to his pro-poor policies, including free medical insurance and relief for distressed farmers. The election was seen as a referendum on the 68-year-old Modi, whose economic reforms have had mixed results but whose popularity as a social underdog in India’s highly stratified society has endured. Critics have said

The fast-food chain says everything will be Taco Bell-themed, from the room decor to pool floaties shaped like hot sauce packets. There will be Taco Bell snacks and cocktails, and a few new menu items. Taco Bell isn’t yet saying which actual hotel is hosting the event. Reservations will be available starting next month. The amount of a new farm aid package announced by the Trump administration Thursday. It is intended to offset losses from the U.S. trade war with China. Agriculture Secretary Sonny Perdue said $14.5 billion would be paid directly to producers, who have been hit hard by the tariff showdowns with China, Mexico and other countries. It is the second bailout for farmers by the Trump administration, which announced $12 billion in emergency measures last July. The new payments will begin in July or August. Last slave ship from Africa ID’d off Ala. coast GULF COAST Researchers working in the murky waters of the northern Gulf Coast have located the wreck of the last ship known to bring enslaved people from Africa to the United States, officials said Wednesday. Remains of the Gulf schooner Clotilda were identified and verified near Mobile, Ala., after months of assessment, the Alabama Historical Commission said. The vessel was scuttled the year before the start of the Civil War to hide evidence of its illegal trip, and wasn’t seen again. “The discovery of the Clotilda is an extraordinary archaeological find,” said Lisa Demetropoulos Jones, executive director of the commission. She said the ship’s journey “represented one of the darkest eras of modern history.” In 1860, the wooden ship illegally transported 110 people from what is now the west African nation of Benin to Mobile. The Clotilda was then taken into delta waters north of the port and burned to avoid detection. The captives were later freed and settled a community that’s still called Africatown USA, but no one knew where the Clotilda was. A descendant of one of the Africans aboard the ship said she got chills when she learned its wreckage had been found. Joycelyn Davis, a sixthgeneration granddaughter of African captive Charlie Lewis, said, “I’m sure people had given up on finding it. It’s a wow factor.” JAY REEVES (AP)

‘Assange is no journalist’ NATIONAL SECURITY Federal prosecutors on Thursday accused WikiLeaks founder Julian Assange of violating the Espionage Act, bringing against him a new, 18-count indictment alleging he unlawfully obtained and disclosed national defense information. The new charges dramatically raise the stakes of the case both for Assange and the news media, raising questions about the limits of the First Amendment. Prosecutors allege Assange worked with former Army intelligence analyst Chelsea Manning to obtain and disseminate classified information — conduct of which many traditional reporters might also be accused. The U.S. government, though, sought to distinguish the antisecrecy advocate from a traditional reporter. “Julian Assange is no journalist,” said John Demers, the Justice Department’s assistant attorney general for national security. Assange was previously indicted by a U.S. grand jury over his interactions in 2010 with

Manning, who shared hundreds of thousands of classified war logs and diplomatic papers with WikiLeaks. If convicted, Assange faced a maximum of five years in prison under that conspiracy charge. Each alleged violation of the Espionage Act carries a potential 10-year prison sentence. But the new charges against Assange carry potential consequences, and could change the delicate balance in U.S. law
between press freedom and government secrecy. They also raise fresh questions about whether Manning the British courts will view the new charges as justified and worthy of extradition. Prosecutors alleged in the new indictment that Assange and WikiLeaks “repeatedly encouraged sources with access to classified information to steal it”
and give it to the anti-secrecy organization, posting on its website a “most wanted” list and saying the documents must be “likely to have political, diplomatic, ethical or historical impact on release.” Prosecutors seemed to distinguish Assange from a traditional publisher by his directions to Manning. They alleged, as they had previously, that Assange agreed to help Manning crack a password that might have helped cover their tracks — though the effort was apparently unsuccessful. Justice Department officials could not immediately point to a successful prosecution of a case comparable to these charges. In the past decade, prosecutors have increasingly used the Espionage Act to pursue government employees or ex-employees who leak classified information to reporters. The Senate passed the measure 85-8, advancing an agreement that lawmakers announced just hours earlier to send aid to the Southeast, Midwest, California, Puerto Rico and other disaster-affected areas. A top Senate Republican said the White House has signed off on the bipartisan compromise. The package does not include the U.S.-Mexico border funding the Trump administration requested, according to Senate Appropriations Committee Chairman Richard C. Shelby, R-Ala. That demand had proved contentious. “We took it all out. We’re going to try to push that separately when we come back,” Shelby told reporters. Senators say they feel confident Trump will sign the deal, but White House officials were still reviewing the details Thursday afternoon. Trump has shown a willingness to sunder bipartisan pacts. nation+world Pentagon proposes an increase to beef up defenses against Iran WASHINGTON The Pentagon on Thursday was presenting proposals to the White House to send military reinforcements to the Middle East to beef up defenses against Iran amid heightened tensions in the region, acting Defense Secretary Patrick Shanahan said. Shanahan told reporters the Defense Department has not yet determined how many troops might be sent to reinforce the existing U.S. military presence in the region. He disputed reports by The Associated Press and others that
the Pentagon was proposing to send up to 10,000 more troops. He said reports citing specific figures were “not correct.” “What we’re focused on right now is, do we have the right force protection in the Middle East?” Shanahan said, referring to defensive forces. “It may involve sending additional troops.” It’s not clear whether the White House would approve sending all of the troops proposed by the Pentagon, whatever the number. Officials said the proposed troop reinforcements are not a response to any new threat from Iran but are aimed at strengthening security for the U.S. forces already in the region. Stephen M. Calk, 54, was released on $5 million bail after making a brief appearance in Manhattan federal court. Calk, who lives in Chicago where The Federal Savings Bank is headquartered, was told by Magistrate Judge Debra Freeman to have no contact with bank employees except for his brother. The small bank where Calk was CEO when he allegedly carried out the scheme said in a statement Calk already had no involvement with the bank and is on a leave of absence. Calk attorney Jeremy Margolis said his client will be exonerated on the “baseless isolated charge.” Federal prosecutors said Calk abused his bank position by approving $16 million in high-risk loans that were ultimately downgraded by the bank’s primary regulator. The prosecutors said that while Manafort’s loans were pending, Calk gave him a ranked list of government jobs he wanted. “His attempt at petitioning for political favors was unsuccessful in more ways than one — he didn’t get the job he wanted, and he compromised the one he had,” said FBI supervisor William F. The ‘Aladdin’ remake wisely freshens things up but can’t quite soar FILM REVIEW Right off the bat, you can tell that Disney’s live-action “Aladdin” has avoided some of the missteps of the original animated film. The lyrics of the song “Arabian Nights,” which is sung in a prologue that frames the new film as a children’s fairy tale, have been changed from this description of the film’s Middle Eastern setting — “It’s barbaric, but hey, it’s home” — to this: “It’s chaotic, but hey, it’s home.” Other changes include casting actors of color: Mena Massoud plays the title character, an orphaned “street rat” and thief in the fictional land of Agrabah; Naomi Scott is his beloved, the Sultan’s daughter, Jasmine; and Will Smith replaces Robin Williams as Genie, who transforms Aladdin into a prince so he can woo Jasmine. Smith also portrays the nameless mariner whose telling of the tale sets it firmly in a land of wishful thinking. We’re not just talking about magic lamps and flying carpets. We’re talking about the even-more-feminist Jasmine, who doesn’t just dream

The man who helped end the Cold War may not be well known by younger generations in the U.S. But in Germany, where this film was produced, he’s a hero. “I love you,” Werner Herzog, the film’s co-director, says to his subject. of escaping from under her father’s restrictive rules about whom she can marry but who aspires to become her people’s first female sultan. There’s even a new song written for this empowered Disney princess: “Speechless,” in which she sings about not being silenced by men. At times, the film feels like it could easily have been retitled “Jasmine.” Go, girl. That’s all for the good, and it makes for a film that has shaken off some of the dust of the past 27 years. The movie is colorful and pretty, and Smith brings a fresh, more street-wise approach to his character, while still honoring the motor-mouthed spirit of Williams’ scene-stealing performance. And “street-wise” doesn’t refer to the marketplace of Agrabah, but the streets of West Philly. As

with Williams, Smith’s wholly Americanized Genie is just one indicator that Agrabah is closer in spirit to a California theme park than a real caliphate. Another indicator? Aladdin, Jasmine and her handmaiden, Dalia (former “Saturday Night Live” cast member Nasim Pedrad), all talk like L.A. high school kids. “Aladdin” gets underway with
a chase through the alleys of the bazaar that sets the tone for the film’s action sequences, which are, in general, poorly choreographed and edited, loud and visually confusing. Talk about chaotic. The movie’s theme — don’t let yourself be trapped by class, gender politics or, in the case of Genie, a brass lamp — is a nice one, and director Guy Ritchie mostly succeeds in keeping things lively, despite some sluggish scenes and a longish running time. It isn’t as great a reimagining of the source material as Disney’s recent “Dumbo,” but it’ll do. FILM “Booksmart” is the latest in a long, proud tradition of movies that celebrate just how weird high schoolers are. The oddballs at the center of the comedy — BFFs played by Kaitlyn Dever and Beanie Feldstein — stand apart, but at least they have each other. The film, the feature directorial debut of actor Olivia Wilde, follows Amy (Dever) and Molly (Feldstein) on their last day of senior year. Having kept their noses to the grindstone for all the years they’ve known each other, they realize they’ve missed out on some important coming-ofage rituals. So, in high schoolmovie tradition, they spend the night before graduation trying to track down an epic party that might make up for lost time. “Movies like ‘Fast Times at Ridgemont High’ and ‘The Breakfast Club,’ they so represent what it was like to be young at that moment in time,” Dever says. “I think ‘Booksmart’ represents this generation extremely well.” The movie itself is a bit of an oddball, which appealed to Dever (“Short Term 12,” TV’s “Last Man Standing”) and Feldstein (“Lady Bird”). “A lot of times at the center of [the older] films is a woman who’s trying to change her look, or trying to change her look to get a guy — or just get a guy,”

Feldstein says. In comparison, Amy and Molly “don’t have to lose their intellect to want to hook up with someone. You can be crazy and silly and ridiculously smart and accomplished and want to have a fun night. It’s a complex look at a young woman — and not just one, but two.” “To get sent a script that has two women in the leading roles in a comedy is so great, especially for young women,” Dever adds. “Sometimes I feel that, for women to be funny in film, we have to be the crazy one or dumb ourselves down, but the comedy in this is all about their intelligence.” After the two were cast in the film, Dever and Feldstein decided that there was only one way for them to capture the bond

FILM REVIEW It’s hard to shake “The Souvenir.” That’s understandable for a movie whose very title refers to the persistence of memory. Writer-director Joanna Hogg’s semi-autobiographical film centers around a turbulent relationship. London film student Julie (Honor Swinton Byrne), is in her early 20s: naive, idealistic, at times slightly bewildered. Her boyfriend, Anthony, (Tom Burke) is pushing 40: a government bureaucrat who showers Julie with a form of attention that is at once close and more than slightly cruel. Set in Thatcher-era England in an affluent neighborhood, “The Souvenir” is, on a superficial level, a clinical portrait of privilege. Julie, a stand-in for the filmmaker, is comfortably middle class, constantly borrowing money from her mother, played by Tilda Swinton (Swinton Byrne’s actual mother). Swinton Byrne was reportedly not given a screenplay, so her bewilderment often feels acutely raw and real. In the end, the cumulative effect of the gimmick leaves a tiny credibility gap, with Julie coming across as almost implausibly trusting. But there are other ways in which Hogg’s oblique style of filmmaking works brilliantly. This coming-of-age tale is no misty remembrance of bygone days.
