ACLU Sues NSA Over Surveillance Organization seeks to force government to stop collecting data Washington The American Civil Liberties Union filed a lawsuit Tuesday challenging the constitutionality of the U.S. government’s surveillance program that collects from U.S. phone companies the call records of tens of millions of Americans. It is the first substantive lawsuit following reports last week detailing two sweeping surveillance programs run by the National Security Agency under laws authorized by Congress after the Sept. 11, 2001, attacks. The ACLU suit challenges the legality of the spy agency’s collection of customer “metadata.” The lawsuit is asking the court to force the government to end the program and purge any records it has collected. The program collects such information, used by intelligence analysts to detect patterns and personal connections, on every phone call made or received by U.S. customers of major American phone compa-

Giant removable floodwalls would be erected around lower Manhattan, and levees, gates and other defenses would be built elsewhere around the city under a nearly $20 billion plan proposed Tuesday by Mayor Michael Bloomberg to protect New York from storms and the effects of global warming. Al-Qaeda’s Expanding Arsenal Evidence hints at a missile threat to commercial planes Timbuktu, Mali The photocopies of the manual lay in heaps on the floor, in stacks that scaled one wall, like Xeroxed, stapled handouts for a class. Except that the students in this case were al-Qaeda fighters in Mali. And the manual was a detailed guide on how to use a weapon that particularly concerns the U.S.: A surface-to-air missile capable of taking down a commercial airplane. al-Qaeda in the Islamic Maghreb in Timbuktu, strongly suggests the group possesses the SA-7 surfaceto-air missile, known to the Pentagon as the Grail, experts say. A 78-year-old Canadian woman dubbed the “Black Widow” was sentenced Tuesday to 3½ years in prison for drugging her newlywed husband. The sentence for Melissa Ann Shepard, who pleaded guilty Monday to administering a noxious substance and failing to provide the necessities of life, will be reduced because of her time in pretrial custody. Shepard was charged last year after Fred Weeks, 76, fell ill while the couple was on a honeymoon. An agreed statement of facts
Backstory Melissa Ann Shepard, 78, known as the “Black Widow” in Canada, was convicted of manslaughter in 1992 in the death of her second husband, Gordon Stewart, whom she drugged and ran over twice with a car. In 2005, Shepard — who has gone by several other surnames — was sentenced to five years in prison on seven counts of theft from a man in Florida who she had met online. (AP)

Public Deserves Deadlines for Metro Work Two years into Metrorail’s rebuilding program, it’s impossible for the general public to tell whether it is working. It’s time for the transit authority to level with the riders and everyone who depends on the rail system about what’s going to be fixed when. We’re used to having our transportation departments set goals and deadlines. Look, for example, at the Maryland State Highway Administration’s road work plan for the rest of 2013. You know where we’ll be getting a new ramp or turn lane. You can see the scope of the work at any stretch of roadway, when it started and when SHA anticipates finishing. You can see that the SHA is just starting to rehabilitate the Universi-
ty Boulevard bridge over the Capital Beltway and that the work is scheduled to be done in fall 2014. If it’s not done then, drivers will notice, and we can ask why. Manual Mode Metro is not at a point where it can run its trains in automatic train control, according to Mort Downey, who heads the Metro board’s safety and security committee, citing a review done by an outside consultant. Metro has been running its trains in manual mode since the deadly 2009 Red Line crash near the Fort Totten stop, in which nine people died. Downey said no time frame has been given for the return to automatic train operations, and “that’s deliberate.� (T WP)
I know Metro has aggressively pursued track work projects that will result in a smoother, more reliable ride, and that’s swell. Theater to be named for media mogul at new history museum Washington Philanthropist and media mogul Oprah Winfrey is donating $12 million to the Smithsonian’s National Museum of African American History and Culture, officials
announced Tuesday. Combined with the $1 million she gave in 2007, it is the museum’s largest donation, and Winfrey’s name will go on a 350-seat theater in recognition. The chairwoman and chief executive of the Oprah Winfrey Network has been a member of the museum’s advisory council since 2004. “By investing in this museum,

Police: Thief Stole $10K of Copper Upper Marlboro, Md. For a thief, stealing copper is rarely a way to a six-figure income. Unless, that is, you find the mother lode, which is what Prince George’s County Police say a Suitland, Md., man did. Once a week, often late on a Thursday or Friday, Kevin Andrew Price, 50, would drive his pickup behind a Pepco facility in Upper Marlboro, Md., scale a fence and return with hundreds of pounds of copper wire, county police say. He’d drive away with a truckload worth the equivalent of a hefty
week’s pay, and come back the following payday for more. What’s more, police say, rarely would anyone at Pepco notice. Price, of the 4800 block of Davis Avenue, was arrested Friday and charged with multiple counts of breaking and entering and theft. Pepco only reported two thefts at the facilit y at 8500 Pepco Place, county police said. But they believe Price burglarized the facility seven or eight times. When “Game of Thrones” star Peter Dinklage swung by “The Daily Show,” Jon Stewart knew where to start his interview about the HBO mega-hit. “People are so obsessed with this program,” Stewart said. “I have people who work here, in this office, who disappear for days, on ‘Game of Thrones’ jags. And they are, they just come back with that, sort of, can’t wait —” “Nerd glaze,” Dinklage cut in. “Yes!” said Stewart. “You just coined something, sir.” Ah, nerd glaze. It’s not something you get when you watch television. It’s something you get when
you binge. But why binge at all? Is programming so excellent that it’s literally irresistible? Are humans hardwired to binge? There’s a sociological explanation for why we binge-watch: Overindulging in entertainment is as American as McDonald’s apple pie. We’ve never met fries we couldn’t super size. We’ve demanded six “Fast and Furious” movies. Moderation is for Canadians. There’s also a scientific answer: Shows can be addictive. Whenever you engage in fun activities — eating, drinking, having sex — your brain releases dopa-
mine, the neurotransmitter that makes you feel good. Every drug of abuse also directly or indirectly causes a release of dopamine, which is why (until they kill you) drugs make you feel good, too. You also have a forebrain, which allows for thought, evaluation and the prediction of consequences. Whether you’re deciding to watch “just one more” episode of “Breaking Bad” or you’re throwing back “just one more” tequila shot, a similar sequence is playing out in that particular part of the brain. The Chicago Blackhawks and Boston Bruins are set to compete for the Stanley Cup in the NHL’s first final featuring Original Six teams since 1979. There have been seven champions in the salary-cap era, and the team that hoists the Cup this month will become the league’s only two-time winner of the new era. A Tight Position Battle Davis, Paulsen, Paul and Reed make up deep, talented group Redskins As the Redskins began their threeday minicamp Tuesday, it was apparent the tight end battle will be highly competitive this summer. The team has plenty of options in the post-Chris Cooley era. Fred Davis and Logan Paulsen are the incumbents, with Niles Paul providing an intriguing option and rookie Jordan Reed a potential star-in-the-making. During minicamp, only Paulsen and Paul are on the field, with Davis and Reed working their way back from injuries. “Training camp will be an opportunity for people to establish themselves,” said Paulsen, who caught 25 passes for 308 yards in 10 starts last season. “I don’t know if

Back in the Fold: Receiver Donte Stallworth is at Redskins minicamp after recovering from a hot air balloon crash with his girlfriend in March. It was when he was working in cinematic special effects that Zou Renti stumbled upon a unique technique to make lifelike models. The 75-year-old’s effigies are so realistic they will have you seeing double, Yan Yiqi reports.
M
a d a m e Tussauds is a name familiar to many Chinese. However, few Chinese know that there is another technique to create lifelike sculptures — with results that can look even more real than Madame Tussauds’ wax effigies — or that the technique was developed by a Chinese. Despite Zou Renti developing the technique 21 years ago, and more than 500 museums and galleries around the world exhibiting his 3,000 sculptures, Zou’s name and his achievements are not familiar to people outside the museum industry. Unlike other 75-year-olds who have retired to enjoy a leisurely life, Zou is still working hard. As director of Xi’an Superman Sculpture Institution in Northwest China’s Shaanxi province, Zou is working to let more people know about this new type of sculpting technique. Zou developed his technique, which does not have a specific name yet, in 1992. Some people call it hyper-realistic sculpture because he was inspired by Duane Hanson, a hyper-realistic artist in the United States. Hanson made casts from actual people using fiberglass and vinyl.Zou thought Hanson’s techniques limited the range of models he could choose from and fiberglass didn’t resemble human skin. He used photos rather than actual people as models for his works. The procedure Zou employed is similar to that at Madame Tussauds, but instead of using

To make a silicone effigy, a sculptor makes a model out of plaster based on photos taken from different angles. Silica gel is pasted on top of the plaster model. The silica gel is then painted to make the skin look realistic, with veins and blemishes. Compared with wax, silica gel is softer, more durable and feels more like human skin. Before devoting himself to the world of effigies, Zou had produced movie special effects in Xi’an for more than 30 years. “In many movies, we used silica gel to build fake noses and chins for actors and actresses. And the results turned out perfect,” Zou said. Zou inserted computers into effigies he made and developed

simulated robots that can move and interact with people. A robot he made to resemble himself was honored in Time magazine’s Best Inventions awards in 2006. “Some robots do cool tricks. Others just look cool… Its most impressive feature is its skin, which is made of silica gel and looks so lifelike that some people couldn’t tell the real Zou from his double,” Time wrote. Fei Qinsheng, former director
of the design department at Shanghai Museum, said Zou’s highly simulated robots had opened doors for museums. “With such robots, we can demonstrate things more vividly to visitors, especially for some historical scenes,” he said. When introducing his inventions and describing people’s reactions toward them, Zou looks like a proud father. “I like to see people amazed by what we have shown them. When those moments come, I feel that everything is worth doing,” he said. But he frowned when the current situation of his company and its future was mentioned. “There are too many copycats,” he said. Although Zou has applied for patents for his techniques, he could not keep them secret
from his employees. Many staff members left Zou’s company and started their own after learning his techniques. According to Zou, there are more than 200 companies selling silica-gel effigies. “My company’s quality is incomparable of course, but they (the competitors) have lower prices, which puts me in a dilemma,” he said. Zou positions himself as an artist rather than a businessman, and he is very picky about clients. This pickiness has put the company in crisis. “Last year, the tax we paid exceeded our profits. I have a passion for art and innovation, but I’m not goot at doing business,” he admitted. The price of one silica-gel effigy from Zou’s company is 200,000 yuan ($33,000). It takes six to eight workers three to four months to finish. Apart from the company’s survival, Zou said he was also worried about the future of his craft. “When the market is filled with silica-gel effigies of poor quality, I am worried that people will neglect the original beauty of this art form. And maybe 20 to 30 years later, they will abandon it because it is not amazing at all,” he said. Zou said his dream was to build a museum for silica-gel effigies so that more people could enjoy this new type of art. “Madame Tussuads has exhibition centers of more than 10,000 square meters, but my works are scattered among museums around the world. It is difficult for the public to really get to know it,” he said.

OneofMichaelMeyer’searliest impressions of Beijing was from Marco Polo’s description in the 13th century: “The whole interior of the city is laid out in squares like a chessboard with such masterly precision that no description can do justice to it.” For the US author, his journey of discovery started from the heart — and the old parts — of Beijing, which is roughly the size of Manhattan. As Meyer wrote in a magazine article titled Beijing Forever, “narrow lanes called hutong still stand, lined by gray-walled and single-story courtyard homes whose tiled roofs need weeding”. For centuries the rigid grid of hutong characterized Beijing’s culture, he notes, with locals saying turn north, south, east and west instead of left and right. So he was sad to find that fewer than one-eighth of Polo’s “chessboard” remains. In 1997, Meyer moved to Beijing after living for two years in Sichuan province, where he worked as a Peace Corps volunteer. Since then, he has watched as many hutong met the wrecking ball. Cultural heritage protection subsequently became his focus as a journalist. Seeing that the staunchest hutong protectors are mostly tourists and historians, he realized that the only way to find out whether the hutong deserves protection was to live there. “I want to see history, but I also want to experience the daily lifestyles,” he said. He spent two years living in a dull and dilapidated hutong, deprived of elements of modern comforts such as a private toilet and bathroom. But the result is illuminating: a thoughtprovoking book called The Last Days of Old Beijing, offering detailed accounts of people’s lives in the hutong. It all happened in Yangmeizhu Xiejie. There Meyer attained
a job as an English teacher, a respectedrolethatsoonenabled him to become a trusted part of the community. But it still took almost one year before his neighbors agreed to share their untold life stories. Meyer said when he was “a snobbish journalist”, he barely kept any contact with his interviewees after pushing them for quotes he needed for a story. But this time he tried to be friends with people, politely and patiently waiting till they offered to share. Their stories finally started to emerge, conjuring up a world that Meyer found was not risky and disorderly as imagined by outsiders. Instead, it was a world that was“safe and full of vitality”. In this world, he had to get along with an enthusiastic old widow, his neighbor and landlady. He was also given a rare opportunity by the neighborhood’s garbage man to visit a dumping ground. He once even went to a remote village in Shaanxi province, hoping to catch up with the life of Lao Liu, a noodleshop owner who returned home after a demolition plan led him to bankruptcy. Meyer’s 2008 book is now being introduced in a Chinese version. The author’s pursuit of purely human-interest stories, critics say, offers a fresh approach to writing city chronicles. In a recent publicdialogue with Meyer,Liu Suli,owner of Beijing’s well-known independent Wansheng Bookstore and a veteran observer of China’s publishing market, said he had read many Beijing chronicles, none of which, however, was like Meyer’s. “The point of being a foreigner in this situation is not really a different perspective, but the different training he received in writing,” Liu said. “If you don’t write well about people, you can hardly reveal the nature of a city.”

Liu said the value of Meyer’s writing was that, though he obviously had a stance, he didn’t criticize. Instead, he was like a camera, faithfully recording what he saw and heard. Shabby as it was, Meyer said, the hutong was a place where some lifestyles, such as keeping pigeons, could hardly be practiced elsewhere, where outsiders blended into locals and migrants turned into
citizens, and where locals built up a social network and found themselves a comfortable role. It’s undeniable that the conditions were poor, and that’s why many, especially young people, wanted to move out. The ideal situation, Meyer said, was to let those who wanted to stay stay and give them sanitation and safety. At any rate, he said, people should have a choice and a say.

Els said. “I know guys were hoping for a ďŹ rm test.â€? With softer conditions, Els may as well keep the driver in the bag. Golfers should be able to hit the fairway with a 3-wood or even an iron on some of the par-4s. Once they reach the green, it could be time for Els to anchor up the belly putter. The 43-year-old has only about three more years of majors left where he can still use the belly putter in its current form. Summer’s here, and the time is right for … remaining absolutely still, as always. There’s plenty of television to choose from, but that whole notion of summer being the most provocative and experimental TV season is losing its luster. Looking at this summer’s lineup is a little like arriving at your favorite vacation spot and noticing that the shave-ice shack burned down over the winter. (No “Louie,” which is on hiatus.) In any event, there’s still a good deal of summer programming — new and old — that looks intriguing. HANK STUEVER (THE WASHINGTON POST)

The more I think about it, the more I can’t believe “This Is the End” actually exists. This is a movie where the world ends, and we get to see how Seth Rogen, James Franco and Jonah Hill — all playing warped versions of themselves — would survive. It’s as if Columbia Pictures gave first-time co-directors Rogen and Evan Goldberg millions and said, “Go crazy!” The premise is really just an excuse for Rogen, left, and By Rudi Co. — Danny McBride, Greenberg Craig Robinson and Jay Baruchel, right — to destroy Los Angeles and make raunchy jokes. The film, out today, has a spiritual forebear in Neil Patrick Harris’ careerreviving cameo in “Harold & Kumar Go to White Castle.” But instead of playing against type, “This Is the End” plays with type. Rogen smokes a lot of weed and acts like a child. Franco is a sexually ambiguous, art-obsessed nerd. McBride parties hard and is generally an awful human being. “This Is the End” easily could have been a Funny or Die video. Thankfully, it wasn’t. It’s silly, it’s stupid, and I couldn’t stop laughing at it. They turned an inside joke into a feature-length film, and we’re all in on it.

The pilot episode is taut and flawless. You’ll want more.
“Blood and Oil” June 18, Discovery Discovery turn its knack for chronicling the lives of gritty get-richers to the oil boom in the lower 48. Here we meet the members of the argumentative Cutter clan in Ohio, who are trying to stave off bigger oil companies and keep their family-run operation in the black.

Based on Piper Kerman’s memoir. “Futurama” June 19, Comedy Central I’m as guilty as you for being a fair-weather friend to “Futurama,” which has had a great and resilient run. Helen Mirren is a star of stage and screen — and now stage on-screen. Mirren’s award-winning performance as Queen Elizabeth II in “The Audience” will be beamed Thursday from London’s Gielgud Theatre to hundreds of movie theaters around the world in a live broadcast (see box for local screenings, which will occur this summer). Live theater broadcasts have become a surprise hit since Britain’s National Theatre launched its NT Live program four years ago with — fittingly enough — a production of “Phedre” starring Mirren. “The Audience” is the latest step in Mirren’s glittering regal procession as the monarch. She won an Academy Award for playing Elizabeth in the 2006 movie “The Queen,” and gained an Olivier stage trophy in April for her reprise in boxoffice hit “The Audience.” But she had to be persuaded to wear the crown a second time. “I really didn’t want to play the role again,” Mirren says. “I was very resistant.”

But ABC executives see “The Lookout” as a chance for the journalists to try something new and as an olive branch for evicting “Nightline” from a time slot it held for three decades.
