U.S. Home Prices Slump Further Values decline even in cities that avoided housing market crash
Even cities that weathered the housing market crash with relatively little damage are suffering now. Severe price declines have spread to Dallas, Denver, Minneapolis and Cleveland, which had mostly withstood the bust in housing since 2006. The damage has now gone well beyond cities hit hardest by unemployment and foreclosures, such as Phoenix and Las Vegas. Home prices in big metro areas have sunk to their lowest since 2002, the Standard & Poor’s/CaseShiller 20-city monthly index showed Tuesday. Since the bubble burst in 2006, prices have fallen more than they did during the Great Depression. The index, which covers metro areas that include about 70 percent of U.S. households, is updated every quarter and provides a three-month average. The March

The latest report points to a “double dip in home prices across much of the nation,” said David Blitzer, chairman of the Index Committee at Standard & Poor’s. Prices fell from February to March in 18 of the metro areas tracked by the Standard & Poor’s/ Case-Shiller index. And prices in a dozen markets have reached their lowest points since 2006. The overall index fell for the eighth straight month and has dropped 3.6 percent in the past year. Prices had risen last summer, fueled by a temporary federal homebuying tax credit. But they’ve tumbled 7 percent since then. After adjusting for inflation, the home-price index has sunk to the level of 1999. Cities with high foreclosures such as Phoenix, Las Vegas and Tampa, Fla., are f looded with homes sitting vacant. It decreases wind shear in the Atlantic and can give storms extra giddyap as they form. It has been linked to above-average hurricane seasons in the Atlantic. But it appears to be weakening. The opposite phenomenon, El Nino, warms Pacific waters, increases wind shear and can blow storms apart. But El Nino isn’t happening this season.
Last year, there were 19 named storms, 12 of which became hurricanes. The seasonal average is 11 named storms, including six hurricanes, two of them major. To be sure, there were other important factors that caused last year’s tropical storms: record-warm Atlantic waters, low barometric pressure in the Caribbean Sea and favorable winds coming off Africa. The Supreme Court ruled Tuesday that former attorney general John Ashcroft cannot be personally sued over his role in the post-9/11 arrest of an American Muslim who was never charged with a crime. By a 5-3 vote, the court said Ashcroft did not violate the constitutional rights of Abdullah al-Kidd, who was arrested in 2003 under a federal law intended to make sure witnesses testify in criminal proceedings. Al-Kidd claimed in a federal lawsuit that the arrest and detention violated the Fourth Amendment’s prohibition on unreasonable searches and seizures. He was held for 16 days, dur-

Debate between the board overseeing the project and the local and state officials helping to pay for it has centered on the cost and location of the airport station. But the issue has touched off broader concerns about the overall price tag, viability and manage-
ment of one of the nation’s largest mass transit projects. With the stalemate over the airport station threatening to derail the project, LaHood offered to intervene and said last week that he hopes to come out of the meeting in his Southeast offices with “an agreement on a way forward.” The federal government has pumped nearly $1 billion into the project, and the transportation secretary said it “will go forward; it will be completed. It’s too important to the people of this region.” It is unclear, however, whether LaHood can mend rifts in what is already a fragile coalition of regional partners with competing interests.

BedZed A respected international panel of experts says cell phones are possible cancer-causing agents, putting them in the same category as the pesticide DDT and lead. The classification was issued Tuesday in Lyon, France, by the International Agency for Research on Cancer after a review of dozens of published studies. The agency is an arm of the World Health Organization, and its assessment now goes to the WHO and national health agencies for possible guidance on cell-phone use. Classifying agents as “possibly carcinogenic” doesn’t mean they automatically cause cancer, and some experts said the ruling shouldn’t change people’s cellphone habits. “Anything is a possible carcinogen,” said Donald Berry, a professor of biostatistics at the M.D. Anderson Cancer Center at the University of Texas who was not linked to the WHO cancer group. “This is not something I worry about, and it will not in any way change how I use my cell phone,” he said — from his cell phone. The expert panel said there was limited evidence cell-phone use was linked to two types of brain tumors and inadequate evidence to draw conclusions for other cancers. “We found some threads of evidence telling us how cancers might occur, but there were acknowledged gaps and uncertainties,” said Jonathan Samet, the panel’s chairman.
“The WHO’s verdict means there is some evidence linking mobile phones to cancer but it is too weak to draw strong conclusions from,” said Ed Yong, head of health information at Cancer Research U.K. “If such a link exists, it is unlikely to be a large one.” Last year, results of a large study found no clear link between cell phones and cancer. But some advocacy groups contend the study raised serious concerns because it showed a hint of a possible connection between very heavy phone use and glioma, a rare but often deadly form of brain tumor. In about 30 other studies done in Europe, New Zealand and the U.S., patients with brain tumors have not reported using cell phones more than unaffected people. Since many cancerous tumors take decades to develop, experts say it’s impossible to say cell phones have no long-term health risks. Some experts recommend people use a headset or earpiece if they are worried about the possible health dangers of cell phones. And even the whizzes behind the CIA World Factbook can’t help when you wonder, “What should I wear to impress my would-be boss at the [enter three-letter acronym here]?” The answer seems obvious: a tailored black suit. But even though you have to blend in with the bureaucracy, close atten8o AWj^[h_d[ tion to detail — which is 8eob[ part of the job, right? — can help you best competitors for that position you’ll never have (wink). So steam your suit, clean your nails and choose accessories that could spark jaw-dropping stories. If an interviewer compliments your watch, you can say, “It’s also a compass. I use it for all my search-and-rescue missions.” Ladies, if you’re excellent in Arabic, wear a scarf you bartered for at a souk in Tunisia. “Oh, this old thing? It’s so pre-Arab Spring.” As we know from Jason Bourne and Evelyn Salt, above, clothes and wigs are crucial to blending in when on assignment. Hint that you’re comfortable in disguises and remember to dress comfortably (no wool!) for that sweat-inducing polygraph.
Jim James is on a spiritual quest of sorts, and you’re invited to listen in. The My Morning Jacket frontman sat in a church in his hometown last month, talking about old records, religion, philosophy and his yearning for understanding. These things color the Kentucky quintet’s sixth album, “Circuital,” and James says the record reflects a search he’s been on for some time. “I just want to be peaceful,” James says. “I don’t want to be questioning anymore. I don’t want to be searching anymore.” Increasingly, James is finding answers in music. Long a rock ’n’ roll fan, he started to grow uninterested and turned to different forms of music to feed his need for new sounds. His discovery of soul music has influenced his own music over the last five years and opened his mind up to the possibilities of life. “Rock music is beautiful and serves a purpose, but so much of it is about pain and dark-

James decided he wanted to re-create the uncommon energy and communal spirit of that album and other lost gospel records, and rented a church with a large, echoing gymnasium. There was room for everyone to set up and face each other, and they were able to strip away the separation of a traditional studio. “I wanted this album to showcase just us being a band, all playing together and, hopefully, achieving that moment of good tape together,” he says. But the beauty of working from mythology is its malleability: the vampire can be whatever you want it to be — from soulless villain to superpowered hero with a bloodsucking habit to angsty teenage creeper. Justin Cronin’s “The Passage” is the nearly-800-page critical darling
that brought vampires back from the brink of ridiculousness and made them scary again. The book is a mesh of canonical lore and apocalyptic science fiction that strikes a balance between readability and heft, between being outright terrifying and winking at itself just enough that you don’t need to leave the light on while reading.

In “The Passage,” heroine Amy has to navigate a future Earth in which a government experiment gone awry has created “virals”: test subjects infected with a virus that gives them superhuman powers. There’s no magic to these vampires
— the dark super-villains have been replaced by victims of a plague. “A film that made a big impression on me was Kathryn Bigelow’s ‘Near Dark,’” Cronin says. “There’s a bunch of vampires traveling the West in a Winnebago, and they’ll
crash a rural bar and kill everybody in it and have dinner. It impressed upon me that the vampire material didn’t have to be simply Gothic. You could adjust it to what was on your mind.” So what was on his mind? Horror myths are about what scares us, and modern life has become defined by very specific fears. “Thematically, the stamp I wanted to put on it was post-9/11 paranoia,” he says. “Since 9/11, there’s a sense that we’ve been infiltrated, that danger is lurking everywhere and it’ll just fall on you swiftly in the middle of an ordinary day. The formula went something like this: Take house music (specifically Dutch house, which tends to be more tribal and angular in feel than traditional house), drag it through a bed of molasses, and add reggaeton and Latin beats. Also mandatory: slow, sometimes endless builds, stuttery vocals and fire truck noises. “Blow Your Head Vol. 2: Dave Nada Presents Moombahton” is the second in a series of introductory electro compilations put out by Diplo’s label, Mad Decent (the

It’s tempting to quarrel with Nada’s omissions (Where is his “Punk Rock Latino?” Or something from frequent Munchi collaborator David Heartbreak?), but it’s quite a feat that a genre in its infancy could have easily boasted a track list twice as long without wearing out its welcome. Some highlights: Datsik’s “Firepower (Munchi Remix)”: One of several tracks here by young Moombahton great Munchi, this is one of the collection’s least-mellow tracks and its best example of Moombahcore, a higher energy, dubstep-influenced sub-genre. Dillon Francis’ “Masta Blasta”: Francis is t he Salieri to Nada’s Mozart, and this exuberant, tightly coiled track may be the compilation’s finest moment. A slick and tacky TV commercial? No. A video billboard hovering over a busy avenue. The camera scans to show two shaggy 30-ish men eating at an untrendy hot dog stand, bickering, as dudes do, over the mathematical chances of one of them getting to sleep with actress Marisa Tomei. An auto crash interrupts their banter and they go into action, chasing down the accident victim and announcing themselves as Franklin (Mark Paul Gosselaar) and Bash (Breckin Meyer), attorneys at law.

The wide slice of brilliant white sand and warm, emerald water on Florida’s southwest Gulf Coast was named the best beach in the United States on Friday in an annual survey by Florida International University professor Steven Leatherman, who is also known by the friendly nickname “Dr. Beach.” Siesta Beach, 40 acres of almost pure quartz crystal sand on the Siesta Key barrier island, was run-

So, what’s new in the world of Italian pasta?
Anywhere you go in Italy, you will find somebody putting their own spin on a particular pasta shape or adding f lavor. Here’s a really fun example: My husband, my two kids and I were in Abruzzo, and we stopped at this farm that had been recommended to us by a friend. We stayed for lunch and ordered something called raviolone, which means big raviolo. There was no description other than that. When this thing came to the table, it was literally the size of a serving plate, about 10 inches long, and stuffed with fresh sheep’s milk ricotta. I just thought, “This is somebody’s whimsy being played out in the kitchen.”
Pasta is part of many cultures’ cuisines. Why is it so universally beloved?
It’s familiar to so many people in some way or another. I don’t know if it’s the carbs or what, but there’s something very appealing about sitting down to a bowl of slippery comfort food. It’s also versatile. You can make a Sunday dinner out of it. You can make it very special; you can make it very simple. If you really like a challenge in the kitchen, do your own homemade, handshaped, rolled-out pasta. What makes pasta from Abruzzo special?

heat. When the butter is melted, add the onion and pancetta, stirring to coat them thoroughly. Sauté for five minutes, reducing the heat to medium-low if needed to prevent the onion from burning. Sprinkle in the marjoram and a generous grind of pepper and continue to sauté for another five minutes, or until the onion is translucent and the pancetta has just begun to crisp but is still mostly tender. Pour in six cups of the broth; raise the heat to medium-high to boil. Stir in the pasta and peas, using 1 1/2 cups for a soupier soup and 1 3/4 cups for a thicker soup. Cook until al dente (the cooking time will depend on the brand and shape). Add a splash of broth if the soup seems too thick. Remove the soup from the heat and stir in 1/2 cup of the Parmigiano. Taste and add salt and additional pepper, if you like. Ladle into warmed shallow bowls and sprinkle with the remaining cheese. Serve immediately.

zo, the DeCecco brand. It’s a very well-respected, mass-produced dry pasta. What can Americans learn from Italians when it comes to making fresh pasta?
I think the first rule is to relax. When you make pasta, you sort of have to give yourself up to the process. I know people who think it’s a really time-consuming and laborintensive effort. Once you’ve tried it a few times, you see that it’s actually quite easy and really a pleasing exercise in the kitchen. You can’t worry about whether it’s going to come out well or not; you can’t be afraid to tackle it. You have to just dump the flour out on the counter and roll up your sleeves. Which type of pasta do you turn to most often?
My husband loves farfalle, the bowtie pasta, so I cook with those a lot. They’re good with tomato sauces, chunky sauces and vegetable sauces. It’s a nice size and shape. There is something to be said for aesthetics. I know there’s practicality involved, but sometimes it’s just fun to have a really long noodle or a really curly noodle.

Nicole “Snooki” Polizzi and Deena Nicole Cortese were involved in a minor traffic accident in Florence, Italy, where “Jersey Shore” is filming its fourth season. No alcohol was involved, and no one was arrested. Usmagazine.com reported that Polizzi hit a police car, and two officers were injured. Italy revoked her driving privileges.

A publicist for Sean Kingston said Tuesday that Kingston remains in critical but stable condition. The singer’s family is asking for privacy while acknowledging how grateful they are for the prayers and support from Kingston’s fans. The 21-year-old singer and a female passenger were injured Sunday afternoon when their watercraft hit the Palm Island Bridge in Miami. (AP)
A Texas man is suing Andy Dick over his December performance at a Dallas nightclub. Robert Tucker claims he suffered emotional distress and defamation as a result of an alleged incident in which Dick exposed himself while walking through the audience. The suit also implicates a talent agency that represents the comedian and the club where he performed. (AP)
