A 5-year-old Massachusetts boy may have a future in law enforcement. The Quincy Police Department on Wednesday posted to Facebook a recording of a 911 call the boy placed to report that his father had run a red light. When the dispatcher asks the boy what happened next, he says they went to the car wash. The dispatcher asks to speak to the boy’s father. The dad apologizes for the boy’s call, and is let off the hook. (ap)
A German man who added nobility titles to his name will have to settle with being plain-old Nabiel Peter Bogendorff von Wolffersdorff in his native land, said the European Court of Justice. Germany abolished titles of nobility in 1919, but the man added both “Graf” and “Freiherr” — Count and Baron — to his last name while living in Britain. ‘It’s going to hurt the city’ TRANSPORTATION The midnight closing of Metro on weekends is an inconvenience to most Washingtonians. For restaurants and bars that cater to late-night crowds, however, the curtailing of train service that would otherwise extend until 3 a.m. is a huge deal. The changes take effect Friday night and will continue for approximately the next year, though no end date has been specified. “For us small businesses, it’s going to make a difference,” said chef Tim Ma, who recently opened Kyirisan, his first restaurant in the District. He’d been planning to debut a new Thursday-through-Saturday late-night menu of Asian tacos and drinks that would have been available for two hours after the Shaw restaurant’s last seating at 10 p.m. He nixed the idea once Metro announced its SafeTrack plan, which also includes a series of single-tracking and total shutdowns of various rail segments over the next year. Equipment has to be turned off and cooled down. The refrigerators used during service must be emptied out, with items returned to and organized in the walk-in storage. Even at 12:30 a.m., employees can still be washing dishes, pots and pans, not to mention the grills and ovens that must be

He anticipates a trickle-down effect, at least in his neck of the woods, where some of his staff like to gather for a drink or two at nearby bar All Souls after service. That’s probably going to happen less often once the Metro closes at midnight. Who’s going to want to blow their nightly earnings on not only drinks but also an Uber ride home? “It’s definitely going to impact a lot of restaurants negatively,” said Steve Uhr, director of midAtlantic operations for chef Michael Schlow’s restaurant group, which includes Tico, the Riggsby and Alta Strada. “Washington is poised to put itself among some of the other great restaurant cities, and this hurts.” BECKY KRYSTAL (THE WASHINGTON POST)

The nightmare begins Metro kicks off its safety maintenance blitz this weekend on the Orange, Silver lines For decades, political leaders, Metro board members and others overseeing the region’s transit agency have deferred major maintenance, allowing the rail system to deteriorate. Now, riders are about to pay a price for that neglect. Metro’s “SafeTrack” maintenance blitz is set to begin Saturday, with 15 repair and rebuilding projects to be conducted over the next 10 months — a schedule that guarantees headaches for hundreds of thousands of riders who use the system daily. The projects, or “surges,” are catchup work designed to help restore the 40-year-old system to what the transit industry calls “a state of good repair.” Scheduled to be conducted one after another until mid-March, the surges will involve shutting down sections of rail lines during some of the work and reducing train traffic at other times. Metro plans to install about 50,000 new rail ties, clean 87,000 feet of drains, plug hundreds of water leaks and fix or replace thousands of pieces of infrastructure in the 118-mile system.
Fairfax officials said they will enhance Fairfax Connector bus schedules and promote the service as an alternative. They also will start a temporary express shuttle service to accommodate riders from areas such as Reston to the Pentagon, to augment Metro’s shuttle buses, when SafeTrack work is underway in the county. Arlington County said it will add larger buses to routes in Metro work areas. Montgomery County has yet to unveil a plan, but County Executive Isiah Leggett said last month they will add buses and adjust traffic signals and parking rules.
The District plans to make more room for buses, allow shared taxicab rides and encourage cycling through Capital Bikeshare, officials said Thursday. Mayor Muriel Bowser said the city will expand morning and evening rush-hour parking restrictions in busy bus corridors, impose a moratorium on some public space construction and add a $2 per trip option for users of Capital Bikeshare; the normal cost is $8 per day. The D.C. Taxicab Commission will also permit shared riding, allowing drivers to pick up multiple fares within one mile of a Metro station.
Uber has expanded the coverage area of its cheaper ride-splitting service, UberPOOL, to encompass the entire region. The company also plans to offer bonuses to drivers who pick up passengers in areas where SafeTrack work is underway. Its rival Lyft slashed fares by 75 percent for its discount ride-splitting option “Lyft Line,” hoping to capitalize on Metro users seeking alternatives. The company said it also will offer half-price rides to first-time users traveling between the District and Northern Virginia during the SafeTrack program.

Man from group home killed going to park Police have identified the resident of a group home who was fatally shot on the way to play basketball with others from the facility as Conrad Cole. Cole, 20, was heading to a park near the residential facility in Hyattsville when he and a man inside a car got into some sort of verbal altercation Wednesday, Prince George’s County police said. Police charge Md. man in 1993 fatal stabbing A man has been charged in the 1993 stabbing death of a woman in D.C. after he was linked to the crime through a DNA match. Police announced Thursday that 48-year-old Therion Bryant of Parkville, Md., was arrested by a fugitive task force. Bryant has been charged with first-degree murder in the slaying of 25-yearold Charlene Johnson. Court documents show Bryant was linked to the slaying through a DNA match in 2014. After a subsequent DNA match this year, police charged him. (AP)

FBI seeks information in 1996 national park deaths
Metro police said they arrested a man accused of groping a woman at the L’Enfant Plaza station. Police said 18-year-old Jose Francisco Pleitez of Lanham, Md., grabbed a woman’s buttocks on a platform at the station Wednesday night. Police said the woman chased Pleitez and officers joined the chase before catching him. He was been charged with misdemeanor sexual abuse. Police said they’re looking into the possibility Pleitez has abused other victims. (AP)
The FBI is renewing attempts to find more information about the 1996 slayings of two hikers in Shenandoah National Park. Special Agent in Charge Adam S. Lee said the FBI and the National Park Service continue to investigate the deaths of 24-yearold Julianne Williams and 26-yearold Laura Winans. The two were last seen hiking with their dog May 24, 1996. Authorities discovered the bodies of the women June 1, 1996. (AP)

23 rescued after boat sinks in Chesapeake Site of capsizing was off-limits due to bombs in the area, Navy says WINGATE, MD. A boat that hit something underwater and dunked a group of fourth-graders into the Chesapeake Bay had ventured into a prohibited area, a U.S. Coast Guard official said Thursday. The U.S. Navy warns of unexploded bombs in the vicinity. Everyone on board was rescued after the 40-foot Chesapeake Bay Foundation vessel sank near the mouth of the bay Wednesday evening, in water less than 5 feet deep, just west of Bloodsworth Island. The area is marked off-limits on nautical maps because of underwater obstructions, Coast Guard Petty Officer 2nd Class David Marin said. Those obstructions could have explosive consequences. The Navy used the Bloodsworth Island Range for liveordnance training from 1942 to 1995, according to the Naval Air Station Patuxent River, which warns against trespassing too close to shore. A Coast Guard investigation may determine just what the vessel hit. Foundation President William Baker wasn’t sure if the boat entered restricted waters, but he said the foundation has led trips

Man charged with groping woman on Metro platform

The foundation said 23 people, including 14 students, were picked up by a local boatsman. The Coast Guard said 22 were rescued. All wore life jackets, and sat on top of the vessel’s submerged canopy while they waited for help. Five people suffered bumps and bruises, and all were taken to hospitals as a precaution before being discharged, the foundation said. Baker said students he spoke to at the hospital told him “things were fine, and all of a sudden the boat stopped.” The Coast Guard received an
alert with a GPS locator and a distress call: “Mayday, mayday, mayday. This is the motor vessel Karen N. We have sunk off of Bloodsworth Island.” Then communications were lost. A nearby commercial fisherman, Jeremy Shockley, arrived at the scene before the Coast Guard boat and helicopter crews. He took everyone aboard the Lady Ka Kee and brought them to shore in Wingate, on Maryland’s Eastern Shore. Shockley told WBAL-AM that it looked like they were “sitting on top of the water.” He marveled at how calm the children were as his crew helped them off the canopy. “It was unreal how the kids acted,” Shockley said. “They all had life jackets on.” BRIAN WITTE (AP)

MINNEAPOLIS, MINN. Prince died of an accidental overdose of the powerful painkiller fentanyl, autopsy results released Thursday show. The 57-year-old singer was found dead April 21 at his Minneapolis-area estate. According to a one-page report released by the Midwest Medical Examiner’s Office, Prince administered the drug himself, but the date he took it was unknown. The office said it has completed its death investigation and had no further comment. Fentanyl is a synthetic opioid, 50 times more potent than heroin, that’s partly responsible for a recent surge in overdose deaths in some parts of the country. It also has legitimate medical uses. More than 700 fentanyl-related overdose deaths were reported to the Drug Enforcement Administration in late 2013 and 2014. The findings confirm suspicions that opioids played a role in the musician’s death. After he died, authorities began reviewing whether an overdose was to blame and whether he had been prescribed drugs in the preceding weeks. Prince’s death came less than a week after his plane made an emergency stop in Moline, Ill., for medical treatment as he was

King Tutankhamun, the ancient Egyptian pharaoh, was entombed with a dagger made from a meteorite, according to a study. Researchers, who published their findings in Meteoritics & Planetary Science, used X-ray fluorescence spectrometry to analyze the composition of the blade. The makeup of iron, nickel and cobalt “strongly suggests” that the blade carried materials of “extraterrestrial origin” and “confirms that ancient Egyptians attributed great value to meteoritic iron for the production of precious objects” and had the ability to sculpt metals found in meteorites into objects. News of the crash broke while Obama’s motorcade was returning to Peterson Air Force Base on Thursday for his flight back to Washington after speaking at the Air Force Academy graduation. The pilot ejected about 15 miles south of the academy, near the Air Force base. The Air Force identified the pilot as Maj. Alex Turner. He has more than 270 combat hours over Libya and Iraq. “The president thanked the pilot for his service to the country and expressed his relief that the pilot was not seriously injured,” said White House spokesman Josh Earnest. It was the second crash of the day for the military’s elite fighter jet performance teams. The Navy said a Blue Angels F/A-18 fighter jet crashed near Nashville, Tenn., where the team was practicing for a performance this weekend. One person reportedly died, The Tennessean reported. In Colorado, the Thunderbirds had just finished their traditional performance at commencement for Air Force Academy cadets. nation+world CRIME The investigation into a murdersuicide on the UCLA campus took a more sinister turn Thursday, when police announced they suspected the shooter earlier killed a woman in Minnesota, then drove to Los Angeles to confront a professor he believed had stolen his work. Detectives also believe that Mainak Sarkar, a former engineering graduate student, intended to kill a second professor Wednesday morning, but could not find him on campus, Los Angeles police Chief Charlie Beck said.
In a search of Sarkar’s home in St. Paul, Minn., authorities found a “kill list” with at least three names that included professor Bill Klug, the woman found dead in a Minneapolis suburb and a second UCLA professor who was not harmed, Beck said. Sarkar, 38, shot and killed Klug in a UCLA engineering building, leading to a lockdown on the campus. He then fatally shot himself. Sarkar drove to Los Angeles from Minnesota with two guns and ammunition before he killed Klug. He left a note at the scene of

A well-run tournament and robust ticket sales would further bolster the case to award the 2026 World Cup to the U.S. A few Copa America questions: What is the time frame? It begins at 9:30 p.m. Friday (FS1) with Clint Dempsey and Co. leading the U.S. against Colombia in Santa Clara, Calif., and culminates June 26 with the final in East Rutherford, N.J.
Is this the real Copa America? It’s a special edition. Hence, the name: Copa America Centenario. The formal tournament was last summer and was won by Chile. The next regular tournament will be 2019 in Brazil.

A spokesman for Muhammad Ali said the former heavyweight boxing champion is being treated in a hospital for a respiratory issue. Learn your rights when it comes to neighbors’ wafting smoke TENANTS’ RIGHTS For months, Alex Engel had been haunted by the smell of pot smoke wafting up from the basement unit of the condo building in Edgewood where she and her husband rent a one-bedroom unit. “I’m particularly sensitive to it,” says Engel, 30. “I notice it as soon as I come in the building.” Like many condo buildings, Engel’s property didn’t ban smoking, and she wasn’t sure what recourse she had. “I didn’t really want to be the fuddy-duddy neighbor to say anything about it,” she says. Yet whether you live in a smoking or smoke-free building, you may have rights if you smell smoke in your personal space. Cigarette and other smoke is tough to contain, and a nuisance smell can quickly become a risk to your property and even possibly your health. CONTINUED ON PAGE 16

In buildings where smoking is allowed, “nuisance provisions” offer residents some protection if they are being bothered by smoke. In December, Engel’s building sent a notice reminding residents that smoke shouldn’t seep from the unit and into other areas. After that, she suspects her neighbors got better sealing around their door. “They’ve clearly taken steps to make it less of a nuisance,” she says. A growing number of apartment complexes around the District are going totally smokefree, and broadening their policies to include all kinds of smoke, including tobacco, marijuana and shisha (the fragrant tobacco smoked in a hookah). “Secondhand smoke is more than a nuisance,” says Bronson Frick, associate director of Americans for Nonsmokers’ Rights (no-smoke.org). “Unlike loud music late at night, secondhand smoke poses a health risk to others in the building.” In May 2015, Somerset Development (somersetdev.com; 5101 Wisconsin Ave NW, 202-3632090) started going smoke-free, banning cigarettes, e-cigarettes, shisha and marijuana. “We were having many residents who were complaining about the smell of smoke or impacts of smoke,” says Alexandra Nassau-Brownstone, director of resident services at Somerset. “Even if you’re trying your best, it’s still impacting neighbors.” Somerset surveyed residents beforehand and worked with Breathe DC (breathedc.org) to provide resources and smoking cessation workshops to residents who wanted to quit, to ensure the policy went over better with residents. “If it’s going to be effective, if it’s going to be good, earn the buy-in from your residents,” says Charles Sutton, project director of the Smoke Free Places,
Home Healthy Home project for Breathe DC. The affordable housing provider POA H Communities (poahcommunities.com), which has properties in D.C. and Maryland, started going smoke-free in 2011 following resident complaints and a rash of fires related to smoking. Their policy currently includes tobacco and marijuana, but not e-cigarettes, which they didn’t feel posed the same threat. If residents want their building to go smoke-free, Sutton recommends they learn the facts about the health risks, get testimonials from other residents, build consensus, send letters or a signed petition to their building and follow that with a meeting with property managers.

that you can smell smoke but not be able to tell where it’s coming from,” says Nassau-Browstone. “Someone three floors down might be having a severe reaction to it.” Sutton recommends properties keep a feedback box for smoking complaints. Carbon monoxide
tests can give an indication of where smoke is coming from, but “even the testers may not be as effective because the smoke drifts,” Sutton says. Smoking in a smoke-free building violates the terms of the lease and smokers could face sanctions, but Sutton recommends giving smokers a few chances to get in line. “One thing we have to recognize is that smoking is an addiction, and addictions are hard to break,” Sutton says. Of course, not everyone finds smoking to be a nuisance. Traci Watkins, 26, lives in an apartment in Brookland that allows smoking, and is having trouble finding newer apartments that still allow smoking. “If you are a smoker, cigarettes or otherwise, then that’s limiting your choice,” she says. “In public places where everyone has to breathe the same air, I understand no smoking, but in your apartment residence I think you should be able to make that choice.” ERIN BYLANDER (FOR EXPRESS)

Silly idol: ‘Popstar’ is stupid-funny … and stupid-stupid Here’s the thing about comedies: To be good, they have to be smart. To my 7-year-old son, a fart noise is funny. But once he gets past a certain age — and please, God, let it be soon — he’s going to realize that fart noises are funny only when they have a purpose, a motivation and a sense of timing. That’s why the long campfire scene in “Blazing Saddles” works: It’s about farting, but the sustained belly laughs don’t come from the fact that people are farting, but from the extended absurdity of the fart noises. (Also, can someone please check to see if the Pulitzer committee has a cap on how many times a column can include “fart” before said column is disqualified?) In “Popstar,” a mockumentary about obnoxious singer/ rapper Conner4Real, all of The Lonely Island’s songs showcase the verbal quickness and solid musical sensibilities of the three members, which makes the songs the real stars of the show. My favorite Christmas carol is “Hark! The Herald Angels Sing,” because it has the most poetic lyrics. My second-favorite Christmas carol is “D*** in a Box,” a song from comedy trio The Lonely Island that premiered on SNL in 2006. I watch the clip every year at Christmastime. And at other times. Like while writing this column. [2:38 later …] Which brings us to “Popstar: Never Stop Never Stopping,” the new comedy featuring The Lonely Island (Andy Samberg, Akiva Schaffer and Jorma Taccone). Before seeing it, I thought of a quote from Gene Siskel that has always resonated with me. He’d ask, “Is the movie that I am watching as interesting as a documentary of the same actors having lunch together?” For “Popstar,” my question was, “Will this movie be as good as just watching Lonely Island videos when I am supposed to be working?”
‘Hockney’ The documentary “Hockney” presents an immersive portrait of artist David Hockney. The film shows how the 78-year-old British-born artist has constantly reinvented his style. Through interviews with Hockney and his artworld friends, home movies and other clips, the audience gets insight into how the artist’s environment inspired his fondness for grids and swimming pools. generates its own laughs, but since it lacks the wit of the songs, in the end it’s fairly forgettable. In fact, only one nonsong joke stuck with me, and it’s because it’s a joke involving a penis that goes on so long (the
joke, not the penis), it makes the “Blazing Saddles” campfire scene seem like a blip. But the hilarious, aggressively heteronormative song “Equal Rights” is stuck in my head. It’s rare to see these two brands of comedy — intelligent and juvenile — juxtaposed in the same movie. Here, one is wildly successful, the other not so much, which makes “Popstar” a lesson in how comedy works and why getting laughs almost always means using your brain. A love story to make you cry — but not think Moving adaptation of YA novel misses the mark on deeper issues FILM REVIEW I wound up crying anyway. I cried even though halfway through “Me Before You,” I swore to myself I wouldn’t, because the movie felt overly broad and overly simplistic, lacking depth both in characterization and in its treatment of the serious issues it raises. At the end, I still thought all those things ... but the tears came anyway. The film is adapted by the novel’s author, Jojo Moyes, and directed by Thea Sharrock, making her feature debut. The couple at the center of the heartbreak is appealing; both Emilia Clarke (“Game of Thrones”) and Sam Claflin (“The Hunger Games” series) have beautiful smiles. But their smiles are relied upon way too much, especially Clarke’s. Clarke plays Louisa, who gets a job at the grand English Traynor
estate caring for the son of the family, Will. We’ve met Will in the prologue; he was a supremely handsome London banker when, one day, he left home (and his sexy, blond girlfriend) and was hit by a motorcycle, paralyzing him from the neck down. After a brief interview with Will’s mother (the excellent Janet McTeer), Louisa, called Lou, gets the job. Her task will be to provide cheer, since Will’s medical needs are already tended to by a nurse (though the movie shows hardly any of this). Will is bitter and mostly silent. But Lou is determined, and

soon enough (too soon, dramatically speaking), Will is submitting to the warmth of her smile. He introduces her to films with subtitles. She takes him to the horse races. She even gets him to attend a fancy concert, like Julia Roberts at the opera in “Pretty Woman,” complete with red dress. But Lou discovers a truth that horrifies her: Will has been exploring the possibility of assisted suicide for months. Devastated, Lou resolves to show him that life is worth living. She takes him on an idyllic beach getaway. The choice Will ultimately makes won’t be revealed here. The movie has been criticized by some in the disabled community for, in their view, suggesting that death might be better than life as a quadriplegic. In any case, the filmmakers seem to have missed an opportunity to deal in a sophisticated way with a thorny, important subject. Still, you’ll probably cry anyway. It’s that kind of film. Yet another slice of ‘TMNT’ inanity FILM REVIEW “Teenage Mutant Ninja Turtles: Out of the Shadows” is a Saturday morning cartoon on Michael Bay steroids. For the under-12 set, that’s fine. For the rest of us? It’s something to actively avoid. The live-action sequel to 2014’s “Teenage Mutant Ninja Turtles,” produced again by Bay and directed by Dave Green (“Earth to Echo”), is so inane that they essentially have to resurrect the main conflict from the first film, when the four pizza-crazed

reptiles took down Shredder, New York City’s resident bully. The plot, of course, is overthe-top gobbledygook. It’s a conflict-of-the-week done on a massive, hundred-million-dollar scale that pauses from the set pieces once in a while to leer at Megan Fox, who returns as intrepid reporter April O’Neil. And then there’s Laura Linney — a three-time Oscar nominee and general class act — playing the skeptical police chief, for some ungodly reason. The Turtles actually get a little more to do this time around. The dynamics among Michelangelo (Noel Fisher), Donatello (Jeremy Howard), Leonardo (Pete Ploszek) and Raphael (Alan Ritchson) are not only given more breathing room but even outright explanations, as though everyone involved realized that they weren’t memorable enough the first time around.
