When GOP strategist Karl Rove suggested that Clinton suffered a major brain injury in 2012, the response from Clintonworld was swift. “Hard Choices,” out Tuesday, is pure and simple a campaign book. For Clinton, there’s no beneﬁt to declaring her candidacy anytime soon. But there is every indication she is running: She is readying a campaign team, building policy proposals and framing her negatives in the best light. For years, the massive toll of wild animals exterminated by the federal government as a service to everything from airports to ranches has bounced up and down like a yo-yo. Last year it was up again. The more than 4 million animals shot, poisoned, snared or trapped by the Department of Agriculture’s Wildlife Services in ﬁscal year 2013 included 75,326 coyotes, 866 bobcats, 528 river otters, 3,700 foxes, 12,186 prairie dogs, 973 redtailed hawks, 419 black bears and at least three eagles, golden and bald. Though there’s a list of animals killed, there’s little data showing the cause for each killing, the methods used and the reasons behind mistakes that lead to massive kills of animals that aren’t targeted. At least two members of Congress have called Wildlife Services secret and opaque for failing to provide more information, and there are mounting calls for an investigation into how it operates. Rep. Peter DeFazio, D-Ore., has railed against the secret methods of Wildlife Services. DeFazio has asked to know what goes into poi-

Dispensing With Paper Fare Cards In a few years, using Metro’s SmarTrip will be riders’ only option Washington Thirty-eight years after the opening of Metro, which has become the second-busiest subway in America, the demise of the paper fare card is finally at hand. It’s another relic of the 1970s vanishing into Metro history, like the transit agency’s ﬁrst generation of subway cars. They will soon be retired, replaced by the 7000 series. Same with paper. In the next year and a half, starting with an

expected contract award this month, Metro plans to spend almost $9 million to retrofit about 500 fare card dispensers throughout the system so that they will sell only plastic, reusable, computer-chip SmarTrip cards. By December 2015, if all goes as scheduled, transit officials say, only one, small component of the ancient, belt-and-pulley fare gates will continue to function: The electronic SmarTrip card readers that were installed in the late 1990s. The retrofitting is just the first, short-term phase of a nearly $200 million plan to radically change the subway’s fare-collection system in coming years. By 2020, Metro says, a new generation of gates,

While more than 90 percent of Metro riders use SmarTrip cards these days, he says, fare machines still dispense about 2 million paper cards each month, which cumulatively takes a toll on the gates. Metro introduced SmarTrip cards in 1999 (and added a $1 surcharge to paper cards in 2012) in an effort to move riders away from paper. When the blue fare machines start dispensing them, Metro says, there will be a one-time $2 fee for the card, but the rider will be able to choose any initial fare value. Relic of the Past Adam McGavock, Metro’s sales director, describes what happens when a rider uses a paper fare card: “What pulls your card in is a big rubber belt … It’s motorized and running on a bunch of pulleys, and the pulleys have to be lubricated. The belt has to be tensioned and adjusted. It has to have powder put on it to maintain the exact right stickiness and durometer, OK?” He takes a breath. “So the belt grabs your card and drags it across the mag-stripe reader … Those have to be cleaned with rubbing alcohol and a Q-tip.” He says: “Then there’s a rubber stamp that has to go into ink and stamp the value on your card … I mean, really, it’s a miracle of engineering. … It’s a brilliantly made machine. The Silver Line’s distinction may cause potty envy among riders, but the advocate who led the years-ago ﬁght for access and questions Metro’s commitment to providing restrooms in other parts of the system hopes that seeing “real transit stations with real bathrooms” sparks outrage and change. “People are going to head out to Tysons and see these modern stations that look like they should,” said Robert Brubaker, who led a public restroom campaign for Metro riders in 2003 and later created the American Restroom Association, a national advocacy group. “They’re going to go, ‘Why don’t we have better bathrooms in the other Metro stations?’ ” An unscientiﬁc — and often odoriferous — two-month Washington Post study of Metro station restrooms revealed that although the system does provide restrooms in 81 of its 86 stations, they’re often dirty, single-stall facilities, inaccessible to all but the most knowledgeable riders. D.C. resident Rebeca Barge, 28, said someone once told her that she needed to ask the station manager for a key to use the Metro restroom.

At the L’Enfant Plaza Metro station, a request to use the restroom turns into a 20-minute treasure hunt. One station manager says the restroom is being cleaned and suggests using the facilities at a nearby Five Guys restaurant. After insisting that I do not want to leave the station, she concedes that there is a second restroom. On the other side of the station. I make the trek. The manager there leads me to a locked brown metal door marked “Fire Equipment Cabinet.” He opens it only to discover that it is being cleaned. He directs me to a third location. It’s a maze of twists and turns to yet another station manager, who unlocks a third door and finally, relief. It’s not supposed to be that difficult. A decade ago, advocates lobbied the transit agency to make restrooms readily available. It’s not as if the stations don’t have them; most do. The restrooms aren’t easily identifiable or accessible, but station managers are supposed to make them available to any rider who requests them. The issue has again come to the fore as the Silver Line approaches its long-awaited opening, with officials revealing that each new station will have its own state-of-the-art restroom facilities. Each station will have four restrooms — two for men, two for women — in plain sight, unlike most Metro restrooms, which are hidden in hallways behind nondescript doors. Metro officials insist, however, that the new stations are not getting anything special. Spokesman Dan Stessel said, “Even though the restrooms are not tucked away in a utility hallway, they will still be accessed the same way: Station managers will provide access for customers who request it.”

A Flush Fail? In 2003, Metro leased a self-cleaning toilet from New Zealand and installed it at the Huntington station as a one-year test. The Jetsons-inspired toilet, which the agency now owns, remains there today. Touch a button, and a toilet seat comes out of a compartment in the wall. After use, it automatically flushes and the seat is washed with a cleanser and returned to its compartment. But self-cleaning doesn’t necessarily mean it leaves the user feeling fresh and clean. A Washington Post reporter found the odor was unbearable and the floor was so wet that it was hard to tell whether it was from cleaning solution, water, urine or some combination. (T WP)

So she asked a Vienna Metro station manager. He said he couldn’t give her a key but would open the door. “Up until a year ago, I didn’t know there were bathrooms at Metro stations,” Barge said. Russell Carpenter, 73, has been riding Metro since it opened in 1976. “I never knew they were there,” he said. It’s not supposed to be a secret. A special order to all Metro personnel dated March 17, 2004, required the restrooms to be opened for riders who asked. At the time, some agency ofﬁcials expressed concerns that the restrooms could become havens for crime and other unsavory activities, hence the facilities remain locked. Brubaker, the advocate for the bladder-challenged, said building codes for restrooms have changed over the years. “The new ones [at Silver Line stations] are going to look pretty good,” he said. Still, to Harold Cartier, 23, a graduate student, it isn’t fair that users of some stations get nicer facilities. “If they decide to include it for the Silver Line,” he said, “then why not do it for every line?” VICTORIA ST. NHL Says Concussions On Decline NHL Hours before the Stanley Cup ﬁnals began, NHL Commissioner Gary Bettman proudly proclaimed that concussions are down across the league and there are numbers to back him up. That does not mean the league has ﬁgured out how to prevent head injuries among its players. Or that the numbers tell the whole story. According to data from STATS provided to The Associated Press, there were 53 concussions during the regular season, a sharp decline from the 78 reported during the league’s last full season two years ago. But even Bettman said there is only so much the league can do about a player hiding a head injury to stay on the ice. Current players seem to be adapting to the NHL’s emphasis on safer play: Physical penalties — such as illegal checks to the head, checks from behind and elbowing — have dropped in each of the last six regular seasons. An average of 1.03 physical penalties were called per game during the 2013-14 season, according to STATS, down from 1.14, 1.16, 1.25, 1.36 and 1.39 the previous five years. All-Inclusive Degree A Gallaudet program strives to increase deaf services abroad Master’s Programs Culture shock is common when students travel abroad, but for Rue Winiarczyk, it shaped her career. Being deaf wasn’t much of an issue for Winiarczyk growing up in

Ontario, Canada, where she attended a school for the deaf and communicated with her deaf parents and sister using sign language. But when she left her undergrad program at Gallaudet University (gallaudet .edu) to travel and visited Panama at 20, Winiarczyk encountered a lack of awareness about deafness that shocked her. “I won’t deny that as a deaf person, I encounter numerous challeng-

es in the U.S. and Canada,” Winiarczyk, now 34, said in an email interview. “But we are fortunate that we have the option to access services that many deaf people, especially those in developing countries, do not have.” Her experience abroad motivated her to ﬁnish undergrad and enroll in an M. A. program for international development at Gallaudet, which allowed her to work abroad and

study how to advocate for deaf people around the world. The two-year interdisciplinary program includes general coursework on international development — including economics, international relations and academic research — as well as classes that draw from Gallaudet’s specialties in deaf and disability studies and focus on how to include the deaf in international development Continued on page 18

The goal, according to the program’s mission, is to create leaders who will “work toward better systems of inclusion, social justice and human rights for deaf persons, their communities and other marginalized groups around the world.” Key to meeting that mission is a requirement that students obtain internships, both in D.C. during the school year and abroad in the summer. Often, the stints abroad turn into full-time jobs with international NGOs and deaf advocacy groups. The program started as a certificate seven years ago and has graduated 35 master’s students in all, allowing a limited number in each year. The majority of those who attend are deaf, and those who are not should have a background in working with deaf communities, program coordinators say. While most international development programs aim to help students change the world, the one at Gallaudet has set out to transform the development industry itself. Classes focus on how deaf communities can be marginalized in international work when resources such as sign-language interpretation are not provided. When the students go abroad, they often experience firsthand how global development work can inadvertently leave out the needs of the deaf. For her internship, Winiarczyk worked for the Malaysian Federation of the Deaf in Kuala Lumpur before earning her degree in 2010. She now works in Gallaudet’s Office of Research Support and International Affairs. Other students have interned in Argentina, China, Japan, West Africa and even North Korea. Often, students land in a new country and find local organizations ill-equipped to work with a deaf employee. Sarah Houge had no issues during her internship with an all-deaf group in West Africa. But three years after graduating from the master’s program in 2010, she worked with UNICEF in Bhutan and found not a single American Sign Language interpreter available in the country

She communicated with her coworkers by typing and through a volunteer from Australia who, like Houge, knew Australian sign language. “It was a fascinating process and very inspiring to see everyone willing to accommodate each other to make sure communication was happening,” Houge, 37, said in an email interview. Organizations have started becoming more inclusive in recent years, a shift prompted in part by the United Nations in 2006, when it adopted a set of rights for persons with disabilities. That has generated a demand for the sort of skills Gallaudet grads have: the ability to train organizations to be more inclusive of deaf and disabled people. “We’ve got people now wanting to know about inclusion policies. For our students, it’s great,” says associate professor Amy Wilson, coordinator of the international program. While other development programs may touch on disability issues as part of their overall curriculum, Gallaudet is guided by the needs of deaf and other communities. Deaf people still face discrimination in many parts of the world, and are sometimes denied education

Some of the most lasting work they might do is teaching members of the community rudimentary gestures and basic signs. “Having disability come first makes us all ‘think inclusive’ from the very beginning,” says Anais Keenan, 24, who graduated from the program in May. “Gallaudet is one of the only international development programs in the country where understanding deafness disability is just as important as understanding development.” Gallaudet wasn’t the obvious choice for Keenan, who says she grew up “mainstreamed” attend-

ing nondeaf schools and getting by with a hearing aid. She learned sign language for the ﬁrst time in college and hadn’t met another deaf person until she was 20. But she was attracted to the program because it was based in D.C., more affordable than her other options (the two-year program costs roughly $30,000, but grants are available to offset tuition), and offered her the chance to immerse herself in deaf culture.

Keenan, who studied journalism in undergrad, plans to use her graduate degree to work with international development organizations to improve communication and get away from what she calls “jargon speak.” “I like to joke that I’m actually a perfect ﬁt for the job — I’ve been studying how to communicate with people all my life,” she says. Her internship with Mobility International USA, which took her to three countries unfamiliar to her — Germany, Kenya and Belgium — presented a host of challenges, but it was nothing Keenan felt unprepared to handle. “Deaf people are well adapted to ﬁguring out ways to communicate by any means possible,” she says. The experience, he says, taught him the importance of hard work and treating people with respect. After an internship at a hospital, Forde realized he wanted to enter the health-care industry. He started out in the accounting department of a small hospital, and quickly rose to be a director and then chief financial officer. He then went from chief financial officer to president of a hospital, before serving as chief operating officer at Adventist HealthCare, an organization tied to Forde’s roots in faith. He is now set to take the helm.

How have you grown most as a leader?

Valuing and appreciating others. As a leader, you can’t do it all. You have to rely on really good people to help you accomplish your goals and vision as an organization. You have to help develop talented people around you that help you see the vision through. I also learned to listen to feedback and input from people who have good ideas and suggestions. Health care is full of committed employees who care a lot about patients.

the recipes for the beers of DC Brau, the first packaging brewery in the District since 1956, which he co-founded with Brandon Skall in 2011. Unlike a brewpub, which makes beer and serves it on site, usually with food, a packaging brewery creates and bottles beers to sell at grocery stores and restaurants. Hancock oversees a team of brewers who make the beer by heating, drying, cracking, seeping, boiling and fermenting varying amounts of barley, water, hops and yeast. He also troubleshoots around the brewery and represents his recipes — which he calls “my babies” — at beer tastings and events. These days he also handles more managerial stuff, like payroll. DC Brau now has 20 employees (up from the two founders and Hancock’s wife) and is set to make 10,000 barrels of beer this year (up from 1,500 the first year).

He later worked for two breweries in Ann Arbor, Mich., and came back to the D.C. area to work for Flying Dog Brewery (4607 Wedgewood Blvd., Frederick; 301-694-7899, flyingdogbrewery. com) in Frederick, Md. A friend introduced him to Skall, who was interested in starting a packaging brewery and had the business experience Hancock lacked. The two men raised $600,000 from 26 private investors, got Skall’s father, a lawyer, to do some paperwork and have never looked back. DC Brau was named the fifth-fastest growing brewery in the U.S. by business news site The Street in 2013. “It’s a good problem to have when you can’t brew enough beer,” Hancock says.

At the time, he was making frequent trips to a brewpub in Baltimore, where he could watch the staff making beer as he drank with friends. “I thought, ‘How cool would that be? Even on your worst days, you’re brewing beer for a living,’” he says. So with no prior experience with beer (besides drinking it), Hancock asked for an apprenticeship at Franklins Restaurant and Brewery (5123 Baltimore Ave., Hyattsville; 301-927-2740, franklins brewery.com) in Hyattsville, where he worked for no pay — just experience, food and drink — for two years. Brewing also requires attention to detail, because the tanks that hold the beer must be squeaky-clean, lest they grow bacteria. “You can come up with great recipes in your head, and they could win medals or awards, but if you’re not keeping your brewery clean,” the beers won’t taste right, Hancock says. Brewing is more about technical prowess than natural talent, he says.

So while a good sense of smell (and taste) can come in handy, even more important are neat-freak tendencies. HOW YOU CAN GET THIS JOB:

Home-brewing is great practice. But packaging breweries and brewpubs operate on a larger scale, so home-brewing alone won’t prepare you for a full-time job, Hancock says. As craft beer’s popularity rises, there are more opportunities for wannabe brewers. Consider finding an unpaid apprenticeship like Hancock. To get one, ask around at local brewpubs. Or you could start off at a packaging brewery in a low-level job, such as a technician on the bottling line, and work your way up. Or you could attend a brewing school or get a brewing certificate at a university. Hancock took a distance course from the Siebel Institute of Technology & World Brewing Academy (siebelinstitute.com) in Chicago. If you want to start your own brewery, bone up on business skills, or find a market-savvy partner like Hancock did. And you’ll have to make a few sacrifices. “Be ready to take a severe pay cut, work long hours hunched over in a wet environment, and lift 55 pounds [of ingredients] repeatedly,” Hancock says. Taye Diggs can claim an actor’s version of scoring a hat trick: He’s worked with a trio of television’s most innovative writer-producers. Diggs, who visited David E. Kelley’s “Ally McBeal” as attorney Jackson Duper and played Dr. Sam Bennett on Shonda Rhimes’ “Private Practice,” is starring in a new drama, “Murder in the First,” cocreated by veteran Steven Bochco. “There’s something to be said for putting out in the universe that which you want to claim. It’s happened to me three times,” he said. In the latest instance, Diggs, whose résumé includes “Rent” and other Broadway productions, was eager to be part of a project “where it’s about relationships and not just catching crooks and jumping over buses and whatnot,” said Diggs, 43. “Murder in the First,” despite the procedural-sounding title, turned out to be just such an opportunity. It debuts on TNT at 10 p.m. today. Diggs’ character is San Francisco police homicide Detective Terry English, who’s paired with fellow detective Hildy Mulligan (Kathleen Robertson). The ofﬁcers are admirably dedicated but have more to their lives than work. Terry’s burden is a tragic one, the terminal illness of his wife (Anne-Marie Johnson). Hildy is a single mom who,
