Calls are pouring in Weather forecasts via telephone recordings are making a revival WEATHER The old-fashioned way of dialing your phone to get a weather forecast is experiencing somewhat of a renaissance. “Telephone weather has rebounded,” says Howard Phoebus, a forecaster with D.C. Weather Services, a group of local meteorologists that has provided phone-based predictions since the late 1980s. They began offering forecasts on the memorable number WE6-1212 (936-1212) and now can be heard at 202-589-1212. Phoebus says the call volume
of his service has seen a steady increase over the past few years. Before there was the Internet, one of the only places you could get current weather updates, without waiting for the television news, was on your phone. Many Washingtonians would dial WE61212, sometimes multiple times a day, to access the service hosted by Verizon (and its predecessors). Phoebus and his seven colleagues, including Keith Allen, the group’s leader, became household names. But in 2011, when real-time weather information had become available on so many different electronic platforms, Verizon decided to pull the plug on its long-standing service.

In its final days with Verizon, Phoebus says the service was receiving hundreds of thousands of calls per day. When it moved to the new number, that number dropped to 2,500 calls per day. Verizon’s lack of support notwithstanding, the new service’s call volume has slowly grown, via word of mouth. “We have gotten [the call volume] up to 15,000-20,000 on a daily basis when weather is tranquil,” Phoebus says. Phoebus says his service provides a niche for folks rolling out of bed in the morning who want a hassle-free way to get a forecast more detailed than on a digital display. JASON SAMENOW

Members of Congress from Maryland, Virginia and D.C. say they’ll try to restore $50 million in funding for safety improvements to the Metro subway system that was cut by the House. The House is considering a spending bill that includes $100 million for Metro safety upgrades. For the past six years, the federal government has given $150 million to Metro for that purpose. Maryland, Virginia and D.C. have been required to collectively match the amount. (AP)
Police searched the BMW owned by Savvas Savopoulos’ assistant looking for evidence that could link him to last month’s quadruple killing inside a Northwest home, according to a search warrant application made public Thursday. Despite school reforms, disparities still persist Report: Huge gaps exist between poor and affluent students THE DISTRICT The District’s public schools have made promising improvements after seven years of intensive reforms, but many disparities persist in academic resources and performance between poor and affluent students, according to the National Research Council. In a much-anticipated report released Wednesday, the council offers an independent evaluation of the effects of sweeping school reform measures put in motion in 2007, when then-Mayor Adrian M. Fenty took control of the city’s schools and appointed Michelle A. Rhee as schools chancellor. The council said the District’s poor and minority students are still far less likely to have a quality teacher in their classrooms, perform at grade level and graduate

Eating your placenta may not be such a good idea
SCIENCE Curious how many viruses have invaded your body over the course of your life? Now you can know. Researchers have developed a DNA-based blood test that can determine a person’s viral history, a development they hope could lead to early detection of conditions, such as HIV and hepatitis C, and eventually help explain what triggers certain autoimmune diseases and cancers. The new test, k nown as VirScan, works by screening the blood for antibodies against any of the 206 species of viruses known to infect humans, according to a study published Thursday in the journal Science. The immune system, which churns out specific antibodies when it encounters a virus, can continue to produce those antibodies decades after an infection subsides. VirScan detects those antibodies and uses them as a window in time to create a blueprint of nearly every virus an individual has encountered. “The approach is clever and a technological tour de force,” said Ian Lipkin, a professor of epidemiology and director of the Center for Infection and Immunity at Columbia University, who wasn’t involved in the creation of VirScan. Scientists Thursday reported intriguing findings from their

initial tests of 569 people they screened with VirScan in the U.S., South Africa, Thailand and Peru. Certain viruses were far more common in adults than in children, who presumably have yet to encounter much of the world’s viral landscape. Researchers also saw striking geographic differences in the way viruses affected different populations. People in South Africa, Thailand and Peru generally displayed antibodies against many more viruses than people living in the U.S. “We don’t know if this has to do with the genetics of the people or the strains of the viruses that are out there,” said Stephen Elledge, a professor of genetics and medicine at Brigham and Women’s Hospital and Harvard Medical
School, who led the development of VirScan. Key panel urges FDA to OK ‘female Viagra’ SCIENCE The drug industry’s decadespanning search for a female equivalent to Viagra took a major step forward Thursday, as government experts recommended approval for a pill to boost sexual desire in women. The first-of-a-kind endorsement came with safety reservations, however, due to drug side effects including fatigue, low blood pressure and fainting. The panel of Food and Drug Administration advisers voted 18-6 in favor of Sprout Pharmaceutical’s daily pill, flibanserin,
on the condition that the company develops a plan to manage its risks. The recommendation is a major victory for a drug sometimes hailed as “female Viagra,” but which has been plagued for years by concerns of lackluster effectiveness and safety issues. The FDA has rejected the drug twice since 2010. And a similar panel of FDA experts voted unanimously against the drug five years ago. Breach targets U.S. data Chinese suspected behind attack that may have compromised info of 4M federal workers

WASHINGTON Hackers working for the Chinese state breached the computer system of the Office of Personnel Management in December, U.S. officials said Thursday, and the agency will notify some 4 million current and former federal employees that their personal data may have been compromised. The hack was the second major intrusion of the same agency by China in less than a year and the second significant foreign breach into U.S. government networks in recent months. Russia last year compromised White House and State Department email systems in a campaign of cyber-espionage. OPM, using new tools, discovered the breach in April, according to officials at the agency who declined to discuss who was behind the hack. Other U.S. officials, who spoke on condition of anonymity citing the ongoing investigation, identified the hackers as being state-sponsored. The intruders gained potential access to information that included employees’ Social Security numbers, job assignments, performance ratings and training information, agency officials said. They could not say for certain which data was taken, but only what the hackers gained access to.

The hack was China’s second major intrusion into the Office of Personnel Management in under a year, officials say.
“Certainly, OPM is a high value target,” said OPM Chief Information Officer Donna Seymour, in an interview. “We have a lot of information about people, and that is something that our adversaries want.” The personal information exposed could be useful in crafting “spear-phishing” emails, which are designed to fool recipients into opening a link or an attachment so that the hacker can gain access to computer systems. Using the stolen OPM data, for instance, a hacker might send a fake email purporting to be from a colleague at work. After the earlier breach discovered in March 2014, OPM undertook “an aggressive effort to update our cybersecurity posture, adding numerous tools and capabilities to our networks,” Seymour said. “As a result of adding these tools, we were able to detect this
intrusion into our networks.” In the current incident, the hackers targeted an OPM data center housed at the Department of the Interior. The database did not contain information on background investigations or employees applying for security clearances, officials said. By contrast, in March 2014, OPM officials discovered that hackers had breached an OPM system that manages sensitive data on federal employees applying for clearances. That often includes financial data, information about family and other sensitive details. That breach, too, was attributed to China, other officials said. OPM officials said it appeared that the intruders are no longer in the system. However, Chinese hackers frequently try repeat intrusions. Seymour said the agency is
working to better protect the data stored in its servers throughout the government including by using data masking or redaction: “We’ve purchased tools to be able to implement that capability for all” the data. Among the steps taken to protect the network, OPM restricted remote access to the network by system administrators, officials said. When OPM discovered the breach, it notified the FBI and Department of Homeland Security. A senior DHS official, who requested anonymity because of the ongoing investigation, said the “good news” is that OPM discovered the breach using the new tools. “These things are going to keep happening, and we’re going to see more and more because our detection techniques are improving,” the official said. End of a drought?: Prepare to crown American Pharoah It’s easy to pick against American Pharoah winning Saturday’s Belmont Stakes and becoming the first Triple Crown winner since 1978. The past 13 Triple Crown seekers lost in a variety of ways. Smarty Jones looked like a sure thing entering the stretch in 2004 when 36-1 long shot Birdstone ran down the undefeated favorite in the final yards. Birdstone’s owners even apologized in the winner’s circle for beating Smarty Jones. The past nine Belmont winners skipped either the Kentucky Derby or the Preakness. The last eight even-money favorites lost. American
Pharoah is an early 3-5 choice. History says pass on American Pharoah as just another tease. Triple Crown naysayers have been handsomely rewarded with big payoffs like Tonalist beating Crownseeking California Chrome last year. And yet, I’m taking American Pharoah to win the Belmont after picking against him in the Derby and the Preakness. The tipping point comes from watching trainer Bob Baffert for more than 20 years. The California conditioner lost Triple Crown chances before with War Emblem (2002), Real Quiet (1998) and Silver Charm (1997) — the last two finishing second. Baffert used to talk big,
but recent health issues have brought a more solemn approach. Yet you can see the gleam in Baffert’s eyes when he talks about American Pharoah. Baffert never compared his colts to the great Silver Charm, yet now he thinks American Pharoah is better. It’s his body language and decades of watching trainers that tells me Baffert’s not kidding this time. He has the real thing. American Pharoah battled through a crowded Derby stretch, then led nearly every step in a runaway Preakness victory in sloppy conditions. American Pharoah will break the 37-year Triple Crown drought. As Washington’s office market idles, some buildings, like 2501 M St. NW, are being converted to residential units to bring life to the area.
DEVELOPMENT The area south of Dupont Circle in Northwest Washington, stretching nearly from Washington Circle to Farragut Square, has 32 million square feet of office space, nearly the same amount as all of Baltimore. Eighty-five thousand people work in that downtown triangle. And yet, fewer than a hundred people live there. Tens of thousands of residents have piled into the District in recent years, many of them moving into apartment and condo complexes that have cropped up in areas where people rarely lived before — in Mount Vernon Square, in NoMa behind Union Station and near Nationals Park in Southeast. These are the buzzy neighborhoods that are quickly adding amenities to serve the new arrivals — restaurants, sidewalk cafes, grocery stores and movie theaters. likely waning, has missed certain neighborhoods in the city and the suburbs, leaving places with an abundance of office space feeling decidedly dated. Once all the workers from south of Dupont, parts of Foggy Bottom, L’Enfant Plaza and other federal enclaves south of the Mall shuffle home at the end of the day, the streets are quiet. Some are pushing for incentives that would encourage property owners to convert office buildings into residential buildings. And for the first time perhaps in a generation, the economy offers a compelling reason to do so. Such projects are happening quickly in other cities, sometimes with the help of public incentives. In the past decade, 44 buildings in Los Angeles have been turned residential, according to an analysis by the services firm JLL, and 27 buildings in Philadelphia have been converted. MRP Realty, a D.C.-based company, opened an office in Philadelphia and is scouring the city for old office buildings that can be turned into apartments. The rule of thumb there, according to MRP’s Charley McGrath: “If you can convert it to residential, you do.” One of the recently converted downtown Philadelphia buildings, the Icon apartments, features art deco design from the 1920s and is surrounded by bars and shops like Urban Outfitters. It has become a popular place to live for University of Pennsylvania students, including Madalyn Vaughn, a first-year law student who moved from Alabama. “It’s a beautiful building. Everything I need is pretty much around here,” she said. A few D.C.-area building owners have made similar conversions: at the Woodward Building apartments, on 15th Street NW; at the George Apartment at 11141 Georgia Ave. in Wheaton; and two buildings in Crystal City. Just recently, a developer said it would change the offices at 1255 22nd St. NW, south of Dupont, into apartments. But there are challenges. There isn’t a wide local stock of the kind of funky old structures

Life after 9-to-5 Some experts are urging developers to turn office buildings into residential housing. Take for example the Golden Triangle and L’Enfant Plaza areas, which are home to some of D.C.’s highest concentrations of people during workdays. But hardly anyone lives there, especially compared with fastgrowing Foggy Bottom, West End and Penn Quarter nearby. Here’s a closer look. ‘Golden Triangle’ area: The ratio of office buildings to residents is more than 100-to-1 in this area, which is south of Dupont Circle. Some office buildings have such low ceilings or unappealing exteriors that developers may have trouble enticing people to live there. “D.C. doesn’t necessarily have a ton of industrial, warehousetype buildings that make for the kinds of buildings that people really want to live in,” said Toby Bozzuto, president of the Bozzuto Group, a top home builder. And downtown areas have historically been in such high demand by the federal government and private companies that
Feeling convertible There’s no time like the present for the push to turn office buildings to residences in D.C. Here’s why: Washington’s normally gangbusters office market hasn’t been hot for more than a year. Leasing is flat, and things are worse in such office-heavy areas as Crystal City, where the vacancy rate is more than 18 percent. D.C. Mayor Muriel Bowser has made reducing the cost of housing a key priority. As the housing stock increases, it puts downward pressure on rents across the area. (CAPITAL BUSINESS)
in most cases, the best way to cash in is still to rent it as offices. There is an effort underway, however, to help building owners see the potential in residential conversion. Two years ago, John Sikaitis, managing director of research at JLL, made a keynote presentation at the annual meeting of the Golden Triangle Business Improvement District, the group that manages the commercial area south of Dupont. Sikaitis made the case that for the neighborhood to advance, it needed to find buildings that could accommodate new housing before it fell behind booming corridors like Penn Quarter. In an interview, Sikaitis said that local jurisdictions looking to add new residents, reduce housing costs and enliven neighborhoods ought to encourage private landowners to do more. “It could make the emerging neighborhoods become kind of affordable for the 22-year-old, the 24-year-old, the 28-year-old who’s running a nonprofit,” he said. Transformed Mystics open 2015 season
NATIONALS OUTFIELDER BRYCE HARPER has emerged as an early MVP candidate through the first
third of the 2015 season. In the opposing dugout this weekend stands another MVP hopeful in Cubs first baseman Anthony Rizzo. In May, Harper hit .360 with 13 home runs and 28 RBIs and was named NL player of the month. He’s becoming an all-around player with better defensive decisions and the ability to work counts and draw walks. Rizzo has been a model of consistency, entering Thursday’s game with a .317 batting average and .443 on-base percentage this season. Here are

It took the extremely hyped Harper three major-league seasons to fully adapt to the mental and physical demands of a 162-game season. Harper’s not trying to crush every pitch anymore. He’s more selective at the plate, which has paid off with a .333 batting average, entering Thursday. In the outfield, he’s been much more careful with his body and has shown glimpses of improvement as a defender.
Harper has proven to be a little injury-prone during his career, whether it’s been a fluke or running into an outfield wall while tracking down a ball. He missed 106 games the previous two seasons. The success Harper had in May will be tough to continue for the remaining twothirds of the season. Over his first three years, Harper had a .272 batting average. It’s asking a lot to assume he’ll end the season in the .320 to .330 range.
Rizzo finished 10th in NL MVP voting a year ago and that was with a Cubs team that finished 73-89. Though the Cardinals are the team to beat in the NL Central, the Cubs could very well be a wild-card contender, elevating Rizzo’s profile. Teammate Kris Bryant has taken some pressure off of Rizzo too, which should keep him from pressing during tough stretches. Rizzo is in the top 20 in the NL in six major batting categories.
Neither player will win MVP if his team bottoms out, unless one puts up nearly record-setting numbers. The Nationals are in a far easier division than the Cubs, who have to deal with the Cardinals and Pirates. While Rizzo should post a solid batting average, on-base percentage and extra-base hits, he’s not going to wow voters the way Harper has already. He needs the Cubs to reach the postseason to be in the mix.

Washington opens the season Friday night on the road against the Sun. “You know when it crossed my mind?” Thibault said of his first Mystics roster comprising only players he acquired. “When I was talking to college coaches who had taken over programs, and they had another coach’s recruits, and they finally had their recruits. The words “Omaha” and “College World Series” — the destination for the winner of the best-of-three series in Charlottesville, Va., that will begin Friday — were rarely used as the Terrapins (42-22) returned to practice in College Park on Wednesday. Maryland has won 10 of 14 postseason games dating back to last season, but its loss to the Cavaliers in the super regional last spring lingers. “It’s fun. U.S. defender Christie Rampone is heading to her fifth World Cup — which opens this weekend in Canada.
Rampone’s experience, leadership key for U.S. Defender looks back to 1999 World Cup title and ahead to Canada WOMEN’S WORLD CUP U.S defender Christie Rampone has been to four World Cups, including the last time the Americans won in 1999. She’s headed to her fifth, joining a group of just four other women internationally who have appeared in as many. She’s seen the team through the elation of hoisting the trophy at the Rose Bowl those 16 years ago, to the disappointment of 2003, when the U.S. hastily hosted the event because of the SARS outbreak in China and finished third, and to the sting of 2011 when the team fell to Japan on penalty kicks in the final. She would like nothing more than to bookend her career with another title. Rampone will turn 40 during the World Cup in Canada, which opens Saturday, and it’s abundantly clear why she made the team: She’s been there before. “When we get to Canada it’s a

At changeovers in her French Open semifinal, an ill Serena Williams walked ever so slowly to the sideline, where even lowering herself to sit seemed difficult. United looks to buck trend of slow starts MLS D.C. United, which has fallen behind in six consecutive games, has the most points in MLS. That seems counterintuitive, but United’s recent mastery of the comeback has put the team on top. United (8-3-4, 28 points) went 3-2-1 in that six-game stretch, which included three consecutive comeback wins at home. The latest came Wednesday, when United scored three unanswered goals to defeat the Chicago Fire 3-1 — the team’s 20th consecutive home game in all competitions without a loss. The Fire result came just four days after United fell down 1-0 to Philadelphia within the first five minutes, before rescuing the match with Chris Rolfe’s late penalty kick winner in a 2-1 victory. Coach Ben Olsen knows the trend his club is setting can’t continue, even though it has yet to truly hurt United in the standings. “We have gotten away with it the last two games, and again you’re not always going to get away with it,” Olsen said after the Fire match. “But we have been.” United, which hosts Toronto FC on Saturday (7 p.m., CSN), hasn’t gotten away with it on the road, losing two and drawing one of its past three games away from RFK Stadium. The club’s home form has made up for it, but with five of the team’s next seven matches away, United will have to buck its trend of conceding first to stay atop the MLS standings. Agent of change: Not a man? Not a problem in ‘Spy’ I know I’ve been writing a lot about gender lately. Maybe my hormones are all out of whack. Hang on — let me go pet my cat and eat some chocolate and see if that helps. Nope, still going to talk about gender, this time how it functions in “Spy.” “Spy” does a lot of things right — first, it’s very, very funny. I’m not sure how writerdirector Paul Feig knew Jason Statham would be comedy gold, but Jason Statham is comedy gold, which is not a sentence I ever thought I’d write. Second, there are no jokes where the punch line is “Melissa McCarthy is fat and falls down.” Third, there is no Strong Female Character.
See, I’m getting a little tired of the Strong Female Character. Too often, the SFC is a film’s only female character; too often, she feels crammed into the story as a “here. Now get off our backs, feminists.” But most of the time, the SFC has to carry a huge burden, in that she’s somehow expected to reflect every experience of being a woman: She has to fit in with the boys. She has to have a maternal side. She has to not only be straight, but also be attracted to one of her compatriots. She has to be sexual, she has to be virtuous, she has to be powerful, she has to be gentle and she often has to do all these things at once while wearing very tight clothing and impractical shoes. Now, most women are, at various points in their lives, all of
these things — but not in the space of two hours. The SFC movie trope forces women into a niche that can be just as constrictive as the femme fatale or the less-attractive best friend of the main character. Green skin aside, you could switch “Guardians of the Galaxy’s” Gamora and Black Widow from “Avengers” and it wouldn’t change the stories all that much. This can be a problem even when the SFC is the lead: Is there really that much that’s different between Katniss and Tris? There’s no Strong Female Character in “Spy” because — get this — there are multiple strong female characters. Miranda Hart is a CIA analyst, Allison Janney is a CIA higherup and Rose Byrne is the

main villain. THEN there are OTHER women who inhabit this world, almost as if women were 50 percent of the population. So we not only get to see how different women react to men, but how they relate to one another in ways both positive and negative. At one point, Janney mentions a sexist practice that mysteriously disappeared the minute she became the boss. In another scene, McCarthy and Hart cut down a prettier agent in the vein of “ugh, she’s so thin, I hate her.” Byrne continually mocks McCarthy, at one point sneering, “Who’d want to roofie you?” (Don’t worry, McCarthy gives as good as she gets. And usually better.) Placing one woman in a room of men is the least interesting way to create a role because it means she is defined more by being not-a-guy than by being a person. “Spy,” like Feig’s “Bridesmaids,” is refreshing in a lot of ways, but mostly because it doesn’t think the Strong Female Character is enough — because it isn’t anymore. But director Bill Pohlad, working from an exceptionally smart script by Oren Moverman and Michael Alan Lerner, takes an oblique approach to his subject, homing in on two pivotal episodes in Wilson’s life: the creation of the “Pet Sounds” album and his subsequent mental breakdown and, 20 years later, his courtship of his current wife, Melinda Ledbetter, and her efforts to help him separate from Eugene Landy, the therapist upon

whom he had grown dependent. Paul Dano plays Wilson as an exuberant but fey young man, his performance channeling every riff and falsetto grace note with goosebump-inducing authenticity. Pohlad gracefully moves viewers through the Beach Boys’ early days, as young Wilson attempts to compose and record “Smile,” his follow-up to “Pet Sounds.” John Cusack plays Wilson in the 1980s, and while he may not look as spot-on as Dano does in the role, he nonetheless conveys
the musician’s damaged, guarded fragility. As portrayed by Elizabeth Banks, in a warm, quietly attentive performance, Ledbetter turns into the heroine of “Love & Mercy,” as she comes to realize that Landy — played with menacing bluffness by Paul Giamatti — is slowly destroying the man she’s falling in love with. Dano uncannily captures the ecstasy of creative gifts even Wilson himself couldn’t fathom, as well as the panic of sensing their evanescence and psychic cost. For his part, Cusack’s Wilson is undefended and shut down, peering out of his Malibu home to see if anyone can see him, and maybe hear what he hears. A run-of-the-mill romantic comedy FILM REVIEW Indie writer-director Andrew Bujalski’s great talent is calling attention to the inherent ridiculousness of everyday life. In “Results,” which follows personal trainers at a boutique gym, each bouncy fitness class and cheesy affirmation adds gentle humor to a movie that’s a delight to watch. Guy Pearce plays Trevor, the amiable owner of the Power 4 Life gym. He’s convinced that dreaming of a newer facility means the universe will turn his fantasy into the real thing, while his hotheaded employee, Kat (Cobie Smulders), occasionally takes things too far, like when she stalks and berates a client for sneaking a cupcake. Their tenuous peace is disrupted by the arrival of new client Danny (Kevin Corrigan, perfectly cast), a doughy stoner who has just

The number of seasons “Degrassi” will have been on the air when the Canadian teen drama airs its series finale this summer. “Degrassi” debuted in 2001, launching the careers of celebrities like Drake, Nina Dobrev and Shanae Grimes. To send the show off the air, TeenNick is launching a two-week finale event, according to Variety, which will include an hourlong special event July 20. The final episode will air July 31. Cruz apologized Thursday morning for telling “an old joke.” The funeral for Beau Biden will be held Saturday.

Im2Calories was introduced last week during a summit in Boston. Using pattern recognition, the analysis will identify foods based on the depth of each pixel in an image.
