Police say a man left a Pennsylvania Turnpike plaza Friday without claiming a $500 prize from a scratch-off lottery ticket, only to have another man claim the winnings. The York man had scanned the ticket to verify his win, but didn’t take a paper voucher, and left with his information still displayed on the machine. Why stop at just a House of cards? BALTIMORE Bryan Berg has built a House of cards — and a Senate of cards — on a platform at the Horseshoe Casino in Baltimore. Both sections of the U.S. Capitol building, which he made out of 300 decks of cards without using tape or glue, seem pretty sturdy, he says. The 7-foot-tall Washington Monument of cards, however, has the professional cardstacker worried. “It’s leaning, and if it falls when the project is done, it would land right on the White House, which is sort of funny to think about,” he says. “Maybe I will build the White House really well in case that happens, so it doesn’t get completely crushed.” Berg, who has degrees in architecture from Iowa State
University and Harvard University, has been working on this series of card structures since June 4. When he finishes on June 19, he’ll have built 10 D.C. and Baltimore landmarks, including the Lincoln Memorial, the White House and Camden Yards. So far, Berg’s version of the Jefferson Memorial is holding up better than the real thing, which shed a 5-foot slab of limestone last year. Barring any accidents, the monuments will be on display through the end of July. Then, Berg or some lucky casino patrons will get to knock them all down, a task that’s often accomplished with a leaf blower. The imminent destruction of dozens of hours of painstaking work doesn’t bother Berg one bit. “Nothing lasts forever,” he says. “I don’t care if it’s built out of cards or marble.” SADIE DINGFELDER (EXPRESS)

Report: Metro lacks a ‘culture of safety’ FTA to release findings today in investigation into the transit system TRANSPORTATION Federal transit officials have found significant flaws in Metro’s system for ensuring that trains and buses operate safely, members of Congress said Tuesday. At a Capitol Hill news conference, four members of the Washington area’s congressional delegation said a report by the Federal Transit Administration, set to be released today, cites major problems with safety management at the Washington Metropolitan Area Transit Authority. “Metro still needs to make significant progress,” Sen. Barbara Mikulski, D-Md., said after she and others in the delegation were briefed on the FTA’s findings. “This FTA safety inspection confirms what many of us have feared, that Metro continues to lack a top-to-bottom culture of safety,” Rep. Gerald E. Connolly, D-Va., said in a statement after the news conference. Mikulski — joined by her Maryland colleague, Sen. Ben Cardin, and Virginia Sens. Mark Warner and Tim Kaine, all Democrats — said the FTA report will offer Metro a road map for restoring confidence in the safety of the troubled system.

Although members of the delegation, among others, had been briefed on the report, they provided few specifics on its recommendations. “Metro is critical to our capital’s future and our nation’s future,” Warner told reporters. “This FTA report is one indication that what we have had at Metro is a failure of leadership.” Mortimer L. Downey, chairman of Metro’s board of directors, said the agency would not comment on the report in detail until it becomes public. “We’re told it contains a lot of recommendations for things we should be doing, although I have not seen the list,” Downey said. “We’re told it’s all kinds of things,
from soup to nuts, with respect to both rail and bus.” The report, as described at the news conference, is another black eye for the beleaguered transit agency, which has been under near constant criticism for the past six months for its performance problems and financial woes. The report is “going to be very detailed, very specific and, in many instances, troubling,” Kaine said. The FTA’s “safety management inspection” of the agency is one of several outside inquiries into WMATA that are expected to produce reports in coming weeks, offering a closer look at Metro’s myriad troubles. Roommates testify in Va. student slaying case
New attorney OK’d for man charged in mansion deaths
A former Baltimore Ravens cheerleader and the ex-wife of a prominent Maryland energy executive has pleaded guilty after being charged with having sex with a 15-year-old boy. Forty-eight-yearold Molly Shattuck pleaded guilty on Tuesday to one count of fourthdegree rape, a felony that can carry up to 15 years in jail. She made the plea in front of a Delaware judge just days before her trial was to begin. Shattuck will have to register as a sex offender. Sentencing is scheduled for mid-August. Shattuck was indicted last year for rape, unlawful sexual contact and providing alcohol to minors. (AP)
The man accused in the April slaying of his roommate and fellow University of Mary Washington student said he had a physical confrontation with the woman before she was found bound and strangled, the victim’s other roommates testified Tuesday. The women testified at a hearing for Steven Vander Briel, 31, who has been charged with the abduction and slaying of Grace Rebecca Mann, 20, of McLean, Va. After the testimony of Kathryn Erwin and Holly Aleksonis, who shared an off-campus house with Briel and Mann, a judge found probable cause to send the case to a grand jury and Circuit Court. (AP)
A D.C. judge has approved a new attorney for a man charged in the slayings of a wealthy family and their housekeeper inside a Washington mansion. Defense attorney Sean Hanover of Fairfax, Va., appeared in court Tuesday to represent Daron Wint. Judge Rhonda Reid Winston also scheduled a preliminary hearing for July 2. During a brief hearing, Wint, who had been represented by public defenders, told Winston that he wanted new representation. Wint’s family hired Hanover. Wint is charged with first-degree murder in the deaths of Savvas Savopoulos; his wife, Amy; their son, Philip; and housekeeper Veralicia Figueroa. (AP)

Fence jumper gets 17-month sentence THE DISTRICT A federal judge handed down a 17-month prison sentence Tuesday to a disturbed Iraq war veteran who scaled the White House fence last September and helped trigger a shake-up of the Secret Service after he was able to enter the executive mansion. U.S. District Judge Rosemary M. Collyer ordered Omar J. Gonzalez, 43, to stay out of D.C., give up his guns and knives and allow the U.S. Secret Service access to his medical records. “We often think of the White House as the most secure place in the world, but it was proven that day that it was not,” Collyer said, before addressing Gonzalez directly. “No more guns, no more machetes, no more knives, no
more tomahawks. Got it?” His attorney said Gonzalez will live with his father in Southern California after he completes his prison term. He will remain on probation for three years and his attorney said he is expected to receive mental health treatment for the rest of his life. “I would like to apologize. I am sorry for my actions,” Gonzalez said. “I never meant to harm anyone. I want to commit to maintain my treatment that started at the prison.” Gonzalez pleaded guilty in March to entering or remaining in a restricted building or grounds while carrying a deadly weapon and of assaulting a federal officer, both felonies. Juvenile shot, critically injured in Southeast A teenage boy was shot and critically wounded early Tuesday in Southeast Washington, according to a D.C. police spokeswoman. The shooting occurred about 12:40 a.m. at Naylor Road and 28th Street SE. Police described the victim as a teenager, but there was no confirmation of his age. The mysterious case of the $24,999 limbs VA probes $54M worth of questionable prosthetics purchases POLITICS The payments couldn’t help but catch the attention of the top procurement official at the Department of Veterans Affairs. Employees in the purchasing department of a VA hospital in the Bronx had used government purchase cards like credit cards at least 2,000 times to buy prosthetic legs and arms for veterans. Each time they swiped the cards, it was for $24,999 — precisely one dollar below the VA’s charging limit for purchase cards. When word reached Congress
about the $54,435,743 worth of prosthetics bought under such odd circumstances over two years — the subject of an inspector general investigation announced Monday — lawmakers demanded details. But they were told there was no documentation. VA officials had prepared to tell Congress that the records had been destroyed by Hurricane Sandy, according to previously undisclosed records obtained by The Post, until a senior adviser pointed out the timing was wrong and the excuse wouldn’t hold up. The Bronx case was one of several that Jan R. Frye, deputy assistant secretary for acquisition and logistics, described in an internal memo, which described
a culture of “lawlessness and chaos” at the Veterans Health Administration. Frye said the agency has been spending at least $6 billion a year in violation of federal contracting rules. Frye testified at a House hearing in May that purchase cards can be used for payments over $3,000 only if there is a certified invoice linked to a properly awarded contract. He said he suspected that the thousands of prosthetics put on cards in $24,999 increments was a sign that contracting staff was trying to get around writing contracts. The cute creatures, which have been studied since 1990, don’t have a formal name yet, but they’re captivating to watch. L’Espresso magazine published the full 191 pages of “Laudato Si” (Be Praised) on its website Monday, three days before the official launch. The Vatican said it was just a draft, but most media ran with it, given that it covered many of the same points Francis and his advisers have
been making prior to the release. On Tuesday, the Vatican indefinitely suspended the press credentials of L’Espresso’s veteran Vatican correspondent, Sandro Magister, saying the publication had been “incorrect.” Magister said that his editor, not he, obtained the document and decided to publish it. In the draft of the encyclical, Francis says global warming is “mostly” due to human activity and the burning of fossil fuels. He calls for a radical change in behavior to save the planet for future generations.

Too much to celebrate
A consistent problem for Nats rotation NATIONALS On Sunday, Max Scherzer sparkled as he blinded the Brewers in one of the best-pitched games in major league history. On Monday, Gio Gonzalez fumbled through his shortest start since last July. Those back-to-back outings epitomized this roller coaster season for the Nationals’ highly touted rotation. Gonzalez could not explain his trouble Monday, but it fit in his inconsistent year. The lefthander has made 13 starts and allowed four or more runs in six of them — while he has allowed three runs or fewer in seven. He has walked two or fewer batters in eight starts, and four batters in three. “Obviously, you pick up a little bit, learn from this game, learn from the walks, the mistakes, the inconsistency in the strike

zone,” Gonzalez said Monday. “After that, just learn to adjust, make the adjustment, go out and turn the page, pitch the next start and try to give you seven, eight, nine innings.” Nationals starters failed to last more than four innings 10 times all of last season. Gonzalez’s short outing was the ninth such occurrence in 64 games this year. Stephen Strasburg was the perpetrator for four of those outings, though he left with injury twice. A.J. Cole and Taylor Jordan each struggled in a spot start. Jordan Zimmermann struggled into early departure in his second start of the season, and then again in his most recent one. Doug Fister lasted two innings in his last start before hitting the disabled list. Fister, who as it turned out later was bothered by a strained right flexor, allowed one earned run or fewer in three starts this season, but four or more in three. Zimmermann, who had more starts than walks in 2015, walked

That Gonzalez’s struggles came a day after Scherzer’s dominance highlighted the recent trouble with these Nationals. GOLF The classic U.S. Open course — think Oakmont, Winged Foot or Congressional — is lush and historic, in the Eastern or Central time zone, with a stately old clubhouse, narrow fairways and pristine greens that can generally be counted on to reward a well-struck shot in the vicinity of their pins. And then there is Chambers Bay. The site of the 2015 Open, which begins Thursday, is so new (opened in 2007), so foreign (a links-style architecture), so
remote (on the south side of Puget Sound, west of Tacoma, Wash.) and so visually arresting (with massive fairways and greens, almost no trees and significant elevation changes from hole to hole or even within the same hole) — it may as well be on the moon. On No. 1, par will be four on some days and five on others — indicative of the vastness of some tee boxes, as well as the many options for U.S. Golf Association officials. “There’s so many [yardage] numbers you have to learn, so many different tee locations,

NL leaders may have illegally accessed the Astros’ player database MLB The FBI and Justice Department are investigating members of the front office of the St. Louis Cardinals to determine whether the organization hacked the computer network of the Houston Astros in order to steal player personnel information. An investigation is “ongoing,” a federal law enforcement official said. There’s “a lot of work going
into” the probe, said the official. This is the first suspected case of corporate espionage in which a professional sports team has allegedly hacked the network of another team, according to The New York Times, which first reported the investigation. Officials told the Times that they have uncovered evidence that Cardinals officials hacked the Astros’ database, known as Ground Control, and obtained information and internal discussions about trades, proprietary statistics and scouting reports. After decades as a passionate home brewer, Tom Barse went public with his efforts in the summer of 2012 when he opened Milkhouse Brewery. The facility is housed on Stillpoint Farm, his sustainably run property in Frederick County. The boutique brewery usually has half a dozen brews on tap, featuring hops, grains, honey, vegetables and fruit grown just steps away on the farm. “Our beers have grassier, floral and earthier notes,” Barse says. Call it the Free State terroir.
Growing up on a farm, Henry Ruhlman was in charge of feeding the pigs their daily mash, which once fermented to create a Budweiser-like scent. “After that, I couldn’t get beer past my nose,” he says. Later in life, he discovered craft beer and home-brewing, which helped him get over his aversion. Now he grows seven hops varietals and produces more than half a dozen beers inside a modest brewhouse he hand-built on his 36-acre farm, Creeping Creek. He recently planted a crop of barley, which will ultimately be malted for future beers.
Marriner opened a microbrewery on his 54-acre farm in March. He grows hops as well as herbs and berries, which he intends to incorporate into future brews. For the first test run this year, the team brewed 10 different beers and debuted them at Victoria Gastro Pub in Columbia, which Marriner also owns. They sold out in 90 minutes. “It was fricking awesome,” he says. The hoppy startup plans to make 2,000 barrels a year, including Farm Fuzz, a Belgian white with peach notes.
For nearly four decades, the Aellen family’s Linganore Winecellars has been at the forefront of Maryland’s vino scene. Last November, the three brothers in charge got in the beer business, too. A small hopyard growing five types of hops, a tasting room and a suds operation overseen by brewmaster Victor Aellen now complement their sprawling 70-acre vineyard. Currently, only some of their homegrown hops go into each batch of beer. “We’re hoping to produce one with only our own products in the next few years,” partner Eric Aellen says. “That’s our ultimate goal.”

In the heart of Baltimore’s Hampden neighborhood, smack-dab on 36th Street (also known as “The Avenue”), sits The Food Market, a restaurant that’s been serving American fare since 2012. Overseen by chef Chad Gauss, the restaurant gained fast acclaim for its familiar-yet-gutsy menu, which includes dishes such as seared tuna with avocado tzatziki, marinated cucumbers and olive oil (above, $15), crispy lobster fingers with truffle honey mustard ($19) and wild boar rack with a potato flapjack and charred cabbage ($29). The menu is large with nearly 40 different items (plus cocktails, wine and beer), so it’s best to head out with a group willing to share. In an interview with the Guardian, Tilda Swinton shared details about Drumdaun Upper School, the school she and other parents founded in 2013 in Scotland. “There’s no grading, no testing at all,” Swinton said. “It’s incredibly art-based, practical learning. For example, they learn their science by building a Canadian canoe, or making a knife, or caramelizing onions. And they’re all happy 17-yearolds.” According to the Observer, the school’s head teacher is a former roadie for the Sex Pistols. Swinton noted that she hopes students, including her two children, find their own way. “We’re just doing a little chillaxing,” she elaborated. (EXPRESS)

Dwayne Johnson said Monday on Instagram that he hit a parked truck and damaged its side mirror while on route to a movie set about a month ago in Massachusetts. Johnson says the truck owner recognized him and refused to accept money for the damage. He thanked Audie Bridges for “being so cool about the whole thing” and posed for a picture with him by the damaged truck. (AP)
Kristen Stewart’s mom denies that she revealed her daughter is dating assistant Alicia Cargile in an interview with The Mirror. Jules Stewart told Us Weekly she and the reporter talked about Jules’ new movie, gay rights, and a fundraiser she was hosting, but “never ever did we discuss Kristen.” The writer of the story, Sharon Feinstein, wrote on her blog Tuesday that she stands by her story and that Jules’ denial is “simply incorrect.” (EXPRESS)
